近日,中共山西(xi)省委、山西(xi)省人民政府(fu)對(dui)外(wai)下發(fa)(fa)《關于完整準確全面(mian)貫徹新發(fa)(fa)展理(li)念(nian),切實做(zuo)好碳達峰碳中和工作的實施意(yi)見》,全文如下:


為貫徹落實《中共中央、國務院關于完整準確全面貫徹新發展理念做好碳達峰碳中和工作的意見》,穩妥有序、有力有效做好山西碳達峰、碳中和工作,制定本實施意見。


一、總體要求


(一)指導(dao)思想(xiang)。以習近(jin)平(ping)新(xin)時(shi)代中(zhong)(zhong)國(guo)特(te)色社會主義思想(xiang)為指導(dao),深入(ru)(ru)貫徹習近(jin)平(ping)生態文(wen)明思想(xiang),立(li)足新(xin)發(fa)(fa)展(zhan)(zhan)階(jie)段,完整準(zhun)確全(quan)(quan)(quan)面貫徹新(xin)發(fa)(fa)展(zhan)(zhan)理念,積極服務和(he)融(rong)入(ru)(ru)新(xin)發(fa)(fa)展(zhan)(zhan)格(ge)局,深入(ru)(ru)實施(shi)黃河流域生態保(bao)(bao)護(hu)和(he)高(gao)質量(liang)發(fa)(fa)展(zhan)(zhan)國(guo)家戰(zhan)(zhan)略,把碳(tan)(tan)達峰、碳(tan)(tan)中(zhong)(zhong)和(he)工作納(na)入(ru)(ru)全(quan)(quan)(quan)省(sheng)生態文(wen)明建設整體布局和(he)經濟社會發(fa)(fa)展(zhan)(zhan)全(quan)(quan)(quan)局,按(an)照全(quan)(quan)(quan)方(fang)(fang)位推動高(gao)質量(liang)發(fa)(fa)展(zhan)(zhan)的(de)目標(biao)要求和(he)“一群(qun)兩區(qu)三(san)圈”城鄉區(qu)域發(fa)(fa)展(zhan)(zhan)新(xin)布局,先立(li)后破、通盤謀(mou)劃(hua),處(chu)理好(hao)發(fa)(fa)展(zhan)(zhan)和(he)減(jian)排(pai)、整體和(he)局部(bu)、長遠(yuan)目標(biao)和(he)短期目標(biao)、政(zheng)府和(he)市場的(de)關系,以能源綠(lv)色低碳(tan)(tan)發(fa)(fa)展(zhan)(zhan)為核心(xin)抓手,深入(ru)(ru)推進能源革命(ming)綜(zong)合改革試(shi)點(dian),發(fa)(fa)揮好(hao)煤炭、煤電兜底(di)保(bao)(bao)障作用,推動傳(chuan)統能源與新(xin)能源優化組合,加快傳(chuan)統優勢產(chan)業(ye)內涵集(ji)約發(fa)(fa)展(zhan)(zhan),戰(zhan)(zhan)略性新(xin)興(xing)產(chan)業(ye)集(ji)群(qun)規(gui)模發(fa)(fa)展(zhan)(zhan),加快形成節約資源和(he)保(bao)(bao)護(hu)環境的(de)產(chan)業(ye)結構、生產(chan)方(fang)(fang)式、生活方(fang)(fang)式、空間格(ge)局,實現降碳(tan)(tan)、減(jian)污、擴綠(lv)、增長協同推進,在全(quan)(quan)(quan)國(guo)一盤棋推進碳(tan)(tan)達峰、碳(tan)(tan)中(zhong)(zhong)和(he)進程中(zhong)(zhong)體現山(shan)西(xi)擔當。


(二)工作原則


———突(tu)出特色,統籌推進(jin)。發揮山西作(zuo)為國家能源(yuan)(yuan)保(bao)供基地的戰略作(zuo)用,正確認(ren)識和把(ba)握(wo)發展和減排(pai)、省內排(pai)放(fang)與能源(yuan)(yuan)輸出、傳統能源(yuan)(yuan)與新能源(yuan)(yuan)、轉(zhuan)型蹚新路與“雙碳”推進(jin)等重大關(guan)系,分類施策、因地制宜、上下聯動,促進(jin)各階段任務(wu)相互銜(xian)接。


———源(yuan)頭管控,節約優先。把節約能(neng)源(yuan)資源(yuan)放(fang)(fang)在首(shou)位,實行全(quan)面節約戰略,推動重點行業節能(neng)降碳改(gai)造,持續降低(di)單(dan)位產出能(neng)源(yuan)消(xiao)耗和碳排放(fang)(fang),提高投入(ru)產出效率,倡(chang)導簡約適度(du)、綠色(se)低(di)碳、文明健康生活方式,從源(yuan)頭有效控制碳排放(fang)(fang)。


———改革創新,雙輪驅動(dong)。深化能(neng)(neng)源和相關領域改革,著(zhu)力破除制約綠色(se)低(di)碳發展(zhan)的(de)體制機(ji)制障礙,加快新舊動(dong)能(neng)(neng)轉換。發揮(hui)市場在資源配(pei)置(zhi)中的(de)決定性作用,完善(shan)綠色(se)低(di)碳政策和市場體系,更好發揮(hui)政府作用,加強戰略規劃引(yin)導,加快形(xing)成(cheng)綠色(se)低(di)碳發展(zhan)新格局。


———先立后破,防(fang)范(fan)(fan)風險(xian)。發揮好(hao)煤炭“壓艙石”和煤電基礎性(xing)調節(jie)性(xing)作用,提升新能(neng)源安(an)(an)全可靠供(gong)應(ying)能(neng)力,堅決兜住能(neng)源安(an)(an)全底線,統(tong)籌(chou)做(zuo)好(hao)碳(tan)達峰、碳(tan)中和與經濟(ji)發展、能(neng)源安(an)(an)全、產(chan)業鏈供(gong)應(ying)鏈安(an)(an)全、糧(liang)食安(an)(an)全、污染(ran)防(fang)治、民生改善等的(de)協同,著力防(fang)范(fan)(fan)化解各類風險(xian)隱患,防(fang)止過度反應(ying),確保(bao)安(an)(an)全降(jiang)碳(tan)。


(三)主(zhu)要目標(biao)。到2025年(nian),綠(lv)色低碳(tan)循環發展的(de)經(jing)濟體系初(chu)步形成,重點(dian)(dian)行業(ye)能(neng)源(yuan)(yuan)利用(yong)效率大幅(fu)提(ti)升。單位地區生產總值(zhi)能(neng)源(yuan)(yuan)消耗和(he)(he)二(er)氧化(hua)碳(tan)排(pai)放下降(jiang)確保完成國家下達目標(biao),非(fei)化(hua)石能(neng)源(yuan)(yuan)消費比(bi)(bi)重達到12%,新能(neng)源(yuan)(yuan)和(he)(he)清潔能(neng)源(yuan)(yuan)裝機占比(bi)(bi)達到50%、發電量占比(bi)(bi)達到30%,森林覆蓋(gai)率力爭(zheng)比(bi)(bi)2020年(nian)提(ti)高2.5個(ge)百分點(dian)(dian),為實現(xian)碳(tan)達峰、碳(tan)中(zhong)和(he)(he)奠定堅實基礎(chu)。


到2030年,資源型經(jing)濟轉(zhuan)型任(ren)務(wu)基(ji)本完成(cheng),經(jing)濟社會發展全面綠色(se)轉(zhuan)型取得顯著(zhu)成(cheng)效,重(zhong)點(dian)耗能行業能源利用(yong)效率(lv)達(da)到國內(nei)先進(jin)水平。單(dan)位(wei)地區(qu)生(sheng)產總(zong)值能源消耗和(he)(he)二(er)氧化(hua)(hua)碳排放持續(xu)下(xia)降,非(fei)化(hua)(hua)石能源消費比重(zhong)達(da)到18%,新能源和(he)(he)清潔能源裝機(ji)占比達(da)到60%以上,風電、光伏發電總(zong)裝機(ji)達(da)到1.2億千瓦左右,森林(lin)(lin)覆蓋率(lv)和(he)(he)森林(lin)(lin)蓄積(ji)量(liang)穩(wen)步增長。在(zai)保障國家能源安全的(de)前提下(xia),二(er)氧化(hua)(hua)碳排放量(liang)力(li)爭(zheng)達(da)到峰值。


到2060年,綠色低(di)碳循環發展的(de)經濟體(ti)系(xi)(xi)和清潔低(di)碳安全高效的(de)能(neng)源(yuan)體(ti)系(xi)(xi)全面建(jian)立,整體(ti)能(neng)源(yuan)利用效率達到國內先(xian)進水平(ping),非化石能(neng)源(yuan)消費比重大幅提升,在全國一(yi)盤(pan)棋(qi)中奮力實(shi)現碳中和目標。


二、推進(jin)經濟社(she)會發展全面綠色轉型


(四)強化綠色低碳(tan)(tan)(tan)(tan)發展規(gui)(gui)劃引領。將碳(tan)(tan)(tan)(tan)達(da)(da)峰、碳(tan)(tan)(tan)(tan)中(zhong)和(he)(he)的戰(zhan)略導向(xiang)和(he)(he)目標(biao)要求,全面融(rong)入(ru)經濟社會發展中(zhong)長期規(gui)(gui)劃,制(zhi)定能源、工業、交(jiao)通運輸、城鄉建設、農業農村、科技(ji)、生態等(deng)七(qi)個重點領域(yu)實(shi)施(shi)方案,強化國土空(kong)間(jian)規(gui)(gui)劃、專項規(gui)(gui)劃、區域(yu)規(gui)(gui)劃和(he)(he)市(shi)縣各級規(gui)(gui)劃對(dui)碳(tan)(tan)(tan)(tan)達(da)(da)峰、碳(tan)(tan)(tan)(tan)中(zhong)和(he)(he)工作的支撐保障。做好各級各類規(gui)(gui)劃間(jian)銜接協調,確保各市(shi)各領域(yu)落實(shi)碳(tan)(tan)(tan)(tan)達(da)(da)峰、碳(tan)(tan)(tan)(tan)中(zhong)和(he)(he)的主要目標(biao)、發展方向(xiang)、總體布局(ju)、重大政策、重大工程等(deng)協調一致。


(五(wu))構建“一(yi)(yi)群兩(liang)區(qu)(qu)(qu)三圈”綠色(se)集約城(cheng)(cheng)鄉區(qu)(qu)(qu)域發(fa)(fa)(fa)(fa)展(zhan)(zhan)新(xin)格局(ju)。持續優化重大(da)基礎設施(shi)、重大(da)生產力(li)和(he)(he)公共(gong)資(zi)源布局(ju),構建有利于碳(tan)達(da)峰、碳(tan)中(zhong)和(he)(he)的(de)(de)國(guo)(guo)土空間(jian)開發(fa)(fa)(fa)(fa)保護新(xin)格局(ju)。以建設太原國(guo)(guo)家區(qu)(qu)(qu)域中(zhong)心城(cheng)(cheng)市(shi)為(wei)牽引(yin),帶(dai)動(dong)晉中(zhong)、忻(xin)州、陽泉、呂梁協同發(fa)(fa)(fa)(fa)展(zhan)(zhan),構建中(zhong)部城(cheng)(cheng)市(shi)群一(yi)(yi)體兩(liang)翼、南(nan)北呼(hu)應(ying)的(de)(de)發(fa)(fa)(fa)(fa)展(zhan)(zhan)格局(ju),率(lv)先(xian)推(tui)(tui)(tui)動(dong)山西中(zhong)部城(cheng)(cheng)市(shi)群組(zu)團式發(fa)(fa)(fa)(fa)展(zhan)(zhan)。實施(shi)太忻(xin)一(yi)(yi)體化經濟區(qu)(qu)(qu)高質量發(fa)(fa)(fa)(fa)展(zhan)(zhan)戰略,發(fa)(fa)(fa)(fa)揮空間(jian)集聚效應(ying),建設融入京(jing)津冀的(de)(de)重要經濟走(zou)廊(lang)。支持山西綜改示范(fan)區(qu)(qu)(qu)創建國(guo)(guo)家級新(xin)區(qu)(qu)(qu),打造綠色(se)低(di)(di)碳(tan)產業和(he)(he)現代服務業發(fa)(fa)(fa)(fa)展(zhan)(zhan)高地。統籌(chou)推(tui)(tui)(tui)進(jin)晉北、晉南(nan)、晉東南(nan)城(cheng)(cheng)鎮(zhen)圈綠色(se)低(di)(di)碳(tan)發(fa)(fa)(fa)(fa)展(zhan)(zhan)。加強快速交通(tong)聯系和(he)(he)基礎設施(shi)對(dui)接,推(tui)(tui)(tui)動(dong)開發(fa)(fa)(fa)(fa)區(qu)(qu)(qu)與中(zhong)心城(cheng)(cheng)市(shi)融合(he)發(fa)(fa)(fa)(fa)展(zhan)(zhan),引(yin)導(dao)發(fa)(fa)(fa)(fa)展(zhan)(zhan)功能復(fu)合(he)的(de)(de)產業社區(qu)(qu)(qu),促進(jin)產城(cheng)(cheng)融合(he)、職住平衡。推(tui)(tui)(tui)進(jin)城(cheng)(cheng)鄉建設和(he)(he)管理(li)模式低(di)(di)碳(tan)轉型(xing),嚴格實施(shi)國(guo)(guo)土空間(jian)用(yong)(yong)途管控(kong),優化用(yong)(yong)地指標分配(pei)方式。引(yin)導(dao)一(yi)(yi)般工業項目退城(cheng)(cheng)入園,推(tui)(tui)(tui)動(dong)開發(fa)(fa)(fa)(fa)區(qu)(qu)(qu)“畝產”水平大(da)幅提升。合(he)理(li)規劃城(cheng)(cheng)鎮(zhen)建筑(zhu)面積發(fa)(fa)(fa)(fa)展(zhan)(zhan)目標,實施(shi)工程建設全過(guo)程綠色(se)建造,健全建筑(zhu)拆除管理(li)制度(du),杜絕大(da)拆大(da)建。


(六)培(pei)育(yu)綠色(se)低碳市(shi)(shi)(shi)(shi)場(chang)主(zhu)體(ti)。實(shi)施市(shi)(shi)(shi)(shi)場(chang)主(zhu)體(ti)倍增(zeng)工(gong)程,健全(quan)市(shi)(shi)(shi)(shi)場(chang)化(hua)經營(ying)機制,做(zuo)大(da)做(zuo)強(qiang)綠色(se)環(huan)保(bao)領域龍頭企(qi)業(ye),培(pei)育(yu)一(yi)批專業(ye)化(hua)骨干企(qi)業(ye),扶持(chi)一(yi)批“專精特新”中小企(qi)業(ye)。支持(chi)新能源裝備、節(jie)能裝備、新型電力系統(tong)等(deng)(deng)綠色(se)裝備本地產(chan)業(ye)化(hua),重點(dian)打(da)造山西綜改示范區(qu)千(qian)億級光伏(fu)制造產(chan)業(ye)集群。按(an)照國家部署,進(jin)一(yi)步放開石油、化(hua)工(gong)、電力、天然氣等(deng)(deng)領域節(jie)能環(huan)保(bao)競爭性(xing)業(ye)務,支持(chi)民營(ying)企(qi)業(ye)參與(yu)供(gong)水(shui)、供(gong)熱、燃氣、垃圾污水(shui)處理(li)等(deng)(deng)設施建(jian)(jian)設和管理(li)運營(ying)。構(gou)建(jian)(jian)“誰修(xiu)復(fu)、誰受益”的生態(tai)保(bao)護修(xiu)復(fu)市(shi)(shi)(shi)(shi)場(chang)機制,鼓(gu)勵民營(ying)企(qi)業(ye)參與(yu)優質生態(tai)產(chan)品供(gong)給。深入推進(jin)太原國家可(ke)持(chi)續發展議程創新示范區(qu)建(jian)(jian)設,培(pei)育(yu)綠色(se)低碳市(shi)(shi)(shi)(shi)場(chang)主(zhu)體(ti)集聚(ju)區(qu)。


(七)推(tui)(tui)行綠(lv)(lv)色(se)生(sheng)產(chan)方式。大力發展(zhan)循環經濟,推(tui)(tui)動省級以上(shang)重點產(chan)業(ye)(ye)園區(qu)(qu)(qu)開展(zhan)循環化改造(zao)(zao),推(tui)(tui)進(jin)工業(ye)(ye)余(yu)壓余(yu)熱、廢(fei)水廢(fei)氣廢(fei)液廢(fei)渣、煤礦(kuang)瓦斯資源化利(li)用(yong)(yong)。加強資源綜(zong)(zong)合利(li)用(yong)(yong),建設一批國家(jia)大宗固體(ti)廢(fei)物綜(zong)(zong)合利(li)用(yong)(yong)基地,推(tui)(tui)進(jin)朔州(zhou)、長治、晉(jin)城等國家(jia)工業(ye)(ye)資源綜(zong)(zong)合利(li)用(yong)(yong)基地建設。加強礦(kuang)產(chan)資源節(jie)約利(li)用(yong)(yong),有序(xu)開展(zhan)煤鋁共采試(shi)點。全面推(tui)(tui)進(jin)清潔(jie)生(sheng)產(chan),鼓勵有條件的(de)地區(qu)(qu)(qu)開展(zhan)園區(qu)(qu)(qu)清潔(jie)生(sheng)產(chan)審核試(shi)點。構筑綠(lv)(lv)色(se)制造(zao)(zao)體(ti)系,積極創建綠(lv)(lv)色(se)工廠、綠(lv)(lv)色(se)園區(qu)(qu)(qu),培育綠(lv)(lv)色(se)設計產(chan)品(pin),打造(zao)(zao)綠(lv)(lv)色(se)供應鏈。


(八)推(tui)動(dong)(dong)形成(cheng)綠(lv)色(se)(se)低(di)(di)碳(tan)(tan)生(sheng)活(huo)(huo)方(fang)式。提高全(quan)民節(jie)能(neng)低(di)(di)碳(tan)(tan)意識(shi),加(jia)快形成(cheng)簡約(yue)適度、綠(lv)色(se)(se)低(di)(di)碳(tan)(tan)、文明健康的生(sheng)活(huo)(huo)方(fang)式和(he)消費模式。深入實施節(jie)能(neng)減排(pai)降碳(tan)(tan)全(quan)民行(xing)動(dong)(dong),積極辦好太原能(neng)源低(di)(di)碳(tan)(tan)發展論(lun)壇及節(jie)能(neng)宣傳周(zhou)、低(di)(di)碳(tan)(tan)日等(deng)主題(ti)宣傳活(huo)(huo)動(dong)(dong)。深入開展節(jie)約(yue)型(xing)機關、綠(lv)色(se)(se)社區等(deng)創建行(xing)動(dong)(dong)。支(zhi)持和(he)鼓(gu)勵公眾、社會(hui)組織對節(jie)能(neng)減排(pai)降碳(tan)(tan)工(gong)作進行(xing)監督(du),加(jia)強對節(jie)能(neng)降碳(tan)(tan)先進典型(xing)和(he)經驗做法(fa)的宣傳報道。


三、推(tui)動傳統能(neng)源大省(sheng)向新型綜合能(neng)源大省(sheng)轉型


(九)全力(li)(li)(li)保(bao)障(zhang)(zhang)國家(jia)能(neng)源(yuan)安(an)(an)全。發(fa)(fa)揮山(shan)西(xi)(xi)(xi)作為國家(jia)能(neng)源(yuan)保(bao)供(gong)(gong)基(ji)地的作用,合理控制煤(mei)(mei)炭(tan)生產總量,增強煤(mei)(mei)炭(tan)穩(wen)定供(gong)(gong)應、市場調節和應急保(bao)障(zhang)(zhang)能(neng)力(li)(li)(li),堅決兜(dou)住(zhu)能(neng)源(yuan)安(an)(an)全底(di)線。發(fa)(fa)揮煤(mei)(mei)電(dian)(dian)(dian)兜(dou)底(di)保(bao)障(zhang)(zhang)作用,堅持適(shi)度超前、上大關小、先立后破,統籌煤(mei)(mei)電(dian)(dian)(dian)發(fa)(fa)展和電(dian)(dian)(dian)力(li)(li)(li)供(gong)(gong)應安(an)(an)全,有序發(fa)(fa)展大容(rong)量、高(gao)參(can)數、低消耗、少排(pai)放煤(mei)(mei)電(dian)(dian)(dian)機組。促進煤(mei)(mei)電(dian)(dian)(dian)和可再生能(neng)源(yuan)協同發(fa)(fa)展,推(tui)動煤(mei)(mei)電(dian)(dian)(dian)聯營和煤(mei)(mei)電(dian)(dian)(dian)與可再生能(neng)源(yuan)聯營。推(tui)進山(shan)西(xi)(xi)(xi)—京津唐等通道(dao)建設,加快實施“兩交(jiao)”特高(gao)壓(晉(jin)北、晉(jin)中(zhong)交(jiao)流(liu)特高(gao)壓)聯網山(shan)西(xi)(xi)(xi)電(dian)(dian)(dian)網、500千(qian)伏“西(xi)(xi)(xi)電(dian)(dian)(dian)東送(song)”通道(dao)優化調整工程,增強山(shan)西(xi)(xi)(xi)向京津冀負荷中(zhong)心(xin)送(song)電(dian)(dian)(dian)能(neng)力(li)(li)(li)。


(十)完(wan)善能(neng)(neng)源消費(fei)強(qiang)度(du)(du)和(he)總量(liang)(liang)雙控(kong)。堅決落(luo)實(shi)節(jie)能(neng)(neng)優(you)先(xian)的(de)能(neng)(neng)源發展(zhan)戰(zhan)略,嚴(yan)格控(kong)制能(neng)(neng)耗(hao)(hao)和(he)二氧化(hua)(hua)碳(tan)排(pai)放強(qiang)度(du)(du),增強(qiang)能(neng)(neng)耗(hao)(hao)總量(liang)(liang)管(guan)理彈性,逐步實(shi)現能(neng)(neng)耗(hao)(hao)“雙控(kong)”向碳(tan)排(pai)放總量(liang)(liang)和(he)強(qiang)度(du)(du)“雙控(kong)”轉變(bian)。持(chi)續深化(hua)(hua)工業、建(jian)筑、交通(tong)運輸、公共機構等(deng)重點領域節(jie)能(neng)(neng),提升數據中(zhong)心、新型通(tong)信等(deng)信息化(hua)(hua)基礎設施能(neng)(neng)效(xiao)水平。實(shi)行用(yong)能(neng)(neng)預(yu)算(suan)化(hua)(hua)管(guan)理,將節(jie)能(neng)(neng)挖(wa)潛(qian)、淘汰落(luo)后等(deng)騰(teng)退(tui)的(de)用(yong)能(neng)(neng)空(kong)間納(na)入用(yong)能(neng)(neng)預(yu)算(suan)統一管(guan)理,優(you)先(xian)保障居民生活和(he)戰(zhan)略性新興產業用(yong)能(neng)(neng)需(xu)求。強(qiang)化(hua)(hua)節(jie)能(neng)(neng)監察和(he)執(zhi)法,對能(neng)(neng)耗(hao)(hao)強(qiang)度(du)(du)下降目(mu)(mu)標(biao)完(wan)成(cheng)形勢嚴(yan)峻的(de)地(di)區實(shi)行項目(mu)(mu)緩批限批、能(neng)(neng)耗(hao)(hao)等(deng)量(liang)(liang)或減(jian)量(liang)(liang)替代。加強(qiang)甲烷等(deng)非二氧化(hua)(hua)碳(tan)溫室氣體(ti)管(guan)控(kong)。

(十(shi)二)大力推(tui)動(dong)煤(mei)(mei)炭(tan)清潔高效(xiao)利(li)用(yong)。堅持高端(duan)化、多元(yuan)化、低碳(tan)化,加快煤(mei)(mei)炭(tan)由燃料向原(yuan)料、材(cai)料、終(zhong)端(duan)產(chan)品(pin)轉變,推(tui)動(dong)煤(mei)(mei)炭(tan)向高端(duan)高固碳(tan)率產(chan)品(pin)發展。聚焦(jiao)高端(duan)炭(tan)材(cai)料和碳(tan)基(ji)合(he)成新(xin)(xin)材(cai)料,推(tui)動(dong)高端(duan)碳(tan)纖(xian)維實現低成本生(sheng)產(chan),構建煤(mei)(mei)層氣制(zhi)備碳(tan)基(ji)新(xin)(xin)材(cai)料產(chan)業鏈條,打造(zao)碳(tan)纖(xian)維新(xin)(xin)材(cai)料產(chan)品(pin)示范(fan)基(ji)地和碳(tan)基(ji)新(xin)(xin)材(cai)料產(chan)業集群。加快碳(tan)纖(xian)維、石墨烯(xi)、電容炭(tan)、碳(tan)化硅、煤(mei)(mei)層氣合(he)成金剛石、全合(he)成潤滑油、費托合(he)成蠟等高端(duan)碳(tan)基(ji)新(xin)(xin)材(cai)料開發。支持“分(fen)(fen)質(zhi)分(fen)(fen)級(ji)、能化結合(he)、集成聯產(chan)”新(xin)(xin)型煤(mei)(mei)炭(tan)利(li)用(yong)示范(fan)項(xiang)目,加快低階(jie)煤(mei)(mei)利(li)用(yong)試(shi)點項(xiang)目建設,探索中(zhong)低溫熱解產(chan)品(pin)高質(zhi)化利(li)用(yong)。持續(xu)開展煤(mei)(mei)礦(kuang)(kuang)瓦(wa)斯綜合(he)利(li)用(yong)試(shi)點示范(fan),有(you)效(xiao)減(jian)少煤(mei)(mei)礦(kuang)(kuang)副產(chan)甲烷排放。

(二(er)十四)提(ti)高綜合交(jiao)通運(yun)(yun)輸(shu)效率。推(tui)進交(jiao)通運(yun)(yun)輸(shu)數(shu)字(zi)化(hua)智能化(hua)改造,開展(zhan)智能網(wang)聯重載貨運(yun)(yun)車(che)路協同發展(zhan)試點,提(ti)升全(quan)要(yao)素生產率。積極(ji)發展(zhan)多式(shi)聯運(yun)(yun)、甩掛式(shi)運(yun)(yun)輸(shu)等(deng)高效運(yun)(yun)輸(shu)組(zu)織(zhi)模(mo)式(shi),開通至連云(yun)港、青島港、唐山港等(deng)主(zhu)(zhu)要(yao)港口的常(chang)態化(hua)鐵(tie)(tie)水(shui)聯運(yun)(yun)班列,開展(zhan)晉(jin)中公(gong)路運(yun)(yun)輸(shu)“散改集(ji)”試點,持續降(jiang)低(di)運(yun)(yun)輸(shu)能耗(hao)和二(er)氧化(hua)碳排放強度(du)。積極(ji)推(tui)進“公(gong)轉鐵(tie)(tie)”,煤(mei)炭(tan)主(zhu)(zhu)產區大型工礦企業中長距離運(yun)(yun)輸(shu)(運(yun)(yun)距500公(gong)里以上)的煤(mei)炭(tan)和焦(jiao)炭(tan)中,鐵(tie)(tie)路運(yun)(yun)輸(shu)比例力爭達到90%。加(jia)強機場一體(ti)化(hua)運(yun)(yun)營(ying)管理(li)。支(zhi)持道路客(ke)運(yun)(yun)經營(ying)主(zhu)(zhu)體(ti)之間通過重組(zu)或并購提(ti)高行業規模(mo)化(hua)、集(ji)約化(hua)、公(gong)司化(hua)水(shui)平。


(二十五)加(jia)快推動運輸裝備低(di)(di)碳(tan)(tan)化。推廣(guang)節(jie)能(neng)(neng)低(di)(di)碳(tan)(tan)型交通工(gong)具,在公(gong)共服務領域加(jia)快推廣(guang)使(shi)用清潔能(neng)(neng)源(yuan)(yuan)、新(xin)能(neng)(neng)源(yuan)(yuan)汽(qi)車,推動加(jia)氫(qing)站建設(she),開展(zhan)氫(qing)能(neng)(neng)重載(zai)汽(qi)車推廣(guang)應(ying)用試點(dian)示(shi)范。健全(quan)交通運輸裝備能(neng)(neng)效標識,完善公(gong)路服務區、城鄉區域充(chong)換(huan)電設(she)施(shi),構建便利高(gao)效、適度超前的(de)充(chong)換(huan)電網絡體系。加(jia)快發(fa)展(zhan)綠(lv)色(se)貨運,鼓勵采(cai)用低(di)(di)能(neng)(neng)耗、低(di)(di)排(pai)放運輸工(gong)具和節(jie)能(neng)(neng)型綠(lv)色(se)倉儲(chu)設(she)施(shi)。加(jia)快淘汰高(gao)耗能(neng)(neng)高(gao)排(pai)放老舊車輛。


(二十六)積極引(yin)導(dao)低(di)碳(tan)出(chu)行(xing)(xing)(xing)。實(shi)施(shi)公(gong)共交通(tong)優先發(fa)展戰(zhan)略(lve),加(jia)快城(cheng)市(shi)(shi)(shi)(shi)(shi)軌道(dao)交通(tong)、公(gong)交專用道(dao)、快速公(gong)交系(xi)統等(deng)大容量(liang)公(gong)共交通(tong)基礎設(she)施(shi)建(jian)(jian)設(she)。優化太(tai)(tai)原(yuan)鐵路樞紐,重點建(jian)(jian)設(she)山西中部城(cheng)市(shi)(shi)(shi)(shi)(shi)群軌道(dao)交通(tong)網(wang),構(gou)建(jian)(jian)太(tai)(tai)原(yuan)至周邊主(zhu)要區域(yu)1小時通(tong)勤圈。織密太(tai)(tai)忻一(yi)體化城(cheng)市(shi)(shi)(shi)(shi)(shi)快速路網(wang),挖掘北同(tong)蒲富余鐵路運能(neng),謀(mou)劃開(kai)通(tong)太(tai)(tai)忻城(cheng)際鐵路班(ban)車(che)及市(shi)(shi)(shi)(shi)(shi)域(yu)(郊)列(lie)車(che)。繼續推(tui)(tui)進太(tai)(tai)原(yuan)、臨(lin)汾(fen)國家“公(gong)交都(dou)市(shi)(shi)(shi)(shi)(shi)”建(jian)(jian)設(she),鼓勵其他有條件的市(shi)(shi)(shi)(shi)(shi)創建(jian)(jian)“公(gong)交都(dou)市(shi)(shi)(shi)(shi)(shi)”。開(kai)展綠(lv)色(se)出(chu)行(xing)(xing)(xing)創建(jian)(jian)行(xing)(xing)(xing)動(dong),加(jia)強(qiang)自行(xing)(xing)(xing)車(che)專用道(dao)和行(xing)(xing)(xing)人步道(dao)等(deng)城(cheng)市(shi)(shi)(shi)(shi)(shi)慢行(xing)(xing)(xing)系(xi)統建(jian)(jian)設(she)。綜(zong)合運用法律、經濟(ji)、技(ji)術(shu)、行(xing)(xing)(xing)政等(deng)多種(zhong)手段,加(jia)大城(cheng)市(shi)(shi)(shi)(shi)(shi)交通(tong)擁(yong)堵(du)治理力度(du),支(zhi)持陽泉市(shi)(shi)(shi)(shi)(shi)建(jian)(jian)設(she)綠(lv)色(se)高(gao)效、智慧平(ping)安的山區高(gao)密度(du)中等(deng)城(cheng)市(shi)(shi)(shi)(shi)(shi)現(xian)代化綜(zong)合交通(tong)體系(xi)試點。完善城(cheng)市(shi)(shi)(shi)(shi)(shi)停車(che)設(she)施(shi)布局,建(jian)(jian)立(li)智能(neng)網(wang)聯交通(tong)云控平(ping)臺(tai),推(tui)(tui)動(dong)建(jian)(jian)立(li)車(che)路協(xie)同(tong)“山西標準”。


六、持續提升城(cheng)鄉建設綠色低碳(tan)發展質量


(二十七)開展(zhan)(zhan)城(cheng)鄉綠(lv)色(se)低(di)碳(tan)(tan)(tan)(tan)(tan)試(shi)(shi)(shi)點。支持晉(jin)城(cheng)、山西(xi)綜改示(shi)范(fan)區(qu)(qu)(qu)等有條件的城(cheng)市和(he)園(yuan)區(qu)(qu)(qu)申報建設國家級碳(tan)(tan)(tan)(tan)(tan)達(da)峰試(shi)(shi)(shi)點,深(shen)化(hua)省級低(di)碳(tan)(tan)(tan)(tan)(tan)城(cheng)市、低(di)碳(tan)(tan)(tan)(tan)(tan)園(yuan)區(qu)(qu)(qu)、低(di)碳(tan)(tan)(tan)(tan)(tan)社區(qu)(qu)(qu)、低(di)碳(tan)(tan)(tan)(tan)(tan)企(qi)業等多層次試(shi)(shi)(shi)點示(shi)范(fan),積極推(tui)進碳(tan)(tan)(tan)(tan)(tan)減(jian)排示(shi)范(fan)工程與(yu)碳(tan)(tan)(tan)(tan)(tan)中(zhong)和(he)試(shi)(shi)(shi)點示(shi)范(fan)建設。開展(zhan)(zhan)綠(lv)色(se)社區(qu)(qu)(qu)創建行動,布局(ju)一批“零(ling)碳(tan)(tan)(tan)(tan)(tan)社區(qu)(qu)(qu)”“零(ling)碳(tan)(tan)(tan)(tan)(tan)小區(qu)(qu)(qu)”試(shi)(shi)(shi)點。推(tui)進靈丘、神池、興縣、沁源(yuan)、曲沃5個首批縣城(cheng)綠(lv)色(se)低(di)碳(tan)(tan)(tan)(tan)(tan)建設試(shi)(shi)(shi)點工作。推(tui)動碳(tan)(tan)(tan)(tan)(tan)排放(fang)(fang)與(yu)環(huan)評(ping)管理統(tong)籌(chou)融合,率先開展(zhan)(zhan)山西(xi)綜改示(shi)范(fan)區(qu)(qu)(qu)晉(jin)中(zhong)開發區(qu)(qu)(qu)碳(tan)(tan)(tan)(tan)(tan)排放(fang)(fang)評(ping)價試(shi)(shi)(shi)點。


(二十(shi)八)大(da)力發展(zhan)(zhan)(zhan)節(jie)(jie)能(neng)低(di)碳建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)。合(he)理規劃城(cheng)鎮建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)面積發展(zhan)(zhan)(zhan)目標,嚴控(kong)高耗(hao)能(neng)公共建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)建(jian)(jian)(jian)設(she)(she)。持續提(ti)高新(xin)建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)節(jie)(jie)能(neng)水(shui)平,嚴控(kong)新(xin)建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)用能(neng)增(zeng)量。實施(shi)(shi)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)能(neng)效提(ti)升(sheng)工(gong)程(cheng),城(cheng)鎮新(xin)建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)全(quan)部執行(xing)(xing)綠(lv)色建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)標準(zhun)。統籌推(tui)進城(cheng)鎮既有建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)、市(shi)政基礎設(she)(she)施(shi)(shi)節(jie)(jie)能(neng)改(gai)造和老(lao)舊(jiu)小區改(gai)造,鼓(gu)勵(li)運(yun)用市(shi)場(chang)化(hua)模式實施(shi)(shi)公共建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)綠(lv)色化(hua)改(gai)造。開(kai)展(zhan)(zhan)(zhan)超低(di)能(neng)耗(hao)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)、低(di)碳建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)、近零能(neng)耗(hao)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)等(deng)綠(lv)色建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)創新(xin)項目試點示范(fan)。逐步(bu)開(kai)展(zhan)(zhan)(zhan)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)能(neng)耗(hao)限額管(guan)(guan)理,推(tui)行(xing)(xing)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)能(neng)效測評標識。加強建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)運(yun)行(xing)(xing)管(guan)(guan)理,建(jian)(jian)(jian)立城(cheng)市(shi)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)用水(shui)、用電、用氣、用熱等(deng)數據共享機制,提(ti)升(sheng)建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)能(neng)耗(hao)監測能(neng)力。推(tui)動裝配(pei)式建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)全(quan)產業鏈(lian)協同(tong)發展(zhan)(zhan)(zhan),大(da)力發展(zhan)(zhan)(zhan)以裝配(pei)式建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)為(wei)代表的(de)新(xin)型建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)工(gong)業。積極推(tui)廣(guang)綠(lv)色低(di)碳建(jian)(jian)(jian)材,推(tui)動建(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)(zhu)材料循(xun)環利用。發展(zhan)(zhan)(zhan)綠(lv)色農(nong)房(fang)(fang),鼓(gu)勵(li)在農(nong)村住(zhu)房(fang)(fang)建(jian)(jian)(jian)設(she)(she)中采取節(jie)(jie)能(neng)措施(shi)(shi)。


(二十九)加快(kuai)優化建筑(zhu)(zhu)(zhu)用能(neng)結(jie)構(gou)。優化供熱方式(shi),推動城市低品位余熱綜合(he)利用,因地(di)制宜推廣地(di)熱能(neng)、空氣熱能(neng)等建筑(zhu)(zhu)(zhu)應用。推進黨政(zheng)機關、學校、醫院等公共建筑(zhu)(zhu)(zhu)屋頂加裝光伏(fu)系(xi)統。探(tan)索建筑(zhu)(zhu)(zhu)用電(dian)設備(bei)智(zhi)能(neng)群(qun)控技術,引導建筑(zhu)(zhu)(zhu)供暖(nuan)、生活熱水、炊事等向(xiang)電(dian)氣化發(fa)展。鞏固清潔取(qu)暖(nuan)成果,持(chi)續提高(gao)農村地(di)區清潔取(qu)暖(nuan)覆(fu)蓋率。加快(kuai)建設“光儲直柔”新(xin)型(xing)建筑(zhu)(zhu)(zhu)電(dian)力系(xi)統,優先(xian)消(xiao)納(na)可再生能(neng)源電(dian)力。


七(qi)、增(zeng)強生(sheng)態系統碳匯能力


(三十)鞏(gong)固提升(sheng)林(lin)(lin)(lin)草(cao)質量(liang)。統籌山水林(lin)(lin)(lin)田湖草(cao)沙一體化(hua)(hua)生(sheng)態保(bao)(bao)護(hu)(hu)(hu)和(he)修復(fu)。持(chi)續開展(zhan)國土綠化(hua)(hua)行動(dong),鞏(gong)固退耕還(huan)林(lin)(lin)(lin)還(huan)草(cao)成果。實施(shi)林(lin)(lin)(lin)草(cao)高質量(liang)發展(zhan)示范工程,開展(zhan)全周期森(sen)(sen)林(lin)(lin)(lin)經(jing)營活動(dong),全面保(bao)(bao)育天然林(lin)(lin)(lin),科學經(jing)營人工林(lin)(lin)(lin),加(jia)強(qiang)森(sen)(sen)林(lin)(lin)(lin)防火和(he)有(you)害生(sheng)物防治,調(diao)整優(you)化(hua)(hua)區(qu)域(yu)森(sen)(sen)林(lin)(lin)(lin)結構(gou),構(gou)建(jian)健康穩定的森(sen)(sen)林(lin)(lin)(lin)生(sheng)態系統,增(zeng)強(qiang)森(sen)(sen)林(lin)(lin)(lin)生(sheng)態系統碳匯能力。加(jia)大采煤沉(chen)陷區(qu)、工礦廢棄地等地質環境治理和(he)生(sheng)態修復(fu)。積(ji)極推進森(sen)(sen)林(lin)(lin)(lin)城市、森(sen)(sen)林(lin)(lin)(lin)鄉村建(jian)設(she)。實施(shi)退化(hua)(hua)草(cao)地封育、亞高山草(cao)甸生(sheng)態保(bao)(bao)護(hu)(hu)(hu)修復(fu)、河漫灘草(cao)地生(sheng)態保(bao)(bao)護(hu)(hu)(hu)工程,推進沿(yan)黃(huang)沿(yan)汾地區(qu)禁牧休牧輪(lun)牧。開展(zhan)自(zi)(zi)然保(bao)(bao)護(hu)(hu)(hu)地整合優(you)化(hua)(hua),建(jian)立以國家公園為主體的自(zi)(zi)然保(bao)(bao)護(hu)(hu)(hu)地體系,推動(dong)設(she)立太行山(中條山)國家公園。


(三十一(yi))增強濕(shi)(shi)地(di)(di)(di)系統固碳能力(li)。完善(shan)濕(shi)(shi)地(di)(di)(di)分級(ji)(ji)管理體系,將(jiang)所有濕(shi)(shi)地(di)(di)(di)納入保(bao)護范圍(wei)。實(shi)(shi)施(shi)河流濕(shi)(shi)地(di)(di)(di)、湖(hu)泊濕(shi)(shi)地(di)(di)(di)、沼澤濕(shi)(shi)地(di)(di)(di)生態保(bao)護修復工(gong)程,加快推進國家(jia)級(ji)(ji)、省(sheng)級(ji)(ji)濕(shi)(shi)地(di)(di)(di)公園建(jian)設(she)。科學設(she)置人(ren)工(gong)濕(shi)(shi)地(di)(di)(di),因(yin)地(di)(di)(di)制宜在污水處理廠出(chu)口、支流入干流口、河湖(hu)入庫口等關鍵(jian)節點實(shi)(shi)施(shi)人(ren)工(gong)濕(shi)(shi)地(di)(di)(di)水質(zhi)凈化(hua)工(gong)程。在嚴重缺水的呂(lv)梁(liang)山區,鼓(gu)勵油氣企業采(cai)取生物措施(shi)處理采(cai)排水,建(jian)設(she)小型人(ren)工(gong)濕(shi)(shi)地(di)(di)(di)和(he)碳匯(hui)林。


(三十(shi)二(er))建(jian)立(li)城(cheng)(cheng)市碳匯網絡結(jie)構。完善城(cheng)(cheng)市綠色(se)開(kai)放空間系(xi)統(tong),明確中心城(cheng)(cheng)區內通(tong)風(feng)廊(lang)道、隔離綠地(di)和綠道系(xi)統(tong)等的(de)布局和控制要(yao)求,建(jian)設功能復合、互聯互通(tong)的(de)城(cheng)(cheng)市綠色(se)街道、通(tong)風(feng)廊(lang)道,實現各類綠地(di)的(de)均衡布局。到2030年,城(cheng)(cheng)市建(jian)成區綠地(di)率不(bu)低于(yu)38.9%,城(cheng)(cheng)市建(jian)成區公園綠化活動場地(di)服務半(ban)徑覆蓋率達(da)到85%。


(三十三)提升生態農(nong)業碳匯(hui)。高(gao)水平建設晉中國家農(nong)高(gao)區,引領推(tui)(tui)動農(nong)業生態技術、綠(lv)色(se)技術與(yu)增匯(hui)型(xing)技術研發和推(tui)(tui)廣應(ying)用。加(jia)大(da)全國綠(lv)色(se)食品原料(liao)標(biao)準化(hua)生產(chan)基地和有機農(nong)產(chan)品基地創建力(li)度。推(tui)(tui)動畜禽養(yang)殖(zhi)糞便、農(nong)作物(wu)秸稈、農(nong)田(tian)廢(fei)棄物(wu)以及農(nong)產(chan)品加(jia)工副產(chan)物(wu)等綜合利(li)用。實施保護性耕作,持(chi)續推(tui)(tui)進高(gao)標(biao)準農(nong)田(tian)建設,推(tui)(tui)動耕地質量保護與(yu)提升。


八、構建低碳技術創新體系


(三(san)十四)開(kai)展低碳(tan)(tan)零碳(tan)(tan)負(fu)碳(tan)(tan)重大科技(ji)(ji)攻(gong)關(guan)。主動對接國家科技(ji)(ji)項(xiang)目,加(jia)強煤(mei)炭清潔(jie)高效利(li)用(yong)、煤(mei)成(cheng)氣開(kai)發利(li)用(yong)、二氧化碳(tan)(tan)捕(bu)集利(li)用(yong)與封存(CCUS)、智(zhi)能(neng)電(dian)網、大規(gui)模(mo)儲能(neng)、氫燃料電(dian)池(chi)等領域研究。大力(li)實施化石(shi)能(neng)源(yuan)清潔(jie)高效開(kai)發利(li)用(yong)“卡脖子”關(guan)鍵技(ji)(ji)術攻(gong)關(guan),支持(chi)煤(mei)炭、煤(mei)電(dian)、鋼(gang)鐵、焦化、化工、有色金屬、建材等傳(chuan)統(tong)優勢產業節能(neng)降(jiang)碳(tan)(tan)減(jian)污技(ji)(ji)術研發,加(jia)大對企業技(ji)(ji)術創新(xin)活動的扶(fu)持(chi)力(li)度。建設碳(tan)(tan)達(da)峰(feng)、碳(tan)(tan)中(zhong)和(he)人才體系(xi),鼓勵高等院校(xiao)增(zeng)設碳(tan)(tan)達(da)峰(feng)、碳(tan)(tan)中(zhong)和(he)相關(guan)學科和(he)專業。


(三十(shi)五)加(jia)快推(tui)進(jin)低(di)碳(tan)技(ji)術(shu)(shu)推(tui)廣示(shi)(shi)范(fan)。支持(chi)重點行業(ye)(ye)企(qi)業(ye)(ye)技(ji)術(shu)(shu)研發,加(jia)快先進(jin)適用節能低(di)碳(tan)技(ji)術(shu)(shu)產(chan)業(ye)(ye)化應(ying)(ying)用。加(jia)強(qiang)電化學、壓縮空氣(qi)等(deng)新(xin)型(xing)儲能技(ji)術(shu)(shu)攻(gong)關(guan)、示(shi)(shi)范(fan)和產(chan)業(ye)(ye)化應(ying)(ying)用。加(jia)強(qiang)氫能生產(chan)、儲存、應(ying)(ying)用關(guan)鍵技(ji)術(shu)(shu)研發、示(shi)(shi)范(fan)和規模化應(ying)(ying)用。推(tui)廣園(yuan)區能源梯級(ji)利用等(deng)節能低(di)碳(tan)技(ji)術(shu)(shu)。支持(chi)陽泉加(jia)大納米氣(qi)凝膠研發應(ying)(ying)用力度。積極推(tui)進(jin)近(jin)零碳(tan)排(pai)放(fang)示(shi)(shi)范(fan)工程,探索創(chuang)建省級(ji)零碳(tan)產(chan)業(ye)(ye)創(chuang)新(xin)區,開展CCUS全流(liu)程、集成化、規模化示(shi)(shi)范(fan)項目(mu)。


(三十六(liu))加(jia)強重(zhong)大(da)創(chuang)新(xin)平(ping)臺(tai)建(jian)設。爭取(qu)節能(neng)降(jiang)碳和新(xin)能(neng)源(yuan)技(ji)術(shu)(shu)產(chan)品研發國家(jia)重(zhong)點(dian)實驗室、國家(jia)技(ji)術(shu)(shu)創(chuang)新(xin)中心等(deng)重(zhong)大(da)科(ke)技(ji)創(chuang)新(xin)平(ping)臺(tai)落地山西。加(jia)快(kuai)布局建(jian)設懷(huai)柔實驗室山西基地,擇(ze)優(you)培育建(jian)設省(sheng)重(zhong)點(dian)實驗室。與清(qing)華大(da)學等(deng)單位開展合作(zuo),加(jia)快(kuai)能(neng)源(yuan)互(hu)聯(lian)網(wang)試點(dian)建(jian)設,推動建(jian)立(li)(li)覆蓋能(neng)源(yuan)互(hu)聯(lian)網(wang)主要(yao)技(ji)術(shu)(shu)的實驗平(ping)臺(tai)。爭取(qu)建(jian)設煤炭大(da)型氣化國家(jia)技(ji)術(shu)(shu)創(chuang)新(xin)中心。鼓勵重(zhong)點(dian)企(qi)業成(cheng)立(li)(li)節能(neng)降(jiang)碳科(ke)技(ji)創(chuang)新(xin)平(ping)臺(tai),深入探索低碳減排路徑。


九、構建綠色低碳(tan)開放合(he)作(zuo)體系


(三十七)加快發展綠色貿(mao)(mao)(mao)易(yi)。持續(xu)優化外貿(mao)(mao)(mao)結構,鼓勵擴大綠色低碳產品(pin)和節(jie)能環保(bao)服(fu)務(wu)、環境服(fu)務(wu)等進口(kou)。落實(shi)好國(guo)(guo)家進出口(kou)管理(li)政策,支持制造業企業自主品(pin)牌產品(pin)出口(kou)。培育一批外貿(mao)(mao)(mao)轉型升級示范基地,積極(ji)申建(jian)以合成生(sheng)物新材料為特色的中國(guo)(guo)(山(shan)西)自由貿(mao)(mao)(mao)易(yi)試(shi)驗區,支持太原創建(jian)全面深(shen)化服(fu)務(wu)貿(mao)(mao)(mao)易(yi)創新發展試(shi)點城市。


(三十八)探索碳(tan)(tan)達峰(feng)碳(tan)(tan)中和(he)區(qu)域聯動機制。強化與能源調入地的合(he)(he)作(zuo),完(wan)善(shan)區(qu)域協同體(ti)制機制。積極與京津冀(ji)、長三角、粵港澳大(da)灣區(qu)在能源、生態等領域合(he)(he)作(zuo),引進(jin)一批(pi)低碳(tan)(tan)、零碳(tan)(tan)、負碳(tan)(tan)產業項(xiang)目。在新時代(dai)推動中部(bu)地區(qu)高(gao)質量發展中爭先(xian)崛起,深入實施黃河流域生態保(bao)護和(he)高(gao)質量發展戰略,推動與周邊省份及城市群協同降碳(tan)(tan)。


(三十九)開(kai)(kai)展低(di)碳(tan)國(guo)(guo)際交流合(he)(he)作(zuo)(zuo)。在綠色投融(rong)資、低(di)碳(tan)技(ji)術研發(fa)(fa)(fa)與(yu)(yu)(yu)轉移等(deng)方面(mian),強(qiang)化與(yu)(yu)(yu)發(fa)(fa)(fa)達(da)國(guo)(guo)家、“一帶一路(lu)”沿線(xian)國(guo)(guo)家、區域全面(mian)經濟(ji)伙伴關系(xi)協定(ding)(RCEP)國(guo)(guo)家的(de)合(he)(he)作(zuo)(zuo)。推動太(tai)原能源(yuan)低(di)碳(tan)發(fa)(fa)(fa)展論壇成(cheng)為能源(yuan)低(di)碳(tan)領域國(guo)(guo)際高端對(dui)話(hua)交流平臺、科技(ji)成(cheng)果發(fa)(fa)(fa)布平臺和國(guo)(guo)際合(he)(he)作(zuo)(zuo)對(dui)接平臺。圍繞綠色低(di)碳(tan)和可持續發(fa)(fa)(fa)展,加(jia)強(qiang)與(yu)(yu)(yu)世界銀(yin)(yin)行(xing)、亞洲開(kai)(kai)發(fa)(fa)(fa)銀(yin)(yin)行(xing)、德國(guo)(guo)復(fu)興信貸銀(yin)(yin)行(xing)、國(guo)(guo)際能源(yuan)署等(deng)合(he)(he)作(zuo)(zuo)。加(jia)強(qiang)與(yu)(yu)(yu)海外能源(yuan)與(yu)(yu)(yu)應對(dui)氣(qi)候(hou)變化領域科研團隊和機構合(he)(he)作(zuo)(zuo),聯合(he)(he)共建國(guo)(guo)際科技(ji)合(he)(he)作(zuo)(zuo)基地。


十、完善綠(lv)色低碳政(zheng)策體系


(四(si)十)完善(shan)節能(neng)降碳(tan)(tan)(tan)(tan)市(shi)場機制(zhi)。積(ji)極(ji)參與全國碳(tan)(tan)(tan)(tan)排放權(quan)交易(yi)(yi)市(shi)場,強(qiang)化數(shu)據質量(liang)監督(du)管(guan)理(li),探索制(zhi)定碳(tan)(tan)(tan)(tan)普(pu)惠、公(gong)益性碳(tan)(tan)(tan)(tan)交易(yi)(yi)等激勵(li)政策。積(ji)極(ji)參與國家(jia)碳(tan)(tan)(tan)(tan)排放權(quan)、用能(neng)權(quan)等市(shi)場交易(yi)(yi)。推進全省企業碳(tan)(tan)(tan)(tan)賬(zhang)戶管(guan)理(li)體系建(jian)設,提高企業碳(tan)(tan)(tan)(tan)資產管(guan)理(li)意識和能(neng)力。有序(xu)推動碳(tan)(tan)(tan)(tan)匯(hui)項目(mu)參與全國碳(tan)(tan)(tan)(tan)排放權(quan)交易(yi)(yi),建(jian)立(li)健(jian)全體現碳(tan)(tan)(tan)(tan)匯(hui)價值的(de)生(sheng)態保護補償機制(zhi)。


(四十一)深化電(dian)(dian)力市(shi)場化改革。推(tui)進電(dian)(dian)力現貨(huo)交(jiao)易試(shi)點,構建(jian)“中(zhong)長(chang)期+現貨(huo)+輔助服務”有效(xiao)銜接的現代電(dian)(dian)力市(shi)場體系。鼓勵(li)通過源(yuan)網(wang)荷儲一體化和(he)微電(dian)(dian)網(wang)項目拓展(zhan)可再生能(neng)(neng)源(yuan)消(xiao)納空間(jian),以虛擬電(dian)(dian)廠方式參與電(dian)(dian)力市(shi)場。明確新(xin)型儲能(neng)(neng)獨立(li)市(shi)場主體地(di)位(wei),加快(kuai)推(tui)動儲能(neng)(neng)進入(ru)電(dian)(dian)力市(shi)場。加快(kuai)建(jian)立(li)可再生能(neng)(neng)源(yuan)綠色(se)電(dian)(dian)力證書交(jiao)易制度,鼓勵(li)可再生能(neng)(neng)源(yuan)發(fa)電(dian)(dian)企業(ye)通過綠電(dian)(dian)、綠證交(jiao)易等獲得合理收益補償。


(四(si)十(shi)二(er))完善(shan)投(tou)(tou)融(rong)(rong)資(zi)(zi)政策。加(jia)大對節能(neng)環保(bao)、新能(neng)源、低(di)碳(tan)交通運輸(shu)裝備(bei)和組織(zhi)方式(shi)(shi)、CCUS等(deng)項(xiang)目(mu)的投(tou)(tou)融(rong)(rong)資(zi)(zi)支持力度,嚴格(ge)控(kong)制鋼(gang)鐵、氧化(hua)鋁、水泥等(deng)高碳(tan)項(xiang)目(mu)投(tou)(tou)資(zi)(zi),推動(dong)山西能(neng)源轉型發展基(ji)金(jin)(jin)(jin)投(tou)(tou)資(zi)(zi)向碳(tan)達峰、碳(tan)中和領(ling)域傾斜。鼓(gu)(gu)勵支持企業(ye)采取基(ji)礎設(she)施領(ling)域不動(dong)產投(tou)(tou)資(zi)(zi)信托基(ji)金(jin)(jin)(jin)(REITs)等(deng)方式(shi)(shi)盤活存量資(zi)(zi)產,投(tou)(tou)資(zi)(zi)相關項(xiang)目(mu)建設(she)。支持有條件的地區申(shen)報國(guo)家氣候投(tou)(tou)融(rong)(rong)資(zi)(zi)試點。完善(shan)綠(lv)色(se)(se)金(jin)(jin)(jin)融(rong)(rong)激勵機(ji)制,積極開展綠(lv)色(se)(se)企業(ye)(項(xiang)目(mu))認定,建立(li)省(sheng)級(ji)綠(lv)色(se)(se)金(jin)(jin)(jin)融(rong)(rong)數據庫。鼓(gu)(gu)勵有條件的銀行(xing)機(ji)構(gou)設(she)立(li)綠(lv)色(se)(se)金(jin)(jin)(jin)融(rong)(rong)事業(ye)部、綠(lv)色(se)(se)分(支)行(xing)等(deng)綠(lv)色(se)(se)金(jin)(jin)(jin)融(rong)(rong)專營機(ji)構(gou),鼓(gu)(gu)勵金(jin)(jin)(jin)融(rong)(rong)企業(ye)開展碳(tan)信貸、質(zhi)押、擔保(bao)和融(rong)(rong)資(zi)(zi)等(deng)業(ye)務。


(四十三(san))完善財(cai)稅(shui)支持政(zheng)策。各(ge)級財(cai)政(zheng)加大對(dui)綠(lv)色低碳產(chan)業發展、技(ji)術研發等支持力(li)度(du)。加大綠(lv)色低碳產(chan)品政(zheng)府采購力(li)度(du)。強(qiang)化環境保(bao)護、節能節水(shui)、新能源和(he)清潔能源車船稅(shui)收優(you)惠政(zheng)策落(luo)實(shi)。持續落(luo)實(shi)銷售自產(chan)的(de)利用風(feng)力(li)生(sheng)產(chan)的(de)電力(li)產(chan)品增(zeng)值(zhi)稅(shui)即征即退50%政(zheng)策,落(luo)實(shi)國家(jia)關于(yu)可再(zai)生(sheng)能源并網消(xiao)納等財(cai)稅(shui)支持政(zheng)策。


(四十四)完善價格(ge)政(zheng)策。完善與可再生能(neng)源規模化(hua)發展相適應的價格(ge)機(ji)制(zhi),完善分(fen)時(shi)電價、階梯電價等(deng)綠色電價政(zheng)策,加大(da)峰谷電價差,全面落實(shi)戰略性(xing)(xing)新(xin)興產業(ye)電價機(ji)制(zhi)。嚴禁對高耗能(neng)、高排放(fang)、資(zi)源型行業(ye)實(shi)施(shi)電價優惠。加強差別化(hua)電價與強制(zhi)性(xing)(xing)節能(neng)標準的銜接,對能(neng)源消耗超過(guo)限額標準的用能(neng)單位(wei)嚴格(ge)執行懲罰性(xing)(xing)電價政(zheng)策。全面放(fang)開(kai)競爭(zheng)性(xing)(xing)環節電價。鼓勵具備條件的地區實(shi)施(shi)供(gong)熱分(fen)戶計量和按供(gong)熱量收費。


十一、切實(shi)加強組(zu)織實(shi)施


(四(si)十五)加(jia)強(qiang)組(zu)織(zhi)領(ling)(ling)導(dao)。各(ge)地(di)各(ge)部(bu)(bu)門(men)各(ge)單(dan)位(wei)要全面貫徹黨中(zhong)(zhong)央、國(guo)務院關于碳(tan)(tan)(tan)達峰、碳(tan)(tan)(tan)中(zhong)(zhong)和(he)的(de)重(zhong)大決策(ce)(ce)部(bu)(bu)署(shu)及省委、省政府(fu)具體工(gong)作安(an)排,切實加(jia)強(qiang)對碳(tan)(tan)(tan)達峰、碳(tan)(tan)(tan)中(zhong)(zhong)和(he)工(gong)作的(de)領(ling)(ling)導(dao)。省推(tui)進(jin)碳(tan)(tan)(tan)達峰碳(tan)(tan)(tan)中(zhong)(zhong)和(he)工(gong)作領(ling)(ling)導(dao)小組(zu)負責(ze)研究審議(yi)重(zhong)大問題、協調重(zhong)大政策(ce)(ce)、制(zhi)定重(zhong)大規劃、安(an)排重(zhong)大項目。領(ling)(ling)導(dao)小組(zu)成(cheng)員(yuan)單(dan)位(wei)負責(ze)推(tui)進(jin)本領(ling)(ling)域相關任務,牽頭(tou)落(luo)實本行業碳(tan)(tan)(tan)達峰、碳(tan)(tan)(tan)中(zhong)(zhong)和(he)重(zhong)點工(gong)作。各(ge)市黨委和(he)政府(fu)要細化落(luo)實舉(ju)措(cuo),省直各(ge)單(dan)位(wei)要建立健全工(gong)作推(tui)進(jin)機制(zhi),認真落(luo)實國(guo)家(jia)及我省的(de)各(ge)項要求。將(jiang)碳(tan)(tan)(tan)達峰、碳(tan)(tan)(tan)中(zhong)(zhong)和(he)作為干(gan)部(bu)(bu)教育培訓體系重(zhong)要內容,增強(qiang)各(ge)級領(ling)(ling)導(dao)干(gan)部(bu)(bu)推(tui)動綠色低碳(tan)(tan)(tan)發展的(de)本領(ling)(ling)。


(四十六)完善(shan)地(di)方性法規(gui)。全(quan)面清理(li)現行地(di)方性法規(gui)中(zhong)與碳(tan)(tan)達(da)(da)峰、碳(tan)(tan)中(zhong)和(he)工(gong)作(zuo)不(bu)相(xiang)適應(ying)的(de)(de)(de)內容,修訂《山(shan)西(xi)省節(jie)約能(neng)源條(tiao)(tiao)(tiao)例(li)》《山(shan)西(xi)省煤炭管理(li)條(tiao)(tiao)(tiao)例(li)》《山(shan)西(xi)省循環經(jing)濟(ji)促進條(tiao)(tiao)(tiao)例(li)》《山(shan)西(xi)省大氣污染防治條(tiao)(tiao)(tiao)例(li)》等,研(yan)究制(zhi)(zhi)定促進應(ying)對氣候(hou)變化(hua)和(he)碳(tan)(tan)達(da)(da)峰、碳(tan)(tan)中(zhong)和(he)工(gong)作(zuo)的(de)(de)(de)相(xiang)關(guan)地(di)方性法規(gui),增(zeng)強相(xiang)關(guan)法規(gui)的(de)(de)(de)針對性和(he)有效(xiao)性。支持重(zhong)點企業和(he)機構積極(ji)參與國際(ji)、國家、行業能(neng)效(xiao)和(he)低碳(tan)(tan)標準體系制(zhi)(zhi)定。


(四十七(qi))加強統(tong)計監(jian)(jian)(jian)測(ce)(ce)。建立(li)完善二氧(yang)化碳(tan)(tan)(tan)排(pai)放(fang)統(tong)計核(he)算和計量體系(xi)(xi),建設重點(dian)行業、企業碳(tan)(tan)(tan)排(pai)放(fang)監(jian)(jian)(jian)測(ce)(ce)體系(xi)(xi),推動重點(dian)企業年度碳(tan)(tan)(tan)排(pai)放(fang)報告與核(he)查工(gong)作常態化。開展(zhan)碳(tan)(tan)(tan)潛力和有效性評估(gu),率先開展(zhan)太原(yuan)國家級(ji)碳(tan)(tan)(tan)監(jian)(jian)(jian)測(ce)(ce)評估(gu)試點(dian)。完善重點(dian)用能(neng)(neng)單(dan)位能(neng)(neng)耗在線監(jian)(jian)(jian)測(ce)(ce)系(xi)(xi)統(tong),推動高耗能(neng)(neng)企業建立(li)能(neng)(neng)源管理(li)中心(xin)。建立(li)生態系(xi)(xi)統(tong)碳(tan)(tan)(tan)匯(hui)監(jian)(jian)(jian)測(ce)(ce)核(he)算體系(xi)(xi),開展(zhan)森(sen)林(lin)、草原(yuan)、濕地等碳(tan)(tan)(tan)匯(hui)本底調(diao)查和碳(tan)(tan)(tan)儲量評估(gu),實(shi)施生態保護修復碳(tan)(tan)(tan)匯(hui)成(cheng)效監(jian)(jian)(jian)測(ce)(ce)評估(gu)。


(四十八)嚴格監督考(kao)核。將碳(tan)達峰(feng)、碳(tan)中和(he)相關指標(biao)納入經濟社會發展綜合評價體系,科(ke)學合理賦予考(kao)核權重,加(jia)強(qiang)指標(biao)約束。強(qiang)化(hua)碳(tan)達峰(feng)、碳(tan)中和(he)目(mu)標(biao)任務落實情況考(kao)核,對(dui)(dui)工作突出(chu)的(de)市、單位和(he)個人按(an)規定給予表彰獎(jiang)勵,對(dui)(dui)未完(wan)成目(mu)標(biao)任務的(de)市、部門依規依法實行通報批評和(he)約談問責,有關落實情況納入省級生(sheng)態(tai)環境(jing)保(bao)護督察。


各地各有關部門(men)貫徹(che)落(luo)實(shi)情況每(mei)年11月底前向(xiang)省委、省政府報告(gao)。
