甘肅省社會科學院課題組——關于全省新能源產業發展的調研建議

在“雙碳”目標背景下,如何選(xuan)擇最有效(xiao)的(de)能(neng)源轉型路徑(jing),使甘肅(su)新(xin)能(neng)源使用效(xiao)率得到最大化的(de)提(ti)升,既是“十四五”規(gui)劃和未來能(neng)源規(gui)劃的(de)關(guan)鍵問(wen)題,同時(shi)也(ye)是甘肅(su)新(xin)能(neng)源產(chan)業搶抓發(fa)展(zhan)契機,實現跨越式發(fa)展(zhan)的(de)重要機遇。為(wei)深入開展(zhan)學習(xi)(xi)貫徹習(xi)(xi)近平新(xin)時(shi)代中國特色(se)社會主義思想主題教育,貫徹落(luo)實黨的(de)二(er)十大精(jing)神,甘肅(su)省社會科學院組成專題課題組,對全省新(xin)能(neng)源產(chan)業發(fa)展(zhan)現狀進行了調研(yan),并在此基礎上,采用數據模(mo)擬(ni)分析工具(ju),探(tan)尋(xun)在能(neng)源結構更新(xin)和技術進步共同作用下,甘肅(su)能(neng)源系統優(you)化轉型的(de)路徑(jing)選(xuan)擇和新(xin)能(neng)源產(chan)業提(ti)質增效(xiao)的(de)對策建議。


課題組(zu)認為,大力(li)增加風(feng)光(guang)電開發(fa)是甘(gan)肅未來能源(yuan)(yuan)系統轉(zhuan)型的(de)重要方向,能夠實現(xian)能源(yuan)(yuan)結(jie)構(gou)清潔化(hua),減(jian)少碳(tan)(tan)排(pai)放。應選擇風(feng)能作為主要的(de)新能源(yuan)(yuan),并(bing)改進(jin)光(guang)伏和光(guang)熱技(ji)術(shu),使得太陽能可全負(fu)荷(he)出力(li),以增加太陽能在轉(zhuan)型過(guo)程中的(de)份額。同時,大力(li)開發(fa)低成本的(de)儲電技(ji)術(shu)。最終(zhong),在技(ji)術(shu)進(jin)步和結(jie)構(gou)更新共同作用的(de)路徑(jing)下,使能源(yuan)(yuan)系統可以完成既(ji)能滿足經濟發(fa)展(zhan)的(de)需要又(you)能實現(xian)低碳(tan)(tan)減(jian)排(pai)的(de)目(mu)標。


在調研過程中(zhong),課題組認為,近(jin)年(nian)來,甘肅(su)新能源產業的發展成效顯著。具體(ti)表(biao)現在:


新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)高比(bi)(bi)例特征明顯。截至(zhi)2022年(nian)(nian)(nian)底(di),甘肅省新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)裝(zhuang)機總量(liang)(liang)(liang)達到(dao)3800萬千(qian)瓦(wa)(wa),占(zhan)(zhan)全省總裝(zhuang)機容量(liang)(liang)(liang)的53.8%,同比(bi)(bi)增長31.2%,較“十三(san)五”末增長近1500萬千(qian)瓦(wa)(wa)。新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)裝(zhuang)機占(zhan)(zhan)比(bi)(bi)由(you)2012年(nian)(nian)(nian)底(di)的21.8%提(ti)升至(zhi)2022年(nian)(nian)(nian)底(di)的53.8%,新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)(fa)電(dian)(dian)(dian)量(liang)(liang)(liang)占(zhan)(zhan)比(bi)(bi)由(you)2012年(nian)(nian)(nian)底(di)的8.8%提(ti)升至(zhi)2022年(nian)(nian)(nian)底(di)的28%,非化(hua)石能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)占(zhan)(zhan)一(yi)次能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)消費比(bi)(bi)重由(you)2012年(nian)(nian)(nian)底(di)的17.4%提(ti)升至(zhi)2022年(nian)(nian)(nian)底(di)的24.72%,新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)利用率由(you)2016年(nian)(nian)(nian)的60.3%提(ti)升至(zhi)2022年(nian)(nian)(nian)底(di)的95.3%,均遠(yuan)高于全國(guo)平(ping)均水平(ping)。新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)布局(ju)在全域展(zhan)開。建(jian)成(cheng)全國(guo)首個千(qian)萬千(qian)瓦(wa)(wa)級酒泉風電(dian)(dian)(dian)基地(di)(di)和(he)金(jin)昌、涼州等一(yi)批百(bai)(bai)萬千(qian)瓦(wa)(wa)級光伏(fu)發(fa)(fa)電(dian)(dian)(dian)基地(di)(di)。除河西地(di)(di)區外(wai),河東地(di)(di)區新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)也得(de)到(dao)有效開發(fa)(fa),定(ding)西通渭百(bai)(bai)萬千(qian)瓦(wa)(wa)風電(dian)(dian)(dian)基地(di)(di)建(jian)成(cheng),慶(qing)陽、白銀等地(di)(di)新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)將作(zuo)為“隴電(dian)(dian)(dian)入魯”工程配套電(dian)(dian)(dian)源(yuan)(yuan)(yuan),得(de)到(dao)規(gui)模化(hua)、基地(di)(di)化(hua)開發(fa)(fa),形成(cheng)集中(zhong)式(shi)(shi)和(he)分布式(shi)(shi)相互融合的新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)(fa)展(zhan)格局(ju)。電(dian)(dian)(dian)力外(wai)送新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)占(zhan)(zhan)比(bi)(bi)高。跨區外(wai)送電(dian)(dian)(dian)量(liang)(liang)(liang)顯著增長,2022年(nian)(nian)(nian)全省外(wai)送電(dian)(dian)(dian)量(liang)(liang)(liang)560億(yi)千(qian)瓦(wa)(wa)時(shi),比(bi)(bi)2021年(nian)(nian)(nian)增加(jia)43億(yi)千(qian)瓦(wa)(wa)時(shi),其中(zhong)新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)113億(yi)千(qian)瓦(wa)(wa)時(shi),新(xin)(xin)型儲能(neng)(neng)(neng)(neng)裝(zhuang)機規(gui)模達到(dao)47萬千(qian)瓦(wa)(wa),新(xin)(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)占(zhan)(zhan)比(bi)(bi)達到(dao)63.28%。


同(tong)時,甘(gan)肅(su)統(tong)籌解(jie)決消(xiao)(xiao)納(na)、外(wai)送、調(diao)峰、并網(wang)、產(chan)業等相關(guan)問題,推(tui)進實施隴電(dian)(dian)入魯、隴電(dian)(dian)入浙及(ji)酒泉至中東部特高(gao)壓(ya)工程。截至2023年上(shang)半年,甘(gan)肅(su)新能(neng)(neng)(neng)(neng)源(yuan)已(yi)通(tong)過(guo)特高(gao)壓(ya)通(tong)道輸(shu)送至全(quan)(quan)國(guo)(guo)20多個(ge)省份(fen),形成(cheng)(cheng)了大送端綠色電(dian)(dian)網(wang)格局。新能(neng)(neng)(neng)(neng)源(yuan)消(xiao)(xiao)納(na)水(shui)平著力(li)提升(sheng)。甘(gan)肅(su)通(tong)過(guo)推(tui)進直購電(dian)(dian)交易、新能(neng)(neng)(neng)(neng)源(yuan)替代自(zi)備電(dian)(dian)廠發電(dian)(dian)、加(jia)快建(jian)設敦煌(huang)100%可再(zai)生(sheng)能(neng)(neng)(neng)(neng)源(yuan)利(li)用城(cheng)市、推(tui)進清潔(jie)能(neng)(neng)(neng)(neng)源(yuan)供(gong)暖和(he)(he)(he)電(dian)(dian)能(neng)(neng)(neng)(neng)替代等示范(fan)工程,全(quan)(quan)力(li)破(po)解(jie)新能(neng)(neng)(neng)(neng)源(yuan)消(xiao)(xiao)納(na)瓶頸。目(mu)(mu)前,風光電(dian)(dian)設備利(li)用率(lv)已(yi)達到(dao)96.7%。示范(fan)項(xiang)(xiang)目(mu)(mu)引領作(zuo)用突出。敦煌(huang)大成(cheng)(cheng)5萬(wan)千瓦熔鹽線性菲涅爾式光熱發電(dian)(dian)項(xiang)(xiang)目(mu)(mu)建(jian)成(cheng)(cheng)并網(wang),標志(zhi)著甘(gan)肅(su)省擁有自(zi)主知識產(chan)權的(de)線性菲涅爾技術在國(guo)(guo)家開展示范(fan)推(tui)廣應用;網(wang)域大規模720兆瓦時電(dian)(dian)池儲(chu)能(neng)(neng)(neng)(neng)電(dian)(dian)站試驗示范(fan)瓜州(zhou)項(xiang)(xiang)目(mu)(mu)建(jian)成(cheng)(cheng)投運,成(cheng)(cheng)為(wei)全(quan)(quan)國(guo)(guo)首個(ge)電(dian)(dian)網(wang)側儲(chu)能(neng)(neng)(neng)(neng)項(xiang)(xiang)目(mu)(mu),為(wei)儲(chu)能(neng)(neng)(neng)(neng)技術提供(gong)了新的(de)應用場景(jing)。甘(gan)肅(su)電(dian)(dian)網(wang)網(wang)架(jia)結構(gou)不(bu)斷強化并完善。國(guo)(guo)網(wang)甘(gan)肅(su)電(dian)(dian)力(li)持續加(jia)快特高(gao)壓(ya)外(wai)送通(tong)道建(jian)設,統(tong)籌各(ge)級(ji)電(dian)(dian)網(wang)建(jian)設,全(quan)(quan)面推(tui)動(dong)火電(dian)(dian)機(ji)組靈活(huo)性改造、抽(chou)水(shui)蓄能(neng)(neng)(neng)(neng)電(dian)(dian)站建(jian)設和(he)(he)(he)新型儲(chu)能(neng)(neng)(neng)(neng)研發應用,提高(gao)新能(neng)(neng)(neng)(neng)源(yuan)發電(dian)(dian)消(xiao)(xiao)納(na)和(he)(he)(he)存儲(chu)能(neng)(neng)(neng)(neng)力(li),甘(gan)肅(su)電(dian)(dian)網(wang)作(zuo)為(wei)西(xi)北電(dian)(dian)網(wang)電(dian)(dian)力(li)電(dian)(dian)量交換樞紐的(de)橋梁和(he)(he)(he)紐帶作(zuo)用進一步凸(tu)顯(xian)。


課題組(zu)認為,甘(gan)肅推動能(neng)源產業結構轉(zhuan)型(xing)的路徑(jing)選擇(ze)有以(yi)下三條(tiao):


需(xu)求(qiu)(qiu)(qiu)端發力(li),提升新能源(yuan)消費(fei)。應該在需(xu)求(qiu)(qiu)(qiu)方面設置(zhi)更多激勵(li)措施,而(er)不是(shi)在供求(qiu)(qiu)(qiu)側方面設計,“棄風棄光”現象始(shi)終是(shi)新能源(yuan)發展(zhan)(zhan)的阻(zu)力(li)。有關部(bu)門應通過培(pei)育新能源(yuan)負荷(he)市場,增強(qiang)地方消費(fei)能力(li),增加(jia)(jia)地方用電(dian)需(xu)求(qiu)(qiu)(qiu)。要加(jia)(jia)快新興產(chan)業發展(zhan)(zhan),增加(jia)(jia)當地電(dian)力(li)負荷(he),促進電(dian)網輸電(dian)容(rong)量擴容(rong)。推動新能源(yuan)產(chan)業市場化改革,快速創(chuang)新電(dian)力(li)交易形式。


開發新(xin)能(neng)(neng)(neng)源(yuan)的(de)多(duo)種用(yong)(yong)途(tu)。可(ke)以開發多(duo)能(neng)(neng)(neng)源(yuan)集體加(jia)(jia)熱(re)方式,例如(ru)加(jia)(jia)熱(re)季(ji)節的(de)電(dian)鍋(guo)爐集中加(jia)(jia)熱(re)或(huo)太(tai)陽(yang)(yang)(yang)能(neng)(neng)(neng)熱(re)產(chan)生(sheng)的(de)熱(re)量加(jia)(jia)熱(re)。河西走廊冬季(ji)寒(han)冷,采暖(nuan)期長(chang),消(xiao)(xiao)耗能(neng)(neng)(neng)源(yuan)較多(duo)。廢(fei)棄的(de)風能(neng)(neng)(neng)和(he)(he)(he)太(tai)陽(yang)(yang)(yang)能(neng)(neng)(neng)可(ke)以轉換成電(dian)采暖(nuan),以解(jie)決采暖(nuan)季(ji)節的(de)采暖(nuan)需求。增加(jia)(jia)建(jian)(jian)筑房(fang)屋(wu)和(he)(he)(he)工(gong)業(ye)生(sheng)產(chan)領域新(xin)能(neng)(neng)(neng)源(yuan)的(de)使用(yong)(yong)。例如(ru)將新(xin)能(neng)(neng)(neng)源(yuan)作為建(jian)(jian)筑和(he)(he)(he)房(fang)屋(wu)的(de)能(neng)(neng)(neng)源(yuan)供應和(he)(he)(he)利用(yong)(yong),將太(tai)陽(yang)(yang)(yang)能(neng)(neng)(neng)熱(re)能(neng)(neng)(neng)應用(yong)(yong)于工(gong)業(ye)生(sheng)產(chan)的(de)熱(re)處理、干燥和(he)(he)(he)蒸(zheng)餾等環節,將風能(neng)(neng)(neng)用(yong)(yong)于提供動(dong)力(li)和(he)(he)(he)發電(dian),以降低建(jian)(jian)筑能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)耗和(he)(he)(he)減少對化石燃(ran)料的(de)依(yi)賴。拓(tuo)展新(xin)能(neng)(neng)(neng)源(yuan)在(zai)交通(tong)運輸(shu)和(he)(he)(he)農業(ye)領域的(de)應用(yong)(yong),例如(ru),開發和(he)(he)(he)推(tui)廣電(dian)動(dong)汽車技術可(ke)以減少石油(you)消(xiao)(xiao)耗和(he)(he)(he)碳排放,在(zai)農業(ye)生(sheng)產(chan)生(sheng)活(huo)中使用(yong)(yong)太(tai)陽(yang)(yang)(yang)能(neng)(neng)(neng)灌溉系統(tong)、太(tai)陽(yang)(yang)(yang)能(neng)(neng)(neng)養殖系統(tong)、生(sheng)物(wu)能(neng)(neng)(neng)源(yuan)發電(dian)系統(tong),既(ji)可(ke)以提高農業(ye)生(sheng)產(chan)效率(lv),又改善了農村居民生(sheng)活(huo)條件。


加大能(neng)(neng)(neng)源(yuan)基礎設(she)施建(jian)(jian)設(she)力(li)度,提高(gao)電(dian)力(li)輸(shu)(shu)(shu)送(song)(song)能(neng)(neng)(neng)力(li)。近(jin)年(nian)來(lai),隨著輸(shu)(shu)(shu)電(dian)工(gong)程(cheng)的(de)建(jian)(jian)設(she)和(he)省級電(dian)網的(de)建(jian)(jian)設(she),電(dian)力(li)輸(shu)(shu)(shu)送(song)(song)能(neng)(neng)(neng)力(li)有所提高(gao),但仍然無法滿足日益增長(chang)的(de)電(dian)力(li)輸(shu)(shu)(shu)送(song)(song)需求。可再(zai)生能(neng)(neng)(neng)源(yuan)供應(ying)中心(xin)和(he)電(dian)力(li)需求中心(xin)的(de)不匹配使得(de)未來(lai)能(neng)(neng)(neng)源(yuan)轉型過程(cheng)中,西(xi)部(bu)地(di)區需要更多地(di)承(cheng)擔發電(dian)與電(dian)力(li)輸(shu)(shu)(shu)送(song)(song)任務,可再(zai)生能(neng)(neng)(neng)源(yuan)的(de)大規(gui)模部(bu)署也使得(de)能(neng)(neng)(neng)源(yuan)系統需要轉移多余電(dian)力(li)。除與國內省份之間的(de)電(dian)力(li)貿易之外,未來(lai)甘肅也應(ying)發揮(hui)區位優勢,積極規(gui)劃和(he)參(can)與“一帶一路”經(jing)濟(ji)帶輸(shu)(shu)(shu)電(dian)走廊建(jian)(jian)設(she),實(shi)現與中亞五(wu)國電(dian)網的(de)對接,開(kai)拓甘肅輸(shu)(shu)(shu)電(dian)國際(ji)市場。


課(ke)題組(zu)認(ren)為,推動(dong)甘(gan)肅(su)新能(neng)源產業提(ti)質增效,應(ying)做好以(yi)下(xia)四(si)點:


推(tui)(tui)動多層次核心技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)領(ling)域協同創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)。雖(sui)然科(ke)(ke)技(ji)(ji)(ji)(ji)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)戰(zhan)略的(de)(de)(de)(de)持續推(tui)(tui)進(jin)大(da)大(da)提(ti)(ti)升了新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)、節能(neng)(neng)(neng)減排、智(zhi)能(neng)(neng)(neng)電網等能(neng)(neng)(neng)源(yuan)領(ling)域技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)水平(ping),部(bu)分(fen)甚至已經(jing)達到(dao)了國際(ji)先(xian)進(jin)水平(ping),但綜合(he)來看(kan),部(bu)分(fen)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)和(he)(he)裝備(bei)仍儲備(bei)不(bu)足,制(zhi)(zhi)約(yue)了新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)相關產業(ye)的(de)(de)(de)(de)發(fa)(fa)展。因此,應根據能(neng)(neng)(neng)源(yuan)轉(zhuan)型技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)的(de)(de)(de)(de)不(bu)同領(ling)域、不(bu)同類別進(jin)行細分(fen)管理,制(zhi)(zhi)定不(bu)同的(de)(de)(de)(de)研(yan)發(fa)(fa)戰(zhan)略。一是(shi)提(ti)(ti)高基礎(chu)研(yan)究(jiu)(jiu)投入,推(tui)(tui)動科(ke)(ke)學家和(he)(he)研(yan)究(jiu)(jiu)機構進(jin)行前瞻性的(de)(de)(de)(de)研(yan)究(jiu)(jiu),為(wei)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)的(de)(de)(de)(de)發(fa)(fa)展奠定基礎(chu)。二是(shi)強化(hua)(hua)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)力(li),培養(yang)和(he)(he)吸引(yin)高端科(ke)(ke)技(ji)(ji)(ji)(ji)人才,積(ji)極開(kai)展自主創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin),建(jian)立高效技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)體系,提(ti)(ti)高技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)轉(zhuan)化(hua)(hua)率,推(tui)(tui)動新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)的(de)(de)(de)(de)應用(yong)和(he)(he)產業(ye)化(hua)(hua)。三是(shi)加強合(he)作(zuo)與(yu)交(jiao)流,借鑒和(he)(he)吸收國際(ji)先(xian)進(jin)的(de)(de)(de)(de)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)和(he)(he)經(jing)驗,避免重復研(yan)發(fa)(fa),提(ti)(ti)高效率和(he)(he)效果(guo)。四是(shi)推(tui)(tui)動產學研(yan)結合(he),通過與(yu)企業(ye)的(de)(de)(de)(de)合(he)作(zuo),將科(ke)(ke)研(yan)成果(guo)轉(zhuan)化(hua)(hua)為(wei)實際(ji)生產力(li),推(tui)(tui)動新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)的(de)(de)(de)(de)商業(ye)化(hua)(hua)和(he)(he)市(shi)場化(hua)(hua)。五(wu)是(shi)健全(quan)政策支持與(yu)激勵機制(zhi)(zhi),為(wei)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)產業(ye)的(de)(de)(de)(de)研(yan)發(fa)(fa)提(ti)(ti)供政策引(yin)導和(he)(he)資(zi)金支持。例如(ru),建(jian)立科(ke)(ke)技(ji)(ji)(ji)(ji)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)(xin)基金、稅收優惠政策和(he)(he)專利保(bao)護等,激勵企業(ye)和(he)(he)研(yan)究(jiu)(jiu)機構在新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)研(yan)發(fa)(fa)方面取得突破。
