孫銳:光熱發電開發模式及電價傳導機制探討

2023年3月,《國(guo)家能源局綜合司關(guan)于推(tui)動光熱(re)(re)發(fa)(fa)電規模(mo)化(hua)發(fa)(fa)展(zhan)有關(guan)事項的通知》下(xia)發(fa)(fa),標志著(zhu)我國(guo)光熱(re)(re)發(fa)(fa)電進入(ru)規模(mo)化(hua)發(fa)(fa)展(zhan)的新階(jie)段。文(wen)件明確,力爭“十四(si)五”期間,全國(guo)光熱(re)(re)發(fa)(fa)電每(mei)年新增開(kai)(kai)工(gong)規模(mo)達到300萬千瓦(wa)左右。然而,這樣的發(fa)(fa)展(zhan)目標要真正(zheng)落實,尚需要對(dui)項目開(kai)(kai)發(fa)(fa)模(mo)式和上網電價(jia)傳導機制進行深入(ru)研(yan)究(jiu)和探討。


一、目前我國光熱發電項目開發模式


(一)第一批光熱發電示范項目


我國(guo)(guo)在“十二五(wu)”電(dian)(dian)(dian)(dian)(dian)(dian)力(li)發(fa)展(zhan)(zhan)規(gui)劃(hua)(hua)中明確提(ti)出,2015年(nian)實(shi)現光(guang)熱(re)(re)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)裝機(ji)容量100萬千瓦。2012年(nian)2月,國(guo)(guo)家(jia)能(neng)源(yuan)(yuan)局新能(neng)源(yuan)(yuan)和(he)可再(zai)生能(neng)源(yuan)(yuan)司開始啟動(dong)光(guang)熱(re)(re)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)示范項(xiang)目(mu)(mu)(mu)的相關工作(zuo)(zuo),并委(wei)托水電(dian)(dian)(dian)(dian)(dian)(dian)水利規(gui)劃(hua)(hua)設計總院開展(zhan)(zhan)光(guang)熱(re)(re)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)廠址普查工作(zuo)(zuo),委(wei)托電(dian)(dian)(dian)(dian)(dian)(dian)力(li)規(gui)劃(hua)(hua)設計總院負(fu)責研究(jiu)(jiu)提(ti)出光(guang)熱(re)(re)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)示范項(xiang)目(mu)(mu)(mu)的技(ji)術要求和(he)實(shi)施方案,當年(nian)9月兩家(jia)機(ji)構完(wan)成了上述兩項(xiang)工作(zuo)(zuo)并上報(bao)國(guo)(guo)家(jia)能(neng)源(yuan)(yuan)局。隨后,國(guo)(guo)家(jia)發(fa)展(zhan)(zhan)改(gai)革委(wei)價格司與國(guo)(guo)家(jia)能(neng)源(yuan)(yuan)局開展(zhan)(zhan)了光(guang)熱(re)(re)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)示范項(xiang)目(mu)(mu)(mu)的上網電(dian)(dian)(dian)(dian)(dian)(dian)價研究(jiu)(jiu)工作(zuo)(zuo)。2015年(nian)9月,《國(guo)(guo)家(jia)能(neng)源(yuan)(yuan)局關于(yu)組織太陽能(neng)熱(re)(re)發(fa)電(dian)(dian)(dian)(dian)(dian)(dian)示范項(xiang)目(mu)(mu)(mu)建設的通(tong)知》印發(fa),要求各省級能(neng)源(yuan)(yuan)主管部門按(an)照相關要求組織示范項(xiang)目(mu)(mu)(mu)申報(bao)。


2016年8月,《關(guan)于(yu)太陽(yang)能熱(re)發(fa)(fa)(fa)(fa)電(dian)(dian)標(biao)桿上網電(dian)(dian)價政(zheng)策的(de)(de)通知(zhi)》發(fa)(fa)(fa)(fa)布,明(ming)確了(le)(le)(le)光(guang)熱(re)發(fa)(fa)(fa)(fa)電(dian)(dian)示范(fan)(fan)項目(mu)的(de)(de)上網電(dian)(dian)價為1.15元/千瓦時。2016年9月,國(guo)家(jia)能源局發(fa)(fa)(fa)(fa)布了(le)(le)(le)《關(guan)于(yu)建設(she)太陽(yang)能熱(re)發(fa)(fa)(fa)(fa)電(dian)(dian)示范(fan)(fan)項目(mu)的(de)(de)通知(zhi)》,明(ming)確了(le)(le)(le)20個(ge)項目(mu)為第(di)一批光(guang)熱(re)發(fa)(fa)(fa)(fa)電(dian)(dian)示范(fan)(fan)項目(mu),總(zong)裝(zhuang)機容量為134.9萬千瓦。截至2021年底,我國(guo)已經投運(yun)光(guang)熱(re)發(fa)(fa)(fa)(fa)電(dian)(dian)項目(mu)9個(ge),總(zong)裝(zhuang)機容量550兆瓦。光(guang)熱(re)發(fa)(fa)(fa)(fa)電(dian)(dian)示范(fan)(fan)工程的(de)(de)建設(she)促進(jin)了(le)(le)(le)我國(guo)光(guang)熱(re)發(fa)(fa)(fa)(fa)電(dian)(dian)的(de)(de)產業發(fa)(fa)(fa)(fa)展,形(xing)成了(le)(le)(le)較為完(wan)整的(de)(de)產業鏈,設(she)備和材料的(de)(de)國(guo)產化率已超過95%。


(二)后續光熱發電項目


2020年初,財政(zheng)部、國(guo)家發(fa)(fa)展改革委、國(guo)家能(neng)源(yuan)(yuan)局聯合發(fa)(fa)布(bu)的(de)《關于促進非水可再生(sheng)能(neng)源(yuan)(yuan)發(fa)(fa)電(dian)(dian)(dian)健康發(fa)(fa)展的(de)若干(gan)意見》明(ming)確,2021年12月31日以(yi)后(hou)新(xin)增的(de)光(guang)熱(re)發(fa)(fa)電(dian)(dian)(dian)項(xiang)目(mu)不再納入中央(yang)財政(zheng)補(bu)貼范(fan)圍。隨后(hou),國(guo)家發(fa)(fa)展改革委印發(fa)(fa)的(de)《關于2021年新(xin)能(neng)源(yuan)(yuan)上網(wang)電(dian)(dian)(dian)價(jia)(jia)政(zheng)策(ce)有關事項(xiang)的(de)通知》明(ming)確,2021年起,新(xin)核(he)準(zhun)的(de)光(guang)熱(re)發(fa)(fa)電(dian)(dian)(dian)項(xiang)目(mu)上網(wang)電(dian)(dian)(dian)價(jia)(jia)由當地(di)(di)(di)省級(ji)價(jia)(jia)格主管部門制(zhi)定(ding),上網(wang)電(dian)(dian)(dian)價(jia)(jia)高于當地(di)(di)(di)燃煤(mei)發(fa)(fa)電(dian)(dian)(dian)基(ji)準(zhun)價(jia)(jia)的(de),基(ji)準(zhun)價(jia)(jia)以(yi)內的(de)部分(fen)由電(dian)(dian)(dian)網(wang)企業結算。該文件雖然(ran)將光(guang)熱(re)發(fa)(fa)電(dian)(dian)(dian)上網(wang)電(dian)(dian)(dian)價(jia)(jia)的(de)定(ding)價(jia)(jia)權(quan)授予了省級(ji)地(di)(di)(di)方政(zheng)府,但明(ming)確規定(ding)電(dian)(dian)(dian)網(wang)公司按照當地(di)(di)(di)燃煤(mei)基(ji)準(zhun)電(dian)(dian)(dian)價(jia)(jia)支(zhi)付,高出(chu)當地(di)(di)(di)燃煤(mei)基(ji)準(zhun)電(dian)(dian)(dian)價(jia)(jia)的(de)部分(fen)無法向后(hou)傳導。光(guang)熱(re)發(fa)(fa)電(dian)(dian)(dian)幾乎都分(fen)布(bu)在欠發(fa)(fa)達地(di)(di)(di)區(qu),地(di)(di)(di)方財政(zheng)根本沒(mei)有能(neng)力對其進行補(bu)貼。此后(hou),光(guang)熱(re)發(fa)(fa)電(dian)(dian)(dian)市場需(xu)求受到抑制(zhi)。


隨著我國(guo)(guo)風電和(he)光(guang)(guang)伏發(fa)電的裝機比重不斷提高,電力(li)系統(tong)對儲(chu)能(neng)和(he)調峰(feng)的需求(qiu)愈(yu)加迫(po)切。2021年2月25日,國(guo)(guo)家發(fa)展改革委(wei)、國(guo)(guo)家能(neng)源(yuan)局(ju)聯合印發(fa)《關于推進(jin)電力(li)源(yuan)網(wang)荷儲(chu)一(yi)(yi)體(ti)化(hua)(hua)和(he)多(duo)能(neng)互(hu)補(bu)發(fa)展的指導意見》,隨后(hou)國(guo)(guo)家能(neng)源(yuan)局(ju)發(fa)布的《關于報送“十四五”電力(li)源(yuan)網(wang)荷儲(chu)一(yi)(yi)體(ti)化(hua)(hua)和(he)多(duo)能(neng)互(hu)補(bu)工作方(fang)案的通知》明確,充分發(fa)揮流域梯級水(shui)(shui)電站(zhan)、具有較強調節(jie)(jie)性能(neng)水(shui)(shui)電站(zhan)、儲(chu)熱型光(guang)(guang)熱電站(zhan)、儲(chu)能(neng)設施的調節(jie)(jie)能(neng)力(li),匯集新能(neng)源(yuan)電力(li),積(ji)極推動(dong)“風光(guang)(guang)儲(chu)”一(yi)(yi)體(ti)化(hua)(hua)。


在(zai)上述(shu)政策出臺(tai)后,具(ju)有(you)光(guang)(guang)熱(re)(re)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)資源(yuan)的(de)省份將光(guang)(guang)熱(re)(re)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)與光(guang)(guang)伏(fu)或風(feng)電(dian)(dian)(dian)打捆,采(cai)用多能互(hu)補(bu)一(yi)體(ti)化(hua)項目建(jian)設(she)模(mo)式(shi),通過(guo)風(feng)電(dian)(dian)(dian)和光(guang)(guang)伏(fu)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)的(de)利潤空(kong)間來彌補(bu)光(guang)(guang)熱(re)(re)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)的(de)虧損。在(zai)缺乏光(guang)(guang)熱(re)(re)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)上網電(dian)(dian)(dian)價傳導機(ji)(ji)制的(de)情況下,這樣的(de)開發(fa)(fa)(fa)(fa)(fa)模(mo)式(shi)對緩解(jie)光(guang)(guang)熱(re)(re)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)產(chan)業鏈生存危機(ji)(ji)產(chan)生了積極作用。目前采(cai)用多能互(hu)補(bu)一(yi)體(ti)化(hua)建(jian)設(she)模(mo)式(shi),已開工(gong)建(jian)設(she)或已列(lie)入地(di)方(fang)開工(gong)計劃的(de)光(guang)(guang)熱(re)(re)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)項目超(chao)過(guo)30個,總(zong)裝機(ji)(ji)容量超(chao)過(guo)3吉瓦(wa)。


2022年3月22日(ri),國(guo)(guo)家發展(zhan)改(gai)革委、國(guo)(guo)家能(neng)源局聯合發布的《“十四五”現代(dai)能(neng)源體系規劃》明確,“因地(di)制宜建設天然氣調(diao)峰(feng)電站和(he)發展(zhan)儲熱(re)型太陽(yang)能(neng)熱(re)發電,推動(dong)氣電、太陽(yang)能(neng)熱(re)發電與風電、光伏發電融合發展(zhan)、聯合運行(xing)”。


(三)目前光熱發電項目開發模式存在的問題


目(mu)(mu)前國內開展的(de)新能(neng)源基(ji)地(di)建設(she)模(mo)式,基(ji)本上沿用了多(duo)能(neng)互(hu)(hu)補一(yi)體(ti)化(hua)項目(mu)(mu)的(de)模(mo)式,將(jiang)新能(neng)源基(ji)地(di)分(fen)解為若(ruo)干個多(duo)能(neng)互(hu)(hu)補一(yi)體(ti)化(hua)建設(she)項目(mu)(mu)。一(yi)體(ti)化(hua)項目(mu)(mu)中的(de)光伏(fu)、風電(dian)與(yu)儲能(neng)和光熱發電(dian)的(de)容量(liang)配比,根(gen)據(ju)目(mu)(mu)前上網電(dian)價(jia)、按照滿(man)足投資方的(de)最低收益要求確定(ding),因此,并(bing)沒有(you)以(yi)輸出電(dian)力(li)的(de)優(you)良(liang)品質為目(mu)(mu)標(biao)開展深入系統研究,致使新能(neng)源基(ji)地(di)輸出的(de)電(dian)力(li)品質無(wu)法得到保證。


在多能互補(bu)一體化項目中(zhong),光熱(re)發電(dian)(dian)按照當地燃(ran)煤發電(dian)(dian)的(de)(de)基(ji)準電(dian)(dian)價上(shang)網是虧損的(de)(de),投資(zi)(zi)方為(wei)了達到合理(li)的(de)(de)投資(zi)(zi)收益,只能大(da)幅(fu)削(xue)減(jian)光熱(re)發電(dian)(dian)投資(zi)(zi),聚光集熱(re)系統(tong)的(de)(de)容(rong)量(liang)大(da)幅(fu)度縮減(jian),導致光熱(re)發電(dian)(dian)機組(zu)的(de)(de)發電(dian)(dian)量(liang)和靈活(huo)調節功能大(da)打折扣,喪(sang)失了長時儲能的(de)(de)技(ji)術優勢(很(hen)多光熱(re)發電(dian)(dian)機組(zu)的(de)(de)年(nian)利用小時數僅(jin)為(wei)1300小時,扣除檢(jian)修(xiu)25天后的(de)(de)全年(nian)日(ri)平(ping)均利用小時數僅(jin)3.8小時)。


此外,在(zai)新(xin)能源基(ji)地的運(yun)行調度方(fang)面,對于光(guang)熱發電這樣的靈(ling)活調節電源,由系(xi)統調度直接(jie)調用,才能更(geng)好地發揮起調節作用,保障新(xin)能源基(ji)地整體外送電力(li)的質(zhi)量(liang)。


二、國際上光熱發電項目開發模式


在國(guo)際市場(chang)中,經濟發(fa)(fa)達的(de)國(guo)家對于(yu)電(dian)(dian)(dian)源項(xiang)目的(de)開發(fa)(fa)通常采用公(gong)開招標的(de)方(fang)式(shi)。首先由相(xiang)關(guan)管理(li)單位或電(dian)(dian)(dian)網(wang)(wang)(wang)公(gong)司(si)委托咨詢機構編制招標文件(jian),提出明確的(de)技術要(yao)求和評標準則。電(dian)(dian)(dian)源開發(fa)(fa)商(shang)則根(gen)據招標文件(jian)的(de)要(yao)求進行(xing)投標,在滿足技術要(yao)求的(de)前提下,上(shang)(shang)網(wang)(wang)(wang)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)最(zui)低的(de)項(xiang)目中標,并(bing)與電(dian)(dian)(dian)網(wang)(wang)(wang)公(gong)司(si)或相(xiang)關(guan)管理(li)單位簽訂長期(qi)購電(dian)(dian)(dian)協議(PPA)。為(wei)了使上(shang)(shang)網(wang)(wang)(wang)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)充分(fen)體現電(dian)(dian)(dian)力(li)市場(chang)的(de)供求關(guan)系,通常會(hui)根(gen)據項(xiang)目所在電(dian)(dian)(dian)力(li)系統的(de)負荷特性(xing),將峰谷分(fen)時銷售(shou)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)的(de)模(mo)式(shi)傳導至(zhi)上(shang)(shang)網(wang)(wang)(wang)端,即每天24小(xiao)時劃分(fen)為(wei)不同的(de)時段(duan)執行(xing)不同的(de)上(shang)(shang)網(wang)(wang)(wang)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)系數,不同季節,可以有不同的(de)時段(duan)劃分(fen)。這樣的(de)上(shang)(shang)網(wang)(wang)(wang)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)系數和對應的(de)時段(duan)要(yao)放(fang)入招標文件(jian)中,電(dian)(dian)(dian)源開發(fa)(fa)商(shang)會(hui)根(gen)據這樣的(de)采購模(mo)式(shi),研(yan)究確定電(dian)(dian)(dian)站(zhan)內的(de)工藝系統配置,使其最(zui)大程度適應電(dian)(dian)(dian)力(li)系統需(xu)求,并(bing)盡可能使基礎上(shang)(shang)網(wang)(wang)(wang)電(dian)(dian)(dian)價(jia)(jia)(jia)(jia)最(zui)低,增大中標的(de)概率(lv)。下面列出幾個(ge)項(xiang)目的(de)實例。


(一)南非


南非將每(mei)天分(fen)為三個(ge)時(shi)(shi)段(duan),平(ping)峰時(shi)(shi)段(duan)(12小時(shi)(shi))、高(gao)峰時(shi)(shi)段(duan)(5小時(shi)(shi))和低谷時(shi)(shi)段(duan)(7小時(shi)(shi)),在平(ping)峰時(shi)(shi)段(duan)光熱(re)發電(dian)的上網電(dian)價系數為1,高(gao)峰時(shi)(shi)段(duan)為2.7,低谷時(shi)(shi)段(duan)為0。

(二)摩洛哥


摩洛哥將每天分(fen)為(wei)三個時(shi)段,平(ping)(ping)峰(feng)(feng)時(shi)段、高(gao)峰(feng)(feng)時(shi)段和(he)低谷時(shi)段,平(ping)(ping)峰(feng)(feng)時(shi)段光熱發電的(de)上網電價系數為(wei)0.85,在高(gao)峰(feng)(feng)時(shi)段為(wei)1,低谷時(shi)段為(wei)0。不(bu)同(tong)月(yue)份的(de)時(shi)段劃分(fen)亦不(bu)相同(tong)。

(三)迪拜


我(wo)國某(mou)公(gong)司在迪拜(bai)總承包的光(guang)(guang)熱和光(guang)(guang)伏項目,光(guang)(guang)伏的上網電價(jia)為2.4美分(fen)(fen)/千(qian)瓦(wa)時,光(guang)(guang)熱的上網電價(jia)分(fen)(fen)別為2.9美分(fen)(fen)/千(qian)瓦(wa)時(10:00—16:00)和9.2美分(fen)(fen)/千(qian)瓦(wa)時(16:00-10:00)。


采用(yong)市場(chang)競價(jia)方式確定電(dian)(dian)(dian)(dian)源(yuan)項目的開發商和上(shang)網(wang)電(dian)(dian)(dian)(dian)價(jia),有利于(yu)降低(di)電(dian)(dian)(dian)(dian)力(li)系(xi)統(tong)的電(dian)(dian)(dian)(dian)力(li)采購(gou)成本(ben),同時會激勵電(dian)(dian)(dian)(dian)源(yuan)技(ji)術(shu)進步;上(shang)網(wang)電(dian)(dian)(dian)(dian)價(jia)按照不(bu)同時段(duan)對應不(bu)同的電(dian)(dian)(dian)(dian)價(jia)系(xi)數,可以激勵電(dian)(dian)(dian)(dian)源(yuan)參與系(xi)統(tong)調(diao)峰(feng)的積(ji)極(ji)性,降低(di)系(xi)統(tong)額外的調(diao)峰(feng)成本(ben)。這兩種做法值得國內學習借鑒。


三、光熱發電項目開發模式


新能源(yuan)(yuan)基地(di)與(yu)(yu)零散的(de)(de)新能源(yuan)(yuan)發電(dian)(dian)項(xiang)目不同(tong),其裝機(ji)(ji)規模超過(guo)(guo)千萬千瓦,并(bing)且(qie)要立足(zu)于(yu)自身解(jie)決調(diao)峰問題,不占用系(xi)(xi)(xi)統(tong)中原有的(de)(de)調(diao)節資源(yuan)(yuan)。光熱(re)發電(dian)(dian)具有長時儲能和靈活調(diao)節的(de)(de)技(ji)術(shu)(shu)優勢,但其發電(dian)(dian)量和靈活調(diao)節能力與(yu)(yu)光熱(re)發電(dian)(dian)機(ji)(ji)組(zu)的(de)(de)系(xi)(xi)(xi)統(tong)配置密切相關,系(xi)(xi)(xi)統(tong)配置還與(yu)(yu)機(ji)(ji)組(zu)的(de)(de)經濟(ji)性緊密相連(lian)。因此,要使(shi)光熱(re)發電(dian)(dian)機(ji)(ji)組(zu)在(zai)新能源(yuan)(yuan)基地(di)中發揮應有作(zuo)用,電(dian)(dian)網公司(si)和咨詢機(ji)(ji)構要根(gen)據(ju)電(dian)(dian)源(yuan)(yuan)結構和電(dian)(dian)力輸出要求開(kai)(kai)展(zhan)系(xi)(xi)(xi)統(tong)研究,根(gen)據(ju)系(xi)(xi)(xi)統(tong)的(de)(de)需(xu)要確(que)定(ding)光熱(re)發電(dian)(dian)機(ji)(ji)組(zu)的(de)(de)功能定(ding)位(wei)。光熱(re)發電(dian)(dian)項(xiang)目投(tou)資商要根(gen)據(ju)系(xi)(xi)(xi)統(tong)對(dui)光熱(re)發電(dian)(dian)項(xiang)目的(de)(de)技(ji)術(shu)(shu)要求,研究確(que)定(ding)機(ji)(ji)組(zu)的(de)(de)系(xi)(xi)(xi)統(tong)配置。由(you)于(yu)光熱(re)發電(dian)(dian)系(xi)(xi)(xi)統(tong)存(cun)在(zai)不同(tong)的(de)(de)技(ji)術(shu)(shu)路(lu)線,即(ji)使(shi)按照同(tong)樣的(de)(de)機(ji)(ji)組(zu)功能,系(xi)(xi)(xi)統(tong)配置也有所不同(tong),在(zai)經濟(ji)性方(fang)面也存(cun)在(zai)差異。因此,通過(guo)(guo)公開(kai)(kai)競(jing)價(jia)招標(biao)方(fang)式選(xuan)擇開(kai)(kai)發商并(bing)確(que)定(ding)上網電(dian)(dian)價(jia),對(dui)降低光熱(re)發電(dian)(dian)項(xiang)目上網電(dian)(dian)價(jia)、促進(jin)(jin)光熱(re)發電(dian)(dian)技(ji)術(shu)(shu)進(jin)(jin)步、營造市場公平(ping)競(jing)爭(zheng)環境都大有益處。


光(guang)(guang)熱發電(dian)(dian)(dian)項目(mu)的上網電(dian)(dian)(dian)價(jia)可(ke)根據所有(you)投標(biao)(biao)項目(mu)的平(ping)均(jun)上網電(dian)(dian)(dian)價(jia)確定(ding),低于(yu)平(ping)均(jun)電(dian)(dian)(dian)價(jia)的項目(mu)中標(biao)(biao)。若光(guang)(guang)熱發電(dian)(dian)(dian)裝機(ji)容量尚有(you)缺額,則(ze)(ze)可(ke)以進行第(di)二輪(lun)招(zhao)標(biao)(biao)。第(di)二輪(lun)招(zhao)標(biao)(biao)則(ze)(ze)以第(di)一輪(lun)招(zhao)標(biao)(biao)確定(ding)的上網電(dian)(dian)(dian)價(jia)為條件,通過綜合打分確定(ding)電(dian)(dian)(dian)源(yuan)開發商(shang),這樣(yang)可(ke)以使新能源(yuan)基地的光(guang)(guang)熱發電(dian)(dian)(dian)項目(mu)執行相(xiang)同的上網電(dian)(dian)(dian)價(jia)。

四、光熱發電的電價傳導機制


長期以來,我(wo)國(guo)確(que)定(ding)各種(zhong)電(dian)(dian)(dian)(dian)(dian)源(yuan)的(de)上(shang)(shang)(shang)網(wang)(wang)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia),采(cai)用的(de)方法是按照一(yi)定(ding)的(de)邊界條(tiao)件,鎖定(ding)行業基準投(tou)資收益,測算電(dian)(dian)(dian)(dian)(dian)源(yuan)的(de)上(shang)(shang)(shang)網(wang)(wang)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia),并由政府(fu)主管(guan)部門發(fa)文明(ming)確(que),全國(guo)遵照執行。這一(yi)方式對保證投(tou)資方的(de)收益、吸(xi)引(yin)電(dian)(dian)(dian)(dian)(dian)力(li)項目的(de)投(tou)資發(fa)揮了重要作用。然而,我(wo)國(guo)已(yi)全面(mian)進(jin)入市場(chang)經濟并處于(yu)能(neng)源(yuan)轉型時(shi)期,這一(yi)方式已(yi)經不(bu)能(neng)適應(ying)社會和經濟發(fa)展的(de)需求。首先,上(shang)(shang)(shang)網(wang)(wang)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)測算的(de)邊界條(tiao)件不(bu)斷地(di)變化,政府(fu)確(que)定(ding)的(de)電(dian)(dian)(dian)(dian)(dian)源(yuan)上(shang)(shang)(shang)網(wang)(wang)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)不(bu)能(neng)及時(shi)調整。第二,這樣確(que)定(ding)的(de)上(shang)(shang)(shang)網(wang)(wang)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)并沒(mei)有通過市場(chang)競爭,不(bu)利(li)于(yu)電(dian)(dian)(dian)(dian)(dian)力(li)系(xi)統(tong)(tong)降(jiang)低購電(dian)(dian)(dian)(dian)(dian)成(cheng)本。第三,這樣確(que)定(ding)的(de)上(shang)(shang)(shang)網(wang)(wang)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)沒(mei)有體現供求關系(xi),不(bu)利(li)于(yu)電(dian)(dian)(dian)(dian)(dian)力(li)系(xi)統(tong)(tong)降(jiang)低調峰成(cheng)本。在管(guan)理機(ji)制(zhi)方面(mian),對于(yu)已(yi)經不(bu)能(neng)適應(ying)生(sheng)產力(li)發(fa)展的(de)傳統(tong)(tong)管(guan)理機(ji)制(zhi),則需要“破立并舉(ju)”。


已有研究成(cheng)果(guo)表明,要實(shi)現碳中和目(mu)標,用(yong)(yong)(yong)電(dian)(dian)成(cheng)本必定要提(ti)高,其他(ta)國家的(de)(de)(de)現實(shi)情(qing)況也印證了(le)這一點。電(dian)(dian)力(li)(li)用(yong)(yong)(yong)戶(hu)承擔(dan)能源轉型引(yin)發的(de)(de)(de)用(yong)(yong)(yong)電(dian)(dian)成(cheng)本增(zeng)加(jia),引(yin)發商(shang)品成(cheng)本和居民生活(huo)成(cheng)本增(zeng)加(jia),這是真(zhen)實(shi)反映電(dian)(dian)力(li)(li)價(jia)值的(de)(de)(de)結果(guo)。與此(ci)同時(shi),用(yong)(yong)(yong)電(dian)(dian)價(jia)格的(de)(de)(de)增(zeng)長也會刺激(ji)電(dian)(dian)力(li)(li)用(yong)(yong)(yong)戶(hu)研發或應(ying)用(yong)(yong)(yong)節能技(ji)術,降低社會的(de)(de)(de)能源消耗。因此(ci),能源轉型引(yin)發的(de)(de)(de)電(dian)(dian)力(li)(li)成(cheng)本增(zeng)加(jia),由電(dian)(dian)力(li)(li)用(yong)(yong)(yong)戶(hu)承擔(dan)是必然、唯一的(de)(de)(de)途(tu)徑。地(di)方政府也可以(yi)根(gen)據財政收支情(qing)況,對需(xu)要扶(fu)持的(de)(de)(de)產業和經濟困難的(de)(de)(de)電(dian)(dian)力(li)(li)用(yong)(yong)(yong)戶(hu)進行電(dian)(dian)價(jia)補貼(tie)。


綜(zong)上(shang)所述(shu),電源上(shang)網電價(jia)形成(cheng)機(ji)制(zhi)的市場化改革已(yi)(yi)刻不容緩。目前,部分(fen)省(sheng)份(fen)已(yi)(yi)經出臺了峰谷分(fen)時銷(xiao)售電價(jia)政策,這充(chong)分(fen)體現了市場經濟(ji)環境下(xia),價(jia)格反映供求關系并對其進行(xing)調控(kong)的功能,但仍(reng)需(xu)將這一模式向發電上(shang)網側傳導(dao)。


以(yi)新(xin)能源(yuan)基(ji)地建設為(wei)契機,率先(xian)在新(xin)能源(yuan)基(ji)地的電(dian)源(yuan)端進(jin)行上網電(dian)價形成機制市(shi)場化(hua)改(gai)革試點,可以(yi)積累經驗,為(wei)以(yi)后在全國推廣起到示范(fan)作用。
