近日,全國(guo)人民代(dai)(dai)表大會官網發布全國(guo)人民代(dai)(dai)表大會常務委(wei)員會執法(fa)檢查(cha)(cha)組關于(yu)檢查(cha)(cha)《中華人民共(gong)和國(guo)可再生能源法(fa)》實施情況(kuang)的報告(gao)。


該(gai)報告從(cong)可再生能源法實施的總體情況、實施成效、存在(zai)的問(wen)題、意見和建議(yi)四(si)個方面(mian)進(jin)行了(le)闡述(shu)。其中在(zai)存在(zai)的問(wen)題方面(mian),報告明確了(le)幾(ji)點:


相關規劃(hua)尚未充分(fen)銜(xian)(xian)接:包括各級可(ke)再生能源(yuan)(yuan)規劃(hua)不夠銜(xian)(xian)接以及可(ke)再生能源(yuan)(yuan)開發規劃(hua)與(yu)電(dian)網規劃(hua)實施中缺乏(fa)銜(xian)(xian)接。


可再生能(neng)源消(xiao)納(na)壓力(li)仍(reng)然較大。


全額保障(zhang)性收購制度落實尚不到(dao)位。個(ge)別省份暫未達到(dao)國家規定(ding)的(de)(de)最(zui)低(di)保障(zhang)收購年利(li)用(yong)小時(shi)數(shu),且(qie)存在以(yi)低(di)于(yu)國家有關政策明確的(de)(de)電(dian)價水(shui)平收購的(de)(de)情況。實際風電(dian)、光伏發電(dian)利(li)用(yong)小時(shi)數(shu)中,大部(bu)分電(dian)量屬于(yu)低(di)價市場化交易,發電(dian)企業合(he)法(fa)權益保障(zhang)不足。


電(dian)(dian)價(jia)補(bu)(bu)償(chang)和(he)發展(zhan)(zhan)基金問(wen)題較(jiao)為突出(chu)。檢(jian)查中各地反(fan)映,電(dian)(dian)價(jia)補(bu)(bu)償(chang)政(zheng)策落實不(bu)到位,補(bu)(bu)貼(tie)資金來(lai)源(yuan)不(bu)足,補(bu)(bu)貼(tie)發放不(bu)及(ji)時(shi),影響企業(ye)正常經營和(he)發展(zhan)(zhan)。國家相(xiang)關部門反(fan)映,現行可(ke)再生能(neng)(neng)(neng)(neng)源(yuan)發電(dian)(dian)補(bu)(bu)貼(tie)政(zheng)策已遠不(bu)能(neng)(neng)(neng)(neng)滿(man)足可(ke)再生能(neng)(neng)(neng)(neng)源(yuan)發展(zhan)(zhan)需要。目前(qian)征收總額僅能(neng)(neng)(neng)(neng)滿(man)足2015年底前(qian)已并網項目的補(bu)(bu)貼(tie)需求(qiu),“十三(san)五(wu)”期間90%以上新增可(ke)再生能(neng)(neng)(neng)(neng)源(yuan)發電(dian)(dian)項目補(bu)(bu)貼(tie)資金來(lai)源(yuan)尚未(wei)落實。


與相(xiang)關財(cai)稅、土地、環保等(deng)政策(ce)銜接不夠。檢查中一些企業(ye)反(fan)(fan)映,可(ke)再(zai)生能源(yuan)企業(ye)特別是(shi)民營企業(ye)貸款(kuan)難、貸款(kuan)貴問(wen)題(ti)仍(reng)然存在;可(ke)再(zai)生能源(yuan)開發利用與土地管理(li)、生態環境保護等(deng)政策(ce)銜接不夠,相(xiang)關部門監管協(xie)同不夠,可(ke)再(zai)生能源(yuan)建設布局、開發規(gui)模受(shou)政策(ce)調整影響較大。企業(ye)反(fan)(fan)映,有的地方土地稅費(fei)征收(shou)不規(gui)范,稅收(shou)減免措(cuo)施落實不到(dao)位,造成非技術成本高昂。


可再生(sheng)能(neng)源(yuan)非電應用支持政策(ce)存在短(duan)板。


可再生(sheng)能(neng)源技(ji)術研發應用仍需加強(qiang)。光伏電(dian)池生(sheng)產裝備主(zhu)要依賴進口(kou),電(dian)網接入和運行技(ji)術有待(dai)快(kuai)速(su)提升。


可再生能源行(xing)業監管力度不夠。可再生能源法規(gui)定了各級政府部門、相(xiang)關(guan)企(qi)業的權利義務,具(ju)體實施中由于(yu)相(xiang)關(guan)責任主體不夠明(ming)確、缺乏有力監管等原因,造成對執行(xing)不到位(wei)的難以實施處罰(fa)。

根據全(quan)(quan)國(guo)人(ren)大(da)(da)(da)常(chang)委(wei)(wei)會(hui)2019年度監督工(gong)作計劃,今(jin)年8月(yue)(yue)至(zhi)11月(yue)(yue)全(quan)(quan)國(guo)人(ren)大(da)(da)(da)常(chang)委(wei)(wei)會(hui)組織開(kai)(kai)(kai)展(zhan)(zhan)了可(ke)再生能源(yuan)法(fa)執法(fa)檢(jian)(jian)查(cha)(cha)(cha)。執法(fa)檢(jian)(jian)查(cha)(cha)(cha)組由(you)沈躍(yue)躍(yue)、白瑪赤(chi)林(lin)和丁仲禮副委(wei)(wei)員(yuan)長(chang)任(ren)(ren)組長(chang),環(huan)資(zi)(zi)委(wei)(wei)主任(ren)(ren)委(wei)(wei)員(yuan)高虎(hu)城任(ren)(ren)副組長(chang),成(cheng)員(yuan)共21位(wei),由(you)全(quan)(quan)國(guo)人(ren)大(da)(da)(da)常(chang)委(wei)(wei)會(hui)委(wei)(wei)員(yuan)、環(huan)資(zi)(zi)委(wei)(wei)委(wei)(wei)員(yuan)和全(quan)(quan)國(guo)人(ren)大(da)(da)(da)代表(biao)組成(cheng)。8月(yue)(yue)28日,檢(jian)(jian)查(cha)(cha)(cha)組召開(kai)(kai)(kai)第(di)一次全(quan)(quan)體會(hui)議(yi),聽取國(guo)家能源(yuan)局(ju)、國(guo)家發展(zhan)(zhan)改革委(wei)(wei)、財政部、自(zi)然資(zi)(zi)源(yuan)部、生態環(huan)境(jing)部等部門(men)(men)和單位(wei)關(guan)于貫徹實(shi)(shi)施(shi)可(ke)再生能源(yuan)法(fa)情況(kuang)(kuang)的匯報,部署開(kai)(kai)(kai)展(zhan)(zhan)執法(fa)檢(jian)(jian)查(cha)(cha)(cha)工(gong)作。8月(yue)(yue)至(zhi)9月(yue)(yue),檢(jian)(jian)查(cha)(cha)(cha)組分3個(ge)小(xiao)組,赴(fu)河(he)北、吉(ji)林(lin)、甘肅(su)、青(qing)海、寧夏、新疆(jiang)等6個(ge)省(自(zi)治區(qu))開(kai)(kai)(kai)展(zhan)(zhan)執法(fa)檢(jian)(jian)查(cha)(cha)(cha)工(gong)作。檢(jian)(jian)查(cha)(cha)(cha)組深入(ru)到19個(ge)地(di)市(shi),實(shi)(shi)地(di)檢(jian)(jian)查(cha)(cha)(cha)51個(ge)點位(wei),召開(kai)(kai)(kai)16個(ge)座談會(hui),與政府及有關(guan)部門(men)(men)、相關(guan)企業、基層執法(fa)人(ren)員(yuan)和五級人(ren)大(da)(da)(da)代表(biao)座談,聽取法(fa)律實(shi)(shi)施(shi)情況(kuang)(kuang)及有關(guan)意見建(jian)議(yi)。同時(shi),委(wei)(wei)托山(shan)西、內蒙古、黑龍江、浙江、山(shan)東(dong)、湖北、湖南、廣(guang)東(dong)、廣(guang)西、四川(chuan)、云(yun)南、西藏等12個(ge)省(自(zi)治區(qu))人(ren)大(da)(da)(da)常(chang)委(wei)(wei)會(hui)對(dui)本行(xing)(xing)政區(qu)域內可(ke)再生能源(yuan)法(fa)的實(shi)(shi)施(shi)情況(kuang)(kuang)進行(xing)(xing)檢(jian)(jian)查(cha)(cha)(cha)。全(quan)(quan)國(guo)人(ren)大(da)(da)(da)環(huan)資(zi)(zi)委(wei)(wei)還委(wei)(wei)托中(zhong)國(guo)工(gong)程院開(kai)(kai)(kai)展(zhan)(zhan)了可(ke)再生能源(yuan)法(fa)實(shi)(shi)施(shi)情況(kuang)(kuang)評估研究,14位(wei)兩院院士、70多位(wei)專家經過深入(ru)研究論證,形成(cheng)了第(di)三方評估報告,為執法(fa)檢(jian)(jian)查(cha)(cha)(cha)提供了重要參考和支撐。


這次執(zhi)法(fa)(fa)檢(jian)查(cha)有幾個(ge)突出(chu)特點:一是把(ba)宣傳(chuan)貫徹(che)習(xi)(xi)(xi)近平(ping)生(sheng)態文明(ming)思(si)想和黨中央可(ke)(ke)再生(sheng)能源發展(zhan)(zhan)戰(zhan)略貫穿于執(zhi)法(fa)(fa)檢(jian)查(cha)全過程(cheng),聽取各地(di)貫徹(che)落實習(xi)(xi)(xi)近平(ping)生(sheng)態文明(ming)思(si)想和習(xi)(xi)(xi)近平(ping)總書(shu)(shu)記(ji)重(zhong)要指示批示情況。二是認真貫徹(che)落實栗戰(zhan)書(shu)(shu)委員長對執(zhi)法(fa)(fa)檢(jian)查(cha)的(de)要求,緊扣法(fa)(fa)律制(zhi)度規定開展(zhan)(zhan)檢(jian)查(cha),堅(jian)持(chi)問(wen)題導向,依法(fa)(fa)推動解決可(ke)(ke)再生(sheng)能源開發利(li)用(yong)存在的(de)突出(chu)問(wen)題。三是將執(zhi)法(fa)(fa)檢(jian)查(cha)與議案建議辦理(li)工作有機結(jie)合(he),深(shen)入聽取人大代表意(yi)見建議。四是開展(zhan)(zhan)問(wen)卷調查(cha),了解各地(di)對法(fa)(fa)律的(de)學習(xi)(xi)(xi)掌握(wo)情況,推動法(fa)(fa)律宣傳(chuan)普及(ji),加強法(fa)(fa)律學習(xi)(xi)(xi)貫徹(che)。五是委托(tuo)中國(guo)工程(cheng)院開展(zhan)(zhan)可(ke)(ke)再生(sheng)能源法(fa)(fa)實施情況評估研究,強化專業支撐,增強監督(du)工作的(de)科(ke)學性和客(ke)觀性。六(liu)是廣泛深(shen)入聽取五級人大代表、政府部門(men)、企(qi)業、專家對法(fa)(fa)律實施和修改(gai)完善法(fa)(fa)律的(de)意(yi)見建議。


下面,我(wo)代表執(zhi)(zhi)法檢查組,將可(ke)再生能(neng)源法執(zhi)(zhi)法檢查的主(zhu)要情況(kuang)報(bao)告如下。


一、法律實施總體情況


黨的十八大以(yi)來,在黨中(zhong)央堅強領導下,各地區各部門以(yi)習(xi)近平新時代中(zhong)國特(te)色社會(hui)主(zhu)義思(si)(si)想為(wei)指導,深入貫(guan)徹落實(shi)習(xi)近平生(sheng)(sheng)態文明思(si)(si)想,認(ren)真落實(shi)黨中(zhong)央可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)源發(fa)(fa)展(zhan)戰略,認(ren)真貫(guan)徹實(shi)施可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)源法,推動(dong)可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)源快(kuai)速發(fa)(fa)展(zhan),為(wei)推進能(neng)(neng)源革命、保護生(sheng)(sheng)態環境、促進經濟(ji)和社會(hui)可(ke)(ke)持續發(fa)(fa)展(zhan)發(fa)(fa)揮著日益重要的作用。自2006年(nian)(nian)1月1日可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)源法頒布實(shi)施以(yi)來,可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)源開發(fa)(fa)利用規(gui)模(mo)顯著擴(kuo)大,技術裝備水平不斷提升(sheng)。我國水電、風電、光伏發(fa)(fa)電的累(lei)計裝機規(gui)模(mo)均居世(shi)界首(shou)位。2018年(nian)(nian),全國可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)源發(fa)(fa)電量18670億(yi)千(qian)瓦時,占(zhan)全部發(fa)(fa)電量的26.7%,比(bi)(bi)2005年(nian)(nian)提高10.6個(ge)百分點。其(qi)中(zhong)非水可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)源總裝機容量是(shi)2005年(nian)(nian)的94倍,發(fa)(fa)電量是(shi)2005年(nian)(nian)的91倍。可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)源占(zhan)一次能(neng)(neng)源消費總量比(bi)(bi)重達到12.5%左右,比(bi)(bi)2005年(nian)(nian)翻了一番(fan)。


可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)法(fa)主(zhu)要法(fa)律(lv)制度(du)基(ji)本落實(shi)(shi),法(fa)律(lv)得到有(you)(you)效實(shi)(shi)施,基(ji)本實(shi)(shi)現(xian)了立(li)法(fa)目(mu)(mu)的。法(fa)律(lv)第4條規(gui)定的總量目(mu)(mu)標(biao)制度(du)有(you)(you)效落實(shi)(shi)。法(fa)律(lv)第2章關于資源(yuan)(yuan)(yuan)調查與(yu)發(fa)展規(gui)劃(hua)(hua)的有(you)(you)關規(gui)定加快(kuai)實(shi)(shi)施,開展了資源(yuan)(yuan)(yuan)調查,編制了可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)開發(fa)利用規(gui)劃(hua)(hua)。按照法(fa)律(lv)第3章要求,公布(bu)了可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)產(chan)(chan)(chan)(chan)業(ye)發(fa)展指導目(mu)(mu)錄,制定了相關技(ji)術(shu)標(biao)準規(gui)范,推動可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)技(ji)術(shu)水(shui)平(ping)顯(xian)(xian)著(zhu)進步(bu)。第4章至第6章規(gui)定的相關制度(du)規(gui)定逐步(bu)落實(shi)(shi),可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)發(fa)電成本明顯(xian)(xian)下(xia)降(jiang),裝備制造產(chan)(chan)(chan)(chan)業(ye)快(kuai)速發(fa)展,可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)開發(fa)利用水(shui)平(ping)快(kuai)速提升,在拉動經(jing)濟增長、優(you)化產(chan)(chan)(chan)(chan)業(ye)結(jie)構(gou)和擴大(da)就業(ye)崗位、落實(shi)(shi)控制溫室氣(qi)體排放目(mu)(mu)標(biao)和治(zhi)理大(da)氣(qi)污染等(deng)方面發(fa)揮了重要作用,為調整能(neng)(neng)源(yuan)(yuan)(yuan)結(jie)構(gou)、實(shi)(shi)現(xian)綠色發(fa)展做出了積極(ji)貢獻。但(dan)伴隨可再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)(yuan)(yuan)產(chan)(chan)(chan)(chan)業(ye)快(kuai)速發(fa)展,法(fa)律(lv)有(you)(you)關開發(fa)利用規(gui)劃(hua)(hua)、全額保障性收購、費(fei)用補償等(deng)部分(fen)法(fa)律(lv)制度(du),也存在統(tong)籌協(xie)調不夠(gou)、落實(shi)(shi)不到位、監管薄弱等(deng)問題,有(you)(you)待進一步(bu)研究解(jie)決。


二、法律實施成效


各地區各部門按照(zhao)可再生(sheng)能(neng)源法要求,依法履職盡責(ze),積極(ji)出臺配套政(zheng)策(ce),認(ren)真落實法律(lv)規定(ding),法律(lv)實施取得了顯著(zhu)成效。


(一)出臺配套法規制度,提升可再生能源發展法治化水平


國務院(yuan)相關(guan)(guan)部門高度重視可(ke)(ke)再(zai)(zai)生能(neng)(neng)(neng)(neng)源(yuan)法的(de)(de)貫徹實施(shi),依法在資源(yuan)調查、總量目標、規(gui)(gui)劃引導、應用(yong)示范、產業監測(ce)、并(bing)網消納等方(fang)面(mian)出(chu)(chu)臺(tai)(tai)(tai)了(le)(le)(le)上(shang)百項配(pei)套規(gui)(gui)章政策(ce),規(gui)(gui)范了(le)(le)(le)可(ke)(ke)再(zai)(zai)生能(neng)(neng)(neng)(neng)源(yuan)發(fa)(fa)電(dian)上(shang)網管(guan)(guan)理(li)有關(guan)(guan)內(nei)容(rong),明確了(le)(le)(le)上(shang)網電(dian)價和(he)費用(yong)分攤制(zhi)(zhi)度,制(zhi)(zhi)定(ding)(ding)了(le)(le)(le)可(ke)(ke)再(zai)(zai)生能(neng)(neng)(neng)(neng)源(yuan)裝(zhuang)備設備、工程(cheng)建設、并(bing)網運(yun)行等技術標準(zhun),為推動可(ke)(ke)再(zai)(zai)生能(neng)(neng)(neng)(neng)源(yuan)快速發(fa)(fa)展(zhan)營造了(le)(le)(le)良好的(de)(de)政策(ce)環境(jing)。各級地方(fang)政府結合本地實際,制(zhi)(zhi)定(ding)(ding)出(chu)(chu)臺(tai)(tai)(tai)了(le)(le)(le)地方(fang)性法規(gui)(gui)政策(ce),如河(he)北、浙江制(zhi)(zhi)定(ding)(ding)了(le)(le)(le)可(ke)(ke)再(zai)(zai)生能(neng)(neng)(neng)(neng)源(yuan)開(kai)發(fa)(fa)利用(yong)促(cu)進條例(li)(li),黑龍江、山東、湖北、湖南(nan)等省(sheng)(sheng)(區、市)制(zhi)(zhi)定(ding)(ding)了(le)(le)(le)農村可(ke)(ke)再(zai)(zai)生能(neng)(neng)(neng)(neng)源(yuan)條例(li)(li),吉(ji)林、廣西等省(sheng)(sheng)(區、市)出(chu)(chu)臺(tai)(tai)(tai)了(le)(le)(le)水能(neng)(neng)(neng)(neng)資源(yuan)開(kai)發(fa)(fa)利用(yong)管(guan)(guan)理(li)有關(guan)(guan)規(gui)(gui)定(ding)(ding),內(nei)蒙古(gu)、四川(chuan)、云南(nan)、寧夏等省(sheng)(sheng)(區、市)出(chu)(chu)臺(tai)(tai)(tai)了(le)(le)(le)風能(neng)(neng)(neng)(neng)、太陽能(neng)(neng)(neng)(neng)、地熱能(neng)(neng)(neng)(neng)等開(kai)發(fa)(fa)利用(yong)的(de)(de)有關(guan)(guan)規(gui)(gui)定(ding)(ding),山西出(chu)(chu)臺(tai)(tai)(tai)了(le)(le)(le)可(ke)(ke)再(zai)(zai)生能(neng)(neng)(neng)(neng)源(yuan)發(fa)(fa)電(dian)全額保(bao)障性收(shou)購管(guan)(guan)理(li)辦法,各地支持可(ke)(ke)再(zai)(zai)生能(neng)(neng)(neng)(neng)源(yuan)發(fa)(fa)展(zhan)的(de)(de)配(pei)套法規(gui)(gui)和(he)政策(ce)體系逐步完善。


(二)落實資源調查和規劃制度,引導可再生能源發展方向

(三)加強產業指導和技術創新,大力扶持可再生能源產業發展


法(fa)律第(di)3章要求國(guo)(guo)務院相關(guan)部門加強對可(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)產(chan)(chan)(chan)業(ye)(ye)指(zhi)(zhi)導和(he)(he)技(ji)(ji)(ji)術(shu)(shu)(shu)(shu)研(yan)(yan)發(fa)(fa)(fa)(fa)。國(guo)(guo)家能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)局會(hui)同發(fa)(fa)(fa)(fa)展改(gai)革委(wei)發(fa)(fa)(fa)(fa)布了可(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)產(chan)(chan)(chan)業(ye)(ye)發(fa)(fa)(fa)(fa)展指(zhi)(zhi)導目(mu)(mu)錄,為制定支持可(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)(fa)(fa)(fa)展財政、稅收等政策提(ti)供依據。可(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)產(chan)(chan)(chan)業(ye)(ye)示(shi)(shi)(shi)范(fan)(fan)項(xiang)目(mu)(mu)穩(wen)步推進,“十二(er)五(wu)”期(qi)間實(shi)施(shi)(shi)(shi)81個(ge)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)示(shi)(shi)(shi)范(fan)(fan)城市(shi)、8個(ge)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)示(shi)(shi)(shi)范(fan)(fan)園區、86個(ge)綠色(se)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)示(shi)(shi)(shi)范(fan)(fan)縣,“十三五(wu)”期(qi)間組織實(shi)施(shi)(shi)(shi)6個(ge)清(qing)潔能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)示(shi)(shi)(shi)范(fan)(fan)省(sheng)、4個(ge)可(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)綜合應用(yong)示(shi)(shi)(shi)范(fan)(fan)區以(yi)及28個(ge)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)微電(dian)(dian)(dian)網(wang)示(shi)(shi)(shi)范(fan)(fan)工(gong)程(cheng)(cheng)。2015年以(yi)來,組織開(kai)展3批光伏(fu)“領跑者”基地(di)項(xiang)目(mu)(mu)建設。這(zhe)些(xie)示(shi)(shi)(shi)范(fan)(fan)項(xiang)目(mu)(mu)在(zai)提(ti)升(sheng)可(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)消(xiao)費(fei)比重,推動(dong)先(xian)(xian)進技(ji)(ji)(ji)術(shu)(shu)(shu)(shu)成(cheng)果產(chan)(chan)(chan)業(ye)(ye)化(hua)(hua),促進產(chan)(chan)(chan)業(ye)(ye)升(sheng)級(ji)等方面取得積極效果。可(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)法(fa)頒布實(shi)施(shi)(shi)(shi)后,科(ke)技(ji)(ji)(ji)部在(zai)國(guo)(guo)家科(ke)技(ji)(ji)(ji)計劃中(zhong)優先(xian)(xian)部署可(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)技(ji)(ji)(ji)術(shu)(shu)(shu)(shu)研(yan)(yan)發(fa)(fa)(fa)(fa),截至“十二(er)五(wu)”末期(qi)投(tou)入中(zhong)央(yang)財政經(jing)費(fei)逾23億元(yuan)。“十三五(wu)”期(qi)間投(tou)入中(zhong)央(yang)財政資(zi)金7億元(yuan),實(shi)施(shi)(shi)(shi)“可(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)與(yu)氫能(neng)(neng)(neng)技(ji)(ji)(ji)術(shu)(shu)(shu)(shu)”、“智(zhi)能(neng)(neng)(neng)電(dian)(dian)(dian)網(wang)技(ji)(ji)(ji)術(shu)(shu)(shu)(shu)與(yu)裝備”兩個(ge)重點研(yan)(yan)發(fa)(fa)(fa)(fa)專項(xiang)。通過創(chuang)新(xin)驅(qu)動(dong)和(he)(he)國(guo)(guo)家科(ke)技(ji)(ji)(ji)計劃的實(shi)施(shi)(shi)(shi),我國(guo)(guo)可(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)領域科(ke)技(ji)(ji)(ji)創(chuang)新(xin)能(neng)(neng)(neng)力(li)(li)及產(chan)(chan)(chan)業(ye)(ye)技(ji)(ji)(ji)術(shu)(shu)(shu)(shu)水平得到跨越(yue)式(shi)提(ti)升(sheng)。水電(dian)(dian)(dian)作為傳統可(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan),已(yi)經(jing)位于(yu)世(shi)(shi)界(jie)水電(dian)(dian)(dian)強國(guo)(guo)前列(lie);光伏(fu)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)產(chan)(chan)(chan)業(ye)(ye)規(gui)(gui)模連續多(duo)(duo)年世(shi)(shi)界(jie)第(di)一,是我國(guo)(guo)少數有(you)(you)(you)話語(yu)權的行業(ye)(ye)之一,光伏(fu)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)技(ji)(ji)(ji)術(shu)(shu)(shu)(shu)在(zai)國(guo)(guo)際(ji)市(shi)場擁有(you)(you)(you)絕對競爭(zheng)優勢;風(feng)電(dian)(dian)(dian)領域建立了完整的設備制造產(chan)(chan)(chan)業(ye)(ye)鏈,風(feng)電(dian)(dian)(dian)開(kai)發(fa)(fa)(fa)(fa)規(gui)(gui)模穩(wen)居世(shi)(shi)界(jie)首位;太陽能(neng)(neng)(neng)熱(re)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)初(chu)步形成(cheng)具有(you)(you)(you)自主(zhu)知(zhi)識產(chan)(chan)(chan)權的產(chan)(chan)(chan)業(ye)(ye)鏈;生(sheng)(sheng)(sheng)(sheng)物質(zhi)能(neng)(neng)(neng)實(shi)現了多(duo)(duo)元(yuan)化(hua)(hua)技(ji)(ji)(ji)術(shu)(shu)(shu)(shu)發(fa)(fa)(fa)(fa)展和(he)(he)應用(yong);地(di)熱(re)能(neng)(neng)(neng)實(shi)現了工(gong)程(cheng)(cheng)規(gui)(gui)模化(hua)(hua)應用(yong);海洋(yang)能(neng)(neng)(neng)技(ji)(ji)(ji)術(shu)(shu)(shu)(shu)研(yan)(yan)究和(he)(he)應用(yong)示(shi)(shi)(shi)范(fan)(fan)不斷(duan)取得新(xin)進展;電(dian)(dian)(dian)網(wang)接入和(he)(he)運行技(ji)(ji)(ji)術(shu)(shu)(shu)(shu)水平不斷(duan)提(ti)高(gao),為可(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)大(da)規(gui)(gui)模發(fa)(fa)(fa)(fa)展和(he)(he)消(xiao)納提(ti)供有(you)(you)(you)力(li)(li)支撐。


(四)落實相關法律制度,提高可再生能源開發利用水平


法(fa)律第4章(zhang)規定了(le)支(zhi)(zhi)持可(ke)(ke)(ke)(ke)(ke)再(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)并網發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian),建(jian)立可(ke)(ke)(ke)(ke)(ke)再(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)獨立電(dian)(dian)(dian)(dian)(dian)(dian)力(li)系(xi)(xi)統,鼓勵生(sheng)物質能(neng)(neng)(neng)、太陽(yang)能(neng)(neng)(neng)熱發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)、太陽(yang)能(neng)(neng)(neng)熱水、農村(cun)地(di)區(qu)可(ke)(ke)(ke)(ke)(ke)再(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)推廣和(he)(he)(he)(he)應(ying)用(yong)(yong)等(deng)(deng)(deng)內(nei)容。為(wei)落(luo)實(shi)全額保(bao)障(zhang)性收購(gou)制度,國家發(fa)(fa)展(zhan)(zhan)改(gai)革委、能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)局出臺了(le)可(ke)(ke)(ke)(ke)(ke)再(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)全額保(bao)障(zhang)性收購(gou)管理辦法(fa)、清(qing)潔能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)(xiao)納行動計劃、建(jian)立健全可(ke)(ke)(ke)(ke)(ke)再(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)電(dian)(dian)(dian)(dian)(dian)(dian)力(li)消(xiao)(xiao)納保(bao)障(zhang)機(ji)制的(de)通知(zhi)等(deng)(deng)(deng)政策文(wen)件(jian),核定了(le)重點地(di)區(qu)風電(dian)(dian)(dian)(dian)(dian)(dian)和(he)(he)(he)(he)光伏(fu)最低保(bao)障(zhang)收購(gou)年(nian)(nian)利用(yong)(yong)小時數,設(she)定了(le)各省級行政區(qu)可(ke)(ke)(ke)(ke)(ke)再(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)電(dian)(dian)(dian)(dian)(dian)(dian)力(li)消(xiao)(xiao)納責任權重等(deng)(deng)(deng)。建(jian)立了(le)風電(dian)(dian)(dian)(dian)(dian)(dian)、光伏(fu)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)發(fa)(fa)展(zhan)(zhan)監(jian)測評價體(ti)系(xi)(xi),按年(nian)(nian)度監(jian)測并發(fa)(fa)布市場(chang)和(he)(he)(he)(he)產業(ye)(ye)發(fa)(fa)展(zhan)(zhan)情況,分(fen)綠(lv)色、橙色和(he)(he)(he)(he)紅色三個等(deng)(deng)(deng)級為(wei)行業(ye)(ye)提(ti)供(gong)信息和(he)(he)(he)(he)預警。電(dian)(dian)(dian)(dian)(dian)(dian)網企業(ye)(ye)充分(fen)發(fa)(fa)揮資源(yuan)(yuan)(yuan)(yuan)優化(hua)配(pei)置平臺作(zuo)用(yong)(yong),優化(hua)調度運行,加(jia)快(kuai)輸電(dian)(dian)(dian)(dian)(dian)(dian)通道建(jian)設(she),支(zhi)(zhi)持可(ke)(ke)(ke)(ke)(ke)再(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)高比(bi)例運行和(he)(he)(he)(he)大規模外送。經過(guo)各方面共同努力(li),可(ke)(ke)(ke)(ke)(ke)再(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)棄電(dian)(dian)(dian)(dian)(dian)(dian)狀(zhuang)況持續(xu)緩(huan)解。2016年(nian)(nian)全國平均(jun)棄風率(lv)(lv)為(wei)17%,棄光率(lv)(lv)為(wei)10%;2019年(nian)(nian)1—9月(yue),全國平均(jun)棄風率(lv)(lv)降至4.2%,棄光率(lv)(lv)降至1.9%。青(qing)海創新開(kai)展(zhan)(zhan)“綠(lv)電(dian)(dian)(dian)(dian)(dian)(dian)15日”創造了(le)全球清(qing)潔能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)供(gong)電(dian)(dian)(dian)(dian)(dian)(dian)紀錄。國家發(fa)(fa)展(zhan)(zhan)改(gai)革委、能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)局大力(li)推動分(fen)布式發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)應(ying)用(yong)(yong),截(jie)至2018年(nian)(nian)底,分(fen)布式光伏(fu)累計并網裝機(ji)容量(liang)達5061萬(wan)千(qian)瓦,成為(wei)光伏(fu)產業(ye)(ye)新增長點。農業(ye)(ye)農村(cun)部(bu)等(deng)(deng)(deng)有關部(bu)門和(he)(he)(he)(he)地(di)區(qu)積極實(shi)施(shi)農村(cun)沼氣(qi)轉(zhuan)型(xing)升級,發(fa)(fa)展(zhan)(zhan)秸(jie)稈能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)化(hua)利用(yong)(yong),目(mu)(mu)前(qian)全國秸(jie)稈成型(xing)燃料年(nian)(nian)產量(liang)達到800萬(wan)噸。生(sheng)態環境部(bu)將可(ke)(ke)(ke)(ke)(ke)再(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)項(xiang)目(mu)(mu)納入溫室氣(qi)體(ti)自(zi)愿減排交易體(ti)系(xi)(xi)重點支(zhi)(zhi)持領域(yu),將發(fa)(fa)展(zhan)(zhan)可(ke)(ke)(ke)(ke)(ke)再(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)作(zuo)為(wei)實(shi)現碳強度降低目(mu)(mu)標的(de)有效(xiao)路徑,不斷(duan)推動可(ke)(ke)(ke)(ke)(ke)再(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)高質量(liang)開(kai)發(fa)(fa)利用(yong)(yong)。同時,一些地(di)方將可(ke)(ke)(ke)(ke)(ke)再(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發(fa)(fa)展(zhan)(zhan)與(yu)促進民生(sheng)改(gai)善、助力(li)脫貧攻堅、解決無電(dian)(dian)(dian)(dian)(dian)(dian)地(di)區(qu)用(yong)(yong)電(dian)(dian)(dian)(dian)(dian)(dian)相結合(he)(he),因地(di)制宜探(tan)索光伏(fu)+農業(ye)(ye)、光伏(fu)+漁業(ye)(ye)、風光互補開(kai)發(fa)(fa),開(kai)展(zhan)(zhan)風電(dian)(dian)(dian)(dian)(dian)(dian)清(qing)潔供(gong)暖、可(ke)(ke)(ke)(ke)(ke)再(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)微(wei)電(dian)(dian)(dian)(dian)(dian)(dian)網等(deng)(deng)(deng)示范項(xiang)目(mu)(mu)建(jian)設(she),可(ke)(ke)(ke)(ke)(ke)再(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)(zai)生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)發(fa)(fa)展(zhan)(zhan)的(de)綜合(he)(he)效(xiao)益逐步顯現。


(五)注重經濟激勵,為可再生能源發展提供財政支持


法(fa)律第(di)5章(zhang)、第(di)6章(zhang)明(ming)(ming)確(que)(que)了可(ke)再生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)經(jing)(jing)濟(ji)調(diao)控有關法(fa)律制度,包括分(fen)(fen)類電(dian)(dian)(dian)(dian)價(jia)(jia)、發(fa)(fa)展基(ji)金、財(cai)稅(shui)政策等。國(guo)務院相關部門(men)按照(zhao)有利于促進可(ke)再生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)開發(fa)(fa)利用和(he)經(jing)(jing)濟(ji)合理的(de)原則,制定(ding)了基(ji)于固定(ding)電(dian)(dian)(dian)(dian)價(jia)(jia)下(xia)的(de)補貼政策,明(ming)(ming)確(que)(que)上(shang)網(wang)電(dian)(dian)(dian)(dian)價(jia)(jia)高于煤電(dian)(dian)(dian)(dian)標桿電(dian)(dian)(dian)(dian)價(jia)(jia)的(de)部分(fen)(fen)通過可(ke)再生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)發(fa)(fa)展基(ji)金補償。2019年將上(shang)網(wang)標桿電(dian)(dian)(dian)(dian)價(jia)(jia)調(diao)整(zheng)(zheng)為指(zhi)導價(jia)(jia),新增(zeng)項目(mu)上(shang)網(wang)電(dian)(dian)(dian)(dian)價(jia)(jia)通過競爭方式確(que)(que)定(ding)。同時電(dian)(dian)(dian)(dian)價(jia)(jia)附加(jia)征收標準逐步提(ti)(ti)高,由初(chu)期每度電(dian)(dian)(dian)(dian)0.1分(fen)(fen)調(diao)整(zheng)(zheng)為2016年每度電(dian)(dian)(dian)(dian)1.9分(fen)(fen)。財(cai)政部設立專項資金,累計撥付1312億元支持(chi)(chi)可(ke)再生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)產(chan)業(ye)化規(gui)模應用,支持(chi)(chi)解決無電(dian)(dian)(dian)(dian)地區用電(dian)(dian)(dian)(dian)問題等。據財(cai)政部統計,2012年以來累計安排補貼資金超過4500億元,為可(ke)再生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)快速發(fa)(fa)展提(ti)(ti)供了有力支持(chi)(chi)。在稅(shui)收方面,積極(ji)落實國(guo)家重點(dian)扶持(chi)(chi)的(de)公共基(ji)礎設施項目(mu)企(qi)業(ye)所得稅(shui)三免三減半、風電(dian)(dian)(dian)(dian)增(zeng)值稅(shui)即征即退(tui)50%、固定(ding)資產(chan)加(jia)速折舊等優惠政策,下(xia)調(diao)增(zeng)值稅(shui)稅(shui)率(lv),可(ke)再生(sheng)(sheng)(sheng)能(neng)源(yuan)(yuan)相關企(qi)業(ye)普遍受益。


三、存在的主要問題


隨著可再生能源(yuan)技術(shu)進步和(he)產業(ye)快(kuai)速(su)發展(zhan),我國可再生能源(yuan)進入全面、快(kuai)速(su)、規模化發展(zhan)階段,可再生能源(yuan)法一些(xie)制度(du)規定在實施(shi)中存在相(xiang)互間不夠(gou)(gou)協調、執行不夠(gou)(gou)到位等問題(ti),需要中央和(he)地方、政(zheng)府和(he)企業(ye)統籌解決。


(一)相關規劃尚未充分銜接


法律第8條規(gui)(gui)定(ding),省(sheng)、自(zi)治(zhi)區、直轄市人(ren)民政(zheng)(zheng)府(fu)管理能(neng)源工作(zuo)的部門會(hui)同(tong)本(ben)(ben)級(ji)(ji)人(ren)民政(zheng)(zheng)府(fu)有(you)關部門,依據全國(guo)可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源開(kai)發(fa)(fa)(fa)(fa)利用(yong)(yong)(yong)規(gui)(gui)劃(hua)(hua)和(he)(he)本(ben)(ben)行政(zheng)(zheng)區域可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源開(kai)發(fa)(fa)(fa)(fa)利用(yong)(yong)(yong)中(zhong)長期(qi)目(mu)(mu)(mu)標(biao)(biao)(biao),編制本(ben)(ben)行政(zheng)(zheng)區域可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源開(kai)發(fa)(fa)(fa)(fa)利用(yong)(yong)(yong)規(gui)(gui)劃(hua)(hua)。法律第9條規(gui)(gui)定(ding),可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源規(gui)(gui)劃(hua)(hua)內容應(ying)(ying)當包(bao)括發(fa)(fa)(fa)(fa)展(zhan)目(mu)(mu)(mu)標(biao)(biao)(biao)、主(zhu)要任務、區域布(bu)局、重點項目(mu)(mu)(mu)、實施(shi)(shi)進度、配套(tao)電(dian)網(wang)建設(she)、服務體(ti)(ti)系和(he)(he)保(bao)障措施(shi)(shi)等。具(ju)體(ti)(ti)實施(shi)(shi)中(zhong)存在相關規(gui)(gui)劃(hua)(hua)不(bu)夠銜接、執(zhi)行不(bu)夠到(dao)位等問題。一(yi)是各(ge)級(ji)(ji)可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源規(gui)(gui)劃(hua)(hua)不(bu)夠銜接。檢查中(zhong)發(fa)(fa)(fa)(fa)現,國(guo)家(jia)可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源發(fa)(fa)(fa)(fa)展(zhan)目(mu)(mu)(mu)標(biao)(biao)(biao)和(he)(he)規(gui)(gui)劃(hua)(hua)缺(que)乏約束性(xing)(xing),一(yi)些地(di)方可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源開(kai)發(fa)(fa)(fa)(fa)利用(yong)(yong)(yong)中(zhong)長期(qi)總(zong)量目(mu)(mu)(mu)標(biao)(biao)(biao)未(wei)嚴(yan)格依照全國(guo)總(zong)量目(mu)(mu)(mu)標(biao)(biao)(biao)確定(ding),地(di)方規(gui)(gui)劃(hua)(hua)發(fa)(fa)(fa)(fa)展(zhan)目(mu)(mu)(mu)標(biao)(biao)(biao)超過上級(ji)(ji)總(zong)體(ti)(ti)目(mu)(mu)(mu)標(biao)(biao)(biao),建設(she)規(gui)(gui)模、布(bu)局和(he)(he)速度也與上級(ji)(ji)規(gui)(gui)劃(hua)(hua)不(bu)一(yi)致。如(ru)國(guo)家(jia)“十三五”規(gui)(gui)劃(hua)(hua)中(zhong)確定(ding)新疆風(feng)電(dian)發(fa)(fa)(fa)(fa)展(zhan)目(mu)(mu)(mu)標(biao)(biao)(biao)為1800萬(wan)(wan)千瓦(wa),而新疆可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源“十三五”規(gui)(gui)劃(hua)(hua)中(zhong)確定(ding)風(feng)電(dian)發(fa)(fa)(fa)(fa)展(zhan)目(mu)(mu)(mu)標(biao)(biao)(biao)為3650萬(wan)(wan)千瓦(wa),遠超國(guo)家(jia)規(gui)(gui)劃(hua)(hua)目(mu)(mu)(mu)標(biao)(biao)(biao)。二(er)是可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源開(kai)發(fa)(fa)(fa)(fa)規(gui)(gui)劃(hua)(hua)與電(dian)網(wang)規(gui)(gui)劃(hua)(hua)實施(shi)(shi)中(zhong)缺(que)乏銜接。一(yi)些地(di)方反映(ying),電(dian)網(wang)規(gui)(gui)劃(hua)(hua)建設(she)與可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源開(kai)發(fa)(fa)(fa)(fa)利用(yong)(yong)(yong)不(bu)適應(ying)(ying),電(dian)網(wang)建設(she)滯后于(yu)可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源發(fa)(fa)(fa)(fa)展(zhan),輸(shu)電(dian)通道不(bu)足,且部分輸(shu)電(dian)通道能(neng)力(li)未(wei)達到(dao)設(she)計水(shui)平(ping),可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源電(dian)力(li)輸(shu)出受阻問題比較明(ming)顯。如(ru)我國(guo)“三北”地(di)區新能(neng)源裝機達到(dao)2.3億(yi)千瓦(wa),本(ben)(ben)地(di)市場有(you)限,跨區外送能(neng)力(li)只(zhi)有(you)4200萬(wan)(wan)千瓦(wa),僅(jin)占新能(neng)源裝機的18%。靈活性(xing)(xing)電(dian)源比例不(bu)盡合理,蓄能(neng)電(dian)站(zhan)規(gui)(gui)劃(hua)(hua)建設(she)較為滯后,影響電(dian)網(wang)穩定(ding)性(xing)(xing),不(bu)利于(yu)可(ke)(ke)再(zai)生(sheng)(sheng)能(neng)源消納。


(二)可再生能源消納壓力仍然較大


法律第13條規定(ding),國家鼓勵(li)和支(zhi)持(chi)可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)并(bing)網發(fa)電(dian)(dian)(dian)(dian)。檢查中發(fa)現,受多種因素影響,一些局部地區棄電(dian)(dian)(dian)(dian)率(lv)仍(reng)(reng)然(ran)偏高(gao)(gao),可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)(xiao)納問題仍(reng)(reng)需重(zhong)視。“十二五(wu)”以來,我國包括可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)在(zai)內的(de)(de)各類電(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)(yuan)保持(chi)快速(su)增(zeng)長,而用電(dian)(dian)(dian)(dian)需求不夠(gou)平衡,消(xiao)(xiao)納市場容(rong)量不足。可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)富(fu)集區與用電(dian)(dian)(dian)(dian)負(fu)(fu)荷區不匹配,一些地方出(chu)于利益考慮不優先接受外來電(dian)(dian)(dian)(dian)力,行(xing)政(zheng)區域間壁壘嚴重(zhong),可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)異地消(xiao)(xiao)納矛盾(dun)較為突(tu)出(chu)。同時,我國電(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)(yuan)結(jie)構性(xing)矛盾(dun)突(tu)出(chu),缺少抽水蓄能(neng)(neng)(neng)(neng)等(deng)靈活(huo)調節電(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)(yuan)與可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)匹配,特別是(shi)(shi)(shi)在(zai)冬(dong)(dong)季(ji)供暖期,煤電(dian)(dian)(dian)(dian)機組熱電(dian)(dian)(dian)(dian)聯產與可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)電(dian)(dian)(dian)(dian)力消(xiao)(xiao)納矛盾(dun)更加突(tu)出(chu)。如吉林裝機容(rong)量是(shi)(shi)(shi)用電(dian)(dian)(dian)(dian)負(fu)(fu)荷的(de)(de)2.6—5.8倍(bei),省(sheng)內電(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)(yuan)持(chi)續富(fu)余,特別是(shi)(shi)(shi)在(zai)冬(dong)(dong)季(ji)供暖期,保證供熱的(de)(de)火(huo)電(dian)(dian)(dian)(dian)最(zui)小發(fa)電(dian)(dian)(dian)(dian)出(chu)力比(bi)低谷用電(dian)(dian)(dian)(dian)負(fu)(fu)荷高(gao)(gao)210—320萬千(qian)瓦,電(dian)(dian)(dian)(dian)網調峰困難。由于一些可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)(yuan)富(fu)集的(de)(de)重(zhong)點地區缺乏(fa)針對性(xing)政(zheng)策安排,可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)電(dian)(dian)(dian)(dian)力消(xiao)(xiao)納壓力很大(da),一定(ding)程度影響和制(zhi)約了可(ke)(ke)再(zai)(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)的(de)(de)健康快速(su)發(fa)展。


(三)全額保障性收購制度落實尚不到位


法律第14條規(gui)定(ding)(ding),國(guo)家實(shi)行(xing)可(ke)再生能源發電(dian)全(quan)額保(bao)障(zhang)性收購(gou)制度。檢查中(zhong)發現(xian),個別省份(fen)暫(zan)未(wei)達到國(guo)家規(gui)定(ding)(ding)的(de)最(zui)低(di)(di)保(bao)障(zhang)收購(gou)年利(li)用(yong)(yong)小時(shi)(shi)(shi)數(shu)(shu),且存(cun)在以低(di)(di)于(yu)(yu)國(guo)家有關政策明確(que)的(de)電(dian)價水(shui)平(ping)收購(gou)的(de)情況(kuang)。如寧夏2018年自行(xing)制定(ding)(ding)風(feng)電(dian)最(zui)低(di)(di)保(bao)障(zhang)性收購(gou)利(li)用(yong)(yong)小時(shi)(shi)(shi)數(shu)(shu)為750—850小時(shi)(shi)(shi),遠低(di)(di)于(yu)(yu)國(guo)家核定(ding)(ding)的(de)1850小時(shi)(shi)(shi)最(zui)低(di)(di)保(bao)障(zhang)收購(gou)小時(shi)(shi)(shi)數(shu)(shu)。甘肅2018年自行(xing)設置的(de)風(feng)電(dian)、光伏(fu)發電(dian)保(bao)障(zhang)性收購(gou)小時(shi)(shi)(shi)數(shu)(shu)分別為774小時(shi)(shi)(shi)和479小時(shi)(shi)(shi),距國(guo)家保(bao)障(zhang)性收購(gou)政策規(gui)定(ding)(ding)的(de)風(feng)電(dian)1800小時(shi)(shi)(shi)和光伏(fu)發電(dian)1500小時(shi)(shi)(shi)差(cha)距較(jiao)大;實(shi)際風(feng)電(dian)、光伏(fu)發電(dian)利(li)用(yong)(yong)小時(shi)(shi)(shi)數(shu)(shu)中(zhong),大部分電(dian)量屬于(yu)(yu)低(di)(di)價市(shi)場化交(jiao)易,發電(dian)企(qi)業合法權(quan)益保(bao)障(zhang)不足。


(四)電價補償和發展基金問題較為突出


法(fa)律第20條規(gui)定,收(shou)購可(ke)(ke)(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)電(dian)量所發(fa)生(sheng)(sheng)的(de)(de)費用(yong),高(gao)于(yu)按(an)照常規(gui)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)電(dian)平均(jun)上(shang)(shang)網(wang)(wang)電(dian)價(jia)計算所發(fa)生(sheng)(sheng)費用(yong)之間(jian)的(de)(de)差(cha)額(e),由在全國范圍對銷(xiao)售(shou)電(dian)量征(zheng)(zheng)(zheng)收(shou)可(ke)(ke)(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)電(dian)價(jia)附(fu)(fu)加(jia)(jia)補(bu)償(chang)。法(fa)律第24條規(gui)定,國家(jia)財(cai)政(zheng)設立可(ke)(ke)(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)展(zhan)(zhan)基(ji)金(jin)(jin)(jin),資(zi)(zi)金(jin)(jin)(jin)來(lai)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)包(bao)括國家(jia)財(cai)政(zheng)年(nian)(nian)度(du)安排的(de)(de)專項(xiang)資(zi)(zi)金(jin)(jin)(jin)和依法(fa)征(zheng)(zheng)(zheng)收(shou)的(de)(de)可(ke)(ke)(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)電(dian)價(jia)附(fu)(fu)加(jia)(jia)收(shou)入等(deng)。檢查中(zhong)各地(di)反(fan)映(ying),電(dian)價(jia)補(bu)償(chang)政(zheng)策(ce)落實不(bu)到位,補(bu)貼(tie)資(zi)(zi)金(jin)(jin)(jin)來(lai)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)不(bu)足,補(bu)貼(tie)發(fa)放(fang)不(bu)及時(shi),影(ying)響企業(ye)正常經營(ying)和發(fa)展(zhan)(zhan)。國家(jia)相關(guan)部門反(fan)映(ying),現行可(ke)(ke)(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)電(dian)補(bu)貼(tie)政(zheng)策(ce)已遠(yuan)不(bu)能(neng)(neng)(neng)(neng)滿足可(ke)(ke)(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)展(zhan)(zhan)需要。目(mu)前(qian)(qian)征(zheng)(zheng)(zheng)收(shou)總額(e)僅能(neng)(neng)(neng)(neng)滿足2015年(nian)(nian)底前(qian)(qian)已并網(wang)(wang)項(xiang)目(mu)的(de)(de)補(bu)貼(tie)需求,“十三五”期間(jian)90%以(yi)上(shang)(shang)新(xin)增可(ke)(ke)(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)電(dian)項(xiang)目(mu)補(bu)貼(tie)資(zi)(zi)金(jin)(jin)(jin)來(lai)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)尚未落實。一(yi)(yi)是可(ke)(ke)(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)電(dian)價(jia)附(fu)(fu)加(jia)(jia)未及時(shi)調整。2016年(nian)(nian)可(ke)(ke)(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)電(dian)價(jia)附(fu)(fu)加(jia)(jia)征(zheng)(zheng)(zheng)收(shou)標準提高(gao)到每千(qian)瓦(wa)時(shi)1.9分(fen),后(hou)期未作調整,其他資(zi)(zi)金(jin)(jin)(jin)來(lai)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)不(bu)足,補(bu)償(chang)缺口逐步(bu)擴大。二是電(dian)價(jia)附(fu)(fu)加(jia)(jia)未依法(fa)嚴格征(zheng)(zheng)(zheng)收(shou)。第三方(fang)評估報告指出(chu),2015—2018年(nian)(nian)可(ke)(ke)(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)電(dian)價(jia)平均(jun)附(fu)(fu)加(jia)(jia)征(zheng)(zheng)(zheng)收(shou)率(lv)僅為84.4%。各地(di)方(fang)廣泛存(cun)在著只對公共電(dian)網(wang)(wang)工商業(ye)用(yong)戶(hu)征(zheng)(zheng)(zheng)收(shou),對自備電(dian)廠用(yong)戶(hu)、地(di)方(fang)電(dian)網(wang)(wang)用(yong)電(dian)長期未征(zheng)(zheng)(zheng)、少征(zheng)(zheng)(zheng)等(deng)問題。三是發(fa)展(zhan)(zhan)規(gui)模(mo)缺乏有效控(kong)制(zhi)。可(ke)(ke)(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)展(zhan)(zhan)初期,電(dian)價(jia)調整滯后(hou)于(yu)技術(shu)發(fa)展(zhan)(zhan)水平,部分(fen)可(ke)(ke)(ke)(ke)(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)企業(ye)追求高(gao)投資(zi)(zi)回報,非理性投資(zi)(zi),搶裝(zhuang)機、搶上(shang)(shang)網(wang)(wang)問題突(tu)出(chu),一(yi)(yi)些(xie)地(di)方(fang)未按(an)照國家(jia)規(gui)劃有效控(kong)制(zhi)本地(di)區發(fa)展(zhan)(zhan)規(gui)模(mo),加(jia)(jia)劇了補(bu)貼(tie)缺口。


(五)與相關財稅、土地、環保等政策銜接不夠


法律(lv)第(di)25、26條(tiao)分別規(gui)定,對(dui)(dui)列入國家(jia)可(ke)再(zai)生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)產業發(fa)(fa)(fa)(fa)展指導(dao)目錄的(de)有關(guan)(guan)項目,金(jin)融(rong)機構對(dui)(dui)其提供優惠(hui)貸(dai)(dai)款(kuan),國家(jia)給(gei)予稅收(shou)優惠(hui)。檢(jian)查中一些(xie)企業反映,可(ke)再(zai)生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)企業特別是(shi)民營企業貸(dai)(dai)款(kuan)難、貸(dai)(dai)款(kuan)貴(gui)問題仍然存在。第(di)三方評估報(bao)告指出,財(cai)政貼息(xi)政策沒有落(luo)實(shi),優惠(hui)貸(dai)(dai)款(kuan)政策未覆(fu)蓋可(ke)再(zai)生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)領域。一些(xie)地方反映,可(ke)再(zai)生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)開發(fa)(fa)(fa)(fa)利(li)用與土地管(guan)(guan)理、生態(tai)環境保(bao)護(hu)等政策銜接(jie)不(bu)(bu)(bu)夠(gou),相關(guan)(guan)部門(men)監管(guan)(guan)協同不(bu)(bu)(bu)夠(gou),可(ke)再(zai)生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)建設布局、開發(fa)(fa)(fa)(fa)規(gui)模受政策調整影響(xiang)較大。河(he)北是(shi)京津冀(ji)重要(yao)的(de)生態(tai)環境支撐區,青(qing)海自然生態(tai)系統敏感脆弱(ruo),可(ke)再(zai)生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)開發(fa)(fa)(fa)(fa)利(li)用更要(yao)重視與資(zi)源(yuan)(yuan)(yuan)(yuan)環境相關(guan)(guan)政策的(de)銜接(jie),可(ke)再(zai)生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)綠(lv)色高(gao)質(zhi)量發(fa)(fa)(fa)(fa)展任務(wu)艱巨。企業反映,有的(de)地方土地稅費征收(shou)不(bu)(bu)(bu)規(gui)范(fan),稅收(shou)減免措(cuo)施落(luo)實(shi)不(bu)(bu)(bu)到(dao)位(wei),造成(cheng)非技術成(cheng)本高(gao)昂。另外(wai),現行政策對(dui)(dui)可(ke)再(zai)生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)開發(fa)(fa)(fa)(fa)利(li)用全(quan)生命周期生態(tai)環境效益考慮不(bu)(bu)(bu)足,重視前期開發(fa)(fa)(fa)(fa)利(li)用,忽視產品末(mo)端回收(shou)。風力發(fa)(fa)(fa)(fa)電機壽(shou)命為20年左(zuo)右(you),太陽(yang)能(neng)(neng)板使用壽(shou)命為25年左(zuo)右(you),早(zao)期投產的(de)可(ke)再(zai)生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)設備陸續進入報(bao)廢期,廢棄(qi)物回收(shou)處理處置(zhi)需要(yao)規(gui)范(fan)管(guan)(guan)理。


(六)可再生能源非電應用支持政策存在短板


法律第16、17條(tiao)明確國家鼓(gu)勵(li)發展生(sheng)(sheng)物(wu)質燃(ran)氣(qi)和熱(re)力(li)、太(tai)陽(yang)能(neng)熱(re)利(li)用(yong)(yong)(yong)等(deng)。實際工作中(zhong),各類型可(ke)再(zai)生(sheng)(sheng)能(neng)源(yuan)之間發展不平衡,可(ke)再(zai)生(sheng)(sheng)能(neng)源(yuan)非電(dian)(dian)應用(yong)(yong)(yong)明顯滯后于(yu)發電(dian)(dian)類項目,太(tai)陽(yang)能(neng)熱(re)利(li)用(yong)(yong)(yong)、地熱(re)利(li)用(yong)(yong)(yong)以(yi)及生(sheng)(sheng)物(wu)質燃(ran)料的發展都(dou)較為緩慢。企業反映,可(ke)再(zai)生(sheng)(sheng)能(neng)源(yuan)非電(dian)(dian)應用(yong)(yong)(yong)政(zheng)策支(zhi)持(chi)和經濟激勵(li)力(li)度不足(zu),生(sheng)(sheng)物(wu)質熱(re)力(li)、生(sheng)(sheng)物(wu)燃(ran)氣(qi)、生(sheng)(sheng)物(wu)柴(chai)油(you)等(deng)產品缺乏具(ju)體的支(zhi)持(chi)政(zheng)策,受(shou)特許經營限制(zhi),難以(yi)公平進入市場(chang)。生(sheng)(sheng)物(wu)質能(neng)開發利(li)用(yong)(yong)(yong)對(dui)于(yu)改善民生(sheng)(sheng)、助力(li)脫貧攻堅、保護生(sheng)(sheng)態環境(jing)等(deng)具(ju)有(you)(you)更加直接(jie)的作用(yong)(yong)(yong),應統籌考慮其(qi)環保效(xiao)益和社(she)會效(xiao)益,加大財稅政(zheng)策支(zhi)持(chi)力(li)度。另外,一(yi)些地方(fang)反映對(dui)可(ke)再(zai)生(sheng)(sheng)能(neng)源(yuan)用(yong)(yong)(yong)戶企業支(zhi)持(chi)政(zheng)策尚有(you)(you)不足(zu)。


(七)可再生能源技術研發應用仍需加強


法律第12條規(gui)定(ding),支(zhi)持推動(dong)可(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)開發利用(yong)的(de)科學技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)研(yan)(yan)究(jiu)、應(ying)用(yong)示范和(he)產業化(hua)(hua)發展。雖然我國(guo)(guo)可(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)水(shui)平(ping)取得顯著(zhu)進(jin)步(bu),但在(zai)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)研(yan)(yan)發能(neng)(neng)(neng)力(li)、裝(zhuang)(zhuang)備(bei)制(zhi)造(zao)質量、工程技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)創新(xin)、公(gong)共(gong)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)體系建(jian)(jian)設方(fang)面仍需(xu)進(jin)一(yi)步(bu)加強。一(yi)是(shi)部分(fen)(fen)核心技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)研(yan)(yan)發能(neng)(neng)(neng)力(li)偏弱。大(da)容量儲能(neng)(neng)(neng)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)尚存(cun)在(zai)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)瓶(ping)頸,安全經濟(ji)的(de)新(xin)型儲能(neng)(neng)(neng)產品有(you)待(dai)突(tu)破。風電(dian)機(ji)(ji)組(zu)軸承國(guo)(guo)產化(hua)(hua)程度(du)不高(gao),風電(dian)機(ji)(ji)組(zu)控(kong)制(zhi)機(ji)(ji)組(zu)核心元器(qi)件、部分(fen)(fen)高(gao)效光伏電(dian)池生(sheng)(sheng)(sheng)產裝(zhuang)(zhuang)備(bei)主要依賴進(jin)口。二是(shi)電(dian)網(wang)接(jie)入和(he)運(yun)行技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)有(you)待(dai)快(kuai)速提(ti)升。電(dian)網(wang)運(yun)行控(kong)制(zhi)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)、智能(neng)(neng)(neng)化(hua)(hua)水(shui)平(ping)、靈活調(diao)節能(neng)(neng)(neng)力(li)以及新(xin)能(neng)(neng)(neng)源(yuan)功率預測技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)等,均需(xu)要提(ti)升到適應(ying)高(gao)比例可(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)并網(wang)運(yun)行水(shui)平(ping)。三是(shi)生(sheng)(sheng)(sheng)物質能(neng)(neng)(neng)相關技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)有(you)待(dai)突(tu)破。成型燃料、生(sheng)(sheng)(sheng)物燃料乙醇(chun)、生(sheng)(sheng)(sheng)物質氣化(hua)(hua)等存(cun)在(zai)技(ji)(ji)(ji)(ji)術(shu)(shu)(shu)(shu)(shu)瓶(ping)頸。四是(shi)可(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)標準化(hua)(hua)建(jian)(jian)設、開發利用(yong)裝(zhuang)(zhuang)備(bei)公(gong)共(gong)檢(jian)測試驗能(neng)(neng)(neng)力(li)有(you)待(dai)提(ti)升。


(八)可再生能源行業監管力度不夠


可(ke)再(zai)生(sheng)能(neng)源法(fa)(fa)規(gui)定(ding)了各級(ji)政府部(bu)門(men)、相關(guan)企(qi)業(ye)的權利義務,具體實施(shi)中由于相關(guan)責任(ren)主(zhu)體不夠明確、缺乏有(you)力(li)監管等原因,造成對執行(xing)(xing)不到位的難以(yi)實施(shi)處罰(fa)(fa)。法(fa)(fa)律(lv)第28—31條規(gui)定(ding)了相關(guan)部(bu)門(men)、電網(wang)企(qi)業(ye)、燃氣和(he)熱力(li)管網(wang)企(qi)業(ye)、石油銷售企(qi)業(ye)的法(fa)(fa)律(lv)責任(ren),但自法(fa)(fa)律(lv)頒布實施(shi)以(yi)來(lai),尚未(wei)有(you)因違反可(ke)再(zai)生(sheng)能(neng)源法(fa)(fa)獲得相關(guan)行(xing)(xing)政處罰(fa)(fa)的案例發(fa)生(sheng),法(fa)(fa)律(lv)責任(ren)條款并未(wei)有(you)效落實。


四、意見和建議


各(ge)地各(ge)部門要以習近平新時代(dai)中(zhong)(zhong)國(guo)特色社(she)會(hui)主義思想為指(zhi)導(dao),認真(zhen)貫(guan)徹落實習近平生態文明思想,貫(guan)徹落實習近平總(zong)書(shu)記關(guan)于能(neng)(neng)源(yuan)生產和消費(fei)革命的(de)(de)重要論述,以及中(zhong)(zhong)央(yang)十(shi)九屆四中(zhong)(zhong)全會(hui)有關(guan)“推進(jin)能(neng)(neng)源(yuan)革命,構建清潔(jie)低碳、安全高效的(de)(de)能(neng)(neng)源(yuan)體系(xi)”戰略部署,全面(mian)推動可(ke)(ke)(ke)(ke)再(zai)生能(neng)(neng)源(yuan)高質量發(fa)展(zhan)。要從能(neng)(neng)源(yuan)革命戰略高度考(kao)慮可(ke)(ke)(ke)(ke)再(zai)生能(neng)(neng)源(yuan)發(fa)展(zhan)問題,重視(shi)可(ke)(ke)(ke)(ke)再(zai)生能(neng)(neng)源(yuan)發(fa)展(zhan)在整個經(jing)濟社(she)會(hui)發(fa)展(zhan)中(zhong)(zhong)的(de)(de)戰略地位(wei),統籌處理好可(ke)(ke)(ke)(ke)再(zai)生能(neng)(neng)源(yuan)與化(hua)石能(neng)(neng)源(yuan)的(de)(de)關(guan)系(xi),處理好可(ke)(ke)(ke)(ke)再(zai)生能(neng)(neng)源(yuan)開發(fa)利用與并網(wang)消納的(de)(de)關(guan)系(xi)。要堅持清潔(jie)低碳、綠色發(fa)展(zhan),保持優先(xian)發(fa)展(zhan)可(ke)(ke)(ke)(ke)再(zai)生能(neng)(neng)源(yuan)的(de)(de)定力不(bu)動搖(yao),提高可(ke)(ke)(ke)(ke)再(zai)生能(neng)(neng)源(yuan)消費(fei)比(bi)重,努力盡早實現到2030年非化(hua)石能(neng)(neng)源(yuan)占一次能(neng)(neng)源(yuan)消費(fei)比(bi)重達到20%的(de)(de)目標(biao)。


(一)做好頂層設計,提高規劃的科學性和協調性


國務(wu)院有關(guan)(guan)部(bu)門(men)要開(kai)展(zhan)好(hao)可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)(fa)展(zhan)“十(shi)四五(wu)”規(gui)(gui)(gui)(gui)劃(hua)和(he)(he)(he)中(zhong)長期(qi)(qi)發(fa)(fa)展(zhan)戰(zhan)略研究,根據我國能(neng)(neng)(neng)源(yuan)(yuan)轉型方向(xiang)和(he)(he)(he)各地(di)可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)稟賦(fu)特點,做好(hao)可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)(fa)展(zhan)的(de)(de)(de)頂層設(she)計。嚴格(ge)落實可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)法中(zhong)關(guan)(guan)于規(gui)(gui)(gui)(gui)劃(hua)制度(du)的(de)(de)(de)要求,突出規(gui)(gui)(gui)(gui)劃(hua)的(de)(de)(de)科學性、前(qian)瞻(zhan)性和(he)(he)(he)約束性,科學合理(li)確定(ding)可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)(fa)展(zhan)目標(biao)和(he)(he)(he)發(fa)(fa)展(zhan)時(shi)序(xu),統(tong)籌(chou)可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)開(kai)發(fa)(fa)、輸送(song)、利(li)用各環(huan)節的(de)(de)(de)部(bu)署安排(pai),積極促進可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)產業(ye)持續健康發(fa)(fa)展(zhan)。地(di)方各級(ji)能(neng)(neng)(neng)源(yuan)(yuan)主管(guan)(guan)部(bu)門(men)要以國家(jia)規(gui)(gui)(gui)(gui)劃(hua)為依據,按照法律規(gui)(gui)(gui)(gui)定(ding)的(de)(de)(de)程序(xu)制定(ding)本行政區域可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)開(kai)發(fa)(fa)利(li)用規(gui)(gui)(gui)(gui)劃(hua),加強各級(ji)規(gui)(gui)(gui)(gui)劃(hua)的(de)(de)(de)有效銜(xian)接。結(jie)合實際、因地(di)制宜統(tong)籌(chou)安排(pai)可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)(fa)展(zhan)規(gui)(gui)(gui)(gui)模、布局、時(shi)序(xu),科學有序(xu)開(kai)發(fa)(fa)利(li)用可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)。相關(guan)(guan)部(bu)門(men)和(he)(he)(he)單位要加強電源(yuan)(yuan)和(he)(he)(he)電網、可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)和(he)(he)(he)常規(gui)(gui)(gui)(gui)能(neng)(neng)(neng)源(yuan)(yuan)、可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)與應對氣候(hou)變化等相關(guan)(guan)規(gui)(gui)(gui)(gui)劃(hua)統(tong)籌(chou)銜(xian)接,保(bao)證各項規(gui)(gui)(gui)(gui)劃(hua)的(de)(de)(de)目標(biao)、任務(wu)和(he)(he)(he)措施(shi)相互配套。加強可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)(fa)展(zhan)規(gui)(gui)(gui)(gui)劃(hua)與國土空間規(gui)(gui)(gui)(gui)劃(hua)統(tong)籌(chou)協調,依法對可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)(fa)展(zhan)相關(guan)(guan)專項規(gui)(gui)(gui)(gui)劃(hua)開(kai)展(zhan)環(huan)境影響(xiang)評(ping)價,促進生(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)保(bao)護和(he)(he)(he)可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)持續協調發(fa)(fa)展(zhan)。加強可(ke)(ke)再(zai)(zai)(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)(fa)展(zhan)規(gui)(gui)(gui)(gui)劃(hua)執(zhi)行情(qing)況(kuang)的(de)(de)(de)事(shi)前(qian)事(shi)中(zhong)監管(guan)(guan),完(wan)善定(ding)期(qi)(qi)追(zhui)蹤(zong)和(he)(he)(he)評(ping)估機制,嚴格(ge)規(gui)(gui)(gui)(gui)劃(hua)目標(biao)執(zhi)行情(qing)況(kuang)考核。


(二)完善體制機制,統籌解決可再生能源消納問題


國務院(yuan)相(xiang)關(guan)(guan)部門要(yao)加快建立統一協(xie)調的(de)(de)體制(zhi)機制(zhi),加強溝通(tong)銜接(jie),共同研(yan)究和(he)(he)統籌處理好可再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)開(kai)發和(he)(he)消(xiao)納利(li)用的(de)(de)關(guan)(guan)系,進(jin)一步提(ti)高(gao)可再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)利(li)用率。結(jie)合(he)電(dian)力(li)體制(zhi)改革,抓緊研(yan)究有利(li)于可再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)大(da)規模并網的(de)(de)電(dian)力(li)運行體制(zhi)和(he)(he)機制(zhi),完善以可再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)利(li)用指(zhi)標為導(dao)(dao)向的(de)(de)能(neng)(neng)源(yuan)發展指(zhi)標考(kao)核體系。結(jie)合(he)北方冬(dong)季清潔(jie)取(qu)暖等相(xiang)關(guan)(guan)政策推進(jin)實施,鼓(gu)勵(li)(li)分布式可再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)自發自用,促進(jin)就地(di)消(xiao)納利(li)用。完善可再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)電(dian)力(li)市(shi)(shi)場(chang)(chang)交(jiao)易機制(zhi),打破省間(jian)電(dian)力(li)交(jiao)易壁(bi)壘,鼓(gu)勵(li)(li)送受兩端市(shi)(shi)場(chang)(chang)主(zhu)體直接(jie)開(kai)展交(jiao)易,有針對性地(di)建立可再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)發電(dian)參與電(dian)力(li)現貨市(shi)(shi)場(chang)(chang)交(jiao)易的(de)(de)體系。積極(ji)引導(dao)(dao)和(he)(he)規范電(dian)力(li)市(shi)(shi)場(chang)(chang)建設,通(tong)過市(shi)(shi)場(chang)(chang)化方式提(ti)升(sheng)可再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)消(xiao)納能(neng)(neng)力(li)。電(dian)網公司應加強輸電(dian)通(tong)道建設,提(ti)高(gao)可再(zai)(zai)生(sheng)(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)電(dian)力(li)跨區域(yu)輸送能(neng)(neng)力(li)。


(三)加強統籌協調,綜合研究解決補貼資金拖欠問題


國家(jia)發(fa)(fa)(fa)(fa)展(zhan)改(gai)革、財政(zheng)(zheng)、能(neng)(neng)源(yuan)(yuan)等(deng)(deng)部門要(yao)進一步完善可(ke)(ke)再(zai)(zai)生能(neng)(neng)源(yuan)(yuan)價格補(bu)(bu)貼(tie)政(zheng)(zheng)策(ce),保持相關政(zheng)(zheng)策(ce)的(de)(de)科學性和(he)連(lian)續性,合理確定電價附加征(zheng)收(shou)標準動態調(diao)整(zheng)和(he)補(bu)(bu)貼(tie)退(tui)坡有(you)關政(zheng)(zheng)策(ce)的(de)(de)調(diao)整(zheng)方(fang)向、節奏等(deng)(deng),穩定企(qi)業預期。要(yao)統籌(chou)考慮政(zheng)(zheng)府財政(zheng)(zheng)支撐能(neng)(neng)力(li)(li)、環境保護和(he)改(gai)善民生需(xu)(xu)求等(deng)(deng)多方(fang)面因素,開拓思(si)路提出解決存量項(xiang)目(mu)補(bu)(bu)貼(tie)缺(que)口(kou)的(de)(de)新(xin)辦法,采(cai)取有(you)效措施控制(zhi)新(xin)增項(xiang)目(mu)補(bu)(bu)貼(tie)需(xu)(xu)求。強化(hua)可(ke)(ke)再(zai)(zai)生能(neng)(neng)源(yuan)(yuan)電價附加征(zheng)繳(jiao),自(zi)(zi)備電廠應繳(jiao)費用(yong)做(zuo)到應收(shou)盡收(shou),增加基金收(shou)入。鼓(gu)勵(li)(li)(li)可(ke)(ke)再(zai)(zai)生能(neng)(neng)源(yuan)(yuan)發(fa)(fa)(fa)(fa)電通過(guo)參與電力(li)(li)市場化(hua)交(jiao)(jiao)易、綠色電力(li)(li)證書(shu)交(jiao)(jiao)易等(deng)(deng)方(fang)式減少補(bu)(bu)貼(tie)需(xu)(xu)求,研究出臺鼓(gu)勵(li)(li)(li)存量項(xiang)目(mu)自(zi)(zi)愿轉為平價項(xiang)目(mu)的(de)(de)政(zheng)(zheng)策(ce)措施。進一步合理控制(zhi)新(xin)增項(xiang)目(mu)開發(fa)(fa)(fa)(fa)規(gui)模和(he)建設時序,規(gui)范補(bu)(bu)償范圍(wei)、優化(hua)補(bu)(bu)貼(tie)發(fa)(fa)(fa)(fa)放(fang)程序,縮小補(bu)(bu)貼(tie)缺(que)口(kou),逐(zhu)步實現收(shou)支平衡。制(zhi)定鼓(gu)勵(li)(li)(li)企(qi)業自(zi)(zi)發(fa)(fa)(fa)(fa)自(zi)(zi)用(yong)可(ke)(ke)再(zai)(zai)生能(neng)(neng)源(yuan)(yuan)的(de)(de)政(zheng)(zheng)策(ce)。充分發(fa)(fa)(fa)(fa)揮財政(zheng)(zheng)資(zi)金的(de)(de)杠桿(gan)作(zuo)用(yong),加大對民營企(qi)業和(he)可(ke)(ke)再(zai)(zai)生能(neng)(neng)源(yuan)(yuan)發(fa)(fa)(fa)(fa)電企(qi)業的(de)(de)金融(rong)支持力(li)(li)度(du)。


(四)健全政策措施,實現可再生能源持續健康發展


根據不(bu)同種類(lei)可(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)的(de)(de)發(fa)(fa)展(zhan)階段,區別制定發(fa)(fa)展(zhan)政(zheng)(zheng)(zheng)策,對(dui)產業(ye)相對(dui)成熟的(de)(de),適當(dang)減(jian)少政(zheng)(zheng)(zheng)策支(zhi)(zhi)持(chi)(chi)規(gui)模和(he)(he)力(li)度,鼓(gu)勵其參與(yu)市場化競爭(zheng);對(dui)有發(fa)(fa)展(zhan)潛(qian)力(li)、進展(zhan)較(jiao)為(wei)緩(huan)慢的(de)(de),加大政(zheng)(zheng)(zheng)策和(he)(he)財政(zheng)(zheng)(zheng)扶持(chi)(chi)。處理好可(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)開(kai)發(fa)(fa)利(li)(li)用(yong)同生態環境(jing)保(bao)護的(de)(de)關(guan)(guan)系(xi),研究完(wan)善環境(jing)污染防治(zhi)及廢棄(qi)物回(hui)收處理相關(guan)(guan)規(gui)定。推進抽水蓄能(neng)(neng)(neng)等儲能(neng)(neng)(neng)電站(zhan)建(jian)設、加強(qiang)火電靈(ling)活(huo)性改造,提高電力(li)系(xi)統調(diao)峰調(diao)頻能(neng)(neng)(neng)力(li)。進一(yi)步完(wan)善分(fen)布式能(neng)(neng)(neng)源(yuan)(yuan)(yuan)、綜合(he)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)微網(wang)(wang)發(fa)(fa)展(zhan)的(de)(de)鼓(gu)勵機制和(he)(he)政(zheng)(zheng)(zheng)策。進一(yi)步強(qiang)化生物質(zhi)燃料、可(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)熱利(li)(li)用(yong)等可(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)非電應用(yong)的(de)(de)政(zheng)(zheng)(zheng)策支(zhi)(zhi)持(chi)(chi),加大資金扶持(chi)(chi)力(li)度,完(wan)善配套政(zheng)(zheng)(zheng)策及相關(guan)(guan)規(gui)定,在入管入網(wang)(wang)入市等方面(mian)規(gui)范標(biao)準、簡化程序,為(wei)可(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)在各個(ge)領域推廣創(chuang)造條件。嚴格(ge)落(luo)實(shi)國家對(dui)可(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)開(kai)發(fa)(fa)利(li)(li)用(yong)項(xiang)目(mu)的(de)(de)增值稅(shui)、所得稅(shui)、費用(yong)減(jian)免等稅(shui)費支(zhi)(zhi)持(chi)(chi)政(zheng)(zheng)(zheng)策,降低企業(ye)非技(ji)術成本。完(wan)善可(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)統計評價(jia)體系(xi),將(jiang)各類(lei)可(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)利(li)(li)用(yong)情況全(quan)部(bu)納(na)入考核(he)指標(biao)體系(xi),倒(dao)逼(bi)可(ke)再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)全(quan)面(mian)發(fa)(fa)展(zhan)。


(五)堅持科技創新,推動解決發展中出現的問題


按照(zhao)國家(jia)能(neng)(neng)(neng)(neng)(neng)源(yuan)發(fa)展(zhan)整(zheng)(zheng)體(ti)(ti)布(bu)局(ju),建立(li)(li)和(he)(he)(he)(he)完善可(ke)(ke)再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)科(ke)技創(chuang)(chuang)新(xin)(xin)體(ti)(ti)系,提(ti)(ti)高(gao)技術(shu)(shu)(shu)創(chuang)(chuang)新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)力(li)(li)和(he)(he)(he)(he)裝備制造(zao)水(shui)平。鼓勵企(qi)業開(kai)展(zhan)風電(dian)(dian)開(kai)發(fa)關鍵(jian)(jian)技術(shu)(shu)(shu)創(chuang)(chuang)新(xin)(xin)攻(gong)關,推(tui)(tui)(tui)動(dong)(dong)核(he)心元(yuan)器件國產(chan)(chan)(chan)化(hua)(hua)(hua)進(jin)程(cheng),提(ti)(ti)升(sheng)產(chan)(chan)(chan)品的(de)穩定性和(he)(he)(he)(he)可(ke)(ke)靠(kao)(kao)性,加強深海(hai)、遠海(hai)風電(dian)(dian)開(kai)發(fa)技術(shu)(shu)(shu)的(de)研(yan)發(fa)和(he)(he)(he)(he)推(tui)(tui)(tui)廣。緊跟世界研(yan)發(fa)方(fang)向和(he)(he)(he)(he)前(qian)沿技術(shu)(shu)(shu),探索太陽能(neng)(neng)(neng)(neng)(neng)電(dian)(dian)池(chi)低成本制造(zao)、新(xin)(xin)型電(dian)(dian)池(chi)開(kai)發(fa)、提(ti)(ti)高(gao)電(dian)(dian)池(chi)使用(yong)(yong)(yong)(yong)壽(shou)命等相關技術(shu)(shu)(shu)研(yan)發(fa),適時開(kai)展(zhan)示(shi)范,推(tui)(tui)(tui)動(dong)(dong)產(chan)(chan)(chan)業化(hua)(hua)(hua)進(jin)程(cheng)。加快生(sheng)物天然氣和(he)(he)(he)(he)液(ye)體(ti)(ti)燃料的(de)技術(shu)(shu)(shu)創(chuang)(chuang)新(xin)(xin)與發(fa)展(zhan),形成產(chan)(chan)(chan)業的(de)核(he)心設(she)備研(yan)發(fa)能(neng)(neng)(neng)(neng)(neng)力(li)(li)和(he)(he)(he)(he)檢測認(ren)證體(ti)(ti)系,支(zhi)持推(tui)(tui)(tui)進(jin)相關產(chan)(chan)(chan)業化(hua)(hua)(hua)進(jin)程(cheng)。加快擴(kuo)大地(di)熱(re)供暖在北方(fang)地(di)區(qu)清潔取(qu)暖中的(de)規模(mo)和(he)(he)(he)(he)商業化(hua)(hua)(hua)應(ying)用(yong)(yong)(yong)(yong),探索地(di)熱(re)能(neng)(neng)(neng)(neng)(neng)梯級綜(zong)合高(gao)效利(li)用(yong)(yong)(yong)(yong)技術(shu)(shu)(shu)體(ti)(ti)系和(he)(he)(he)(he)商業模(mo)式(shi)。加強可(ke)(ke)再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)多(duo)能(neng)(neng)(neng)(neng)(neng)互補系統(tong)集成優化(hua)(hua)(hua)技術(shu)(shu)(shu)研(yan)究和(he)(he)(he)(he)示(shi)范,提(ti)(ti)升(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)系統(tong)整(zheng)(zheng)體(ti)(ti)效率(lv)。推(tui)(tui)(tui)動(dong)(dong)智能(neng)(neng)(neng)(neng)(neng)電(dian)(dian)網、柔性直流、特高(gao)壓等先進(jin)輸配電(dian)(dian)技術(shu)(shu)(shu)發(fa)展(zhan),開(kai)展(zhan)儲能(neng)(neng)(neng)(neng)(neng)、負荷側調節等新(xin)(xin)技術(shu)(shu)(shu)應(ying)用(yong)(yong)(yong)(yong),促進(jin)高(gao)比(bi)例可(ke)(ke)再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)與電(dian)(dian)力(li)(li)系統(tong)融合,提(ti)(ti)升(sheng)可(ke)(ke)再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)電(dian)(dian)力(li)(li)的(de)安(an)全可(ke)(ke)靠(kao)(kao)應(ying)用(yong)(yong)(yong)(yong)水(shui)平。支(zhi)持建立(li)(li)可(ke)(ke)再生(sheng)能(neng)(neng)(neng)(neng)(neng)源(yuan)技術(shu)(shu)(shu)公共技術(shu)(shu)(shu)研(yan)發(fa)平臺、關鍵(jian)(jian)設(she)備檢測試(shi)驗平臺,提(ti)(ti)高(gao)公共技術(shu)(shu)(shu)服務能(neng)(neng)(neng)(neng)(neng)力(li)(li)和(he)(he)(he)(he)標準化(hua)(hua)(hua)水(shui)平。


(六)進一步修改完善可再生能源法


根(gen)據推(tui)進生(sheng)(sheng)態文(wen)明(ming)建設和能源(yuan)(yuan)(yuan)結構(gou)調(diao)(diao)整的(de)總(zong)體要求(qiu),針對當前可(ke)再生(sheng)(sheng)能源(yuan)(yuan)(yuan)發展的(de)新形勢(shi)、新問題,建議適時啟動(dong)可(ke)再生(sheng)(sheng)能源(yuan)(yuan)(yuan)法(fa)修改(gai)。在立法(fa)目的(de)中充分體現黨中央關于推(tui)進生(sheng)(sheng)態文(wen)明(ming)建設以及推(tui)動(dong)能源(yuan)(yuan)(yuan)生(sheng)(sheng)產和消費(fei)革命(ming)的(de)戰略部署(shu),進一步修改(gai)完善(shan)可(ke)再生(sheng)(sheng)能源(yuan)(yuan)(yuan)全額保(bao)障(zhang)性收購制度(du),綜(zong)合考慮經濟(ji)技(ji)術(shu)條件,制定合理的(de)可(ke)再生(sheng)(sheng)能源(yuan)(yuan)(yuan)利用(yong)率目標(biao),明(ming)確(que)(que)由(you)電(dian)網企(qi)(qi)業、售(shou)電(dian)企(qi)(qi)業和電(dian)力(li)用(yong)戶共同承(cheng)擔全額保(bao)障(zhang)性收購責任的(de)法(fa)律(lv)(lv)定位。明(ming)確(que)(que)規定可(ke)再生(sheng)(sheng)能源(yuan)(yuan)(yuan)目標(biao)引導以及可(ke)再生(sheng)(sheng)能源(yuan)(yuan)(yuan)電(dian)力(li)消納責任權重(zhong)考核(he)機制,形成(cheng)更加(jia)科學合理的(de)目標(biao)責任考核(he)體系。適當調(diao)(diao)整有關電(dian)價(jia)補貼(tie)的(de)規定,加(jia)快完善(shan)可(ke)再生(sheng)(sheng)能源(yuan)(yuan)(yuan)上(shang)網電(dian)價(jia)市(shi)場化(hua)形成(cheng)機制。明(ming)確(que)(que)對脫貧攻堅任務重(zhong)、相關綜(zong)合試點(dian)地區給予政(zheng)策(ce)優(you)惠等。細(xi)化(hua)支持可(ke)再生(sheng)(sheng)能源(yuan)(yuan)(yuan)非電(dian)應用(yong)的(de)規定,加(jia)大政(zheng)策(ce)和資金扶(fu)持力(li)度(du)。細(xi)化(hua)相關法(fa)律(lv)(lv)責任條款(kuan),強化(hua)電(dian)網、石油(you)、燃氣、熱力(li)等企(qi)(qi)業的(de)法(fa)律(lv)(lv)責任。
