天津市電力發展“十四五”規劃:開展儲能項目示范,推動儲能技術寬范圍、多場景應用

1月27日,天津發改委印發《天津市電力發展“十四五”規劃》,文件提出要大力推進氫能、儲能、智慧能源等新業態創新發展。研究氫能在可再生能源消納、電網調峰等領域的應用,探索氫能與電力系統融合發展。加大儲能關鍵技術和裝備研發,降低儲能成本,為可再生能源靈活消納創造有利條件。開展儲能項目示范,推動儲能技術寬范圍、多場景應用,支持建設集中式共享儲能,鼓勵儲能設施參與調峰調頻等輔助服務。增強安全管理能力,落實儲能產業鏈各環節安全主體責任,進一步規范儲能電站并網運行,有效提升安全運行水平。研究氫能在可再生能源消納、電網調峰等領域的應用,探索氫能與電力系統融合發展。

本規劃(hua)(hua)依據《天津市(shi)國民經濟和社會發展第十(shi)四(si)個五年規劃(hua)(hua)和二〇三五年遠景目標綱要》、《天津市(shi)能源發展“十(shi)四(si)五”規劃(hua)(hua)》編制,是天津“十(shi)四(si)五”電力高(gao)質量發展的指導性(xing)文件。


一、發展基礎與面臨形勢


“十三五”期間,天津加強宏觀調控,統籌配置域內域外資(zi)源(yuan),加快(kuai)構建清潔低碳、安(an)全(quan)高(gao)效(xiao)的現代電(dian)力(li)體(ti)系,電(dian)力(li)需求(qiu)穩步增長,電(dian)源(yuan)結構持續優化(hua),電(dian)網規模(mo)不斷擴大,節(jie)能減排深入推進,體(ti)制改革取得顯著成(cheng)效(xiao),主(zhu)要目(mu)標任務全(quan)面完成(cheng),為天津經濟社會(hui)發展提供了(le)有(you)效(xiao)的電(dian)力(li)支撐。


(一)發展成果


電(dian)力(li)需求穩步(bu)增長(chang)(chang),外受電(dian)能力(li)不斷(duan)提(ti)高(gao)。最(zui)大用電(dian)負荷由2015年的1330萬(wan)千(qian)(qian)瓦(wa)(wa)增長(chang)(chang)到(dao)2020年的1616萬(wan)千(qian)(qian)瓦(wa)(wa),年均(jun)增長(chang)(chang)4.0%;全社(she)會用電(dian)量(liang)由800.6億千(qian)(qian)瓦(wa)(wa)時增長(chang)(chang)到(dao)874.6億千(qian)(qian)瓦(wa)(wa)時,年均(jun)增長(chang)(chang)1.8%。建成錫盟~天津南~山(shan)東、蒙(meng)西(xi)~天津南兩條特(te)高(gao)壓(ya)交流受電(dian)通(tong)道及海(hai)河(he)特(te)高(gao)壓(ya)站,形成“兩通(tong)道一落點”特(te)高(gao)壓(ya)電(dian)網格局。加強與新疆、山(shan)西(xi)、甘肅、寧(ning)夏(xia)、青海(hai)等(deng)資源富集省市的能源合作(zuo),簽訂(ding)送受電(dian)協議,通(tong)過市場化(hua)方式向山(shan)西(xi)、新疆、甘肅等(deng)地(di)購電(dian)約50億千(qian)(qian)瓦(wa)(wa)時。


電源結構持續優化,清潔(jie)能源比重(zhong)大幅(fu)提升。全市(shi)發電裝機(ji)容量由(you)2015年的(de)1328.4萬(wan)(wan)千(qian)(qian)瓦增長到2020年的(de)1916.8萬(wan)(wan)千(qian)(qian)瓦,其中煤電裝機(ji)由(you)1074.7萬(wan)(wan)千(qian)(qian)瓦增長到1229.9萬(wan)(wan)千(qian)(qian)瓦,比重(zhong)由(you)80.9%下降到64.2%;清潔(jie)能源裝機(ji)由(you)238.9萬(wan)(wan)千(qian)(qian)瓦增長到664.0萬(wan)(wan)千(qian)(qian)瓦,比重(zhong)由(you)18.0%提高到34.6%;余熱余壓余氣(qi)發電裝機(ji)由(you)14.8萬(wan)(wan)千(qian)(qian)瓦增長到22.9萬(wan)(wan)千(qian)(qian)瓦,比重(zhong)由(you)1.1%提高到1.2%。


電(dian)(dian)(dian)(dian)網(wang)結(jie)構(gou)不斷增強(qiang),供電(dian)(dian)(dian)(dian)能力顯著提升。新增110千(qian)(qian)(qian)伏(fu)及以上變(bian)電(dian)(dian)(dian)(dian)容(rong)量3244萬(wan)千(qian)(qian)(qian)伏(fu)安,線(xian)路(lu)長度(du)4023公里。500千(qian)(qian)(qian)伏(fu)基本建成(cheng)(cheng)多方向、多通道受電(dian)(dian)(dian)(dian)格局的雙環網(wang),220千(qian)(qian)(qian)伏(fu)電(dian)(dian)(dian)(dian)網(wang)形成(cheng)(cheng)6個合理(li)供電(dian)(dian)(dian)(dian)分(fen)區,110千(qian)(qian)(qian)伏(fu)鏈(lian)式聯(lian)絡(luo)線(xian)路(lu)占比提升至33.54%,10千(qian)(qian)(qian)伏(fu)形成(cheng)(cheng)電(dian)(dian)(dian)(dian)纜雙環網(wang)、單環網(wang)和(he)架空線(xian)多分(fen)段適度(du)聯(lian)絡(luo)的標準網(wang)架結(jie)構(gou),線(xian)路(lu)聯(lian)絡(luo)率(lv)提升至100%。提前一年完(wan)成(cheng)(cheng)新一輪農村電(dian)(dian)(dian)(dian)網(wang)改造升級(ji),農村地(di)區戶均配變(bian)容(rong)量大幅提升。截至2020年底(di),天津電(dian)(dian)(dian)(dian)網(wang)供電(dian)(dian)(dian)(dian)可(ke)靠率(lv)達到(dao)99.932%,綜合電(dian)(dian)(dian)(dian)壓合格率(lv)達到(dao)99.989%。


節能(neng)減排(pai)深入推(tui)進,煤(mei)電(dian)(dian)機(ji)組(zu)(zu)清潔高效發展。有效防范化解煤(mei)電(dian)(dian)產(chan)能(neng)過剩風險,關(guan)停軍糧城電(dian)(dian)廠和靜海熱(re)電(dian)(dian)廠共7臺86.2萬(wan)千(qian)(qian)瓦機(ji)組(zu)(zu),全市不達(da)標(biao)的(de)30萬(wan)千(qian)(qian)瓦及(ji)以(yi)下(xia)煤(mei)電(dian)(dian)機(ji)組(zu)(zu)已全部淘汰。加大機(ji)組(zu)(zu)超(chao)低排(pai)放和節能(neng)改(gai)(gai)造(zao)力度,全部51臺煤(mei)電(dian)(dian)機(ji)組(zu)(zu)(含自備)均實現了超(chao)低排(pai)放;完成14臺次(ci)共528.9萬(wan)千(qian)(qian)瓦煤(mei)電(dian)(dian)機(ji)組(zu)(zu)節能(neng)改(gai)(gai)造(zao),煤(mei)電(dian)(dian)機(ji)組(zu)(zu)平均供電(dian)(dian)煤(mei)耗由313.2克(ke)標(biao)準煤(mei)/千(qian)(qian)瓦時下(xia)降(jiang)到(dao)295.4克(ke)標(biao)準煤(mei)/千(qian)(qian)瓦時。


體(ti)制改(gai)革有序(xu)推進,市(shi)場(chang)化(hua)體(ti)系逐步構(gou)建(jian)。成立天津市(shi)電(dian)力(li)(li)交(jiao)易中(zhong)心并完(wan)成股份制改(gai)造,為市(shi)場(chang)主體(ti)搭(da)建(jian)了公開(kai)(kai)(kai)透(tou)明、功能完(wan)善的電(dian)力(li)(li)交(jiao)易平臺。完(wan)善電(dian)力(li)(li)輔助服務(wu)交(jiao)易機制,市(shi)場(chang)化(hua)交(jiao)易電(dian)量累計達到281億千瓦(wa)時。有序(xu)放(fang)開(kai)(kai)(kai)發(fa)(fa)用電(dian)計劃,建(jian)立完(wan)善優先發(fa)(fa)電(dian)、優先購電(dian)制度。降低市(shi)場(chang)準入(ru)門檻,組織(zhi)開(kai)(kai)(kai)展七個批次市(shi)場(chang)化(hua)用戶準入(ru),全面放(fang)開(kai)(kai)(kai)10千伏以上電(dian)力(li)(li)用戶進入(ru)市(shi)場(chang)。加快推動增(zeng)量配(pei)電(dian)業務(wu)改(gai)革試點(dian),天津港(gang)保稅區(海港(gang))和天津經濟技術開(kai)(kai)(kai)發(fa)(fa)區增(zeng)量配(pei)電(dian)試點(dian)項目(mu)已順利獲得(de)華北區域第(di)一張(zhang)、第(di)二張(zhang)電(dian)力(li)(li)業務(wu)許可證。


(二)存在問題


系統調峰(feng)能(neng)(neng)力(li)(li)不足。火電(dian)(dian)(dian)機組(zu)裝(zhuang)機比重大,且全部主力(li)(li)機組(zu)均為熱電(dian)(dian)(dian)聯(lian)產,調峰(feng)性能(neng)(neng)好的(de)水電(dian)(dian)(dian)、抽(chou)水蓄能(neng)(neng)電(dian)(dian)(dian)站(zhan)基本沒有。天津(jin)電(dian)(dian)(dian)網負荷(he)峰(feng)谷差呈逐(zhu)年增長趨(qu)勢,熱電(dian)(dian)(dian)聯(lian)產機組(zu)比例不斷加大,尤其冬季供熱期,受(shou)機組(zu)最小技術出力(li)(li)的(de)限制,本地(di)電(dian)(dian)(dian)源(yuan)調峰(feng)能(neng)(neng)力(li)(li)存(cun)在不足。同(tong)時,隨著風電(dian)(dian)(dian)、光(guang)伏發(fa)電(dian)(dian)(dian)的(de)大規(gui)模接(jie)入,對煤(mei)電(dian)(dian)(dian)靈活(huo)性、電(dian)(dian)(dian)網靈活(huo)運行(xing)、需求側管(guan)理、儲能(neng)(neng)發(fa)展等提出更高要求。


電(dian)(dian)源(yuan)(yuan)(yuan)結構(gou)有待進一步完(wan)善。近年來,天(tian)津大(da)力發展綠(lv)色清潔(jie)能源(yuan)(yuan)(yuan),清潔(jie)低碳轉型取得顯著成效,但煤電(dian)(dian)仍占(zhan)主導地(di)位,裝機比重高于60%;氣電(dian)(dian)受氣源(yuan)(yuan)(yuan)、供需和設施(shi)等因(yin)素影響(xiang),成本高于用戶預(yu)期(qi),裝機比重短期(qi)內難以大(da)幅提(ti)高;風電(dian)(dian)、光伏發電(dian)(dian)、水(shui)電(dian)(dian)等可(ke)再生能源(yuan)(yuan)(yuan)受資源(yuan)(yuan)(yuan)稟賦(fu)、規劃用地(di)和資源(yuan)(yuan)(yuan)條(tiao)(tiao)件等瓶頸(jing)制約,不(bu)具備大(da)規模開發利(li)用條(tiao)(tiao)件。


外(wai)受電(dian)(dian)能(neng)力仍需提升。目前,天(tian)津通(tong)(tong)過(guo)兩條特高壓交流通(tong)(tong)道(dao)和(he)9回(hui)500千(qian)伏(fu)線(xian)路(lu)與外(wai)網(wang)聯(lian)絡(luo),部分(fen)500千(qian)伏(fu)線(xian)路(lu)仍為單回(hui)線(xian)路(lu),電(dian)(dian)網(wang)主(zhu)網(wang)架結構依然薄(bo)弱,難以滿足正(zheng)常方式下大(da)規(gui)模(mo)外(wai)來電(dian)(dian)力的消納以及故障方式下大(da)規(gui)模(mo)潮(chao)流的轉移。綜合考慮(lv)天(tian)津電(dian)(dian)網(wang)負荷不斷增長(chang)、新增本地機(ji)組(zu)不足、煤(mei)電(dian)(dian)機(ji)組(zu)發電(dian)(dian)利用小時(shi)數下降(jiang)等因素,需要(yao)進一步提高天(tian)津電(dian)(dian)網(wang)外(wai)受電(dian)(dian)能(neng)力。


(三)面臨形勢


能源(yuan)(yuan)電力(li)發展進入(ru)碳(tan)(tan)達(da)峰(feng)關(guan)鍵期。當(dang)前(qian),全球能源(yuan)(yuan)綠(lv)色低碳(tan)(tan)轉型(xing)已勢在(zai)必(bi)行(xing)。習近(jin)平總書記在(zai)第(di)七十五(wu)屆聯(lian)合國大會一(yi)般性辯論上明確提出(chu),中(zhong)(zhong)國二(er)氧化(hua)碳(tan)(tan)排放力(li)爭(zheng)于2030年前(qian)達(da)到峰(feng)值,努力(li)爭(zheng)取2060年前(qian)實(shi)現碳(tan)(tan)中(zhong)(zhong)和。“十四(si)五(wu)”是(shi)確保實(shi)現2030年前(qian)碳(tan)(tan)達(da)峰(feng)、2060年前(qian)碳(tan)(tan)中(zhong)(zhong)和打好(hao)基(ji)礎(chu)的關(guan)鍵時期,客觀要求天津堅定不移走綠(lv)色低碳(tan)(tan)的高質(zhi)量(liang)發展道(dao)路,持續提升非化(hua)石能源(yuan)(yuan)裝機規模,大力(li)推進氫能、儲(chu)能、智慧能源(yuan)(yuan)等新(xin)業態創新(xin)發展。


電(dian)力(li)需求(qiu)增(zeng)長(chang)與能源綠色低碳轉型的矛盾(dun)日益(yi)凸顯。“十四五”期(qi)間,天津將深入推進京津冀協同發展(zhan)等重大(da)國家(jia)戰略落(luo)地(di)實施(shi),主動服務北京非(fei)首都功能疏解,加快構建(jian)“1+3+4”現(xian)代產業體系(xi),基(ji)(ji)本實現(xian)“一基(ji)(ji)地(di)三區”功能定(ding)位(wei)。經濟持續(xu)健康(kang)發展(zhan)、新(xin)型基(ji)(ji)礎設施(shi)加快建(jian)設、電(dian)能替代規(gui)模不(bu)斷加大(da)都將帶動電(dian)力(li)需求(qiu)以較(jiao)高速度增(zeng)長(chang)。但受大(da)氣(qi)污染防治(zhi)、煤炭消費總量制約,本地(di)火(huo)電(dian)機組建(jian)設受限,新(xin)增(zeng)發電(dian)裝機主要為可再生能源和分(fen)布式氣(qi)電(dian),電(dian)力(li)需求(qiu)將重點依靠外受電(dian)解決,電(dian)力(li)供需矛盾(dun)突出(chu)。


電力(li)行業數(shu)字(zi)化與(yu)智(zhi)(zhi)能化升(sheng)級迫(po)切。當(dang)前,數(shu)字(zi)化、智(zhi)(zhi)能化技(ji)(ji)術(shu)的(de)廣(guang)泛應用正在對經濟社會產生深刻影響,能源革命與(yu)數(shu)字(zi)革命深度融合(he)是大勢所趨。隨著5G、大數(shu)據、云計算、區塊鏈和人(ren)工智(zhi)(zhi)能等新(xin)技(ji)(ji)術(shu)的(de)發(fa)(fa)展(zhan),帶動傳統(tong)基(ji)礎設(she)施領域和新(xin)一代數(shu)字(zi)技(ji)(ji)術(shu)的(de)融合(he),為(wei)能源電力(li)系統(tong)的(de)轉(zhuan)型發(fa)(fa)展(zhan)提(ti)供了良好的(de)契機(ji)。電網向能源互聯網升(sheng)級,為(wei)挖(wa)掘電網設(she)備(bei)和各類資(zi)源潛(qian)力(li)、提(ti)升(sheng)運(yun)行效率和服務水平、培育新(xin)業態新(xin)模式、引領推(tui)動行業生態進化,提(ti)供了重要機(ji)遇和動力(li)。數(shu)字(zi)化與(yu)智(zhi)(zhi)能化轉(zhuan)型升(sheng)級將成為(wei)電力(li)高質量發(fa)(fa)展(zhan)的(de)必由之路。


二、指導思想與原則


(一)指導思想

(二)基本原則


結(jie)構多元,保障(zhang)供(gong)(gong)電(dian)(dian)(dian)(dian)安全。進一(yi)步優化電(dian)(dian)(dian)(dian)源(yuan)結(jie)構,穩(wen)定煤電(dian)(dian)(dian)(dian)裝機規模,穩(wen)步建設(she)燃氣調(diao)峰機組,適度發展分布式氣電(dian)(dian)(dian)(dian),大力發展可再生(sheng)能源(yuan),加大“外電(dian)(dian)(dian)(dian)入津”,構筑多層次的電(dian)(dian)(dian)(dian)力供(gong)(gong)應體系,保障(zhang)供(gong)(gong)電(dian)(dian)(dian)(dian)安全。


清潔低碳,推進綠(lv)色發(fa)展(zhan)。推動煤電(dian)清潔高效利用與(yu)清潔能(neng)(neng)源(yuan)發(fa)電(dian)并舉,進一步(bu)提高可(ke)再生(sheng)能(neng)(neng)源(yuan)裝機比重(zhong),提升(sheng)可(ke)再生(sheng)能(neng)(neng)源(yuan)電(dian)力消納水平。持續推進交通、生(sheng)活、工(gong)業等(deng)領域電(dian)能(neng)(neng)替代(dai),提高電(dian)能(neng)(neng)占終端(duan)能(neng)(neng)源(yuan)消費比重(zhong)。


節(jie)能(neng)降耗,提高電(dian)力(li)效率。推動現役煤電(dian)機組節(jie)能(neng)改(gai)(gai)造,提升(sheng)供電(dian)能(neng)效。加強系(xi)統(tong)集成優化,改(gai)(gai)進調度運行(xing)方式(shi),強化需求側管理(li),提高電(dian)力(li)系(xi)統(tong)效率。


改(gai)革創(chuang)新,增強發(fa)(fa)展(zhan)動(dong)力。深(shen)入(ru)實施創(chuang)新驅動(dong)發(fa)(fa)展(zhan)戰略,深(shen)化電力體制(zhi)改(gai)革,完善(shan)能源(yuan)市場體系(xi),充分發(fa)(fa)揮市場配置資源(yuan)的決定(ding)性作用。加(jia)大科技攻關,加(jia)速科技創(chuang)新成果轉化應用,帶動(dong)產業快速發(fa)(fa)展(zhan)。


三、發展目標


供應能力(li)(li)(li)。到(dao)2025年(nian),電(dian)力(li)(li)(li)裝機(ji)達(da)到(dao)2600萬(wan)千瓦左右;外受電(dian)能力(li)(li)(li)力(li)(li)(li)爭提高至1000萬(wan)千瓦以上;在(zai)保障電(dian)力(li)(li)(li)系(xi)統安全(quan)穩定的(de)前提下,力(li)(li)(li)爭外受電(dian)比(bi)重超過三分之一;城鄉電(dian)氣化水平明顯提高,電(dian)能占終端(duan)能源消(xiao)費(fei)比(bi)重達(da)到(dao)38%。


電源結(jie)構。到(dao)2025年,煤電裝機(ji)穩(wen)定在1250萬(wan)千瓦以內(nei)。非化石(shi)能源發電裝機(ji)超(chao)過(guo)800萬(wan)千瓦,占總裝機(ji)的比重達到(dao)30%左右,可再(zai)生能源電力消納量(liang)占全社會用電量(liang)的比重達到(dao)22%左右。


電(dian)網(wang)(wang)發展。完善主網(wang)(wang)架結(jie)構,建(jian)(jian)成500千(qian)伏擴大雙環網(wang)(wang),220千(qian)伏電(dian)網(wang)(wang)形(xing)成7個合理供電(dian)分區。新增220千(qian)伏及以上變電(dian)容量(liang)4944萬千(qian)伏安(an),新增線路4056公里。建(jian)(jian)成堅強可靠(kao)、經濟高效的一流現代配電(dian)網(wang)(wang),城市地區、農村地區供電(dian)可靠(kao)率分別(bie)提高至(zhi)99.996%和99.955%,綜合電(dian)壓(ya)合格率分別(bie)達(da)到(dao)99.999%和99.99%。


效率(lv)提(ti)升。2025年,全市煤電(dian)機組平(ping)均供電(dian)煤耗(hao)不高于292克標準(zhun)煤/千瓦時。



四、規劃重點項目


(一)電源項目


“十四(si)五”期間,新增電源(yuan)裝機共(gong)計(ji)709.1萬(wan)(wan)千(qian)瓦(wa)(wa),改燃關(guan)停燃煤(mei)自備機組共(gong)35.55萬(wan)(wan)千(qian)瓦(wa)(wa)。到(dao)2025年底,總(zong)裝機容量達到(dao)2600萬(wan)(wan)千(qian)瓦(wa)(wa)左(zuo)右,其中包括:煤(mei)電1245.3萬(wan)(wan)千(qian)瓦(wa)(wa)、氣電516.6萬(wan)(wan)千(qian)瓦(wa)(wa)、非化石(shi)能源(yuan)發電805.5萬(wan)(wan)千(qian)瓦(wa)(wa)等。此(ci)外(wai),將繼續推動薊(ji)州(zhou)抽水(shui)蓄能電站項(xiang)目(mu)各項(xiang)前期工作。


1.火電項目


煤電(dian)項目(mu)。推動實施國華盤山(shan)電(dian)廠(chang)機組(zu)延壽及創新升級(ji)改造項目(mu)和大港電(dian)廠(chang)減容量替(ti)代項目(mu)。

(二)電網項目


繼續深化(hua)實施“外(wai)電入津”戰略,完(wan)善特(te)高壓網架,建(jian)成(cheng)500千伏擴大雙環網,優化(hua)220千伏網架結構及(ji)分(fen)區(qu)方式,強化(hua)堅強智能配電網建(jian)設(she)。


1.特高壓電網


持續構(gou)建堅(jian)強可靠特(te)高(gao)壓(ya)電(dian)網(wang),融入京(jing)津冀特(te)高(gao)壓(ya)環網(wang),提高(gao)電(dian)網(wang)外受電(dian)能(neng)力,實施(shi)天津南1000千伏(fu)特(te)高(gao)壓(ya)變電(dian)站擴建工(gong)程和天津北特(te)高(gao)壓(ya)輸變電(dian)工(gong)程,新增變電(dian)容(rong)量1800萬千伏(fu)安、線路長度470公(gong)里,特(te)高(gao)壓(ya)電(dian)網(wang)投資約75億元。


2.500千伏電網


進一步優化電(dian)(dian)網(wang)(wang)結構(gou)及其與周邊(bian)電(dian)(dian)網(wang)(wang)的(de)聯絡,結合(he)海(hai)(hai)(hai)港(gang)、津南站(zhan)接入,建(jian)(jian)成500千(qian)(qian)(qian)伏擴(kuo)大雙環網(wang)(wang),有效提高電(dian)(dian)力供應保(bao)障能(neng)力和安(an)(an)全(quan)穩定(ding)水平(ping)。新建(jian)(jian)大港(gang)、津南、海(hai)(hai)(hai)港(gang)3座(zuo)500千(qian)(qian)(qian)伏站(zhan),擴(kuo)建(jian)(jian)濱海(hai)(hai)(hai)、渠陽(yang)、蘆臺(tai)3座(zuo)500千(qian)(qian)(qian)伏站(zhan),重建(jian)(jian)吳莊、北(bei)(bei)郊2座(zuo)500千(qian)(qian)(qian)伏站(zhan),新建(jian)(jian)正德~北(bei)(bei)郊第二(er)回500千(qian)(qian)(qian)伏等(deng)5項線路工程,新建(jian)(jian)海(hai)(hai)(hai)晶“鹽光互補(bu)”光伏發電(dian)(dian)項目三座(zuo)500千(qian)(qian)(qian)伏升(sheng)壓站(zhan)及送出工程,共新增(zeng)變(bian)(bian)電(dian)(dian)容(rong)量1694.7萬千(qian)(qian)(qian)伏安(an)(an)、線路664公(gong)里(li),500千(qian)(qian)(qian)伏電(dian)(dian)網(wang)(wang)投資約(yue)71.5億元,“十四五”期間(jian)投資約(yue)66.2億元。到2025年,天津電(dian)(dian)網(wang)(wang)共有500千(qian)(qian)(qian)伏公(gong)用變(bian)(bian)電(dian)(dian)站(zhan)13座(zuo),500千(qian)(qian)(qian)伏公(gong)用變(bian)(bian)電(dian)(dian)容(rong)量達3480萬千(qian)(qian)(qian)伏安(an)(an)。


3.220千伏電網


新(xin)建220千(qian)(qian)(qian)(qian)伏(fu)變(bian)電(dian)(dian)站(zhan)(zhan)13座(zuo),重建220千(qian)(qian)(qian)(qian)伏(fu)變(bian)電(dian)(dian)站(zhan)(zhan)10座(zuo),擴(kuo)建220千(qian)(qian)(qian)(qian)伏(fu)變(bian)電(dian)(dian)站(zhan)(zhan)9座(zuo),新(xin)增220千(qian)(qian)(qian)(qian)伏(fu)變(bian)電(dian)(dian)容量(liang)720萬千(qian)(qian)(qian)(qian)伏(fu)安(an)、線(xian)路1103.84公里,220千(qian)(qian)(qian)(qian)伏(fu)電(dian)(dian)網(wang)(wang)投資約74.9億元。到(dao)2025年,天(tian)津220千(qian)(qian)(qian)(qian)伏(fu)公用變(bian)電(dian)(dian)站(zhan)(zhan)達到(dao)98座(zuo),總(zong)變(bian)電(dian)(dian)容量(liang)4662.6萬千(qian)(qian)(qian)(qian)伏(fu)安(an)。220千(qian)(qian)(qian)(qian)伏(fu)電(dian)(dian)網(wang)(wang)形成相對獨立(li)的(de)七個供電(dian)(dian)分區(qu)(qu),各分區(qu)(qu)間保留充足的(de)負(fu)荷轉移能(neng)力(li),確保電(dian)(dian)網(wang)(wang)運行方式靈(ling)活,電(dian)(dian)網(wang)(wang)抵(di)御嚴重故障風險的(de)能(neng)力(li)顯著提(ti)升(sheng)。


4.配電網


加快110千(qian)伏(fu)電網目(mu)標(biao)網架建(jian)設,有序推動35千(qian)伏(fu)變(bian)電站升壓改(gai)造(zao),強化10千(qian)伏(fu)線路聯(lian)絡,提高(gao)10千(qian)伏(fu)設備水(shui)平。配電網建(jian)設改(gai)造(zao)總投資約(yue)385億元(yuan)(yuan),其(qi)中110千(qian)伏(fu)投資172.8億元(yuan)(yuan),35千(qian)伏(fu)投資28.5億元(yuan)(yuan),10千(qian)伏(fu)及以下投資178.7億元(yuan)(yuan)。


5.電網安全與服務項目(mu)


電網安(an)全(quan)與服(fu)務(wu)基建投資(zi)41.42億元。其中,電網數字化項目8.27億元,包括基礎設(she)施、企業中臺、業務(wu)應用、安(an)全(quan)防護、運營支撐等方面;電力(li)市(shi)場營銷項目33.15億元,包括計量(liang)采(cai)集、客(ke)戶(hu)服(fu)務(wu)、公共能效服(fu)務(wu)和智能用電等方面。


6.電網生產(chan)輔助(zhu)設施(shi)項目


電網生產輔(fu)助(zhu)設施建設投(tou)資30.32億元。其(qi)中(zhong),電網小型(xing)基建項(xiang)目投(tou)資14.20億元;辦(ban)公及輔(fu)助(zhu)設備(bei)(bei)等設備(bei)(bei)設施投(tou)資16.12億元。


7.電網技術改(gai)造(zao)項目(mu)


電(dian)(dian)網(wang)技術改(gai)(gai)造(zao)項(xiang)目投資(zi)56.31億(yi)元(yuan)。其中,輸變電(dian)(dian)設備(bei)改(gai)(gai)造(zao)項(xiang)目投資(zi)35.31億(yi)元(yuan),包括輸電(dian)(dian)設備(bei)、變電(dian)(dian)設備(bei)、配(pei)電(dian)(dian)設備(bei)、調(diao)控(kong)運行及其他(ta)方面改(gai)(gai)造(zao);電(dian)(dian)網(wang)安(an)(an)全與服務改(gai)(gai)造(zao)項(xiang)目投資(zi)18.65億(yi)元(yuan),包括電(dian)(dian)網(wang)數字化改(gai)(gai)造(zao)和電(dian)(dian)力市場(chang)營銷改(gai)(gai)造(zao);電(dian)(dian)網(wang)生(sheng)產輔(fu)助設施(shi)(shi)改(gai)(gai)造(zao)項(xiang)目投資(zi)2.35億(yi)元(yuan),用(yong)于生(sheng)產輔(fu)助用(yong)房及設備(bei)設施(shi)(shi)消(xiao)除安(an)(an)全隱患、恢復使用(yong)功能。


五、重點任務


(一(yi))構建電力安全保(bao)障體(ti)系(xi)


提(ti)升(sheng)電(dian)(dian)力(li)供(gong)應水(shui)平。優化(hua)本(ben)地電(dian)(dian)源(yuan)結構,穩(wen)定煤電(dian)(dian)裝機(ji)(ji)規模(mo),著力(li)擴(kuo)大(da)(da)天然氣、可再生能源(yuan)等清潔能源(yuan)裝機(ji)(ji)。到2025年,煤電(dian)(dian)裝機(ji)(ji)容量穩(wen)定在1250萬(wan)千瓦以內(nei),清潔能源(yuan)裝機(ji)(ji)超過(guo)1300萬(wan)千瓦。著力(li)擴(kuo)大(da)(da)外(wai)電(dian)(dian)供(gong)應,提(ti)升(sheng)現(xian)有(you)蒙西至天津南、錫盟經天津南至山(shan)東兩條特(te)高(gao)(gao)壓通(tong)(tong)(tong)道(dao)(dao)(dao)輸(shu)(shu)送能力(li);打通(tong)(tong)(tong)更多“外(wai)電(dian)(dian)入津”通(tong)(tong)(tong)道(dao)(dao)(dao),加快新(xin)增(zeng)大(da)(da)同(tong)-懷來-天津北-天津南特(te)高(gao)(gao)壓通(tong)(tong)(tong)道(dao)(dao)(dao)建設,力(li)爭(zheng)到2025年外(wai)受電(dian)(dian)能力(li)達到1000萬(wan)千瓦。結合(he)跨(kua)省(sheng)(sheng)跨(kua)區輸(shu)(shu)電(dian)(dian)通(tong)(tong)(tong)道(dao)(dao)(dao)能力(li),繼續(xu)實施電(dian)(dian)力(li)援(yuan)疆,深(shen)化(hua)與山(shan)西、內(nei)蒙古、甘肅等省(sheng)(sheng)份電(dian)(dian)力(li)合(he)作,在保(bao)障電(dian)(dian)網安全條件下,擴(kuo)大(da)(da)外(wai)電(dian)(dian)規模(mo),提(ti)高(gao)(gao)外(wai)受電(dian)(dian)比重。


建(jian)(jian)設(she)堅(jian)強輸電(dian)(dian)(dian)(dian)網(wang)絡。加(jia)快天(tian)津(jin)(jin)南(nan)特(te)高(gao)壓變(bian)(bian)(bian)電(dian)(dian)(dian)(dian)站(zhan)擴(kuo)建(jian)(jian)工(gong)程、天(tian)津(jin)(jin)北特(te)高(gao)壓輸變(bian)(bian)(bian)電(dian)(dian)(dian)(dian)工(gong)程建(jian)(jian)設(she),形成“三(san)通(tong)道兩落點(dian)”特(te)高(gao)壓受電(dian)(dian)(dian)(dian)格局。推動濱海、渠陽、蘆臺變(bian)(bian)(bian)電(dian)(dian)(dian)(dian)站(zhan)擴(kuo)建(jian)(jian),大(da)港(gang)、津(jin)(jin)南(nan)、海港(gang)變(bian)(bian)(bian)電(dian)(dian)(dian)(dian)站(zhan)新建(jian)(jian)等項目建(jian)(jian)設(she),建(jian)(jian)成500千伏擴(kuo)大(da)雙環網(wang)結構,優化(hua)與唐山電(dian)(dian)(dian)(dian)網(wang)、北京電(dian)(dian)(dian)(dian)網(wang)及河(he)北南(nan)網(wang)的聯絡,緩解東部通(tong)道重載矛盾。推動津(jin)(jin)霸路、南(nan)港(gang)東等220千伏輸變(bian)(bian)(bian)電(dian)(dian)(dian)(dian)工(gong)程,構建(jian)(jian)合(he)理220千伏電(dian)(dian)(dian)(dian)網(wang)分區(qu)。


建(jian)(jian)設(she)堅強局部(bu)(bu)電(dian)(dian)網。在(zai)(zai)全國(guo)范圍內(nei)率先建(jian)(jian)成堅強局部(bu)(bu)電(dian)(dian)網,形(xing)成“堅強統一電(dian)(dian)網聯絡(luo)支撐、本地保(bao)障電(dian)(dian)源分區(qu)平衡、應急自備電(dian)(dian)源承擔兜(dou)底(di)、應急移動(dong)電(dian)(dian)源作為補充”的(de)四級保(bao)障體系,提升在(zai)(zai)極(ji)端狀態下的(de)電(dian)(dian)力供應保(bao)障能力。實施保(bao)障電(dian)(dian)源建(jian)(jian)設(she)重點(dian)工程,推動(dong)軍糧城(cheng)電(dian)(dian)廠、城(cheng)南(nan)燃氣電(dian)(dian)廠和楊柳青電(dian)(dian)廠具備孤島(dao)運行能力。


防范化解電(dian)力(li)(li)安(an)全(quan)(quan)保(bao)供風(feng)險。強化電(dian)力(li)(li)安(an)全(quan)(quan)風(feng)險管(guan)控(kong),進一步規(gui)范風(feng)險辨識、評(ping)估、預(yu)警、管(guan)控(kong)等環(huan)節(jie),加(jia)強極端情(qing)形下電(dian)力(li)(li)安(an)全(quan)(quan)保(bao)障分析測算和(he)風(feng)險管(guan)控(kong),組織開展隱患排查,推(tui)進應急體系建設(she),持續完善安(an)全(quan)(quan)生產突發事(shi)件(jian)響應機(ji)制(zhi)。強化電(dian)力(li)(li)系統網絡安(an)全(quan)(quan),加(jia)強電(dian)力(li)(li)行業關鍵信息基礎設(she)施安(an)全(quan)(quan)保(bao)護,深化網絡漏洞安(an)全(quan)(quan)管(guan)理(li),推(tui)進攻(gong)防關鍵技術(shu)研(yan)究,增強態勢(shi)感知、預(yu)警及協同(tong)處理(li)能(neng)力(li)(li)。

推動新能(neng)(neng)源和(he)可再(zai)(zai)(zai)生(sheng)能(neng)(neng)源規(gui)模化(hua)發(fa)展。盤活低效閑置土地資(zi)源,大力開發(fa)太陽能(neng)(neng);有效利用風資(zi)源,積極開發(fa)風電(dian);因地制宜開發(fa)生(sheng)物質(zhi)能(neng)(neng),有序推進垃圾(ji)焚燒發(fa)電(dian)項(xiang)目。到2025年(nian),全市(shi)可再(zai)(zai)(zai)生(sheng)能(neng)(neng)源裝(zhuang)機(ji)超過800萬千瓦,占總裝(zhuang)機(ji)比重達到30%左(zuo)右。保(bao)障(zhang)(zhang)本地可再(zai)(zai)(zai)生(sheng)能(neng)(neng)源消(xiao)納,嚴格落實國(guo)家可再(zai)(zai)(zai)生(sheng)能(neng)(neng)源電(dian)力全額保(bao)障(zhang)(zhang)性收購(gou)政策,實行可再(zai)(zai)(zai)生(sheng)能(neng)(neng)源發(fa)電(dian)優先上網;完善可再(zai)(zai)(zai)生(sheng)能(neng)(neng)源電(dian)力消(xiao)納保(bao)障(zhang)(zhang)機(ji)制,到2025年(nian),可再(zai)(zai)(zai)生(sheng)能(neng)(neng)源電(dian)力消(xiao)納量占全社會用電(dian)量的(de)比重達到22%左(zuo)右,完成(cheng)國(guo)家要求的(de)責任(ren)權(quan)重。


促進傳統能源(yuan)(yuan)清潔(jie)發(fa)(fa)展。推(tui)動(dong)煤(mei)電(dian)綠色低(di)碳(tan)轉型,有序推(tui)進大沽化工、國華能源(yuan)(yuan)、中石化天津(jin)公司(si)和渤(bo)化永利等燃(ran)(ran)煤(mei)自備機組(zu)改(gai)燃(ran)(ran)或關停;優化本地電(dian)力電(dian)量平衡,嚴格管控電(dian)廠耗煤(mei),在保障(zhang)能源(yuan)(yuan)安全的(de)前(qian)提下,合理減少(shao)公用(yong)燃(ran)(ran)煤(mei)機組(zu)發(fa)(fa)電(dian)小時數(shu)。鼓勵和支持(chi)企業開展碳(tan)捕(bu)捉等碳(tan)減排(pai)關鍵(jian)技(ji)術研發(fa)(fa)和創(chuang)新,推(tui)動(dong)成(cheng)果(guo)示(shi)范應用(yong)。適度發(fa)(fa)展分布式(shi)氣電(dian),鼓勵大型建(jian)筑、工業園區、交通樞紐等冷(leng)(熱)負荷集(ji)中區域(yu),建(jian)設冷(leng)熱電(dian)多聯(lian)供分布式(shi)能源(yuan)(yuan)系(xi)統,加快開展各類試點(dian)和示(shi)范。

建(jian)設濱海(hai)能(neng)(neng)(neng)源(yuan)(yuan)互(hu)聯網綜合示(shi)范區。以終(zhong)端用(yong)戶(hu)需求(qiu)(qiu)為導向,優(you)化能(neng)(neng)(neng)源(yuan)(yuan)供(gong)給,從單一品(pin)類向綜合能(neng)(neng)(neng)源(yuan)(yuan)發展(zhan)(zhan),滿足終(zhong)端用(yong)戶(hu)多(duo)元(yuan)能(neng)(neng)(neng)源(yuan)(yuan)消費需求(qiu)(qiu),依托公共配電(dian)網、熱(re)力(li)網、燃氣配網等設施,集成空(kong)氣能(neng)(neng)(neng)、地熱(re)能(neng)(neng)(neng)、太陽能(neng)(neng)(neng)、風能(neng)(neng)(neng)等多(duo)種清潔能(neng)(neng)(neng)源(yuan)(yuan),構建(jian)多(duo)能(neng)(neng)(neng)互(hu)補、多(duo)需聯供(gong)、靈活可靠、供(gong)需一體的(de)“能(neng)(neng)(neng)源(yuan)(yuan)局域網”。聚(ju)集生活宜居智慧(hui)(hui)能(neng)(neng)(neng)源(yuan)(yuan)服務(wu)、智慧(hui)(hui)港口綠色能(neng)(neng)(neng)源(yuan)(yuan)供(gong)應、園區可靠能(neng)(neng)(neng)源(yuan)(yuan)保(bao)障(zhang)、多(duo)產(chan)業高(gao)效能(neng)(neng)(neng)源(yuan)(yuan)利(li)用(yong)四(si)大方面,開(kai)展(zhan)(zhan)能(neng)(neng)(neng)源(yuan)(yuan)互(hu)聯網基(ji)礎能(neng)(neng)(neng)力(li)提升,打造能(neng)(neng)(neng)源(yuan)(yuan)發展(zhan)(zhan)典型(xing)業態。


(五)加快電力體制(zhi)機制(zhi)改革


深化電(dian)力(li)體制改革(ge)。推動完善電(dian)力(li)市場(chang)建設,促進電(dian)網公(gong)平開(kai)放。擴大(da)電(dian)力(li)交易,推動售電(dian)側改革(ge),培育多元(yuan)市場(chang)主體;推進分布(bu)式發電(dian)市場(chang)化交易,探(tan)索(suo)(suo)分布(bu)式電(dian)站向區域用(yong)戶直接售電(dian)模式;探(tan)索(suo)(suo)開(kai)展電(dian)力(li)現貨交易,擴大(da)電(dian)力(li)峰谷分時交易價差,鼓勵更多輔(fu)助服務(wu)(wu)參與電(dian)力(li)交易。探(tan)索(suo)(suo)推動本地機組發電(dian)權域外替(ti)代。推動增(zeng)量配(pei)電(dian)業務(wu)(wu)改革(ge),鼓勵創新(xin)服務(wu)(wu)、試點核算,保障有(you)序安(an)全(quan)運行。積極推動可再(zai)生能源參與電(dian)力(li)交易,逐步擴大(da)交易規模。


推(tui)進(jin)輸配電(dian)(dian)(dian)價(jia)改革。科學核(he)定電(dian)(dian)(dian)網企業(ye)準許收(shou)入(ru)和(he)(he)分電(dian)(dian)(dian)壓等級輸配電(dian)(dian)(dian)價(jia),有序放開(kai)上網電(dian)(dian)(dian)價(jia)和(he)(he)工(gong)商業(ye)銷(xiao)售電(dian)(dian)(dian)價(jia);建立(li)抽水蓄能(neng)機組(zu)、燃氣(qi)電(dian)(dian)(dian)站等優(you)質(zhi)調峰機組(zu)的(de)價(jia)格(ge)補償機制,探索(suo)實行(xing)用(yong)戶(hu)(hu)可中斷電(dian)(dian)(dian)價(jia),鼓(gu)勵用(yong)戶(hu)(hu)參與(yu)需求側(ce)響(xiang)應,完善由用(yong)戶(hu)(hu)和(he)(he)發電(dian)(dian)(dian)企業(ye)參與(yu)的(de)輔助服(fu)務補償機制。


六、保障措施


加強(qiang)規(gui)劃(hua)組織實(shi)(shi)施(shi)。有序推(tui)動規(gui)劃(hua)實(shi)(shi)施(shi),強(qiang)化電力規(gui)劃(hua)對電力建設的(de)指(zhi)導(dao)作用(yong),規(gui)范開展(zhan)重點電力項(xiang)目建設。各電力企業要充分發揮市場主體作用(yong),積極(ji)有序推(tui)進規(gui)劃(hua)項(xiang)目前期(qi)論證(zheng),合理安(an)排(pai)各年(nian)度(du)(du)電力建設計劃(hua),保障規(gui)劃(hua)順利(li)實(shi)(shi)施(shi)。科(ke)學把握規(gui)劃(hua)執行(xing)進度(du)(du),做(zuo)好中(zhong)期(qi)和終期(qi)評估,適時提(ti)出調整建議。


健(jian)全市(shi)場體(ti)制(zhi)機(ji)(ji)制(zhi)。建(jian)立靈活反映市(shi)場供(gong)需的(de)電(dian)、熱(re)、氣(qi)(qi)價(jia)格機(ji)(ji)制(zhi)。強(qiang)化供(gong)熱(re)成本(ben)監審,理順燃氣(qi)(qi)熱(re)電(dian)聯(lian)產(chan)電(dian)、熱(re)成本(ben)分攤機(ji)(ji)制(zhi)。適應新(xin)型電(dian)力系統建(jian)設,建(jian)立電(dian)力應急調峰補償機(ji)(ji)制(zhi)。探索碳(tan)排(pai)放(fang)交易試點建(jian)設,有效發揮市(shi)場機(ji)(ji)制(zhi)在控制(zhi)溫(wen)室氣(qi)(qi)體(ti)排(pai)放(fang)、實現“碳(tan)達峰、碳(tan)中和”目標中的(de)作用(yong)。


強(qiang)化(hua)電力(li)行業(ye)(ye)監管(guan)。全(quan)面(mian)貫(guan)徹執行國家(jia)電力(li)政策法律(lv)法規和電力(li)行業(ye)(ye)規章(zhang)、標(biao)準,建立(li)健(jian)全(quan)信息監控、應急管(guan)理制(zhi)度,重點強(qiang)化(hua)規劃監管(guan)、項目備案監管(guan)、行政許可監管(guan)。加強(qiang)形勢研判,增(zeng)強(qiang)對不確定因素的可預見性。加強(qiang)電力(li)預測分析和預警,規范電力(li)信息報(bao)告和發(fa)布制(zhi)度,及早發(fa)現風險隱患,保障能源安全(quan)。


深化電(dian)(dian)力交(jiao)流(liu)合作。進(jin)一步加強與(yu)內(nei)蒙、山西、陜西等(deng)省(sheng)(sheng)的戰(zhan)略合作,通過簽訂(ding)省(sheng)(sheng)間電(dian)(dian)力交(jiao)易協議(yi),擴大(da)省(sheng)(sheng)間跨區域電(dian)(dian)力交(jiao)易規(gui)模。鼓勵能(neng)源(yuan)生產(chan)和裝備(bei)制造企業參(can)與(yu)域外能(neng)源(yuan)項(xiang)目(mu)的開發(fa)建設(she),建成后向天(tian)津(jin)送(song)電(dian)(dian)。繼續加強與(yu)中央企業的戰(zhan)略合作,利用(yong)大(da)型國有企業技術、資金優勢(shi),推動(dong)特高壓電(dian)(dian)網、新能(neng)源(yuan)、綜合能(neng)源(yuan)等(deng)電(dian)(dian)力項(xiang)目(mu)建設(she),帶動(dong)相關產(chan)業快速發(fa)展(zhan)。
