近日,內蒙古(gu)自治(zhi)區發展(zhan)和改革委員會對(dui)外發布(bu)《關于完善能耗強度和總量雙控政(zheng)策(ce)保障(zhang)“穩(wen)中求進”高質量發展(zhan)的通知》。


其中(zhong)實行(xing)能(neng)(neng)耗總量彈性管理(li)方面指出,將落(luo)實不需辦(ban)理(li)節能(neng)(neng)審(shen)查(cha)(cha)的(de)(de)項(xiang)目政(zheng)策。做好項(xiang)目節能(neng)(neng)審(shen)查(cha)(cha)“放管服”,按(an)照(zhao)國家發展改革(ge)委《不單獨進行(xing)節能(neng)(neng)審(shen)查(cha)(cha)的(de)(de)行(xing)業目錄》(發改環資規〔2017〕1975號(hao))相關規定,對風電(dian)(dian)站(zhan)(zhan)、光伏電(dian)(dian)站(zhan)(zhan)(光熱)、水(shui)電(dian)(dian)站(zhan)(zhan)、抽(chou)水(shui)蓄能(neng)(neng)電(dian)(dian)站(zhan)(zhan)、核電(dian)(dian)站(zhan)(zhan)、生物質能(neng)(neng)、地熱能(neng)(neng)、電(dian)(dian)網(wang)工程、輸油管網(wang)、輸氣管網(wang)、水(shui)利、鐵(tie)路(含(han)獨立鐵(tie)路橋(qiao)梁、隧道)、公路、城市道路、信息(xi)(通(tong)信)網(wang)絡(luo)(不含(han)數據(ju)中(zhong)心)、電(dian)(dian)子(zi)政(zheng)務、衛(wei)星地面系統項(xiang)目,不需辦(ban)理(li)節能(neng)(neng)審(shen)查(cha)(cha)。

內蒙古自治區發展和改革委員會關于完善能耗強度和總量雙控政策保障“穩中求進”高質量發展的通知


各(ge)盟行政公署(shu)、市(shi)人民政府,自治區各(ge)有關委、辦、廳(ting)、局,各(ge)有關事(shi)業單位:


為深(shen)入貫徹中央(yang)經濟工(gong)作會議精神(shen),落(luo)實自(zi)治區(qu)黨委、政府工(gong)作部署,根據國務院《“十(shi)四(si)五”節(jie)能(neng)減排(pai)綜合工(gong)作方案》(國發(fa)〔2021〕33號)、國家(jia)發(fa)展改(gai)革(ge)委《完(wan)善(shan)能(neng)源消費強(qiang)度(du)和(he)總量雙控(kong)(kong)制度(du)方案》(發(fa)改(gai)環資〔2021〕1310號)及(ji)自(zi)治區(qu)《2022年堅持(chi)穩(wen)(wen)中求進(jin)推動產(chan)業高質量發(fa)展政策清(qing)單》(內政發(fa)〔2022〕7號),經自(zi)治區(qu)人(ren)民政府同意,現就(jiu)優化完(wan)善(shan)能(neng)耗強(qiang)度(du)和(he)總量雙控(kong)(kong)制度(du)、保障(zhang)“穩(wen)(wen)中求進(jin)”高質量發(fa)展有(you)關事宜(yi)通知如(ru)下。


一、總體原則


堅持穩字當頭、穩中求進(jin),統籌處(chu)理(li)(li)好(hao)節能(neng)(neng)降耗(hao)和經濟社(she)會發(fa)展(zhan)的關系(xi),按照“能(neng)(neng)耗(hao)強(qiang)度(du)(du)(du)嚴格控制(zhi)、能(neng)(neng)耗(hao)總(zong)量(liang)彈(dan)性(xing)管(guan)(guan)理(li)(li)”的原(yuan)則,進(jin)一步(bu)優化(hua)完(wan)善能(neng)(neng)耗(hao)強(qiang)度(du)(du)(du)和總(zong)量(liang)雙控制(zhi)度(du)(du)(du),加強(qiang)能(neng)(neng)耗(hao)強(qiang)度(du)(du)(du)約束性(xing)管(guan)(guan)理(li)(li),有效增強(qiang)能(neng)(neng)耗(hao)總(zong)量(liang)管(guan)(guan)理(li)(li)彈(dan)性(xing),合理(li)(li)保(bao)障(zhang)重大項(xiang)目(mu)(mu)用能(neng)(neng)需求,堅決遏制(zhi)“兩高”項(xiang)目(mu)(mu)低水(shui)平盲目(mu)(mu)發(fa)展(zhan),強(qiang)化(hua)能(neng)(neng)耗(hao)雙控對高質量(liang)發(fa)展(zhan)的支撐保(bao)障(zhang),健全激勵(li)約束機(ji)制(zhi),確保(bao)完(wan)成“十四(si)五”能(neng)(neng)耗(hao)強(qiang)度(du)(du)(du)降低目(mu)(mu)標任(ren)務,推動全區堅定(ding)不移走好(hao)以生態優先、綠色(se)發(fa)展(zhan)為導向的高質量(liang)發(fa)展(zhan)新路子(zi)。


二、優(you)化能耗雙(shuang)控目標管理方式


(一(yi))優化盟(meng)(meng)市能(neng)耗強(qiang)(qiang)度(du)目(mu)(mu)標(biao)設(she)置。自治區(qu)對各(ge)(ge)盟(meng)(meng)市“十四(si)五”能(neng)耗強(qiang)(qiang)度(du)降(jiang)(jiang)低(di)實行“基(ji)本(ben)目(mu)(mu)標(biao)+激勵目(mu)(mu)標(biao)”雙目(mu)(mu)標(biao)管理,其中能(neng)耗強(qiang)(qiang)度(du)降(jiang)(jiang)低(di)基(ji)本(ben)目(mu)(mu)標(biao)為(wei)約束性(xing)(xing)指(zhi)標(biao)。以(yi)能(neng)源產出率為(wei)重要依(yi)據(ju),綜合考(kao)慮發展階(jie)段等因(yin)素,科學合理分(fen)解(jie)確定各(ge)(ge)盟(meng)(meng)市“十四(si)五”能(neng)耗強(qiang)(qiang)度(du)降(jiang)(jiang)低(di)目(mu)(mu)標(biao),確保各(ge)(ge)盟(meng)(meng)市支撐(cheng)自治區(qu)完成(cheng)“十四(si)五”能(neng)耗強(qiang)(qiang)度(du)降(jiang)(jiang)低(di)約束性(xing)(xing)目(mu)(mu)標(biao)。自治區(qu)按照(zhao)各(ge)(ge)盟(meng)(meng)市“十四(si)五”目(mu)(mu)標(biao)完成(cheng)進度(du),分(fen)解(jie)下達各(ge)(ge)盟(meng)(meng)市年度(du)能(neng)耗強(qiang)(qiang)度(du)降(jiang)(jiang)低(di)目(mu)(mu)標(biao)任務。


(二(er))完(wan)善(shan)盟市能(neng)耗(hao)總(zong)量(liang)指(zhi)標確定(ding)方式。各盟市根據(ju)自治區下(xia)達的(de)能(neng)耗(hao)強度(du)降(jiang)低(di)年度(du)目(mu)(mu)標和本(ben)地區生產總(zong)值增速年度(du)目(mu)(mu)標,合理確定(ding)本(ben)地區能(neng)耗(hao)總(zong)量(liang)年度(du)目(mu)(mu)標。能(neng)耗(hao)總(zong)量(liang)目(mu)(mu)標為(wei)預(yu)期(qi)性指(zhi)標,經(jing)濟(ji)增速超過預(yu)期(qi)目(mu)(mu)標的(de)盟市可相(xiang)應調整(zheng)能(neng)耗(hao)總(zong)量(liang)目(mu)(mu)標。


三、實行能耗(hao)總量彈性管理


(三)落實國家(jia)重(zhong)大(da)(da)項(xiang)目能耗(hao)(hao)單(dan)列(lie)政策。對納入(ru)國家(jia)能耗(hao)(hao)單(dan)列(lie)范圍(wei)的重(zhong)大(da)(da)項(xiang)目,其(qi)由國家(jia)承擔(dan)的能耗(hao)(hao)量不(bu)計入(ru)所在盟市“十四五”期間(jian)能耗(hao)(hao)強度和總量雙控考核。


(四)實(shi)行(xing)自(zi)治(zhi)(zhi)區(qu)(qu)重大(da)項(xiang)目(mu)能(neng)(neng)耗(hao)單(dan)(dan)列(lie)。制定自(zi)治(zhi)(zhi)區(qu)(qu)《“十四五”重大(da)項(xiang)目(mu)能(neng)(neng)耗(hao)單(dan)(dan)列(lie)實(shi)施(shi)方案(an)》,加強(qiang)自(zi)治(zhi)(zhi)區(qu)(qu)重大(da)項(xiang)目(mu)能(neng)(neng)耗(hao)指標統籌。自(zi)治(zhi)(zhi)區(qu)(qu)層面(mian)預留一(yi)定的(de)能(neng)(neng)耗(hao)強(qiang)度指標,對(dui)符合條件的(de)國家(jia)或自(zi)治(zhi)(zhi)區(qu)(qu)規劃布局的(de)重大(da)項(xiang)目(mu)實(shi)行(xing)能(neng)(neng)耗(hao)單(dan)(dan)列(lie),單(dan)(dan)列(lie)項(xiang)目(mu)由(you)自(zi)治(zhi)(zhi)區(qu)(qu)承(cheng)擔的(de)能(neng)(neng)耗(hao)量(liang)不計(ji)入(ru)所在盟市“十四五”期間能(neng)(neng)耗(hao)強(qiang)度和總量(liang)雙控考(kao)核(he)。


(五)實行能耗(hao)(hao)強(qiang)度(du)降(jiang)低(di)激勵性考核政策。對能耗(hao)(hao)強(qiang)度(du)降(jiang)低(di)達到自治區下達激勵目標的盟市,其能耗(hao)(hao)總(zong)量在(zai)“十四(si)五”期(qi)間(jian)能耗(hao)(hao)雙控考核中(zhong)免予考核。


(六)新(xin)(xin)增可(ke)再生能(neng)源消(xiao)費量(liang)(liang)不納(na)入能(neng)耗(hao)總量(liang)(liang)考核。以各盟(meng)市(shi)2020年可(ke)再生能(neng)源電力消(xiao)費量(liang)(liang)為基數(shu),對(dui)各盟(meng)市(shi)“十四(si)五”期間新(xin)(xin)增的(de)可(ke)再生能(neng)源電力消(xiao)費量(liang)(liang),在(zai)能(neng)耗(hao)總量(liang)(liang)考核時予以扣除(chu)。


(七(qi))原料(liao)用能(neng)不納(na)入能(neng)耗強度和(he)總量(liang)雙(shuang)控(kong)(kong)考(kao)核(he)。“十四(si)五”期間(jian),對各盟市原料(liao)用能(neng)不納(na)入能(neng)耗強度和(he)總量(liang)雙(shuang)控(kong)(kong)考(kao)核(he)。原料(liao)用能(neng)具體包括(kuo)生(sheng)產(chan)烯烴(jing)、芳烴(jing)、化肥、農藥、醇(chun)類等產(chan)品過程中作為原料(liao)或輔(fu)助(zhu)材(cai)料(liao)使用、不作為燃料(liao)和(he)動力使用的煤炭、石油(you)、天(tian)然氣等能(neng)源產(chan)品消(xiao)費。


四、優化(hua)評價考核和監(jian)測預(yu)警


(八)優(you)化能(neng)耗雙(shuang)控評(ping)價考核(he)(he)方(fang)式。調(diao)整優(you)化能(neng)耗雙(shuang)控考核(he)(he)頻次,實行“年度評(ping)價、中期評(ping)估、五年考核(he)(he)”,能(neng)耗強度目標在“十四五”規劃期內統籌考核(he)(he)。


(九(jiu))優化能耗雙控監(jian)測(ce)預(yu)警(jing)方式。充分考慮市場“淡旺季”、用能“峰(feng)谷季”等客(ke)觀規律,實行(xing)“季度(du)監(jian)測(ce)、半(ban)年研判”,增強監(jian)測(ce)預(yu)警(jing)的靈活性,加強對高預(yu)警(jing)地區的窗口指導,避免采取短期簡單化行(xing)為(wei)。


五、改革(ge)完善固定(ding)資產(chan)投資項目節能審查制度


(十)強(qiang)(qiang)化新(xin)上項(xiang)(xiang)目能(neng)耗(hao)(hao)強(qiang)(qiang)度(du)標(biao)桿(gan)引(yin)導。以(yi)確保自治區(qu)完成“十四五(wu)”能(neng)耗(hao)(hao)強(qiang)(qiang)度(du)降(jiang)低約(yue)束(shu)性目標(biao)為(wei)核心,按照“一盟(市(shi))一策,標(biao)桿(gan)引(yin)導”的原(yuan)則,對標(biao)各盟市(shi)2025年單(dan)位GDP能(neng)耗(hao)(hao)目標(biao)值,分盟市(shi)設置(zhi)新(xin)上項(xiang)(xiang)目能(neng)耗(hao)(hao)強(qiang)(qiang)度(du)標(biao)桿(gan)值,合理保障低能(neng)耗(hao)(hao)強(qiang)(qiang)度(du)優質(zhi)項(xiang)(xiang)目用能(neng)需求,有(you)效化解高能(neng)耗(hao)(hao)強(qiang)(qiang)度(du)項(xiang)(xiang)目對地區(qu)能(neng)耗(hao)(hao)強(qiang)(qiang)度(du)的影(ying)響,強(qiang)(qiang)化新(xin)上項(xiang)(xiang)目對地區(qu)能(neng)耗(hao)(hao)強(qiang)(qiang)度(du)的影(ying)響評(ping)估,切實做(zuo)好(hao)項(xiang)(xiang)目節(jie)能(neng)審查與地區(qu)能(neng)耗(hao)(hao)雙(shuang)控目標(biao)的銜接(jie)。


(十一)合理保障低能(neng)(neng)耗(hao)強(qiang)度優質項(xiang)目用(yong)能(neng)(neng)需(xu)求(qiu)。對各盟市單位增加(jia)值能(neng)(neng)耗(hao)達(da)到或(huo)低于(yu)本地區能(neng)(neng)耗(hao)強(qiang)度標桿值、有利于(yu)促進能(neng)(neng)耗(hao)強(qiang)度降低的新上項(xiang)目,原(yuan)則上不需(xu)落實能(neng)(neng)耗(hao)指標。


(十(shi)二(er))有效化解高能(neng)(neng)耗強(qiang)(qiang)度(du)項(xiang)目(mu)(mu)對(dui)地區(qu)能(neng)(neng)耗強(qiang)(qiang)度(du)的影(ying)響。對(dui)各(ge)盟市單位增加值能(neng)(neng)耗高于本地區(qu)能(neng)(neng)耗強(qiang)(qiang)度(du)標桿(gan)值的新上項(xiang)目(mu)(mu),須(xu)通過削減(jian)能(neng)(neng)耗存(cun)量、原料用(yong)能(neng)(neng)核減(jian)、“高低搭配”(配套上馬“十(shi)四五”投(tou)產達產的低能(neng)(neng)耗強(qiang)(qiang)度(du)項(xiang)目(mu)(mu))等方式,對(dui)沖化解高能(neng)(neng)耗強(qiang)(qiang)度(du)項(xiang)目(mu)(mu)對(dui)本地區(qu)能(neng)(neng)耗強(qiang)(qiang)度(du)的影(ying)響。


(十三)嚴格“兩(liang)(liang)高(gao)(gao)(gao)”項(xiang)(xiang)目(mu)(mu)(mu)節能(neng)(neng)審查。各盟市(shi)新上列入自治(zhi)區(qu)(qu)《堅決遏制“兩(liang)(liang)高(gao)(gao)(gao)”項(xiang)(xiang)目(mu)(mu)(mu)低水平盲目(mu)(mu)(mu)發展管(guan)(guan)控(kong)目(mu)(mu)(mu)錄(lu)》(以下簡(jian)稱(cheng)“《管(guan)(guan)控(kong)目(mu)(mu)(mu)錄(lu)》”)的(de)“兩(liang)(liang)高(gao)(gao)(gao)”項(xiang)(xiang)目(mu)(mu)(mu),在(zai)申請自治(zhi)區(qu)(qu)辦(ban)理節能(neng)(neng)審查時,需對項(xiang)(xiang)目(mu)(mu)(mu)建(jian)設必(bi)要(yao)(yao)性(xing)、產(chan)業(ye)政策符合性(xing)以及對地區(qu)(qu)能(neng)(neng)耗(hao)(hao)雙(shuang)控(kong)的(de)影響等(deng)進(jin)(jin)行評估論證(zheng)。新建(jian)、改擴建(jian)《管(guan)(guan)控(kong)目(mu)(mu)(mu)錄(lu)》中的(de)“兩(liang)(liang)高(gao)(gao)(gao)”項(xiang)(xiang)目(mu)(mu)(mu),在(zai)符合新增產(chan)能(neng)(neng)管(guan)(guan)控(kong)要(yao)(yao)求的(de)前提(ti)下,必(bi)須(xu)達到(dao)“兩(liang)(liang)個(ge)先(xian)進(jin)(jin)”(即(ji)工藝技(ji)術裝備達到(dao)同行業(ye)先(xian)進(jin)(jin)水平,單(dan)位產(chan)品能(neng)(neng)耗(hao)(hao)達到(dao)國家能(neng)(neng)效標(biao)桿水平或先(xian)進(jin)(jin)標(biao)準(zhun));必(bi)須(xu)按照(zhao)自治(zhi)區(qu)(qu)和所(suo)在(zai)盟市(shi)“雙(shuang)重(zhong)標(biao)桿”(即(ji)項(xiang)(xiang)目(mu)(mu)(mu)單(dan)位增加值能(neng)(neng)耗(hao)(hao)既(ji)要(yao)(yao)達到(dao)所(suo)在(zai)盟市(shi)標(biao)桿值,也要(yao)(yao)達到(dao)自治(zhi)區(qu)(qu)平均標(biao)桿值),通(tong)過削(xue)減能(neng)(neng)耗(hao)(hao)存(cun)量、原料(liao)用(yong)能(neng)(neng)核(he)減等(deng)方(fang)式,化解(jie)對自治(zhi)區(qu)(qu)和所(suo)在(zai)盟市(shi)能(neng)(neng)耗(hao)(hao)強度(du)的(de)影響;必(bi)須(xu)通(tong)過削(xue)減能(neng)(neng)耗(hao)(hao)存(cun)量、原料(liao)用(yong)能(neng)(neng)核(he)減、可再生能(neng)(neng)源利用(yong)等(deng)方(fang)式,全額落實能(neng)(neng)耗(hao)(hao)指標(biao)。


(十(shi)四)充分保(bao)障社會民生環保(bao)項目(mu)用能需求(qiu)。對無(wu)增加值(zhi)或低(di)增加值(zhi)的社會民生和環保(bao)改造類項目(mu),不(bu)需落(luo)實能耗指標。


(十五(wu))強(qiang)化項(xiang)(xiang)(xiang)目(mu)(mu)能耗強(qiang)度審(shen)核(he)評(ping)(ping)估(gu)。強(qiang)化新上項(xiang)(xiang)(xiang)目(mu)(mu)對地區能耗強(qiang)度的影(ying)響評(ping)(ping)估(gu),將(jiang)項(xiang)(xiang)(xiang)目(mu)(mu)增(zeng)(zeng)加(jia)(jia)值(zhi)(zhi)審(shen)核(he)評(ping)(ping)估(gu)納入節能審(shen)查第三(san)方評(ping)(ping)審(shen)范圍,從計算方法(fa)(fa)規范性、產品價格、成本合理(li)性等方面對項(xiang)(xiang)(xiang)目(mu)(mu)增(zeng)(zeng)加(jia)(jia)值(zhi)(zhi)嚴格審(shen)核(he)把關。工業生(sheng)產性項(xiang)(xiang)(xiang)目(mu)(mu),增(zeng)(zeng)加(jia)(jia)值(zhi)(zhi)原(yuan)則上采(cai)用(yong)生(sheng)產法(fa)(fa)計算;其他(ta)項(xiang)(xiang)(xiang)目(mu)(mu),增(zeng)(zeng)加(jia)(jia)值(zhi)(zhi)原(yuan)則上采(cai)用(yong)收入法(fa)(fa)計算。


(十六(liu))落實能(neng)耗(hao)強度(du)核減政策。對新上項(xiang)目原料用能(neng)等不(bu)納入地區能(neng)耗(hao)強度(du)考核的(de)能(neng)耗(hao)量(liang),在項(xiang)目節能(neng)審查能(neng)耗(hao)強度(du)影(ying)響評(ping)估時不(bu)計入單位增加值能(neng)耗(hao),不(bu)需化解對地區能(neng)耗(hao)強度(du)的(de)影(ying)響。


(十七)落實(shi)能(neng)耗總(zong)(zong)量(liang)彈性(xing)管(guan)理要求(qiu)。根據各盟(meng)(meng)(meng)市“十四(si)五”經濟增(zeng)長(chang)預期目(mu)標,統(tong)籌考慮經濟超預期增(zeng)長(chang)因素、預計新(xin)增(zeng)可再(zai)生能(neng)源消費量(liang)情況,對各盟(meng)(meng)(meng)市“十四(si)五”能(neng)耗總(zong)(zong)量(liang)按照區間值實(shi)行(xing)彈性(xing)管(guan)理(能(neng)耗總(zong)(zong)量(liang)區間值逐年滾動調整),對各盟(meng)(meng)(meng)市新(xin)上(shang)項目(mu)節能(neng)審查實(shi)行(xing)能(neng)耗總(zong)(zong)量(liang)影響彈性(xing)評估。


(十(shi)八(ba))合(he)(he)理釋(shi)放(fang)能(neng)(neng)耗(hao)(hao)削減量指(zhi)標(biao)。各盟市可對(dui)標(biao)本地區新上項(xiang)目能(neng)(neng)耗(hao)(hao)強度(du)標(biao)桿值,對(dui)已批復節能(neng)(neng)審(shen)查(cha)意見(jian)的(de)(de)“十(shi)四五”擬(ni)投產達(da)產項(xiang)目能(neng)(neng)耗(hao)(hao)強度(du)情況進(jin)行評(ping)估,經自治區節能(neng)(neng)審(shen)查(cha)機關審(shen)核后,為(wei)低(di)能(neng)(neng)耗(hao)(hao)強度(du)項(xiang)目配置(zhi)的(de)(de)能(neng)(neng)耗(hao)(hao)削減量指(zhi)標(biao)、以(yi)及為(wei)高(gao)能(neng)(neng)耗(hao)(hao)強度(du)項(xiang)目配置(zhi)的(de)(de)低(di)于標(biao)桿值部分(fen)的(de)(de)能(neng)(neng)耗(hao)(hao)削減量指(zhi)標(biao),可合(he)(he)理予以(yi)釋(shi)放(fang)。新釋(shi)放(fang)的(de)(de)能(neng)(neng)耗(hao)(hao)削減量指(zhi)標(biao)優先支持符合(he)(he)高(gao)質量發(fa)展導向(xiang)、達(da)到(dao)行業先進(jin)水平的(de)(de)重點產業鏈關鍵性項(xiang)目。


(十(shi)九)落實(shi)不(bu)(bu)需(xu)辦(ban)理節(jie)能(neng)審(shen)查(cha)的項目政(zheng)策(ce)。做(zuo)好項目節(jie)能(neng)審(shen)查(cha)“放管(guan)服”,按照國家發展改革委(wei)《不(bu)(bu)單獨(du)進行(xing)節(jie)能(neng)審(shen)查(cha)的行(xing)業目錄(lu)》(發改環資規(gui)〔2017〕1975號)相關規(gui)定,對風電(dian)站、光(guang)伏電(dian)站(光(guang)熱(re)(re))、水電(dian)站、抽(chou)水蓄能(neng)電(dian)站、核電(dian)站、生物質能(neng)、地熱(re)(re)能(neng)、電(dian)網(wang)工(gong)程(cheng)、輸油管(guan)網(wang)、輸氣管(guan)網(wang)、水利、鐵(tie)路(lu)(含(han)(han)獨(du)立鐵(tie)路(lu)橋梁(liang)、隧(sui)道)、公路(lu)、城市(shi)道路(lu)、信息(xi)(通(tong)信)網(wang)絡(luo)(不(bu)(bu)含(han)(han)數據中心)、電(dian)子政(zheng)務(wu)、衛(wei)星(xing)地面系統項目,不(bu)(bu)需(xu)辦(ban)理節(jie)能(neng)審(shen)查(cha)。


(二(er)十)嚴格項目(mu)(mu)(mu)節(jie)能(neng)(neng)(neng)(neng)驗(yan)(yan)收(shou)管理。項目(mu)(mu)(mu)建(jian)設(she)單位應在項目(mu)(mu)(mu)建(jian)成試生(sheng)產之日(ri)起(qi)6個月內,自(zi)行(xing)或(huo)委(wei)托第三(san)方機(ji)構對(dui)項目(mu)(mu)(mu)節(jie)能(neng)(neng)(neng)(neng)審(shen)(shen)查(cha)意(yi)見(jian)落(luo)實情(qing)況進(jin)(jin)行(xing)驗(yan)(yan)收(shou),并(bing)向節(jie)能(neng)(neng)(neng)(neng)審(shen)(shen)查(cha)意(yi)見(jian)批(pi)復機(ji)關報(bao)送(song)節(jie)能(neng)(neng)(neng)(neng)驗(yan)(yan)收(shou)報(bao)告。盟(meng)市(shi)、旗(qi)縣節(jie)能(neng)(neng)(neng)(neng)審(shen)(shen)查(cha)機(ji)關合規批(pi)復的設(she)計(ji)能(neng)(neng)(neng)(neng)耗(hao)(等(deng)價值(zhi))1萬噸(dun)標(biao)準煤(mei)以上的“十四五”建(jian)成投產項目(mu)(mu)(mu),節(jie)能(neng)(neng)(neng)(neng)驗(yan)(yan)收(shou)報(bao)告須同步報(bao)送(song)自(zi)治區節(jie)能(neng)(neng)(neng)(neng)主管部門。對(dui)自(zi)治區節(jie)能(neng)(neng)(neng)(neng)審(shen)(shen)查(cha)機(ji)關2021年以來批(pi)復的項目(mu)(mu)(mu),盟(meng)市(shi)節(jie)能(neng)(neng)(neng)(neng)審(shen)(shen)查(cha)機(ji)關應會(hui)同相(xiang)關部門對(dui)項目(mu)(mu)(mu)能(neng)(neng)(neng)(neng)耗(hao)指(zhi)標(biao)承(cheng)諾或(huo)化解(jie)能(neng)(neng)(neng)(neng)耗(hao)強(qiang)度措施(shi)落(luo)實情(qing)況進(jin)(jin)行(xing)核(he)查(cha),出具核(he)查(cha)意(yi)見(jian)并(bing)報(bao)自(zi)治區節(jie)能(neng)(neng)(neng)(neng)審(shen)(shen)查(cha)機(ji)關。未履(lv)行(xing)節(jie)能(neng)(neng)(neng)(neng)驗(yan)(yan)收(shou)程(cheng)序、未落(luo)實能(neng)(neng)(neng)(neng)耗(hao)指(zhi)標(biao)承(cheng)諾或(huo)化解(jie)能(neng)(neng)(neng)(neng)耗(hao)強(qiang)度影響措施(shi)的項目(mu)(mu)(mu),不(bu)得(de)投產運行(xing)。設(she)計(ji)能(neng)(neng)(neng)(neng)耗(hao)(等(deng)價值(zhi))1萬噸(dun)標(biao)準煤(mei)以上的重點用能(neng)(neng)(neng)(neng)項目(mu)(mu)(mu),建(jian)成投產后要及時(shi)納入(ru)自(zi)治區能(neng)(neng)(neng)(neng)耗(hao)在線監測平臺,實行(xing)動態監測管理。


(二十一)實(shi)行(xing)項目(mu)(mu)節能審查與(yu)地(di)區能耗(hao)雙(shuang)(shuang)控目(mu)(mu)標完(wan)成情況(kuang)掛(gua)鉤機(ji)制。強(qiang)化“十四五”能耗(hao)雙(shuang)(shuang)控年(nian)度(du)評價和(he)中期評估結(jie)果運用,對能耗(hao)強(qiang)度(du)降低目(mu)(mu)標完(wan)成進度(du)嚴重滯后、能耗(hao)總量已接近或突破(po)“十四五”彈(dan)性管(guan)理區間值的地(di)區,實(shi)施(shi)《管(guan)控目(mu)(mu)錄》“兩(liang)高”項目(mu)(mu)和(he)高能耗(hao)強(qiang)度(du)項目(mu)(mu)緩批限批,直至能耗(hao)雙(shuang)(shuang)控形(xing)勢好轉后予以解除。


(二十二)推動已(yi)(yi)批復(fu)節能審(shen)查(cha)意(yi)見(jian)項目(mu)加快開(kai)工(gong)(gong)建(jian)設。各(ge)地區(qu)要加強對已(yi)(yi)批復(fu)節能審(shen)查(cha)意(yi)見(jian)項目(mu)的調度(du)監(jian)測,做好督促指(zhi)導,推動各(ge)項前期手續齊備的項目(mu)盡早(zao)開(kai)工(gong)(gong)建(jian)設,加快形成(cheng)有效投資(zi)。對批復(fu)節能審(shen)查(cha)意(yi)見(jian)后“應(ying)開(kai)未開(kai)”、“開(kai)而不建(jian)”的項目(mu),自(zi)治區(qu)節能審(shen)查(cha)機關(guan)將視情(qing)研究將項目(mu)列入預回收(shou)庫,防止(zhi)“批而不建(jian)”、空置(zhi)能耗(hao)指(zhi)標現象。


六(liu)、完(wan)善(shan)用能預算管(guan)理制度


(二十三)完(wan)善以(yi)能(neng)(neng)(neng)耗(hao)強(qiang)度(du)(du)(du)平衡為核心(xin)的用(yong)能(neng)(neng)(neng)預(yu)(yu)算(suan)管(guan)(guan)理(li)制(zhi)度(du)(du)(du)。在自治(zhi)區《能(neng)(neng)(neng)耗(hao)預(yu)(yu)算(suan)管(guan)(guan)理(li)實施方(fang)案(2021年版)》的基礎上,以(yi)能(neng)(neng)(neng)耗(hao)強(qiang)度(du)(du)(du)平衡為核心(xin),進一(yi)步改進完(wan)善用(yong)能(neng)(neng)(neng)預(yu)(yu)算(suan)管(guan)(guan)理(li)制(zhi)度(du)(du)(du)。各盟(meng)市(shi)須將(jiang)本(ben)地(di)區“十四五”擬投產達產的重(zhong)點用(yong)能(neng)(neng)(neng)項目全部(bu)納(na)入能(neng)(neng)(neng)耗(hao)強(qiang)度(du)(du)(du)預(yu)(yu)算(suan)管(guan)(guan)理(li),通過削減(jian)(jian)能(neng)(neng)(neng)耗(hao)存量、原料用(yong)能(neng)(neng)(neng)核減(jian)(jian)、低能(neng)(neng)(neng)耗(hao)強(qiang)度(du)(du)(du)項目對沖等方(fang)式,確保重(zhong)點用(yong)能(neng)(neng)(neng)項目單位增(zeng)加值(zhi)能(neng)(neng)(neng)耗(hao)與本(ben)地(di)區“十四五”能(neng)(neng)(neng)耗(hao)強(qiang)度(du)(du)(du)降低目標(biao)平衡銜接。


七(qi)、嚴(yan)格“兩高”項目(mu)管理


(二(er)十四(si))完善(shan)細化(hua)“兩(liang)高(gao)”項(xiang)目范圍(wei)邊界。科(ke)學準確把握堅決遏(e)制高(gao)耗能、高(gao)排(pai)放(fang)項(xiang)目低(di)(di)水平盲目發展工作(zuo)要求,以(yi)石(shi)化(hua)、焦化(hua)、化(hua)工、煤(mei)化(hua)工、建材、鋼鐵、有色、煤(mei)電八大(da)行業設計能耗(等價(jia)值)5萬噸(dun)標(biao)準煤(mei)以(yi)上的生產性(xing)項(xiang)目為(wei)重點,區分遏(e)制和鼓勵、上游和下游(初級(ji)原料(liao)和延伸加工)、傳(chuan)統低(di)(di)端和新型高(gao)端、高(gao)能耗強度和低(di)(di)能耗強度,完善(shan)細化(hua)“兩(liang)高(gao)”項(xiang)目范圍(wei)邊界和甄別標(biao)準,強化(hua)精準識別管理。


(二十五(wu))調整(zheng)優化“兩高(gao)(gao)”項(xiang)目(mu)(mu)準入管理。堅持“嚴(yan)控增(zeng)量(liang)、優化存量(liang)”的總體要(yao)求(qiu),建立自(zi)治(zhi)區《堅決遏制“兩高(gao)(gao)”項(xiang)目(mu)(mu)低(di)水(shui)平盲(mang)目(mu)(mu)發展管控目(mu)(mu)錄》,繼續對(dui)部分傳統低(di)端“兩高(gao)(gao)”行(xing)業(ye)實(shi)施新增(zeng)產能(neng)管控政策(ce)。適應國家新興產業(ye)發展政策(ce)導向、環保(bao)政策(ce)要(yao)求(qiu)、初級產品供(gong)給保(bao)障(zhang)和產業(ye)鏈供(gong)應鏈穩定需要(yao),調整(zheng)修訂自(zi)治(zhi)區《關(guan)于確保(bao)完成(cheng)“十四五(wu)”能(neng)耗雙控目(mu)(mu)標(biao)任務(wu)若干保(bao)障(zhang)措施》。


八(ba)、強化節(jie)能事中事后(hou)監管(guan)


(二十(shi)六)加大節(jie)能(neng)(neng)(neng)監(jian)察(cha)力(li)度。各(ge)級節(jie)能(neng)(neng)(neng)主管(guan)(guan)部門(men)要加強對節(jie)能(neng)(neng)(neng)監(jian)察(cha)工(gong)作(zuo)的(de)(de)(de)統籌(chou)協(xie)調和(he)組織推動,探索建立跨部門(men)聯動的(de)(de)(de)節(jie)能(neng)(neng)(neng)監(jian)察(cha)工(gong)作(zuo)機制(zhi)(zhi)(zhi)(zhi),形成(cheng)工(gong)作(zuo)合(he)力(li)。各(ge)級節(jie)能(neng)(neng)(neng)監(jian)察(cha)機構(gou)要結合(he)地區實際(ji)制(zhi)(zhi)(zhi)(zhi)定年度節(jie)能(neng)(neng)(neng)監(jian)察(cha)計劃,聚焦“兩(liang)高(gao)”項目節(jie)能(neng)(neng)(neng)審(shen)查制(zhi)(zhi)(zhi)(zhi)度執(zhi)行(xing)(xing)(xing)(xing)情(qing)(qing)(qing)況(kuang)(kuang)(kuang)、單位產(chan)品能(neng)(neng)(neng)耗限額標準(zhun)及高(gao)耗能(neng)(neng)(neng)行(xing)(xing)(xing)(xing)業重(zhong)點(dian)領域能(neng)(neng)(neng)效(xiao)標桿(gan)水平和(he)基(ji)準(zhun)水平執(zhi)行(xing)(xing)(xing)(xing)情(qing)(qing)(qing)況(kuang)(kuang)(kuang)、用(yong)能(neng)(neng)(neng)設備和(he)生(sheng)產(chan)工(gong)藝淘汰(tai)制(zhi)(zhi)(zhi)(zhi)度執(zhi)行(xing)(xing)(xing)(xing)情(qing)(qing)(qing)況(kuang)(kuang)(kuang)、重(zhong)點(dian)用(yong)能(neng)(neng)(neng)單位節(jie)能(neng)(neng)(neng)管(guan)(guan)理制(zhi)(zhi)(zhi)(zhi)度執(zhi)行(xing)(xing)(xing)(xing)情(qing)(qing)(qing)況(kuang)(kuang)(kuang)、節(jie)能(neng)(neng)(neng)服務機構(gou)開展(zhan)服務情(qing)(qing)(qing)況(kuang)(kuang)(kuang)等(deng)重(zhong)點(dian)內容,以年綜合(he)能(neng)(neng)(neng)源消費量10萬(wan)噸標準(zhun)煤及以上的(de)(de)(de)重(zhong)點(dian)用(yong)能(neng)(neng)(neng)單位和(he)5萬(wan)噸標準(zhun)煤及以上的(de)(de)(de)固定資(zi)產(chan)投資(zi)項目為重(zhong)點(dian)對象,強化常態化節(jie)能(neng)(neng)(neng)執(zhi)法(fa)(fa)監(jian)察(cha),提升監(jian)察(cha)效(xiao)能(neng)(neng)(neng)。依法(fa)(fa)依規(gui)(gui)嚴肅查處(chu)各(ge)類(lei)違(wei)法(fa)(fa)違(wei)規(gui)(gui)用(yong)能(neng)(neng)(neng)行(xing)(xing)(xing)(xing)為,綜合(he)運用(yong)行(xing)(xing)(xing)(xing)政處(chu)罰、信用(yong)懲(cheng)戒、階梯(ti)電價等(deng)手段(duan),增強節(jie)能(neng)(neng)(neng)監(jian)察(cha)約(yue)束(shu)力(li),堅決杜絕“未批先(xian)建”、越權審(shen)批、超批復用(yong)能(neng)(neng)(neng)、超限額用(yong)能(neng)(neng)(neng)等(deng)違(wei)法(fa)(fa)違(wei)規(gui)(gui)問題。


九、健全節能(neng)激(ji)勵(li)約(yue)束機制


(二(er)十(shi)七(qi))強化(hua)淘(tao)汰(tai)(tai)改(gai)造(zao)激(ji)勵約束(shu)。充分利用自治區重點(dian)產業發展(zhan)(zhan)專(zhuan)項資(zi)(zi)金(jin)(jin)、工(gong)業園區發展(zhan)(zhan)專(zhuan)項資(zi)(zi)金(jin)(jin)、高耗(hao)能(neng)(neng)行業階梯電價加價電費資(zi)(zi)金(jin)(jin)等渠道,積極爭取(qu)中央預(yu)算內投資(zi)(zi)相(xiang)關專(zhuan)項、國家節能(neng)(neng)工(gong)作(zuo)專(zhuan)項獎勵資(zi)(zi)金(jin)(jin)等,加大對節能(neng)(neng)改(gai)造(zao)、淘(tao)汰(tai)(tai)化(hua)解(jie)落后和過剩(sheng)產能(neng)(neng)的(de)資(zi)(zi)金(jin)(jin)支持力度(du)。對未按期(qi)完成(cheng)自治區下(xia)達的(de)淘(tao)汰(tai)(tai)落后和化(hua)解(jie)過剩(sheng)產能(neng)(neng)、節能(neng)(neng)改(gai)造(zao)任務的(de)地(di)區實施(shi)《管控目錄(lu)》“兩高”項目和高能(neng)(neng)耗(hao)強度(du)項目節能(neng)(neng)審查緩批限批。


(二十八)實(shi)施更加(jia)有(you)力的(de)(de)節能(neng)(neng)(neng)電(dian)(dian)(dian)價(jia)(jia)政(zheng)(zheng)策(ce)。調整完(wan)善(shan)高耗(hao)(hao)(hao)能(neng)(neng)(neng)行(xing)(xing)業(ye)(ye)電(dian)(dian)(dian)價(jia)(jia)政(zheng)(zheng)策(ce)和電(dian)(dian)(dian)力市場(chang)交易政(zheng)(zheng)策(ce)。加(jia)快取消蒙(meng)東(dong)地區大工業(ye)(ye)用(yong)(yong)電(dian)(dian)(dian)倒階梯(ti)輸(shu)配電(dian)(dian)(dian)價(jia)(jia)政(zheng)(zheng)策(ce)。10千伏及以(yi)上(shang)高耗(hao)(hao)(hao)能(neng)(neng)(neng)行(xing)(xing)業(ye)(ye)用(yong)(yong)戶全部進入電(dian)(dian)(dian)力市場(chang),自(zi)治區確定(ding)的(de)(de)高耗(hao)(hao)(hao)能(neng)(neng)(neng)行(xing)(xing)業(ye)(ye)用(yong)(yong)電(dian)(dian)(dian)企業(ye)(ye)交易電(dian)(dian)(dian)價(jia)(jia)上(shang)浮不受限(xian)制(zhi)。整合差別(bie)(bie)電(dian)(dian)(dian)價(jia)(jia)、階梯(ti)電(dian)(dian)(dian)價(jia)(jia)、懲罰(fa)性(xing)電(dian)(dian)(dian)價(jia)(jia)等差別(bie)(bie)化電(dian)(dian)(dian)價(jia)(jia)政(zheng)(zheng)策(ce),建(jian)立統(tong)一的(de)(de)高耗(hao)(hao)(hao)能(neng)(neng)(neng)行(xing)(xing)業(ye)(ye)階梯(ti)電(dian)(dian)(dian)價(jia)(jia)制(zhi)度,對能(neng)(neng)(neng)效達(da)到(dao)基準(zhun)水(shui)平(ping)的(de)(de)存量企業(ye)(ye)和能(neng)(neng)(neng)效達(da)到(dao)標桿水(shui)平(ping)的(de)(de)在建(jian)、擬建(jian)企業(ye)(ye)用(yong)(yong)電(dian)(dian)(dian)不加(jia)價(jia)(jia),未達(da)到(dao)的(de)(de)根據能(neng)(neng)(neng)效水(shui)平(ping)差距實(shi)行(xing)(xing)階梯(ti)電(dian)(dian)(dian)價(jia)(jia);對高耗(hao)(hao)(hao)能(neng)(neng)(neng)行(xing)(xing)業(ye)(ye)限(xian)制(zhi)類(lei)產(chan)能(neng)(neng)(neng)(裝置)用(yong)(yong)電(dian)(dian)(dian)繼續實(shi)行(xing)(xing)懲罰(fa)性(xing)交易電(dian)(dian)(dian)價(jia)(jia)。加(jia)價(jia)(jia)電(dian)(dian)(dian)費專項用(yong)(yong)于支(zhi)持企業(ye)(ye)節能(neng)(neng)(neng)減污降碳(tan)技術改造。


(二(er)十九)推行節(jie)(jie)能市(shi)(shi)場(chang)(chang)化(hua)機制。鼓勵各地區建(jian)立(li)節(jie)(jie)能量(liang)指(zhi)標有償收(shou)儲機制,加強能耗削減量(liang)指(zhi)標區域統籌。探索開展節(jie)(jie)能量(liang)指(zhi)標市(shi)(shi)場(chang)(chang)化(hua)交易,逐步形成“用能者付費、節(jie)(jie)能者受益”的(de)用能成本(ben)收(shou)益機制。


2022年(nian)將召開(kai)黨的二(er)十大,做好(hao)經(jing)濟工作具有特殊重要的意義。要堅(jian)持穩(wen)字當頭、穩(wen)中(zhong)求(qiu)進,統籌處理好(hao)能(neng)耗雙(shuang)控(kong)與(yu)經(jing)濟社會發(fa)(fa)展(zhan)(zhan)及保(bao)(bao)障國(guo)家(jia)(jia)能(neng)源安全(quan)、糧食安全(quan)、產業安全(quan)和(he)產業鏈供(gong)應鏈穩(wen)定的關系(xi),把(ba)握好(hao)能(neng)耗雙(shuang)控(kong)政策的時(shi)、度、效,強(qiang)化對高(gao)質(zhi)量(liang)發(fa)(fa)展(zhan)(zhan)的支撐保(bao)(bao)障,全(quan)力推動經(jing)濟穩(wen)定增長和(he)高(gao)質(zhi)量(liang)發(fa)(fa)展(zhan)(zhan)。要始(shi)終保(bao)(bao)持戰略定力,堅(jian)持以碳達(da)峰碳中(zhong)和(he)目(mu)(mu)標為(wei)引領,穩(wen)妥有序推進節能(neng)降碳,堅(jian)持遏(e)(e)制“兩(liang)高(gao)”項(xiang)(xiang)目(mu)(mu)低(di)水平盲目(mu)(mu)發(fa)(fa)展(zhan)(zhan)不動搖,更加注重通過調(diao)結(jie)構、轉功能(neng)、提質(zhi)量(liang)穩(wen)定經(jing)濟運行,確保(bao)(bao)完(wan)成“十四(si)五”能(neng)耗強(qiang)度降低(di)目(mu)(mu)標任務(wu),推動全(quan)區扎(zha)實走好(hao)以生態優(you)先、綠色發(fa)(fa)展(zhan)(zhan)為(wei)導向(xiang)的高(gao)質(zhi)量(liang)發(fa)(fa)展(zhan)(zhan)新路子(zi)。后續國(guo)家(jia)(jia)和(he)自治區對能(neng)耗雙(shuang)控(kong)、遏(e)(e)制“兩(liang)高(gao)”項(xiang)(xiang)目(mu)(mu)盲目(mu)(mu)發(fa)(fa)展(zhan)(zhan)相關政策有調(diao)整的,按照最(zui)新規定和(he)要求(qiu)執(zhi)行。
