近日,國家發展改革委出臺“十四五”時期深化價格機制改革行動方案。發改委明確:完善風電、光伏發電價格形成機制,落實新出臺的抽水蓄能價格機制,建立新型儲能價格機制,推動新能源及相關儲能產業發展。繼續推進輸配電價改革,理順輸配電價結構,提升電價機制靈活性,促進新能源就近消納,以及電力資源在更大范圍的優化配置。完善針對高耗能、高排放行業的差別電價、階梯電價等綠色電價政策,加大實施力度,促進節能減碳。

各(ge)省、自治區、直轄(xia)市、新(xin)疆生產建設兵團(tuan)發展改革委(wei):


為深入(ru)貫徹黨(dang)的十九(jiu)屆(jie)五(wu)中全會精神和“十四五(wu)”規劃《綱(gang)要》部署,深化(hua)“十四五(wu)”時期重點領域價格機制改革(ge),制定本(ben)行動方案(an)。


一、總體要求


以(yi)習近(jin)平新(xin)時代中(zhong)(zhong)(zhong)國(guo)特(te)色(se)社(she)會主義思想為(wei)指導(dao),深(shen)入(ru)(ru)貫徹(che)黨的(de)十九(jiu)大和(he)(he)十九(jiu)屆二(er)中(zhong)(zhong)(zhong)、三中(zhong)(zhong)(zhong)、四中(zhong)(zhong)(zhong)、五中(zhong)(zhong)(zhong)全(quan)會精神,立足新(xin)發(fa)展(zhan)(zhan)階段,貫徹(che)新(xin)發(fa)展(zhan)(zhan)理(li)念(nian)(nian),構(gou)建新(xin)發(fa)展(zhan)(zhan)格(ge)(ge)局,堅持穩(wen)中(zhong)(zhong)(zhong)求進工作總基調,以(yi)推(tui)動(dong)高質量發(fa)展(zhan)(zhan)為(wei)主題,以(yi)深(shen)化供(gong)給側結構(gou)性改革為(wei)主線,以(yi)改革創新(xin)為(wei)根本(ben)動(dong)力(li),以(yi)滿足人民日益增長的(de)美好(hao)生活需要(yao)為(wei)根本(ben)目(mu)的(de),統籌發(fa)展(zhan)(zhan)和(he)(he)安全(quan),堅持市(shi)場化方(fang)向(xiang),堅持系(xi)統觀(guan)念(nian)(nian),重點圍繞助力(li)“碳達峰、碳中(zhong)(zhong)(zhong)和(he)(he)”目(mu)標實現,促進資源節約和(he)(he)環境(jing)保護,提升公(gong)共(gong)服務供(gong)給質量,更好(hao)保障(zhang)和(he)(he)改善民生,深(shen)入(ru)(ru)推(tui)進價格(ge)(ge)改革,完善價格(ge)(ge)調控機制,提升價格(ge)(ge)治(zhi)理(li)能(neng)力(li),確保價格(ge)(ge)總水(shui)平在合理(li)區間運(yun)行。


到2025年,競(jing)爭(zheng)性領域和環節(jie)價(jia)格(ge)主要由市場決定,網絡(luo)型自然壟(long)斷環節(jie)科(ke)學(xue)定價(jia)機(ji)制(zhi)全(quan)面確立,能(neng)源資源價(jia)格(ge)形成機(ji)制(zhi)進一步完(wan)善(shan),重要民生(sheng)商品價(jia)格(ge)調控機(ji)制(zhi)更(geng)加健(jian)全(quan),公共(gong)服務(wu)價(jia)格(ge)政策基(ji)(ji)本完(wan)善(shan),適應高質量發展要求的價(jia)格(ge)政策體系(xi)基(ji)(ji)本建立。


二、加強和改進價格調控


(一)健全(quan)(quan)監測(ce)(ce)(ce)預(yu)(yu)測(ce)(ce)(ce)預(yu)(yu)警(jing)體(ti)系(xi)(xi)。運用現(xian)代信息技(ji)術(shu),健全(quan)(quan)價格監測(ce)(ce)(ce)預(yu)(yu)測(ce)(ce)(ce)預(yu)(yu)警(jing)系(xi)(xi)統,完善價格監測(ce)(ce)(ce)分(fen)(fen)析(xi)制(zhi)度(du)和風(feng)險(xian)預(yu)(yu)警(jing)框架。動(dong)(dong)態跟(gen)蹤分(fen)(fen)析(xi)國內外(wai)市場(chang)形勢(shi),一體(ti)監測(ce)(ce)(ce)重(zhong)點商品(pin)生產、運輸(shu)、銷售(shou)、成本、價格動(dong)(dong)態,加強(qiang)綜合研判和趨勢(shi)分(fen)(fen)析(xi),強(qiang)化風(feng)險(xian)評(ping)估和預(yu)(yu)測(ce)(ce)(ce)預(yu)(yu)警(jing)。深化與(yu)行業協會、市場(chang)機構(gou)合作,提升分(fen)(fen)析(xi)預(yu)(yu)測(ce)(ce)(ce)科(ke)學性。


(二(er))加強重(zhong)(zhong)要民生(sheng)商品價格(ge)調(diao)(diao)(diao)控(kong)(kong)(kong)。落實完善(shan)重(zhong)(zhong)要民生(sheng)商品價格(ge)調(diao)(diao)(diao)控(kong)(kong)(kong)機(ji)制的要求,堅持(chi)“調(diao)(diao)(diao)高”與(yu)“調(diao)(diao)(diao)低”并重(zhong)(zhong),注重(zhong)(zhong)預調(diao)(diao)(diao)微調(diao)(diao)(diao),完善(shan)突(tu)發(fa)應(ying)急調(diao)(diao)(diao)控(kong)(kong)(kong)機(ji)制,提升(sheng)調(diao)(diao)(diao)控(kong)(kong)(kong)能力,有效(xiao)保障糧(liang)油肉(rou)蛋菜(cai)果奶等(deng)供應(ying),防止(zhi)價格(ge)大起大落。建立價格(ge)區(qu)間調(diao)(diao)(diao)控(kong)(kong)(kong)制度,健全以儲備調(diao)(diao)(diao)控(kong)(kong)(kong)、進(jin)出口調(diao)(diao)(diao)節為主的調(diao)(diao)(diao)控(kong)(kong)(kong)手(shou)段,加強生(sheng)豬等(deng)重(zhong)(zhong)要民生(sheng)商品逆周期調(diao)(diao)(diao)節。強化價格(ge)與(yu)補貼、儲備、保險、金融等(deng)政策的協同聯動。


(三(san))堅持(chi)(chi)并完善價格支持(chi)(chi)政策(ce)(ce)。堅持(chi)(chi)稻谷、小麥最低收購價政策(ce)(ce)框架(jia)不動搖,著力增強(qiang)政策(ce)(ce)靈活性和彈性,合理調(diao)整最低收購價水(shui)平,切實(shi)保護農民利益和種糧(liang)積極性,確保口糧(liang)生產(chan)穩定,同時充(chong)分(fen)發(fa)揮市場機制(zhi)作用,促進優質優價。完善棉花目標價格政策(ce)(ce),健全風險分(fen)擔(dan)機制(zhi),合理調(diao)整棉花目標價格水(shui)平,繼續探索可持(chi)(chi)續的新型支持(chi)(chi)政策(ce)(ce)。進一步加(jia)強(qiang)農產(chan)品成本調(diao)查(cha)工作,為制(zhi)定價格政策(ce)(ce)提(ti)供支撐。


(四)做好大(da)宗商品(pin)價格異動(dong)應對。加強對鐵(tie)礦(kuang)石、銅(tong)、原(yuan)油、天然氣、玉(yu)米(mi)、大(da)豆、食(shi)用油等(deng)大(da)宗商品(pin)市(shi)場(chang)動(dong)態和價格形(xing)勢的(de)跟蹤(zong)分析,深(shen)入研判輸入性影響,及時提出儲備(bei)、進出口、財稅、金融等(deng)綜合調控措施建議,推動(dong)有(you)關方面做好保供穩價工(gong)作。


(五)強化市場預(yu)(yu)期(qi)(qi)管(guan)理(li)。建立完善預(yu)(yu)期(qi)(qi)管(guan)理(li)制度。聚焦價格總水平和(he)重點商品,提(ti)高(gao)預(yu)(yu)期(qi)(qi)管(guan)理(li)的前瞻(zhan)性和(he)預(yu)(yu)見性;創(chuang)新豐富(fu)預(yu)(yu)期(qi)(qi)管(guan)理(li)手段,通過解(jie)讀市場基本面(mian)的積極變化、政(zheng)府(fu)保供穩價舉措等,強化政(zheng)府(fu)與(yu)市場雙向溝(gou)通與(yu)信息交(jiao)流(liu),釋放正面(mian)信號,合(he)理(li)引導市場預(yu)(yu)期(qi)(qi)。規范價格指數編制發布行為。


三、深入推進能源價格改革


(六)持續深化電(dian)(dian)(dian)(dian)價(jia)改(gai)革。進(jin)一(yi)步完(wan)(wan)善(shan)省級電(dian)(dian)(dian)(dian)網、區(qu)域電(dian)(dian)(dian)(dian)網、跨(kua)(kua)省跨(kua)(kua)區(qu)專(zhuan)項工程、增(zeng)量配電(dian)(dian)(dian)(dian)網價(jia)格形(xing)(xing)成機制,加(jia)快(kuai)理順輸配電(dian)(dian)(dian)(dian)價(jia)結構。持續深化燃煤(mei)發電(dian)(dian)(dian)(dian)、燃氣發電(dian)(dian)(dian)(dian)、水電(dian)(dian)(dian)(dian)、核電(dian)(dian)(dian)(dian)等(deng)上網電(dian)(dian)(dian)(dian)價(jia)市場化改(gai)革,完(wan)(wan)善(shan)風電(dian)(dian)(dian)(dian)、光伏發電(dian)(dian)(dian)(dian)、抽(chou)水蓄能價(jia)格形(xing)(xing)成機制,建立新型儲能價(jia)格機制。平(ping)穩(wen)推進(jin)銷售電(dian)(dian)(dian)(dian)價(jia)改(gai)革,有序推動經(jing)營性電(dian)(dian)(dian)(dian)力(li)用戶進(jin)入電(dian)(dian)(dian)(dian)力(li)市場,完(wan)(wan)善(shan)居民階(jie)梯電(dian)(dian)(dian)(dian)價(jia)制度(du)。


(七)不斷完(wan)(wan)善(shan)綠色電(dian)價(jia)(jia)政(zheng)(zheng)策(ce)(ce)。針對高(gao)耗能(neng)、高(gao)排(pai)放行業,完(wan)(wan)善(shan)差別電(dian)價(jia)(jia)、階梯電(dian)價(jia)(jia)等(deng)綠色電(dian)價(jia)(jia)政(zheng)(zheng)策(ce)(ce),強化與產(chan)業和環保政(zheng)(zheng)策(ce)(ce)的協同,加(jia)大實(shi)施力度(du),促進節能(neng)減碳。實(shi)施支(zhi)持性電(dian)價(jia)(jia)政(zheng)(zheng)策(ce)(ce),降低岸電(dian)使(shi)用服務費,推(tui)動長江(jiang)經濟帶(dai)沿線(xian)港口全面使(shi)用岸電(dian)。


(八)穩(wen)步(bu)推進石油天(tian)(tian)然氣(qi)(qi)(qi)價(jia)格(ge)改(gai)(gai)革(ge)(ge)。按照“管(guan)住中間、放開(kai)(kai)兩頭”的(de)改(gai)(gai)革(ge)(ge)方向,根據天(tian)(tian)然氣(qi)(qi)(qi)管(guan)網等基礎設施(shi)獨(du)立運營及勘探(tan)開(kai)(kai)發、供氣(qi)(qi)(qi)和(he)銷(xiao)(xiao)售(shou)(shou)主(zhu)體(ti)多元(yuan)化(hua)進程,穩(wen)步(bu)推進天(tian)(tian)然氣(qi)(qi)(qi)門(men)站價(jia)格(ge)市場化(hua)改(gai)(gai)革(ge)(ge),完善(shan)(shan)終端銷(xiao)(xiao)售(shou)(shou)價(jia)格(ge)與采購成(cheng)本聯(lian)動機制。積極(ji)協調推進城鎮燃(ran)氣(qi)(qi)(qi)配送網絡公平開(kai)(kai)放,減(jian)少配氣(qi)(qi)(qi)層級,嚴(yan)格(ge)監管(guan)配氣(qi)(qi)(qi)價(jia)格(ge),探(tan)索推進終端用戶銷(xiao)(xiao)售(shou)(shou)價(jia)格(ge)市場化(hua)。結合國(guo)內(nei)外(wai)能源市場變(bian)化(hua)和(he)國(guo)內(nei)體(ti)制機制改(gai)(gai)革(ge)(ge)進程,研(yan)究(jiu)完善(shan)(shan)成(cheng)品(pin)油定(ding)價(jia)機制。


(九)完(wan)善天然(ran)氣管(guan)道運輸價(jia)格形成(cheng)機(ji)(ji)制(zhi)。適(shi)應(ying)“全國一(yi)張網(wang)”發展方向(xiang),完(wan)善天然(ran)氣管(guan)道運輸價(jia)格形成(cheng)機(ji)(ji)制(zhi),制(zhi)定(ding)(ding)出(chu)臺新的天然(ran)氣管(guan)道運輸定(ding)(ding)價(jia)辦法,進(jin)一(yi)步健全價(jia)格監(jian)管(guan)體系(xi),合理制(zhi)定(ding)(ding)管(guan)道運輸價(jia)格。


四、系統推進水資源價格改革


(十)創新完(wan)善水(shui)利(li)(li)工程(cheng)(cheng)(cheng)供(gong)水(shui)價格(ge)(ge)形成(cheng)機制(zhi)。建立健全有(you)利(li)(li)于促進水(shui)資(zi)(zi)源節(jie)約(yue)和(he)水(shui)利(li)(li)工程(cheng)(cheng)(cheng)良(liang)性運行(xing)、與投融資(zi)(zi)體制(zhi)相(xiang)適應的(de)水(shui)利(li)(li)工程(cheng)(cheng)(cheng)水(shui)價形成(cheng)機制(zhi)。科學(xue)核(he)定(ding)(ding)(ding)定(ding)(ding)(ding)價成(cheng)本,合(he)理確(que)定(ding)(ding)(ding)盈(ying)利(li)(li)水(shui)平,動(dong)態調整水(shui)利(li)(li)工程(cheng)(cheng)(cheng)供(gong)水(shui)價格(ge)(ge)。鼓(gu)勵有(you)條件的(de)地區實行(xing)供(gong)需雙方(fang)協商定(ding)(ding)(ding)價。積極推(tui)動(dong)供(gong)需雙方(fang)在項目前期工作階段簽訂框架協議、約(yue)定(ding)(ding)(ding)意向價格(ge)(ge),推(tui)進供(gong)水(shui)工程(cheng)(cheng)(cheng)投融資(zi)(zi)體制(zhi)機制(zhi)改革。


(十一)深入推(tui)進農業(ye)(ye)水(shui)(shui)價綜(zong)合改革(ge)。以(yi)完善農業(ye)(ye)水(shui)(shui)價形(xing)成機(ji)制(zhi)(zhi)為抓手,積極推(tui)行分(fen)類、分(fen)檔水(shui)(shui)價,統(tong)籌推(tui)進精準補貼和節(jie)水(shui)(shui)獎勵機(ji)制(zhi)(zhi)、工程(cheng)建(jian)設和管(guan)護機(ji)制(zhi)(zhi)、終端(duan)用(yong)水(shui)(shui)管(guan)理機(ji)制(zhi)(zhi)健全(quan)和落實。堅持(chi)“先建(jian)機(ji)制(zhi)(zhi)、后(hou)建(jian)工程(cheng)”,合理安(an)排進度,2025年基本實現改革(ge)目標。合理界定水(shui)(shui)權(quan),創(chuang)新完善水(shui)(shui)權(quan)交易(yi)機(ji)制(zhi)(zhi),推(tui)進市場化交易(yi),推(tui)動節(jie)約(yue)的農業(ye)(ye)水(shui)(shui)權(quan)向城(cheng)市和工業(ye)(ye)用(yong)水(shui)(shui)轉讓。


(十(shi)二)持續深化城(cheng)鎮(zhen)(zhen)供(gong)水(shui)(shui)價(jia)格改革(ge)。建(jian)(jian)立(li)(li)健全激(ji)勵提升供(gong)水(shui)(shui)質量、促進節約用(yong)水(shui)(shui)的價(jia)格形成和動態調整機制(zhi),合理制(zhi)定(ding)城(cheng)鎮(zhen)(zhen)供(gong)水(shui)(shui)價(jia)格。完(wan)善居(ju)民階梯水(shui)(shui)價(jia)制(zhi)度,適度拉大分(fen)檔差價(jia)。結合計劃(hua)用(yong)水(shui)(shui)與定(ding)額(e)用(yong)水(shui)(shui)管理方式,有序推進城(cheng)鎮(zhen)(zhen)非居(ju)民用(yong)水(shui)(shui)超定(ding)額(e)累進加價(jia)制(zhi)度,在具備條(tiao)件(jian)的高(gao)耗水(shui)(shui)行業率先實施。鼓勵探(tan)索(suo)建(jian)(jian)立(li)(li)城(cheng)鎮(zhen)(zhen)供(gong)水(shui)(shui)上下游(you)價(jia)格聯(lian)動機制(zhi)。


(十三)進一(yi)步完善污(wu)(wu)水(shui)(shui)處(chu)(chu)理(li)(li)收費(fei)機制(zhi)。結合(he)污(wu)(wu)水(shui)(shui)處(chu)(chu)理(li)(li)排放標準(zhun)提(ti)高情況(kuang),將(jiang)收費(fei)標準(zhun)提(ti)高至補償(chang)污(wu)(wu)水(shui)(shui)處(chu)(chu)理(li)(li)和污(wu)(wu)泥無害化處(chu)(chu)置成本且(qie)合(he)理(li)(li)盈利的(de)水(shui)(shui)平,并建(jian)立(li)動(dong)態調整機制(zhi)。鼓(gu)勵(li)通過(guo)政府購買服務,以(yi)招投標等(deng)市場化方式確定(ding)污(wu)(wu)水(shui)(shui)處(chu)(chu)理(li)(li)服務費(fei)水(shui)(shui)平,建(jian)立(li)與處(chu)(chu)理(li)(li)水(shui)(shui)質、污(wu)(wu)染物削(xue)減量等(deng)掛(gua)鉤的(de)污(wu)(wu)水(shui)(shui)處(chu)(chu)理(li)(li)服務費(fei)獎懲機制(zhi)。鼓(gu)勵(li)已建(jian)成污(wu)(wu)水(shui)(shui)集中處(chu)(chu)理(li)(li)設施的(de)農(nong)村地區,探索建(jian)立(li)農(nong)戶付費(fei)制(zhi)度。


五、加快公共服務價格改革


(十四)健全公用事業價格機(ji)制(zhi)。認真落實關于清理(li)(li)(li)(li)(li)規(gui)范(fan)城鎮(zhen)供水供電供氣供暖行(xing)業收(shou)(shou)費促進行(xing)業高質(zhi)量(liang)(liang)發(fa)展的(de)意見,清理(li)(li)(li)(li)(li)取(qu)消(xiao)不合理(li)(li)(li)(li)(li)收(shou)(shou)費,加快完善(shan)價格形成機(ji)制(zhi),嚴格規(gui)范(fan)價格收(shou)(shou)費行(xing)為。推動縣級以上地方(fang)政府建立生活垃圾(ji)處理(li)(li)(li)(li)(li)收(shou)(shou)費制(zhi)度,合理(li)(li)(li)(li)(li)制(zhi)定(ding)調(diao)整收(shou)(shou)費標(biao)準(zhun)。推行(xing)非居民餐廚垃圾(ji)計(ji)量(liang)(liang)收(shou)(shou)費。具備(bei)條件的(de)地區探索建立農(nong)戶(hu)生活垃圾(ji)處理(li)(li)(li)(li)(li)付費制(zhi)度。完善(shan)危險(xian)廢棄物處置(zhi)收(shou)(shou)費機(ji)制(zhi)。健全鐵(tie)路貨(huo)運(yun)(yun)與公路掛(gua)鉤(gou)的(de)價格動態調(diao)整機(ji)制(zhi)。清理(li)(li)(li)(li)(li)規(gui)范(fan)海運(yun)(yun)口岸(an)收(shou)(shou)費。


(十五)完善(shan)公(gong)(gong)(gong)益性(xing)服(fu)務價(jia)格(ge)(ge)政策。進一步完善(shan)教(jiao)育(yu)、養(yang)(yang)老(lao)、殯葬(zang)、景(jing)區、公(gong)(gong)(gong)共(gong)法律服(fu)務等(deng)領(ling)域價(jia)格(ge)(ge)政策。鞏固(gu)完善(shan)以政府投入(ru)為(wei)主(zhu)、多渠(qu)道籌集教(jiao)育(yu)經費(fei)的體制,完善(shan)學前教(jiao)育(yu)收費(fei)政策,規(gui)范民辦(ban)教(jiao)育(yu)收費(fei)。適應醫養(yang)(yang)結合、社區養(yang)(yang)老(lao)、居家養(yang)(yang)老(lao)等(deng)養(yang)(yang)老(lao)領(ling)域新模式,建立健全養(yang)(yang)老(lao)服(fu)務價(jia)格(ge)(ge)機(ji)制,支持(chi)普惠性(xing)養(yang)(yang)老(lao)服(fu)務發展。進一步完善(shan)殯葬(zang)服(fu)務收費(fei)政策,規(gui)范收費(fei)行為(wei)。健全景(jing)區門票(piao)價(jia)格(ge)(ge)形成機(ji)制,加強景(jing)區內(nei)壟斷(duan)性(xing)服(fu)務價(jia)格(ge)(ge)監管。完善(shan)公(gong)(gong)(gong)證、仲裁等(deng)公(gong)(gong)(gong)共(gong)法律服(fu)務價(jia)格(ge)(ge)形成機(ji)制。


六、做好組織保障


(十六)強化(hua)改革統籌(chou)(chou)。嚴(yan)格落實(shi)改革主體責(ze)(ze)任,統籌(chou)(chou)考慮各(ge)領域改革進(jin)程(cheng),明確改革時間表、路線圖、責(ze)(ze)任人。深入調(diao)查研究(jiu),科學設計改革方案,廣泛(fan)聽取各(ge)方面意見(jian),切(qie)實(shi)履(lv)行法定程(cheng)序(xu)。堅持(chi)新聞宣傳與重大價格改革同(tong)研究(jiu)、同(tong)部署(shu)、同(tong)實(shi)施,準確解讀改革方案,凝聚(ju)改革共識。強化(hua)部門協同(tong)、上(shang)下聯動,加強工作指導,充(chong)分調(diao)動基(ji)層積極性,形(xing)成工作合力。


(十(shi)七)加強(qiang)(qiang)成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)監(jian)(jian)審。堅持將成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)監(jian)(jian)審作(zuo)為政府(fu)制(zhi)(zhi)(zhi)定和調整(zheng)價格的重要(yao)程序,制(zhi)(zhi)(zhi)定完善分行業(ye)的成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)監(jian)(jian)審辦法和監(jian)(jian)審操作(zuo)規程,探索建立標準成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)制(zhi)(zhi)(zhi)度。組織開展(zhan)輸配(pei)電(dian)、天然氣(qi)管道運輸等重點領域成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)監(jian)(jian)審。強(qiang)(qiang)化成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)監(jian)(jian)審約(yue)束作(zuo)用,逐步引入(ru)成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)激(ji)勵(li)機制(zhi)(zhi)(zhi)。建設全國統一的成(cheng)(cheng)(cheng)(cheng)本(ben)(ben)(ben)監(jian)(jian)審調查信息系(xi)統。

近日(ri),國(guo)家發展改革委(wei)印發《關于(yu)“十四五”時(shi)期深化價格機制改革行動方案(an)的通知》(以下(xia)簡稱(cheng)《行動方案(an)》)。記者就此采訪了國(guo)家發展改革委(wei)有關負責同(tong)志(zhi)。


問:制(zhi)定《行動方案》的(de)背景(jing)是什么?


答(da):習近平總(zong)書(shu)記指出“全面深化改(gai)(gai)革(ge)是一項復雜的(de)系(xi)統(tong)工程,需(xu)要加強頂層設計和(he)整體謀(mou)劃”。黨的(de)十(shi)八大以來,價格(ge)工作堅(jian)持統(tong)籌謀(mou)劃,以頂層設計為引領(ling),增強改(gai)(gai)革(ge)的(de)系(xi)統(tong)性、整體性、協(xie)同性。為深入推(tui)進(jin)改(gai)(gai)革(ge),2015年10月,中(zhong)(zhong)共(gong)中(zhong)(zhong)央(yang)、國務院印(yin)發《關于推(tui)進(jin)價格(ge)機制改(gai)(gai)革(ge)的(de)若(ruo)干意見(jian)》(中(zhong)(zhong)發﹝2015﹞28號),全面謀(mou)劃部署了“十(shi)三五”時(shi)期推(tui)進(jin)價格(ge)機制改(gai)(gai)革(ge)的(de)工作。


為(wei)(wei)貫徹(che)落實黨中(zhong)央、國務(wu)院決策部(bu)署,我(wo)委制(zhi)(zhi)定了分年(nian)度(du)改(gai)(gai)(gai)革(ge)計劃,細化各項重點改(gai)(gai)(gai)革(ge)任務(wu)的路(lu)線圖(tu)、時間表。在各方(fang)面共同(tong)努力下,“十(shi)三(san)五”期間價(jia)(jia)格(ge)工作取得突(tu)破(po)性(xing)進展:一是(shi)(shi)主(zhu)要(yao)由(you)(you)市(shi)場決定價(jia)(jia)格(ge)機制(zhi)(zhi)基(ji)本(ben)完(wan)善。凡(fan)是(shi)(shi)能(neng)由(you)(you)市(shi)場形成(cheng)(cheng)價(jia)(jia)格(ge)的都(dou)交給市(shi)場,截至目前,97%以上(shang)的商品和(he)(he)(he)服務(wu)價(jia)(jia)格(ge)已由(you)(you)市(shi)場形成(cheng)(cheng)。二是(shi)(shi)科(ke)學定價(jia)(jia)制(zhi)(zhi)度(du)體系基(ji)本(ben)建(jian)立。推進政(zheng)(zheng)府(fu)定價(jia)(jia)項目清(qing)單(dan)化,將政(zheng)(zheng)府(fu)定價(jia)(jia)范圍(wei)主(zhu)要(yao)限定在網絡型(xing)自然(ran)壟斷環(huan)節和(he)(he)(he)重要(yao)公(gong)用事業(ye)、公(gong)益(yi)(yi)性(xing)服務(wu)領域,建(jian)立健(jian)全(quan)以“準(zhun)許成(cheng)(cheng)本(ben)+合(he)理收益(yi)(yi)”為(wei)(wei)核(he)心,約束(shu)與(yu)激勵相結(jie)(jie)合(he)的政(zheng)(zheng)府(fu)定價(jia)(jia)機制(zhi)(zhi)。三(san)是(shi)(shi)重點領域價(jia)(jia)格(ge)改(gai)(gai)(gai)革(ge)取得新突(tu)破(po)。完(wan)成(cheng)(cheng)兩輪輸配(pei)電價(jia)(jia)改(gai)(gai)(gai)革(ge),燃煤(mei)發電上(shang)網電價(jia)(jia)機制(zhi)(zhi)改(gai)(gai)(gai)革(ge)、天然(ran)氣門站價(jia)(jia)格(ge)改(gai)(gai)(gai)革(ge)等順利出臺(tai),鐵路(lu)運價(jia)(jia)機制(zhi)(zhi)進一步(bu)完(wan)善,公(gong)用事業(ye)和(he)(he)(he)公(gong)益(yi)(yi)性(xing)服務(wu)價(jia)(jia)格(ge)改(gai)(gai)(gai)革(ge)取得積極進展,促進綠色發展的價(jia)(jia)格(ge)機制(zhi)(zhi)逐步(bu)健(jian)全(quan)。四是(shi)(shi)降成(cheng)(cheng)本(ben)超1萬(wan)億元(yuan)。通過(guo)降低企業(ye)用能(neng)、物流成(cheng)(cheng)本(ben)和(he)(he)(he)收費負擔,不斷釋放改(gai)(gai)(gai)革(ge)紅(hong)利,已累計為(wei)(wei)全(quan)社會(hui)減負超過(guo)1萬(wan)億元(yuan)。五是(shi)(shi)保(bao)供穩價(jia)(jia)成(cheng)(cheng)效(xiao)(xiao)顯(xian)著。重要(yao)民(min)生商品價(jia)(jia)格(ge)調控機制(zhi)(zhi)不斷完(wan)善,經(jing)受住了新冠(guan)肺炎和(he)(he)(he)非洲(zhou)豬瘟疫(yi)情的沖擊和(he)(he)(he)考驗。總的看,上(shang)述舉措極大地激發了市(shi)場主(zhu)體活力,有力保(bao)障了市(shi)場供應;有效(xiao)(xiao)促進了要(yao)素自由(you)(you)流動,切實提(ti)高了資源配(pei)置效(xiao)(xiao)率;助力產業(ye)結(jie)(jie)構調整(zheng),推動了經(jing)濟社會(hui)綠色轉型(xing)。


實(shi)踐證明,加(jia)強頂層設計有利于(yu)凝(ning)聚改(gai)革共(gong)識、有利于(yu)明確(que)改(gai)革路徑、有利于(yu)抓好改(gai)革落實(shi),對推進價格機制(zhi)(zhi)改(gai)革起到了至關(guan)重要的作用。因此,在“十四(si)五”開局之年,我們廣泛(fan)聽取地方、相關(guan)部門、專家學者意見(jian),研究制(zhi)(zhi)定了《行(xing)動方案》。

答:“十三五”以來,國(guo)(guo)家按照“管(guan)住中(zhong)(zhong)間、放(fang)(fang)開兩頭(tou)”的改(gai)革思(si)路(lu),持(chi)續深化(hua)(hua)能源價(jia)格(ge)改(gai)革,輸配電(dian)、天然氣(qi)管(guan)道運輸等(deng)領域價(jia)格(ge)成(cheng)本監(jian)管(guan)不(bu)斷加強,取(qu)得歷(li)史性成(cheng)就(jiu);競(jing)爭性環節價(jia)格(ge)逐步放(fang)(fang)開由市場(chang)形成(cheng),極(ji)大(da)地激(ji)發(fa)(fa)了(le)市場(chang)主體活力(li)(li)。其中(zhong)(zhong),圍繞推動綠色低碳發(fa)(fa)展(zhan),國(guo)(guo)家不(bu)斷推進電(dian)力(li)(li)市場(chang)化(hua)(hua)改(gai)革,完(wan)善(shan)風電(dian)、光伏發(fa)(fa)電(dian)等(deng)新能源上網電(dian)價(jia)政策,出臺支(zhi)持(chi)燃煤發(fa)(fa)電(dian)機組超低排放(fang)(fang)改(gai)造的電(dian)價(jia)政策,對鋼(gang)鐵(tie)、水泥等(deng)高耗能行(xing)業實行(xing)差別化(hua)(hua)電(dian)價(jia)政策,取(qu)得了(le)明顯成(cheng)效。


但是,我國能(neng)(neng)源結構(gou)(gou)轉(zhuan)型(xing)的(de)任務(wu)依然(ran)十(shi)分艱巨。去年,我國正(zheng)式(shi)宣布(bu)將力(li)(li)爭2030年前(qian)實(shi)現(xian)碳(tan)(tan)達(da)峰(feng)、2060年前(qian)實(shi)現(xian)碳(tan)(tan)中和,即用(yong)10年、40年左右的(de)時間,有序推進(jin)目標(biao)實(shi)現(xian)。“十(shi)四五”時期(qi)深化能(neng)(neng)源價(jia)(jia)(jia)格(ge)改(gai)革將緊緊圍繞(rao)“碳(tan)(tan)達(da)峰(feng)、碳(tan)(tan)中和”目標(biao),在充分考慮相(xiang)關(guan)方(fang)面承(cheng)受能(neng)(neng)力(li)(li)的(de)基礎上,發(fa)(fa)揮價(jia)(jia)(jia)格(ge)機制(zhi)的(de)激勵、約束作用(yong),促進(jin)經濟(ji)社會發(fa)(fa)展(zhan)全(quan)面綠色(se)轉(zhuan)型(xing)。為此,《行(xing)動(dong)方(fang)案》從(cong)能(neng)(neng)源供給、消費(fei)(fei)兩方(fang)面提出了重點舉措:一是促進(jin)能(neng)(neng)源供給結構(gou)(gou)低碳(tan)(tan)轉(zhuan)型(xing)。持(chi)續深化水電(dian)(dian)(dian)(dian)、核電(dian)(dian)(dian)(dian)、天然(ran)氣(qi)發(fa)(fa)電(dian)(dian)(dian)(dian)等(deng)上網電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)市(shi)場化改(gai)革,完(wan)善風電(dian)(dian)(dian)(dian)、光伏發(fa)(fa)電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)格(ge)形(xing)成(cheng)機制(zhi),落實(shi)新出臺的(de)抽水蓄能(neng)(neng)價(jia)(jia)(jia)格(ge)機制(zhi),建立新型(xing)儲(chu)能(neng)(neng)價(jia)(jia)(jia)格(ge)機制(zhi),推動(dong)新能(neng)(neng)源及相(xiang)關(guan)儲(chu)能(neng)(neng)產業發(fa)(fa)展(zhan)。繼續推進(jin)輸配電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)改(gai)革,理順輸配電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)結構(gou)(gou),提升(sheng)電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)機制(zhi)靈(ling)活性(xing),促進(jin)新能(neng)(neng)源就近消納,以及電(dian)(dian)(dian)(dian)力(li)(li)資源在更(geng)大范圍的(de)優化配置。二是推動(dong)能(neng)(neng)源消費(fei)(fei)結構(gou)(gou)優化。完(wan)善針對高耗能(neng)(neng)、高排放行(xing)業的(de)差(cha)別電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)、階(jie)梯(ti)(ti)電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)等(deng)綠色(se)電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)政策(ce),加大實(shi)施力(li)(li)度,促進(jin)節能(neng)(neng)減(jian)碳(tan)(tan)。降低岸(an)電(dian)(dian)(dian)(dian)使用(yong)服務(wu)費(fei)(fei),推動(dong)長江(jiang)經濟(ji)帶沿(yan)線港口全(quan)面使用(yong)岸(an)電(dian)(dian)(dian)(dian)。完(wan)善居民(min)階(jie)梯(ti)(ti)電(dian)(dian)(dian)(dian)價(jia)(jia)(jia)制(zhi)度,引導節約用(yong)電(dian)(dian)(dian)(dian),優化電(dian)(dian)(dian)(dian)力(li)(li)消費(fei)(fei)行(xing)為。完(wan)善天然(ran)氣(qi)管道運(yun)輸價(jia)(jia)(jia)格(ge)形(xing)成(cheng)機制(zhi),穩(wen)步推進(jin)天然(ran)氣(qi)門(men)站價(jia)(jia)(jia)格(ge)市(shi)場化改(gai)革。


問:近年(nian)來,民生商品保供穩價受到社會各界廣泛關注(zhu),“十(shi)四五”時期有(you)哪些(xie)新舉(ju)措?


答:保(bao)障(zhang)(zhang)糧油肉(rou)蛋(dan)菜(cai)等重要(yao)民(min)(min)生(sheng)商品(pin)生(sheng)產(chan)(chan)(chan)供(gong)應(ying)和(he)價(jia)格穩(wen)定(ding),事關人民(min)(min)群眾基(ji)本生(sheng)活,意義重大(da)(da),黨(dang)中央(yang)、國務院高(gao)度重視此(ci)(ci)項工(gong)(gong)作。“十三五”期間,我國農(nong)業生(sheng)產(chan)(chan)(chan)條件顯著改(gai)善,全國大(da)(da)市場(chang)不斷發展(zhan)壯(zhuang)大(da)(da),重要(yao)民(min)(min)生(sheng)商品(pin)供(gong)給(gei)保(bao)障(zhang)(zhang)能(neng)力大(da)(da)幅提高(gao),價(jia)格運行總(zong)體(ti)平穩(wen)。但也要(yao)清醒地(di)認(ren)識到,重要(yao)民(min)(min)生(sheng)商品(pin)保(bao)供(gong)穩(wen)價(jia)工(gong)(gong)作仍然面臨(lin)諸多風險挑(tiao)戰,此(ci)(ci)前的非(fei)洲豬瘟和(he)新冠(guan)肺炎疫情對部分(fen)商品(pin)的生(sheng)產(chan)(chan)(chan)流(liu)通(tong)和(he)價(jia)格造成一定(ding)沖(chong)擊,給(gei)我們敲響了(le)警鐘。為更好保(bao)障(zhang)(zhang)重要(yao)民(min)(min)生(sheng)商品(pin)的有效供(gong)給(gei)和(he)價(jia)格總(zong)體(ti)平穩(wen),我委會同有關部門研究提出(chu)了(le)關于完善重要(yao)民(min)(min)生(sheng)商品(pin)價(jia)格調控機制的意見(jian),已經中央(yang)全面深(shen)化改(gai)革委員(yuan)會第十八次(ci)會議審議通(tong)過。


“十四五”時期,重(zhong)要民(min)生(sheng)商品保(bao)(bao)供(gong)穩(wen)價(jia)(jia)工作以落實(shi)上述相關(guan)意見為抓手,堅(jian)持(chi)系統治(zhi)理(li),著(zhu)力(li)(li)補(bu)短板(ban)、強弱項(xiang),構建(jian)起重(zhong)要民(min)生(sheng)商品保(bao)(bao)供(gong)穩(wen)價(jia)(jia)的“四梁八柱(zhu)”,促進(jin)產供(gong)儲(chu)銷(xiao)各環節(jie)有效銜接(jie),提(ti)升保(bao)(bao)供(gong)穩(wen)價(jia)(jia)能力(li)(li)和水平。為此,《行動(dong)(dong)方案(an)》提(ti)出以下重(zhong)點舉措:一是(shi)健(jian)全(quan)(quan)價(jia)(jia)格監測預測預警系統,增強保(bao)(bao)供(gong)穩(wen)價(jia)(jia)工作的前(qian)瞻性(xing),牢牢把(ba)握主動(dong)(dong)權;二是(shi)加強重(zhong)要民(min)生(sheng)商品價(jia)(jia)格調(diao)(diao)(diao)控,完(wan)善突發應急調(diao)(diao)(diao)控機(ji)制,健(jian)全(quan)(quan)以儲(chu)備調(diao)(diao)(diao)控、進(jin)出口(kou)調(diao)(diao)(diao)節(jie)為主的調(diao)(diao)(diao)控手段,豐富(fu)和優化政策(ce)工具箱;三是(shi)堅(jian)持(chi)稻谷、小麥最低收購(gou)價(jia)(jia)政策(ce)框架不動(dong)(dong)搖,著(zhu)力(li)(li)增強政策(ce)靈(ling)活(huo)性(xing)和彈性(xing),合理(li)調(diao)(diao)(diao)整(zheng)最低收購(gou)價(jia)(jia)水平,守住糧食安全(quan)(quan)底線,筑牢保(bao)(bao)供(gong)穩(wen)價(jia)(jia)基礎。


問:《行(xing)動方案》在促(cu)進水(shui)資源節約和水(shui)環境保護方面有哪些亮(liang)點?


答:我國是一個水(shui)(shui)(shui)(shui)資(zi)源嚴重短缺的國家(jia),人(ren)均水(shui)(shui)(shui)(shui)資(zi)源量僅(jin)為世界平均水(shui)(shui)(shui)(shui)平的四分(fen)之一左右。為推(tui)動節(jie)水(shui)(shui)(shui)(shui)減排,“十三五”以來(lai),國家(jia)深(shen)入(ru)推(tui)進農業水(shui)(shui)(shui)(shui)價綜合改革,促進農業節(jie)水(shui)(shui)(shui)(shui),目(mu)前(qian)累計實施面積已超(chao)過(guo)4.3億畝;完善(shan)城鎮供(gong)水(shui)(shui)(shui)(shui)價格機制,引導(dao)高耗水(shui)(shui)(shui)(shui)行業和用水(shui)(shui)(shui)(shui)大戶節(jie)水(shui)(shui)(shui)(shui);健全(quan)污水(shui)(shui)(shui)(shui)處理(li)收(shou)費政策,超(chao)過(guo)90%的設(she)市(shi)城市(shi)污水(shui)(shui)(shui)(shui)處理(li)費標(biao)準已基(ji)本(ben)覆蓋成本(ben)并合理(li)盈利。


但也要看(kan)到,隨著我(wo)國(guo)(guo)經濟(ji)社(she)會(hui)發展,水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)資(zi)源(yuan)的(de)(de)瓶頸(jing)制(zhi)(zhi)約(yue)將日益(yi)凸顯,同(tong)時,我(wo)國(guo)(guo)用水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)效率(lv)不高的(de)(de)問題(ti)依然突出,水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)污(wu)染(ran)防治壓力較(jiao)大。發揮價(jia)格(ge)杠桿作用促進(jin)(jin)節水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)減排,不僅是(shi)(shi)(shi)現(xian)實(shi)之(zhi)需,更(geng)是(shi)(shi)(shi)長遠(yuan)發展之(zhi)要。《行動方案》提(ti)(ti)出“十(shi)四五”時期水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)資(zi)源(yuan)價(jia)格(ge)改(gai)革(ge)的(de)(de)總(zong)體安排,最突出的(de)(de)特點是(shi)(shi)(shi)強(qiang)調(diao)系(xi)統推(tui)進(jin)(jin),從原水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)、生產用水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)、生活用水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)、污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)處理全鏈條考(kao)慮,統籌推(tui)進(jin)(jin)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)利工(gong)程(cheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)價(jia)、農業水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)價(jia)、城(cheng)(cheng)鎮(zhen)供水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)價(jia)格(ge)、污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)處理費(fei)一攬子改(gai)革(ge),助力水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)資(zi)源(yuan)保護、水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)污(wu)染(ran)防治和水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)生態(tai)(tai)修復。主要改(gai)革(ge)任務(wu)包(bao)括(kuo):一是(shi)(shi)(shi)建(jian)(jian)(jian)立(li)健全水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)利工(gong)程(cheng)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)價(jia)形成(cheng)機(ji)制(zhi)(zhi),科學核(he)定定價(jia)成(cheng)本,合(he)理確(que)定盈(ying)利水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)平,動態(tai)(tai)調(diao)整水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)利工(gong)程(cheng)供水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)價(jia)格(ge)。二是(shi)(shi)(shi)深入推(tui)進(jin)(jin)農業水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)價(jia)綜合(he)改(gai)革(ge),推(tui)動各項節水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)激(ji)勵機(ji)制(zhi)(zhi)健全和落(luo)實(shi),2025年基本實(shi)現(xian)改(gai)革(ge)目標。三是(shi)(shi)(shi)建(jian)(jian)(jian)立(li)健全城(cheng)(cheng)鎮(zhen)供水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)價(jia)格(ge)形成(cheng)和動態(tai)(tai)調(diao)整機(ji)制(zhi)(zhi),完善居民(min)(min)階梯水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)價(jia)制(zhi)(zhi)度(du),有(you)序推(tui)進(jin)(jin)城(cheng)(cheng)鎮(zhen)非居民(min)(min)用水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)超(chao)定額(e)累(lei)進(jin)(jin)加價(jia)制(zhi)(zhi)度(du),在具(ju)備(bei)條件的(de)(de)高耗水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)行業率(lv)先實(shi)施(shi);四是(shi)(shi)(shi)進(jin)(jin)一步完善污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)處理收(shou)費(fei)機(ji)制(zhi)(zhi),結(jie)合(he)污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)處理排放標準提(ti)(ti)高情況,提(ti)(ti)高收(shou)費(fei)標準并建(jian)(jian)(jian)立(li)動態(tai)(tai)調(diao)整機(ji)制(zhi)(zhi);建(jian)(jian)(jian)立(li)與(yu)處理水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)質、污(wu)染(ran)物削減量等掛鉤的(de)(de)污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)處理服務(wu)費(fei)獎懲(cheng)機(ji)制(zhi)(zhi);鼓勵已(yi)建(jian)(jian)(jian)成(cheng)污(wu)水(shui)(shui)(shui)(shui)(shui)(shui)(shui)(shui)集(ji)中處理設施(shi)的(de)(de)農村(cun)地區,探索建(jian)(jian)(jian)立(li)農戶付費(fei)制(zhi)(zhi)度(du)。


問(wen):公共服(fu)(fu)務關(guan)系(xi)人(ren)民(min)群眾切身利益,下一步在公共服(fu)(fu)務價格方面(mian)將推出哪(na)些重點舉措(cuo)?


答:教(jiao)育(yu)、養老、景區(qu)、城市基(ji)礎設施等(deng)公共服務(wu)與人民(min)群眾(zhong)生(sheng)活密切相(xiang)關。近年來,國(guo)(guo)家加快完善(shan)公共服務(wu)價格機制,指導各地建立(li)健(jian)全景區(qu)門票價格形(xing)成機制,推(tui)動全國(guo)(guo)1000多家重點國(guo)(guo)有景區(qu)降低門票價格;聚焦(jiao)人民(min)群眾(zhong)反映較為集中的(de)水電氣(qi)暖相(xiang)關收費問題,制定出臺《關于清理規(gui)范城鎮供(gong)(gong)(gong)水供(gong)(gong)(gong)電供(gong)(gong)(gong)氣(qi)供(gong)(gong)(gong)暖行業收費促進行業高(gao)質量發展(zhan)的(de)意見》,推(tui)動清費順(shun)價、提升服務(wu)質量。


隨(sui)著人民(min)群(qun)眾(zhong)(zhong)生(sheng)活水(shui)平的提(ti)高(gao),對公共(gong)服(fu)務(wu)(wu)供(gong)給(gei)提(ti)出了更(geng)高(gao)要求。“十四五”時(shi)期,國家(jia)將指導(dao)各地加(jia)快推(tui)進公共(gong)服(fu)務(wu)(wu)價(jia)(jia)格改革(ge),推(tui)動補短板、強(qiang)弱(ruo)項,持續(xu)提(ti)升公共(gong)服(fu)務(wu)(wu)供(gong)給(gei)質量效率,增強(qiang)人民(min)群(qun)眾(zhong)(zhong)獲(huo)得感(gan)、幸福感(gan):一是完善(shan)學前教(jiao)育收(shou)(shou)(shou)(shou)費(fei)政策,規范民(min)辦教(jiao)育收(shou)(shou)(shou)(shou)費(fei)。二是適應醫養(yang)(yang)結合、社(she)區(qu)養(yang)(yang)老(lao)、居家(jia)養(yang)(yang)老(lao)等(deng)養(yang)(yang)老(lao)領域(yu)新模式,建(jian)立健(jian)(jian)全(quan)養(yang)(yang)老(lao)服(fu)務(wu)(wu)價(jia)(jia)格機制(zhi)(zhi),支持普(pu)惠性養(yang)(yang)老(lao)服(fu)務(wu)(wu)發(fa)展。三(san)是進一步完善(shan)殯葬服(fu)務(wu)(wu)收(shou)(shou)(shou)(shou)費(fei)政策,規范收(shou)(shou)(shou)(shou)費(fei)行(xing)(xing)為(wei)。四是健(jian)(jian)全(quan)景區(qu)門票價(jia)(jia)格形(xing)(xing)成機制(zhi)(zhi),加(jia)強(qiang)景區(qu)內(nei)壟斷(duan)性服(fu)務(wu)(wu)價(jia)(jia)格監管。五是認真(zhen)落實清(qing)(qing)理(li)規范城鎮供(gong)水(shui)供(gong)電供(gong)氣供(gong)暖行(xing)(xing)業收(shou)(shou)(shou)(shou)費(fei)的要求,清(qing)(qing)理(li)取消不(bu)合理(li)收(shou)(shou)(shou)(shou)費(fei),加(jia)快完善(shan)價(jia)(jia)格形(xing)(xing)成機制(zhi)(zhi),嚴格規范價(jia)(jia)格收(shou)(shou)(shou)(shou)費(fei)行(xing)(xing)為(wei)。六是推(tui)動縣級以上地方(fang)政府建(jian)立生(sheng)活垃圾處理(li)收(shou)(shou)(shou)(shou)費(fei)制(zhi)(zhi)度,合理(li)制(zhi)(zhi)定調整(zheng)收(shou)(shou)(shou)(shou)費(fei)標準。推(tui)行(xing)(xing)非居民(min)餐(can)廚垃圾計(ji)量收(shou)(shou)(shou)(shou)費(fei)。具(ju)備(bei)條件的地區(qu)探索建(jian)立農戶生(sheng)活垃圾處理(li)付費(fei)制(zhi)(zhi)度。
