項目概況及招標范圍:
“3060”目(mu)標下,發電(dian)(dian)(dian)側以火電(dian)(dian)(dian)為主、新(xin)能(neng)源(yuan)(yuan)(yuan)為輔的傳統(tong)(tong)運(yun)(yun)行方(fang)式(shi)將(jiang)(jiang)轉變(bian)為以新(xin)能(neng)源(yuan)(yuan)(yuan)為主、煤油氣為輔的新(xin)態(tai)勢,光伏、風電(dian)(dian)(dian)等(deng)(deng)(deng)可再生(sheng)(sheng)能(neng)源(yuan)(yuan)(yuan)發電(dian)(dian)(dian)將(jiang)(jiang)會(hui)迎(ying)來大(da)規模開發,能(neng)源(yuan)(yuan)(yuan)供應格局將(jiang)(jiang)發生(sheng)(sheng)巨(ju)大(da)變(bian)革。新(xin)型電(dian)(dian)(dian)力(li)(li)(li)(li)系(xi)(xi)(xi)統(tong)(tong)中,高比例新(xin)能(neng)源(yuan)(yuan)(yuan)發電(dian)(dian)(dian)和新(xin)型負荷的隨機波動性、間歇性,加大(da)了“源(yuan)(yuan)(yuan)”、“荷”兩側的不確(que)定(ding)性。構(gou)建新(xin)型電(dian)(dian)(dian)力(li)(li)(li)(li)系(xi)(xi)(xi)統(tong)(tong),需要(yao)突破電(dian)(dian)(dian)力(li)(li)(li)(li)電(dian)(dian)(dian)量平衡概率化(hua)、電(dian)(dian)(dian)網潮(chao)流雙(shuang)向化(hua)以及(ji)電(dian)(dian)(dian)力(li)(li)(li)(li)系(xi)(xi)(xi)統(tong)(tong)運(yun)(yun)行方(fang)式(shi)多樣化(hua)、穩定(ding)機理復雜化(hua)、靈活性資(zi)源(yuan)(yuan)(yuan)稀缺化(hua)、源(yuan)(yuan)(yuan)荷界限模糊(hu)化(hua)等(deng)(deng)(deng)一(yi)系(xi)(xi)(xi)列(lie)技術(shu)問(wen)題。提(ti)高作為現階段(duan)“源(yuan)(yuan)(yuan)”側主力(li)(li)(li)(li)的火電(dian)(dian)(dian)機組(zu)運(yun)(yun)行靈活性將(jiang)(jiang)有(you)力(li)(li)(li)(li)支撐大(da)規模新(xin)能(neng)源(yuan)(yuan)(yuan)柔性并網和分布式(shi)新(xin)能(neng)源(yuan)(yuan)(yuan)開放(fang)接入,大(da)幅提(ti)升(sheng)電(dian)(dian)(dian)力(li)(li)(li)(li)系(xi)(xi)(xi)統(tong)(tong)靈活調(diao)(diao)節能(neng)力(li)(li)(li)(li)、綜(zong)合效率和安(an)全保障能(neng)力(li)(li)(li)(li),因傳統(tong)(tong)火電(dian)(dian)(dian)機組(zu)將(jiang)(jiang)面臨著(zhu)超低負荷深(shen)度(du)調(diao)(diao)峰、頻繁啟停調(diao)(diao)峰等(deng)(deng)(deng)新(xin)形(xing)勢,為了提(ti)高電(dian)(dian)(dian)網運(yun)(yun)行安(an)全性及(ji)調(diao)(diao)度(du)靈活性,盛魯電(dian)(dian)(dian)廠(chang)需要(yao)進行深(shen)入的深(shen)度(du)調(diao)(diao)峰技術(shu)研究(jiu)。
主(zhu)要是:1、提(ti)出(chu)鍋(guo)爐深度(du)調(diao)峰能力(li)提(ti)升技(ji)術、汽機深度(du)調(diao)峰能力(li)提(ti)升技(ji)術、機組協調(diao)控制優(you)(you)化技(ji)術。基于機組的低負(fu)荷運(yun)行(xing)(xing)情況,重點研(yan)究鍋(guo)爐超低負(fu)荷運(yun)行(xing)(xing)時(shi)的水(shui)動力(li)安(an)(an)全性(xing)、干濕態轉換點優(you)(you)化、鍋(guo)爐穩燃、主(zhu)再熱(re)汽溫(wen)優(you)(you)化、SCR入口煙(yan)氣(qi)溫(wen)度(du)優(you)(you)化、輔機運(yun)行(xing)(xing)安(an)(an)全性(xing)等。研(yan)究汽機超低負(fu)荷運(yun)行(xing)(xing)時(shi)的末(mo)級(ji)葉片及(ji)輔機運(yun)行(xing)(xing)安(an)(an)全性(xing)。
2、結合(he)(he)1000MW機(ji)組(zu)的運(yun)行工(gong)況(kuang),深(shen)入研(yan)究熔(rong)(rong)(rong)(rong)(rong)鹽(yan)(yan)儲(chu)能(neng)(neng)技(ji)術路線(xian)及配合(he)(he)機(ji)組(zu)調(diao)峰(feng)控制(zhi)策(ce)略。針對深(shen)度(du)調(diao)峰(feng)運(yun)行方式下機(ji)組(zu)經濟性下降、變負(fu)荷速(su)率較低(di)的現實需求,提出機(ji)組(zu)與熔(rong)(rong)(rong)(rong)(rong)鹽(yan)(yan)蓄熱(re)聯合(he)(he)供熱(re)的耦(ou)(ou)合(he)(he)方案(an),通(tong)過對燃煤(mei)機(ji)組(zu)與抽(chou)汽熔(rong)(rong)(rong)(rong)(rong)鹽(yan)(yan)儲(chu)能(neng)(neng)耦(ou)(ou)合(he)(he)系統(tong)模(mo)型的構(gou)建,開(kai)展(zhan)耦(ou)(ou)合(he)(he)系統(tong)的能(neng)(neng)耗(hao)分布(bu)特(te)(te)性研(yan)究,尋求最優運(yun)行經濟邊界條件,在提升機(ji)組(zu)負(fu)荷調(diao)節靈活性的同(tong)時,降低(di)低(di)負(fu)荷下供電煤(mei)耗(hao),從(cong)而形成熔(rong)(rong)(rong)(rong)(rong)鹽(yan)(yan)蓄熱(re)聯合(he)(he)供熱(re)技(ji)術和(he)熔(rong)(rong)(rong)(rong)(rong)鹽(yan)(yan)蓄熱(re)耦(ou)(ou)合(he)(he)熱(re)力(li)系統(tong)高效靈活控制(zhi)技(ji)術。通(tong)過模(mo)擬和(he)實驗獲(huo)得多(duo)元熔(rong)(rong)(rong)(rong)(rong)鹽(yan)(yan)混(hun)合(he)(he)物各(ge)項物理性質,選擇適合(he)(he)機(ji)組(zu)運(yun)行特(te)(te)點(dian)和(he)氣候特(te)(te)性的熔(rong)(rong)(rong)(rong)(rong)鹽(yan)(yan)。
3、調研周邊煤礦及(ji)其(qi)他(ta)熱(re)(re)用戶(hu)的用熱(re)(re)需(xu)求(qiu),提出可靠靈(ling)活(huo)的供熱(re)(re)方(fang)案(an)。
(1)通(tong)過20%、25%、30%負荷(he)測試試驗,確定鍋(guo)爐最低穩燃負荷(he),評估鍋(guo)爐在20%、25%、30%負荷(he)下的(de)(de)運行狀態(tai),分析限制鍋(guo)爐低負荷(he)穩燃的(de)(de)主(zhu)要瓶(ping)頸因素,針對20%、25%、30%負荷(he)分別提出相(xiang)應的(de)(de)改造方案(an)。
(2)對汽輪機系(xi)統在低負荷運行(xing)時的安全性(xing)和經(jing)濟性(xing)進行(xing)評估,并提出合理的優化和改造(zao)建議(yi)。
(3)對機組(zu)主要輔機在低負(fu)荷下(xia)的運行狀(zhuang)況進行摸底,并進行適應性分析,提出合理的優(you)化、改進技(ji)術路線。
(4)綜合考慮低負(fu)荷和負(fu)荷變動過程中鍋(guo)爐、汽機、主要(yao)輔機存在(zai)的問題,展開系統性評(ping)估,提(ti)出新型能源(yuan)體系下(xia)火(huo)電機組深度調峰(feng)技術路線。
(5)經相關(guan)改造后,機組具備深調至20%額定負荷能力。
(6)經相關供熱(re)改造后,機組(zu)具備(bei)深(shen)調至(zhi)20%額(e)定負荷能(neng)力。
(7)經相關熔鹽儲能(neng)改造(zao)后,機組(zu)具備深調(diao)至20%額定負荷(he)能(neng)力。
投標人(ren)主要資格要求:
1、投(tou)(tou)標(biao)人(ren)(ren)業績要(yao)求:投(tou)(tou)標(biao)人(ren)(ren)自(zi) 2021 年 1 月 1 日(ri)至今,應具有已完(wan)成的(de) 600MW 及以上等(deng)級火電機(ji)組綜(zong)合(he)節能降耗可行性研(yan)究或靈(ling)活性改造可行性研(yan)究合(he)同(tong)(tong)業績。投(tou)(tou)標(biao)人(ren)(ren)須(xu)提供能證明本次招標(biao)業績要(yao)求的(de)合(he)同(tong)(tong)證明掃描(miao)件,合(he)同(tong)(tong)掃描(miao)件至少包括合(he)同(tong)(tong)買賣雙方蓋章頁(ye)、合(he)同(tong)(tong)簽訂日(ri)期、服務(wu)范圍等(deng)信息。
2、本(ben)項目不(bu)接受聯(lian)合(he)體投標。
