近(jin)日,四川省(sheng)(sheng)發展(zhan)和(he)改(gai)(gai)革委員(yuan)會、四川省(sheng)(sheng)能(neng)源(yuan)局發布了《四川省(sheng)(sheng)能(neng)源(yuan)領域碳達峰實(shi)施方案》。其中(zhong)提出(chu)(chu),加(jia)快(kuai)電網(wang)智能(neng)化改(gai)(gai)造,滿足(zu)分布式電源(yuan)、儲能(neng)系統、電動汽車等(deng)多元(yuan)化主體(ti)大規模接入需(xu)求。結合調峰需(xu)求、新(xin)(xin)能(neng)源(yuan)開發和(he)水利工程水資源(yuan)再利用,在(zai)負荷中(zhong)心(xin)和(he)新(xin)(xin)能(neng)源(yuan)集中(zhong)送出(chu)(chu)地等(deng)科學(xue)布局抽水蓄能(neng)和(he)新(xin)(xin)型儲能(neng)項(xiang)目。落實(shi)需(xu)求側管(guan)理(li)政策措(cuo)施,完善市場機制,到(dao)2025年省(sheng)(sheng)級電網(wang)形成年度最大用電負荷3%的需(xu)求側響應(ying)能(neng)力,到(dao)2030年基本具備5%以上的尖(jian)峰負荷響應(ying)能(neng)力。
調峰儲能項目。推進(jin)(jin)大邑、道(dao)孚等抽水蓄能(neng)(neng)項目(mu)建(jian)設。建(jian)成甘(gan)孜州(zhou)(zhou)高海拔(ba)新(xin)型儲(chu)(chu)(chu)能(neng)(neng)實證基地、德(de)陽壓(ya)縮二(er)氧(yang)化碳儲(chu)(chu)(chu)能(neng)(neng)示(shi)范工程、百兆瓦級全釩液(ye)流(liu)電池儲(chu)(chu)(chu)能(neng)(neng)電站。建(jian)設甘(gan)孜州(zhou)(zhou)高海拔(ba)光(guang)儲(chu)(chu)(chu)一(yi)體化項目(mu)、阿壩(ba)州(zhou)(zhou)共享(xiang)儲(chu)(chu)(chu)能(neng)(neng)項目(mu)、甘(gan)孜州(zhou)(zhou)供電保(bao)障光(guang)儲(chu)(chu)(chu)項目(mu)。推進(jin)(jin)100MW級鹽穴、礦(kuang)洞(dong)壓(ya)縮空氣(qi)儲(chu)(chu)(chu)能(neng)(neng)、川西光(guang)伏制氫示(shi)范項目(mu)。
大規模新型儲能技術攻關。加強大容量電化學、壓縮氣體等新型儲能技術攻關、示范和產業化應用,研發熔鹽儲能供熱和發電、高溫相變材料儲熱、飛(fei)輪儲(chu)能等關鍵技(ji)術。開(kai)展百兆瓦(wa)級高原光(guang)儲(chu)電站智能運維(wei)技(ji)術與(yu)應用示范。
氫能技術攻關。研(yan)究可再生(sheng)能源制氫(qing)(qing)(qing)技術(shu)。研(yan)發(fa)可再生(sheng)能源制氫(qing)(qing)(qing)耦合合成(cheng)(cheng)氨工藝技術(shu)。推(tui)進高壓氣態(tai)儲(chu)氫(qing)(qing)(qing)、液態(tai)儲(chu)氫(qing)(qing)(qing)、固(gu)態(tai)儲(chu)氫(qing)(qing)(qing)等(deng)復(fu)合儲(chu)氫(qing)(qing)(qing)系(xi)(xi)統(tong)(tong)研(yan)究。研(yan)制70MPa級(ji)制氫(qing)(qing)(qing)加氫(qing)(qing)(qing)智能一體(ti)(ti)化(hua)裝備(bei)。開(kai)(kai)展長壽(shou)命、低(di)鉑載量燃(ran)料電(dian)(dian)池膜(mo)電(dian)(dian)極制備(bei)技術(shu)攻關。開(kai)(kai)發(fa)百千(qian)瓦(wa)級(ji)到兆瓦(wa)級(ji)發(fa)電(dian)(dian)模塊系(xi)(xi)統(tong)(tong)。研(yan)究燃(ran)料電(dian)(dian)池冷熱電(dian)(dian)三聯供核心(xin)技術(shu)與系(xi)(xi)統(tong)(tong)集(ji)成(cheng)(cheng)。開(kai)(kai)展水(shui)(風(feng))光氫(qing)(qing)(qing)儲(chu)一體(ti)(ti)化(hua)實證研(yan)究和仿真平(ping)臺系(xi)(xi)統(tong)(tong)開(kai)(kai)發(fa)。
拓展新能源消納場景。推廣綜合能源(yuan)服務、用戶側(ce)儲能、電動汽車智能充電,探索新(xin)能源(yuan)汽車與電網(wang)(V2G)能量互動等新(xin)模(mo)式(shi)。

四川省能源領(ling)域碳達峰實施方案
為深(shen)入(ru)貫徹落實黨中(zhong)央(yang)、國(guo)務院關于碳(tan)達峰(feng)、碳(tan)中(zhong)和(he)(he)重大戰(zhan)略決(jue)策和(he)(he)省(sheng)委(wei)、省(sheng)政(zheng)府部(bu)署(shu)要求,根據國(guo)家發展改革委(wei)、國(guo)家能(neng)源局推動能(neng)源綠色低碳(tan)轉型做(zuo)好碳(tan)達峰(feng)工作(zuo)的實施(shi)方案和(he)(he)省(sheng)委(wei)、省(sheng)政(zheng)府《關于完整準確全面貫徹新發展理念做(zuo)好碳(tan)達峰(feng)碳(tan)中(zhong)和(he)(he)工作(zuo)的實施(shi)意見》和(he)(he)《四川省(sheng)碳(tan)達峰(feng)實施(shi)方案》,特制定本(ben)方案。
一、總體要求
(一)指導思想。
以習(xi)近平(ping)新時代(dai)中國特色社會(hui)主義思(si)(si)想為指(zhi)導,全面貫徹黨的二十大精(jing)神(shen),深入貫徹習(xi)近平(ping)生(sheng)態(tai)文明思(si)(si)想和習(xi)近平(ping)總書(shu)記對四川工作(zuo)系列重要指(zhi)示(shi)精(jing)神(shen),落(luo)實“四個革命、一個合作(zuo)”能源(yuan)(yuan)(yuan)安全新戰略,立足新發展階段(duan),貫徹新發展理念,服務(wu)新發展格局(ju)(ju),按(an)照省第十二次(ci)黨代(dai)會(hui)對能源(yuan)(yuan)(yuan)工作(zuo)的決策部署,結合四川能源(yuan)(yuan)(yuan)發展實際,統籌能源(yuan)(yuan)(yuan)安全保(bao)障與(yu)(yu)(yu)綠(lv)色低(di)碳,妥善處理好發展與(yu)(yu)(yu)減排、整體與(yu)(yu)(yu)局(ju)(ju)部、長期目(mu)標與(yu)(yu)(yu)短期目(mu)標、政(zheng)府與(yu)(yu)(yu)市場的關系,推(tui)(tui)動能源(yuan)(yuan)(yuan)生(sheng)產和消費綠(lv)色低(di)碳轉型,加快構(gou)建清(qing)潔低(di)碳、安全高效的能源(yuan)(yuan)(yuan)體系,科學有序推(tui)(tui)動我省如(ru)期實現(xian)碳達峰目(mu)標。
(二)基本原則。
堅持(chi)目標導(dao)向、穩(wen)妥推進。將碳(tan)達(da)峰、碳(tan)中和(he)目標任務落實(shi)到能(neng)源領域(yu)的全(quan)過程,制訂能(neng)源領域(yu)碳(tan)達(da)峰工(gong)作“路線圖”“施(shi)工(gong)圖”和(he)時間表。統籌發(fa)展與(yu)安全(quan),堅持(chi)“先立(li)后破”,調動各(ge)方積極性,壓實(shi)各(ge)方責任,有(you)力有(you)序推進實(shi)施(shi)。
堅(jian)持節約(yue)降(jiang)碳、綠色轉型。實施全面節約(yue)戰(zhan)略,持續(xu)降(jiang)低能(neng)耗強(qiang)度和碳排放強(qiang)度,提高投入(ru)產出(chu)效率。強(qiang)化(hua)能(neng)源(yuan)科技創新(xin)能(neng)力,加快數字(zi)化(hua)與(yu)智能(neng)化(hua)升(sheng)級,提高能(neng)源(yuan)生產與(yu)消(xiao)費互動(dong)能(neng)力,供需互促(cu)推進能(neng)源(yuan)綠色低碳轉型。
堅持雙輪驅動、兩手發(fa)力(li)。充分發(fa)揮市(shi)場在(zai)資源(yuan)配(pei)置中的(de)(de)決定(ding)性作用,構建公平開放、有效競爭的(de)(de)能源(yuan)市(shi)場體系(xi)。更好(hao)發(fa)揮政府在(zai)規(gui)劃(hua)引(yin)領、政策扶持和市(shi)場監督方面的(de)(de)作用,深(shen)化能源(yuan)領域體制改革,完善(shan)能源(yuan)綠色低(di)碳發(fa)展的(de)(de)保(bao)障(zhang)機(ji)制。
堅持民(min)生(sheng)優先、共享發展(zhan)。堅持以人民(min)為中心的發展(zhan)思想(xiang),持續提升(sheng)能源普(pu)遍(bian)服務(wu)水(shui)平,強化民(min)生(sheng)領域能源需求保障,推動能源發展(zhan)成(cheng)果更多更好惠及(ji)廣大人民(min)群眾,增進民(min)生(sheng)福(fu)祉。
(三)總體目標。
錨(mao)定(ding)力爭(zheng)2060年前(qian)實現碳中和(he)的遠景目標,按照(zhao)力爭(zheng)2030年前(qian)碳達峰(feng)進(jin)行部署安排。
到(dao)(dao)(dao)2025年,清潔低(di)碳(tan)、安全高(gao)效的(de)能(neng)(neng)源(yuan)體系基本建(jian)成(cheng)。水(shui)電(dian)、風電(dian)、太(tai)陽能(neng)(neng)發電(dian)總(zong)裝機容量(liang)達(da)到(dao)(dao)(dao)1.38億千瓦以(yi)上,清潔能(neng)(neng)源(yuan)裝機占比(bi)(bi)89%左右,非化石能(neng)(neng)源(yuan)消(xiao)(xiao)費(fei)比(bi)(bi)重(zhong)提高(gao)到(dao)(dao)(dao)41.5%左右,天然氣消(xiao)(xiao)費(fei)比(bi)(bi)重(zhong)達(da)到(dao)(dao)(dao)19%,煤(mei)炭消(xiao)(xiao)費(fei)比(bi)(bi)重(zhong)持續降(jiang)低(di),電(dian)能(neng)(neng)占終端(duan)用能(neng)(neng)比(bi)(bi)重(zhong)達(da)到(dao)(dao)(dao)30%,新型電(dian)力(li)系統建(jian)設穩步(bu)推進,能(neng)(neng)源(yuan)低(di)碳(tan)消(xiao)(xiao)費(fei)新模式新業態(tai)加快發展,為實現碳(tan)達(da)峰奠定堅(jian)實基礎。
到(dao)(dao)2030年,清潔(jie)低(di)碳、安全高(gao)效的能(neng)(neng)(neng)源(yuan)體系進(jin)一步(bu)鞏(gong)固。水電(dian)、風電(dian)、太陽(yang)能(neng)(neng)(neng)發(fa)電(dian)總裝機容量達到(dao)(dao)1.68億(yi)千瓦,非化石能(neng)(neng)(neng)源(yuan)消(xiao)費(fei)(fei)比(bi)(bi)重達到(dao)(dao)43.5%左右(you),天然氣消(xiao)費(fei)(fei)比(bi)(bi)重達到(dao)(dao)21%,煤炭消(xiao)費(fei)(fei)比(bi)(bi)重進(jin)一步(bu)降低(di),電(dian)能(neng)(neng)(neng)占(zhan)終端用能(neng)(neng)(neng)比(bi)(bi)重達到(dao)(dao)35%,新型電(dian)力系統建(jian)設取得重要進(jin)展,能(neng)(neng)(neng)源(yuan)領(ling)域二氧化碳排放實現達峰(feng)。
二、持(chi)續推(tui)進能源結構調整(zheng)優(you)化
(四(si))全面開(kai)發水(shui)(shui)電(dian)(dian)。統(tong)籌水(shui)(shui)電(dian)(dian)開(kai)發與生(sheng)態(tai)保護(hu),強化(hua)規(gui)劃引導和科學(xue)論證,重點(dian)推進(jin)(jin)金沙(sha)江(jiang)(jiang)(jiang)、雅礱江(jiang)(jiang)(jiang)、大(da)渡河“三江(jiang)(jiang)(jiang)”水(shui)(shui)電(dian)(dian)基地建(jian)(jian)設(she),有(you)序推進(jin)(jin)其他(ta)流域大(da)中型水(shui)(shui)電(dian)(dian)建(jian)(jian)設(she)。加(jia)快推進(jin)(jin)金沙(sha)江(jiang)(jiang)(jiang)葉巴灘(tan)、雅礱江(jiang)(jiang)(jiang)卡拉、大(da)渡河雙江(jiang)(jiang)(jiang)口等水(shui)(shui)電(dian)(dian)站(zhan)(zhan)建(jian)(jian)設(she),核準開(kai)工金沙(sha)江(jiang)(jiang)(jiang)旭龍、雅礱江(jiang)(jiang)(jiang)牙(ya)根二級、大(da)渡河丹巴等水(shui)(shui)電(dian)(dian)站(zhan)(zhan),配套推進(jin)(jin)送(song)出(chu)線路規(gui)劃建(jian)(jian)設(she)。“十四(si)五”“十五五”期間(jian)分別新增(zeng)水(shui)(shui)電(dian)(dian)裝機容量2500萬千瓦、1300萬千瓦左右。著力(li)優化(hua)水(shui)(shui)電(dian)(dian)結構,優先建(jian)(jian)設(she)季(ji)以(yi)上調(diao)節能力(li)水(shui)(shui)庫電(dian)(dian)站(zhan)(zhan),到2025年和2030年,全省具(ju)有(you)季(ji)及(ji)以(yi)上調(diao)節能力(li)的水(shui)(shui)電(dian)(dian)裝機分別達(da)到4760萬千瓦、4900萬千瓦,以(yi)水(shui)(shui)電(dian)(dian)為主(zhu)的可(ke)再生(sheng)能源體系(xi)更加(jia)鞏固。(省發展改革委、省能源局牽頭,自(zi)然資源廳(ting)、生(sheng)態(tai)環(huan)境廳(ting)、水(shui)(shui)利廳(ting)、省國資委、四(si)川(chuan)(chuan)能源監管辦、國網四(si)川(chuan)(chuan)省電(dian)(dian)力(li)公司等按職責分工負責)
