根據青海省能源局數據,截至2020年10月底,青海全省新能源裝機占比達到57.2%,海南、海西兩個千萬千瓦級可再生能源基地的可再生能源裝機規模分別達到1543.6萬千瓦、1012萬千瓦。“十四五”期間,青海省將再建兩個千萬千瓦級可再生能源基地,構建多能互補、集成優化的清潔能源體系,打造“綠電特區”。
此前,在2019年6月9日0時(shi)(shi)至23日24時(shi)(shi),青(qing)海(hai)(hai)省成功(gong)實現(xian)了“綠(lv)電(dian)15日”。根據國網青(qing)海(hai)(hai)省電(dian)力公司調控中心(xin)統計數據顯示,“綠(lv)電(dian)15日”期間,青(qing)海(hai)(hai)電(dian)網最大用(yong)電(dian)負荷847萬千(qian)瓦,全(quan)省用(yong)電(dian)量(liang)(liang)(liang)28.39億(yi)千(qian)瓦時(shi)(shi)。累計發(fa)電(dian)量(liang)(liang)(liang)39.78億(yi)千(qian)瓦時(shi)(shi),其中水(shui)電(dian)發(fa)電(dian)量(liang)(liang)(liang)占比(bi)73.5%、光伏(fu)占比(bi)16%、風電(dian)占比(bi)8.6%、火電(dian)占比(bi)1.8%。新(xin)能源發(fa)電(dian)量(liang)(liang)(liang)占全(quan)部(bu)用(yong)電(dian)量(liang)(liang)(liang)的(de)34.7%。
國家電(dian)網有限(xian)公(gong)司總工(gong)程師(shi)陳國平在《現代(dai)電(dian)力(li)(li)系(xi)(xi)統(tong)的(de)問(wen)(wen)題、挑戰與發展方向》報告中指出:新(xin)(xin)能(neng)(neng)源(yuan)波動(dong)大、我國靈活(huo)調(diao)節(jie)電(dian)源(yuan)占比(bi)低,電(dian)力(li)(li)系(xi)(xi)統(tong)調(diao)節(jie)能(neng)(neng)力(li)(li)嚴重不(bu)(bu)足;直流、新(xin)(xin)能(neng)(neng)源(yuan)缺乏常規電(dian)源(yuan)的(de)慣(guan)(guan)量、調(diao)頻(pin)、調(diao)壓等功能(neng)(neng),導致系(xi)(xi)統(tong)調(diao)頻(pin)調(diao)壓能(neng)(neng)力(li)(li)持(chi)續下(xia)降(jiang);新(xin)(xin)能(neng)(neng)源(yuan)出力(li)(li)不(bu)(bu)確定性(xing)(xing)強,電(dian)力(li)(li)供應保障(zhang)難度不(bu)(bu)斷增加(jia)。現代(dai)電(dian)力(li)(li)系(xi)(xi)統(tong)自(zi)身發展重構需(xu)要(yao)圍繞(rao)解決3個關鍵問(wen)(wen)題:系(xi)(xi)統(tong)慣(guan)(guan)量、調(diao)節(jie)能(neng)(neng)力(li)(li)、支撐能(neng)(neng)力(li)(li)。他提出,在電(dian)源(yuan)支撐方面,大力(li)(li)發展具(ju)有傳統(tong)同步(bu)電(dian)源(yuan)特性(xing)(xing)的(de)光熱電(dian)源(yuan)。

目前,青(qing)海(hai)(hai)省共有4座太陽能(neng)(neng)光(guang)熱電(dian)(dian)站,分別為:中(zhong)廣(guang)核(he)德(de)令哈5萬(wan)千(qian)瓦(wa)導熱油槽式(shi)電(dian)(dian)站(儲能(neng)(neng)時長(chang)9小時)、青(qing)海(hai)(hai)中(zhong)控(kong)德(de)令哈5萬(wan)千(qian)瓦(wa)熔鹽(yan)塔(ta)式(shi)電(dian)(dian)站(儲能(neng)(neng)時長(chang)7小時)、中(zhong)電(dian)(dian)建青(qing)海(hai)(hai)共和5萬(wan)千(qian)瓦(wa)熔鹽(yan)塔(ta)式(shi)電(dian)(dian)站(儲能(neng)(neng)時長(chang)6小時),以及魯能(neng)(neng)海(hai)(hai)西州多能(neng)(neng)互補集(ji)成優化國家示范工程5萬(wan)千(qian)瓦(wa)熔鹽(yan)塔(ta)式(shi)電(dian)(dian)站(配(pei)置(zhi)12小時熔鹽(yan)儲熱系統)。
根據清(qing)華大(da)學能(neng)源(yuan)互(hu)聯網(wang)研究院(yuan)的(de)(de)最新研究結果(guo),如(ru)果(guo)安裝(zhuang)22GW光伏和(he)7GW風電,青海(hai)(hai)電網(wang)在(zai)(zai)豐(feng)水(shui)期可(ke)連續3日全清(qing)潔能(neng)源(yuan)供電(包(bao)括(kuo)省內負荷以及特高壓外送河(he)南);如(ru)果(guo)在(zai)(zai)此基礎上(shang)配置4GW太陽能(neng)熱(re)(re)發電,青海(hai)(hai)省在(zai)(zai)豐(feng)水(shui)期可(ke)高達創(chuang)世界紀(ji)錄的(de)(de)連續30日全清(qing)潔能(neng)源(yuan)供電。在(zai)(zai)青海(hai)(hai)省打造“綠電特區”中,太陽能(neng)光熱(re)(re)將具有不可(ke)或缺的(de)(de)地位。
光熱發電(dian)(dian)具(ju)有傳統同(tong)步(bu)發電(dian)(dian)機(ji)組并網特性,同(tong)時兼(jian)具(ju)功率(lv)調(diao)節和(he)電(dian)(dian)壓支撐作用,可以替代“儲(chu)能+調(diao)相機(ji)”的配置方(fang)案,從而實現新能源發電(dian)(dian)的可控可調(diao)。中國電(dian)(dian)科院專(zhuan)家這樣表(biao)示。
