自2016年以來,國(guo)內增(zeng)量(liang)(liang)配(pei)電(dian)業務(wu)改革已開展四批(pi)試點,基本(ben)實現(xian)地級以上城市全覆(fu)蓋,極(ji)大調動了各地投資(zi)積極(ji)性。但(dan)總體(ti)來看,前(qian)(qian)(qian)三批(pi)試點項目進展相對(dui)緩(huan)慢,取得實質(zhi)性進展不足兩成。本(ben)文重點歸(gui)納總結增(zeng)量(liang)(liang)配(pei)電(dian)網改革進展及(ji)特點、增(zeng)量(liang)(liang)配(pei)電(dian)政策,深入分析配(pei)電(dian)網輸配(pei)電(dian)價及(ji)投資(zi)前(qian)(qian)(qian)景(jing)、主(zhu)要商業模式及(ji)市場潛力,針對(dui)目前(qian)(qian)(qian)增(zeng)量(liang)(liang)配(pei)電(dian)網改革步伐緩(huan)慢的(de)現(xian)狀,找出(chu)其存在的(de)主(zhu)要問(wen)題,并提出(chu)相應的(de)發展建議,為目前(qian)(qian)(qian)開展增(zeng)量(liang)(liang)配(pei)電(dian)的(de)企(qi)業及(ji)管理者提供參考。
一、增量配電業務進展及特點分析
1.增量配電試點項目進展情況
增量配電(dian)業務改革進展及問題與對策研究
自2016年11月(yue)第一(yi)(yi)批增量(liang)配(pei)(pei)電(dian)(dian)業務改(gai)(gai)革(ge)試點(dian)項(xiang)(xiang)目頒布以來,國家發展(zhan)改(gai)(gai)革(ge)委(wei)、國家能(neng)源局分四批在(zai)(zai)全(quan)國范圍(wei)內開展(zhan)了404個增量(liang)配(pei)(pei)電(dian)(dian)網(wang)試點(dian)項(xiang)(xiang)目,已基(ji)本實現地(di)級以上(shang)城(cheng)市全(quan)覆蓋。截至2019年1月(yue)31日(ri),前(qian)三批試點(dian)中(zhong),僅有5個建成(cheng)投產(chan)(占2%)、28個開工建設(占9%)。試點(dian)項(xiang)(xiang)目進展(zhan)總體緩慢,一(yi)(yi)些地(di)方政府和(he)電(dian)(dian)網(wang)企業在(zai)(zai)改(gai)(gai)革(ge)關鍵(jian)問題、關鍵(jian)環(huan)節(jie)(jie)上(shang)認識不到(dao)位(wei),與(yu)中(zhong)央改(gai)(gai)革(ge)精神存在(zai)(zai)偏差(cha),配(pei)(pei)售電(dian)(dian)業務向(xiang)社會資(zi)本放開的要求未得到(dao)有效落(luo)實;一(yi)(yi)些試點(dian)項(xiang)(xiang)目在(zai)(zai)供電(dian)(dian)區(qu)域劃(hua)分、接入系統等環(huan)節(jie)(jie)受到(dao)電(dian)(dian)網(wang)企業阻撓,遲(chi)遲(chi)難以落(luo)地(di)。具體前(qian)三批試點(dian)項(xiang)(xiang)目進展(zhan)情況如下(xia):
?第一批試(shi)點(dian)項(xiang)(xiang)(xiang)目進展情況(kuang):截至2019年1月31日(ri),增量(liang)配電(dian)(dian)業務改革第一批106個(ge)試(shi)點(dian)項(xiang)(xiang)(xiang)目(增量(liang)項(xiang)(xiang)(xiang)目82個(ge)、存量(liang)項(xiang)(xiang)(xiang)目24個(ge))中,20個(ge)增量(liang)項(xiang)(xiang)(xiang)目已開工建(jian)設(she),河(he)北(bei)曹(cao)妃甸化學(xue)園(yuan)區(qu)、河(he)北(bei)滄(cang)州臨港經濟技(ji)術開發區(qu)、山西太原工業新區(qu)、福(fu)建(jian)寧德灣塢-漳灣工業園(yuan)區(qu)、新疆生產建(jian)設(she)兵團第十三師(shi)增量(liang)配電(dian)(dian)業務試(shi)點(dian)等5個(ge)增量(liang)項(xiang)(xiang)(xiang)目已建(jian)成(cheng)投產。但尚有(you)12個(ge)項(xiang)(xiang)(xiang)目未(wei)確定業主,23個(ge)確定業主但未(wei)劃(hua)定供電(dian)(dian)區(qu)域,28個(ge)已完成(cheng)前置程序但仍未(wei)開工建(jian)設(she),4個(ge)申請取消試(shi)點(dian)(全部為北(bei)京試(shi)點(dian)),見(jian)圖(tu)1。

?第二、三批(pi)試點(dian)項目(mu)(mu)進展(zhan)情況:增量配電業務改革第二、三批(pi)試點(dian)項目(mu)(mu)共計214個(ge),分別于2017年(nian)11月、2018年(nian)4月和6月獲得(de)批(pi)復。截至2019年(nian)1月31日,僅62個(ge)試點(dian)項目(mu)(mu)確定業主,13個(ge)取得(de)電力業務許可證,8個(ge)開工建(jian)設。

②在政府督促及配套措施的不斷明確下,預計試點項目將取得新進展
按照國家發展(zhan)(zhan)改(gai)革委(wei)、國家能(neng)源局2019年(nian)3月發布的(de)《增量(liang)配電(dian)業(ye)(ye)務改(gai)革試(shi)(shi)點(dian)項(xiang)目進(jin)展(zhan)(zhan)情況(kuang)通報(第(di)(di)二(er)期)》,第(di)(di)一(yi)批(pi)試(shi)(shi)點(dian)項(xiang)目原(yuan)則上(shang)應(ying)于2019年(nian)6月底(di)前(qian)建成投(tou)運,至今尚未確(que)定(ding)業(ye)(ye)主(zhu)、劃定(ding)供電(dian)區(qu)域的(de),應(ying)于3個月內完成相關工(gong)作,并盡快(kuai)組織開(kai)工(gong)建設。第(di)(di)二(er)、三批(pi)試(shi)(shi)點(dian)項(xiang)目應(ying)于2019年(nian)5月底(di)前(qian)確(que)定(ding)業(ye)(ye)主(zhu)、劃定(ding)供電(dian)區(qu)域,7月底(di)前(qian)開(kai)工(gong)建設。6月底(di)前(qian)仍未取得(de)明顯(xian)進(jin)展(zhan)(zhan)的(de),國家發展(zhan)(zhan)改(gai)革委(wei)、國家能(neng)源局將對相關地區(qu)和單(dan)位開(kai)展(zhan)(zhan)約談(tan)。試(shi)(shi)點(dian)進(jin)展(zhan)(zhan)嚴重滯后的(de)省(sheng)(區(qu)、市(shi))原(yuan)則上(shang)不(bu)得(de)繼(ji)續申報后續增量(liang)配電(dian)業(ye)(ye)務試(shi)(shi)點(dian)。因此,2019年(nian)6月底(di)前(qian),前(qian)三批(pi)試(shi)(shi)點(dian)有了較(jiao)大進(jin)展(zhan)(zhan)。
此外,隨著配套督促措(cuo)(cuo)施(shi)更(geng)加(jia)明(ming)(ming)確,后續(xu)試點項目(mu)的推進(jin)將更(geng)加(jia)順利(li)。在總結(jie)前三批試點經驗的基礎(chu)上(shang),第四批試點的通知提(ti)出了一些要求,明(ming)(ming)確了多項措(cuo)(cuo)施(shi),如明(ming)(ming)確要求電網(wang)企業要積極(ji)支(zhi)持(chi)試點項目(mu)落(luo)地,加(jia)強(qiang)合作,加(jia)快辦理電網(wang)投資建(jian)設、資產(chan)評(ping)估(gu)、股(gu)東意見、并網(wang)接入、供電服務(wu)等手續(xu),切實支(zhi)持(chi)增量配電業務(wu)改革(ge),以(yi)及提(ti)出過程管控、第三方評(ping)估(gu)、建(jian)立聯系點、開展培訓等措(cuo)(cuo)施(shi),這(zhe)些都(dou)比較實用。
2.增量配電試點項目特點分析
從試(shi)(shi)點公布時(shi)間上看,增量(liang)配電業務改(gai)革試(shi)(shi)點的(de)推(tui)進正在不斷加速。截至(zhi)2019年6月(yue)(yue)(yue)底(di),國家(jia)(jia)(jia)發展改(gai)革委、國家(jia)(jia)(jia)能源局共發布四批(pi)(pi)試(shi)(shi)點404家(jia)(jia)(jia)。其(qi)中,第(di)(di)一(yi)批(pi)(pi)106家(jia)(jia)(jia),第(di)(di)二批(pi)(pi)89家(jia)(jia)(jia),第(di)(di)三批(pi)(pi)的(de)第(di)(di)一(yi)批(pi)(pi)次(ci)97家(jia)(jia)(jia)、第(di)(di)二批(pi)(pi)次(ci)28家(jia)(jia)(jia),第(di)(di)四批(pi)(pi)84家(jia)(jia)(jia)。各批(pi)(pi)次(ci)公布的(de)時(shi)間分別(bie)為:2016年11月(yue)(yue)(yue)、2017年11月(yue)(yue)(yue)、2018年4月(yue)(yue)(yue)、2018年6月(yue)(yue)(yue)、2019年6月(yue)(yue)(yue),發布周期從一(yi)年減至(zhi)半年,明顯提速。
從試點(dian)分(fen)布的(de)(de)省份來看,試點(dian)分(fen)布逐漸由沿海地(di)區向內陸、西(xi)(xi)北等地(di)區轉移。河(he)南試點(dian)最(zui)多為(wei)30家(jia)(jia),排名第二(er)(er)的(de)(de)為(wei)甘(gan)肅(24家(jia)(jia)),第三為(wei)河(he)北(21家(jia)(jia)),山(shan)西(xi)(xi)和(he)陜西(xi)(xi)并列第四(si)(20家(jia)(jia)),山(shan)東和(he)廣西(xi)(xi)并列第五(wu)(19家(jia)(jia)),具體見圖2。河(he)南在第一(yi)、二(er)(er)、四(si)批次中申請試點(dian)均居首位。從其(qi)(qi)申請的(de)(de)試點(dian)特點(dian)分(fen)析,主要(yao)分(fen)為(wei)兩種(zhong)類(lei)型:一(yi)種(zhong)是(shi)各市縣的(de)(de)產(chan)業集聚區,另(ling)外一(yi)種(zhong)是(shi)各種(zhong)礦(kuang)(kuang)區(包括煤礦(kuang)(kuang)、鋁礦(kuang)(kuang)、油(you)田、煤化工(gong)等)。從政策(ce)機制(zhi)和(he)價(jia)格機制(zhi)上較其(qi)(qi)他省份并無明(ming)顯優勢,究其(qi)(qi)可(ke)能(neng)(neng)的(de)(de)原因:一(yi)是(shi)河(he)南積極響應國(guo)家(jia)(jia)改革政策(ce)的(de)(de)力度比較大。二(er)(er)是(shi)希望通(tong)過增量(liang)配(pei)電(dian)網能(neng)(neng)夠降低(di)電(dian)價(jia),便(bian)于地(di)方招(zhao)商引資。

從試點分(fen)布(bu)的(de)區(qu)(qu)域類型(xing)看,絕(jue)大多數集中于各(ge)地的(de)工業園(yuan)、經(jing)濟(技(ji)術)開發區(qu)(qu)、產業園(yuan)區(qu)(qu)、礦區(qu)(qu)。這些區(qu)(qu)域電(dian)力(li)消(xiao)耗量大,有大量的(de)電(dian)力(li)需求,是拉動各(ge)地經(jing)濟的(de)增長點;與此同時(shi),用戶用能方式多元化,具備形成綜(zong)合用能增值服務的(de)條件。
從(cong)投資(zi)(zi)主體來看,以電(dian)(dian)網(wang)或(huo)地方(fang)(fang)投資(zi)(zi)平臺控股(gu)(gu)(gu)為主,民營企業(ye)控股(gu)(gu)(gu)或(huo)參(can)與(yu)為輔。投資(zi)(zi)主體主要有(you)電(dian)(dian)網(wang)企業(ye)、地方(fang)(fang)政府(fu)或(huo)國有(you)企業(ye)、電(dian)(dian)網(wang)上(shang)下游客戶以及(ji)其他社會資(zi)(zi)本,但絕(jue)大(da)多數(shu)(shu)由電(dian)(dian)網(wang)或(huo)地方(fang)(fang)政府(fu)控股(gu)(gu)(gu)。以第(di)一批增量配電(dian)(dian)業(ye)務改(gai)革(ge)試點(dian)項(xiang)目(mu)為例,前61個項(xiang)目(mu)確定的(de)項(xiang)目(mu)業(ye)主中,非電(dian)(dian)網(wang)企業(ye)控股(gu)(gu)(gu)的(de)試點(dian)項(xiang)目(mu)數(shu)(shu)量達到38個。
從(cong)商業(ye)價(jia)值來看,后續仍有大(da)量(liang)(liang)社會資本競相(xiang)投(tou)入,反映出(chu)增量(liang)(liang)配電(dian)(dian)市場隱(yin)含了市場公(gong)認(ren)的潛(qian)在價(jia)值。自首批增量(liang)(liang)配電(dian)(dian)改革試(shi)點施行已兩年有余,盡(jin)管大(da)多數人稱增量(liang)(liang)配電(dian)(dian)業(ye)務不(bu)賺(zhuan)錢,目前也尚(shang)無清晰(xi)的盈利模式,但從(cong)第四(si)批試(shi)點推進(jin)速度(du)和(he)數量(liang)(liang)上看,進(jin)入增量(liang)(liang)配電(dian)(dian)市場的勁頭并未減弱。
從配電網(wang)資(zi)產特點看,存(cun)量配電資(zi)產轉(zhuan)(zhuan)增(zeng)量的(de)項(xiang)目(mu)大大增(zeng)加,較純(chun)增(zeng)量項(xiang)目(mu)更(geng)(geng)易快速見(jian)(jian)成效。大型企業(ye)產業(ye)園(yuan)區(qu)轉(zhuan)(zhuan)型增(zeng)量配電網(wang)已經勢不可擋,如第四批試點中的(de)山西(xi)霍州(zhou)煤(mei)(mei)(mei)電、晉煤(mei)(mei)(mei)集(ji)團、遼寧撫順(shun)礦(kuang)區(qu)、上海外(wai)高橋港區(qu)、河南中原(yuan)油田、平煤(mei)(mei)(mei)神(shen)馬集(ji)團、鶴壁(bi)礦(kuang)區(qu)、廣西(xi)來賓合山煤(mei)(mei)(mei)礦(kuang)、重能投松藻配電網(wang)、陜(shan)西(xi)黃陵(ling)礦(kuang)區(qu)、新(xin)疆(jiang)西(xi)北油田等。存(cun)量項(xiang)目(mu)比純(chun)增(zeng)量項(xiang)目(mu)在程序上操(cao)作(zuo)相(xiang)對簡單,既省去了招標環節(jie)、直接確定業(ye)主,也更(geng)(geng)容(rong)易快速見(jian)(jian)成效。
總體(ti)而言,隨(sui)著(zhu)增(zeng)量(liang)(liang)配(pei)電配(pei)套(tao)政策的(de)不斷(duan)完(wan)善,增(zeng)量(liang)(liang)配(pei)電試(shi)點申請(qing)要求(qiu)更(geng)加明確。隨(sui)著(zhu)配(pei)電區域劃分、電壓等級等爭議難題的(de)逐步解(jie)決,增(zeng)量(liang)(liang)配(pei)電試(shi)點市場主體(ti)不斷(duan)試(shi)水以及實踐經驗的(de)積累(lei),后(hou)續增(zeng)量(liang)(liang)配(pei)電試(shi)點的(de)推(tui)進速度較前三批(pi)試(shi)點的(de)推(tui)進速度將更(geng)快。
3.增量配電政策進展分析
①增量配電改革整體政策分析
2016年10月(yue)11日,國家(jia)發展改革委、國家(jia)能源局發布了《有序開放配(pei)(pei)電網(wang)(wang)業務管理(li)(li)辦法(fa)》,之后,各部委、地方接連出臺多個(ge)文件,推(tui)動了增(zeng)(zeng)(zeng)量(liang)配(pei)(pei)電網(wang)(wang)相(xiang)關(guan)工作的開展。國家(jia)層面(mian)的政(zheng)策(ce)文件緊密相(xiang)關(guan)的超過20個(ge),主(zhu)要涉及增(zeng)(zeng)(zeng)量(liang)配(pei)(pei)電網(wang)(wang)業務管理(li)(li)辦法(fa)、增(zeng)(zeng)(zeng)量(liang)配(pei)(pei)電網(wang)(wang)業務改革試(shi)點、增(zeng)(zeng)(zeng)量(liang)配(pei)(pei)電管理(li)(li)、增(zeng)(zeng)(zeng)量(liang)配(pei)(pei)電成本監審和價格管理(li)(li)等,具體見附表1。
與此同時,各省(sheng)也積極響(xiang)應(ying)輸配電(dian)(dian)(dian)試點(dian)建設,陸續推出(chu)相關政策。截至目前,各地出(chu)臺(tai)的(de)增量配電(dian)(dian)(dian)相關政策超30個。電(dian)(dian)(dian)力大省(sheng)江蘇(su)(su)出(chu)臺(tai)的(de)相關文件最(zui)多,并(bing)占(zhan)據兩個“全(quan)國首個”席(xi)位,分別為:第(di)一個省(sheng)級增量配電(dian)(dian)(dian)網(wang)技(ji)術規范(fan)綱要(yao)——《江蘇(su)(su)省(sheng)配電(dian)(dian)(dian)網(wang)業務(wu)(wu)(wu)放開技(ji)術規范(fan)綱要(yao)》和全(quan)國首個增量配電(dian)(dian)(dian)網(wang)供電(dian)(dian)(dian)服務(wu)(wu)(wu)規范(fan)——《江蘇(su)(su)增量配電(dian)(dian)(dian)網(wang)供電(dian)(dian)(dian)服務(wu)(wu)(wu)規范(fan)(征(zheng)求意(yi)見稿)》。四(si)川省(sheng)的(de)政策力度最(zui)大,四(si)川省(sheng)發文明確提(ti)(ti)出(chu),國網(wang)不得控股、無需繳納基本(ben)電(dian)(dian)(dian)費和供電(dian)(dian)(dian)費、獲批兩月內確定(ding)業主、項目核準后電(dian)(dian)(dian)網(wang)企業必須按時提(ti)(ti)供施工(gong)電(dian)(dian)(dian)源等(deng)幾點(dian)要(yao)求,直擊增量配電(dian)(dian)(dian)改革痛點(dian),有助于試點(dian)項目的(de)順(shun)利推進。
針對推進增量(liang)(liang)配(pei)電(dian)(dian)(dian)(dian)(dian)(dian)改(gai)革的過(guo)程(cheng)中,存(cun)在(zai)業(ye)主確定、區(qu)域劃分、存(cun)量(liang)(liang)資(zi)產處(chu)置、配(pei)網(wang)工(gong)程(cheng)接入、電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)公(gong)司控股、配(pei)電(dian)(dian)(dian)(dian)(dian)(dian)價格(ge)核定等問題,國(guo)家(jia)也在(zai)對相(xiang)關(guan)政(zheng)策機制(zhi)進行(xing)不斷的調整和完善。從目前政(zheng)策引導來看,國(guo)家(jia)發(fa)展改(gai)革委和國(guo)家(jia)能源(yuan)局(ju)有針對性地(di)提(ti)(ti)出解決措(cuo)施,包(bao)括:簡化(hua)流程(cheng);要(yao)求電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)提(ti)(ti)高政(zheng)治站位,不控股;更(geng)好進行(xing)供(gong)電(dian)(dian)(dian)(dian)(dian)(dian)區(qu)域和資(zi)產劃分;更(geng)快辦理電(dian)(dian)(dian)(dian)(dian)(dian)力業(ye)務許可證供(gong)電(dian)(dian)(dian)(dian)(dian)(dian)類(供(gong)電(dian)(dian)(dian)(dian)(dian)(dian)類)降低增量(liang)(liang)配(pei)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)項(xiang)目開發(fa)過(guo)程(cheng)中的隱形成(cheng)本;總結前三批增量(liang)(liang)配(pei)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)試點落地(di)難的癥結,對第四批試點項(xiang)目的面積、供(gong)電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)(liang)和投(tou)資(zi)規模(mo)等都提(ti)(ti)出了明確要(yao)求。
②增量配電網價格政策分析
在(zai)增(zeng)(zeng)量配(pei)電(dian)(dian)(dian)業(ye)務(wu)改革(ge)試(shi)點(dian)政(zheng)策中,增(zeng)(zeng)量配(pei)電(dian)(dian)(dian)網(wang)價(jia)(jia)格(ge)可謂是最核心的(de)(de)政(zheng)策,這直接(jie)關系到企(qi)業(ye)商業(ye)模式的(de)(de)形成。雖然早在(zai)2017年國(guo)家就出(chu)(chu)臺了《關于制定地(di)方(fang)(fang)電(dian)(dian)(dian)網(wang)和增(zeng)(zeng)量配(pei)電(dian)(dian)(dian)網(wang)配(pei)電(dian)(dian)(dian)價(jia)(jia)格(ge)的(de)(de)指導意見》,但并沒有(you)給出(chu)(chu)具體可執行的(de)(de)配(pei)電(dian)(dian)(dian)網(wang)配(pei)電(dian)(dian)(dian)價(jia)(jia)格(ge)定價(jia)(jia)辦法,只(zhi)是給出(chu)(chu)了一(yi)個帶有(you)原則性、方(fang)(fang)向性的(de)(de)指導意見。文件(jian)明(ming)確規定,省(sheng)級(ji)價(jia)(jia)格(ge)主管(guan)部(bu)門應根(gen)據本省(sheng)情況(kuang),充(chong)分征求有(you)關企(qi)業(ye)和社會意見后,選擇(ze)合(he)適的(de)(de)配(pei)電(dian)(dian)(dian)價(jia)(jia)格(ge)定價(jia)(jia)方(fang)(fang)法。
在國家政策指(zhi)導下,部(bu)分(fen)(fen)省(sheng)(sheng)區(福(fu)建、浙江、天津(jin)、河南、四川等)正式印發了(le)增(zeng)(zeng)(zeng)量配電網(wang)的(de)(de)配電價(jia)格機制(zhi),還有部(bu)分(fen)(fen)省(sheng)(sheng)區(海南、湖(hu)北、廣(guang)西(xi)、云南、廣(guang)東、山東等)公布了(le)征(zheng)求意見稿(gao)。福(fu)建是(shi)全國首(shou)個出臺增(zeng)(zeng)(zeng)量配電網(wang)配電價(jia)格機制(zhi)的(de)(de)省(sheng)(sheng)份(fen),規定配電價(jia)格通過(guo)招(zhao)標形(xing)成,未通過(guo)招(zhao)標形(xing)成實(shi)行(xing)的(de)(de),實(shi)行(xing)最高限價(jia)管(guan)理。大部(bu)分(fen)(fen)省(sheng)(sheng)份(fen)都按(an)照此種(zhong)模(mo)式,基本都回避了(le)增(zeng)(zeng)(zeng)量配電價(jia)格中最核(he)心的(de)(de)“增(zeng)(zeng)(zeng)量配電網(wang)是(shi)否需要(yao)繳納(na)基本電費或應(ying)該(gai)如何(he)繳納(na)、高可靠性(xing)費用(yong)如何(he)收取等問題”。
不過,河南(nan)(nan)、四川、貴州在這一方面有了(le)(le)(le)進(jin)一步的(de)(de)突破。在結算制度上,河南(nan)(nan)是(shi)全國首個明(ming)確(que)增(zeng)量配(pei)(pei)電(dian)(dian)網與(yu)省(sheng)級電(dian)(dian)網結算的(de)(de)基本(ben)(ben)電(dian)(dian)價(jia)標準的(de)(de)省(sheng)份(fen),提出按(an)照(zhao)輸配(pei)(pei)電(dian)(dian)投資比例來(lai)分享(xiang)基本(ben)(ben)電(dian)(dian)費(fei)。盡管該方案(an)的(de)(de)思路是(shi)正(zheng)確(que)的(de)(de),但在實際操作中仍舊(jiu)難以落地。四川的(de)(de)政策(ce)更加強有力,明(ming)確(que)規定,增(zeng)量配(pei)(pei)電(dian)(dian)網試點國網不得控股,且無(wu)需(xu)繳(jiao)納基本(ben)(ben)電(dian)(dian)費(fei)和供電(dian)(dian)費(fei)。山(shan)東則(ze)創造性的(de)(de)提出“折扣系數”概念,為配(pei)(pei)電(dian)(dian)價(jia)格招標明(ming)確(que)了(le)(le)(le)方法、路徑,并明(ming)確(que)了(le)(le)(le)高可靠(kao)性費(fei)用收取。
截至(zhi)目(mu)前,貴州的(de)政策最為積極,首次提出了更加明確且易于操(cao)作的(de)方(fang)(fang)案(an),規定(ding)增量(liang)配(pei)電網基本電費按照3.2分/千(qian)瓦時收取(qu)。該方(fang)(fang)案(an)使得企(qi)業(ye)投資增量(liang)配(pei)網的(de)營(ying)收有(you)所保障,而此前其(qi)他省份的(de)政策對增量(liang)配(pei)網的(de)商業(ye)模式沒有(you)太明顯作用。預計該文(wen)件將實質性(xing)地推動貴州省內多(duo)個增量(liang)配(pei)電業(ye)務改(gai)革試點項目(mu)的(de)落地,還將為其(qi)它省區解決類(lei)似問題(ti)提供參考借鑒(jian)。
二、增量配電網電價及投資前景分析
目前,覆蓋(gai)全國32個省(市(shi)(shi)、區(qu))的(de)(de)首(shou)期(qi)輸(shu)(shu)(shu)(shu)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)核定工作已(yi)(yi)經(jing)完成,華(hua)北、華(hua)東、華(hua)中(zhong)、東北、西北區(qu)域電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網輸(shu)(shu)(shu)(shu)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)格已(yi)(yi)經(jing)公布。截(jie)至2019年7月(yue),全國除(chu)西藏外(wai),其他省(市(shi)(shi)、區(qu))已(yi)(yi)全部完成本年度第(di)二次一般(ban)工商業(ye)降電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia),7月(yue)1日(ri)執(zhi)行的(de)(de)輸(shu)(shu)(shu)(shu)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)表(biao),除(chu)上海(hai)(表(biao)中(zhong)上海(hai)最新(xin)輸(shu)(shu)(shu)(shu)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)為2018年9月(yue))和甘(gan)肅未能在其各自的(de)(de)發展改革委官網找到外(wai),其他省(市(shi)(shi)、區(qu))均已(yi)(yi)發布了最新(xin)的(de)(de)輸(shu)(shu)(shu)(shu)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia),具體見附件表(biao)2。《關于制定地方電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網和增量配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)格的(de)(de)指(zhi)導(dao)意見》指(zhi)出,“配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)格核定前,暫按(an)售(shou)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)公司或電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力用戶(hu)接(jie)入(ru)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)等級對(dui)應的(de)(de)省級電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網共(gong)用網絡(luo)輸(shu)(shu)(shu)(shu)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)扣(kou)減該配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網接(jie)入(ru)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)等級對(dui)應的(de)(de)省級電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網共(gong)用網絡(luo)輸(shu)(shu)(shu)(shu)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)執(zhi)行”。輸(shu)(shu)(shu)(shu)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia),特別是不同(tong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)壓(ya)等級的(de)(de)價(jia)(jia)差將直接(jie)決定增量配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)試點投(tou)資(zi)(zi)的(de)(de)盈利性,這里我們對(dui)各省(市(shi)(shi)、區(qu))輸(shu)(shu)(shu)(shu)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)進(jin)行梳理,并進(jin)一步分析輸(shu)(shu)(shu)(shu)配(pei)(pei)(pei)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)價(jia)(jia)對(dui)投(tou)資(zi)(zi)前景的(de)(de)影響。
1.一般工商業及大工業輸配電價分析
①一般工商業輸配電價分析
由(you)于輸配(pei)電(dian)價(jia)(jia)的(de)傳遞(di)性(xing),下一(yi)(yi)電(dian)壓(ya)等(deng)級(ji)包(bao)含上一(yi)(yi)電(dian)壓(ya)等(deng)級(ji)的(de)價(jia)(jia)格,因此(ci)這里選(xuan)擇電(dian)壓(ya)等(deng)級(ji)最低(di)的(de)不(bu)滿1kV的(de)輸配(pei)電(dian)價(jia)(jia),就(jiu)能大(da)致比較出各省在(zai)(zai)輸配(pei)電(dian)價(jia)(jia)方面的(de)總體(ti)水平。由(you)于各省輸配(pei)電(dian)價(jia)(jia)標(biao)準(zhun)不(bu)統一(yi)(yi),有(you)的(de)采用(yong)單一(yi)(yi)制和(he)兩部(bu)制分類,有(you)的(de)采用(yong)工(gong)商(shang)業和(he)大(da)工(gong)業分類,甚至有(you)的(de)按(an)照變壓(ya)器(qi)容量分類,在(zai)(zai)此(ci)將(jiang)部(bu)分省份的(de)工(gong)商(shang)業電(dian)價(jia)(jia)按(an)照單一(yi)(yi)制電(dian)價(jia)(jia)進行統計對比分析,具體(ti)見圖3。

從已(yi)經公布(bu)的輸(shu)配(pei)電價(jia)數據上看,我(wo)國(guo)輸(shu)配(pei)電價(jia)區(qu)(qu)域(yu)差異較(jiao)(jiao)大(da)。經過幾輪降電價(jia)后,去年處于(yu)全國(guo)最高(gao)水平的北(bei)京(jing)輸(shu)配(pei)電價(jia)得到(dao)明顯降低,被蒙東(dong)(dong)和(he)吉林趕(gan)超(chao)。蒙東(dong)(dong)地(di)區(qu)(qu)不滿1kV的輸(shu)配(pei)電價(jia)最高(gao),達到(dao)0.5071元(yuan)/千(qian)(qian)瓦(wa)時,遠(yuan)超(chao)其他地(di)區(qu)(qu)。冀北(bei)、山西、云南及西北(bei)地(di)區(qu)(qu)等處于(yu)全國(guo)較(jiao)(jiao)低水平,價(jia)格均在0.15元(yuan)/千(qian)(qian)瓦(wa)時以(yi)下。
從兩網(wang)(wang)所轄區域看(kan),南(nan)(nan)網(wang)(wang)管轄區域內,除云南(nan)(nan)、廣(guang)東外,貴州、廣(guang)西(xi)、海南(nan)(nan)三省的輸配(pei)電價都(dou)超過了0.3元/千瓦時,整體來(lai)看(kan)南(nan)(nan)網(wang)(wang)的輸配(pei)電價水(shui)平普(pu)遍高于國網(wang)(wang)。
其中(zhong),1~10kV、35kV和(he)110kV電壓(ya)等級的工商業輸配電價,如圖4所示。

②大工業不同電壓等級輸配電價分析
下面(mian)我(wo)們重點對增(zeng)量(liang)配(pei)電(dian)網(wang)里占比較大(da)的(de)大(da)工業(ye)用戶(專線(xian)用戶)的(de)配(pei)電(dian)價格(ge)進行(xing)分(fen)析(xi)。本(ben)文(wen)只分(fen)析(xi)增(zeng)量(liang)配(pei)電(dian)網(wang),因此這里只對220kV及以下的(de)電(dian)壓等(deng)級(ji)的(de)大(da)工業(ye)配(pei)電(dian)價格(ge)進行(xing)分(fen)析(xi)。
由于各省(市、區)輸配電(dian)(dian)(dian)價制(zhi)(zhi)定(ding)的(de)標準差(cha)異(yi)較大(da),有(you)的(de)按(an)(an)照(zhao)一般(ban)工(gong)商業和大(da)工(gong)業用戶分類,有(you)的(de)按(an)(an)照(zhao)單一制(zhi)(zhi)電(dian)(dian)(dian)價和兩部(bu)制(zhi)(zhi)電(dian)(dian)(dian)價分類,這(zhe)里(li)將大(da)工(gong)業電(dian)(dian)(dian)價均按(an)(an)照(zhao)兩部(bu)制(zhi)(zhi)電(dian)(dian)(dian)價進行大(da)致對比(bi),各省市區1~10kV、35kV、110kV、220kV電(dian)(dian)(dian)壓等級的(de)輸配電(dian)(dian)(dian)價如圖5所示。這(zhe)里(li)35kV電(dian)(dian)(dian)壓等級基本可(ke)以代表整(zheng)個輸配電(dian)(dian)(dian)價走勢。

從區域分布看,大工業電(dian)(dian)價(jia)水平整(zheng)體呈現東(dong)高(gao)西(xi)(xi)低(di)。電(dian)(dian)壓等(deng)級在1~10kV的(de)輸配電(dian)(dian)價(jia)排名前三的(de)分別是(shi)上海(hai)、廣(guang)西(xi)(xi)和(he)和(he)浙(zhe)江(jiang),最(zui)低(di)的(de)為(wei)蒙(meng)西(xi)(xi)、山(shan)西(xi)(xi)和(he)青海(hai);35kV的(de)輸配電(dian)(dian)價(jia)最(zui)高(gao)的(de)分別為(wei)上海(hai)、新(xin)疆和(he)江(jiang)蘇,最(zui)低(di)為(wei)蒙(meng)西(xi)(xi)、青海(hai)和(he)山(shan)西(xi)(xi);110kV的(de)輸配電(dian)(dian)價(jia)最(zui)高(gao)的(de)為(wei)上海(hai)、江(jiang)蘇和(he)河南(nan),最(zui)低(di)為(wei)云(yun)南(nan)、山(shan)西(xi)(xi)和(he)新(xin)疆;220kV的(de)輸配電(dian)(dian)價(jia)最(zui)高(gao)的(de)為(wei)上海(hai)、天津和(he)河南(nan),最(zui)低(di)為(wei)云(yun)南(nan)、青海(hai)、新(xin)疆。
值得注(zhu)意(yi)的(de)是,各省(sheng)(sheng)輸(shu)配電(dian)價制(zhi)定(ding)標準差(cha)異很(hen)大(da):有(you)些省(sheng)(sheng)份(fen)(fen)同一(yi)電(dian)壓(ya)等級單(dan)一(yi)制(zhi)電(dian)價要(yao)比兩部制(zhi)電(dian)價低,如(ru)(ru)河北(bei)、河南、山東(dong)、福建,這意(yi)味著若(ruo)(ruo)大(da)工業客戶可選擇采用(yong)單(dan)一(yi)制(zhi)電(dian)價更(geng)有(you)利(li);有(you)些省(sheng)(sheng)份(fen)(fen)兩個電(dian)壓(ya)等級的(de)電(dian)價相同,如(ru)(ru)上海和廣東(dong),若(ruo)(ruo)按(an)電(dian)壓(ya)價差(cha)核算,根本(ben)無投資回報率。
2.大工業用戶各電壓等級價差及投資前景分析
由于不(bu)同(tong)電(dian)(dian)壓(ya)等(deng)(deng)(deng)級(ji)(ji)(ji)(ji)用戶,根據所(suo)在區域不(bu)同(tong),可(ke)(ke)能(neng)接入(ru)(ru)不(bu)同(tong)電(dian)(dian)壓(ya)等(deng)(deng)(deng)級(ji)(ji)(ji)(ji)的(de)配(pei)電(dian)(dian)網,也將產生多個(ge)輸(shu)配(pei)電(dian)(dian)價(jia)(jia)差。例如10kV電(dian)(dian)壓(ya)等(deng)(deng)(deng)級(ji)(ji)(ji)(ji)的(de)用戶,在不(bu)同(tong)區域,有(you)可(ke)(ke)能(neng)接入(ru)(ru)35kV電(dian)(dian)壓(ya)等(deng)(deng)(deng)級(ji)(ji)(ji)(ji)的(de)配(pei)電(dian)(dian)網,也有(you)可(ke)(ke)能(neng)接入(ru)(ru)110kV電(dian)(dian)壓(ya)等(deng)(deng)(deng)級(ji)(ji)(ji)(ji)的(de)配(pei)電(dian)(dian)網,價(jia)(jia)差也將有(you)多種(zhong)可(ke)(ke)能(neng)。這(zhe)里為(wei)(wei)了舉例說明,如何判(pan)斷不(bu)同(tong)省(sheng)份配(pei)電(dian)(dian)網的(de)投(tou)(tou)資價(jia)(jia)值,只是簡(jian)單將相鄰(lin)(lin)電(dian)(dian)壓(ya)等(deng)(deng)(deng)級(ji)(ji)(ji)(ji)價(jia)(jia)差做了簡(jian)要分析,即相鄰(lin)(lin)電(dian)(dian)壓(ya)等(deng)(deng)(deng)級(ji)(ji)(ji)(ji)的(de)價(jia)(jia)差=本電(dian)(dian)壓(ya)等(deng)(deng)(deng)級(ji)(ji)(ji)(ji)電(dian)(dian)價(jia)(jia)-上一電(dian)(dian)壓(ya)等(deng)(deng)(deng)級(ji)(ji)(ji)(ji)電(dian)(dian)價(jia)(jia),為(wei)(wei)投(tou)(tou)資者(zhe)提(ti)供(gong)決(jue)策參考。在實際操(cao)作(zuo)中,要具(ju)體(ti)情況具(ju)體(ti)分析。
關(guan)于增量(liang)配電(dian)(dian)網(wang)(wang)的(de)投資(zi)價(jia)(jia)(jia)值,主要考慮(lv)的(de)內容:一是規(gui)劃(hua)設計和(he)成本(ben);二(er)是安全(quan)質量(liang)和(he)風險;三是投資(zi)回收。投資(zi)回收主要包(bao)括三個方(fang)面:一是過(guo)網(wang)(wang)電(dian)(dian)量(liang);二(er)是核定的(de)輸配電(dian)(dian)價(jia)(jia)(jia);三是中(zhong)長期的(de)回報率。就未來(lai)3~5年而言,主要看電(dian)(dian)量(liang)和(he)電(dian)(dian)價(jia)(jia)(jia)。因此(ci),電(dian)(dian)價(jia)(jia)(jia)是關(guan)系到增量(liang)配電(dian)(dian)網(wang)(wang)投資(zi)價(jia)(jia)(jia)值的(de)核心因素。
各電(dian)壓(ya)(ya)(ya)等(deng)級增(zeng)量(liang)(liang)配電(dian)價(jia)(jia)差(cha)越(yue)大,越(yue)有利于(yu)(yu)投資,盈利性越(yue)好。這(zhe)里我(wo)們(men)重點(dian)分析一下大工業(ye)用戶(hu)每個(ge)電(dian)壓(ya)(ya)(ya)等(deng)級價(jia)(jia)差(cha),這(zhe)里統計1~10kV、35kV、110kV分別與其上一等(deng)級電(dian)壓(ya)(ya)(ya)的(de)價(jia)(jia)差(cha),以(yi)及不同電(dian)價(jia)(jia)等(deng)級的(de)平(ping)均(jun)價(jia)(jia)差(cha)(原則上應按照各電(dian)壓(ya)(ya)(ya)等(deng)級在該省用電(dian)量(liang)(liang)比例作(zuo)為權(quan)重系數,但由(you)于(yu)(yu)數據難以(yi)獲取,在此只將三個(ge)電(dian)壓(ya)(ya)(ya)等(deng)級價(jia)(jia)差(cha)的(de)平(ping)均(jun)數作(zuo)為平(ping)均(jun)價(jia)(jia)差(cha),進行簡單對比),具體如表1。

從投(tou)資(zi)(zi)的角度分(fen)析,上述(shu)平均價差等級可以分(fen)為三(san)個(ge)區間(jian),意味著投(tou)資(zi)(zi)價值(zhi)也處于三(san)個(ge)區間(jian):
(1)高投資價值(zhi)區(qu)間(jian),平均價差在(zai)0.03元/千(qian)瓦(wa)時,包括廣西、云(yun)南、貴州(zhou)、青(qing)海、四(si)川、上海6省市;
(2)中間(jian)投資價值(zhi)區間(jian),平(ping)均價差(cha)在0.02元/千(qian)瓦時,包(bao)括湖南(nan)、蒙東、寧夏、海南(nan)、福建(jian)和山(shan)西(xi)6省(sheng)(市、區);
(3)較(jiao)低投資價值區間,平均價差在(zai)0.02元/千瓦時以下(xia),包括浙江、湖北(bei)(bei)、重慶、甘(gan)肅、廣東(dong)、北(bei)(bei)京、吉林等省(市、區)。
按照不同電(dian)價等級價差來看,處于高投資(zi)價值區間的(de)省(sheng)份如(ru)下:
1~10kV電壓(ya)等(deng)級價(jia)差(cha)(cha)(cha)最大的(de)當屬廣西(xi),價(jia)差(cha)(cha)(cha)高達0.1459元/千瓦(wa)時(shi),遠超其他省份各(ge)電壓(ya)等(deng)級價(jia)差(cha)(cha)(cha)。價(jia)差(cha)(cha)(cha)在0.03元/千瓦(wa)時(shi)以上的(de)省份,還包(bao)括海南、上海、貴州(zhou)、寧夏、山西(xi)、浙江。
35kV電壓(ya)等級價差(cha)最大的(de)為(wei)云南,價差(cha)在0.0762元(yuan)/千(qian)瓦時。價差(cha)在0.03元(yuan)/千(qian)瓦時以上(shang)的(de)省份,還包括蒙東、上(shang)海(hai)、貴州、四(si)川、甘肅。
110kV電(dian)壓等級價(jia)(jia)差(cha)(cha)(cha)最大的(de)為青海,價(jia)(jia)差(cha)(cha)(cha)為0.0823元/千(qian)瓦時,超過0.03元/千(qian)瓦時的(de)僅此一個(ge)省份。該電(dian)壓等級的(de)價(jia)(jia)差(cha)(cha)(cha)比其他低電(dian)壓等級價(jia)(jia)差(cha)(cha)(cha)相對較小。投資價(jia)(jia)值相對較高的(de)還包括廣東、湖(hu)南(nan)、寧夏、福(fu)建。
值得注意(yi)的是,上海110kV和廣東(dong)35kV電(dian)壓(ya)(ya)(ya)等級(ji)的配電(dian)價(jia)差(cha)(cha)均(jun)為零。如(ru)果按照國家層面的指導意(yi)見,即省級(ji)電(dian)網的上一電(dian)壓(ya)(ya)(ya)等級(ji)與同電(dian)壓(ya)(ya)(ya)等級(ji)輸配電(dian)價(jia)差(cha)(cha)作(zuo)為依據,若(ruo)企(qi)業僅(jin)靠賺取(qu)價(jia)差(cha)(cha)獲取(qu)收益(yi),則增量配電(dian)網投(tou)資根本(ben)不具備盈利性。
當然(ran)決定增(zeng)量配電(dian)網投資的(de)因素(su)很多(duo),不僅要考慮(lv)(lv)電(dian)價(jia),還(huan)要考慮(lv)(lv)許多(duo)其(qi)他(ta)因素(su),包括線(xian)損率(lv)(lv)、容(rong)量費、需(xu)量費等其(qi)他(ta)因素(su)。基本電(dian)價(jia)分按最(zui)(zui)大(da)需(xu)量計(ji)費和(he)按變壓器(qi)容(rong)量計(ji)費兩(liang)種方式。從(cong)(cong)基本電(dian)價(jia)的(de)情況來看(kan),北京最(zui)(zui)高(gao),天津(jin)最(zui)(zui)低,具(ju)體見(jian)圖6。從(cong)(cong)線(xian)損率(lv)(lv)來看(kan),河(he)南、湖南、蒙(meng)東的(de)線(xian)損率(lv)(lv)最(zui)(zui)高(gao),均(jun)超(chao)過了8%,而用電(dian)量大(da)省(sheng)江(jiang)浙一帶、甘寧地區線(xian)損率(lv)(lv)較低。線(xian)損率(lv)(lv)越低,也就意味著增(zeng)量配電(dian)網投資的(de)盈利空間越大(da)。

目前來看(kan),如果僅僅依靠收取配電網費用,配電網投資存在一定風險,需(xu)增(zeng)(zeng)加更多的增(zeng)(zeng)值服務,以(yi)及好的商業模式,才可能具備盈利空間。
三、主要商業模式及市場潛力分析
1.商業模式分析
當(dang)前(qian)增(zeng)(zeng)(zeng)量配電(dian)網主(zhu)要(yao)有五類參與者,主(zhu)要(yao)的(de)(de)商業模式(shi)主(zhu)要(yao)為基(ji)礎服(fu)務(wu)、售電(dian)業務(wu)以及增(zeng)(zeng)(zeng)值(zhi)服(fu)務(wu)。然(ran)而,目前(qian)我國增(zeng)(zeng)(zeng)量配電(dian)運(yun)營模式(shi)還比較單(dan)一,從已(yi)運(yun)行的(de)(de)存量配電(dian)項目看(kan),運(yun)營模式(shi)較傳(chuan)統,鮮有開展增(zeng)(zeng)(zeng)值(zhi)服(fu)務(wu)的(de)(de)案例,而且還未達到如(ru)文件(jian)描(miao)述的(de)(de)通過收(shou)取配電(dian)服(fu)務(wu)費獲得營收(shou)。
①增量配電的主要參與者
在分析增(zeng)量(liang)(liang)配電業(ye)務(wu)的商業(ye)模(mo)式之前(qian),首先應(ying)該捋清增(zeng)量(liang)(liang)配電業(ye)務(wu)的主(zhu)(zhu)要參與(yu)(yu)者(zhe),在該市(shi)場中承擔何(he)種角色,將決定(ding)其(qi)主(zhu)(zhu)要盈(ying)利點及(ji)適合其(qi)自身發展(zhan)的商業(ye)模(mo)式。目前(qian)市(shi)場上主(zhu)(zhu)要有五大參與(yu)(yu)者(zhe),具體如(ru)下(xia):
第一(yi)類參與者多以能源(yuan)電(dian)(dian)力(li)央企為主,一(yi)方面拓展(zhan)發電(dian)(dian)以外的業(ye)務(wu),借電(dian)(dian)力(li)改革紅利進入電(dian)(dian)網(wang)領域,另(ling)一(yi)方面擁有電(dian)(dian)網(wang)業(ye)務(wu)的企業(ye)尋找(zhao)機會發展(zhan)壯大自己。
第(di)二(er)類參與(yu)者是已有相當規(gui)模存(cun)量資產在運營(ying)服務的企業,借改(gai)革機遇獲得電力業務許可證(供(gong)電類),將(jiang)供(gong)電服務合法合理化。
第三類參(can)與(yu)者主要是電網(wang)設計、工程施工總包和設備(bei)供(gong)應(ying)商等,參(can)與(yu)增量配電網(wang)主要是為了產業(ye)鏈其它環節創造業(ye)務(wu)增值點。
第(di)四(si)類參與者(zhe)主要是之前就從事(shi)非電能(neng)源服務(wu)的(de),如供(gong)水、供(gong)熱、供(gong)氣,以“綜合(he)能(neng)源服務(wu)”的(de)概念進(jin)入電力(li)服務(wu)。
第(di)五類參與者是各路資本和基金,借助(zhu)資本之力(li)進(jin)入綜合能(neng)源服務和能(neng)源互聯網領(ling)域。
上述參與者(zhe)基本都已成(cheng)功進入增量配電網市(shi)場,他(ta)們的利(li)益尋求點不止靠輸配電價來回收投資,而是試圖在產業鏈(lian)其他(ta)環節帶來價值(zhi),實現長短結合獲取收益。
②增量配電的商業模式
增(zeng)量配(pei)電網(wang)的(de)收(shou)益,具體可從收(shou)取(qu)配(pei)電網(wang)“過網(wang)費”、配(pei)電網(wang)容(rong)量費、購(gou)售電、增(zeng)值服(fu)務(如能(neng)效管(guan)理服(fu)務、綜(zong)合(he)(he)能(neng)源服(fu)務、合(he)(he)同能(neng)源管(guan)理、配(pei)售電工程(cheng)(cheng)總包服(fu)務、減容(rong)工程(cheng)(cheng)服(fu)務、外線(xian)建設服(fu)務、運維(wei)服(fu)務等(deng))收(shou)益等(deng)幾個方面來獲得。
然而(er),目(mu)前我國增(zeng)(zeng)量配電運營模式(shi)還(huan)比較單一,鮮有開展增(zeng)(zeng)值服務的(de)案例。當(dang)然,主要原因在于(yu)大部分省份配電價格(ge)還(huan)未(wei)及時核定,市場化購電途徑還(huan)不夠(gou)充分。
隨著各省(sheng)配(pei)(pei)電(dian)價格機(ji)制、電(dian)力(li)現貨市場(chang)交易(yi)等政策的不(bu)斷完善,增(zeng)量(liang)配(pei)(pei)電(dian)運營的商業(ye)模式也將逐步形(xing)成(cheng)。增(zeng)量(liang)配(pei)(pei)電(dian)網運營商業(ye)模式主要(yao)有以下幾種(zhong):
一是(shi)基礎(chu)服(fu)務(wu),收(shou)取(qu)配(pei)電(dian)(dian)(dian)網“過網費(fei)”、容量費(fei)等。服(fu)務(wu)內容包括但不(bu)限于:投(tou)建、運營、調(diao)度、維(wei)護、建設(she)與改造配(pei)電(dian)(dian)(dian)網絡;用戶用電(dian)(dian)(dian)的無(wu)歧視(shi)報裝、接入和增容;提供用戶計量、抄表、收(shou)費(fei)、開(kai)具發票和催(cui)繳(jiao)欠款等服(fu)務(wu);公開(kai)配(pei)網運行信息、承擔電(dian)(dian)(dian)力(li)統計工(gong)作;保護電(dian)(dian)(dian)力(li)設(she)施(shi)、防(fang)竊電(dian)(dian)(dian);代(dai)(dai)收(shou)、代(dai)(dai)付政府(fu)性基金、交叉(cha)補貼、新能源(yuan)補貼、保底供電(dian)(dian)(dian)服(fu)務(wu)等。
二是售電(dian)(dian)(dian)業(ye)務(wu)。據統計(ji)結(jie)果顯示:在第(di)一批最早確(que)認業(ye)主(zhu)的61家增量配電(dian)(dian)(dian)網(wang)業(ye)務(wu)改(gai)革試(shi)點(dian)項目中,有(you)20家業(ye)主(zhu)自身或資本參與(yu)方(fang)具備售電(dian)(dian)(dian)公司(si)(si)資質,占到已(yi)確(que)認業(ye)主(zhu)項目總數的32.79%。在售電(dian)(dian)(dian)業(ye)務(wu)中,售電(dian)(dian)(dian)公司(si)(si)可(ke)以(yi)與(yu)電(dian)(dian)(dian)力用戶(hu)協商確(que)定(ding)電(dian)(dian)(dian)力的市場交易(yi)價格,并可(ke)以(yi)不受配電(dian)(dian)(dian)區域限制進行(xing)購電(dian)(dian)(dian)。對于擁有(you)配電(dian)(dian)(dian)網(wang)運營權的售電(dian)(dian)(dian)公司(si)(si),具備條件的要將配電(dian)(dian)(dian)業(ye)務(wu)和競爭性(xing)售電(dian)(dian)(dian)業(ye)務(wu)分(fen)開核算。
三是(shi)增值(zhi)服(fu)(fu)務。服(fu)(fu)務內容包括但不限于為用戶提(ti)供用電規劃(hua)、智能(neng)用電、節能(neng)增效(xiao)、合同能(neng)源(yuan)管理服(fu)(fu)務、用電設(she)備運維;用戶多種能(neng)源(yuan)優(you)化(hua)組合方案,提(ti)供發(fa)電、供熱、供冷、供氣、供水(shui)等智能(neng)化(hua)綜合能(neng)源(yuan)服(fu)(fu)務;提(ti)供減容工程服(fu)(fu)務、外線建(jian)設(she)服(fu)(fu)務等工程服(fu)(fu)務。
增量配網的(de)(de)放(fang)開(kai)可以激活更多新的(de)(de)商業模式,例如電(dian)力(li)設備(bei)廠(chang)商可以借助增量配網項目的(de)(de)投建(jian)與(yu)改造,升(sheng)級為工程(cheng)總承包商,這樣其所獲得的(de)(de)收(shou)(shou)入將(jiang)不再只是(shi)低(di)毛利(li)(li)率的(de)(de)設備(bei)收(shou)(shou)入,還將(jiang)新增電(dian)力(li)工程(cheng)總包收(shou)(shou)入。電(dian)力(li)設備(bei)廠(chang)商還可利(li)(li)用自(zi)身生產(chan)經(jing)驗開(kai)拓(tuo)后端運維+數據增值服(fu)務,該市場有望快速規范化并產(chan)生更多盈(ying)利(li)(li)點。配網運營(ying)(ying)商可對客戶(hu)收(shou)(shou)取(qu)配電(dian)及用電(dian)費用,實現(xian)配售一體化運營(ying)(ying)等。
2.市場潛力分析
資料(liao)顯示(shi),目(mu)前,中國配(pei)網投(tou)資占電網投(tou)資的(de)比重僅為53.55%,而發達國家這一(yi)比例(li)穩定(ding)在60%以上。根據國家能源(yuan)局此前發布的(de)《配(pei)電網建設(she)改造(zao)行(xing)動計劃(2015-2020年(nian))》,2015年(nian)至2020年(nian),全國配(pei)電網建設(she)改造(zao)投(tou)資不(bu)低(di)于2萬億元,“十三五”期間(jian)累計投(tou)資不(bu)低(di)于1.7萬億元。
據統(tong)計(ji),我國現有347家國家級(ji)工(gong)(gong)(gong)業(ye)(ye)(ye)園區,1167家省級(ji)工(gong)(gong)(gong)業(ye)(ye)(ye)園區,假設國家級(ji)工(gong)(gong)(gong)業(ye)(ye)(ye)園區年平均(jun)用(yong)(yong)電(dian)量(liang)為(wei)20億(yi)千瓦時(shi)(shi),省級(ji)工(gong)(gong)(gong)業(ye)(ye)(ye)園區用(yong)(yong)電(dian)量(liang)為(wei)5億(yi)千瓦時(shi)(shi),則全(quan)國工(gong)(gong)(gong)業(ye)(ye)(ye)園區年用(yong)(yong)電(dian)量(liang)為(wei)12775億(yi)千瓦時(shi)(shi)。大(da)(da)工(gong)(gong)(gong)業(ye)(ye)(ye)用(yong)(yong)戶接入(ru)(ru)的配電(dian)網平均(jun)輸(shu)配電(dian)價(jia)約0.1412元/千瓦時(shi)(shi),則擁有配電(dian)網運營權的電(dian)網企(qi)業(ye)(ye)(ye)和售電(dian)公(gong)司年輸(shu)配電(dian)價(jia)收入(ru)(ru)達1803億(yi)元。因此,未來增量(liang)配電(dian)網還有很大(da)(da)的市場增長空間(jian)。
四、存在的問題
截至目前,增量(liang)配(pei)電業(ye)務改革試(shi)點基本(ben)實現地(di)級市以上全覆蓋,有效激發了社會資本(ben)投資增量(liang)配(pei)電項目的積極性,但是不少地(di)區仍存在落地(di)情況較差(cha)、試(shi)點工作推(tui)進不力(li)等問(wen)題(ti)。矛盾主要集中(zhong)在供(gong)電區域(yu)劃分、存量(liang)資產處置、配(pei)網(wang)工程接入、電網(wang)公司控股、配(pei)電價格核定、電力(li)交(jiao)易市場運行等方面,具體(ti)分析如(ru)下:
1.各方利益訴求難以達成一致
增量配電(dian)(dian)項(xiang)目(mu)(mu)具有(you)前期(qi)(qi)(qi)投(tou)入大(da)、建設周期(qi)(qi)(qi)長、投(tou)資(zi)(zi)回收期(qi)(qi)(qi)慢等特點,目(mu)(mu)前試點項(xiang)目(mu)(mu)大(da)多(duo)處于起步階段,配電(dian)(dian)網(wang)(wang)資(zi)(zi)產(chan)(chan)和用戶尚未(wei)形成規模效應。在(zai)改革實(shi)施過程(cheng)中,有(you)些地(di)(di)方(fang)(fang)(fang)政府(fu)(fu)投(tou)資(zi)(zi)平臺與電(dian)(dian)網(wang)(wang)企(qi)(qi)業都想(xiang)控(kong)股(gu),有(you)些地(di)(di)方(fang)(fang)(fang)政府(fu)(fu)給投(tou)資(zi)(zi)方(fang)(fang)(fang)提出帶(dai)產(chan)(chan)業、降電(dian)(dian)價(jia)等過高要求,有(you)些項(xiang)目(mu)(mu)在(zai)現(xian)階段的(de)(de)(de)低(di)收益(甚至持(chi)續(xu)虧損)預期(qi)(qi)(qi)無法吸引投(tou)資(zi)(zi)方(fang)(fang)(fang),導致(zhi)合理的(de)(de)(de)配電(dian)(dian)價(jia)格(ge)機(ji)制無法落實(shi),試點項(xiang)目(mu)(mu)的(de)(de)(de)配電(dian)(dian)網(wang)(wang)投(tou)資(zi)(zi)難(nan)以(yi)通過電(dian)(dian)價(jia)疏(shu)導,項(xiang)目(mu)(mu)經營困難(nan)。電(dian)(dian)網(wang)(wang)企(qi)(qi)業與增量配電(dian)(dian)網(wang)(wang)業主也存在(zai)利益博(bo)弈關系(xi)。目(mu)(mu)前已建成的(de)(de)(de)增量配電(dian)(dian)網(wang)(wang)試點工程(cheng)大(da)部分(fen)由電(dian)(dian)網(wang)(wang)企(qi)(qi)業控(kong)股(gu)或(huo)參股(gu),前320個增量配電(dian)(dian)網(wang)(wang)試點中,電(dian)(dian)網(wang)(wang)企(qi)(qi)業未(wei)參與的(de)(de)(de)項(xiang)目(mu)(mu)少有(you)取得(de)實(shi)質進展(zhan)的(de)(de)(de)。在(zai)政府(fu)(fu)、電(dian)(dian)網(wang)(wang)和用戶配電(dian)(dian)資(zi)(zi)產(chan)(chan)互(hu)相(xiang)交織的(de)(de)(de)情況下,由于各方(fang)(fang)(fang)利益訴求的(de)(de)(de)不同,各方(fang)(fang)(fang)資(zi)(zi)產(chan)(chan)如何參與遲(chi)遲(chi)難(nan)以(yi)達成一致(zhi)意見(jian),導致(zhi)項(xiang)目(mu)(mu)難(nan)以(yi)落地(di)(di)。
2.配電價格機制不完善,輸配電價結構不合理
目前,增(zeng)量配(pei)(pei)(pei)電(dian)(dian)網(wang)(wang)沒(mei)有預期的(de)盈利空間。首先,輸配(pei)(pei)(pei)電(dian)(dian)價定(ding)價缺乏細則,不能適應增(zeng)量配(pei)(pei)(pei)電(dian)(dian)改革需要。諸如(ru)增(zeng)量配(pei)(pei)(pei)電(dian)(dian)網(wang)(wang)如(ru)何(he)確定(ding)定(ding)價機(ji)制、如(ru)何(he)進行價格(ge)測算(suan)、是否(fou)需要繳納(na)基本電(dian)(dian)費或者應該如(ru)何(he)繳納(na)、綜合(he)線損(sun)率如(ru)何(he)體(ti)現在增(zeng)量配(pei)(pei)(pei)網(wang)(wang)中、高(gao)可靠性費用如(ru)何(he)收取等(deng)問題(ti)大部(bu)分都未(wei)明確,結(jie)(jie)算(suan)模(mo)式和結(jie)(jie)算(suan)路(lu)徑沒(mei)有理順。輸配(pei)(pei)(pei)電(dian)(dian)價核(he)定(ding)、成本監審和具體(ti)配(pei)(pei)(pei)套措(cuo)施中尚(shang)存在一(yi)定(ding)的(de)問題(ti)和不足。

3.試點項目上報審批不規范
許多地(di)方(fang)的增量配(pei)(pei)電項(xiang)目(mu)(mu)(mu)存在(zai)倉(cang)促上(shang)馬或停(ting)滯(zhi)不(bu)前(qian)問(wen)題,不(bu)利于整體(ti)改(gai)革(ge)的推(tui)進。一(yi)(yi)(yi)方(fang)面(mian),一(yi)(yi)(yi)些(xie)地(di)方(fang)對改(gai)革(ge)政(zheng)策(ce)理(li)解不(bu)到(dao)位,把改(gai)革(ge)試點項(xiang)目(mu)(mu)(mu)當(dang)(dang)做一(yi)(yi)(yi)般性(xing)投資(zi)項(xiang)目(mu)(mu)(mu)盲目(mu)(mu)(mu)上(shang)報,項(xiang)目(mu)(mu)(mu)論證不(bu)充分(fen),造成項(xiang)目(mu)(mu)(mu)在(zai)實施過程中出(chu)現(xian)流標、意向(xiang)投資(zi)方(fang)退出(chu)、推(tui)進困難等情況;另一(yi)(yi)(yi)方(fang)面(mian),在(zai)一(yi)(yi)(yi)些(xie)地(di)方(fang)主(zhu)(zhu)管(guan)部門(men)項(xiang)目(mu)(mu)(mu)批(pi)復(fu)(fu)文(wen)件中,對項(xiang)目(mu)(mu)(mu)名稱進行批(pi)復(fu)(fu),沒有對規(gui)劃方(fang)案(an)、配(pei)(pei)電區域劃分(fen)等內容(rong)進行明確,導致試點項(xiang)目(mu)(mu)(mu)落(luo)地(di)困難、試點范(fan)圍隨意更改(gai)、配(pei)(pei)電網重(zhong)復(fu)(fu)規(gui)劃以(yi)(yi)及重(zhong)復(fu)(fu)建設等不(bu)合(he)理(li)現(xian)象。這種局面(mian)容(rong)易造成當(dang)(dang)事各(ge)方(fang)采取(qu)策(ce)略性(xing)行為,像地(di)方(fang)政(zheng)府直接干預式推(tui)進、電網企(qi)業過度保(bao)守(shou)式阻礙,以(yi)(yi)及投資(zi)主(zhu)(zhu)體(ti)的不(bu)合(he)理(li)進入動機(ji),如采取(qu)“為被(bei)收(shou)購而進入”策(ce)略等。
4.政策法規及標準尚不完善,監管不到位
目(mu)前,相(xiang)(xiang)關政策法規(gui)、標準在(zai)一(yi)定程(cheng)度上存在(zai)不完(wan)善(shan)、不細致情況,突出體現是存量配(pei)電(dian)資(zi)(zi)產(chan)處置程(cheng)序不明確(que),項(xiang)(xiang)目(mu)核準、接(jie)入方(fang)(fang)案、供電(dian)業務許可證辦理(li)周期長(chang),制(zhi)(zhi)約了項(xiang)(xiang)目(mu)推(tui)進的(de)(de)進度。雖然(ran)近(jin)兩年國家密集(ji)出臺政策,但是實(shi)操方(fang)(fang)面的(de)(de)政策尚未落(luo)地,如輸配(pei)電(dian)價政策。某地方(fang)(fang)能源局官(guan)員時在(zai)接(jie)受采(cai)訪時認(ren)為(wei):“增(zeng)量配(pei)電(dian)試點艱難推(tui)進,反(fan)映出電(dian)網企業對政府有(you)權(quan)調(diao)整或確(que)定供電(dian)范圍(wei)劃(hua)分的(de)(de)權(quan)力不認(ren)同(tong),這(zhe)背后的(de)(de)體制(zhi)(zhi)原因是政府對電(dian)網管(guan)理(li)缺乏(fa)法規(gui)。由(you)于所(suo)有(you)權(quan)和經營權(quan)沒(mei)有(you)實(shi)現清晰界(jie)定,沒(mei)有(you)建立(li)起完(wan)備的(de)(de)電(dian)網特許經營制(zhi)(zhi)度,尤(you)其是沒(mei)有(you)明確(que)特許經營內涵里(li)重要的(de)(de)退出機制(zhi)(zhi),不僅有(you)效的(de)(de)監(jian)管(guan)無從談起,甚至電(dian)網資(zi)(zi)產(chan)的(de)(de)所(suo)有(you)者也失(shi)去了控制(zhi)(zhi)權(quan),經營者成為(wei)了事(shi)實(shi)上的(de)(de)資(zi)(zi)產(chan)所(suo)有(you)者。”與(yu)此同(tong)時,項(xiang)(xiang)目(mu)實(shi)施過程(cheng)中,大量項(xiang)(xiang)目(mu)的(de)(de)配(pei)電(dian)網處于犬(quan)牙(ya)交錯,互相(xiang)(xiang)交織的(de)(de)多方(fang)(fang)產(chan)權(quan)狀態。這(zhe)也從側(ce)面反(fan)映了我國配(pei)電(dian)網缺乏(fa)統(tong)一(yi)管(guan)理(li)機制(zhi)(zhi)。
5.項目本身的先天不足
增(zeng)量(liang)(liang)配電(dian)網(wang)(wang)(wang)試點(dian)項(xiang)(xiang)目(mu)具(ju)(ju)有初期投(tou)資(zi)(zi)(zi)大(da)、融資(zi)(zi)(zi)難(nan)(nan)、投(tou)資(zi)(zi)(zi)回報低、周期長的(de)特點(dian),項(xiang)(xiang)目(mu)盈利性差。部(bu)分試點(dian)項(xiang)(xiang)目(mu)質量(liang)(liang)不(bu)佳,招商(shang)引(yin)資(zi)(zi)(zi)未(wei)達預(yu)期,無法回收投(tou)資(zi)(zi)(zi)。在前三(san)批320個已批復的(de)項(xiang)(xiang)目(mu)中,有很多(duo)試點(dian)項(xiang)(xiang)目(mu),特別是(shi)(shi)第二(er)批和第三(san)批項(xiang)(xiang)目(mu)中,從占地面積(ji)、用(yong)電(dian)負荷(he)上難(nan)(nan)以看到(dao)開(kai)展增(zeng)量(liang)(liang)配電(dian)業(ye)務改革試點(dian)的(de)優勢。同時(shi),對園(yuan)區未(wei)來負荷(he)增(zeng)長估計不(bu)足,特別是(shi)(shi)新園(yuan)區,招商(shang)引(yin)資(zi)(zi)(zi)不(bu)到(dao)位,園(yuan)區入駐企業(ye)少或者慢(man),用(yong)電(dian)需求難(nan)(nan)以達到(dao)預(yu)期,不(bu)但影響本項(xiang)(xiang)目(mu)后續運營(ying)(ying),也嚴重動搖了市場主體(ti)投(tou)資(zi)(zi)(zi)配網(wang)(wang)(wang)項(xiang)(xiang)目(mu)的(de)信心(xin)。其次(ci),增(zeng)量(liang)(liang)配網(wang)(wang)(wang)投(tou)資(zi)(zi)(zi)主體(ti)遴選不(bu)當、企業(ye)股(gu)權結構(gou)過(guo)于分散(san),引(yin)起(qi)公司治理等問(wen)題(ti)與(yu)困難(nan)(nan)。引(yin)入并激發(fa)社會(hui)資(zi)(zi)(zi)本力(li)量(liang)(liang)是(shi)(shi)本次(ci)增(zeng)量(liang)(liang)配網(wang)(wang)(wang)改革目(mu)的(de)之一,但部(bu)分省市在具(ju)(ju)體(ti)項(xiang)(xiang)目(mu)業(ye)主遴選時(shi),存在兩(liang)方面問(wen)題(ti):一是(shi)(shi)投(tou)資(zi)(zi)(zi)主體(ti)選擇不(bu)當,致使后續建設運營(ying)(ying)難(nan)(nan)以推進;二(er)是(shi)(shi)引(yin)入的(de)社會(hui)資(zi)(zi)(zi)本方過(guo)多(duo),導致公司決策緩慢(man)、股(gu)東(dong)意見難(nan)(nan)以統一、缺乏(fa)絕對控股(gu)方、項(xiang)(xiang)目(mu)進展難(nan)(nan)以符合地方經(jing)濟發(fa)展的(de)要求等問(wen)題(ti)。
五、發展建議
增量配電試(shi)點項目加速(su)落地還需更多的體(ti)制(zhi)機(ji)制(zhi)、政策(ce)保(bao)障(zhang),以及(ji)投資企(qi)業尋找解決方案,具體(ti)如下:
1.堅持地方政府主導,與電網協商共贏
充分發(fa)揮地(di)方(fang)政府(fu)的積極(ji)性,與電(dian)(dian)(dian)網(wang)(wang)(wang)公司合作共贏,調動各方(fang)積極(ji)性。兼顧電(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)業發(fa)展空間,避免對電(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)業生產經營(ying)造成過度沖擊。在具體實(shi)施層面,建(jian)(jian)議政府(fu)與電(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)業,切實(shi)有效地(di)拿出部分優質(zhi)項(xiang)(xiang)目,比如要求電(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)業列出年度配(pei)網(wang)(wang)(wang)投資(zi)計劃,由(you)(you)政府(fu)或(huo)電(dian)(dian)(dian)力監管(guan)部門組織進行項(xiang)(xiang)目篩(shai)選,并由(you)(you)社會(hui)資(zi)本(ben)進行投資(zi),電(dian)(dian)(dian)網(wang)(wang)(wang)企(qi)業不(bu)參股或(huo)小比例參股。社會(hui)資(zi)本(ben)將(jiang)此部分優質(zhi)項(xiang)(xiang)目打造成配(pei)網(wang)(wang)(wang)示范性項(xiang)(xiang)目,探索配(pei)網(wang)(wang)(wang)投資(zi)、建(jian)(jian)設、運營(ying)典型(xing)方(fang)式(shi),供其他試點項(xiang)(xiang)目借鑒參考(kao)。
2.完善配電價格機制,調整輸配電價結構
盡快出臺(tai)配(pei)(pei)(pei)(pei)電(dian)(dian)(dian)價(jia)(jia)格定(ding)(ding)價(jia)(jia)辦(ban)法(fa)。配(pei)(pei)(pei)(pei)電(dian)(dian)(dian)價(jia)(jia)格核定(ding)(ding)前,只能按照省級電(dian)(dian)(dian)網(wang)輸配(pei)(pei)(pei)(pei)電(dian)(dian)(dian)價(jia)(jia)差確定(ding)(ding)配(pei)(pei)(pei)(pei)電(dian)(dian)(dian)價(jia)(jia)格,這種方式會導致很多(duo)問題,比如:沒有真正反映配(pei)(pei)(pei)(pei)網(wang)投資運營成(cheng)本,部(bu)分配(pei)(pei)(pei)(pei)電(dian)(dian)(dian)網(wang)難以(yi)收回投資,部(bu)分條件較(jiao)好的(de)(de)存量配(pei)(pei)(pei)(pei)電(dian)(dian)(dian)網(wang)獲(huo)得過多(duo)的(de)(de)收益;難以(yi)激勵配(pei)(pei)(pei)(pei)電(dian)(dian)(dian)企(qi)業(ye)降低損耗(hao);也無法(fa)支撐配(pei)(pei)(pei)(pei)電(dian)(dian)(dian)企(qi)業(ye)制定(ding)(ding)更(geng)合理的(de)(de)配(pei)(pei)(pei)(pei)電(dian)(dian)(dian)價(jia)(jia)格套餐等。省級價(jia)(jia)格主管部(bu)門(men)需要(yao)將《關于(yu)制定(ding)(ding)地(di)方電(dian)(dian)(dian)網(wang)和增(zeng)量配(pei)(pei)(pei)(pei)電(dian)(dian)(dian)網(wang)配(pei)(pei)(pei)(pei)電(dian)(dian)(dian)價(jia)(jia)格的(de)(de)指導意見(jian)》中的(de)(de)原則細化成(cheng)明確的(de)(de)、可(ke)操作的(de)(de)步驟,結合各省市實際,出臺(tai)各省市的(de)(de)增(zeng)量配(pei)(pei)(pei)(pei)網(wang)配(pei)(pei)(pei)(pei)電(dian)(dian)(dian)價(jia)(jia)格定(ding)(ding)價(jia)(jia)辦(ban)法(fa)。
調整(zheng)(zheng)省(sheng)(sheng)級輸(shu)配(pei)(pei)電(dian)(dian)(dian)(dian)價(jia)(jia)結構。在發達國(guo)(guo)家的(de)(de)(de)終(zhong)端電(dian)(dian)(dian)(dian)價(jia)(jia)中,輸(shu)電(dian)(dian)(dian)(dian)費和配(pei)(pei)電(dian)(dian)(dian)(dian)費的(de)(de)(de)比例一(yi)般在1∶3至1∶5范圍,而(er)我國(guo)(guo)當前(qian)的(de)(de)(de)情況則相(xiang)反。2019年,國(guo)(guo)家將開展(zhan)第二(er)輪省(sheng)(sheng)級電(dian)(dian)(dian)(dian)網輸(shu)配(pei)(pei)電(dian)(dian)(dian)(dian)價(jia)(jia)的(de)(de)(de)核定(ding)(ding)工作,在輸(shu)配(pei)(pei)電(dian)(dian)(dian)(dian)價(jia)(jia)結構不合理的(de)(de)(de)地方,省(sheng)(sheng)級價(jia)(jia)格(ge)主管(guan)部(bu)門可根據當地實際(ji)情況,在避免終(zhong)端用戶目錄(lu)電(dian)(dian)(dian)(dian)價(jia)(jia)倒掛的(de)(de)(de)前(qian)提下,優化輸(shu)配(pei)(pei)電(dian)(dian)(dian)(dian)價(jia)(jia)的(de)(de)(de)結構,報國(guo)(guo)務院價(jia)(jia)格(ge)主管(guan)部(bu)門審(shen)定(ding)(ding),保(bao)證(zheng)配(pei)(pei)電(dian)(dian)(dian)(dian)價(jia)(jia)格(ge)有一(yi)定(ding)(ding)的(de)(de)(de)盈利空(kong)間,促進增量配(pei)(pei)網健康發展(zhan)。如上海(hai)110kV和220kV電(dian)(dian)(dian)(dian)壓等(deng)級價(jia)(jia)格(ge)相(xiang)同問題(ti)的(de)(de)(de)調整(zheng)(zheng),山東、河(he)南、河(he)北(bei)同電(dian)(dian)(dian)(dian)壓等(deng)級兩部(bu)制電(dian)(dian)(dian)(dian)價(jia)(jia)高于(yu)單(dan)一(yi)制電(dian)(dian)(dian)(dian)價(jia)(jia)的(de)(de)(de)調整(zheng)(zheng)等(deng)。
3.控制項目審批節奏,規范項目上報和審批管理
截至目(mu)(mu)前已經(jing)出臺四批增量(liang)配網試(shi)點(dian),速度有(you)(you)所(suo)加(jia)快(kuai),但是(shi)落實情況并不樂觀,需(xu)控制(zhi)項(xiang)目(mu)(mu)審批節奏。對(dui)試(shi)點(dian)項(xiang)目(mu)(mu)進行全面評(ping)估(gu),通過(guo)比選(xuan),總(zong)結(jie)推廣試(shi)點(dian)實施和(he)配售電公司運營經(jing)驗(yan),發揮典型引領作用。對(dui)試(shi)點(dian)項(xiang)目(mu)(mu)中暴露(lu)出的共性問(wen)題開(kai)展深入研(yan)究,有(you)(you)針對(dui)性提出解(jie)(jie)決(jue)措施,解(jie)(jie)決(jue)項(xiang)目(mu)(mu)落地問(wen)題。加(jia)強對(dui)項(xiang)目(mu)(mu)申報文件的引導(dao)和(he)管理,避(bi)免出現“項(xiang)目(mu)(mu)先(xian)天不足”的問(wen)題。
4.細化各項政策措施,建立完善各種保障機制
增(zeng)(zeng)量(liang)配(pei)(pei)(pei)電(dian)業務改革涉及內(nei)容復雜,需要(yao)建立完善(shan)配(pei)(pei)(pei)電(dian)網(wang)規(gui)劃、配(pei)(pei)(pei)電(dian)區(qu)域劃分、配(pei)(pei)(pei)電(dian)價格核定(ding)、并網(wang)互聯(lian)、調(diao)度、監管等一(yi)系列政(zheng)策措施,特別(bie)是(shi)完善(shan)增(zeng)(zeng)量(liang)配(pei)(pei)(pei)電(dian)網(wang)價格機制(zhi)(zhi),出(chu)臺適應各地(di)區(qu)實際(ji)情況的增(zeng)(zeng)量(liang)配(pei)(pei)(pei)電(dian)網(wang)配(pei)(pei)(pei)電(dian)價格定(ding)價細則,需要(yao)統一(yi)配(pei)(pei)(pei)電(dian)網(wang)規(gui)劃、建設、并網(wang)、運行、服務、可靠性等標準,才(cai)能更(geng)好地(di)落實推進。同時,細化(hua)存量(liang)資產處(chu)置程序,簡化(hua)相關(guan)審批程序;建立試點(dian)項(xiang)目(mu)退(tui)出(chu)機制(zhi)(zhi);完善(shan)爭議(yi)解(jie)決(jue)機制(zhi)(zhi)。
5.嚴格執行改革政策,加強事中事后監管

6.嚴格把關項目本身質量,提高項目收益
