計劃2022年3月全面開建!金塔中光太陽能70萬千瓦“光熱+”項目可研通過評審

2022年1月17日,水電水利規劃設計總院組織專家以函審形式對《金塔中光太陽能“10萬千瓦光熱+60萬千瓦光伏”項目可行性研究報告》進行了評審。經過初審、復審后,認為報告已滿足可行性研究階段勘測設計內容和工作深度的要求,同意該可研報告通過評審。


該項目(mu)(mu)可(ke)行性研(yan)(yan)究報告由中(zhong)(zhong)國(guo)電(dian)建(jian)集團西北勘測設計研(yan)(yan)究院有限公(gong)司(si)負責編制,并于2021年(nian)11月送審(shen)。項目(mu)(mu)由金(jin)塔中(zhong)(zhong)光(guang)(guang)太陽能發(fa)(fa)(fa)電(dian)有限公(gong)司(si)開發(fa)(fa)(fa)建(jian)設,總裝機規模70萬(wan)千(qian)瓦,采用“光(guang)(guang)熱(re)+”的(de)配(pei)(pei)置模式,包括(kuo)光(guang)(guang)熱(re)10萬(wan)千(qian)瓦,光(guang)(guang)伏60萬(wan)千(qian)瓦,設計年(nian)發(fa)(fa)(fa)電(dian)量13.7億(yi)kWh,其中(zhong)(zhong)光(guang)(guang)熱(re)部分(fen)采用浙江可(ke)勝技術(shu)(shu)股份有限公(gong)司(si)(簡稱可(ke)勝技術(shu)(shu))自主研(yan)(yan)發(fa)(fa)(fa)的(de)塔式熔(rong)鹽光(guang)(guang)熱(re)發(fa)(fa)(fa)電(dian)技術(shu)(shu),配(pei)(pei)置9小時熔(rong)鹽儲能系統。


據了解,該項(xiang)目(mu)(mu)各項(xiang)前(qian)期開(kai)發工作正(zheng)在有序(xu)開(kai)展。項(xiang)目(mu)(mu)于2021年9月(yue)底取得(de)備(bei)案文(wen)件;項(xiang)目(mu)(mu)用(yong)地(di)方面,已(yi)取得(de)土地(di)預審和規劃選址意見書,其中光熱鏡場用(yong)地(di)已(yi)簽訂土地(di)租(zu)(zu)賃(lin)合同,并(bing)繳納首(shou)期土地(di)租(zu)(zu)賃(lin)金;接入系統一次(ci)設計報告(gao)已(yi)經完成(cheng)編(bian)制。此外,項(xiang)目(mu)(mu)已(yi)取得(de)林草地(di)、水源地(di)、自然保(bao)護(hu)區(qu)、生態紅線、風景名(ming)勝和文(wen)物、軍事(shi)敏感區(qu)、壓覆礦(kuang)等批復文(wen)件;并(bing)完成(cheng)了環(huan)評(ping)、安(an)評(ping)、能評(ping)、穩評(ping)、節能評(ping)估、氣象信息和水質檢測等專(zhuan)項(xiang)報告(gao)的編(bian)制與評(ping)審。


根據當地政府的統一部署(shu)與要(yao)求(qiu),該項目(mu)(mu)(mu)的各項建(jian)設準備工(gong)(gong)(gong)作(zuo)也在(zai)積極(ji)推(tui)進。工(gong)(gong)(gong)程設計方面(mian),已基本(ben)完(wan)成初步設計并已開展(zhan)部分(fen)施工(gong)(gong)(gong)圖(tu)設計;現場已完(wan)成進場道路、施工(gong)(gong)(gong)用電(dian)(dian)、以(yi)(yi)及部分(fen)臨建(jian)施工(gong)(gong)(gong),并開展(zhan)了部分(fen)場平、定日(ri)鏡(jing)試樁(zhuang)、清洗車試車等(deng)工(gong)(gong)(gong)作(zuo);招標采(cai)購方面(mian),已完(wan)成汽(qi)輪發(fa)電(dian)(dian)機(ji)組(zu)、聚(ju)光集熱(re)系統等(deng)光熱(re)主設備的采(cai)購招標工(gong)(gong)(gong)作(zuo)并簽(qian)訂合(he)同,熔(rong)鹽儲(chu)罐、換熱(re)器、土建(jian)和安裝工(gong)(gong)(gong)程、監理(li)單位的招標工(gong)(gong)(gong)作(zuo)正在(zai)進行。項目(mu)(mu)(mu)計劃于2022年3月(yue)全面(mian)開工(gong)(gong)(gong)建(jian)設,以(yi)(yi)確(que)保項目(mu)(mu)(mu)按(an)照(zhao)政府要(yao)求(qiu)于2023年12月(yue)底前全容量并網發(fa)電(dian)(dian)。


該項目(mu)采用(yong)(yong)光(guang)熱(re)(re)發(fa)(fa)電(dian)(dian)(dian)(dian)與(yu)(yu)(yu)光(guang)伏(fu)發(fa)(fa)電(dian)(dian)(dian)(dian)多能(neng)(neng)互補(bu)、深(shen)度耦合(he)的(de)(de)(de)(de)發(fa)(fa)電(dian)(dian)(dian)(dian)方(fang)式技術路線,正契(qi)合(he)國務院《2030年前碳達峰行動方(fang)案》所強調(diao)的(de)(de)(de)(de)“積極推動建立光(guang)熱(re)(re)發(fa)(fa)電(dian)(dian)(dian)(dian)與(yu)(yu)(yu)光(guang)伏(fu)發(fa)(fa)電(dian)(dian)(dian)(dian)、風(feng)電(dian)(dian)(dian)(dian)互補(bu)調(diao)節(jie)的(de)(de)(de)(de)風(feng)光(guang)熱(re)(re)綜合(he)可再生能(neng)(neng)源(yuan)發(fa)(fa)電(dian)(dian)(dian)(dian)基地(di)”。在(zai)光(guang)熱(re)(re)+光(guang)伏(fu)一(yi)體化項目(mu)中,光(guang)熱(re)(re)發(fa)(fa)電(dian)(dian)(dian)(dian)與(yu)(yu)(yu)光(guang)伏(fu)等(deng)波動性電(dian)(dian)(dian)(dian)源(yuan)共(gong)同互補(bu),光(guang)熱(re)(re)發(fa)(fa)電(dian)(dian)(dian)(dian)系(xi)統發(fa)(fa)揮著儲能(neng)(neng)調(diao)頻調(diao)峰的(de)(de)(de)(de)重要作用(yong)(yong),可在(zai)確保降低(di)光(guang)伏(fu)棄光(guang)率的(de)(de)(de)(de)同時,促(cu)使發(fa)(fa)電(dian)(dian)(dian)(dian)出力(li)平穩可控。同時充分釋放光(guang)伏(fu)的(de)(de)(de)(de)低(di)成本優勢(shi),填補(bu)用(yong)(yong)電(dian)(dian)(dian)(dian)高峰期的(de)(de)(de)(de)光(guang)伏(fu)發(fa)(fa)電(dian)(dian)(dian)(dian)的(de)(de)(de)(de)電(dian)(dian)(dian)(dian)力(li)供應缺口,有(you)(you)效提(ti)升(sheng)能(neng)(neng)源(yuan)利(li)用(yong)(yong)效率和經濟(ji)效益。項目(mu)建設不(bu)僅有(you)(you)利(li)于增加甘肅省新能(neng)(neng)源(yuan)調(diao)峰、儲能(neng)(neng)容量(liang),提(ti)升(sheng)當地(di)新能(neng)(neng)源(yuan)的(de)(de)(de)(de)消納(na)水平,提(ti)高電(dian)(dian)(dian)(dian)力(li)系(xi)統穩定(ding)性和供電(dian)(dian)(dian)(dian)質量(liang);同時符合(he)金塔(ta)縣的(de)(de)(de)(de)未來發(fa)(fa)展需要,對促(cu)進當地(di)經濟(ji)社會(hui)發(fa)(fa)展和節(jie)能(neng)(neng)減排具有(you)(you)重要意義。
