以非化石能源為主的電源結構有助于實現能源轉型


記者:您曾提出,能源轉型的(de)(de)核心是(shi)新一代電力系(xi)統(tong)。請(qing)問電力系(xi)統(tong)的(de)(de)發展(zhan)經過(guo)了哪幾個階(jie)段?


周孝信:新一(yi)代能(neng)源系統(tong)(tong)是以(yi)電力為(wei)中心,以(yi)電網(wang)為(wei)主干和(he)(he)平臺(tai),各種一(yi)次(ci)、二次(ci)能(neng)源的(de)生(sheng)產(chan)、傳(chuan)輸(shu)、使用、存(cun)儲和(he)(he)轉換裝(zhuang)置(zhi)以(yi)及(ji)信息(xi)、通信、控制(zhi)和(he)(he)保護裝(zhuang)置(zhi)直接或間接所構成的(de)網(wang)絡化(hua)物理(li)系統(tong)(tong)。


回顧(gu)電(dian)(dian)(dian)(dian)力(li)(li)系(xi)統的發展歷程,第一代(dai)(dai)電(dian)(dian)(dian)(dian)力(li)(li)系(xi)統是(shi)(shi)19世紀末(mo)(mo)至20世紀50年(nian)代(dai)(dai),特(te)點(dian)是(shi)(shi)小(xiao)機組、低電(dian)(dian)(dian)(dian)壓、小(xiao)電(dian)(dian)(dian)(dian)網(wang),電(dian)(dian)(dian)(dian)網(wang)安(an)全和(he)供(gong)(gong)電(dian)(dian)(dian)(dian)可靠性(xing)(xing)低,當時的電(dian)(dian)(dian)(dian)源(yuan)和(he)電(dian)(dian)(dian)(dian)網(wang)處于初級發展模式(shi)。第二代(dai)(dai)電(dian)(dian)(dian)(dian)力(li)(li)系(xi)統是(shi)(shi)20世紀50年(nian)代(dai)(dai)至20世紀末(mo)(mo),特(te)點(dian)是(shi)(shi)大機組、超高(gao)壓和(he)大電(dian)(dian)(dian)(dian)網(wang),安(an)全性(xing)(xing)和(he)可靠性(xing)(xing)得(de)以(yi)提高(gao),但大電(dian)(dian)(dian)(dian)網(wang)停(ting)電(dian)(dian)(dian)(dian)風險依然存在(zai),且(qie)仍然高(gao)度依賴(lai)化(hua)石能(neng)(neng)源(yuan),是(shi)(shi)一種不可持(chi)續的發展模式(shi)。第三代(dai)(dai)電(dian)(dian)(dian)(dian)力(li)(li)系(xi)統是(shi)(shi)從21世紀初至21世紀中葉,以(yi)可再生能(neng)(neng)源(yuan)和(he)清潔能(neng)(neng)源(yuan)發電(dian)(dian)(dian)(dian)為(wei)主(占70%—80%以(yi)上),骨干(gan)電(dian)(dian)(dian)(dian)源(yuan)與(yu)分(fen)布式(shi)電(dian)(dian)(dian)(dian)源(yuan)結合(he),主干(gan)電(dian)(dian)(dian)(dian)網(wang)與(yu)局域配電(dian)(dian)(dian)(dian)網(wang)、微電(dian)(dian)(dian)(dian)網(wang)相結合(he)。在(zai)這期間,供(gong)(gong)電(dian)(dian)(dian)(dian)可靠性(xing)(xing)大幅(fu)提高(gao),基本可以(yi)排除用戶意外停(ting)電(dian)(dian)(dian)(dian)的風險,且(qie)是(shi)(shi)以(yi)非化(hua)石能(neng)(neng)源(yuan)為(wei)主的綜合(he)能(neng)(neng)源(yuan)電(dian)(dian)(dian)(dian)力(li)(li)系(xi)統,是(shi)(shi)一種可持(chi)續的發展模式(shi)。


記者:您(nin)認為新(xin)一代電力系統發(fa)展的最大推動力是什么(me)?


周孝信:個人認(ren)為,一個就是綠色發展(zhan),這(zhe)是在可(ke)再生能源(yuan)技(ji)(ji)術(shu)發展(zhan)推(tui)(tui)動(dong)下(xia)的(de)(de)電力(li)系(xi)統轉型(xing)。另一個就是數字革命(ming),這(zhe)是在互聯網信息技(ji)(ji)術(shu)進步推(tui)(tui)動(dong)下(xia)的(de)(de)電力(li)系(xi)統數字化和(he)智能化。這(zhe)兩大革命(ming)是推(tui)(tui)動(dong)電力(li)系(xi)統發展(zhan)模式轉換的(de)(de)驅動(dong)力(li)。


第三(san)代(dai)(dai)電(dian)(dian)力(li)(li)(li)系(xi)統(tong)(tong)即新(xin)一(yi)(yi)代(dai)(dai)電(dian)(dian)力(li)(li)(li)系(xi)統(tong)(tong),是百年(nian)來第一(yi)(yi)、二代(dai)(dai)電(dian)(dian)力(li)(li)(li)系(xi)統(tong)(tong)的(de)(de)傳承和發展。從第一(yi)(yi)代(dai)(dai)電(dian)(dian)力(li)(li)(li)系(xi)統(tong)(tong)到第三(san)代(dai)(dai)電(dian)(dian)力(li)(li)(li)系(xi)統(tong)(tong)發展的(de)(de)內在動力(li)(li)(li)是電(dian)(dian)能供(gong)需的(de)(de)變(bian)化(hua)(hua),對于(yu)第三(san)代(dai)(dai)電(dian)(dian)力(li)(li)(li)系(xi)統(tong)(tong)而(er)言,其主要驅動力(li)(li)(li)是電(dian)(dian)源(yuan)(yuan)結(jie)構(gou)的(de)(de)變(bian)化(hua)(hua)。這種變(bian)化(hua)(hua)是伴隨著能源(yuan)(yuan)轉(zhuan)型發生(sheng)的(de)(de),原因在于(yu)化(hua)(hua)石能源(yuan)(yuan)的(de)(de)有限資源(yuan)(yuan)、環境(jing)保護要求(qiu)日益嚴格(ge),以及在信息通信技術高速(su)發展的(de)(de)推動下,對系(xi)統(tong)(tong)運行和用戶服(fu)務自動化(hua)(hua)、智能化(hua)(hua)水平(ping)的(de)(de)更高要求(qiu)。我(wo)始終認(ren)為,第三(san)代(dai)(dai)電(dian)(dian)力(li)(li)(li)系(xi)統(tong)(tong)最根本(ben)特征就是電(dian)(dian)源(yuan)(yuan)的(de)(de)變(bian)化(hua)(hua),結(jie)構(gou)的(de)(de)變(bian)化(hua)(hua)影響著一(yi)(yi)切。大力(li)(li)(li)開發利用可再(zai)生(sheng)能源(yuan)(yuan),形成(cheng)以非化(hua)(hua)石能源(yuan)(yuan)為主的(de)(de)電(dian)(dian)源(yuan)(yuan)結(jie)構(gou),構(gou)建新(xin)一(yi)(yi)代(dai)(dai)電(dian)(dian)力(li)(li)(li)系(xi)統(tong)(tong),是實現能源(yuan)(yuan)轉(zhuan)型、建設新(xin)一(yi)(yi)代(dai)(dai)能源(yuan)(yuan)系(xi)統(tong)(tong)的(de)(de)主要途徑。


建立既節能環保又滿足生活需要的城市能源系統


記者:新一(yi)代城市能源電(dian)力(li)系統表現出了哪些主要特征?


周孝信:我(wo)認為,新一(yi)代(dai)城(cheng)市(shi)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)電(dian)力系統(tong)主(zhu)要(yao)(yao)有四個特(te)征:一(yi)是(shi)(shi)(shi)可再生能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)優先、因地制宜(yi)的多(duo)(duo)元(yuan)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)結構(gou)。我(wo)認為城(cheng)市(shi)的發展肯(ken)定(ding)要(yao)(yao)電(dian)氣(qi)(qi)化優先,但一(yi)定(ding)要(yao)(yao)因地制宜(yi)地考(kao)慮,而(er)不是(shi)(shi)(shi)千篇一(yi)律。比(bi)如要(yao)(yao)考(kao)慮多(duo)(duo)元(yuan)化的清(qing)潔(jie)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan),包(bao)括天然氣(qi)(qi)、分(fen)布(bu)式(shi)(shi)光伏、地熱(re)等(deng)。二(er)是(shi)(shi)(shi)集中(zhong)分(fen)布(bu)并舉、協同(tong)可靠的電(dian)力生產和供應模式(shi)(shi)。今后要(yao)(yao)發展分(fen)布(bu)式(shi)(shi)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan),而(er)且它將來(lai)(lai)可能(neng)(neng)(neng)(neng)(neng)(neng)占的比(bi)重會越來(lai)(lai)越大。所以,不管是(shi)(shi)(shi)做電(dian)源(yuan)(yuan)規劃(hua)或是(shi)(shi)(shi)電(dian)力規劃(hua),一(yi)定(ding)要(yao)(yao)協同(tong)起來(lai)(lai)。三是(shi)(shi)(shi)供需互(hu)動、多(duo)(duo)能(neng)(neng)(neng)(neng)(neng)(neng)互(hu)補、節約高(gao)效的用(yong)能(neng)(neng)(neng)(neng)(neng)(neng)用(yong)電(dian)方式(shi)(shi)。我(wo)覺得,多(duo)(duo)能(neng)(neng)(neng)(neng)(neng)(neng)互(hu)補更適(shi)合(he)在城(cheng)市(shi)里發展,特(te)別是(shi)(shi)(shi)在一(yi)些大型(xing)企(qi)業,比(bi)如工商企(qi)業中(zhong)。同(tong)時,我(wo)呼(hu)吁(yu)大家(jia)要(yao)(yao)養成節約的習慣(guan),比(bi)如節電(dian)節能(neng)(neng)(neng)(neng)(neng)(neng),學會高(gao)效的用(yong)能(neng)(neng)(neng)(neng)(neng)(neng)用(yong)電(dian)方式(shi)(shi)。四是(shi)(shi)(shi)面向全(quan)社會的平臺(tai)性(xing)和綜合(he)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)電(dian)力服(fu)務。


記者:判(pan)斷新一代“城(cheng)市能源(yuan)電(dian)力系統”關鍵指標(biao)是什么?


周孝信:我認為(wei),關(guan)鍵指標(biao)主要包括(kuo)電能(neng)(neng)(neng)在(zai)終端能(neng)(neng)(neng)源(yuan)消(xiao)費中的比(bi)重(zhong)、供(gong)電供(gong)能(neng)(neng)(neng)可(ke)靠(kao)性指標(biao)、城(cheng)市(shi)綠(lv)色能(neng)(neng)(neng)源(yuan)生產(chan)消(xiao)費指標(biao)(綠(lv)色交通、綠(lv)色建筑、工商企業、城(cheng)市(shi)居民)、城(cheng)市(shi)能(neng)(neng)(neng)源(yuan)系統(tong)總體能(neng)(neng)(neng)源(yuan)利用效(xiao)率等。


具體而(er)(er)言,比如(ru)在綠色交(jiao)通方(fang)(fang)面(mian),要(yao)看(kan)(kan)其電(dian)氣(qi)化(hua)和清(qing)潔燃料的(de)應用指標。在城(cheng)市里(li),比如(ru)公交(jiao)車和私家(jia)車,要(yao)看(kan)(kan)有(you)(you)多(duo)少(shao)是(shi)電(dian)動的(de)、有(you)(you)多(duo)少(shao)是(shi)用氫(qing)能的(de)、還(huan)有(you)(you)多(duo)少(shao)是(shi)用甲醇的(de)。這(zhe)些(xie)都是(shi)我們(men)一(yi)定要(yao)考慮的(de)方(fang)(fang)面(mian)。而(er)(er)在綠色建筑領域,就要(yao)看(kan)(kan)建筑節(jie)(jie)能和清(qing)潔供暖(nuan)制冷指標。建筑領域作為節(jie)(jie)能降耗的(de)重(zhong)要(yao)領域,現(xian)在有(you)(you)很多(duo)標準,目前實現(xian)的(de)情況如(ru)何(he)?我們(men)也要(yao)重(zhong)點(dian)關注。在工商(shang)企業中(zhong),要(yao)關注節(jie)(jie)能和多(duo)能互補指標。而(er)(er)在城(cheng)市居民生活(huo)(huo)中(zhong),要(yao)看(kan)(kan)節(jie)(jie)能和綠色簡(jian)約舒適生活(huo)(huo)方(fang)(fang)式指標。我曾到長江沿岸(an)地帶調(diao)研,發現(xian)供暖(nuan)是(shi)一(yi)個(ge)極大的(de)問題(ti)。這(zhe)里(li)夏天很熱、冬天很冷,北方(fang)(fang)的(de)冬天有(you)(you)暖(nuan)氣(qi)用,大家(jia)會(hui)感(gan)到很舒適,而(er)(er)這(zhe)里(li)很冷,大家(jia)又想提高生活(huo)(huo)質(zhi)量怎么辦呢?大部(bu)分人會(hui)選擇用電(dian),但是(shi)代價很大。所以,現(xian)在有(you)(you)沒有(you)(you)這(zhe)樣(yang)一(yi)個(ge)解(jie)決(jue)方(fang)(fang)案?既能滿(man)足老百姓(xing)高品(pin)質(zhi)的(de)生活(huo)(huo)需求,同時又是(shi)節(jie)(jie)能的(de)、清(qing)潔的(de)、老百姓(xing)消費得(de)起的(de)。這(zhe)個(ge)問題(ti)有(you)(you)待(dai)進一(yi)步思考。
