通知明(ming)確(que)指出,要提升多(duo)(duo)能(neng)(neng)(neng)(neng)互補儲(chu)(chu)能(neng)(neng)(neng)(neng)調峰能(neng)(neng)(neng)(neng)力,積(ji)極推動水儲(chu)(chu)能(neng)(neng)(neng)(neng)、電(dian)(dian)化學儲(chu)(chu)能(neng)(neng)(neng)(neng)、壓縮空氣、太陽能(neng)(neng)(neng)(neng)光熱發電(dian)(dian)等儲(chu)(chu)能(neng)(neng)(neng)(neng)技術(shu)示范,形成多(duo)(duo)種(zhong)技術(shu)路線疊(die)加(jia)多(duo)(duo)重應用場景的(de)(de)儲(chu)(chu)能(neng)(neng)(neng)(neng)多(duo)(duo)元發展(zhan)(zhan)格局,開展(zhan)(zhan)太陽能(neng)(neng)(neng)(neng)熱發電(dian)(dian)參與系統(tong)調峰的(de)(de)聯調運(yun)行示范,提高(gao)電(dian)(dian)力系統(tong)安全穩定水平(ping),積(ji)極推廣“新能(neng)(neng)(neng)(neng)源+儲(chu)(chu)能(neng)(neng)(neng)(neng)”模式,探(tan)索建立共享儲(chu)(chu)能(neng)(neng)(neng)(neng)運(yun)行模式,推進(jin)商業(ye)化發展(zhan)(zhan);
推動(dong)建(jian)(jian)(jian)材(cai)行(xing)業(ye)(ye)碳達峰,圍繞(rao)建(jian)(jian)(jian)材(cai)產(chan)業(ye)(ye)綠色高(gao)端化、高(gao)質化、高(gao)新化發展,開展行(xing)業(ye)(ye)綠色化改(gai)造升級、新型材(cai)料(liao)(liao)研發和廢棄資源回收利(li)用(yong)。通過節能(neng)技術設(she)備推廣(guang)、能(neng)源管理體系建(jian)(jian)(jian)設(she)、產(chan)能(neng)整合及技術改(gai)造,降低(di)能(neng)耗水(shui)(shui)(shui)平,加快低(di)效產(chan)能(neng)退出。嚴格落實(shi)新增水(shui)(shui)(shui)泥、玻(bo)璃(li)(li)項目產(chan)能(neng)置換要(yao)求,引(yin)導建(jian)(jian)(jian)材(cai)行(xing)業(ye)(ye)向(xiang)輕(qing)型化、集約化、制品化轉型。在國家產(chan)業(ye)(ye)政策允許前提下,發展太陽能(neng)光伏玻(bo)璃(li)(li)、光熱反(fan)射(she)超白玻(bo)璃(li)(li)、鋼(gang)化玻(bo)璃(li)(li)、中空玻(bo)璃(li)(li)等(deng),推動(dong)特種玻(bo)璃(li)(li)在省內(nei)建(jian)(jian)(jian)筑、光伏制造等(deng)領域的(de)使(shi)用(yong)。推動(dong)水(shui)(shui)(shui)泥錯峰生產(chan)常(chang)態化,合理縮短水(shui)(shui)(shui)泥熟料(liao)(liao)裝置運(yun)轉時間。推廣(guang)發展高(gao)分子材(cai)料(liao)(liao)、復合材(cai)料(liao)(liao)、環(huan)境友好型涂料(liao)(liao)、防水(shui)(shui)(shui)和密(mi)封材(cai)料(liao)(liao)等(deng)新型化學建(jian)(jian)(jian)材(cai);
堅持“全國一盤(pan)棋”總要求(qiu),實施市州有序(xu)達峰(feng)行動。在(zai)西寧市加(jia)大生產(chan)設備低(di)碳改造力(li)度,提升(sheng)能(neng)源使用效率,降低(di)生產(chan)排放強(qiang)度,加(jia)快光伏光熱制造、鋰電儲能(neng)、有色合金材料、生物醫藥、特色化(hua)工新材料等集群產(chan)業發展。

為深入貫(guan)(guan)(guan)徹(che)(che)落實(shi)黨中央、國務(wu)院關于(yu)(yu)碳(tan)(tan)達峰碳(tan)(tan)中和的重(zhong)大戰略決策(ce)和總(zong)體部署,扎實(shi)推進青(qing)(qing)海省碳(tan)(tan)達峰工(gong)作(zuo),根(gen)據《國務(wu)院關于(yu)(yu)印發(fa)(fa)2030年前碳(tan)(tan)達峰行(xing)動(dong)方(fang)案(an)(an)的通知》(國發(fa)(fa)〔2021〕23號(hao))和《中共青(qing)(qing)海省委青(qing)(qing)海省政府貫(guan)(guan)(guan)徹(che)(che)落實(shi)〈關于(yu)(yu)完(wan)整準確(que)全(quan)面貫(guan)(guan)(guan)徹(che)(che)新發(fa)(fa)展(zhan)理(li)念做好(hao)碳(tan)(tan)達峰碳(tan)(tan)中和工(gong)作(zuo)的意見(jian)〉的實(shi)施意見(jian)》(青(qing)(qing)發(fa)(fa)〔2022〕5號(hao))精神,結(jie)合省情(qing)實(shi)際,制定本實(shi)施方(fang)案(an)(an)。
一、總體要求
(一)指導思想。
堅(jian)持(chi)以習(xi)近(jin)平新(xin)時代中國(guo)特(te)色社(she)會(hui)(hui)主義思(si)想為指導(dao),深入(ru)(ru)貫徹(che)習(xi)近(jin)平生(sheng)(sheng)(sheng)(sheng)態文(wen)明思(si)想,全(quan)面(mian)落實(shi)習(xi)近(jin)平總書記考(kao)察青海(hai)時的(de)(de)重要(yao)講話和(he)指示批示精(jing)神,全(quan)面(mian)貫徹(che)落實(shi)黨的(de)(de)二十大精(jing)神,立足(zu)新(xin)發(fa)(fa)展(zhan)(zhan)階段、貫徹(che)新(xin)發(fa)(fa)展(zhan)(zhan)理念、構建新(xin)發(fa)(fa)展(zhan)(zhan)格局(ju),堅(jian)持(chi)系(xi)統觀念,將碳(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)中和(he)納入(ru)(ru)經(jing)濟(ji)社(she)會(hui)(hui)發(fa)(fa)展(zhan)(zhan)和(he)生(sheng)(sheng)(sheng)(sheng)態文(wen)明建設整體布局(ju),賦能(neng)產業(ye)“四(si)地”建設,從供給(gei)、消費、固碳(tan)(tan)“三端”發(fa)(fa)力,立足(zu)資(zi)源(yuan)稟賦,突出青海(hai)特(te)色,科學制(zhi)定(ding)全(quan)省碳(tan)(tan)達(da)峰(feng)(feng)目標任務和(he)時間表(biao)、路線(xian)圖,構建“1+6+8”省級、領域、地區達(da)峰(feng)(feng)體系(xi),穩步實(shi)施碳(tan)(tan)達(da)峰(feng)(feng)十大行動,加快形成(cheng)節約資(zi)源(yuan)和(he)保護環境(jing)的(de)(de)產業(ye)結構、生(sheng)(sheng)(sheng)(sheng)產方式(shi)、生(sheng)(sheng)(sheng)(sheng)活(huo)方式(shi)、空(kong)間格局(ju),率(lv)先(xian)推動經(jing)濟(ji)社(she)會(hui)(hui)發(fa)(fa)展(zhan)(zhan)全(quan)面(mian)綠色低碳(tan)(tan)轉型,率(lv)先(xian)實(shi)現能(neng)耗(hao)“雙(shuang)控(kong)”向碳(tan)(tan)排放總量(liang)和(he)強度“雙(shuang)控(kong)”轉變(bian),率(lv)先(xian)實(shi)現碳(tan)(tan)達(da)峰(feng)(feng)目標,率(lv)先(xian)走(zou)出生(sheng)(sheng)(sheng)(sheng)態友(you)好、綠色低碳(tan)(tan)、具有(you)高(gao)原特(te)色的(de)(de)高(gao)質(zhi)量(liang)發(fa)(fa)展(zhan)(zhan)道(dao)路,為爭(zheng)創國(guo)家生(sheng)(sheng)(sheng)(sheng)態文(wen)明試驗(yan)區,將青海(hai)打造成(cheng)全(quan)國(guo)乃至國(guo)際生(sheng)(sheng)(sheng)(sheng)態文(wen)明高(gao)地奠定(ding)堅(jian)實(shi)基礎。
(二)工作原則。
統(tong)籌謀劃,穩妥推進(jin)。錨定2030年前碳達(da)峰目標(biao),強化對碳達(da)峰工作的(de)全局(ju)(ju)性(xing)謀劃、戰略(lve)性(xing)布局(ju)(ju),提升政策的(de)系統(tong)性(xing)、協(xie)同性(xing),因地制(zhi)宜、統(tong)籌兼(jian)顧(gu)、分(fen)類施(shi)策、協(xie)同聯動,守牢(lao)能源安全和(he)發展(zhan)底線,有效化解各類風險隱患,確保方向一(yi)(yi)致(zhi)(zhi)、步調一(yi)(yi)致(zhi)(zhi)、安全降碳,堅決不搞“一(yi)(yi)刀切”,嚴(yan)肅糾正罔顧(gu)客觀(guan)實(shi)際的(de)運動式(shi)“減碳”。
賦能“四地(di)(di)”,重(zhong)點(dian)突破(po)。全(quan)方(fang)位落實國家生態(tai)(tai)戰略,多維度深(shen)挖資源(yuan)(yuan)稟(bing)賦,聚焦產(chan)(chan)(chan)業(ye)“四地(di)(di)”建設(she),發(fa)展壯大優(you)勢產(chan)(chan)(chan)業(ye),培育厚(hou)植新興產(chan)(chan)(chan)業(ye),堅持先立后(hou)破(po),在清潔能源(yuan)(yuan)、特色產(chan)(chan)(chan)業(ye)、生態(tai)(tai)增匯、體制機制等方(fang)面精準發(fa)力、大膽(dan)創新,推動重(zhong)點(dian)領(ling)域、重(zhong)點(dian)行業(ye)和有條件的地(di)(di)區率先達(da)峰,為(wei)全(quan)國能源(yuan)(yuan)結(jie)構轉型(xing)、降碳(tan)減排作(zuo)出(chu)更(geng)多青(qing)海(hai)貢獻。
創(chuang)(chuang)新(xin)驅動,節約優先。按照有利(li)于(yu)提高能(neng)效水(shui)平、有利(li)于(yu)發展新(xin)能(neng)源、有利(li)于(yu)強(qiang)(qiang)化全面節約的導向(xiang),統(tong)籌銜接能(neng)耗強(qiang)(qiang)度(du)和碳排放強(qiang)(qiang)度(du)降低目(mu)標,進(jin)一(yi)步優化能(neng)耗雙控政(zheng)策(ce),完善保障方案(an)及配套制度(du),聚(ju)力推進(jin)能(neng)源治理(li)和相關領域改革,加快構建綠色低碳技(ji)術(shu)和產業創(chuang)(chuang)新(xin)體系,為(wei)實現達峰目(mu)標注入(ru)不竭動力。
兩手發力(li),全(quan)民(min)參(can)與。更好發揮政府作(zuo)(zuo)用(yong),加快構筑(zhu)“省級牽頭抓總、部(bu)門高(gao)效協(xie)(xie)同(tong)、行業協(xie)(xie)調(diao)推(tui)動、地(di)方細化落實”的(de)工(gong)作(zuo)(zuo)格(ge)局。充分(fen)發揮市(shi)場在資(zi)源(yuan)配置(zhi)中的(de)決定性作(zuo)(zuo)用(yong),推(tui)進(jin)科(ke)技制度(du)創新發展(zhan),完善碳(tan)交(jiao)易、用(yong)能權交(jiao)易等各類市(shi)場化機(ji)制,形成有效激勵約束。大力(li)倡導社會各界深入踐行綠(lv)色生活、擴大綠(lv)色消費,形成共(gong)建共(gong)享、全(quan)民(min)參(can)與、協(xie)(xie)同(tong)推(tui)進(jin)的(de)碳(tan)達峰(feng)工(gong)作(zuo)(zuo)整(zheng)體合力(li)。
二、總體目標
全(quan)面落實國(guo)家(jia)總體(ti)部署,充分發(fa)揮(hui)青海資(zi)源優勢,穩妥有序推進碳達峰工(gong)作,加快推進經濟(ji)社(she)會全(quan)面綠色低碳轉(zhuan)型,為(wei)全(quan)國(guo)能源結(jie)構轉(zhuan)型、降(jiang)碳減排(pai)作出貢獻。
(一)主要目標。
“十四五”期(qi)間(jian),產(chan)業結構(gou)和(he)能(neng)源(yuan)(yuan)結構(gou)調(diao)整(zheng)優化(hua)取(qu)得明顯進展(zhan),重點行(xing)業能(neng)源(yuan)(yuan)利(li)用(yong)效(xiao)率(lv)大(da)幅提升,清(qing)潔低碳安全高(gao)效(xiao)的能(neng)源(yuan)(yuan)體系(xi)初步建(jian)立(li),綠(lv)(lv)(lv)色(se)低碳技術研(yan)發和(he)推廣應用(yong)取(qu)得新進展(zhan),綠(lv)(lv)(lv)色(se)生(sheng)(sheng)產(chan)生(sheng)(sheng)活方(fang)式(shi)得到普遍推行(xing),有利(li)于(yu)綠(lv)(lv)(lv)色(se)低碳循環(huan)發展(zhan)的政策(ce)體系(xi)進一步完善,體制機(ji)制日(ri)趨健全。單(dan)位生(sheng)(sheng)產(chan)總(zong)值能(neng)源(yuan)(yuan)消(xiao)耗和(he)單(dan)位生(sheng)(sheng)產(chan)總(zong)值二氧化(hua)碳排放確保完成(cheng)國(guo)家(jia)下(xia)達指標(biao);清(qing)潔能(neng)源(yuan)(yuan)發電量(liang)(liang)占比(bi)超過95%,非化(hua)石能(neng)源(yuan)(yuan)占能(neng)源(yuan)(yuan)消(xiao)費總(zong)量(liang)(liang)比(bi)重達52.2%;森(sen)林覆(fu)蓋率(lv)達到8%,森(sen)林蓄(xu)積量(liang)(liang)達到5300萬立(li)方(fang)米,草原綜合植被(bei)蓋度達58.5%,為實現(xian)碳達峰碳中(zhong)和(he)奠定堅實基礎(chu)。
“十五(wu)五(wu)”期間,產(chan)業結構調整(zheng)取得(de)重(zhong)大(da)進(jin)展(zhan),探索構建覆蓋全(quan)省的零碳(tan)電(dian)力系統(tong),重(zhong)點(dian)領(ling)域低碳(tan)發展(zhan)模式(shi)基本形成,重(zhong)點(dian)耗能行業能源(yuan)(yuan)利用效率(lv)達(da)到國際先進(jin)水平,非(fei)化石(shi)能源(yuan)(yuan)消(xiao)(xiao)費(fei)(fei)比(bi)重(zhong)進(jin)一步提高,煤炭消(xiao)(xiao)費(fei)(fei)逐步減少,綠色低碳(tan)技術取得(de)關鍵(jian)突破,綠色生活方(fang)式(shi)成為公眾自覺(jue)行為,綠色低碳(tan)循環發展(zhan)政策體系基本健全(quan)。到2030年,清潔能源(yuan)(yuan)發電(dian)量占比(bi)保持全(quan)國領(ling)先,非(fei)化石(shi)能源(yuan)(yuan)消(xiao)(xiao)費(fei)(fei)比(bi)重(zhong)達(da)到55%左右;森(sen)林(lin)覆蓋率(lv)、森(sen)林(lin)蓄積量、草原綜合(he)植被蓋度穩步提高,確保2030年前實現碳(tan)達(da)峰。
——循(xun)環(huan)經濟發(fa)展成為新引擎。到(dao)2025年,園區(qu)綠色(se)低碳循(xun)環(huan)發(fa)展水平顯著提升,規模以上工業企業重復用水率達到(dao)94%,一般工業固體廢(fei)物綜合(he)利用率達到(dao)60%。
——能(neng)(neng)源綠色(se)低(di)碳轉型成為(wei)新動能(neng)(neng)。到(dao)2025年(nian),清潔能(neng)(neng)源裝機占比達(da)到(dao)90.6%,2030年(nian)達(da)到(dao)全(quan)國領先水平(ping)。清潔電力(li)外送量2025年(nian)達(da)到(dao)512億(yi)千(qian)瓦時,2030年(nian)達(da)到(dao)1450億(yi)千(qian)瓦時。電化學儲能(neng)(neng)裝機2025年(nian)達(da)到(dao)600萬千(qian)瓦,建(jian)成國家儲能(neng)(neng)先行示范區。海南州、海西(xi)州兩個(ge)千(qian)萬千(qian)瓦級清潔能(neng)(neng)源基地順利建(jian)成。
——農業(ye)農村減(jian)排增匯(hui)展現新氣(qi)象(xiang)。到(dao)2025年,全省規模養殖場配套建設糞污處理設施比(bi)例達到(dao)100%,養殖廢棄(qi)物綜合利用率達到(dao)85%以(yi)上。到(dao)2030年,基(ji)本實現綠色低(di)碳的農業(ye)農村現代(dai)化。
——工業領域達(da)峰取得(de)新成(cheng)效(xiao)。到(dao)2025年,行(xing)業能效(xiao)全面達(da)到(dao)國(guo)內基準水平,規上(shang)工業單位增加值(zhi)能耗下降(jiang)12.5%,力爭下降(jiang)14.5%。到(dao)2030年,基本(ben)實現工業綠(lv)色低碳循環高質量發展。
——服務(wu)業綠(lv)色(se)低碳呈現(xian)(xian)新(xin)(xin)活力。到(dao)2025年(nian),國家(jia)鐵路單(dan)位(wei)運(yun)輸(shu)工(gong)作量(liang)綜合(he)能耗7噸標準(zhun)煤/百萬換算(suan)噸公里,新(xin)(xin)增和更(geng)新(xin)(xin)新(xin)(xin)能源或清潔能源公交(jiao)(jiao)車(che)、出租(zu)車(che)比例達到(dao)80%,營運(yun)車(che)輛單(dan)位(wei)運(yun)輸(shu)周轉量(liang)碳排放較2020年(nian)下降3.5%。到(dao)2030年(nian),基(ji)本建成(cheng)便捷(jie)通達、綠(lv)色(se)低碳的現(xian)(xian)代化(hua)交(jiao)(jiao)通運(yun)輸(shu)體系。
——城(cheng)(cheng)鄉建(jian)(jian)(jian)設低碳發(fa)展成為新(xin)常態。到(dao)(dao)(dao)2025年,城(cheng)(cheng)鎮(zhen)新(xin)建(jian)(jian)(jian)建(jian)(jian)(jian)筑中綠(lv)色(se)建(jian)(jian)(jian)筑占比達(da)(da)到(dao)(dao)(dao)100%,新(xin)建(jian)(jian)(jian)城(cheng)(cheng)鎮(zhen)居住建(jian)(jian)(jian)筑全(quan)面執行75%以(yi)(yi)上(shang)節(jie)能(neng)設計標(biao)準(zhun),新(xin)建(jian)(jian)(jian)公(gong)共建(jian)(jian)(jian)筑全(quan)面執行72%節(jie)能(neng)設計標(biao)準(zhun),城(cheng)(cheng)鎮(zhen)新(xin)建(jian)(jian)(jian)建(jian)(jian)(jian)筑中裝配(pei)式建(jian)(jian)(jian)筑新(xin)開工面積達(da)(da)到(dao)(dao)(dao)15%以(yi)(yi)上(shang),城(cheng)(cheng)鎮(zhen)新(xin)建(jian)(jian)(jian)住宅全(quan)裝修率達(da)(da)到(dao)(dao)(dao)30%以(yi)(yi)上(shang),城(cheng)(cheng)鎮(zhen)社區物(wu)業覆蓋率達(da)(da)到(dao)(dao)(dao)90%以(yi)(yi)上(shang)。到(dao)(dao)(dao)2030年,基(ji)本實現建(jian)(jian)(jian)筑全(quan)過程綠(lv)色(se)化、低碳化。
——生(sheng)態(tai)(tai)碳匯(hui)鞏固提升(sheng)成為新支撐(cheng)。推進(jin)國家生(sheng)態(tai)(tai)文明試驗(yan)區建設,進(jin)一步提升(sheng)生(sheng)態(tai)(tai)系(xi)統(tong)碳匯(hui)增量。到2025年,草(cao)原(yuan)綜合植被蓋度達到58.5%,森(sen)林覆蓋率達到8%。
——全民低(di)(di)碳(tan)行(xing)動成為新(xin)時尚。開展生(sheng)(sheng)態文明建設,倡導綠(lv)色(se)低(di)(di)碳(tan)生(sheng)(sheng)活方式,普及低(di)(di)碳(tan)節能(neng)教(jiao)育(yu),積極推進碳(tan)達(da)峰(feng)碳(tan)中和工作學習培訓(xun),全民踐行(xing)簡約(yue)適度、綠(lv)色(se)低(di)(di)碳(tan)的生(sheng)(sheng)活理(li)念基(ji)本形成。到(dao)2025年,黨政領(ling)導干部參(can)加(jia)碳(tan)達(da)峰(feng)碳(tan)中和培訓(xun)的人(ren)數比例達(da)到(dao)100%。
(二)特色(se)發展目標(biao)。
立足青海(hai)“三個最大”省情,堅持生態保護(hu)優(you)先,推動高質量發(fa)展,在推進清潔能源、特(te)色產業(ye)、生態增匯、體制(zhi)機制(zhi)等方面探(tan)索“青海(hai)經(jing)驗”,培育“青海(hai)亮(liang)點”,助力碳達峰工作穩步(bu)有序推進。
——清潔能(neng)源提質(zhi)擴能(neng)。深度(du)挖掘(jue)青藏(zang)高(gao)原風、光、水(shui)能(neng)潛力,加(jia)強全省風電(dian)(dian)、太陽能(neng)發電(dian)(dian)為主的(de)(de)多類型(xing)清潔能(neng)源規(gui)模(mo)化開發和高(gao)質(zhi)量發展,通過建設(she)新(xin)型(xing)電(dian)(dian)力系統增(zeng)強對新(xin)能(neng)源的(de)(de)調(diao)節能(neng)力,率先打造國(guo)家儲能(neng)先行示范區,推進煤電(dian)(dian)等電(dian)(dian)源碳(tan)捕集(ji)、利用與(yu)封(feng)存(cun)技術(shu)應用,探索構建全國(guo)首(shou)個省域零碳(tan)電(dian)(dian)力系統,加(jia)大綠電(dian)(dian)輸出(chu),為全國(guo)碳(tan)達峰目標實現做出(chu)“青海貢獻”。

——生(sheng)態(tai)系(xi)統(tong)固碳增(zeng)匯(hui)。扎實推進國家公園(yuan)示范(fan)省建設(she),加強生(sheng)態(tai)環境保護修(xiu)復(fu),大力(li)推進山水林田湖草沙冰整體(ti)保護、系(xi)統(tong)修(xiu)復(fu)和(he)綜合(he)治(zhi)理(li)。實施(shi)國土(tu)空(kong)間(jian)綠化(hua)和(he)人工(gong)造林行動,提(ti)(ti)(ti)(ti)升(sheng)森林覆蓋率;強化(hua)沙化(hua)草地(di)和(he)黑土(tu)灘治(zhi)理(li),提(ti)(ti)(ti)(ti)高草原(yuan)綜合(he)植(zhi)被蓋度;開展(zhan)濕(shi)地(di)保護與修(xiu)復(fu),提(ti)(ti)(ti)(ti)升(sheng)濕(shi)地(di)生(sheng)態(tai)系(xi)統(tong)功能。全面提(ti)(ti)(ti)(ti)高生(sheng)態(tai)系(xi)統(tong)質量與韌性(xing)、鞏(gong)固生(sheng)態(tai)系(xi)統(tong)固碳能力(li),提(ti)(ti)(ti)(ti)升(sheng)生(sheng)態(tai)系(xi)統(tong)碳匯(hui)增(zeng)量,支撐青藏高原(yuan)碳中和(he)先(xian)行示范(fan)區(qu)建設(she)。
——體制(zhi)(zhi)機(ji)制(zhi)(zhi)優化創新(xin)。以綠(lv)(lv)色低碳為導向,推動(dong)(dong)發(fa)展(zhan)循環經濟(ji),建(jian)立(li)健全(quan)具(ju)有(you)青海特色的綠(lv)(lv)色低碳循環發(fa)展(zhan)體系。積極創建(jian)國家生(sheng)(sheng)態(tai)(tai)文(wen)明試驗區,探索(suo)推動(dong)(dong)生(sheng)(sheng)態(tai)(tai)文(wen)明體制(zhi)(zhi)改革,有(you)效(xiao)增加生(sheng)(sheng)態(tai)(tai)產品(pin)穩定(ding)供給(gei),完善(shan)跨區域生(sheng)(sheng)態(tai)(tai)補償制(zhi)(zhi)度(du),建(jian)立(li)健全(quan)生(sheng)(sheng)態(tai)(tai)產品(pin)價(jia)值實現機(ji)制(zhi)(zhi)。建(jian)立(li)全(quan)省(sheng)綠(lv)(lv)電核(he)算體系,推進省(sheng)域間綠(lv)(lv)電互換合(he)作(zuo),創新(xin)探索(suo)綠(lv)(lv)電核(he)算與合(he)作(zuo)模式(shi),加快構建(jian)有(you)利于(yu)綠(lv)(lv)色低碳發(fa)展(zhan)、可復制(zhi)(zhi)可推廣的體制(zhi)(zhi)機(ji)制(zhi)(zhi)。
三、重點任務
將碳達峰(feng)貫穿于青海經(jing)濟社會發(fa)展全(quan)(quan)局,系統謀劃、有序(xu)推進(jin),重點實施循環經(jing)濟助力降碳行(xing)(xing)(xing)動(dong)(dong)(dong)、能源綠色(se)(se)低碳轉型(xing)行(xing)(xing)(xing)動(dong)(dong)(dong)、服務業綠色(se)(se)低碳行(xing)(xing)(xing)動(dong)(dong)(dong)、農(nong)業農(nong)村減排增(zeng)匯行(xing)(xing)(xing)動(dong)(dong)(dong)、工業領(ling)域碳達峰(feng)行(xing)(xing)(xing)動(dong)(dong)(dong)、生態碳匯鞏(gong)固提升行(xing)(xing)(xing)動(dong)(dong)(dong)、城鄉建(jian)設綠色(se)(se)發(fa)展行(xing)(xing)(xing)動(dong)(dong)(dong)、綠色(se)(se)低碳全(quan)(quan)民行(xing)(xing)(xing)動(dong)(dong)(dong)、綠色(se)(se)低碳科(ke)技創新行(xing)(xing)(xing)動(dong)(dong)(dong)、各市州有序(xu)達峰(feng)行(xing)(xing)(xing)動(dong)(dong)(dong)等“碳達峰(feng)十大行(xing)(xing)(xing)動(dong)(dong)(dong)”。
(一)以世界級鹽湖產業基地(di)建設(she)為(wei)抓(zhua)手,實施(shi)循(xun)環經(jing)濟助力降碳行(xing)動。
1.強化(hua)(hua)鹽(yan)(yan)湖(hu)(hu)(hu)(hu)(hu)資(zi)源(yuan)(yuan)綜合(he)利(li)(li)用(yong)。以青海省鹽(yan)(yan)湖(hu)(hu)(hu)(hu)(hu)資(zi)源(yuan)(yuan)優勢為依托,充分發揮企業(ye)(ye)(ye)技術創新(xin)主體地(di)(di)(di)位,打通(tong)關鍵(jian)技術環節,通(tong)過延(yan)鏈(lian)補(bu)鏈(lian)強鏈(lian)探索形(xing)成循環經濟新(xin)模式。加(jia)強鉀資(zi)源(yuan)(yuan)可持續(xu)性(xing)保(bao)障,合(he)理有序開發系列產(chan)(chan)(chan)(chan)品,提高資(zi)源(yuan)(yuan)轉化(hua)(hua)率(lv)和生(sheng)產(chan)(chan)(chan)(chan)回收率(lv),建(jian)設(she)世(shi)界(jie)級鉀產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)基(ji)(ji)地(di)(di)(di)。發展鎂(mei)系資(zi)源(yuan)(yuan)下(xia)游產(chan)(chan)(chan)(chan)業(ye)(ye)(ye),拓寬鎂(mei)系材(cai)料(liao)應用(yong)范圍,建(jian)設(she)世(shi)界(jie)級鎂(mei)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)基(ji)(ji)地(di)(di)(di)。提高鋰(li)資(zi)源(yuan)(yuan)生(sheng)產(chan)(chan)(chan)(chan)工(gong)藝水(shui)平(ping),釋放鋰(li)資(zi)源(yuan)(yuan)產(chan)(chan)(chan)(chan)能,打造世(shi)界(jie)級鋰(li)電新(xin)能源(yuan)(yuan)與輕金(jin)(jin)屬材(cai)料(liao)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)基(ji)(ji)地(di)(di)(di)。發展金(jin)(jin)屬鈉下(xia)游輕金(jin)(jin)屬合(he)金(jin)(jin)及精(jing)細(xi)無機鹽(yan)(yan)化(hua)(hua)工(gong)產(chan)(chan)(chan)(chan)品,實現鈉資(zi)源(yuan)(yuan)深度開發,建(jian)設(she)世(shi)界(jie)級鈉產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)基(ji)(ji)地(di)(di)(di)。發展硼(peng)(peng)回收利(li)(li)用(yong)技術,適(shi)度擴大硼(peng)(peng)酸產(chan)(chan)(chan)(chan)能,拓展下(xia)游精(jing)細(xi)化(hua)(hua)學品、新(xin)材(cai)料(liao),打造硼(peng)(peng)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)基(ji)(ji)地(di)(di)(di)。開展鹽(yan)(yan)湖(hu)(hu)(hu)(hu)(hu)鹵水(shui)提銣(ru)研究,開發溴(xiu)、銣(ru)、銫(se)為主的(de)稀散元(yuan)素提取(qu)和深加(jia)工(gong),不斷提升鹽(yan)(yan)湖(hu)(hu)(hu)(hu)(hu)資(zi)源(yuan)(yuan)綜合(he)利(li)(li)用(yong)水(shui)平(ping)。推動鹽(yan)(yan)湖(hu)(hu)(hu)(hu)(hu)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)與煤化(hua)(hua)工(gong)、油(you)氣化(hua)(hua)工(gong)相互融(rong)合(he),解決鹽(yan)(yan)湖(hu)(hu)(hu)(hu)(hu)資(zi)源(yuan)(yuan)綜合(he)利(li)(li)用(yong)過程中伴生(sheng)的(de)氯平(ping)衡關鍵(jian)問(wen)題(ti)。到(dao)2025年(nian),鹽(yan)(yan)湖(hu)(hu)(hu)(hu)(hu)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)產(chan)(chan)(chan)(chan)值突破340億(yi)元(yuan),世(shi)界(jie)級鹽(yan)(yan)湖(hu)(hu)(hu)(hu)(hu)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)基(ji)(ji)地(di)(di)(di)建(jian)設(she)穩步推進。到(dao)2030年(nian),鹽(yan)(yan)湖(hu)(hu)(hu)(hu)(hu)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)結構繼續(xu)優化(hua)(hua),產(chan)(chan)(chan)(chan)值達到(dao)700億(yi)元(yuan),世(shi)界(jie)級鹽(yan)(yan)湖(hu)(hu)(hu)(hu)(hu)產(chan)(chan)(chan)(chan)業(ye)(ye)(ye)基(ji)(ji)地(di)(di)(di)建(jian)設(she)初見成效。
2.推進產(chan)業(ye)鏈(lian)供應(ying)鏈(lian)低(di)(di)碳(tan)化(hua)(hua)升級(ji)。發揮全省清(qing)(qing)潔(jie)(jie)能(neng)(neng)源優勢,完(wan)善“裝備(bei)制造—清(qing)(qing)潔(jie)(jie)能(neng)(neng)源生(sheng)產(chan)—綠電輸(shu)送—消(xiao)納”循環產(chan)業(ye)鏈(lian)條(tiao),提高(gao)清(qing)(qing)潔(jie)(jie)能(neng)(neng)源就地消(xiao)納比(bi)重。推進鹽湖產(chan)業(ye)與新(xin)(xin)能(neng)(neng)源融合發展(zhan),鼓(gu)勵鹽湖資(zi)源開發企(qi)業(ye)優先使(shi)用光伏、風能(neng)(neng)等清(qing)(qing)潔(jie)(jie)能(neng)(neng)源,提升鹽湖產(chan)業(ye)綠色(se)(se)發展(zhan)水平(ping)。鼓(gu)勵電解鋁、鋼(gang)鐵、鐵合金等行業(ye)提高(gao)清(qing)(qing)潔(jie)(jie)用能(neng)(neng)占比(bi),加大應(ying)用和(he)推廣新(xin)(xin)技術、新(xin)(xin)工藝、新(xin)(xin)裝備(bei)力度,完(wan)成綠色(se)(se)化(hua)(hua)改造,提升能(neng)(neng)源利用效率,推動傳(chuan)統產(chan)業(ye)高(gao)端化(hua)(hua)、智能(neng)(neng)化(hua)(hua)、綠色(se)(se)化(hua)(hua)發展(zhan),降低(di)(di)產(chan)業(ye)碳(tan)排放,形成以新(xin)(xin)能(neng)(neng)源為驅(qu)動的多元循環經濟(ji)體系。
3.推進(jin)(jin)(jin)(jin)園區循(xun)環(huan)化(hua)改造(zao)。按照(zhao)“橫(heng)向(xiang)耦合(he)、縱向(xiang)延伸、循(xun)環(huan)鏈接”原(yuan)則(ze),建(jian)設(she)和引進(jin)(jin)(jin)(jin)關(guan)鍵項(xiang)目,合(he)理延伸產(chan)業(ye)(ye)鏈,推動(dong)產(chan)業(ye)(ye)循(xun)環(huan)式組(zu)合(he)、企(qi)業(ye)(ye)循(xun)環(huan)式生(sheng)(sheng)(sheng)產(chan),促(cu)進(jin)(jin)(jin)(jin)項(xiang)目間、企(qi)業(ye)(ye)間、產(chan)業(ye)(ye)間物料閉(bi)路循(xun)環(huan)、物盡其用(yong)(yong)(yong)(yong)(yong)(yong)(yong),優化(hua)煤化(hua)工、特色生(sheng)(sheng)(sheng)物資源(yuan)(yuan)開發利(li)(li)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)等(deng)循(xun)環(huan)經濟產(chan)業(ye)(ye)鏈,切(qie)實提高(gao)(gao)資源(yuan)(yuan)產(chan)出(chu)率(lv)。推動(dong)園區重點企(qi)業(ye)(ye)清潔生(sheng)(sheng)(sheng)產(chan),促(cu)進(jin)(jin)(jin)(jin)原(yuan)料和廢(fei)棄物源(yuan)(yuan)頭(tou)減量,推進(jin)(jin)(jin)(jin)產(chan)業(ye)(ye)廢(fei)棄物回(hui)收(shou)及資源(yuan)(yuan)化(hua)利(li)(li)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)。實施(shi)節能(neng)降碳(tan)改造(zao),推進(jin)(jin)(jin)(jin)能(neng)源(yuan)(yuan)梯級利(li)(li)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)和余熱余壓回(hui)收(shou)利(li)(li)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)。開展(zhan)綠(lv)(lv)色電(dian)力交(jiao)易(yi),提高(gao)(gao)園區綠(lv)(lv)電(dian)供能(neng)占比,持續推進(jin)(jin)(jin)(jin)更(geng)多增量電(dian)網建(jian)設(she),支持建(jian)設(she)一(yi)定規(gui)模(mo)(mo)的離網微網,降低(di)生(sheng)(sheng)(sheng)產(chan)碳(tan)排(pai)放。加(jia)強水資源(yuan)(yuan)高(gao)(gao)效利(li)(li)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)、循(xun)環(huan)利(li)(li)用(yong)(yong)(yong)(yong)(yong)(yong)(yong),加(jia)快園區廢(fei)水資源(yuan)(yuan)化(hua)和處理設(she)施(shi)建(jian)設(she),推進(jin)(jin)(jin)(jin)實施(shi)污水集中處置(zhi)系統,推動(dong)中水回(hui)用(yong)(yong)(yong)(yong)(yong)(yong)(yong),提高(gao)(gao)水資源(yuan)(yuan)循(xun)環(huan)利(li)(li)用(yong)(yong)(yong)(yong)(yong)(yong)(yong)效率(lv)。到2025年,規(gui)模(mo)(mo)以上工業(ye)(ye)企(qi)業(ye)(ye)重復用(yong)(yong)(yong)(yong)(yong)(yong)(yong)水率(lv)達到94%。
4.健(jian)全資(zi)源循環(huan)利(li)(li)用(yong)體系。全面實施(shi)《青海省“十(shi)四五”推(tui)(tui)(tui)(tui)行清潔生(sheng)(sheng)(sheng)產(chan)(chan)實施(shi)方(fang)(fang)案》,系統推(tui)(tui)(tui)(tui)進(jin)(jin)工業、農(nong)業、建(jian)(jian)(jian)筑業、交通(tong)運輸業、服務業等(deng)(deng)領(ling)(ling)域(yu)清潔生(sheng)(sheng)(sheng)產(chan)(chan),積極實施(shi)清潔生(sheng)(sheng)(sheng)產(chan)(chan)改造,探索(suo)黃河(he)流域(yu)、湟水流域(yu)清潔生(sheng)(sheng)(sheng)產(chan)(chan)協同推(tui)(tui)(tui)(tui)進(jin)(jin)模(mo)(mo)式,推(tui)(tui)(tui)(tui)動形成綠色生(sheng)(sheng)(sheng)產(chan)(chan)生(sheng)(sheng)(sheng)活(huo)方(fang)(fang)式。完善(shan)再(zai)生(sheng)(sheng)(sheng)資(zi)源回收體系,加(jia)(jia)強回收網點、分揀加(jia)(jia)工中心、集散交易市場“三(san)級網絡”體系建(jian)(jian)(jian)設(she),推(tui)(tui)(tui)(tui)進(jin)(jin)廢(fei)鋼鐵(tie)、廢(fei)舊(jiu)(jiu)動力(li)電(dian)池、廢(fei)舊(jiu)(jiu)電(dian)子電(dian)器、報廢(fei)汽車、廢(fei)塑料(liao)等(deng)(deng)廢(fei)舊(jiu)(jiu)物(wu)資(zi)規模(mo)(mo)化、清潔化利(li)(li)用(yong)。建(jian)(jian)(jian)設(she)區(qu)域(yu)性大宗(zong)廢(fei)棄(qi)物(wu)綜(zong)合(he)利(li)(li)用(yong)產(chan)(chan)業基地和技術平臺,擴(kuo)大粉煤(mei)灰、煤(mei)矸石、冶(ye)金(jin)渣、工業副產(chan)(chan)石膏、建(jian)(jian)(jian)筑垃(la)圾(ji)等(deng)(deng)在生(sheng)(sheng)(sheng)態修(xiu)復、冶(ye)金(jin)、建(jian)(jian)(jian)材、基礎(chu)設(she)施(shi)建(jian)(jian)(jian)設(she)等(deng)(deng)領(ling)(ling)域(yu)的利(li)(li)用(yong)規模(mo)(mo)。推(tui)(tui)(tui)(tui)動農(nong)作(zuo)物(wu)秸稈、畜禽糞(fen)污、林(lin)業廢(fei)棄(qi)物(wu)等(deng)(deng)農(nong)林(lin)廢(fei)棄(qi)物(wu)資(zi)源化利(li)(li)用(yong),完善(shan)秸稈收儲運體系,加(jia)(jia)大農(nong)田殘膜(mo)、農(nong)獸(shou)藥包裝廢(fei)棄(qi)物(wu)、灌(guan)溉器材、農(nong)機(ji)具等(deng)(deng)回收處置力(li)度。到(dao)(dao)2025年,一般工業固體廢(fei)物(wu)綜(zong)合(he)利(li)(li)用(yong)率達(da)到(dao)(dao)60%,城市生(sheng)(sheng)(sheng)活(huo)垃(la)圾(ji)無害化處理(li)率達(da)到(dao)(dao)97%,農(nong)牧(mu)區(qu)秸稈資(zi)源化、畜禽糞(fen)污綜(zong)合(he)利(li)(li)用(yong)率分別達(da)到(dao)(dao)90%以上和85%以上。
5.推(tui)(tui)進不同行業(ye)(ye)產(chan)(chan)(chan)(chan)業(ye)(ye)融(rong)(rong)(rong)合(he)(he)(he)發展(zhan)(zhan)。堅持區域資(zi)(zi)(zi)源(yuan)(yuan)整體開(kai)發、產(chan)(chan)(chan)(chan)業(ye)(ye)協同聯動(dong)(dong)發展(zhan)(zhan),促進資(zi)(zi)(zi)源(yuan)(yuan)、產(chan)(chan)(chan)(chan)品(pin)的(de)綜(zong)合(he)(he)(he)開(kai)發、循(xun)環(huan)(huan)利用和產(chan)(chan)(chan)(chan)業(ye)(ye)融(rong)(rong)(rong)合(he)(he)(he),著力打造資(zi)(zi)(zi)源(yuan)(yuan)綜(zong)合(he)(he)(he)開(kai)發、深度加(jia)工、副產(chan)(chan)(chan)(chan)物(wu)資(zi)(zi)(zi)源(yuan)(yuan)化再利用循(xun)環(huan)(huan)型產(chan)(chan)(chan)(chan)業(ye)(ye)鏈,形成鹽湖化工、油氣化工、新(xin)材料(liao)、新(xin)能源(yuan)(yuan)等各產(chan)(chan)(chan)(chan)業(ye)(ye)間(jian)(jian)縱向延伸、橫(heng)向融(rong)(rong)(rong)合(he)(he)(he),資(zi)(zi)(zi)源(yuan)(yuan)、產(chan)(chan)(chan)(chan)品(pin)多層(ceng)聯動(dong)(dong)發展(zhan)(zhan)循(xun)環(huan)(huan)型產(chan)(chan)(chan)(chan)業(ye)(ye)新(xin)格局。把循(xun)環(huan)(huan)發展(zhan)(zhan)作為生(sheng)(sheng)產(chan)(chan)(chan)(chan)生(sheng)(sheng)活(huo)方式綠色化的(de)基本途(tu)徑,加(jia)強生(sheng)(sheng)產(chan)(chan)(chan)(chan)過程中(zhong)副產(chan)(chan)(chan)(chan)物(wu)在生(sheng)(sheng)活(huo)系統(tong)中(zhong)的(de)循(xun)環(huan)(huan)利用,生(sheng)(sheng)活(huo)系統(tong)中(zhong)產(chan)(chan)(chan)(chan)生(sheng)(sheng)的(de)各類廢棄(qi)物(wu)用于生(sheng)(sheng)產(chan)(chan)(chan)(chan)過程,推(tui)(tui)動(dong)(dong)實(shi)現生(sheng)(sheng)產(chan)(chan)(chan)(chan)、生(sheng)(sheng)活(huo)、流(liu)(liu)通(tong)、消費各環(huan)(huan)節(jie)融(rong)(rong)(rong)合(he)(he)(he)發展(zhan)(zhan)。充分發揮市(shi)場的(de)決定性(xing)作用,推(tui)(tui)動(dong)(dong)物(wu)質流(liu)(liu)、資(zi)(zi)(zi)金(jin)流(liu)(liu)、產(chan)(chan)(chan)(chan)品(pin)鏈之間(jian)(jian)流(liu)(liu)通(tong)互補,實(shi)現各類資(zi)(zi)(zi)源(yuan)(yuan)的(de)集(ji)約高(gao)效利用。
(二)以國家清潔能(neng)源(yuan)產(chan)業高地建設為引領,實施能(neng)源(yuan)綠色低碳轉型行動。

2.提升能(neng)源供給保(bao)障能(neng)力。加大油氣(qi)(qi)勘(kan)探(tan)開(kai)發(fa)(fa)力度,充分挖(wa)掘柴達木盆地油氣(qi)(qi)勘(kan)探(tan)開(kai)發(fa)(fa)潛力,建設高(gao)原千萬噸級油氣(qi)(qi)當量勘(kan)探(tan)開(kai)發(fa)(fa)基地,筑牢國家(jia)后備(bei)能(neng)源基礎(chu)。合(he)理選址(zhi)建設天然氣(qi)(qi)儲(chu)氣(qi)(qi)庫,和省(sheng)內天然氣(qi)(qi)管網(wang)與國家(jia)管網(wang)實現(xian)互(hu)聯互(hu)通(tong)。嚴格(ge)按照(zhao)生(sheng)態文明建設要求,科(ke)學規范(fan)煤(mei)炭資源勘(kan)查開(kai)發(fa)(fa)秩(zhi)序,向綠色(se)化、集(ji)約(yue)化、智能(neng)化方向深(shen)度轉變,顯著提升煤(mei)礦安(an)全(quan)水平。

4.提升多能(neng)(neng)(neng)(neng)互補儲(chu)(chu)能(neng)(neng)(neng)(neng)調(diao)(diao)峰能(neng)(neng)(neng)(neng)力。積(ji)(ji)極推動(dong)水儲(chu)(chu)能(neng)(neng)(neng)(neng)、電(dian)(dian)化(hua)學(xue)(xue)儲(chu)(chu)能(neng)(neng)(neng)(neng)、壓(ya)縮空氣(qi)(qi)、太陽能(neng)(neng)(neng)(neng)光熱發(fa)(fa)(fa)(fa)電(dian)(dian)等儲(chu)(chu)能(neng)(neng)(neng)(neng)技術示范(fan),形成(cheng)多種技術路線(xian)疊(die)加多重(zhong)應(ying)用場景的(de)儲(chu)(chu)能(neng)(neng)(neng)(neng)多元發(fa)(fa)(fa)(fa)展(zhan)格(ge)局(ju)。按照國(guo)家(jia)新(xin)一輪(lun)抽水蓄能(neng)(neng)(neng)(neng)中長期(qi)規劃,積(ji)(ji)極推動(dong)抽水蓄能(neng)(neng)(neng)(neng)電(dian)(dian)站(zhan)建設(she)。建設(she)黃河上游(you)梯(ti)級電(dian)(dian)站(zhan)大型儲(chu)(chu)能(neng)(neng)(neng)(neng)項目,充分挖掘水電(dian)(dian)調(diao)(diao)節潛力,實(shi)現(xian)水電(dian)(dian)二次開(kai)發(fa)(fa)(fa)(fa)利用。挖掘黃河上游(you)梯(ti)級水庫儲(chu)(chu)能(neng)(neng)(neng)(neng)潛力,推動(dong)常規水電(dian)(dian)、可逆式(shi)機(ji)組、儲(chu)(chu)能(neng)(neng)(neng)(neng)工廠協同開(kai)發(fa)(fa)(fa)(fa)模(mo)式(shi),實(shi)現(xian)電(dian)(dian)力系統(tong)長周期(qi)儲(chu)(chu)能(neng)(neng)(neng)(neng)調(diao)(diao)節。開(kai)展(zhan)太陽能(neng)(neng)(neng)(neng)熱發(fa)(fa)(fa)(fa)電(dian)(dian)參與(yu)系統(tong)調(diao)(diao)峰的(de)聯調(diao)(diao)運行(xing)示范(fan),提高電(dian)(dian)力系統(tong)安(an)全穩(wen)定(ding)水平。發(fa)(fa)(fa)(fa)揮燃氣(qi)(qi)電(dian)(dian)站(zhan)深度應(ying)急調(diao)(diao)峰和快速啟停等優勢,結合天(tian)然(ran)氣(qi)(qi)供應(ying)能(neng)(neng)(neng)(neng)力和電(dian)(dian)力系統(tong)發(fa)(fa)(fa)(fa)展(zhan)需(xu)求,以(yi)氣(qi)(qi)定(ding)改、以(yi)供定(ding)需(xu),因地制宜(yi)合理布局(ju)一定(ding)規模(mo)的(de)燃氣(qi)(qi)電(dian)(dian)站(zhan)。圍繞海南州、海西州千萬千瓦級清潔能(neng)(neng)(neng)(neng)源(yuan)基(ji)地建設(she),推進(jin)電(dian)(dian)化(hua)學(xue)(xue)儲(chu)(chu)能(neng)(neng)(neng)(neng)合理布局(ju)。積(ji)(ji)極推廣“新(xin)能(neng)(neng)(neng)(neng)源(yuan)+儲(chu)(chu)能(neng)(neng)(neng)(neng)”模(mo)式(shi),探(tan)索建立共享(xiang)儲(chu)(chu)能(neng)(neng)(neng)(neng)運行(xing)模(mo)式(shi),推進(jin)商(shang)業化(hua)發(fa)(fa)(fa)(fa)展(zhan)。力爭到2025年,電(dian)(dian)化(hua)學(xue)(xue)儲(chu)(chu)能(neng)(neng)(neng)(neng)裝機(ji)規模(mo)達(da)到600萬千瓦,建成(cheng)國(guo)家(jia)儲(chu)(chu)能(neng)(neng)(neng)(neng)先行(xing)示范(fan)區。
5.合(he)(he)理調(diao)控(kong)化(hua)石能(neng)(neng)(neng)源消(xiao)費(fei)(fei)(fei)。加快(kuai)(kuai)化(hua)石能(neng)(neng)(neng)源消(xiao)費(fei)(fei)(fei)替代和(he)轉型升級,逐步(bu)降低煤(mei)油氣(qi)在能(neng)(neng)(neng)源結(jie)構中的占比(bi)。統籌電(dian)(dian)(dian)力供(gong)應(ying)安(an)全(quan)保障,合(he)(he)理控(kong)制(zhi)煤(mei)電(dian)(dian)(dian)新增(zeng)規模(mo),新建機(ji)組煤(mei)耗標準達到(dao)國際先進(jin)水平(ping),有序淘(tao)汰煤(mei)電(dian)(dian)(dian)落后產能(neng)(neng)(neng),加快(kuai)(kuai)現役機(ji)組節能(neng)(neng)(neng)升級和(he)靈(ling)活性(xing)(xing)改造,穩(wen)妥推進(jin)供(gong)熱改造,推動煤(mei)電(dian)(dian)(dian)向(xiang)基(ji)礎(chu)保障性(xing)(xing)和(he)系統調(diao)節性(xing)(xing)電(dian)(dian)(dian)源并重(zhong)轉型。保持石油消(xiao)費(fei)(fei)(fei)處(chu)于合(he)(he)理區間,有序引導天然(ran)氣(qi)消(xiao)費(fei)(fei)(fei),合(he)(he)理優(you)化(hua)利用結(jie)構,優(you)先保障民生用氣(qi),推動氣(qi)電(dian)(dian)(dian)與新能(neng)(neng)(neng)源融合(he)(he)發(fa)展。力爭到(dao)2025年,全(quan)省非(fei)化(hua)石能(neng)(neng)(neng)源消(xiao)費(fei)(fei)(fei)比(bi)重(zhong)達到(dao)52.2%。到(dao)2030年,非(fei)化(hua)石能(neng)(neng)(neng)源消(xiao)費(fei)(fei)(fei)比(bi)重(zhong)達55%以上。
(三)以國際生(sheng)態旅游(you)目的地建設為契機,實施(shi)服務(wu)業(ye)綠色低碳行(xing)動。
1.推(tui)進旅(lv)(lv)游業(ye)低碳(tan)化(hua)(hua)發(fa)展(zhan)。優化(hua)(hua)生(sheng)態(tai)(tai)(tai)旅(lv)(lv)游布局(ju),構(gou)建(jian)(jian)“一環引領、六區示范、兩廊聯動(dong)、多(duo)點帶動(dong)”的(de)(de)生(sheng)態(tai)(tai)(tai)旅(lv)(lv)游發(fa)展(zhan)框(kuang)架。建(jian)(jian)設青藏高原生(sheng)態(tai)(tai)(tai)旅(lv)(lv)游大環線,建(jian)(jian)成(cheng)青海湖(hu)、塔爾寺、茶卡鹽湖(hu)等(deng)國(guo)際生(sheng)態(tai)(tai)(tai)旅(lv)(lv)游目的(de)(de)地省級實驗區,推(tui)動(dong)旅(lv)(lv)游服(fu)務設施(shi)低碳(tan)化(hua)(hua)升級,構(gou)建(jian)(jian)低碳(tan)生(sheng)態(tai)(tai)(tai)旅(lv)(lv)游產品體系(xi)。推(tui)動(dong)交通(tong)旅(lv)(lv)游生(sheng)態(tai)(tai)(tai)化(hua)(hua)發(fa)展(zhan),采用清潔能源車輛,發(fa)展(zhan)公轉鐵、公轉空等(deng)多(duo)式聯運方式,低碳(tan)化(hua)(hua)升級改造(zao)旅(lv)(lv)游交通(tong)服(fu)務設施(shi)。積極創建(jian)(jian)“生(sheng)態(tai)(tai)(tai)住宿”“綠色(se)餐(can)(can)飲”“生(sheng)態(tai)(tai)(tai)農(nong)(nong)家(jia)(jia)(jia)樂”“生(sheng)態(tai)(tai)(tai)牧家(jia)(jia)(jia)樂”,提升現(xian)有農(nong)(nong)家(jia)(jia)(jia)樂、牧家(jia)(jia)(jia)樂低碳(tan)化(hua)(hua)水平,培育一批節能減排(pai)、低碳(tan)發(fa)展(zhan)的(de)(de)示范企(qi)業(ye)。通(tong)過旅(lv)(lv)游業(ye)的(de)(de)綠色(se)低碳(tan)發(fa)展(zhan),帶動(dong)交通(tong)、住宿餐(can)(can)飲、倉儲郵政等(deng)行業(ye)綠色(se)轉型。到2030年,低碳(tan)生(sheng)態(tai)(tai)(tai)旅(lv)(lv)游的(de)(de)產品體系(xi)更(geng)加成(cheng)熟(shu)、市場體系(xi)更(geng)加完善(shan),全(quan)面建(jian)(jian)成(cheng)集約化(hua)(hua)、低碳(tan)化(hua)(hua)、綠色(se)化(hua)(hua)的(de)(de)國(guo)際旅(lv)(lv)游目的(de)(de)地。

3.形成批(pi)發零售(shou)、住(zhu)宿(su)餐(can)飲業低碳(tan)新業態。促進批(pi)發零售(shou)、住(zhu)宿(su)餐(can)飲綠(lv)(lv)色(se)(se)低碳(tan)發展,引導批(pi)發零售(shou)企業參與低碳(tan)節能活動(dong),支持住(zhu)宿(su)、餐(can)飲老店開展低碳(tan)化節能改(gai)造,鼓勵新店建(jian)(jian)設應用(yong)低碳(tan)節能技術(shu),提高太陽能、風能等清(qing)潔(jie)能源的使(shi)用(yong)比(bi)例。完善(shan)綠(lv)(lv)色(se)(se)采購制(zhi)度,增加綠(lv)(lv)色(se)(se)產品和服務供給。鼓勵餐(can)飲行(xing)業推(tui)行(xing)清(qing)潔(jie)生產工藝(yi),推(tui)廣綠(lv)(lv)色(se)(se)食材(cai)、綠(lv)(lv)色(se)(se)餐(can)具,減少一(yi)次性用(yong)品使(shi)用(yong)。建(jian)(jian)立低碳(tan)消費常態化宣傳機制(zhi),倡導綠(lv)(lv)色(se)(se)消費理念(nian)。在旅游景區酒店不主動(dong)免費提供一(yi)次性用(yong)品,標示“低碳(tan)營業商店”、建(jian)(jian)立綠(lv)(lv)色(se)(se)產品專柜(ju),引導游客綠(lv)(lv)色(se)(se)旅行(xing),保護景區自然資源環境。到(dao)2025年,酒店、賓館等場所不得主動(dong)提供一(yi)次性塑料(liao)(liao)用(yong)品,餐(can)飲行(xing)業禁止(zhi)使(shi)用(yong)不可降(jiang)解(jie)一(yi)次性塑料(liao)(liao)餐(can)具。
4.加速倉儲物(wu)(wu)流(liu)(liu)(liu)低碳(tan)化(hua)。建(jian)立綠(lv)色(se)(se)低碳(tan)循環物(wu)(wu)流(liu)(liu)(liu)網絡,構建(jian)低碳(tan)物(wu)(wu)流(liu)(liu)(liu)體系,推(tui)(tui)動綠(lv)色(se)(se)物(wu)(wu)流(liu)(liu)(liu)快速發展。支持(chi)物(wu)(wu)流(liu)(liu)(liu)企業(ye)構建(jian)數字化(hua)運(yun)(yun)營平(ping)臺,推(tui)(tui)進智(zhi)慧物(wu)(wu)流(liu)(liu)(liu)發展,提升貨(huo)(huo)運(yun)(yun)集(ji)約(yue)化(hua)水平(ping),優化(hua)倉儲布局(ju),減少運(yun)(yun)輸頻次及運(yun)(yun)輸過(guo)(guo)程碳(tan)排放。加快綠(lv)色(se)(se)物(wu)(wu)流(liu)(liu)(liu)基礎設(she)(she)(she)施(shi)建(jian)設(she)(she)(she),加快車(che)用加氣站、充電樁布局(ju),在快遞轉(zhuan)運(yun)(yun)中心、物(wu)(wu)流(liu)(liu)(liu)園(yuan)區等建(jian)設(she)(she)(she)充電基礎設(she)(she)(she)施(shi)。推(tui)(tui)廣清潔能(neng)源(yuan)車(che)、新能(neng)源(yuan)車(che)等綠(lv)色(se)(se)低碳(tan)運(yun)(yun)輸工具,落實新能(neng)源(yuan)貨(huo)(huo)車(che)差別化(hua)通(tong)行(xing)管(guan)理政(zheng)策(ce)。以綠(lv)色(se)(se)物(wu)(wu)流(liu)(liu)(liu)為突破口,帶動上下(xia)游(you)企業(ye)發展綠(lv)色(se)(se)供應鏈,使用綠(lv)色(se)(se)包(bao)(bao)材,減少過(guo)(guo)度包(bao)(bao)裝和二次包(bao)(bao)裝,實施(shi)貨(huo)(huo)物(wu)(wu)包(bao)(bao)裝減量化(hua)。探索建(jian)設(she)(she)(she)“零碳(tan)物(wu)(wu)流(liu)(liu)(liu)”產業(ye)示(shi)范園(yuan)區,加大推(tui)(tui)進高比例清潔電力(li)(li)建(jian)設(she)(she)(she)力(li)(li)度,為園(yuan)區物(wu)(wu)流(liu)(liu)(liu)企業(ye)創(chuang)造100%清潔電力(li)(li)使用環境(jing)。到2025年,現代物(wu)(wu)流(liu)(liu)(liu)業(ye)與制(zhi)造業(ye)深度融合(he),流(liu)(liu)(liu)通(tong)企業(ye)向(xiang)供應鏈綜(zong)合(he)服(fu)務(wu)轉(zhuan)型,全省(sheng)社會物(wu)(wu)流(liu)(liu)(liu)總(zong)費(fei)用占地區生產總(zong)值比重(zhong)下(xia)降至13%左右。

2.大(da)力(li)推(tui)(tui)動農(nong)(nong)(nong)牧(mu)(mu)業(ye)降(jiang)碳(tan)增(zeng)(zeng)匯(hui)。重(zhong)點圍(wei)繞(rao)農(nong)(nong)(nong)藥(yao)(yao)化(hua)(hua)(hua)肥減(jian)量(liang)增(zeng)(zeng)效(xiao)、綠(lv)色(se)降(jiang)碳(tan)技術推(tui)(tui)廣(guang)、農(nong)(nong)(nong)業(ye)廢(fei)(fei)棄物(wu)再利用(yong)(yong)(yong)(yong)、土(tu)壤(rang)(rang)質(zhi)量(liang)治(zhi)理,開展農(nong)(nong)(nong)牧(mu)(mu)業(ye)降(jiang)碳(tan)增(zeng)(zeng)匯(hui)。圍(wei)繞(rao)“一控兩(liang)減(jian)”目標(biao)任務,實(shi)施(shi)(shi)(shi)化(hua)(hua)(hua)肥減(jian)量(liang)增(zeng)(zeng)效(xiao)、農(nong)(nong)(nong)藥(yao)(yao)減(jian)量(liang)控害。加強宣傳引(yin)導,改(gai)變農(nong)(nong)(nong)民施(shi)(shi)(shi)肥觀念,引(yin)導農(nong)(nong)(nong)民自(zi)覺采用(yong)(yong)(yong)(yong)科學(xue)施(shi)(shi)(shi)肥技術。應用(yong)(yong)(yong)(yong)物(wu)聯(lian)(lian)網、云計算、大(da)數(shu)據(ju)移動互聯(lian)(lian)等(deng)現(xian)代信息技術,推(tui)(tui)動農(nong)(nong)(nong)業(ye)全產業(ye)鏈改(gai)造升級。實(shi)施(shi)(shi)(shi)農(nong)(nong)(nong)作(zuo)(zuo)物(wu)秸桿綜合利用(yong)(yong)(yong)(yong),因地制宜(yi)推(tui)(tui)廣(guang)農(nong)(nong)(nong)作(zuo)(zuo)物(wu)秸桿肥料(liao)化(hua)(hua)(hua)、飼(si)料(liao)化(hua)(hua)(hua)、基料(liao)化(hua)(hua)(hua)、原料(liao)化(hua)(hua)(hua)、燃料(liao)化(hua)(hua)(hua)等(deng)利用(yong)(yong)(yong)(yong)方式(shi)。實(shi)施(shi)(shi)(shi)農(nong)(nong)(nong)田殘膜回收行(xing)動,完(wan)善廢(fei)(fei)舊地膜和農(nong)(nong)(nong)獸藥(yao)(yao)包(bao)裝廢(fei)(fei)棄物(wu)等(deng)回收處理制度。實(shi)施(shi)(shi)(shi)畜禽(qin)糞(fen)污(wu)、秸稈等(deng)資源化(hua)(hua)(hua)利用(yong)(yong)(yong)(yong)工程,提(ti)高農(nong)(nong)(nong)牧(mu)(mu)業(ye)廢(fei)(fei)棄物(wu)資源化(hua)(hua)(hua)利用(yong)(yong)(yong)(yong)效(xiao)率。開展鹽漬化(hua)(hua)(hua)耕地治(zhi)理及耕地土(tu)壤(rang)(rang)質(zhi)量(liang)提(ti)升試點,提(ti)升土(tu)壤(rang)(rang)固碳(tan)能力(li)。引(yin)進(jin)符合青(qing)海特色(se)具(ju)有碳(tan)匯(hui)潛力(li)新品種進(jin)行(xing)培育,篩選出適合推(tui)(tui)廣(guang)種植(zhi)的(de)高生態價(jia)值作(zuo)(zuo)物(wu)。力(li)爭到(dao)(dao)2025年全省規模養(yang)殖(zhi)(zhi)場配(pei)套建設糞(fen)污(wu)處理設施(shi)(shi)(shi)比(bi)例達到(dao)(dao)100%,化(hua)(hua)(hua)肥農(nong)(nong)(nong)藥(yao)(yao)減(jian)量(liang)增(zeng)(zeng)效(xiao)全覆蓋,廢(fei)(fei)棄農(nong)(nong)(nong)膜回收利用(yong)(yong)(yong)(yong)率達95%左(zuo)右,養(yang)殖(zhi)(zhi)廢(fei)(fei)棄物(wu)綜合利用(yong)(yong)(yong)(yong)率達到(dao)(dao)85%以上。
3.打造低(di)(di)碳(tan)示范美麗(li)鄉(xiang)村(cun)。實(shi)施(shi)鄉(xiang)村(cun)能(neng)(neng)(neng)(neng)源革命,完善農(nong)牧(mu)(mu)區能(neng)(neng)(neng)(neng)源基礎設(she)施(shi),推(tui)進農(nong)牧(mu)(mu)地(di)(di)區用(yong)能(neng)(neng)(neng)(neng)清潔化(hua)、低(di)(di)碳(tan)化(hua)轉型(xing),加(jia)快形(xing)成綠(lv)色生(sheng)(sheng)產(chan)(chan)生(sheng)(sheng)活(huo)方式,積極推(tui)進低(di)(di)碳(tan)示范美麗(li)鄉(xiang)村(cun)試點建設(she)。大力推(tui)廣農(nong)牧(mu)(mu)地(di)(di)區分布式光伏(fu)發電應用(yong)。重點實(shi)施(shi)農(nong)村(cun)電網升級工(gong)程,提升農(nong)牧(mu)(mu)地(di)(di)區供電質量。按(an)照“宜(yi)管則(ze)管”“宜(yi)罐(guan)則(ze)罐(guan)”的原(yuan)則(ze),因地(di)(di)制宜(yi),在(zai)具備條件(jian)的農(nong)牧(mu)(mu)區積極推(tui)進燃氣(qi)下鄉(xiang),實(shi)現燃氣(qi)到(dao)(dao)戶。有序(xu)實(shi)施(shi)“煤改(gai)(gai)電”“煤改(gai)(gai)氣(qi)”等項目,引導農(nong)牧(mu)(mu)民取(qu)暖與炊事用(yong)能(neng)(neng)(neng)(neng)清潔化(hua)、低(di)(di)碳(tan)化(hua),積極探索地(di)(di)熱(re)、工(gong)業余(yu)熱(re)進行(xing)供暖使用(yong)。推(tui)廣集保溫隔熱(re)等多功能(neng)(neng)(neng)(neng)一(yi)體新(xin)型(xing)綠(lv)色建筑材(cai)(cai)料,引導農(nong)牧(mu)(mu)民建設(she)節能(neng)(neng)(neng)(neng)型(xing)住(zhu)房。開(kai)展“鄉(xiang)村(cun)節能(neng)(neng)(neng)(neng)行(xing)動”,推(tui)動高效生(sheng)(sheng)產(chan)(chan)機械、節能(neng)(neng)(neng)(neng)家電器(qi)材(cai)(cai)入戶到(dao)(dao)家,提升農(nong)牧(mu)(mu)民用(yong)能(neng)(neng)(neng)(neng)效率。力爭(zheng)到(dao)(dao)2025年(nian),農(nong)牧(mu)(mu)區低(di)(di)碳(tan)生(sheng)(sheng)活(huo)生(sheng)(sheng)產(chan)(chan)格(ge)局基本形(xing)成,建設(she)200個(ge)低(di)(di)碳(tan)示范美麗(li)鄉(xiang)村(cun)。到(dao)(dao)2030年(nian),農(nong)牧(mu)(mu)地(di)(di)區實(shi)現生(sheng)(sheng)產(chan)(chan)生(sheng)(sheng)活(huo)用(yong)能(neng)(neng)(neng)(neng)清潔化(hua)。
(五)以現(xian)代綠色低(di)碳工業體系建設為(wei)目標,實施工業領域(yu)碳達峰行動。
1.推(tui)動工(gong)(gong)(gong)業(ye)領域綠(lv)色(se)(se)(se)低碳發(fa)(fa)展(zhan)。加快傳統(tong)產(chan)業(ye)綠(lv)色(se)(se)(se)轉型(xing)升級,推(tui)動有色(se)(se)(se)冶金、能(neng)源化(hua)工(gong)(gong)(gong)、特色(se)(se)(se)輕工(gong)(gong)(gong)等傳統(tong)產(chan)業(ye)智能(neng)化(hua)綠(lv)色(se)(se)(se)化(hua),壯(zhuang)大新(xin)能(neng)源、新(xin)材料、生物醫藥等戰(zhan)略性新(xin)興產(chan)業(ye),培育發(fa)(fa)展(zhan)生態經濟和數字經濟。嚴格落實《“十四五(wu)”重(zhong)點領域能(neng)耗管(guan)控(kong)方案》,有序推(tui)進重(zhong)點行業(ye)結構(gou)調整(zheng),加快存量(liang)產(chan)能(neng)技術改造(zao)(zao),倒逼低效產(chan)能(neng)有序退(tui)出,加強新(xin)建項目(mu)能(neng)耗準(zhun)入(ru)管(guan)理,整(zheng)體提升綠(lv)色(se)(se)(se)低碳發(fa)(fa)展(zhan)水平(ping)。深入(ru)實施綠(lv)色(se)(se)(se)制造(zao)(zao)工(gong)(gong)(gong)程,建設綠(lv)色(se)(se)(se)工(gong)(gong)(gong)廠和綠(lv)色(se)(se)(se)工(gong)(gong)(gong)業(ye)園區,鼓勵(li)工(gong)(gong)(gong)業(ye)企業(ye)開(kai)發(fa)(fa)綠(lv)色(se)(se)(se)產(chan)品(pin),創(chuang)建工(gong)(gong)(gong)業(ye)產(chan)品(pin)綠(lv)色(se)(se)(se)設計(ji)示范企業(ye),打(da)造(zao)(zao)綠(lv)色(se)(se)(se)制造(zao)(zao)工(gong)(gong)(gong)藝、推(tui)行綠(lv)色(se)(se)(se)包裝、開(kai)展(zhan)綠(lv)色(se)(se)(se)運(yun)輸、做好(hao)廢棄(qi)產(chan)品(pin)回收利(li)用,構(gou)建完(wan)整(zheng)貫通的綠(lv)色(se)(se)(se)供應鏈(lian),全面提升綠(lv)色(se)(se)(se)發(fa)(fa)展(zhan)基礎能(neng)力(li)。
2.推動石化(hua)(hua)(hua)化(hua)(hua)(hua)工(gong)(gong)(gong)行(xing)業(ye)碳達(da)峰。以鹽湖化(hua)(hua)(hua)工(gong)(gong)(gong)、石油天然(ran)氣化(hua)(hua)(hua)工(gong)(gong)(gong)、煤(mei)化(hua)(hua)(hua)工(gong)(gong)(gong)等(deng)重點(dian)產(chan)(chan)業(ye)轉(zhuan)型升(sheng)級為(wei)側重點(dian),優化(hua)(hua)(hua)產(chan)(chan)能(neng)(neng)(neng)和布局,推動產(chan)(chan)業(ye)綠(lv)色化(hua)(hua)(hua)改造(zao),加大(da)落后產(chan)(chan)能(neng)(neng)(neng)淘汰力(li)度,完善(shan)產(chan)(chan)業(ye)供(gong)能(neng)(neng)(neng)體系(xi)(xi)。提升(sheng)鹽湖鎂系(xi)(xi)、鋰系(xi)(xi)新材(cai)料(liao)、烯烴、純堿等(deng)化(hua)(hua)(hua)工(gong)(gong)(gong)新材(cai)料(liao)和精(jing)細化(hua)(hua)(hua)工(gong)(gong)(gong)產(chan)(chan)品所占比重。開展(zhan)(zhan)綠(lv)氫綠(lv)氧直供(gong)煤(mei)化(hua)(hua)(hua)工(gong)(gong)(gong)技術研究,發(fa)展(zhan)(zhan)二氧化(hua)(hua)(hua)碳、綠(lv)氫結(jie)合轉(zhuan)化(hua)(hua)(hua)制備(bei)甲醇等(deng)液體燃(ran)料(liao)以及(ji)合成氨等(deng)清(qing)潔(jie)基礎(chu)化(hua)(hua)(hua)工(gong)(gong)(gong)原料(liao)技術,建設液態陽光示范(fan)項目。提升(sheng)新能(neng)(neng)(neng)源消(xiao)納能(neng)(neng)(neng)力(li),為(wei)精(jing)細化(hua)(hua)(hua)學品、高端新材(cai)料(liao)、氫能(neng)(neng)(neng)材(cai)料(liao)等(deng)領域發(fa)展(zhan)(zhan)提供(gong)動力(li)支撐。
3.推(tui)(tui)動有色(se)行業(ye)碳達(da)峰。依(yi)托青(qing)(qing)海省(sheng)有色(se)金(jin)(jin)屬(shu)(shu)資(zi)源(yuan)稟(bing)賦(fu),優化(hua)產(chan)(chan)(chan)業(ye)供(gong)能(neng)結構,推(tui)(tui)進(jin)有色(se)金(jin)(jin)屬(shu)(shu)深(shen)加(jia)(jia)工及衍生高性能(neng)新(xin)產(chan)(chan)(chan)品(pin)深(shen)度開(kai)發(fa)(fa)。提高加(jia)(jia)工過程硫(liu)平衡能(neng)力(li),推(tui)(tui)進(jin)有色(se)冶金(jin)(jin)產(chan)(chan)(chan)業(ye)與(yu)鹽湖化(hua)工、氟化(hua)工融合發(fa)(fa)展(zhan),實現(xian)副(fu)產(chan)(chan)(chan)硫(liu)酸的(de)高值(zhi)化(hua)利用(yong)。升(sheng)級改造電解(jie)(jie)鋁工藝(yi),提升(sheng)青(qing)(qing)海省(sheng)電解(jie)(jie)鋁及鋁錠(ding)、鋁板帶(dai)箔等領域(yu)的(de)清潔生產(chan)(chan)(chan)水平。推(tui)(tui)動鈦、鈉等金(jin)(jin)屬(shu)(shu)資(zi)源(yuan)深(shen)加(jia)(jia)工,拓寬產(chan)(chan)(chan)業(ye)鏈條推(tui)(tui)動產(chan)(chan)(chan)業(ye)低(di)碳發(fa)(fa)展(zhan)。加(jia)(jia)快(kuai)有色(se)金(jin)(jin)屬(shu)(shu)再(zai)生產(chan)(chan)(chan)業(ye)發(fa)(fa)展(zhan),完善廢棄(qi)有色(se)金(jin)(jin)屬(shu)(shu)資(zi)源(yuan)回收(shou)、分選(xuan)和加(jia)(jia)工網絡(luo)。
4.推動(dong)(dong)鋼(gang)(gang)鐵(tie)(tie)行(xing)(xing)業(ye)(ye)碳達峰。深化鋼(gang)(gang)鐵(tie)(tie)行(xing)(xing)業(ye)(ye)供給側結(jie)構(gou)(gou)性改(gai)革,推進存量(liang)優(you)化。重(zhong)視冶(ye)煉尾渣、高爐(lu)煤氣等(deng)副產資源的(de)綜合(he)利用,提升廢鋼(gang)(gang)資源回收利用水平(ping),推行(xing)(xing)全廢鋼(gang)(gang)電爐(lu)工藝(yi)。開(kai)展鐵(tie)(tie)合(he)金行(xing)(xing)業(ye)(ye)自(zi)動(dong)(dong)化系統(tong)技(ji)術升級,促進鋼(gang)(gang)鐵(tie)(tie)行(xing)(xing)業(ye)(ye)清潔能源替代,深入(ru)開(kai)展鋼(gang)(gang)鐵(tie)(tie)行(xing)(xing)業(ye)(ye)節(jie)能降碳技(ji)術改(gai)造(zao),探索氫氣替代焦炭作為還原劑(ji)的(de)技(ji)術路徑(jing),提升鋼(gang)(gang)鐵(tie)(tie)、鐵(tie)(tie)合(he)金行(xing)(xing)業(ye)(ye)整體(ti)能效(xiao)水平(ping),降低碳排放強(qiang)度(du)。根(gen)據市場需(xu)求及(ji)時調整產品(pin)結(jie)構(gou)(gou),提高先進鋼(gang)(gang)材生產水平(ping),增(zeng)加鋼(gang)(gang)鐵(tie)(tie)產業(ye)(ye)鏈(lian)附加值。
5.推動(dong)建(jian)(jian)材行業碳達峰(feng)。圍繞建(jian)(jian)材產(chan)(chan)業綠色(se)高端化(hua)(hua)、高質化(hua)(hua)、高新(xin)化(hua)(hua)發(fa)展,開展行業綠色(se)化(hua)(hua)改(gai)造升(sheng)級(ji)、新(xin)型(xing)(xing)材料(liao)研發(fa)和廢棄資源回收利(li)用。通(tong)過節能技(ji)術(shu)設(she)備(bei)推廣、能源管(guan)理(li)體系(xi)建(jian)(jian)設(she)、產(chan)(chan)能整(zheng)合(he)及技(ji)術(shu)改(gai)造,降低能耗水(shui)(shui)平,加(jia)快低效產(chan)(chan)能退出。嚴格(ge)落實新(xin)增水(shui)(shui)泥、玻璃(li)(li)項目產(chan)(chan)能置換要(yao)求,引導建(jian)(jian)材行業向輕型(xing)(xing)化(hua)(hua)、集約(yue)化(hua)(hua)、制品化(hua)(hua)轉型(xing)(xing)。在(zai)國家產(chan)(chan)業政策(ce)允許(xu)前(qian)提下,發(fa)展太陽能光(guang)(guang)伏玻璃(li)(li)、光(guang)(guang)熱反射超白玻璃(li)(li)、鋼化(hua)(hua)玻璃(li)(li)、中空(kong)玻璃(li)(li)等,推動(dong)特種(zhong)玻璃(li)(li)在(zai)省內建(jian)(jian)筑(zhu)、光(guang)(guang)伏制造等領(ling)域的使用。推動(dong)水(shui)(shui)泥錯峰(feng)生產(chan)(chan)常態化(hua)(hua),合(he)理(li)縮短水(shui)(shui)泥熟料(liao)裝置運轉時(shi)間。推廣發(fa)展高分子(zi)材料(liao)、復合(he)材料(liao)、環境友(you)好型(xing)(xing)涂(tu)料(liao)、防水(shui)(shui)和密封材料(liao)等新(xin)型(xing)(xing)化(hua)(hua)學建(jian)(jian)材。
6.堅決(jue)遏制高(gao)(gao)(gao)(gao)(gao)耗(hao)能(neng)、高(gao)(gao)(gao)(gao)(gao)排(pai)(pai)(pai)放(fang)(fang)、低(di)(di)(di)水(shui)(shui)平(ping)項(xiang)(xiang)(xiang)目(mu)(mu)盲目(mu)(mu)發展。采取(qu)強有(you)力措(cuo)施(shi),對(dui)高(gao)(gao)(gao)(gao)(gao)耗(hao)能(neng)高(gao)(gao)(gao)(gao)(gao)排(pai)(pai)(pai)放(fang)(fang)低(di)(di)(di)水(shui)(shui)平(ping)項(xiang)(xiang)(xiang)目(mu)(mu)實(shi)行(xing)清單管理、分類處置、動(dong)態(tai)監控。依據高(gao)(gao)(gao)(gao)(gao)耗(hao)能(neng)行(xing)業重點(dian)領域(yu)能(neng)效(xiao)(xiao)(xiao)要求,推動(dong)能(neng)效(xiao)(xiao)(xiao)水(shui)(shui)平(ping)應提盡提,擬建、在建項(xiang)(xiang)(xiang)目(mu)(mu)對(dui)照能(neng)效(xiao)(xiao)(xiao)標(biao)桿水(shui)(shui)平(ping)建設實(shi)施(shi),力爭(zheng)全面(mian)達(da)到(dao)標(biao)桿水(shui)(shui)平(ping)。對(dui)能(neng)效(xiao)(xiao)(xiao)低(di)(di)(di)于本行(xing)業能(neng)效(xiao)(xiao)(xiao)基準水(shui)(shui)平(ping)的項(xiang)(xiang)(xiang)目(mu)(mu),合理設置政策實(shi)施(shi)過渡(du)期,引(yin)導企業有(you)序開展節能(neng)降碳技(ji)術改(gai)造,提高(gao)(gao)(gao)(gao)(gao)生產(chan)運(yun)行(xing)能(neng)效(xiao)(xiao)(xiao),堅決(jue)依法依規淘(tao)汰落(luo)(luo)后產(chan)能(neng)、落(luo)(luo)后工藝(yi)、落(luo)(luo)后產(chan)品。嚴(yan)控市(shi)(州)高(gao)(gao)(gao)(gao)(gao)耗(hao)能(neng)高(gao)(gao)(gao)(gao)(gao)排(pai)(pai)(pai)放(fang)(fang)低(di)(di)(di)水(shui)(shui)平(ping)指標(biao)總(zong)量,實(shi)施(shi)碳排(pai)(pai)(pai)放(fang)(fang)減(jian)量替代(dai),嚴(yan)格(ge)落(luo)(luo)實(shi)高(gao)(gao)(gao)(gao)(gao)耗(hao)能(neng)高(gao)(gao)(gao)(gao)(gao)排(pai)(pai)(pai)放(fang)(fang)項(xiang)(xiang)(xiang)目(mu)(mu)節能(neng)審查,新建項(xiang)(xiang)(xiang)目(mu)(mu)能(neng)效(xiao)(xiao)(xiao)水(shui)(shui)平(ping)應達(da)到(dao)國(guo)內、國(guo)際先(xian)進水(shui)(shui)平(ping)或行(xing)業標(biao)桿水(shui)(shui)平(ping),對(dui)未能(neng)完成能(neng)耗(hao)強度下降進度目(mu)(mu)標(biao)的市(shi)(州),實(shi)行(xing)高(gao)(gao)(gao)(gao)(gao)耗(hao)能(neng)高(gao)(gao)(gao)(gao)(gao)排(pai)(pai)(pai)放(fang)(fang)項(xiang)(xiang)(xiang)目(mu)(mu)緩批(pi)限批(pi)。
7.嚴格落實(shi)減污降碳(tan)(tan)激勵約束(shu)機制(zhi)。以控(kong)碳(tan)(tan)、降碳(tan)(tan)、減碳(tan)(tan)為導向,充分(fen)考慮產業(ye)布局和能(neng)(neng)源基礎設施建設的(de)長周(zhou)期(qi)性、能(neng)(neng)源消(xiao)費的(de)季節(jie)性,按照先強度(du)、后總(zong)量,預(yu)期(qi)指(zhi)標(biao)與約束(shu)指(zhi)標(biao)相結合的(de)思(si)路,有(you)機銜接能(neng)(neng)耗(hao)“雙控(kong)”與碳(tan)(tan)排放“雙控(kong)”。全(quan)面落實(shi)新(xin)(xin)增(zeng)清潔能(neng)(neng)源和原(yuan)料用能(neng)(neng)不再(zai)納入(ru)能(neng)(neng)源消(xiao)費總(zong)量控(kong)制(zhi)政策,引導企業(ye)就地就近消(xiao)納新(xin)(xin)能(neng)(neng)源,釋(shi)放經(jing)濟增(zeng)長對能(neng)(neng)源的(de)需(xu)求,推動產業(ye)結構調整(zheng)、高效(xiao)節(jie)能(neng)(neng)技術應用、節(jie)能(neng)(neng)管(guan)理普及,盡早實(shi)現能(neng)(neng)耗(hao)“雙控(kong)”向碳(tan)(tan)排放總(zong)量和強度(du)“雙控(kong)”轉變。統籌推進能(neng)(neng)耗(hao)預(yu)算管(guan)理,建立省、市州(zhou)、縣(xian)三級(ji)能(neng)(neng)耗(hao)雙控(kong)預(yu)算管(guan)理機制(zhi),削減能(neng)(neng)耗(hao)存量,嚴控(kong)能(neng)(neng)耗(hao)增(zeng)量,嚴肅查處違(wei)法、違(wei)規(gui)用能(neng)(neng)行為。
(六)以國家公園示(shi)范省建設為載(zai)體,實施生態碳(tan)匯鞏固提(ti)升行動。
1.鞏(gong)(gong)固提升以國(guo)(guo)家公(gong)(gong)園(yuan)為主體(ti)(ti)的自(zi)(zi)然保(bao)(bao)(bao)護(hu)(hu)(hu)(hu)地(di)(di)(di)體(ti)(ti)系固碳作用。全面開展(zhan)現(xian)有(you)自(zi)(zi)然保(bao)(bao)(bao)護(hu)(hu)(hu)(hu)地(di)(di)(di)的科(ke)學分(fen)類與整合優化,進(jin)一步強化以國(guo)(guo)家公(gong)(gong)園(yuan)為主體(ti)(ti)的自(zi)(zi)然保(bao)(bao)(bao)護(hu)(hu)(hu)(hu)地(di)(di)(di)體(ti)(ti)系建(jian)(jian)設(she)。實施三江源、祁連(lian)山國(guo)(guo)家公(gong)(gong)園(yuan)提質項目和國(guo)(guo)家草(cao)原自(zi)(zi)然公(gong)(gong)園(yuan)試點項目,推進(jin)青(qing)海湖、昆侖山國(guo)(guo)家公(gong)(gong)園(yuan)規劃編制和申(shen)報(bao)。發(fa)揮(hui)國(guo)(guo)家公(gong)(gong)園(yuan)體(ti)(ti)制機制優勢,實現(xian)資源統(tong)一管(guan)理,促進(jin)生(sheng)態(tai)環境科(ke)學保(bao)(bao)(bao)護(hu)(hu)(hu)(hu)。建(jian)(jian)立(li)健全保(bao)(bao)(bao)護(hu)(hu)(hu)(hu)地(di)(di)(di)調查監(jian)測(ce)(ce)體(ti)(ti)系,明確國(guo)(guo)家公(gong)(gong)園(yuan)和各類自(zi)(zi)然保(bao)(bao)(bao)護(hu)(hu)(hu)(hu)地(di)(di)(di)范圍(wei)邊(bian)界,建(jian)(jian)立(li)保(bao)(bao)(bao)護(hu)(hu)(hu)(hu)地(di)(di)(di)矢量數(shu)據(ju)庫(ku),統(tong)籌自(zi)(zi)然保(bao)(bao)(bao)護(hu)(hu)(hu)(hu)地(di)(di)(di)體(ti)(ti)系。依托環境監(jian)測(ce)(ce)平(ping)臺、大數(shu)據(ju)、云計算等(deng)高科(ke)技(ji)手段和現(xian)代化設(she)備(bei),推進(jin)巡護(hu)(hu)(hu)(hu)監(jian)測(ce)(ce)信息化、智(zhi)能化的“智(zhi)慧保(bao)(bao)(bao)護(hu)(hu)(hu)(hu)地(di)(di)(di)”建(jian)(jian)設(she)。加強國(guo)(guo)家公(gong)(gong)園(yuan)管(guan)理體(ti)(ti)制創新,到(dao)2030年,率先建(jian)(jian)成特色鮮(xian)明、具有(you)國(guo)(guo)際影響力的自(zi)(zi)然保(bao)(bao)(bao)護(hu)(hu)(hu)(hu)地(di)(di)(di)管(guan)理模式和樣板,確保(bao)(bao)(bao)獨特的高寒(han)生(sheng)態(tai)系統(tong)和原真性頂級生(sheng)態(tai)群落得到(dao)系統(tong)性的有(you)效保(bao)(bao)(bao)護(hu)(hu)(hu)(hu),鞏(gong)(gong)固自(zi)(zi)然保(bao)(bao)(bao)護(hu)(hu)(hu)(hu)地(di)(di)(di)的固碳作用。
2.強化生(sheng)態(tai)屏障碳(tan)匯(hui)功能(neng)。以(yi)(yi)重(zhong)大(da)生(sheng)態(tai)系統(tong)保(bao)(bao)護(hu)(hu)和(he)(he)修(xiu)(xiu)復(fu)工(gong)程為抓手,全(quan)(quan)面(mian)(mian)(mian)提(ti)(ti)升(sheng)(sheng)全(quan)(quan)省草(cao)原(yuan)、森(sen)林(lin)(lin)(lin)、濕(shi)地生(sheng)態(tai)系統(tong)碳(tan)匯(hui)功能(neng)。嚴格落(luo)實(shi)劃區(qu)輪牧(mu)(mu)、禁牧(mu)(mu)休(xiu)牧(mu)(mu)、草(cao)畜平衡(heng)制度,加(jia)強草(cao)原(yuan)生(sheng)態(tai)系統(tong)保(bao)(bao)護(hu)(hu)和(he)(he)治理(li)。推進(jin)國(guo)土(tu)綠化,重(zhong)點擴大(da)河湟谷(gu)地、三江源(yuan)(yuan)、祁連山(shan)地區(qu)森(sen)林(lin)(lin)(lin)資(zi)源(yuan)(yuan)總量(liang)。建(jian)立以(yi)(yi)碳(tan)匯(hui)功能(neng)為核(he)心的分級(ji)分類體系和(he)(he)動態(tai)評估機(ji)制,摸(mo)底全(quan)(quan)省現有森(sen)林(lin)(lin)(lin)資(zi)源(yuan)(yuan)質量(liang)。實(shi)施天然林(lin)(lin)(lin)保(bao)(bao)護(hu)(hu)修(xiu)(xiu)復(fu),鞏固(gu)原(yuan)生(sheng)森(sen)林(lin)(lin)(lin)生(sheng)態(tai)系統(tong)固(gu)碳(tan)功能(neng)。探(tan)索建(jian)立森(sen)林(lin)(lin)(lin)撫育模式(shi)和(he)(he)經營模式(shi)樣(yang)板(ban),提(ti)(ti)高(gao)森(sen)林(lin)(lin)(lin)碳(tan)匯(hui)能(neng)力。因(yin)地制宜實(shi)施林(lin)(lin)(lin)木保(bao)(bao)活提(ti)(ti)質措施,實(shi)現低質量(liang)森(sen)林(lin)(lin)(lin)全(quan)(quan)面(mian)(mian)(mian)修(xiu)(xiu)復(fu)。開展濕(shi)地保(bao)(bao)護(hu)(hu)和(he)(he)修(xiu)(xiu)復(fu)工(gong)作,實(shi)現保(bao)(bao)護(hu)(hu)生(sheng)物多樣(yang)性(xing)和(he)(he)提(ti)(ti)升(sheng)(sheng)碳(tan)匯(hui)功能(neng)協同增效。建(jian)立濕(shi)地分級(ji)體系,規范濕(shi)地用(yong)途,推進(jin)濕(shi)地自然保(bao)(bao)護(hu)(hu)區(qu)、濕(shi)地公園建(jian)設,形成全(quan)(quan)省濕(shi)地保(bao)(bao)護(hu)(hu)網絡。加(jia)強全(quan)(quan)省歷史遺留廢棄礦(kuang)(kuang)山(shan)治理(li),形成適用(yong)于(yu)高(gao)寒生(sheng)態(tai)系統(tong)的礦(kuang)(kuang)山(shan)生(sheng)態(tai)修(xiu)(xiu)復(fu)樣(yang)板(ban)。到2025年,濕(shi)地面(mian)(mian)(mian)積(ji)穩定在510萬公頃,礦(kuang)(kuang)山(shan)修(xiu)(xiu)復(fu)治理(li)總面(mian)(mian)(mian)積(ji)達(da)到1000公頃。
3.建立健全(quan)生(sheng)(sheng)(sheng)態(tai)(tai)系(xi)(xi)統碳(tan)(tan)(tan)匯(hui)(hui)支撐體系(xi)(xi)。加快(kuai)推進新興觀(guan)測(ce)技術在生(sheng)(sheng)(sheng)態(tai)(tai)碳(tan)(tan)(tan)匯(hui)(hui)核算(suan)(suan)中的廣泛應用,建立健全(quan)青海(hai)省(sheng)(sheng)碳(tan)(tan)(tan)匯(hui)(hui)動(dong)態(tai)(tai)監測(ce)系(xi)(xi)統,加快(kuai)開展草原、土(tu)(tu)壤(rang)、濕(shi)地、冰川(chuan)、凍(dong)土(tu)(tu)等固(gu)碳(tan)(tan)(tan)增匯(hui)(hui)計量監測(ce)方法(fa)學和(he)實施(shi)途徑研究,筑(zhu)牢碳(tan)(tan)(tan)匯(hui)(hui)精(jing)準核算(suan)(suan)的數據基(ji)礎。開展土(tu)(tu)地利用、土(tu)(tu)地利用變(bian)化與林業生(sheng)(sheng)(sheng)態(tai)(tai)系(xi)(xi)統碳(tan)(tan)(tan)匯(hui)(hui)監測(ce)計量體系(xi)(xi)本地化工作,建立符合青海(hai)省(sheng)(sheng)情、獲得國家(jia)認(ren)可的生(sheng)(sheng)(sheng)態(tai)(tai)碳(tan)(tan)(tan)匯(hui)(hui)核算(suan)(suan)理論、技術、方法(fa)、標準體系(xi)(xi)。鼓(gu)勵社會資本參與生(sheng)(sheng)(sheng)態(tai)(tai)保護修復(fu),培(pei)育省(sheng)(sheng)內(nei)生(sheng)(sheng)(sheng)態(tai)(tai)碳(tan)(tan)(tan)匯(hui)(hui)產業,打造生(sheng)(sheng)(sheng)態(tai)(tai)碳(tan)(tan)(tan)匯(hui)(hui)市場(chang)化運營的青海(hai)方案(an)。
4.推(tui)(tui)動黃(huang)(huang)(huang)河(he)流(liu)(liu)域(yu)(yu)生(sheng)態(tai)保(bao)護(hu)(hu)(hu)(hu)和(he)高質量(liang)發(fa)(fa)展(zhan)。加(jia)快實施《“十四五”黃(huang)(huang)(huang)河(he)青(qing)海流(liu)(liu)域(yu)(yu)生(sheng)態(tai)保(bao)護(hu)(hu)(hu)(hu)和(he)高質量(liang)發(fa)(fa)展(zhan)實施方(fang)案》,協調推(tui)(tui)進(jin)黃(huang)(huang)(huang)河(he)青(qing)海流(liu)(liu)域(yu)(yu)生(sheng)態(tai)環境保(bao)護(hu)(hu)(hu)(hu)、水(shui)資源水(shui)安全管(guan)理(li)(li)、黃(huang)(huang)(huang)河(he)文化保(bao)護(hu)(hu)(hu)(hu)傳承弘揚、高質量(liang)發(fa)(fa)展(zhan),完善(shan)生(sheng)態(tai)補償、要素保(bao)障(zhang)(zhang)、金融支持、用能管(guan)理(li)(li)等政策保(bao)障(zhang)(zhang)體(ti)系,著力構建(jian)“兩(liang)屏(ping)護(hu)(hu)(hu)(hu)水(shui)、三(san)區(qu)聯治、一(yi)群驅動、一(yi)廊融通”的黃(huang)(huang)(huang)河(he)青(qing)海流(liu)(liu)域(yu)(yu)生(sheng)態(tai)保(bao)護(hu)(hu)(hu)(hu)和(he)高質量(liang)發(fa)(fa)展(zhan)格局。實施黃(huang)(huang)(huang)河(he)兩(liang)岸規模綠化連片提升(sheng)工程,推(tui)(tui)進(jin)黃(huang)(huang)(huang)河(he)流(liu)(liu)域(yu)(yu)自然保(bao)護(hu)(hu)(hu)(hu)區(qu)整合優化,加(jia)強生(sheng)物多樣性保(bao)護(hu)(hu)(hu)(hu),制定生(sheng)態(tai)斷裂點(dian)修復、野生(sheng)動植物管(guan)護(hu)(hu)(hu)(hu)、棲(qi)息地建(jian)設,全面提升(sheng)水(shui)源涵(han)養(yang)能力,著力打(da)造沿(yan)黃(huang)(huang)(huang)綠色(se)生(sheng)態(tai)屏(ping)障(zhang)(zhang)。
(七)以高原美麗(li)城(cheng)(cheng)鎮示范(fan)省建(jian)(jian)設為依托,實施城(cheng)(cheng)鄉建(jian)(jian)設綠色發展行動。

2.優化建(jian)筑(zhu)用能(neng)(neng)(neng)結構(gou)。推(tui)(tui)進(jin)城鄉(xiang)用能(neng)(neng)(neng)清(qing)潔(jie)化、電(dian)(dian)氣化發展,擴大生(sheng)活消費端(duan)化石能(neng)(neng)(neng)源(yuan)替(ti)代(dai)以(yi)(yi)及生(sheng)產領域清(qing)潔(jie)能(neng)(neng)(neng)源(yuan)消納(na),全面提升建(jian)筑(zhu)的(de)綠色(se)品(pin)質和(he)綜(zong)合(he)性(xing)能(neng)(neng)(neng)。實(shi)施建(jian)筑(zhu)電(dian)(dian)氣化工程,完善配電(dian)(dian)網建(jian)設(she)(she)(she)及電(dian)(dian)力(li)接入設(she)(she)(she)施、農業生(sheng)產配套供(gong)電(dian)(dian)設(she)(she)(she)施,積極(ji)推(tui)(tui)進(jin)居(ju)民生(sheng)活、農業生(sheng)產等領域電(dian)(dian)能(neng)(neng)(neng)替(ti)代(dai),推(tui)(tui)廣(guang)智(zhi)能(neng)(neng)(neng)樓宇、智(zhi)能(neng)(neng)(neng)家(jia)居(ju)、智(zhi)能(neng)(neng)(neng)家(jia)電(dian)(dian)。圍(wei)繞(rao)高性(xing)能(neng)(neng)(neng)圍(wei)護結構(gou)、綠色(se)建(jian)材和(he)智(zhi)能(neng)(neng)(neng)控(kong)制(zhi)等綠色(se)技術,提高建(jian)筑(zhu)的(de)綠色(se)品(pin)質。加大清(qing)潔(jie)供(gong)暖(nuan)(nuan)力(li)度,推(tui)(tui)進(jin)清(qing)潔(jie)供(gong)暖(nuan)(nuan)基礎設(she)(she)(she)施建(jian)設(she)(she)(she),以(yi)(yi)西寧、海東為重點,擴大城鎮(zhen)熱電(dian)(dian)聯產供(gong)熱范(fan)圍(wei),多路徑實(shi)施清(qing)潔(jie)取(qu)暖(nuan)(nuan)。穩步實(shi)施牧區城鎮(zhen)集中供(gong)熱清(qing)潔(jie)取(qu)暖(nuan)(nuan)改造提升工程,積極(ji)推(tui)(tui)進(jin)可再(zai)生(sheng)能(neng)(neng)(neng)源(yuan)供(gong)熱試點示范(fan)。
3.推動高(gao)原美(mei)麗城(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)建(jian)(jian)(jian)(jian)(jian)設(she)。強化城(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)發展的自(zi)然環境硬約束(shu),建(jian)(jian)(jian)(jian)(jian)設(she)綠(lv)色廊道。推進設(she)市(shi)城(cheng)(cheng)(cheng)(cheng)市(shi)“生態修復、城(cheng)(cheng)(cheng)(cheng)市(shi)修補”工作形成常態機制,恢復城(cheng)(cheng)(cheng)(cheng)市(shi)廢(fei)棄地(di)(di)植被與生境,提高(gao)城(cheng)(cheng)(cheng)(cheng)市(shi)固碳能力。搭建(jian)(jian)(jian)(jian)(jian)智(zhi)慧城(cheng)(cheng)(cheng)(cheng)市(shi)綜合管(guan)理平臺,加強城(cheng)(cheng)(cheng)(cheng)市(shi)基礎(chu)設(she)施智(zhi)慧化管(guan)理與監控(kong)服務,提高(gao)運行(xing)管(guan)理水平。制定高(gao)原美(mei)麗城(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)宜居環境建(jian)(jian)(jian)(jian)(jian)設(she)標準,科學規(gui)范建(jian)(jian)(jian)(jian)(jian)設(she)行(xing)為(wei)。增加綠(lv)地(di)(di)總量,改善(shan)公共(gong)綠(lv)地(di)(di)布局。推進城(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)地(di)(di)區自(zi)然生態修復,建(jian)(jian)(jian)(jian)(jian)設(she)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)集雨型綠(lv)地(di)(di),構建(jian)(jian)(jian)(jian)(jian)城(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)良性(xing)水循環系統,加強河道系統整治和生態修復,逐步(bu)改善(shan)水生態和水環境質量。到2025年,創建(jian)(jian)(jian)(jian)(jian)“美(mei)麗庭院(yuan)”10萬戶,城(cheng)(cheng)(cheng)(cheng)鎮(zhen)(zhen)社區物業服務覆蓋(gai)率到達(da)90%以上,地(di)(di)級城(cheng)(cheng)(cheng)(cheng)市(shi)再生水利用率達(da)到25%,力爭創建(jian)(jian)(jian)(jian)(jian)國(guo)家園林城(cheng)(cheng)(cheng)(cheng)市(shi)1-2個。
(八(ba))以(yi)民(min)族團結示范省建設為基礎,實施(shi)綠(lv)色(se)低碳(tan)全民(min)行動。
1.加(jia)強綠色(se)低(di)碳(tan)(tan)(tan)宣傳教(jiao)(jiao)育。全(quan)面貫徹(che)黨的民(min)(min)族(zu)政策,鑄(zhu)牢中(zhong)(zhong)華(hua)民(min)(min)族(zu)共同體意(yi)(yi)識(shi),將(jiang)生態(tai)(tai)文明(ming)(ming)教(jiao)(jiao)育融(rong)入民(min)(min)族(zu)團結進步示范省(sheng)建設。發揮宣傳教(jiao)(jiao)育在全(quan)民(min)(min)綠色(se)低(di)碳(tan)(tan)(tan)行動(dong)(dong)(dong)中(zhong)(zhong)的整體引(yin)導作用。打(da)(da)造公眾教(jiao)(jiao)育平臺,融(rong)合多媒(mei)體、廣播、視頻等多方式(shi)(shi),加(jia)快普(pu)及全(quan)民(min)(min)生態(tai)(tai)文明(ming)(ming)、碳(tan)(tan)(tan)達(da)峰(feng)碳(tan)(tan)(tan)中(zhong)(zhong)和基(ji)礎知識(shi)。依托青(qing)(qing)海省(sheng)的傳統(tong)文化(hua)(hua)底蘊,開(kai)展(zhan)多民(min)(min)族(zu)、多文化(hua)(hua)綠色(se)低(di)碳(tan)(tan)(tan)科普(pu)活(huo)動(dong)(dong)(dong),持(chi)續開(kai)展(zhan)世界地(di)球日(ri)、世界環境日(ri)、世界濕地(di)日(ri)、全(quan)國低(di)碳(tan)(tan)(tan)日(ri)等主題宣傳活(huo)動(dong)(dong)(dong),增強全(quan)民(min)(min)綠色(se)低(di)碳(tan)(tan)(tan)意(yi)(yi)識(shi),推動(dong)(dong)(dong)全(quan)民(min)(min)綠色(se)低(di)碳(tan)(tan)(tan)行動(dong)(dong)(dong)深(shen)入人心。有效結合傳統(tong)文化(hua)(hua)模式(shi)(shi)與創(chuang)新(xin)推動(dong)(dong)(dong),打(da)(da)造青(qing)(qing)海省(sheng)民(min)(min)族(zu)特色(se)的碳(tan)(tan)(tan)達(da)峰(feng)碳(tan)(tan)(tan)中(zhong)(zhong)和宣傳精品示范,促進各族(zu)群眾將(jiang)建設大美青(qing)(qing)海、實現碳(tan)(tan)(tan)達(da)峰(feng)作為(wei)共同奮(fen)斗目標。持(chi)續開(kai)展(zhan)校園生態(tai)(tai)文明(ming)(ming)教(jiao)(jiao)育,厚(hou)植師生生態(tai)(tai)文明(ming)(ming)思(si)想。
2.推(tui)廣(guang)綠(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)生(sheng)活方(fang)式(shi)(shi)(shi)。制定和完善綠(lv)(lv)(lv)色(se)(se)(se)消費(fei)(fei)(fei)指(zhi)南,推(tui)廣(guang)綠(lv)(lv)(lv)色(se)(se)(se)產(chan)(chan)品(pin),倡導(dao)綠(lv)(lv)(lv)色(se)(se)(se)消費(fei)(fei)(fei)。增(zeng)加綠(lv)(lv)(lv)色(se)(se)(se)產(chan)(chan)品(pin)和服務供給,建(jian)(jian)立再(zai)生(sheng)產(chan)(chan)品(pin)推(tui)廣(guang)使(shi)用制度(du)和一次(ci)性(xing)消費(fei)(fei)(fei)品(pin)限制使(shi)用制度(du)。積極(ji)倡導(dao)節約用能、綠(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)生(sheng)活方(fang)式(shi)(shi)(shi),反(fan)對奢侈浪(lang)費(fei)(fei)(fei)和不合理(li)消費(fei)(fei)(fei),大力實施“光盤(pan)行(xing)(xing)動(dong)”,出臺措施懲罰浪(lang)費(fei)(fei)(fei)行(xing)(xing)為。積極(ji)踐(jian)行(xing)(xing)綠(lv)(lv)(lv)色(se)(se)(se)消費(fei)(fei)(fei),構(gou)建(jian)(jian)綠(lv)(lv)(lv)色(se)(se)(se)產(chan)(chan)品(pin)體系,實施綠(lv)(lv)(lv)色(se)(se)(se)產(chan)(chan)品(pin)認證與標(biao)識制度(du),鼓勵和引導(dao)企事業單位與公眾購買和使(shi)用低(di)碳(tan)(tan)產(chan)(chan)品(pin)。逐步開展社區、鄉村、學校(xiao)(xiao)“綠(lv)(lv)(lv)色(se)(se)(se)細胞(bao)”工程建(jian)(jian)設,評(ping)選一批優秀的示范社區、示范鄉村、示范學校(xiao)(xiao),推(tui)動(dong)全民綠(lv)(lv)(lv)色(se)(se)(se)發展由被動(dong)變主動(dong)。到2025年(nian),家庭達到綠(lv)(lv)(lv)色(se)(se)(se)家庭標(biao)準比例達到65%。到2030年(nian)全民綠(lv)(lv)(lv)色(se)(se)(se)低(di)碳(tan)(tan)生(sheng)活方(fang)式(shi)(shi)(shi)基本形成。
3.引導企(qi)業(ye)(ye)自覺履(lv)行(xing)社會責任(ren)。引導企(qi)業(ye)(ye)主動適應低碳(tan)發展要求,將(jiang)綠色(se)(se)低碳(tan)理(li)念融(rong)入企(qi)業(ye)(ye)文化,提升資源節約意識(shi),自覺履(lv)行(xing)綠色(se)(se)低碳(tan)發展義務,切實承擔企(qi)業(ye)(ye)環(huan)境(jing)責任(ren)。建立(li)健全(quan)綠色(se)(se)低碳(tan)循環(huan)發展體系(xi)(xi),推進重(zhong)點(dian)(dian)領域和重(zhong)點(dian)(dian)行(xing)業(ye)(ye)綠色(se)(se)化改造,促進生產系(xi)(xi)統和生活系(xi)(xi)統循環(huan)鏈接,逐步實現(xian)節能降碳(tan)。重(zhong)點(dian)(dian)用能單位需要加強碳(tan)核(he)算機制,按照環(huan)境(jing)信(xin)息依法披露制度,定期發布企(qi)業(ye)(ye)碳(tan)核(he)算報(bao)告。重(zhong)點(dian)(dian)工業(ye)(ye)園區、重(zhong)點(dian)(dian)企(qi)業(ye)(ye)需要制定園區或(huo)企(qi)業(ye)(ye)碳(tan)達峰實施方案,發揮園區和企(qi)業(ye)(ye)示范引領作用。
4.強化領(ling)導干部(bu)培訓。將學(xue)習貫(guan)徹習近平(ping)生(sheng)態文明思想作為(wei)干部(bu)教(jiao)育培訓的重(zhong)要內容(rong),各級(ji)黨校(行(xing)政學(xue)院)要把碳(tan)達(da)峰碳(tan)中(zhong)和(he)相關內容(rong)列入(ru)教(jiao)學(xue)計(ji)劃,分階(jie)段、分層次(ci)對各級(ji)領(ling)導干部(bu)開展培訓,普(pu)及科學(xue)知(zhi)識(shi),宣講政策(ce)要點,強化法制意(yi)識(shi),切實增強全省和(he)市州各級(ji)領(ling)導干部(bu)對碳(tan)達(da)峰碳(tan)中(zhong)和(he)工作重(zhong)要性(xing)(xing)、緊迫性(xing)(xing)、科學(xue)性(xing)(xing)、系統性(xing)(xing)的認識(shi),提升(sheng)專業素養(yang)和(he)業務能力,增強推動(dong)綠色低碳(tan)發(fa)展的本領(ling)。到(dao)2025年,黨政領(ling)導干部(bu)參加生(sheng)態文明培訓的人數比例達(da)到(dao)100%。
(九)以(yi)創新驅動發展戰略為支撐,實(shi)施綠色低碳科(ke)技(ji)創新行動。
1.加快技(ji)術(shu)研(yan)(yan)(yan)發(fa)和(he)推(tui)廣應用。部署開展(zhan)農作物種(zhong)質資源(yuan)保護與(yu)(yu)利(li)用、育(yu)種(zhong)技(ji)術(shu)、新(xin)品種(zhong)選(xuan)育(yu)及改(gai)良技(ji)術(shu)研(yan)(yan)(yan)究,加快鄉(xiang)土草種(zhong)擴繁(fan)及商業(ye)化(hua)育(yu)種(zhong)體系(xi)建設,創(chuang)制(zhi)重大品種(zhong)。積極(ji)推(tui)動清(qing)潔能(neng)(neng)源(yuan)開發(fa)、氫能(neng)(neng)發(fa)電、智能(neng)(neng)電網等技(ji)術(shu)研(yan)(yan)(yan)究與(yu)(yu)應用,力(li)爭解決(jue)青海省季節(jie)性缺(que)電問題(ti)。建立健全以(yi)陸地生態(tai)(tai)系(xi)統(tong)碳(tan)(tan)循環“源(yuan)-匯”轉換關系(xi)研(yan)(yan)(yan)究、生態(tai)(tai)修復(fu)新(xin)型(xing)材料(liao)研(yan)(yan)(yan)發(fa)、生態(tai)(tai)系(xi)統(tong)碳(tan)(tan)匯監(jian)測核(he)算(suan)體系(xi)創(chuang)建、退化(hua)草地修復(fu)微生物調控及草地資源(yuan)空間(jian)優化(hua)配置研(yan)(yan)(yan)究等為核(he)心的固碳(tan)(tan)增匯技(ji)術(shu)體系(xi),提升(sheng)生態(tai)(tai)系(xi)統(tong)固碳(tan)(tan)能(neng)(neng)力(li)。開展(zhan)二氧化(hua)碳(tan)(tan)捕集利(li)用與(yu)(yu)封存(CCUS)等應用基(ji)礎研(yan)(yan)(yan)究,選(xuan)擇有條件的區域(yu)和(he)行業(ye)探索開展(zhan)CCUS技(ji)術(shu)試(shi)點示范。
2.完善科技(ji)(ji)創新(xin)(xin)體(ti)制(zhi)(zhi)機制(zhi)(zhi)。圍繞國家即將實施的科技(ji)(ji)體(ti)制(zhi)(zhi)改(gai)革三年行(xing)動,不斷深化(hua)(hua)(hua)全省科技(ji)(ji)體(ti)制(zhi)(zhi)創新(xin)(xin),堅持規劃(hua)引領,以重大需求為(wei)導(dao)向,以解決“卡脖子”等關鍵技(ji)(ji)術難題為(wei)目標(biao),分(fen)(fen)年度細化(hua)(hua)(hua)生態價值轉化(hua)(hua)(hua)專項(xiang)目標(biao)。在省級科技(ji)(ji)計(ji)劃(hua)中推進實施“揭榜(bang)掛帥(shuai)”“帥(shuai)才科學(xue)家負責制(zhi)(zhi)”等科研項(xiang)目管理(li)改(gai)革,優化(hua)(hua)(hua)科技(ji)(ji)創新(xin)(xin)資源(yuan)(yuan)配置。強化(hua)(hua)(hua)企業創新(xin)(xin)主體(ti)地(di)位,引導(dao)企業牽(qian)頭承擔綠色低碳類科技(ji)(ji)計(ji)劃(hua)項(xiang)目。充分(fen)(fen)發揮(hui)各類重大科技(ji)(ji)創新(xin)(xin)平(ping)臺的資源(yuan)(yuan)輻(fu)射作(zuo)用,鼓勵科研設施、數據等資源(yuan)(yuan)開放共享。加強綠色低碳技(ji)(ji)術和產(chan)品知識(shi)產(chan)權(quan)保(bao)護。
3.加強(qiang)創(chuang)新(xin)(xin)能力建(jian)(jian)(jian)設(she)(she)和(he)(he)人才(cai)(cai)培(pei)養。圍(wei)繞鹽湖資源綜(zong)合利用、多能互補綠色(se)儲能、大氣本底(di)基(ji)準(zhun)觀測、高(gao)原種質資源等領域(yu)建(jian)(jian)(jian)設(she)(she)一批引(yin)領性、帶動性、示范性顯(xian)著的科(ke)(ke)(ke)技創(chuang)新(xin)(xin)平臺(tai)(tai)。重點建(jian)(jian)(jian)設(she)(she)第二(er)次青藏高(gao)原科(ke)(ke)(ke)學考(kao)(kao)察綜(zong)合服務平臺(tai)(tai)和(he)(he)野外(wai)(wai)綜(zong)合科(ke)(ke)(ke)考(kao)(kao)基(ji)地(di),推(tui)動科(ke)(ke)(ke)考(kao)(kao)成(cheng)果(guo)轉化。落實青海省政府與中國(guo)科(ke)(ke)(ke)協“全面戰略”合作(zuo)協議,探(tan)索“科(ke)(ke)(ke)研飛地(di)”模(mo)式。建(jian)(jian)(jian)設(she)(she)青海省“碳(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)中和(he)(he)”高(gao)端智(zhi)庫(ku),聘(pin)請省內外(wai)(wai)能源、生態環境、綠色(se)金融等領域(yu)知名院士專家(jia)(jia)組成(cheng)碳(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)中和(he)(he)專家(jia)(jia)咨詢(xun)委員會。深入(ru)實施“昆侖英才(cai)(cai)”行(xing)動計劃,通過“人才(cai)(cai)+項(xiang)目”模(mo)式瞄(miao)準(zhun)雙(shuang)碳(tan)(tan)關鍵問(wen)題引(yin)進核心人才(cai)(cai),開展創(chuang)新(xin)(xin)人才(cai)(cai)隊(dui)伍建(jian)(jian)(jian)設(she)(she),鼓勵柔性引(yin)進專家(jia)(jia)學者,為(wei)推(tui)進碳(tan)(tan)達(da)峰(feng)(feng)工作(zuo)提(ti)供智(zhi)力支(zhi)撐。
(十)堅持“全國一盤棋(qi)”總要求,實(shi)施市州有序達(da)峰行動(dong)。
準確(que)把握各市州發展(zhan)定位(wei),綜合(he)(he)考慮本(ben)地區經濟(ji)發展(zhan)水平、產(chan)業結(jie)構、節能(neng)潛力、環境容量(liang)(liang)、重大項目等因素,結(jie)合(he)(he)當前碳(tan)排(pai)放現狀、自(zi)身條件及(ji)未來(lai)發展(zhan)方(fang)(fang)向(xiang),制(zhi)定符合(he)(he)實(shi)際、切(qie)實(shi)可行(xing)的碳(tan)達峰(feng)實(shi)施方(fang)(fang)案。支持經濟(ji)發展(zhan)水平較高、產(chan)業結(jie)構較輕、能(neng)源(yuan)(yuan)結(jie)構較優、資(zi)源(yuan)(yuan)稟賦較好的地區率先(xian)達峰(feng)。鼓勵(li)西(xi)寧、海(hai)東、海(hai)西(xi)等有條件的地區探索實(shi)施二氧化碳(tan)排(pai)放強(qiang)度和總量(liang)(liang)雙(shuang)(shuang)控(kong),開展(zhan)空氣(qi)質(zhi)量(liang)(liang)達標與碳(tan)排(pai)放達峰(feng)“雙(shuang)(shuang)達”試點示范(fan),打(da)造(zao)低碳(tan)試點省市升(sheng)級版,力爭在達峰(feng)行(xing)動中(zhong)走在全省前列。開展(zhan)凈(jing)零(ling)碳(tan)排(pai)放示范(fan)工程建設,打(da)造(zao)零(ling)碳(tan)產(chan)業園和零(ling)碳(tan)電力系統。鼓勵(li)在國家公園內(nei)開展(zhan)“零(ling)碳(tan)城鎮”試點示范(fan)。
西(xi)寧市。加大生(sheng)產設備低(di)碳(tan)改(gai)造(zao)力度,提升能(neng)源使用效率,降(jiang)低(di)生(sheng)產排放強(qiang)度。持續推(tui)進國土綠化(hua)鞏固提升、流域生(sheng)態治理與(yu)修(xiu)復、公園綠地建(jian)設工程(cheng),加快(kuai)公園城市建(jian)設,推(tui)動公共(gong)空間與(yu)自然生(sheng)態相融(rong)合,提升生(sheng)態活力,聚力建(jian)設“現代美麗(li)幸福(fu)大西(xi)寧”。大力倡(chang)導綠色(se)(se)低(di)碳(tan)生(sheng)活方式,加快(kuai)推(tui)進垃圾(ji)資(zi)源化(hua)利(li)用,構建(jian)資(zi)源循環利(li)用體系(xi),廣泛開展綠色(se)(se)學(xue)校、綠色(se)(se)社區、綠色(se)(se)家庭等(deng)綠色(se)(se)細胞(bao)創建(jian)行動,減少生(sheng)活碳(tan)排放。加快(kuai)光伏光熱制造(zao)、鋰電儲能(neng)、有色(se)(se)合金材(cai)(cai)料、生(sheng)物(wu)醫藥、特色(se)(se)化(hua)工新材(cai)(cai)料等(deng)集群產業發展。
海東市。全(quan)面推動以電解鋁、鐵(tie)合金、碳(tan)(tan)化硅為重(zhong)點(dian)的基礎原材料產(chan)業高質量低(di)碳(tan)(tan)轉型,推動綠(lv)色(se)建(jian)(jian)材生產(chan)和應用(yong),打造(zao)千億級(ji)零碳(tan)(tan)產(chan)業園。實施(shi)農業園區(qu)提(ti)(ti)檔(dang)升級(ji)工程(cheng),推進(jin)現代生態(tai)循環(huan)低(di)碳(tan)(tan)農業園區(qu)建(jian)(jian)設(she)。構建(jian)(jian)綠(lv)色(se)交通體(ti)系(xi),加快(kuai)推進(jin)加氣站、充電樁(zhuang)、綠(lv)色(se)倉(cang)儲等(deng)設(she)施(shi)建(jian)(jian)設(she),加快(kuai)普及(ji)清潔能源車輛。推進(jin)黃河及(ji)湟水河流域(yu)生態(tai)環(huan)境綜合整(zheng)治,實施(shi)生態(tai)修復、國土綜合整(zheng)治、生物多樣性(xing)保(bao)護(hu)等(deng)重(zhong)大工程(cheng),提(ti)(ti)升各類生態(tai)系(xi)統的穩定性(xing)和固碳(tan)(tan)能力。
海西州(zhou)。加快建(jian)設高原(yuan)生(sheng)態文明高地(di)和國(guo)家重(zhong)要的戰略性產(chan)業(ye)基地(di)。推(tui)(tui)動國(guo)家公園建(jian)設和水生(sheng)態保(bao)護工(gong)(gong)程,持(chi)續強化荒漠化保(bao)護治理(li)(li),開展光伏(fu)治沙(sha),鞏固天(tian)然草地(di)生(sheng)產(chan)力(li),提升(sheng)濕(shi)地(di)生(sheng)態系(xi)統服務供給能(neng)(neng)力(li)。扎實推(tui)(tui)進(jin)(jin)祁連山(shan)(海西片區(qu))生(sheng)態保(bao)護與綜(zong)合治理(li)(li)。推(tui)(tui)進(jin)(jin)世界(jie)級鹽湖(hu)產(chan)業(ye)基地(di)和清(qing)潔能(neng)(neng)源(yuan)(yuan)高地(di)建(jian)設,促進(jin)(jin)柴(chai)達(da)木(mu)綠(lv)色低碳循(xun)環(huan)發展示范(fan)區(qu)高質量發展,推(tui)(tui)動“荷(he)儲網源(yuan)(yuan)”和“多(duo)能(neng)(neng)互補”一體(ti)(ti)化新(xin)能(neng)(neng)源(yuan)(yuan)項目建(jian)設。布局新(xin)能(neng)(neng)源(yuan)(yuan)裝備制造(zao)產(chan)業(ye)集群(qun)、綠(lv)氫(qing)產(chan)業(ye)化應用示范(fan)。以突破鹽湖(hu)鋰鹽高純化、新(xin)型(xing)動力(li)電池及其關鍵(jian)材料產(chan)業(ye)化提升(sheng)、鎂合金深加工(gong)(gong)等技術難題為導(dao)向(xiang),加強循(xun)環(huan)經濟關鍵(jian)核心技術體(ti)(ti)系(xi)建(jian)設,全面(mian)激活循(xun)環(huan)產(chan)業(ye)發展新(xin)動能(neng)(neng)。

海北州(zhou)。加快推進(jin)國(guo)家(jia)公(gong)(gong)園(yuan)示范區建(jian)設(she)工程,深入推進(jin)山(shan)水林田湖草(cao)沙(sha)冰系統治理,高標(biao)準推進(jin)祁連(lian)山(shan)國(guo)家(jia)公(gong)(gong)園(yuan)建(jian)設(she),開展(zhan)(zhan)青海湖國(guo)家(jia)公(gong)(gong)園(yuan)體制試點建(jian)設(she),提升國(guo)家(jia)公(gong)(gong)園(yuan)生(sheng)態(tai)安全(quan)水平與生(sheng)態(tai)固碳能(neng)(neng)力。拓(tuo)展(zhan)(zhan)生(sheng)態(tai)產品價值(zhi)實現模式,建(jian)設(she)森林小(xiao)(xiao)(xiao)鎮(zhen)(zhen)、冰雪(xue)小(xiao)(xiao)(xiao)鎮(zhen)(zhen)、羚羊小(xiao)(xiao)(xiao)鎮(zhen)(zhen)、牦牛小(xiao)(xiao)(xiao)鎮(zhen)(zhen)等特色小(xiao)(xiao)(xiao)鎮(zhen)(zhen),努力打造(zao)美(mei)麗城鎮(zhen)(zhen)、美(mei)麗鄉村、零碳城鎮(zhen)(zhen),促(cu)進(jin)生(sheng)態(tai)旅(lv)游業(ye)健康發展(zhan)(zhan)。積極發展(zhan)(zhan)風電、光伏(fu)產業(ye),優化能(neng)(neng)源結構(gou),發掘電網輸送(song)能(neng)(neng)力,打造(zao)全(quan)省(sheng)清潔能(neng)(neng)源后備基地。
玉樹州。推(tui)進青藏高原生(sheng)態(tai)屏(ping)障區生(sheng)態(tai)保(bao)護(hu)(hu)和修(xiu)復(fu)重大工(gong)程,增強(qiang)“中華(hua)水塔”水源涵養功能,提升(sheng)草地(di)保(bao)護(hu)(hu)與修(xiu)復(fu)水平,促(cu)進森林資源保(bao)護(hu)(hu)恢復(fu),開(kai)展(zhan)沙化土地(di)綜合(he)治理,強(qiang)化生(sheng)態(tai)保(bao)護(hu)(hu)支撐(cheng)體系建(jian)設(she)。提升(sheng)國家公(gong)園建(jian)設(she)水平,推(tui)動(dong)雜多、治多、曲麻萊三縣公(gong)園城(cheng)市建(jian)設(she)。鞏固(gu)提升(sheng)現有的(de)玉樹牦(mao)牛(niu)特優(you)區,高標準(zhun)打造(zao)中國特色農產品優(you)勢(shi)區,促(cu)進生(sheng)態(tai)畜牧業長足(zu)發(fa)展(zhan)。推(tui)進清潔(jie)能源示范州建(jian)設(she),加快清潔(jie)供暖改造(zao)。
果(guo)洛州。加快三江源國家公園黃河(he)源區建(jian)(jian)設,建(jian)(jian)成生(sheng)態環境變化(hua)監測預警體系。加強荒漠化(hua)土地防治、黑土灘治理(li)和(he)有害生(sheng)物防治,提升(sheng)草原生(sheng)態固碳能力。加快風、光、水電建(jian)(jian)設,推進(jin)瑪爾擋水電站建(jian)(jian)設,提高新能源利(li)用率。推廣先進(jin)種養殖技(ji)術,提升(sheng)農畜產品(pin)(pin)品(pin)(pin)質(zhi),提高農牧業產業化(hua)水平。突(tu)出生(sheng)態資源優勢(shi),推動“旅游+”產業融合。
黃(huang)(huang)南州。以打造(zao)(zao)“全省生(sheng)態(tai)有機畜牧業示范(fan)區、全省文化(hua)旅游融(rong)合發展示范(fan)區、藏區社會治(zhi)理示范(fan)區”為重點,持續(xu)推動國家(jia)(jia)公園(yuan)建(jian)設工程,有序實施國土(tu)綠(lv)化(hua)擴面(mian)提(ti)質工程,加快(kuai)(kuai)坎布(bu)拉、麥(mai)秀等林場生(sheng)態(tai)建(jian)設,推進(jin)退化(hua)草原(yuan)、濕地治(zhi)理,鞏固提(ti)升生(sheng)態(tai)服務功(gong)能。以黃(huang)(huang)南國家(jia)(jia)農(nong)(nong)(nong)業科技園(yuan)建(jian)設為引(yin)領,加快(kuai)(kuai)澤庫(ku)國家(jia)(jia)級現(xian)代農(nong)(nong)(nong)業產業園(yuan)、河(he)南縣國家(jia)(jia)農(nong)(nong)(nong)村產業融(rong)合發展示范(fan)園(yuan)建(jian)設,打造(zao)(zao)特色(se)農(nong)(nong)(nong)畜產品(pin)基地。加快(kuai)(kuai)風光水電設施建(jian)設,實施清(qing)潔(jie)能源轉型(xing)行動,提(ti)高(gao)清(qing)潔(jie)能源利用率。
四、政策措施
(一(yi))建立(li)統(tong)(tong)一(yi)規范的碳(tan)(tan)排(pai)放統(tong)(tong)計(ji)核(he)算(suan)體(ti)系(xi)。按照(zhao)國家統(tong)(tong)一(yi)制定(ding)的省(sheng)級碳(tan)(tan)排(pai)放統(tong)(tong)計(ji)核(he)算(suan)方法(fa),組織開展(zhan)全省(sheng)年度碳(tan)(tan)排(pai)放總量(liang)核(he)算(suan)。制定(ding)市(州(zhou))碳(tan)(tan)排(pai)放核(he)算(suan)方法(fa),統(tong)(tong)一(yi)核(he)算(suan)口徑(jing)。加(jia)快碳(tan)(tan)達峰碳(tan)(tan)中(zhong)和數字(zi)支撐體(ti)系(xi)建設(she)(she),充(chong)分應(ying)用云計(ji)算(suan)、物聯(lian)網、遙感測(ce)量(liang)、大數據(ju)等信息技術(shu),依托能(neng)源(yuan)大數據(ju)中(zhong)心,整合相關(guan)資源(yuan),推動建成青海省(sheng)智慧雙(shuang)碳(tan)(tan)大數據(ju)中(zhong)心,構建雙(shuang)碳(tan)(tan)數字(zi)服務(wu)體(ti)系(xi)。完善電(dian)(dian)網輸(shu)入(ru)(ru)(輸(shu)出(chu))電(dian)(dian)量(liang)監(jian)(jian)測(ce),建立(li)可(ke)再(zai)生(sheng)電(dian)(dian)力(li)輸(shu)入(ru)(ru)(輸(shu)出(chu))電(dian)(dian)量(liang)、新增電(dian)(dian)量(liang)等基(ji)礎數據(ju)共享機制。健全電(dian)(dian)力(li)、鋼鐵(tie)、建筑等行業(ye)領域能(neng)耗統(tong)(tong)計(ji)監(jian)(jian)測(ce)體(ti)系(xi),加(jia)強重(zhong)點用能(neng)單位(wei)能(neng)耗在線監(jian)(jian)測(ce)系(xi)統(tong)(tong)項(xiang)目建設(she)(she),完善能(neng)耗統(tong)(tong)計(ji)監(jian)(jian)測(ce)體(ti)系(xi),提(ti)升信息化實(shi)測(ce)水平。
(二(er))完善綠色(se)經(jing)濟政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)。構(gou)建與碳(tan)(tan)達(da)峰(feng)碳(tan)(tan)中(zhong)和(he)(he)(he)相(xiang)適應的(de)(de)財(cai)稅(shui)(shui)、金(jin)融(rong)、投(tou)(tou)資、價格(ge)等(deng)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)體系,持續加大對碳(tan)(tan)達(da)峰(feng)碳(tan)(tan)中(zhong)和(he)(he)(he)工(gong)作(zuo)的(de)(de)支持力度。加大對綠色(se)低(di)碳(tan)(tan)產(chan)(chan)業(ye)發(fa)展、技術(shu)研發(fa)等(deng)的(de)(de)財(cai)政(zheng)(zheng)(zheng)(zheng)支持力度。全面落實(shi)環(huan)境(jing)保(bao)護(hu)(hu)、節(jie)能(neng)節(jie)水、新能(neng)源儲(chu)能(neng)和(he)(he)(he)清(qing)潔能(neng)源車船稅(shui)(shui)收(shou)優惠(hui)。落實(shi)好國家碳(tan)(tan)減(jian)排相(xiang)關稅(shui)(shui)收(shou)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce),積極研究(jiu)促進我(wo)省實(shi)現碳(tan)(tan)達(da)峰(feng)碳(tan)(tan)中(zhong)和(he)(he)(he)的(de)(de)環(huan)境(jing)保(bao)護(hu)(hu)稅(shui)(shui)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)。大力發(fa)展綠色(se)信貸(dai)、綠色(se)保(bao)險(xian)、綠色(se)債券(quan)、綠色(se)基(ji)(ji)金(jin)等(deng)金(jin)融(rong)工(gong)具,引(yin)導銀行(xing)保(bao)險(xian)等(deng)金(jin)融(rong)機構(gou)在(zai)風險(xian)可控的(de)(de)情(qing)況下為綠色(se)低(di)碳(tan)(tan)項目提(ti)供(gong)長期限、低(di)成(cheng)本(ben)資金(jin)支持及保(bao)險(xian)保(bao)障。鼓勵(li)有條件的(de)(de)金(jin)融(rong)機構(gou)提(ti)供(gong)長期穩定融(rong)資支持。充分發(fa)揮我(wo)省已設立的(de)(de)各(ge)類政(zheng)(zheng)(zheng)(zheng)府(fu)投(tou)(tou)資基(ji)(ji)金(jin)和(he)(he)(he)青(qing)海省政(zheng)(zheng)(zheng)(zheng)府(fu)投(tou)(tou)資母基(ji)(ji)金(jin)引(yin)導撬動作(zuo)用,吸引(yin)社會資本(ben)投(tou)(tou)向碳(tan)(tan)達(da)峰(feng)碳(tan)(tan)中(zhong)和(he)(he)(he)關鍵領域,鼓勵(li)與社會資本(ben)合作(zuo)設立綠色(se)低(di)碳(tan)(tan)產(chan)(chan)業(ye)投(tou)(tou)資基(ji)(ji)金(jin)。執行(xing)差別化電價、分時(shi)電價和(he)(he)(he)居(ju)民階梯電價政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)。
(三)推(tui)進市場化(hua)機制(zhi)建(jian)設。積極(ji)融入全國(guo)碳排(pai)放權(quan)(quan)交(jiao)(jiao)易(yi)(yi)市場,強化(hua)碳排(pai)放數據質量管(guan)理,為全國(guo)碳市場穩定運(yun)行提供(gong)保障。促進碳匯(hui)開(kai)(kai)發(fa)(fa),體(ti)現具(ju)有(you)青海特色(se)重要生態(tai)系統的(de)碳匯(hui)價值(zhi)(zhi)。運(yun)用(yong)區塊鏈(lian)等數字化(hua)技術,推(tui)進綠電(dian)“證電(dian)合(he)一”,積極(ji)推(tui)進能(neng)(neng)(neng)(neng)源生產和消(xiao)費主(zhu)體(ti)與中(zhong)東部省份(fen)開(kai)(kai)展(zhan)碳排(pai)放權(quan)(quan)、綠色(se)電(dian)力(li)證書交(jiao)(jiao)易(yi)(yi),不(bu)斷擴大(da)交(jiao)(jiao)易(yi)(yi)市場范圍(wei)。鼓勵清潔能(neng)(neng)(neng)(neng)源發(fa)(fa)電(dian)企(qi)業(ye)通過出售(shou)綠證等方(fang)(fang)式(shi),促進資(zi)金和資(zi)源在不(bu)同區域(yu)間融通,助(zhu)力(li)完成消(xiao)納責任(ren)權(quan)(quan)重考核,實現清潔電(dian)力(li)的(de)綠色(se)價值(zhi)(zhi)。加大(da)電(dian)力(li)、天然(ran)氣市場化(hua)改革(ge)力(li)度(du),完善風電(dian)、光伏(fu)發(fa)(fa)電(dian)、抽水(shui)蓄能(neng)(neng)(neng)(neng)價格形成機制(zhi)。有(you)序推(tui)進碳排(pai)放權(quan)(quan)、用(yong)水(shui)權(quan)(quan)和排(pai)污權(quan)(quan)交(jiao)(jiao)易(yi)(yi),探(tan)索(suo)建(jian)立用(yong)能(neng)(neng)(neng)(neng)權(quan)(quan)、綠色(se)電(dian)力(li)、林(lin)業(ye)碳匯(hui)交(jiao)(jiao)易(yi)(yi)機制(zhi)。支(zhi)持林(lin)業(ye)碳匯(hui)項目開(kai)(kai)發(fa)(fa),引導碳交(jiao)(jiao)易(yi)(yi)履約企(qi)業(ye)和對口幫扶省份(fen)優(you)先購買林(lin)業(ye)碳匯(hui)項目產生的(de)減排(pai)量。發(fa)(fa)展(zhan)市場化(hua)節(jie)能(neng)(neng)(neng)(neng)方(fang)(fang)式(shi),推(tui)行合(he)同能(neng)(neng)(neng)(neng)源管(guan)理,推(tui)廣節(jie)能(neng)(neng)(neng)(neng)綜合(he)服務(wu)模(mo)式(shi)。
(四)健(jian)全(quan)制(zhi)(zhi)度及(ji)標(biao)(biao)(biao)(biao)準(zhun)體(ti)系。加快構建(jian)有(you)利(li)于綠(lv)色低(di)碳(tan)(tan)發展的(de)政(zheng)策體(ti)系,制(zhi)(zhi)定完(wan)善(shan)涉及(ji)綠(lv)色低(di)碳(tan)(tan)轉(zhuan)型的(de)相(xiang)關制(zhi)(zhi)度。適(shi)時修訂(ding)青海(hai)省(sheng)應對氣候變化(hua)辦法。嚴格執行國(guo)家(jia)產(chan)業(ye)結(jie)構調整政(zheng)策,依(yi)法依(yi)規推動違規高耗能(neng)(neng)高排放項目、高碳(tan)(tan)低(di)效落后產(chan)能(neng)(neng)淘汰退出(chu)、轉(zhuan)型升(sheng)級。建(jian)立健(jian)全(quan)碳(tan)(tan)達峰碳(tan)(tan)中和標(biao)(biao)(biao)(biao)準(zhun)體(ti)系,實施低(di)碳(tan)(tan)產(chan)品標(biao)(biao)(biao)(biao)準(zhun)標(biao)(biao)(biao)(biao)識制(zhi)(zhi)度,支持企業(ye)開展綠(lv)色產(chan)品認證。鼓勵我省(sheng)相(xiang)關機構積極參與國(guo)家(jia)及(ji)國(guo)際能(neng)(neng)效、低(di)碳(tan)(tan)標(biao)(biao)(biao)(biao)準(zhun)體(ti)系制(zhi)(zhi)定,加強與國(guo)家(jia)標(biao)(biao)(biao)(biao)準(zhun)、行業(ye)標(biao)(biao)(biao)(biao)準(zhun)的(de)銜接(jie)。
五、組織保障
(一)加強(qiang)組(zu)織領(ling)導(dao)。切(qie)實(shi)加強(qiang)黨對(dui)碳(tan)(tan)達(da)峰(feng)(feng)(feng)碳(tan)(tan)中(zhong)和工作(zuo)(zuo)(zuo)的(de)領(ling)導(dao)。省(sheng)(sheng)(sheng)碳(tan)(tan)達(da)峰(feng)(feng)(feng)碳(tan)(tan)中(zhong)和工作(zuo)(zuo)(zuo)領(ling)導(dao)小(xiao)組(zu)要(yao)加強(qiang)對(dui)各項工作(zuo)(zuo)(zuo)的(de)統(tong)籌謀劃、整體部(bu)署和系(xi)統(tong)推(tui)進(jin)(jin)(jin),研究解(jie)決重(zhong)(zhong)大(da)問題、重(zhong)(zhong)大(da)政(zheng)策和重(zhong)(zhong)要(yao)事項。省(sheng)(sheng)(sheng)碳(tan)(tan)達(da)峰(feng)(feng)(feng)碳(tan)(tan)中(zhong)和工作(zuo)(zuo)(zuo)領(ling)導(dao)小(xiao)組(zu)各成員單位(wei)要(yao)積極落(luo)實(shi)省(sheng)(sheng)(sheng)委省(sheng)(sheng)(sheng)政(zheng)府決策部(bu)署和領(ling)導(dao)小(xiao)組(zu)工作(zuo)(zuo)(zuo)要(yao)求,主動作(zuo)(zuo)(zuo)為(wei)、密切(qie)配合,扎實(shi)推(tui)進(jin)(jin)(jin)相(xiang)關工作(zuo)(zuo)(zuo)。省(sheng)(sheng)(sheng)碳(tan)(tan)達(da)峰(feng)(feng)(feng)碳(tan)(tan)中(zhong)和工作(zuo)(zuo)(zuo)領(ling)導(dao)小(xiao)組(zu)辦公室要(yao)加強(qiang)統(tong)籌協(xie)調(diao),定期對(dui)各地和重(zhong)(zhong)點領(ling)域、重(zhong)(zhong)點行業工作(zuo)(zuo)(zuo)進(jin)(jin)(jin)展情況進(jin)(jin)(jin)行調(diao)度,加強(qiang)跟(gen)蹤(zong)評(ping)估和督促檢(jian)查(cha),確保各項目標任(ren)務落(luo)實(shi)落(luo)地落(luo)細。
(二)穩(wen)妥(tuo)有(you)序推(tui)進(jin)。深(shen)刻(ke)認(ren)識碳(tan)(tan)達(da)(da)(da)(da)(da)峰(feng)碳(tan)(tan)中(zhong)(zhong)(zhong)和(he)是(shi)一場廣泛而深(shen)刻(ke)的(de)經(jing)濟社(she)會系(xi)統(tong)性變革,將碳(tan)(tan)達(da)(da)(da)(da)(da)峰(feng)碳(tan)(tan)中(zhong)(zhong)(zhong)和(he)目標(biao)要求融入經(jing)濟社(she)會中(zhong)(zhong)(zhong)長期發展規(gui)劃(hua)(hua),加強(qiang)與國(guo)土(tu)空間(jian)規(gui)劃(hua)(hua)、區(qu)(qu)域(yu)規(gui)劃(hua)(hua)及(ji)各級各類專項規(gui)劃(hua)(hua)的(de)銜接協調。統(tong)籌謀劃(hua)(hua)本(ben)(ben)地區(qu)(qu)、本(ben)(ben)領域(yu)碳(tan)(tan)達(da)(da)(da)(da)(da)峰(feng)的(de)實現路徑(jing)和(he)目標(biao)任務,科(ke)學制定并推(tui)進(jin)實施本(ben)(ben)地區(qu)(qu)、本(ben)(ben)領域(yu)碳(tan)(tan)達(da)(da)(da)(da)(da)峰(feng)實施方案。堅持先立(li)后(hou)破、科(ke)學統(tong)籌,穩(wen)妥(tuo)有(you)序、循序漸(jian)進(jin)推(tui)進(jin)碳(tan)(tan)達(da)(da)(da)(da)(da)峰(feng)行(xing)動,助(zhu)力經(jing)濟社(she)會全面(mian)綠色低碳(tan)(tan)轉型,力爭實現高質(zhi)量達(da)(da)(da)(da)(da)峰(feng),為(wei)碳(tan)(tan)中(zhong)(zhong)(zhong)和(he)奠定堅實基礎。有(you)關工作進(jin)展情況(kuang)每年向國(guo)家和(he)省委(wei)、省政府報告。
(三)強化(hua)責(ze)任(ren)落(luo)實(shi)(shi)。各(ge)(ge)地各(ge)(ge)部門要(yao)深(shen)刻(ke)領會黨中央國(guo)務(wu)院(yuan)、省委(wei)省政府推進碳(tan)達峰(feng)碳(tan)中和(he)(he)工(gong)作的(de)(de)(de)堅定決心,充分認識碳(tan)達峰(feng)碳(tan)中和(he)(he)工(gong)作的(de)(de)(de)重要(yao)性、緊迫性、復雜性,實(shi)(shi)行黨政同責(ze),壓(ya)實(shi)(shi)主體(ti)責(ze)任(ren),切實(shi)(shi)扛(kang)起政治責(ze)任(ren)。要(yao)圍繞(rao)《貫(guan)(guan)徹落(luo)實(shi)(shi)〈關(guan)于完(wan)整準確全面貫(guan)(guan)徹新發展理念做好碳(tan)達峰(feng)碳(tan)中和(he)(he)工(gong)作的(de)(de)(de)意見(jian)〉的(de)(de)(de)實(shi)(shi)施(shi)意見(jian)》和(he)(he)本方(fang)案確定的(de)(de)(de)工(gong)作目(mu)標(biao)與重點任(ren)務(wu),制定任(ren)務(wu)清單,落(luo)實(shi)(shi)有效舉措(cuo),確保政策到(dao)位(wei)、措(cuo)施(shi)到(dao)位(wei)、成效到(dao)位(wei),落(luo)實(shi)(shi)情況(kuang)將(jiang)納入生(sheng)態(tai)環境保護督查(cha)。各(ge)(ge)行業、企業等市場主體(ti)要(yao)主動承(cheng)擔并(bing)積極履行社會責(ze)任(ren),嚴格對(dui)照碳(tan)達峰(feng)碳(tan)中和(he)(he)相(xiang)關(guan)政策要(yao)求,全面落(luo)實(shi)(shi)節能(neng)降(jiang)碳(tan)各(ge)(ge)項措(cuo)施(shi),共(gong)建(jian)共(gong)治共(gong)享,合力推進綠(lv)色低碳(tan)轉型和(he)(he)高質量發展。
(四)嚴格監督考(kao)核(he)。將(jiang)碳達峰碳中和相關指標(biao)(biao)納入(ru)經(jing)濟社會發展綜合評價體系,作為(wei)黨政領導(dao)班子和領導(dao)干部評價的重要(yao)參考(kao),并列(lie)入(ru)生(sheng)態環(huan)境保護(hu)督查的重要(yao)內容(rong)。建立年度工(gong)作目(mu)標(biao)(biao)分解機制(zhi),實(shi)行年度報(bao)告(gao)、中期評估、目(mu)標(biao)(biao)考(kao)核(he)制(zhi)度,加強(qiang)監督考(kao)核(he)結果應用,對工(gong)作突出的地區、單位和個人按規定給予表彰獎勵,對未(wei)完成目(mu)標(biao)(biao)任務的地區、部門依規依法實(shi)行通報(bao)批(pi)評和約談問(wen)責,對履職不力(li)、偏離任務的及時予以調(diao)整。
