2月23日,合(he)(he)肥(fei)市人(ren)民政府官網發(fa)布《合(he)(he)肥(fei)市人(ren)民政府辦公(gong)室(shi)關于印發(fa)合(he)(he)肥(fei)市新型儲能(neng)發(fa)展規劃(2023-2027年)的通知》(下簡稱《通知》)。文中提到,當前,新型儲能(neng)已經(jing)步入商業化初期向規模化應(ying)用轉變階段。
該市在新(xin)(xin)型(xing)儲(chu)能產業發展(zhan)上具有(you)一定基礎(chu),在新(xin)(xin)型(xing)儲(chu)能應(ying)(ying)用、技術(shu)裝備研發制造(zao)、場景應(ying)(ying)用示范構建等方(fang)(fang)面(mian)(mian)均(jun)開展(zhan)了有(you)益探索。隨(sui)著(zhu)“雙碳”進程的不斷(duan)推進,新(xin)(xin)型(xing)儲(chu)能發展(zhan)正面(mian)(mian)臨(lin)前所未(wei)有(you)的發展(zhan)機遇。同時,新(xin)(xin)型(xing)儲(chu)能項目具有(you)建設周期(qi)短、應(ying)(ying)用場景豐(feng)富、選址簡單靈活(huo)等優點,但(dan)在市場成熟度、商(shang)業模式、安全監(jian)管等方(fang)(fang)面(mian)(mian)還存在較(jiao)多薄弱環節。
《通知》表示,要加強新型儲能關鍵技術攻關,著力突破前瞻儲能技術。支持行業龍頭企業聯合國內外高校院所開展新型環保、長壽命、低成本的鉛炭電池研發和液態金屬電池、新型空氣電池開發,推動飛輪儲能、壓縮空氣、熔鹽儲熱、固體蓄熱(冷)等技術研發及應用。

合肥市新型儲能發展規劃(2023-2027年)
新(xin)型(xing)(xing)儲(chu)(chu)能(neng)(neng)(neng)是構建新(xin)型(xing)(xing)電力系統的關(guan)鍵(jian)支撐,對于(yu)實現碳(tan)達(da)峰碳(tan)中和目標、完成能(neng)(neng)(neng)源(yuan)(yuan)綠色(se)低碳(tan)轉(zhuan)型(xing)(xing)、保障能(neng)(neng)(neng)源(yuan)(yuan)安(an)全具有(you)重(zhong)要(yao)意義。根據《關(guan)于(yu)印發(fa)“十四(si)五”新(xin)型(xing)(xing)儲(chu)(chu)能(neng)(neng)(neng)發(fa)展實施方案的通(tong)知》(發(fa)改能(neng)(neng)(neng)源(yuan)(yuan)〔2022〕209號)、《安(an)徽(hui)省(sheng)新(xin)型(xing)(xing)儲(chu)(chu)能(neng)(neng)(neng)發(fa)展規劃(2022-2025年)》(皖能(neng)(neng)(neng)源(yuan)(yuan)新(xin)能(neng)(neng)(neng)〔2022〕60號)等精神,為(wei)引導我市新(xin)型(xing)(xing)儲(chu)(chu)能(neng)(neng)(neng)健康有(you)序發(fa)展,特編(bian)制(zhi)本(ben)發(fa)展規劃。
一、發展基礎
(一)發展現狀。
當前,新(xin)(xin)型儲能已經步入商業(ye)化(hua)初期向規模化(hua)應(ying)用轉變階段。我市在新(xin)(xin)型儲能產業(ye)發(fa)展上(shang)具有(you)一定基礎(chu),在新(xin)(xin)型儲能應(ying)用、技術裝備研發(fa)制(zhi)造、場(chang)景(jing)應(ying)用示范構建等方面均開(kai)展了(le)有(you)益(yi)探索(suo)。
1.新型儲能(neng)應(ying)用發展(zhan)迅速(su)。我市(shi)新型儲能(neng)以電化學儲能(neng)為主,2022年(nian)(nian)下半年(nian)(nian)啟動建設(she),全(quan)(quan)年(nian)(nian)新增裝機(ji)規模2.5萬(wan)千瓦(wa),2023年(nian)(nian)增長勢頭強勁(jing),預計全(quan)(quan)年(nian)(nian)新增裝機(ji)規模約14.9萬(wan)千瓦(wa),同(tong)比增長近5倍,裝機(ji)類型齊全(quan)(quan),涵蓋電源、電網、用戶三(san)側,在11個縣(市(shi))區、開(kai)發區均有布(bu)局。除鋰離子(zi)電池儲能(neng)外,超級(ji)電容儲能(neng)、飛輪儲能(neng)、全(quan)(quan)釩液流儲能(neng)、氫(氨)儲能(neng)等多種新型儲能(neng)技術均已在我市(shi)開(kai)展(zhan)示范應(ying)用。
2.關鍵技(ji)術攻關持續發力。全(quan)市共(gong)有(you)新型(xing)(xing)儲能(neng)(neng)領(ling)(ling)域(yu)國家級科(ke)研(yan)平臺(tai)1個(ge)、省部級科(ke)研(yan)平臺(tai)9個(ge),在磁約束核(he)聚變(bian)(bian)、超(chao)導(dao)儲能(neng)(neng)、固態電(dian)(dian)解質等研(yan)究領(ling)(ling)域(yu)具有(you)世界一流(liu)水平。陽光電(dian)(dian)源儲能(neng)(neng)變(bian)(bian)流(liu)器、光儲充一體化(hua)方案全(quan)球領(ling)(ling)先(xian)(xian);國軒(xuan)高科(ke)國內首創360瓦(wa)時每千克高比能(neng)(neng)半固態電(dian)(dian)池(chi),“JTM+磊石”換(huan)電(dian)(dian)技(ji)術達到行(xing)業先(xian)(xian)進(jin)水平;上海電(dian)(dian)氣率(lv)先(xian)(xian)推出(chu)國內全(quan)釩(fan)液流(liu)電(dian)(dian)池(chi)單電(dian)(dian)堆最(zui)高功率(lv)65千瓦(wa)產品;中國科(ke)學院合肥物(wu)質院緊(jin)湊型(xing)(xing)聚變(bian)(bian)能(neng)(neng)試(shi)驗堆開工建(jian)設(she),開啟“聚變(bian)(bian)電(dian)(dian)站”工程示(shi)范進(jin)程。
3.產業鏈(lian)條基本完備。截至目前,我市已聚(ju)(ju)集新(xin)(xin)型(xing)儲能(neng)上(shang)(shang)(shang)下游企業近70家(jia),規上(shang)(shang)(shang)企業30余家(jia),億元以上(shang)(shang)(shang)企業近10家(jia),初步(bu)形成“原材(cai)料—電(dian)芯—儲能(neng)系(xi)統—系(xi)統集成—溫控消防—回(hui)收利用”的(de)完整(zheng)產業鏈(lian),集聚(ju)(ju)了陽光(guang)電(dian)源(yuan)(yuan)、國(guo)軒高科(ke)、派能(neng)科(ke)技、上(shang)(shang)(shang)海電(dian)氣、巡鷹新(xin)(xin)能(neng)源(yuan)(yuan)、中創新(xin)(xin)航等一(yi)(yi)批龍頭(tou)企業,陽光(guang)電(dian)源(yuan)(yuan)儲能(neng)系(xi)統、儲能(neng)變流器出貨(huo)(huo)(huo)量(liang)(liang)世(shi)界第一(yi)(yi),國(guo)軒儲能(neng)電(dian)芯出貨(huo)(huo)(huo)量(liang)(liang)位居國(guo)內前五、全球前十(shi),派能(neng)科(ke)技全球用戶(hu)側(ce)儲能(neng)系(xi)統出貨(huo)(huo)(huo)量(liang)(liang)全球第一(yi)(yi)。
(二)面臨形勢。
隨著“雙(shuang)碳”進程的(de)不斷推進,新(xin)型儲能發(fa)展(zhan)正面(mian)臨前所未有的(de)發(fa)展(zhan)機(ji)遇。
1.構建新(xin)(xin)(xin)(xin)(xin)型(xing)電(dian)(dian)力(li)系統為(wei)新(xin)(xin)(xin)(xin)(xin)型(xing)儲(chu)能(neng)建設(she)提(ti)供有力(li)支撐。根據國家能(neng)源(yuan)局發(fa)布的(de)《新(xin)(xin)(xin)(xin)(xin)型(xing)電(dian)(dian)力(li)系統發(fa)展藍皮書》,未來新(xin)(xin)(xin)(xin)(xin)能(neng)源(yuan)將(jiang)(jiang)成(cheng)為(wei)綠(lv)色電(dian)(dian)力(li)供應(ying)主力(li)軍(jun),裝(zhuang)機規(gui)模(mo)和發(fa)電(dian)(dian)占(zhan)比將(jiang)(jiang)大幅提(ti)升。隨著新(xin)(xin)(xin)(xin)(xin)能(neng)源(yuan)消(xiao)納(na)(na)壓力(li)的(de)不斷增大,源(yuan)網荷儲(chu)一體化、多能(neng)互補、“新(xin)(xin)(xin)(xin)(xin)能(neng)源(yuan)汽車(che)+儲(chu)能(neng)”、虛擬電(dian)(dian)廠等新(xin)(xin)(xin)(xin)(xin)技(ji)術新(xin)(xin)(xin)(xin)(xin)業態加速發(fa)展,新(xin)(xin)(xin)(xin)(xin)型(xing)儲(chu)能(neng)即將(jiang)(jiang)進入大規(gui)模(mo)應(ying)用階(jie)段,市(shi)場前(qian)景(jing)廣闊,發(fa)展潛力(li)較大。預計到“十四(si)五”末,我(wo)市(shi)可再(zai)生(sheng)能(neng)源(yuan)裝(zhuang)機規(gui)模(mo)將(jiang)(jiang)達450萬千瓦以上,實現五年翻(fan)番(fan),部分縣區新(xin)(xin)(xin)(xin)(xin)能(neng)源(yuan)增速遠超(chao)消(xiao)納(na)(na)能(neng)力(li),影(ying)響電(dian)(dian)網安全運行,需加快推進新(xin)(xin)(xin)(xin)(xin)型(xing)儲(chu)能(neng)建設(she),提(ti)升新(xin)(xin)(xin)(xin)(xin)能(neng)源(yuan)消(xiao)納(na)(na)能(neng)力(li)。
2.緩解電(dian)(dian)力(li)(li)供(gong)需矛(mao)盾(dun)為新型(xing)儲(chu)能(neng)(neng)應用(yong)帶(dai)來現實(shi)需要(yao)。國內電(dian)(dian)力(li)(li)需求持(chi)續增(zeng)(zeng)長(chang),而(er)煤電(dian)(dian)等傳統電(dian)(dian)源(yuan)發(fa)展空間受限,新能(neng)(neng)源(yuan)發(fa)電(dian)(dian)具(ju)有波動性(xing)(xing)、間歇(xie)性(xing)(xing),電(dian)(dian)力(li)(li)供(gong)需矛(mao)盾(dun)形(xing)勢(shi)依舊(jiu)嚴峻(jun),迫(po)切需要(yao)發(fa)展高安全(quan)性(xing)(xing)、長(chang)短時(shi)結合的新型(xing)儲(chu)能(neng)(neng),保障電(dian)(dian)力(li)(li)安全(quan)可靠供(gong)應。近年來,全(quan)市能(neng)(neng)源(yuan)消(xiao)費尤其是用(yong)電(dian)(dian)需求保持(chi)較大幅度(du)剛性(xing)(xing)增(zeng)(zeng)長(chang),最(zui)大電(dian)(dian)力(li)(li)供(gong)應存在較大缺口,“新能(neng)(neng)源(yuan)+儲(chu)能(neng)(neng)”在一(yi)定(ding)程度(du)上可替(ti)代煤電(dian)(dian)等常規電(dian)(dian)源(yuan)并提供(gong)穩(wen)定(ding)出力(li)(li),作為提升電(dian)(dian)力(li)(li)供(gong)應補充手段(duan),在用(yong)電(dian)(dian)高峰期全(quan)負荷放電(dian)(dian),顯著緩解供(gong)電(dian)(dian)壓力(li)(li)。
3.政策(ce)體系(xi)逐(zhu)步完善為新(xin)(xin)(xin)(xin)型(xing)儲(chu)能發(fa)展(zhan)增添(tian)強大(da)動能。近年(nian)來,國家層(ceng)面密集出臺(tai)新(xin)(xin)(xin)(xin)型(xing)儲(chu)能支(zhi)持(chi)(chi)政策(ce),大(da)力支(zhi)持(chi)(chi)關(guan)鍵核(he)心技(ji)術攻(gong)關(guan),加速構建健全的電力交易(yi)市(shi)場(chang)和(he)(he)(he)輔助(zhu)服務(wu)市(shi)場(chang),推動新(xin)(xin)(xin)(xin)型(xing)儲(chu)能價(jia)格成本不斷降低、經濟效益逐(zhu)漸提升。新(xin)(xin)(xin)(xin)型(xing)儲(chu)能可通過峰谷分時(shi)電價(jia)、輔助(zhu)服務(wu)費(fei)用補償等(deng)方式實現投資(zi)回收和(he)(he)(he)盈利,吸引(yin)社會資(zi)本加速涌入。安徽省委省政府高(gao)度重視新(xin)(xin)(xin)(xin)型(xing)儲(chu)能發(fa)展(zhan),出臺(tai)了《關(guan)于強化(hua)創新(xin)(xin)(xin)(xin)引(yin)領(ling)推動先進(jin)光伏和(he)(he)(he)新(xin)(xin)(xin)(xin)型(xing)儲(chu)能產業(ye)集群高(gao)質量發(fa)展(zhan)的指(zhi)導意見》(皖辦(ban)發(fa)〔2023〕26號),明確將新(xin)(xin)(xin)(xin)型(xing)儲(chu)能產業(ye)作(zuo)為安徽省支(zhi)柱產業(ye)之一。在“雙(shuang)碳”持(chi)(chi)續深化(hua)的大(da)背景(jing)下,政策(ce)和(he)(he)(he)市(shi)場(chang)“雙(shuang)輪(lun)驅動”將為新(xin)(xin)(xin)(xin)型(xing)儲(chu)能高(gao)質量發(fa)展(zhan)提供新(xin)(xin)(xin)(xin)動力。
(三)面臨挑戰。
新型儲能項目(mu)具有建設周期短、應用場景(jing)豐(feng)富(fu)、選址簡單靈活等(deng)(deng)優點,但在(zai)市場成熟度、商業模式、安全監管等(deng)(deng)方面還存在(zai)較多薄弱環節。
1.技術(shu)和商業模(mo)式尚不成(cheng)(cheng)熟(shu)。現有(you)新型(xing)(xing)(xing)儲(chu)能(neng)(neng)產(chan)業仍存在發展短板,成(cheng)(cheng)本依然較(jiao)高(gao),技術(shu)有(you)待進一(yi)步升級,穩(wen)定、可持續的(de)投資(zi)收益機(ji)(ji)制尚未(wei)建(jian)(jian)立。新型(xing)(xing)(xing)儲(chu)能(neng)(neng)電站(zhan)對于政策補貼(tie)依賴較(jiao)大,電源(yuan)側、電網側儲(chu)能(neng)(neng)設施暫未(wei)建(jian)(jian)立科學合(he)理(li)的(de)成(cheng)(cheng)本分擔與(yu)(yu)疏(shu)導機(ji)(ji)制,尤其是新能(neng)(neng)源(yuan)配建(jian)(jian)儲(chu)能(neng)(neng)電站(zhan)存在“配而不建(jian)(jian)、建(jian)(jian)而不用(yong)、以(yi)(yi)次充(chong)好”現象,造成(cheng)(cheng)項目建(jian)(jian)設指(zhi)標、土地指(zhi)標以(yi)(yi)及儲(chu)能(neng)(neng)資(zi)源(yuan)浪費;用(yong)戶側儲(chu)能(neng)(neng)設施缺少經濟效益高(gao)、可大規(gui)模(mo)推廣應用(yong)的(de)商業模(mo)式,新型(xing)(xing)(xing)儲(chu)能(neng)(neng)參與(yu)(yu)電力市場交易機(ji)(ji)制有(you)待進一(yi)步完善。
2.安全過程管理仍需加強(qiang)。新(xin)型儲(chu)能(neng)特(te)別是電(dian)化學(xue)儲(chu)能(neng)屬于能(neng)量高(gao)度密(mi)集(ji)設(she)施(shi),具有(you)易燃、易爆特(te)征,熱(re)失控問題尚未徹底解決,隨著電(dian)池能(neng)量密(mi)度和(he)功(gong)率(lv)密(mi)度的提高(gao),長期運行(xing)發生事(shi)故(gu)的風險隱患(huan)也將增大。當前國內尚未建立統(tong)一(yi)的儲(chu)能(neng)電(dian)站安全監管標準體(ti)(ti)系(xi)(xi),電(dian)站安全運行(xing)管理制度、消防安全標準體(ti)(ti)系(xi)(xi)不夠健全,消防系(xi)(xi)統(tong)關鍵核心技術有(you)待進一(yi)步加強(qiang)。據統(tong)計,2022年全球范圍發生儲(chu)能(neng)電(dian)站火災、爆炸(zha)事(shi)故(gu)超(chao)30起,一(yi)定程度上影響新(xin)型儲(chu)能(neng)推廣應用。
3.儲(chu)(chu)能(neng)行業(ye)(ye)無序競(jing)爭加(jia)(jia)劇(ju)。據統計,近兩(liang)年社會資本涌入儲(chu)(chu)能(neng)賽道,企(qi)業(ye)(ye)數(shu)(shu)量增長(chang)迅(xun)速,2022年國內新(xin)成立(li)儲(chu)(chu)能(neng)相關企(qi)業(ye)(ye)超4萬(wan)家,同(tong)比增長(chang)近5倍(bei),跨界布局儲(chu)(chu)能(neng)現(xian)象頻出,多數(shu)(shu)企(qi)業(ye)(ye)不具備核心技術,產(chan)品質量參差不齊,產(chan)業(ye)(ye)無序發展、低價(jia)無序競(jing)爭現(xian)象加(jia)(jia)劇(ju)。
二、總體要求
(一)指導思想。
堅持以習近平(ping)新(xin)時代中國特色(se)社(she)會主(zhu)義思想為(wei)指導,全(quan)面(mian)貫徹落(luo)實黨的(de)二十大(da)精神,完整、準確、全(quan)面(mian)貫徹新(xin)發展理念,錨定碳(tan)達峰(feng)碳(tan)中和目標,踐行“四個革命、一個合(he)作”能(neng)源安全(quan)新(xin)戰略(lve),搶(qiang)抓新(xin)型(xing)儲能(neng)產業發展戰略(lve)機(ji)遇期,堅持市(shi)場主(zhu)導與政府引(yin)導相結(jie)合(he),堅持科創產業與推廣(guang)應用相結(jie)合(he),引(yin)導新(xin)型(xing)儲能(neng)科學(xue)布局,著力推動新(xin)型(xing)儲能(neng)高質(zhi)量、規模化發展,為(wei)加快構建清潔低(di)碳(tan)、安全(quan)高效的(de)能(neng)源體系提(ti)供有力支撐。
(二)發展目標。
通過(guo)技術(shu)創新(xin)和試(shi)點示(shi)范,推(tui)動我市(shi)新(xin)型儲能應(ying)用從商業(ye)(ye)化初(chu)期向多場景、規模(mo)化發(fa)展轉變,技術(shu)創新(xin)能力顯著提高(gao),市(shi)場運作(zuo)機(ji)制(zhi)、行業(ye)(ye)標準體(ti)系更加(jia)健全,企(qi)業(ye)(ye)綜合(he)用能成本不斷(duan)降低、產(chan)業(ye)(ye)鏈競爭力不斷(duan)提升、產(chan)業(ye)(ye)規模(mo)不斷(duan)壯大,力爭打造具有國(guo)際影響力的新(xin)型儲能產(chan)業(ye)(ye)高(gao)地(di)。
到(dao)2025年(nian),電(dian)(dian)化(hua)(hua)學儲能(neng)(neng)(neng)電(dian)(dian)站實現規模(mo)化(hua)(hua)應用,全釩液流儲能(neng)(neng)(neng)、鈉(na)離(li)子電(dian)(dian)池儲能(neng)(neng)(neng)、固態電(dian)(dian)解質電(dian)(dian)池儲能(neng)(neng)(neng)、飛輪儲能(neng)(neng)(neng)、壓縮(suo)空氣儲能(neng)(neng)(neng)等多種新(xin)型(xing)儲能(neng)(neng)(neng)實現商業(ye)(ye)(ye)化(hua)(hua)應用。全市(shi)兆瓦級(ji)電(dian)(dian)化(hua)(hua)學儲能(neng)(neng)(neng)電(dian)(dian)站達(da)到(dao)50個,總裝(zhuang)機(ji)規模(mo)達(da)到(dao)80萬(wan)千瓦;集聚新(xin)型(xing)儲能(neng)(neng)(neng)產業(ye)(ye)(ye)鏈企(qi)業(ye)(ye)(ye)100家(jia),營業(ye)(ye)(ye)收入達(da)到(dao)800億(yi)元以上,產業(ye)(ye)(ye)綜合競爭力(li)大幅提升;省級(ji)創新(xin)平臺(tai)達(da)到(dao)15個,新(xin)增2個國家(jia)級(ji)創新(xin)平臺(tai)。
到(dao)2027年(nian),新(xin)型(xing)儲(chu)(chu)能(neng)(neng)多重(zhong)靈活(huo)調(diao)節作用(yong)更加凸(tu)顯,基本滿足新(xin)型(xing)電(dian)力系統(tong)構建(jian)需求,新(xin)型(xing)儲(chu)(chu)能(neng)(neng)核心(xin)技術裝備產業(ye)鏈成熟完備,在推(tui)動碳達峰碳中和領域發揮顯著(zhu)作用(yong)。全市兆瓦(wa)級電(dian)化學儲(chu)(chu)能(neng)(neng)電(dian)站(zhan)達到(dao)100個,總裝機(ji)規模達到(dao)150萬千瓦(wa);集聚(ju)新(xin)型(xing)儲(chu)(chu)能(neng)(neng)產業(ye)鏈企(qi)業(ye)150家,營(ying)業(ye)收(shou)入達到(dao)1500億(yi)(yi)(yi)元(yuan)以(yi)上,力爭新(xin)增(zeng)儲(chu)(chu)能(neng)(neng)營(ying)收(shou)超(chao)五百(bai)億(yi)(yi)(yi)元(yuan)企(qi)業(ye)1家、超(chao)百(bai)億(yi)(yi)(yi)元(yuan)企(qi)業(ye)3家,爭創國(guo)家級新(xin)型(xing)儲(chu)(chu)能(neng)(neng)產業(ye)集群;省創新(xin)平(ping)臺(tai)達到(dao)25個,力爭新(xin)增(zeng)全國(guo)重(zhong)點(dian)實(shi)驗室(shi)、國(guo)家制造業(ye)創新(xin)中心(xin)2-3個。
三、有序推動新型儲能規模化應用

(一(yi))落實(shi)安(an)(an)全(quan)(quan)(quan)管理(li)(li)職(zhi)責。新型儲能電(dian)站項(xiang)目(mu)(mu)單位(wei)要(yao)嚴格(ge)(ge)按照國家和行(xing)(xing)業(ye)有關標(biao)準要(yao)求(qiu)開(kai)展電(dian)站設計、建設、安(an)(an)裝、竣工驗收和運營,落實(shi)企業(ye)安(an)(an)全(quan)(quan)(quan)和消防安(an)(an)全(quan)(quan)(quan)主(zhu)體(ti)責任,主(zhu)動向國網合肥公(gong)司、屬地發展改革部門履(lv)行(xing)(xing)報(bao)備手續,規(gui)(gui)范執行(xing)(xing)儲能電(dian)站建筑設計防火等標(biao)準要(yao)求(qiu),配齊消防設施,健全(quan)(quan)(quan)專(zhuan)職(zhi)消防隊伍,編制應急預案,制定科(ke)學處(chu)置(zhi)流程,定期開(kai)展事故演練。各縣(市)區、開(kai)發區要(yao)落實(shi)屬地管理(li)(li)責任,嚴格(ge)(ge)履(lv)行(xing)(xing)項(xiang)目(mu)(mu)安(an)(an)全(quan)(quan)(quan)管理(li)(li)程序,規(gui)(gui)范項(xiang)目(mu)(mu)運營維(wei)護,定期報(bao)送新型儲能項(xiang)目(mu)(mu)備案情況(kuang),對于達到(dao)設計壽命或安(an)(an)全(quan)(quan)(quan)運行(xing)(xing)狀況(kuang)不(bu)滿足相關技術要(yao)求(qiu)的(de)項(xiang)目(mu)(mu),應及時實(shi)施項(xiang)目(mu)(mu)退役。
(二)強化安(an)全技(ji)(ji)(ji)術(shu)標(biao)準。根據國家(jia)和(he)省新型(xing)儲(chu)能標(biao)準體系建設,細化完善不同技(ji)(ji)(ji)術(shu)路線新型(xing)儲(chu)能電(dian)站(zhan)的技(ji)(ji)(ji)術(shu)指(zhi)標(biao)要求,打造覆蓋(gai)規劃設計、設備選型(xing)、項目(mu)準入、質(zhi)量監(jian)督、消防驗收、運行維護、應急管(guan)理、梯次利用(yong)、回收利用(yong)等全過(guo)程(cheng)安(an)全管(guan)理體系。完善儲(chu)能產品質(zhi)量監(jian)督體系,對儲(chu)能設備的核心(xin)部件實行嚴格(ge)管(guan)理,加(jia)強儲(chu)能電(dian)站(zhan)專(zhuan)業(ye)技(ji)(ji)(ji)術(shu)監(jian)督,提高(gao)設備安(an)全可靠性(xing)。
(三)建立(li)信息化監(jian)管(guan)平臺。建立(li)覆蓋(gai)全(quan)市新(xin)型(xing)儲能(neng)電(dian)站數(shu)(shu)據(ju)監(jian)管(guan)平臺,強化與全(quan)國新(xin)型(xing)儲能(neng)大數(shu)(shu)據(ju)平臺對(dui)(dui)接(jie),實現(xian)(xian)電(dian)化學儲能(neng)電(dian)站項(xiang)目全(quan)覆蓋(gai),實現(xian)(xian)對(dui)(dui)項(xiang)目運行情(qing)況的動(dong)態(tai)監(jian)測(ce)、評估和監(jian)管(guan),有序推(tui)動(dong)新(xin)型(xing)電(dian)站數(shu)(shu)據(ju)監(jian)管(guan)平臺與公安、消防、交通等(deng)平臺對(dui)(dui)接(jie),探(tan)索(suo)拓展儲能(neng)產品(pin)碳(tan)足跡溯源(yuan)、碳(tan)數(shu)(shu)據(ju)監(jian)管(guan)等(deng)服務功能(neng)。
七、組織保障
(一)強化組織領(ling)導。在市(shi)委、市(shi)政(zheng)(zheng)府領(ling)導下(xia),在市(shi)戰新委統籌(chou)協(xie)調下(xia),組建(jian)(jian)先進(jin)光伏和(he)(he)新型(xing)儲能產業專班,建(jian)(jian)立多部(bu)門(men)協(xie)調機制,研究(jiu)謀劃新型(xing)儲能發展(zhan)(zhan)(zhan)重(zhong)大政(zheng)(zheng)策、重(zhong)大工程和(he)(he)重(zhong)要事項(xiang),協(xie)調解(jie)決重(zhong)難(nan)點問題(ti)。重(zhong)點縣(市(shi))區(qu)、開(kai)發區(qu)要建(jian)(jian)立工作推進(jin)機制,確(que)保行動(dong)計劃順(shun)利實(shi)施(shi)。成立合肥市(shi)新型(xing)儲能發展(zhan)(zhan)(zhan)專家咨詢委員(yuan)會,針(zhen)對發展(zhan)(zhan)(zhan)重(zhong)大問題(ti)、政(zheng)(zheng)策措施(shi)開(kai)展(zhan)(zhan)(zhan)調查研究(jiu)和(he)(he)評(ping)估論證,提供咨詢建(jian)(jian)議(yi)。
(二)強(qiang)化協同監(jian)管(guan)(guan)。各(ge)縣(市)區(qu)政府、開(kai)(kai)(kai)發區(qu)管(guan)(guan)委會要落實屬地管(guan)(guan)理責任(ren),加(jia)強(qiang)新(xin)(xin)型(xing)儲(chu)能(neng)建設(she)、運行安(an)全監(jian)管(guan)(guan)。屬地發展(zhan)改革部(bu)門(men)在實施新(xin)(xin)型(xing)儲(chu)能(neng)電(dian)站(zhan)(zhan)(zhan)項(xiang)目(mu)(mu)備(bei)案時(shi)(shi),要同時(shi)(shi)下達電(dian)力項(xiang)目(mu)(mu)安(an)全管(guan)(guan)理和(he)質量管(guan)(guan)控事項(xiang)告知(zhi)書,明確項(xiang)目(mu)(mu)需要履行的相關責任(ren)和(he)義務。城鄉建設(she)部(bu)門(men)依法(fa)(fa)開(kai)(kai)(kai)展(zhan)新(xin)(xin)型(xing)儲(chu)能(neng)電(dian)站(zhan)(zhan)(zhan)選址設(she)計審查、消(xiao)防(fang)(fang)設(she)計審查驗收(shou)備(bei)案工(gong)(gong)作。應急(ji)管(guan)(guan)理、消(xiao)防(fang)(fang)部(bu)門(men)指(zhi)導新(xin)(xin)型(xing)儲(chu)能(neng)電(dian)站(zhan)(zhan)(zhan)應急(ji)預案編制及(ji)演練工(gong)(gong)作,消(xiao)防(fang)(fang)部(bu)門(men)依法(fa)(fa)對項(xiang)目(mu)(mu)單位遵守(shou)消(xiao)防(fang)(fang)法(fa)(fa)律、法(fa)(fa)規(gui)的情況進(jin)行監(jian)督檢查,嚴格(ge)督促項(xiang)目(mu)(mu)單位做好(hao)消(xiao)防(fang)(fang)隱患整改。屬地發展(zhan)改革部(bu)門(men)、市場監(jian)管(guan)(guan)部(bu)門(men)、電(dian)網(wang)(wang)企業(ye)負責完(wan)善新(xin)(xin)型(xing)儲(chu)能(neng)電(dian)站(zhan)(zhan)(zhan)標(biao)準體系,電(dian)網(wang)(wang)企業(ye)積極配合開(kai)(kai)(kai)展(zhan)新(xin)(xin)型(xing)儲(chu)能(neng)電(dian)站(zhan)(zhan)(zhan)的并網(wang)(wang)和(he)驗收(shou)工(gong)(gong)作。
(三(san))強化政策支(zhi)持(chi)。用足用好我(wo)市(shi)現有“光伏+儲(chu)(chu)(chu)能(neng)”“新(xin)(xin)(xin)能(neng)源(yuan)汽車+儲(chu)(chu)(chu)能(neng)”等(deng)(deng)(deng)支(zhi)持(chi)政策,聚焦新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)(chu)(chu)能(neng)電(dian)(dian)站(zhan)建(jian)設(she)、參與(yu)電(dian)(dian)力(li)市(shi)場(chang)交(jiao)(jiao)易(yi)、產(chan)業(ye)(ye)發(fa)展等(deng)(deng)(deng)領域(yu)適(shi)時出臺(tai)專項政策。鼓(gu)勵天使、種子等(deng)(deng)(deng)各類政策性基金(jin)加大對(dui)新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)(chu)(chu)能(neng)產(chan)業(ye)(ye)的(de)支(zhi)持(chi)力(li)度(du),探(tan)索(suo)設(she)立(li)新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)(chu)(chu)能(neng)專項基金(jin)。拓寬新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)(chu)(chu)能(neng)社(she)會(hui)投資(zi)渠道,鼓(gu)勵金(jin)融(rong)投資(zi)機(ji)構為(wei)新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)(chu)(chu)能(neng)工程和(he)裝備(bei)產(chan)業(ye)(ye)化項目提供綠色金(jin)融(rong)支(zhi)持(chi)優惠(hui)信貸(dai)服務,鼓(gu)勵保(bao)險(xian)機(ji)構設(she)立(li)電(dian)(dian)池保(bao)險(xian)、出口保(bao)險(xian)等(deng)(deng)(deng)新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)(chu)(chu)能(neng)專屬保(bao)險(xian)。建(jian)立(li)儲(chu)(chu)(chu)能(neng)“統一市(shi)場(chang)”管理模式(shi)(shi),積(ji)極推動新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)(chu)(chu)能(neng)參與(yu)電(dian)(dian)力(li)現貨、輔(fu)助(zhu)(zhu)服務市(shi)場(chang)交(jiao)(jiao)易(yi),拓展新(xin)(xin)(xin)能(neng)源(yuan)配儲(chu)(chu)(chu)共建(jian)、租賃需(xu)求匹配等(deng)(deng)(deng)市(shi)場(chang)化交(jiao)(jiao)易(yi)方式(shi)(shi),提升(sheng)新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)(chu)(chu)能(neng)電(dian)(dian)站(zhan)供給和(he)盈利能(neng)力(li)。按照(zhao)“誰受益,誰承擔”的(de)原則,探(tan)索(suo)調峰、調頻等(deng)(deng)(deng)輔(fu)助(zhu)(zhu)服務成本(ben)向電(dian)(dian)源(yuan)側(ce)(ce)和(he)用戶側(ce)(ce)雙向疏導(dao)機(ji)制,謀劃研究(jiu)以效益評估(gu)為(wei)基礎的(de)儲(chu)(chu)(chu)能(neng)電(dian)(dian)價機(ji)制,探(tan)索(suo)替代(dai)性儲(chu)(chu)(chu)能(neng)電(dian)(dian)站(zhan)容(rong)量電(dian)(dian)價政策,進一步降低新(xin)(xin)(xin)型(xing)(xing)(xing)儲(chu)(chu)(chu)能(neng)建(jian)設(she)運營成本(ben)。
(四)強化(hua)要(yao)素保障。將符合條件的新(xin)型(xing)儲能(neng)示范項目(mu)納入市(shi)(shi)級層(ceng)面(mian)統籌推進重大(da)項目(mu),重點保障用電、能(neng)耗(hao)、環(huan)境容量(liang)等(deng)要(yao)素資源(yuan)。加快(kuai)推動大(da)物(wu)(wu)流(liu)體系建(jian)設,充分發揮大(da)物(wu)(wu)流(liu)工作(zuo)專班作(zuo)用,積極協(xie)調(diao)鐵(tie)海聯運(yun)、中歐(ou)班列,為我市(shi)(shi)新(xin)型(xing)儲能(neng)產品外(wai)銷構建(jian)有(you)力物(wu)(wu)流(liu)渠道。
(五)強化評估實施。屬地能源(yuan)主管(guan)部門會同相關部門,加強新(xin)型儲能項目監測管(guan)理(li),引導(dao)新(xin)型儲能企業(ye)合理(li)投資(zi)、有序建設。能源(yuan)主管(guan)部門及(ji)時跟蹤規(gui)劃執行情況(kuang),適時開(kai)展規(gui)劃評估工作,對出現的(de)新(xin)情況(kuang)新(xin)問題及(ji)時研究解決,促(cu)進(jin)產業(ye)健康發展。
