針對(dui)風(feng)光水火儲多能互補(bu)示范工程,統籌市(shi)(shi)場(chang)形(xing)成價格(ge)與政府模(mo)擬市(shi)(shi)場(chang)定價兩(liang)種(zhong)手段,加(jia)快推進電力和天(tian)然氣(qi)(qi)現貨市(shi)(shi)場(chang)、電力輔(fu)助(zhu)(zhu)(zhu)服(fu)務市(shi)(shi)場(chang)建(jian)設,完善調峰、調頻、備用等輔(fu)助(zhu)(zhu)(zhu)服(fu)務價格(ge)市(shi)(shi)場(chang)化(hua)機(ji)制(zhi)。在市(shi)(shi)場(chang)化(hua)價格(ge)形(xing)成前,實施有利(li)于發揮(hui)各類型(xing)電源調節性能的電價、氣(qi)(qi)價及輔(fu)助(zhu)(zhu)(zhu)服(fu)務價格(ge)機(ji)制(zhi)。
(二)加大政策扶(fu)持力度
經國(guo)家認(ren)定的(de)多能互(hu)補集成優(you)化示范項目(mu)優(you)先使(shi)用(yong)國(guo)家能源規劃確(que)定的(de)各省(sheng)(區、市(shi))火(huo)電裝機容量(liang)、可(ke)再生能源發展規模及補貼(tie)等總量(liang)指標額度。風光水(shui)火(huo)儲多能互(hu)補示范項目(mu)就地消(xiao)納(na)后的(de)富余電量(liang),可(ke)優(you)先參與跨省(sheng)區電力輸送(song)消(xiao)納(na)。符合(he)條件(jian)(jian)的(de)多能互(hu)補集成優(you)化工程(cheng)項目(mu)將作為能源領域投資(zi)的(de)重點對(dui)象。符合(he)條件(jian)(jian)的(de)項目(mu)可(ke)按程(cheng)序(xu)申請可(ke)再生電價附加補貼(tie),各省(sheng)(區、市(shi))可(ke)結合(he)當地實際情況,通過初投資(zi)補貼(tie)或貼(tie)息(xi)、開設專項債券等方式給予相關(guan)項目(mu)具體支持政策。
(三)創新管理體制和商業模式
積極支持采取政府和(he)社會資本(ben)合(he)(he)(he)(he)作(zuo)模(mo)式(PPP)建(jian)(jian)設(she)多能(neng)(neng)(neng)互補集(ji)(ji)成(cheng)優化(hua)(hua)(hua)示范工(gong)程。結(jie)合(he)(he)(he)(he)電力(li)(li)、油氣(qi)(qi)(qi)體制(zhi)改革工(gong)作(zuo),創新終(zhong)端(duan)一(yi)體化(hua)(hua)(hua)集(ji)(ji)成(cheng)供(gong)(gong)能(neng)(neng)(neng)系統(tong)(tong)(tong)管理和(he)運(yun)行(xing)模(mo)式,開展售電業(ye)(ye)務(wu)(wu)(wu)放開改革。國家能(neng)(neng)(neng)源局會同有關(guan)部門完善電(氣(qi)(qi)(qi)、熱(re))網(wang)(wang)接入、并(bing)網(wang)(wang)運(yun)行(xing)等技術標準和(he)規范,統(tong)(tong)(tong)籌(chou)協調(diao)用能(neng)(neng)(neng)、供(gong)(gong)能(neng)(neng)(neng)、電(氣(qi)(qi)(qi)、熱(re))網(wang)(wang)等各(ge)方利益,解(jie)決終(zhong)端(duan)一(yi)體化(hua)(hua)(hua)集(ji)(ji)成(cheng)供(gong)(gong)能(neng)(neng)(neng)系統(tong)(tong)(tong)并(bing)網(wang)(wang)和(he)余電、余熱(re)上(shang)網(wang)(wang)問題(ti)。相(xiang)關(guan)電網(wang)(wang)、氣(qi)(qi)(qi)網(wang)(wang)、熱(re)力(li)(li)等管網(wang)(wang)企業(ye)(ye)負責提(ti)供(gong)(gong)便捷(jie)、及時、無障礙接入上(shang)網(wang)(wang)和(he)應急備用服(fu)(fu)務(wu)(wu)(wu),實施(shi)公平調(diao)度。創新終(zhong)端(duan)一(yi)體化(hua)(hua)(hua)集(ji)(ji)成(cheng)供(gong)(gong)能(neng)(neng)(neng)系統(tong)(tong)(tong)商業(ye)(ye)模(mo)式,鼓勵采取電網(wang)(wang)、燃氣(qi)(qi)(qi)、熱(re)力(li)(li)公司控股(gu)或參股(gu)等方式組(zu)建(jian)(jian)綜(zong)合(he)(he)(he)(he)能(neng)(neng)(neng)源服(fu)(fu)務(wu)(wu)(wu)公司從事市場化(hua)(hua)(hua)供(gong)(gong)能(neng)(neng)(neng)、售電等業(ye)(ye)務(wu)(wu)(wu),積極推(tui)行(xing)合(he)(he)(he)(he)同能(neng)(neng)(neng)源管理、綜(zong)合(he)(he)(he)(he)節能(neng)(neng)(neng)服(fu)(fu)務(wu)(wu)(wu)等市場化(hua)(hua)(hua)機(ji)制(zhi)。加快構建(jian)(jian)基于互聯網(wang)(wang)的(de)智(zhi)慧(hui)用能(neng)(neng)(neng)信息化(hua)(hua)(hua)服(fu)(fu)務(wu)(wu)(wu)平臺,為用戶提(ti)供(gong)(gong)開放共享、靈活智(zhi)能(neng)(neng)(neng)的(de)綜(zong)合(he)(he)(he)(he)能(neng)(neng)(neng)源供(gong)(gong)應及增值服(fu)(fu)務(wu)(wu)(wu)。
六、實施機制
(一)統(tong)籌規劃(hua)布局
國(guo)家(jia)(jia)發(fa)(fa)展(zhan)(zhan)改革委(wei)、國(guo)家(jia)(jia)能(neng)(neng)(neng)(neng)源(yuan)(yuan)局(ju)(ju)在國(guo)家(jia)(jia)能(neng)(neng)(neng)(neng)源(yuan)(yuan)規(gui)劃中明確(que)多能(neng)(neng)(neng)(neng)互補集(ji)成(cheng)優化示(shi)范(fan)工程建設(she)任(ren)務(wu),并將(jiang)相關國(guo)家(jia)(jia)級(ji)示(shi)范(fan)項目納入規(gui)劃。各省(區(qu)、市(shi)(shi)(shi))能(neng)(neng)(neng)(neng)源(yuan)(yuan)主(zhu)(zhu)管部(bu)門應在省級(ji)能(neng)(neng)(neng)(neng)源(yuan)(yuan)規(gui)劃中明確(que)本地(di)區(qu)建設(she)目標和(he)任(ren)務(wu),針對本省(區(qu)、市(shi)(shi)(shi))新城鎮、新建產(chan)業園區(qu)等(deng)新增用(yong)能(neng)(neng)(neng)(neng)區(qu)域(yu),組織(zhi)相關地(di)方(fang)能(neng)(neng)(neng)(neng)源(yuan)(yuan)、城建等(deng)有關部(bu)門研(yan)究制定(ding)(ding)區(qu)域(yu)供用(yong)能(neng)(neng)(neng)(neng)系(xi)統綜(zong)合規(gui)劃,加強與城市(shi)(shi)(shi)、土(tu)地(di)等(deng)相關規(gui)劃銜接(jie),通過市(shi)(shi)(shi)場化招標等(deng)方(fang)式優選(xuan)投(tou)資(zi)主(zhu)(zhu)體,統籌安排供用(yong)能(neng)(neng)(neng)(neng)基礎設(she)施建設(she)。具有全國(guo)示(shi)范(fan)意義(yi)的重點項目,可由省級(ji)能(neng)(neng)(neng)(neng)源(yuan)(yuan)主(zhu)(zhu)管部(bu)門報國(guo)家(jia)(jia)發(fa)(fa)展(zhan)(zhan)改革委(wei)、國(guo)家(jia)(jia)能(neng)(neng)(neng)(neng)源(yuan)(yuan)局(ju)(ju)備案,國(guo)家(jia)(jia)發(fa)(fa)展(zhan)(zhan)改革委(wei)、國(guo)家(jia)(jia)能(neng)(neng)(neng)(neng)源(yuan)(yuan)局(ju)(ju)組織(zhi)有資(zi)質(zhi)的第(di)三方(fang)機構進行(xing)審核(he)認(ren)定(ding)(ding),向社會統一公告。
(二)加強組織(zhi)協調
國(guo)家(jia)發展改革(ge)委、國(guo)家(jia)能(neng)(neng)源局會同有(you)(you)關(guan)部(bu)門推進(jin)和(he)指(zhi)導多能(neng)(neng)互補(bu)集(ji)成優(you)化(hua)(hua)(hua)示(shi)(shi)范工程(cheng)的(de)實(shi)(shi)施(shi),組(zu)織制(zhi)定(ding)相關(guan)政策(ce)(ce)和(he)示(shi)(shi)范工程(cheng)評價(jia)標準(zhun),協(xie)調政策(ce)(ce)落(luo)實(shi)(shi)中的(de)重大問題(ti)。各(ge)省(區(qu)、市(shi))能(neng)(neng)源主管(guan)部(bu)門應研究制(zhi)定(ding)多能(neng)(neng)互補(bu)集(ji)成優(you)化(hua)(hua)(hua)示(shi)(shi)范工程(cheng)實(shi)(shi)施(shi)方案,負責省(區(qu)、市(shi))示(shi)(shi)范項(xiang)目(mu)(mu)的(de)組(zu)織協(xie)調和(he)監督管(guan)理,優(you)化(hua)(hua)(hua)和(he)簡化(hua)(hua)(hua)項(xiang)目(mu)(mu)核準(zhun)程(cheng)序,協(xie)調解決項(xiang)目(mu)(mu)實(shi)(shi)施(shi)過(guo)程(cheng)中的(de)問題(ti),及(ji)時向有(you)(you)關(guan)部(bu)門報告執行(xing)中出現的(de)問題(ti)及(ji)政策(ce)(ce)建議,確(que)保示(shi)(shi)范項(xiang)目(mu)(mu)建設(she)進(jin)度、質量(liang)和(he)示(shi)(shi)范效果。
(三)強(qiang)化事中事后監管(guan)
國家(jia)能源局派(pai)出機構應加強對多能互補(bu)集成(cheng)優(you)(you)化(hua)示(shi)(shi)范工程(cheng)(cheng)事(shi)中事(shi)后監(jian)管(guan),針對規劃編制(zhi)和實施(shi)、項目核準(zhun)、價格財稅(shui)扶持政策、并網和調度運行等情況出具監(jian)管(guan)意(yi)見(jian),推(tui)動多能互補(bu)集成(cheng)優(you)(you)化(hua)示(shi)(shi)范工程(cheng)(cheng)有(you)效(xiao)實施(shi)。
