11月28日,濟南市(shi)住房和城鄉建(jian)設(she)局等十部門(men)聯(lian)合(he)印(yin)發(fa)《濟南市(shi)城鄉建(jian)設(she)領域碳達(da)峰(feng)工作方(fang)案》的(de)通(tong)知,通(tong)知中提出(chu)可(ke)再生(sheng)能(neng)(neng)源(yuan)(yuan)與建(jian)筑(zhu)(zhu)一(yi)體化應用,結合(he)場(chang)地資源(yuan)(yuan)條件,充(chong)分挖掘太陽能(neng)(neng)光(guang)電、光(guang)熱(re)、風電設(she)施與建(jian)筑(zhu)(zhu)一(yi)體化建(jian)設(she),充(chong)分利(li)用地熱(re)能(neng)(neng)、空氣能(neng)(neng)、余(yu)熱(re)、生(sheng)物質能(neng)(neng)等新能(neng)(neng)源(yuan)(yuan)與可(ke)再生(sheng)能(neng)(neng)源(yuan)(yuan)為建(jian)筑(zhu)(zhu)供(gong)熱(re)、供(gong)冷。
到(dao)2025年,城鎮建筑可再生(sheng)能源替代率達到(dao)8%,到(dao)2030年達到(dao)10%。因地制宜推(tui)(tui)廣污水源、土壤源、空氣源等(deng)熱泵供(gong)暖(nuan)供(gong)冷技術。積極推(tui)(tui)進清潔能源供(gong)暖(nuan),充分挖(wa)掘發電、鋼鐵、化工(gong)、污水處理(li)等(deng)行業(ye)余(yu)熱潛能,安全有序(xu)發展核能小堆(dui)供(gong)熱,有序(xu)推(tui)(tui)進生(sheng)物質(zhi)熱電聯產項(xiang)目建設。

一、總體要求
(一)指導思想
堅(jian)持(chi)黨(dang)的(de)全(quan)面(mian)領(ling)導,以習近(jin)平(ping)新(xin)時(shi)代中國特色(se)社會(hui)主義(yi)思(si)想(xiang)(xiang)為指導,深入貫(guan)徹(che)黨(dang)的(de)二十(shi)大會(hui)議精神,認真(zhen)踐行習近(jin)平(ping)生(sheng)態(tai)文明(ming)思(si)想(xiang)(xiang),立足(zu)新(xin)發(fa)展(zhan)(zhan)階段,貫(guan)徹(che)新(xin)發(fa)展(zhan)(zhan)理念,服務和融入新(xin)發(fa)展(zhan)(zhan)格局,悟透(tou)并堅(jian)持(chi)以人民為中心的(de)發(fa)展(zhan)(zhan)思(si)想(xiang)(xiang),認真(zhen)落實習近(jin)平(ping)總(zong)書記對山東、對濟南工作的(de)重要(yao)指示要(yao)求,堅(jian)定不移(yi)走(zou)生(sheng)態(tai)優先、綠(lv)色(se)低碳(tan)的(de)高質量(liang)發(fa)展(zhan)(zhan)道路,圍繞碳(tan)達峰目標,加快轉(zhuan)變城(cheng)(cheng)鄉(xiang)建(jian)(jian)設發(fa)展(zhan)(zhan)方(fang)式,持(chi)續(xu)推動(dong)城(cheng)(cheng)鄉(xiang)建(jian)(jian)設領(ling)域資源能(neng)源節約(yue)集約(yue)利(li)用,不斷滿(man)足(zu)人民群眾對美好生(sheng)活的(de)需(xu)要(yao),系統推進城(cheng)(cheng)鄉(xiang)建(jian)(jian)設綠(lv)色(se)低碳(tan)高質量(liang)發(fa)展(zhan)(zhan),推動(dong)城(cheng)(cheng)鄉(xiang)建(jian)(jian)設領(ling)域碳(tan)排放盡(jin)早達峰。
(二)工作原則
堅持目標引(yin)(yin)領(ling)(ling)(ling),科學有序(xu)。堅持以實(shi)現城鄉(xiang)建設(she)(she)領(ling)(ling)(ling)域碳達峰碳中和(he)(he)目標為引(yin)(yin)領(ling)(ling)(ling),按照差異(yi)化發(fa)展(zhan)策略,區分城鎮、鄉(xiang)村等發(fa)展(zhan)區域,統籌考慮各(ge)類建筑和(he)(he)市政(zheng)基礎設(she)(she)施建設(she)(she),準確把握全市城鄉(xiang)建設(she)(she)領(ling)(ling)(ling)域的(de)重點(dian)任務,科學制定降碳要(yao)求,構建符(fu)合不同區域特征和(he)(he)發(fa)展(zhan)要(yao)求的(de)綠色低碳發(fa)展(zhan)體系(xi)。
堅持(chi)系統謀劃,分(fen)步實施(shi)。立足濟南市能源資源稟賦(fu)和(he)經濟社(she)會發(fa)展大(da)局,充分(fen)考慮濟南市城鄉建設(she)領(ling)域實際,處理(li)好發(fa)展與保護(hu)的關系,堅持(chi)先立后破,加強頂(ding)層設(she)計,強化結果(guo)控制(zhi)和(he)目標導向,合理(li)制(zhi)定各(ge)階段任務目標和(he)重點任務,有計劃分(fen)步驟實施(shi)碳達(da)峰行動。
堅持創新(xin)引領,轉(zhuan)型升級。注重思維創新(xin)、方(fang)法創新(xin)、技術(shu)創新(xin)、機制(zhi)創新(xin),加強綠(lv)色低碳(tan)核心技術(shu)攻關,完(wan)善技術(shu)標(biao)準體系,建(jian)(jian)(jian)立(li)健(jian)全城(cheng)鄉(xiang)(xiang)建(jian)(jian)(jian)設(she)領域碳(tan)減排(pai)管(guan)理制(zhi)度(du),加強新(xin)技術(shu)新(xin)產品推廣(guang)應用,加快城(cheng)鄉(xiang)(xiang)建(jian)(jian)(jian)設(she)方(fang)式綠(lv)色低碳(tan)轉(zhuan)型升級,推動城(cheng)鄉(xiang)(xiang)建(jian)(jian)(jian)設(she)高質(zhi)量發(fa)展。
堅持多(duo)輪驅動,共建(jian)共享。充分發揮政府主(zhu)導、市(shi)場運作(zuo)(zuo)和人民群(qun)眾廣泛參與的機制(zhi)作(zuo)(zuo)用,形成多(duo)元良性拉動效益,將推動碳達峰與提高人民生活水平緊(jin)密結(jie)合,建(jian)設(she)高品(pin)質建(jian)筑、打(da)造綠(lv)色社(she)區、創建(jian)宜(yi)居城鄉(xiang)(xiang),增進人民福祉,實(shi)現共建(jian)共享,協同推進城鄉(xiang)(xiang)建(jian)設(she)領(ling)域碳達峰各項工作(zuo)(zuo)。
(三)主要目標
到2025年(nian)(nian),城鄉(xiang)建(jian)(jian)(jian)設方(fang)式加(jia)快(kuai)從粗放式向集約(yue)化轉變,綠(lv)色(se)建(jian)(jian)(jian)筑發展質量不斷提(ti)高,建(jian)(jian)(jian)筑能(neng)效(xiao)水平穩步提(ti)升(sheng),綠(lv)色(se)建(jian)(jian)(jian)造方(fang)式加(jia)速(su)推廣(guang),建(jian)(jian)(jian)筑能(neng)耗和碳排放增長(chang)趨勢得到有效(xiao)控制,城鄉(xiang)建(jian)(jian)(jian)設領(ling)域能(neng)源資源利(li)用效(xiao)率持續(xu)提(ti)升(sheng),美麗泉城建(jian)(jian)(jian)設成效(xiao)顯著,為(wei)2030年(nian)(nian)前碳達峰奠定堅(jian)實基礎。
2030年前,城(cheng)鄉建設領域碳排(pai)放達到峰值(zhi)。城(cheng)鄉建設整體性、系(xi)統性、生(sheng)長性進(jin)一步增(zeng)強;建筑能(neng)(neng)源(yuan)(yuan)(yuan)資(zi)源(yuan)(yuan)(yuan)利(li)用(yong)(yong)效率(lv)、垃圾資(zi)源(yuan)(yuan)(yuan)化(hua)利(li)用(yong)(yong)等水(shui)平大幅提(ti)升,用(yong)(yong)能(neng)(neng)結構和方(fang)式(shi)不斷優化(hua),可再生(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)應用(yong)(yong)更加充(chong)分;高品質綠(lv)色(se)(se)(se)建筑規模持續增(zeng)長,綠(lv)色(se)(se)(se)建造(zao)方(fang)式(shi)廣泛推行;綠(lv)色(se)(se)(se)生(sheng)活方(fang)式(shi)普遍(bian)形成,綠(lv)色(se)(se)(se)低碳運行初步實(shi)現(xian)。
2060年前(qian),城(cheng)鄉建(jian)設方式綠色低(di)碳轉型全(quan)(quan)(quan)面實(shi)現,系統性(xing)變革(ge)全(quan)(quan)(quan)面實(shi)現,城(cheng)鄉建(jian)設領域碳排放(fang)治理現代化(hua)全(quan)(quan)(quan)面實(shi)現,美好人居環境全(quan)(quan)(quan)面建(jian)設,人民生活更加(jia)幸福。
二、統籌構建城鄉建設綠色低碳發展格局
(四)優化(hua)(hua)國(guo)土(tu)空(kong)(kong)(kong)(kong)間布局(ju)。以“南山、中城(cheng)(cheng)(cheng)、北(bei)田”的(de)自然(ran)地理(li)格(ge)局(ju)為(wei)基(ji)礎,科學有(you)序(xu)布局(ju)農(nong)業、生態、城(cheng)(cheng)(cheng)鎮三大功能(neng)空(kong)(kong)(kong)(kong)間,促進國(guo)土(tu)空(kong)(kong)(kong)(kong)間均衡(heng)發展,提升(sheng)城(cheng)(cheng)(cheng)鄉韌(ren)性安(an)全。按照資源(yuan)環(huan)境承載能(neng)力(li),合理(li)確(que)定城(cheng)(cheng)(cheng)鎮規模(mo)和空(kong)(kong)(kong)(kong)間結構(gou),構(gou)建(jian)“依山擁(yong)河、泉(quan)湖相濟,雙(shuang)十字軸帶、多(duo)中心網(wang)絡”的(de)空(kong)(kong)(kong)(kong)間格(ge)局(ju),優化(hua)(hua)公共資源(yuan)配置,強(qiang)化(hua)(hua)提升(sheng)組(zu)團中心的(de)綜合服務(wu)與(yu)特(te)色專(zhuan)業功能(neng),構(gou)建(jian)產城(cheng)(cheng)(cheng)融合、職住平衡(heng)、高效(xiao)有(you)序(xu)、緊(jin)湊(cou)宜(yi)居、交通(tong)(tong)便利的(de)城(cheng)(cheng)(cheng)市格(ge)局(ju),加快(kuai)(kuai)形成集約(yue)緊(jin)湊(cou)低(di)碳的(de)發展模(mo)式。合理(li)布局(ju)農(nong)村建(jian)設(she)(she),以近郊村莊(zhuang)社區化(hua)(hua)、遠郊村莊(zhuang)特(te)色化(hua)(hua)、山區村莊(zhuang)生態化(hua)(hua)為(wei)導向,實現鄉村差異化(hua)(hua)低(di)碳綠(lv)色發展。嚴格(ge)限制新(xin)建(jian)250米以上超(chao)高層建(jian)筑(zhu),不(bu)得新(xin)建(jian)100米以上超(chao)高層住宅。完善城(cheng)(cheng)(cheng)市路(lu)(lu)網(wang)體(ti)系,合理(li)布局(ju)城(cheng)(cheng)(cheng)市快(kuai)(kuai)速干(gan)線(xian)交通(tong)(tong)、生活性集散交通(tong)(tong)和綠(lv)色慢(man)行交通(tong)(tong)設(she)(she)施,推進快(kuai)(kuai)速路(lu)(lu)、主干(gan)路(lu)(lu)網(wang)建(jian)設(she)(she),加密(mi)(mi)次干(gan)路(lu)(lu)線(xian)、支路(lu)(lu)網(wang),中心城(cheng)(cheng)(cheng)區建(jian)成區路(lu)(lu)網(wang)密(mi)(mi)度不(bu)低(di)于8公里(li)/平方公里(li)。
(五)推(tui)(tui)動(dong)(dong)中心城(cheng)區(qu)綠(lv)(lv)色低(di)碳建設(she)(she)。積極(ji)推(tui)(tui)廣歷(li)城(cheng)區(qu)、歷(li)下區(qu)和(he)市(shi)中區(qu)國(guo)家(jia)生態(tai)文明示(shi)范(fan)(fan)區(qu)建設(she)(she)經驗,建立針對雙碳目標導向的(de)綠(lv)(lv)色低(di)碳城(cheng)市(shi)建設(she)(she)模式,構建從城(cheng)市(shi)規(gui)劃、建筑設(she)(she)計(ji)、建筑施(shi)工和(he)運營全方位的(de)管理(li)(li)和(he)評價(jia)機制,深入推(tui)(tui)進國(guo)家(jia)級、省(sheng)級綠(lv)(lv)色生態(tai)城(cheng)區(qu)和(he)綠(lv)(lv)色生態(tai)城(cheng)鎮示(shi)范(fan)(fan)創建工作。穩步開(kai)展城(cheng)市(shi)更新行動(dong)(dong),健全城(cheng)市(shi)既有建筑保留(liu)利用(yong)和(he)更新改(gai)造工作機制,嚴格既有建筑拆(chai)除(chu)(chu)管理(li)(li),推(tui)(tui)動(dong)(dong)“拆(chai)改(gai)留(liu)”到“留(liu)改(gai)拆(chai)”轉變,除(chu)(chu)違法建筑和(he)經專業機構鑒定為危房且無修繕保留(liu)價(jia)值的(de)建筑外,不大規(gui)模、成片集(ji)中拆(chai)除(chu)(chu)現狀建筑。
(六)推(tui)(tui)進(jin)綠(lv)色(se)低碳(tan)縣(xian)城(cheng)(cheng)(cheng)建(jian)(jian)(jian)(jian)設(she)(she)(she)。提高(gao)商河(he)縣(xian)和平(ping)陰縣(xian)縣(xian)城(cheng)(cheng)(cheng)的(de)綠(lv)色(se)低碳(tan)建(jian)(jian)(jian)(jian)設(she)(she)(she)水(shui)平(ping),提高(gao)縣(xian)城(cheng)(cheng)(cheng)綜合承(cheng)載能力(li),加(jia)(jia)快(kuai)城(cheng)(cheng)(cheng)鎮化建(jian)(jian)(jian)(jian)設(she)(she)(she),構建(jian)(jian)(jian)(jian)集(ji)約(yue)節約(yue)、尺度宜(yi)人(ren)(ren)的(de)發(fa)展(zhan)(zhan)格(ge)局。縣(xian)城(cheng)(cheng)(cheng)建(jian)(jian)(jian)(jian)設(she)(she)(she)要順應(ying)原(yuan)有地(di)形地(di)貌(mao),保(bao)持山水(shui)脈絡和自然風(feng)貌(mao),實現縣(xian)城(cheng)(cheng)(cheng)與(yu)(yu)(yu)自然環境融合協調(diao)。統(tong)籌主城(cheng)(cheng)(cheng)區(qu)、縣(xian)城(cheng)(cheng)(cheng)、中(zhong)心鎮、行(xing)(xing)政村基礎(chu)設(she)(she)(she)施(shi)和公(gong)共服務設(she)(she)(she)施(shi)布(bu)局,推(tui)(tui)廣大分散與(yu)(yu)(yu)小區(qu)域集(ji)中(zhong)相結合的(de)建(jian)(jian)(jian)(jian)設(she)(she)(she)方式(shi),建(jian)(jian)(jian)(jian)設(she)(she)(she)城(cheng)(cheng)(cheng)鄉(xiang)一體化的(de)綠(lv)色(se)節約(yue)型基礎(chu)設(she)(she)(she)施(shi)。加(jia)(jia)強縣(xian)城(cheng)(cheng)(cheng)建(jian)(jian)(jian)(jian)設(she)(she)(she)密(mi)度與(yu)(yu)(yu)強度管控,實現疏密(mi)有度、錯落有致、合理布(bu)局,縣(xian)城(cheng)(cheng)(cheng)建(jian)(jian)(jian)(jian)成區(qu)人(ren)(ren)口密(mi)度原(yuan)則上(shang)控制在0.6-1萬人(ren)(ren)/平(ping)方公(gong)里,建(jian)(jian)(jian)(jian)筑總(zong)面(mian)積與(yu)(yu)(yu)建(jian)(jian)(jian)(jian)設(she)(she)(she)用地(di)面(mian)積比(bi)控制在0.6-0.8;建(jian)(jian)(jian)(jian)筑高(gao)度要與(yu)(yu)(yu)消(xiao)防救援能力(li)相匹配,新建(jian)(jian)(jian)(jian)住(zhu)宅以中(zhong)低層(ceng)為(wei)主,建(jian)(jian)(jian)(jian)筑面(mian)積占比(bi)不(bu)(bu)低于70%,嚴控高(gao)層(ceng)住(zhu)宅無序發(fa)展(zhan)(zhan),最高(gao)不(bu)(bu)超過18層(ceng),確(que)需(xu)建(jian)(jian)(jian)(jian)設(she)(she)(she)18層(ceng)以上(shang)居住(zhu)建(jian)(jian)(jian)(jian)筑的(de),應(ying)嚴格(ge)充分論證,并確(que)保(bao)消(xiao)防應(ying)急、市(shi)政配套設(she)(she)(she)施(shi)等(deng)建(jian)(jian)(jian)(jian)設(she)(she)(she)到(dao)位。推(tui)(tui)行(xing)(xing)“窄(zhai)馬(ma)路、密(mi)路網、小街區(qu)”和綠(lv)道(dao)建(jian)(jian)(jian)(jian)設(she)(she)(she),建(jian)(jian)(jian)(jian)設(she)(she)(she)連(lian)續(xu)通暢(chang)的(de)步行(xing)(xing)、自行(xing)(xing)車(che)慢行(xing)(xing)綠(lv)道(dao)網絡,縣(xian)城(cheng)(cheng)(cheng)內部道(dao)路紅線寬(kuan)度不(bu)(bu)宜(yi)超過40米,廣場集(ji)中(zhong)硬地(di)面(mian)積不(bu)(bu)宜(yi)超過2公(gong)頃。

四、開展綠色低碳鄉村建設
(十七)建(jian)(jian)設(she)(she)綠色(se)宜居鄉(xiang)村(cun)(cun)(cun)(cun)(cun)。統籌推(tui)進(jin)(jin)村(cun)(cun)(cun)(cun)(cun)莊(zhuang)規劃,進(jin)(jin)一步優(you)(you)(you)化(hua)村(cun)(cun)(cun)(cun)(cun)莊(zhuang)布局,做好村(cun)(cun)(cun)(cun)(cun)莊(zhuang)分類,建(jian)(jian)立鄉(xiang)村(cun)(cun)(cun)(cun)(cun)建(jian)(jian)設(she)(she)評(ping)價機制,推(tui)進(jin)(jin)實(shi)施(shi)鄉(xiang)村(cun)(cun)(cun)(cun)(cun)建(jian)(jian)設(she)(she)行動。農(nong)房(fang)和(he)村(cun)(cun)(cun)(cun)(cun)莊(zhuang)建(jian)(jian)設(she)(she)選址要安全(quan)可靠,尊重山水(shui)(shui)林田(tian)湖草(cao)等(deng)生(sheng)(sheng)態脈絡(luo)。鼓(gu)勵新建(jian)(jian)農(nong)房(fang)向基礎設(she)(she)施(shi)完善、自(zi)然(ran)條件(jian)優(you)(you)(you)越(yue)、公(gong)共服務設(she)(she)施(shi)齊全(quan)、景(jing)觀環境優(you)(you)(you)美的(de)城鎮或村(cun)(cun)(cun)(cun)(cun)莊(zhuang)聚(ju)集,形成自(zi)然(ran)、緊(jin)湊(cou)、有序的(de)農(nong)房(fang)群落。加強傳(chuan)統村(cun)(cun)(cun)(cun)(cun)落和(he)傳(chuan)統民(min)居保(bao)護與(yu)利用(yong),塑造(zao)鄉(xiang)村(cun)(cun)(cun)(cun)(cun)特色(se)自(zi)然(ran)風貌(mao)。加強供水(shui)(shui)、排水(shui)(shui)、道路(lu)等(deng)設(she)(she)施(shi)建(jian)(jian)設(she)(she),推(tui)行微動力(li)、低(di)能耗、低(di)成本的(de)運(yun)行方式。推(tui)進(jin)(jin)農(nong)村(cun)(cun)(cun)(cun)(cun)污水(shui)(shui)治(zhi)(zhi)理(li)(li),因地制宜推(tui)廣(guang)小型化(hua)、生(sheng)(sheng)態化(hua)、分散化(hua)的(de)污水(shui)(shui)處理(li)(li)工藝(yi),推(tui)動農(nong)村(cun)(cun)(cun)(cun)(cun)生(sheng)(sheng)活污水(shui)(shui)就近就地資源(yuan)(yuan)化(hua)利用(yong),到(dao)2025年,農(nong)村(cun)(cun)(cun)(cun)(cun)生(sheng)(sheng)活污水(shui)(shui)治(zhi)(zhi)理(li)(li)率達(da)(da)到(dao)83%以上。全(quan)面提升農(nong)村(cun)(cun)(cun)(cun)(cun)生(sheng)(sheng)活垃圾(ji)(ji)治(zhi)(zhi)理(li)(li)水(shui)(shui)平(ping),完善農(nong)村(cun)(cun)(cun)(cun)(cun)生(sheng)(sheng)活垃圾(ji)(ji)收(shou)運(yun)處置體系,推(tui)廣(guang)生(sheng)(sheng)活垃圾(ji)(ji)分類新時尚,推(tui)動生(sheng)(sheng)活垃圾(ji)(ji)就近就地資源(yuan)(yuan)化(hua)利用(yong),到(dao)2025年,生(sheng)(sheng)活垃圾(ji)(ji)回(hui)收(shou)利用(yong)率達(da)(da)到(dao)35%以上,原生(sheng)(sheng)垃圾(ji)(ji)實(shi)現(xian)零填埋。推(tui)進(jin)(jin)規劃師(shi)、建(jian)(jian)筑師(shi)、工程師(shi)下鄉(xiang),提升農(nong)房(fang)設(she)(she)計建(jian)(jian)造(zao)水(shui)(shui)平(ping)。
(十八(ba))提升農(nong)(nong)宅節(jie)能(neng)(neng)低(di)碳化水平。積(ji)極推(tui)廣農(nong)(nong)房(fang)設計、建(jian)造(zao)綠色低(di)碳技術產(chan)品完善農(nong)(nong)房(fang)節(jie)能(neng)(neng)措施(shi),因地(di)制宜(yi)選取經濟(ji)合理、節(jie)能(neng)(neng)效果明顯、建(jian)造(zao)工藝便捷的技術方案,提高建(jian)筑能(neng)(neng)效水平,提高農(nong)(nong)村(cun)(cun)住(zhu)戶居住(zhu)質(zhi)量和舒(shu)適度。推(tui)動政府投資的農(nong)(nong)村(cun)(cun)公共建(jian)筑、各類示范村(cun)(cun)鎮農(nong)(nong)房(fang)建(jian)設項目率先(xian)執(zhi)行建(jian)筑節(jie)能(neng)(neng)及(ji)綠色建(jian)筑標準,鼓勵(li)結合清(qing)潔取暖改造(zao)同步(bu)實施(shi)既(ji)有農(nong)(nong)房(fang)節(jie)能(neng)(neng)(綠色化)改造(zao),支持發展星級綠色農(nong)(nong)房(fang)和低(di)能(neng)(neng)耗(零能(neng)(neng)耗)、低(di)碳(零碳)農(nong)(nong)房(fang),到2030年建(jian)成一批(pi)綠色低(di)碳農(nong)(nong)房(fang)試(shi)點示范項目。積(ji)極推(tui)廣輕型(xing)鋼結構、現代木結構等新型(xing)房(fang)屋建(jian)造(zao)方式,鼓勵(li)就地(di)取材和利用鄉土(tu)材料,推(tui)廣使用綠色建(jian)材。
(十(shi)九)推(tui)(tui)動農(nong)(nong)房(fang)用(yong)(yong)能(neng)(neng)結構(gou)調整(zheng)。推(tui)(tui)進(jin)太陽能(neng)(neng)、風能(neng)(neng)、地熱能(neng)(neng)、生(sheng)(sheng)物(wu)質(zhi)能(neng)(neng)等(deng)(deng)可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)在鄉村(cun)生(sheng)(sheng)活熱水、供(gong)(gong)(gong)氣、供(gong)(gong)(gong)暖、供(gong)(gong)(gong)電(dian)等(deng)(deng)方面(mian)的應(ying)(ying)(ying)用(yong)(yong)。結合整(zheng)縣(區)屋(wu)頂(ding)分(fen)布式光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)規模(mo)化開發試點工(gong)作,推(tui)(tui)進(jin)農(nong)(nong)房(fang)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)屋(wu)頂(ding)行動,在萊蕪、章丘等(deng)(deng)區域選取(qu)太陽能(neng)(neng)資(zi)源(yuan)較好、具(ju)有太陽能(neng)(neng)應(ying)(ying)(ying)用(yong)(yong)基(ji)礎的建(jian)(jian)制鎮,加快建(jian)(jian)成一批光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)小鎮和(he)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)新村(cun)試點示范(fan),實現光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)發電(dian)自(zi)產(chan)自(zi)用(yong)(yong)、余電(dian)上網(wang),著力打造“碳中(zhong)和(he)綠色(se)(se)示范(fan)村(cun)”“省(sheng)級綠色(se)(se)能(neng)(neng)源(yuan)發展標(biao)桿村(cun)”等(deng)(deng)綠色(se)(se)低碳樣板(ban)村(cun)。鼓(gu)勵國有企(qi)業、民營企(qi)業積(ji)極參與農(nong)(nong)村(cun)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)投(tou)資(zi)、建(jian)(jian)設和(he)管理(li),采(cai)用(yong)(yong)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)屋(wu)頂(ding)、農(nong)(nong)光(guang)(guang)(guang)(guang)互(hu)補(bu)、漁光(guang)(guang)(guang)(guang)互(hu)補(bu)、生(sheng)(sheng)態治理(li)等(deng)(deng)模(mo)式,充分(fen)挖(wa)掘(jue)農(nong)(nong)村(cun)光(guang)(guang)(guang)(guang)伏(fu)(fu)(fu)應(ying)(ying)(ying)用(yong)(yong)。因地制宜在新建(jian)(jian)農(nong)(nong)房(fang)中(zhong)采(cai)取(qu)清潔供(gong)(gong)(gong)暖方式,鼓(gu)勵農(nong)(nong)作物(wu)秸稈、樹(shu)枝等(deng)(deng)生(sheng)(sheng)物(wu)質(zhi)清潔高效(xiao)綜合利用(yong)(yong),推(tui)(tui)廣生(sheng)(sheng)物(wu)質(zhi)成型燃(ran)料爐具(ju)、生(sheng)(sheng)物(wu)質(zhi)鍋爐、太陽能(neng)(neng)等(deng)(deng)可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)供(gong)(gong)(gong)暖。推(tui)(tui)動農(nong)(nong)村(cun)進(jin)一步提高電(dian)氣化水平(ping),鼓(gu)勵炊事、供(gong)(gong)(gong)暖、照明、交通、熱水等(deng)(deng)用(yong)(yong)能(neng)(neng)電(dian)氣化。
