2月3日,德宏州人民政府發布了印發《德宏州“十四五”節能減排綜合工作實施方案》的通知。
《通知》中提到在公共機構能效提升工程上,要推動公共機構開展低碳引領、綠色化改造、可再生能源替代、節水護水、生活垃圾分類、反食品浪費、綠色辦公、綠色生活方式等綠色低碳轉型行動。積極倡導公共機構終端用能電氣化,提高辦公、生活用能清潔化水平。鼓勵有條件的公共機構大力推廣太陽能光伏光熱項目。

德宏州“十四五”節能減排綜合工作實施方案
為貫徹落實(shi)《國務院關于(yu)印發“十(shi)(shi)四五(wu)”節能(neng)減(jian)排(pai)綜合工作方(fang)案(an)的通知》(國發〔2021〕33號(hao))、《云(yun)南(nan)省人民政(zheng)府關于(yu)印發云(yun)南(nan)省“十(shi)(shi)四五(wu)”節能(neng)減(jian)排(pai)綜合工作實(shi)施方(fang)案(an)的通知》(云(yun)政(zheng)發〔2022〕34號(hao)),大力(li)推動全州節能(neng)減(jian)排(pai)工作,深入打好污染防治攻堅(jian)戰,加快經濟社會全面綠(lv)色(se)低碳(tan)轉型,助力(li)實(shi)現碳(tan)達峰、碳(tan)中和目(mu)標,結合我州實(shi)際,制定本方(fang)案(an)。
一、總體要求
以習近平(ping)新時(shi)代中國特(te)色(se)社會主(zhu)義(yi)思想(xiang)為指導,全面貫徹黨的十九(jiu)大和十九(jiu)屆歷次全會精神,深入學(xue)習貫徹習近平(ping)生(sheng)態文(wen)明(ming)思想(xiang)和習近平(ping)總書記考察(cha)云南重(zhong)要講話精神,認真落實(shi)(shi)(shi)(shi)黨中央(yang)、國務(wu)院和省(sheng)委、省(sheng)政(zheng)府決(jue)策部署,實(shi)(shi)(shi)(shi)施(shi)能(neng)源消費強度和總量(liang)雙控(以下稱(cheng)能(neng)耗(hao)雙控)、主(zhu)要污染物(wu)排(pai)放總量(liang)控制(zhi)制(zhi)度,組織實(shi)(shi)(shi)(shi)施(shi)節能(neng)減(jian)排(pai)重(zhong)點工(gong)程(cheng),健(jian)全節能(neng)減(jian)排(pai)政(zheng)策機制(zhi),建立(li)綠(lv)色(se)低(di)碳(tan)循環經(jing)濟體(ti)系(xi),推進經(jing)濟社會發展(zhan)綠(lv)色(se)轉型,為實(shi)(shi)(shi)(shi)現碳(tan)達峰、碳(tan)中和目標奠定堅實(shi)(shi)(shi)(shi)基礎。
二、主要目標
到2025年,全州單位地(di)區生產總(zong)值能源消耗比2020年下降12.5%以上,能源消費(fei)總(zong)量(liang)得到合理控制(zhi);全州化學需(xu)氧(yang)量(liang)、氨氮、氮氧(yang)化物(wu)(wu)、揮(hui)發性有(you)機物(wu)(wu)排(pai)放總(zong)量(liang)等主要(yao)污染(ran)(ran)物(wu)(wu)重(zhong)點(dian)工程減排(pai)量(liang)分(fen)別為1866噸(dun)(dun)、102噸(dun)(dun)、390噸(dun)(dun)、280噸(dun)(dun)。節能減排(pai)政策機制(zhi)更加健全,能源利用效率進一步提高(gao),主要(yao)污染(ran)(ran)物(wu)(wu)排(pai)放總(zong)量(liang)持續減少,經濟(ji)社會發展綠(lv)色轉(zhuan)型取得顯著(zhu)成效。
三(san)、實施節能減排重點工程
(一(yi))重(zhong)(zhong)(zhong)(zhong)點(dian)(dian)行業(ye)(ye)(ye)節能(neng)(neng)降碳(tan)提(ti)(ti)升工(gong)(gong)程。對(dui)照高(gao)耗(hao)能(neng)(neng)行業(ye)(ye)(ye)重(zhong)(zhong)(zhong)(zhong)點(dian)(dian)領域(yu)能(neng)(neng)效(xiao)標桿水(shui)(shui)平和(he)基準水(shui)(shui)平,科(ke)學有序(xu)做(zuo)好重(zhong)(zhong)(zhong)(zhong)點(dian)(dian)領域(yu)節能(neng)(neng)降碳(tan)技術改(gai)造,加快提(ti)(ti)升重(zhong)(zhong)(zhong)(zhong)點(dian)(dian)行業(ye)(ye)(ye)、企業(ye)(ye)(ye)能(neng)(neng)效(xiao)水(shui)(shui)平,實施新一(yi)輪(lun)電機、變壓(ya)器等重(zhong)(zhong)(zhong)(zhong)點(dian)(dian)用能(neng)(neng)設備能(neng)(neng)效(xiao)提(ti)(ti)升行動,推(tui)動重(zhong)(zhong)(zhong)(zhong)點(dian)(dian)行業(ye)(ye)(ye)清潔生(sheng)產和(he)工(gong)(gong)業(ye)(ye)(ye)廢(fei)水(shui)(shui)資源(yuan)化利用,堅決遏制高(gao)耗(hao)能(neng)(neng)、高(gao)排放、低水(shui)(shui)平項目盲目發展。推(tui)進新型基礎設施能(neng)(neng)效(xiao)提(ti)(ti)升,加快綠(lv)色數據中(zhong)心建設。“十四五(wu)”時期,全州(zhou)規(gui)模以(yi)上(shang)工(gong)(gong)業(ye)(ye)(ye)單位增加值能(neng)(neng)耗(hao)下降12.5%,萬元工(gong)(gong)業(ye)(ye)(ye)增加值用水(shui)(shui)量(liang)下降16%。到(dao)2025年,通(tong)過實施節能(neng)(neng)降碳(tan)提(ti)(ti)升工(gong)(gong)程,重(zhong)(zhong)(zhong)(zhong)點(dian)(dian)行業(ye)(ye)(ye)產能(neng)(neng)和(he)數據中(zhong)心能(neng)(neng)效(xiao)水(shui)(shui)平進一(yi)步(bu)提(ti)(ti)升。(州(zhou)工(gong)(gong)信(xin)科(ke)技局、州(zhou)發展改(gai)革委(wei)〔州(zhou)能(neng)(neng)源(yuan)局〕、州(zhou)生(sheng)態環境局、州(zhou)水(shui)(shui)利局、州(zhou)市場監管局、州(zhou)數字(zi)經(jing)濟發展中(zhong)心等按職(zhi)責(ze)分工(gong)(gong)負(fu)(fu)責(ze),各縣(xian)市人民政府負(fu)(fu)責(ze)。以(yi)下均需各縣(xian)市人民政府負(fu)(fu)責(ze),不再(zai)列出)
(二(er))園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)綠色(se)低碳(tan)(tan)循(xun)環(huan)化改(gai)造(zao)(zao)工程(cheng)。著力(li)推動(dong)具備條(tiao)件的(de)省級(ji)以上(shang)園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)進(jin)行(xing)循(xun)環(huan)化改(gai)造(zao)(zao),編制“一(yi)園(yuan)(yuan)(yuan)(yuan)一(yi)策”改(gai)造(zao)(zao)方案,有序推進(jin)園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)綠色(se)能(neng)源供應(ying)全(quan)覆蓋,補齊園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)危險(xian)廢物(wu)(wu)集中收集貯存能(neng)力(li)、高濃(nong)度廢水處(chu)理(li)能(neng)力(li)、揮(hui)發性有機(ji)物(wu)(wu)處(chu)理(li)能(neng)力(li)短板,推進(jin)園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)內產業(ye)循(xun)環(huan)耦合、公(gong)共基礎設施共建共享(xiang)、能(neng)源梯級(ji)利用、節能(neng)降碳(tan)(tan)減(jian)污(wu)協(xie)同增(zeng)效(xiao)。到2025年(nian),瑞麗重點開(kai)(kai)發開(kai)(kai)放試(shi)驗區(qu)(qu)、芒市產業(ye)園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)、盈江產業(ye)園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)一(yi)般工業(ye)固體廢物(wu)(wu)和(he)危險(xian)廢物(wu)(wu)得到合理(li)利用處(chu)置。積(ji)極支(zhi)持有條(tiao)件的(de)園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)申報(bao)國(guo)家級(ji)和(he)省級(ji)綠色(se)低碳(tan)(tan)示范(fan)產業(ye)園(yuan)(yuan)(yuan)(yuan)區(qu)(qu)試(shi)點。(州發展改(gai)革委、州工信科技局(ju)、州生態環(huan)境局(ju)等(deng)按職(zhi)責分工負責)
(三)城(cheng)鎮綠(lv)色(se)節(jie)能(neng)(neng)改(gai)造(zao)工程。全(quan)面推(tui)進(jin)城(cheng)鎮綠(lv)色(se)規劃、綠(lv)色(se)建(jian)(jian)設(she)、綠(lv)色(se)運(yun)行管理,促進(jin)綠(lv)色(se)建(jian)(jian)材生產(chan)和應(ying)用,推(tui)動綠(lv)色(se)建(jian)(jian)筑(zhu)發展和綠(lv)色(se)城(cheng)市(shi)建(jian)(jian)設(she)。鼓勵開展海綿城(cheng)市(shi)、韌性城(cheng)市(shi)、“無廢城(cheng)市(shi)”、“低碳/零碳城(cheng)市(shi)”建(jian)(jian)設(she)。結合城(cheng)鎮老舊小(xiao)區改(gai)造(zao)、農(nong)村危房改(gai)造(zao)、抗震加(jia)固等工作(zuo),穩步(bu)實施既有建(jian)(jian)筑(zhu)和市(shi)政基(ji)礎設(she)施節(jie)能(neng)(neng)改(gai)造(zao),嚴格(ge)執(zhi)行建(jian)(jian)筑(zhu)節(jie)能(neng)(neng)強制標(biao)(biao)準(zhun)(zhun),積極發展超低能(neng)(neng)耗建(jian)(jian)筑(zhu)。到(dao)2025年,全(quan)州城(cheng)鎮新建(jian)(jian)建(jian)(jian)筑(zhu)全(quan)面執(zhi)行綠(lv)色(se)建(jian)(jian)筑(zhu)標(biao)(biao)準(zhun)(zhun)。以建(jian)(jian)筑(zhu)中央空調、數據中心(xin)制冷(leng)系統和冷(leng)鏈物流為重(zhong)點(dian),全(quan)面提升制冷(leng)系統能(neng)(neng)效水(shui)平。推(tui)進(jin)分(fen)散式風電(dian)和分(fen)布式光伏建(jian)(jian)設(she)。(州住(zhu)房城(cheng)鄉建(jian)(jian)設(she)局(ju)(ju)(ju)、州生態環境局(ju)(ju)(ju)、州發展改(gai)革委〔州能(neng)(neng)源(yuan)局(ju)(ju)(ju)〕、州自(zi)然資源(yuan)和規劃局(ju)(ju)(ju)、州交(jiao)通運(yun)輸局(ju)(ju)(ju)、州市(shi)場監管局(ju)(ju)(ju)等按職責分(fen)工負責)
(四)交(jiao)通(tong)(tong)物(wu)流節能(neng)(neng)減排工(gong)(gong)程。完善多層次綜(zong)合立體交(jiao)通(tong)(tong)網(wang)(wang)絡(luo)布局,初步建(jian)成安(an)(an)全、便捷(jie)、高(gao)(gao)效(xiao)、綠色(se)、經濟的(de)(de)現代化(hua)綜(zong)合交(jiao)通(tong)(tong)運輸體系(xi),實現縣級(ji)節點(dian)有效(xiao)覆(fu)蓋、鄉(xiang)鎮村莊(zhuang)全面暢通(tong)(tong)的(de)(de)綜(zong)合交(jiao)通(tong)(tong)運輸網(wang)(wang)絡(luo)。以(yi)芒(mang)市(shi)(shi)和瑞麗(li)市(shi)(shi)綜(zong)合貨運樞紐(物(wu)流園(yuan)區)為依托,加快建(jian)設(she)(she)公鐵(tie)聯(lian)(lian)(lian)運等(deng)“運營高(gao)(gao)效(xiao)、標準(zhun)化(hua)、流程化(hua)”的(de)(de)貨物(wu)多式聯(lian)(lian)(lian)運服(fu)務(wu)系(xi)統,調整(zheng)貨物(wu)運輸結(jie)構(gou)。全面實施(shi)汽(qi)(qi)車(che)(che)國(guo)六排放標準(zhun)和非道路移動(dong)柴(chai)油(you)機械國(guo)四排放標準(zhun),推進淘(tao)汰國(guo)三及以(yi)下排放標準(zhun)汽(qi)(qi)車(che)(che),實施(shi)汽(qi)(qi)車(che)(che)排放檢(jian)驗與(yu)維護制度。在(zai)機場(chang)服(fu)務(wu)、城(cheng)市(shi)(shi)物(wu)流配送、郵(you)政快遞等(deng)領域(yu)提倡(chang)優先使用(yong)新(xin)能(neng)(neng)源和清潔(jie)能(neng)(neng)源汽(qi)(qi)車(che)(che),提高(gao)(gao)城(cheng)市(shi)(shi)公交(jiao)、出租汽(qi)(qi)車(che)(che)、物(wu)流配送、港口(kou)和機場(chang)服(fu)務(wu)等(deng)新(xin)能(neng)(neng)源汽(qi)(qi)車(che)(che)應用(yong)比例。推動(dong)交(jiao)通(tong)(tong)感知網(wang)(wang)絡(luo)等(deng)信息化(hua)設(she)(she)施(shi)設(she)(she)備(bei)與(yu)交(jiao)通(tong)(tong)基礎(chu)設(she)(she)施(shi)同步規劃、一體化(hua)建(jian)設(she)(she),構(gou)建(jian)載運工(gong)(gong)具、交(jiao)通(tong)(tong)基礎(chu)設(she)(she)施(shi)、通(tong)(tong)行環境互(hu)聯(lian)(lian)(lian)的(de)(de)交(jiao)通(tong)(tong)控制網(wang)(wang)基礎(chu)云(yun)平臺。開(kai)展(zhan)(zhan)綠色(se)運輸企業示(shi)范(fan)創建(jian)活動(dong),實施(shi)城(cheng)市(shi)(shi)綠色(se)貨運配送示(shi)范(fan)工(gong)(gong)程。加快智慧停車(che)(che)場(chang)等(deng)智慧終端布局,提升智慧交(jiao)通(tong)(tong)水平。到(dao)2025年(nian),城(cheng)市(shi)(shi)公交(jiao)領域(yu)新(xin)能(neng)(neng)源汽(qi)(qi)車(che)(che)占(zhan)比持(chi)續提高(gao)(gao),出租汽(qi)(qi)車(che)(che)(含網(wang)(wang)約車(che)(che))領域(yu)新(xin)能(neng)(neng)源汽(qi)(qi)車(che)(che)占(zhan)比達到(dao)55%。(州(zhou)(zhou)(zhou)交(jiao)通(tong)(tong)運輸局、州(zhou)(zhou)(zhou)發展(zhan)(zhan)改(gai)革委〔州(zhou)(zhou)(zhou)能(neng)(neng)源局〕、州(zhou)(zhou)(zhou)工(gong)(gong)信科技局、州(zhou)(zhou)(zhou)公安(an)(an)局、州(zhou)(zhou)(zhou)財政局、州(zhou)(zhou)(zhou)生態(tai)環境局、州(zhou)(zhou)(zhou)住房城(cheng)鄉(xiang)建(jian)設(she)(she)局、州(zhou)(zhou)(zhou)商(shang)務(wu)局、州(zhou)(zhou)(zhou)市(shi)(shi)場(chang)監(jian)管(guan)局等(deng)按(an)職責分(fen)工(gong)(gong)負責)

(六)提升(sheng)統(tong)計(ji)(ji)(ji)監(jian)(jian)(jian)(jian)測(ce)能(neng)力。加(jia)(jia)強節能(neng)減排統(tong)計(ji)(ji)(ji)監(jian)(jian)(jian)(jian)測(ce)體系建(jian)(jian)設(she),嚴格實施重(zhong)(zhong)點(dian)用能(neng)單(dan)位能(neng)源利(li)用狀況(kuang)報告制度(du)(du),加(jia)(jia)快重(zhong)(zhong)點(dian)用能(neng)單(dan)位能(neng)耗在(zai)線監(jian)(jian)(jian)(jian)測(ce)平臺建(jian)(jian)設(she)和(he)應(ying)用。完善工業、建(jian)(jian)筑、交通(tong)(tong)運輸(shu)等(deng)(deng)領域能(neng)源消費統(tong)計(ji)(ji)(ji)制度(du)(du)。構建(jian)(jian)以排污(wu)許可證為核(he)心的(de)排污(wu)單(dan)位自行(xing)監(jian)(jian)(jian)(jian)測(ce)監(jian)(jian)(jian)(jian)管機制,加(jia)(jia)快形成覆蓋全(quan)州(zhou)(zhou)的(de)生態環(huan)境智慧感知監(jian)(jian)(jian)(jian)測(ce)網絡(luo)。加(jia)(jia)強統(tong)計(ji)(ji)(ji)監(jian)(jian)(jian)(jian)測(ce)基層隊伍建(jian)(jian)設(she),強化統(tong)計(ji)(ji)(ji)數據審(shen)核(he),防范和(he)懲治(zhi)統(tong)計(ji)(ji)(ji)造(zao)假、弄虛作假,提升(sheng)統(tong)計(ji)(ji)(ji)監(jian)(jian)(jian)(jian)測(ce)數據質量。強化統(tong)計(ji)(ji)(ji)數據和(he)監(jian)(jian)(jian)(jian)測(ce)預警的(de)信(xin)息共(gong)享。健全(quan)能(neng)源計(ji)(ji)(ji)量體系,加(jia)(jia)強污(wu)染源監(jian)(jian)(jian)(jian)測(ce)的(de)計(ji)(ji)(ji)量監(jian)(jian)(jian)(jian)管。(州(zhou)(zhou)統(tong)計(ji)(ji)(ji)局(ju)、州(zhou)(zhou)發展(zhan)改革委(wei)、州(zhou)(zhou)生態環(huan)境局(ju)、州(zhou)(zhou)工信(xin)科技局(ju)、州(zhou)(zhou)住房城鄉建(jian)(jian)設(she)局(ju)、州(zhou)(zhou)交通(tong)(tong)運輸(shu)局(ju)、州(zhou)(zhou)市(shi)場監(jian)(jian)(jian)(jian)管局(ju)等(deng)(deng)按職責(ze)分工負責(ze))
五、強化工作落實
(一)加(jia)(jia)強組(zu)(zu)織領導。各縣市(shi)、各部門(men)要充分認識節(jie)能減(jian)排工作的(de)重(zhong)(zhong)要性和(he)緊迫性,統(tong)一思(si)想和(he)行(xing)動,堅持系統(tong)觀念(nian),明確目(mu)標責任,制定實(shi)施方案,狠抓工作落實(shi),確保完成“十四五”節(jie)能減(jian)排各項任務(wu)。各縣市(shi)人(ren)民政(zheng)府(fu)要加(jia)(jia)強組(zu)(zu)織領導和(he)部署(shu)推(tui)進,細化本(ben)縣市(shi)節(jie)能減(jian)排目(mu)標,將本(ben)縣市(shi)節(jie)能減(jian)排目(mu)標與(yu)國民經濟和(he)社會發展五年(nian)規劃(hua)及(ji)年(nian)度計(ji)劃(hua)充分銜接,科學(xue)合(he)理(li)確定各有(you)關部門(men)、重(zhong)(zhong)點單位職責。各行(xing)業主管部門(men)要加(jia)(jia)強協作配合(he),形(xing)成工作合(he)力(li),推(tui)動任務(wu)有(you)序有(you)效落實(shi),及(ji)時(shi)防范化解風險,重(zhong)(zhong)大情況及(ji)時(shi)報告(gao)州人(ren)民政(zheng)府(fu)。
(二)強化監(jian)督考(kao)(kao)核(he)。開展“十四五”縣市(shi)人(ren)民政(zheng)府(fu)節(jie)能(neng)(neng)減排目(mu)標(biao)責任評價考(kao)(kao)核(he),對(dui)節(jie)能(neng)(neng)減排目(mu)標(biao)完成情況(kuang)(kuang)實行(xing)年度(du)評價、中期評估和終期考(kao)(kao)核(he),并(bing)視情況(kuang)(kuang)進行(xing)動態(tai)調(diao)整,考(kao)(kao)核(he)結果作為(wei)評價領導班子和領導干部(bu)的重要依據。
(三(san))開(kai)展(zhan)全(quan)民行動(dong)。深入開(kai)展(zhan)綠色(se)生(sheng)活創建活動(dong),組織(zhi)開(kai)展(zhan)全(quan)國(guo)節能宣傳周、全(quan)國(guo)低碳日、世界環境(jing)日等主題宣傳活動(dong),增強全(quan)民節約意識,倡導(dao)(dao)簡(jian)約適度、綠色(se)低碳、文(wen)明健(jian)康的(de)生(sheng)活方式,引(yin)導(dao)(dao)市場主體、社(she)會公眾自覺履行節能減排責(ze)任。
