8月31日,國家能源局發布《關于加強電力可靠性數據治理深化可靠性數據應用發展的通知》。
《通知(zhi)》指出,到(dao)2025年(nian)底,納入可靠(kao)性(xing)統計口(kou)徑且投產滿半年(nian)及(ji)以上的(de)(de)(de)新(xin)建機組(水(shui)電(dian)(dian)、火(huo)電(dian)(dian)、核(he)電(dian)(dian))、新(xin)能源場站(風(feng)電(dian)(dian)、光伏)全部實(shi)(shi)(shi)現主要設(she)備(bei)可靠(kao)性(xing)數(shu)據實(shi)(shi)(shi)時(shi)(shi)采(cai)集上報(bao);輸(shu)變電(dian)(dian)主要設(she)施實(shi)(shi)(shi)現可靠(kao)性(xing)停運事件實(shi)(shi)(shi)時(shi)(shi)采(cai)集,輸(shu)變電(dian)(dian)回路(lu)、直流(liu)輸(shu)電(dian)(dian)系(xi)統停復(fu)電(dian)(dian)信息及(ji)運行狀態實(shi)(shi)(shi)時(shi)(shi)采(cai)集覆蓋率不低于50%;除(chu)部分偏遠地區外,供電(dian)(dian)系(xi)統實(shi)(shi)(shi)現基于實(shi)(shi)(shi)時(shi)(shi)數(shu)據的(de)(de)(de)供電(dian)(dian)可靠(kao)性(xing)管理。到(dao)2028年(nian)底,全面建成基于實(shi)(shi)(shi)時(shi)(shi)數(shu)據的(de)(de)(de)電(dian)(dian)力可靠(kao)性(xing)管理體系(xi)。

數據(ju)(ju)是電力可(ke)靠(kao)性(xing)管(guan)理(li)工作的(de)基礎,貫(guan)穿于可(ke)靠(kao)性(xing)管(guan)理(li)全程。為深(shen)入(ru)貫(guan)徹落實《電力可(ke)靠(kao)性(xing)管(guan)理(li)辦法(fa)(暫行)》(國(guo)家發展(zhan)和改革委令2022年(nian)第50號(hao)),革新電力可(ke)靠(kao)性(xing)管(guan)理(li)理(li)念(nian)和手段,進一(yi)步提高可(ke)靠(kao)性(xing)數據(ju)(ju)的(de)準確性(xing)、及時性(xing)、完整性(xing),深(shen)化可(ke)靠(kao)性(xing)數據(ju)(ju)應用,現就有關(guan)工作通知如下(xia)。
一、總體要求
深(shen)入貫徹(che)“四個革命、一個合(he)作”能(neng)源安全(quan)新戰略,落實黨(dang)中央、國務院決策部署,進(jin)一步健全(quan)完(wan)善電力(li)(li)可(ke)(ke)靠性管理各項工作,以提(ti)升數(shu)據質(zhi)量(liang)為前提(ti),以優化評價體系為抓手,以深(shen)化數(shu)據應用為目(mu)標,著眼提(ti)升電力(li)(li)可(ke)(ke)靠性管理水平,支撐新型電力(li)(li)系統建設,保障能(neng)源電力(li)(li)安全(quan)可(ke)(ke)靠供應,更好服務新時(shi)代(dai)經濟社(she)會發展。
數(shu)字賦能、提(ti)質增效。充分應(ying)用電(dian)力(li)系統(tong)運行數(shu)據和(he)電(dian)力(li)設備(bei)監(jian)(jian)測數(shu)據開展分析(xi)評估(gu),推進基于(yu)實時數(shu)據的(de)(de)(de)電(dian)力(li)可靠(kao)性(xing)(xing)管理(li)體系建設,在確保信息安(an)全的(de)(de)(de)前(qian)提(ti)下(xia),實現可靠(kao)性(xing)(xing)數(shu)據自動(dong)化(hua)(hua)(hua)(hua)采集、智能化(hua)(hua)(hua)(hua)分析(xi)、可溯化(hua)(hua)(hua)(hua)管理(li)、透明化(hua)(hua)(hua)(hua)監(jian)(jian)督,確保可靠(kao)性(xing)(xing)數(shu)據的(de)(de)(de)準(zhun)確性(xing)(xing)、及時性(xing)(xing)和(he)完整性(xing)(xing)。
優化體(ti)系、科學引導。建立(li)健(jian)全電力(li)可靠性(xing)評(ping)價(jia)體(ti)系,形成科學合理(li)、實用落地(di)的評(ping)價(jia)指(zhi)標和(he)評(ping)價(jia)方法,準確衡量電力(li)企業可靠性(xing)管理(li)質效,客觀展示可靠性(xing)發展水(shui)平和(he)短板,引導電力(li)行業安全健(jian)康可持續發展。
強化應用(yong)(yong)、激發價值。充分發揮(hui)可(ke)靠性(xing)(xing)數(shu)據(ju)在電(dian)力(li)(li)行(xing)業的評價導向、服務(wu)支撐作(zuo)用(yong)(yong),鼓勵電(dian)力(li)(li)企業應用(yong)(yong)可(ke)靠性(xing)(xing)數(shu)據(ju)加(jia)強規(gui)劃設(she)(she)計(ji)、設(she)(she)備選(xuan)型、建設(she)(she)改造、運維檢修、供電(dian)服務(wu)等工作(zuo)。鼓勵電(dian)力(li)(li)設(she)(she)備制造企業加(jia)強產品(pin)可(ke)靠性(xing)(xing)設(she)(she)計(ji)、試驗檢測及(ji)生產質量控制,推動可(ke)靠性(xing)(xing)數(shu)據(ju)全(quan)鏈條推廣應用(yong)(yong)。
二、加快基(ji)于實時數據的電力可(ke)靠(kao)性管理體(ti)系(xi)建設(she)
(一(yi))基(ji)(ji)(ji)于(yu)實(shi)時(shi)數據(ju)的電(dian)(dian)(dian)(dian)力(li)可(ke)(ke)靠(kao)性(xing)(xing)管(guan)理(li)體系(xi)(xi)建設目標(biao)。到2025年(nian)(nian)底(di),納入可(ke)(ke)靠(kao)性(xing)(xing)統(tong)計(ji)口徑且投產滿半(ban)年(nian)(nian)及(ji)以上的新建機組(水電(dian)(dian)(dian)(dian)、火電(dian)(dian)(dian)(dian)、核電(dian)(dian)(dian)(dian))、新能源場站(風(feng)電(dian)(dian)(dian)(dian)、光伏)全部實(shi)現(xian)主要設備可(ke)(ke)靠(kao)性(xing)(xing)數據(ju)實(shi)時(shi)采集(ji)(ji)上報;輸(shu)變(bian)電(dian)(dian)(dian)(dian)主要設施實(shi)現(xian)可(ke)(ke)靠(kao)性(xing)(xing)停運(yun)事件實(shi)時(shi)采集(ji)(ji),輸(shu)變(bian)電(dian)(dian)(dian)(dian)回路、直流輸(shu)電(dian)(dian)(dian)(dian)系(xi)(xi)統(tong)停復(fu)電(dian)(dian)(dian)(dian)信(xin)息及(ji)運(yun)行狀態(tai)實(shi)時(shi)采集(ji)(ji)覆蓋率不低(di)于(yu)50%;除部分偏遠地區外,供電(dian)(dian)(dian)(dian)系(xi)(xi)統(tong)實(shi)現(xian)基(ji)(ji)(ji)于(yu)實(shi)時(shi)數據(ju)的供電(dian)(dian)(dian)(dian)可(ke)(ke)靠(kao)性(xing)(xing)管(guan)理(li)。到2028年(nian)(nian)底(di),全面建成基(ji)(ji)(ji)于(yu)實(shi)時(shi)數據(ju)的電(dian)(dian)(dian)(dian)力(li)可(ke)(ke)靠(kao)性(xing)(xing)管(guan)理(li)體系(xi)(xi)。
(二(er))實(shi)施基于實(shi)時數(shu)據的發(fa)電(dian)可靠性管(guan)理(li)。發(fa)電(dian)企業要通過提取分析(xi)發(fa)電(dian)設備(bei)(bei)實(shi)時運(yun)行數(shu)據,自動生成(cheng)設備(bei)(bei)狀態信(xin)息,統計(ji)并上報發(fa)電(dian)設備(bei)(bei)的非(fei)(fei)計(ji)劃(hua)停運(yun)、非(fei)(fei)計(ji)劃(hua)降低(di)出力等可靠性信(xin)息。
(三(san))完善基于實時(shi)數據的(de)輸(shu)變電可(ke)靠性(xing)管(guan)理(li)。電網企業要綜合生產、運(yun)行等多源信(xin)息(xi),自(zi)動研判生成110(66)千伏及(ji)以上(shang)電壓等級(ji)輸(shu)變電回路、直流輸(shu)電系統、主要設(she)施停復電信(xin)息(xi)及(ji)運(yun)行狀(zhuang)態,減少可(ke)靠性(xing)信(xin)息(xi)的(de)人工(gong)干預。
(四)推廣基于實(shi)時數(shu)據(ju)(ju)的供電(dian)可靠性管理。電(dian)網企業供電(dian)可靠性數(shu)據(ju)(ju)獲取要逐步(bu)從(cong)停電(dian)事(shi)件(jian)人工填報模(mo)式(shi)(shi)過(guo)渡到基于實(shi)時數(shu)據(ju)(ju)的自(zi)主研判模(mo)式(shi)(shi),鼓勵應用區塊鏈等技術,消除數(shu)據(ju)(ju)采(cai)集過(guo)程干擾,進一步(bu)完善供電(dian)可靠性信息溯源(yuan)及校核機(ji)制(zhi)。
(五)加強電力(li)(li)可(ke)靠(kao)性(xing)數(shu)據治(zhi)理核查工(gong)作。國家能源局(ju)及其(qi)派出(chu)機構、地方政(zheng)府(fu)能源管理部門(men)(men)和電力(li)(li)運(yun)行管理部門(men)(men)應重點(dian)對未按時實現(xian)基于實時數(shu)據可(ke)靠(kao)性(xing)管理體系建設的電力(li)(li)企業(ye)加大可(ke)靠(kao)性(xing)數(shu)據的核查力(li)(li)度。
三、優化(hua)電力可靠性評價體系
(六)建立電(dian)(dian)(dian)力系(xi)(xi)(xi)(xi)統可(ke)(ke)靠(kao)(kao)性(xing)評價體系(xi)(xi)(xi)(xi)。重點開(kai)展(zhan)規(gui)(gui)劃系(xi)(xi)(xi)(xi)統的可(ke)(ke)靠(kao)(kao)性(xing)預(yu)測、運行系(xi)(xi)(xi)(xi)統的可(ke)(ke)靠(kao)(kao)性(xing)評估(gu)及事件評價追溯(su),統一事件狀態分類,明(ming)確(que)指標(biao)計算方(fang)(fang)法、數據來源、報送機制(zhi),編(bian)制(zhi)電(dian)(dian)(dian)力系(xi)(xi)(xi)(xi)統可(ke)(ke)靠(kao)(kao)性(xing)指標(biao)相關標(biao)準。加強(qiang)電(dian)(dian)(dian)力系(xi)(xi)(xi)(xi)統可(ke)(ke)靠(kao)(kao)性(xing)評價與系(xi)(xi)(xi)(xi)統規(gui)(gui)劃建設(she)、運行方(fang)(fang)式安排等環(huan)節(jie)的銜接,提前預(yu)測電(dian)(dian)(dian)力系(xi)(xi)(xi)(xi)統電(dian)(dian)(dian)力電(dian)(dian)(dian)量(liang)供需硬缺口,補全電(dian)(dian)(dian)力系(xi)(xi)(xi)(xi)統網架結構(gou)短板(ban),保障(zhang)電(dian)(dian)(dian)力系(xi)(xi)(xi)(xi)統的充裕性(xing)和安全性(xing)。
(七)推動(dong)發電可靠(kao)(kao)性動(dong)態評(ping)價。發電企業(ye)要按照設(she)備類(lei)型(xing)、生產廠家、產品(pin)型(xing)號、裝機(ji)(ji)容量等(deng)細分歸類(lei),加強對非計劃停運(yun)事(shi)件的技術分析,定期評(ping)估影(ying)響機(ji)(ji)組可靠(kao)(kao)性的風險因素,及時(shi)掌(zhang)握設(she)備狀態、特性和(he)運(yun)行規律,建(jian)立動(dong)態優化(hua)的設(she)備運(yun)行、檢修和(he)缺(que)陷管理評(ping)價體系(xi)。
(八)推動(dong)輸(shu)變(bian)電(dian)可(ke)(ke)靠性(xing)評(ping)價體(ti)系(xi)(xi)(xi)改(gai)進。聚(ju)焦評(ping)價體(ti)系(xi)(xi)(xi)可(ke)(ke)用、易用、實(shi)用,完善輸(shu)變(bian)電(dian)設(she)(she)(she)施可(ke)(ke)靠性(xing)評(ping)價體(ti)系(xi)(xi)(xi),增(zeng)補輸(shu)變(bian)電(dian)設(she)(she)(she)施和回(hui)(hui)路(lu)的評(ping)價方法及內容(rong),突(tu)出(chu)主要(yao)設(she)(she)(she)施、回(hui)(hui)路(lu)(系(xi)(xi)(xi)統)非計劃停(ting)運事件全壽命周期評(ping)價,引導電(dian)網企(qi)業加強規劃設(she)(she)(she)計、優(you)化設(she)(she)(she)備選型、強化運維檢修,提升系(xi)(xi)(xi)統和設(she)(she)(she)備可(ke)(ke)靠性(xing)管(guan)理水平。
(九)推動供電可(ke)靠(kao)性(xing)評價(jia)體(ti)系優(you)化。科學(xue)評價(jia)供電可(ke)靠(kao)性(xing)管理(li)水(shui)平,修訂供電系統可(ke)靠(kao)性(xing)評價(jia)規(gui)程,優(you)化供電可(ke)靠(kao)性(xing)指標(biao)發布口徑,根據區域發展特(te)點建立供電可(ke)靠(kao)性(xing)分組、分段(duan)評價(jia)機制(zhi),替代省級和地級行政區絕對值(zhi)排名方式。探索(suo)基于(yu)實時數據的供電可(ke)靠(kao)性(xing)在線評估(gu)技術研究及應用,引導(dao)電網企業合理(li)制(zhi)定可(ke)靠(kao)性(xing)提(ti)升目標(biao),實施符(fu)合其發展階段(duan)的可(ke)靠(kao)性(xing)管理(li)措(cuo)施。
四(si)、深化電(dian)力可靠性數據信息應用
(十)發揮(hui)電(dian)(dian)力系(xi)(xi)統(tong)(tong)可(ke)靠(kao)性管(guan)理效能(neng)。定期開展電(dian)(dian)力系(xi)(xi)統(tong)(tong)可(ke)靠(kao)性評價,針(zhen)對供需(xu)缺口、網(wang)架結構、電(dian)(dian)網(wang)重大風險采取針(zhen)對性防(fang)范措(cuo)施;聚焦重大活動保電(dian)(dian)、迎(ying)峰(feng)度夏、迎(ying)峰(feng)度冬、極端(duan)自(zi)然災害(hai)等(deng)關(guan)鍵時段開展專(zhuan)題(ti)評價,全(quan)力保障電(dian)(dian)力系(xi)(xi)統(tong)(tong)安全(quan)可(ke)靠(kao)。緊貼新型(xing)電(dian)(dian)力系(xi)(xi)統(tong)(tong)發展需(xu)要,推進源網(wang)荷儲一體(ti)化和多能(neng)互補,發揮(hui)電(dian)(dian)力系(xi)(xi)統(tong)(tong)綜合(he)調節功能(neng)。
(十一)豐富電(dian)(dian)力(li)可(ke)靠(kao)性信息應(ying)用場(chang)景(jing)(jing)。以電(dian)(dian)力(li)企(qi)業(ye)(ye)與電(dian)(dian)力(li)用戶(hu)需求為牽引,加快人工智能(neng)、數字孿生(sheng)、物聯網等技術(shu)在電(dian)(dian)力(li)可(ke)靠(kao)性領域的創(chuang)新應(ying)用,推動(dong)可(ke)靠(kao)性信息跨(kua)環節(jie)、跨(kua)專業(ye)(ye)、全(quan)鏈條的共享,構建(jian)多元化(hua)應(ying)用場(chang)景(jing)(jing),指導電(dian)(dian)力(li)企(qi)業(ye)(ye)在規劃建(jian)設(she)、設(she)備選(xuan)(xuan)型、運維檢(jian)修、供電(dian)(dian)服務(wu)等領域提(ti)質增(zeng)效,精準服務(wu)電(dian)(dian)力(li)用戶(hu)報修復電(dian)(dian)、選(xuan)(xuan)址接入(ru)、業(ye)(ye)擴增(zeng)容(rong)、自有(you)設(she)備管理等需求,促進新型儲(chu)能(neng)、新能(neng)源消納、電(dian)(dian)動(dong)汽車V2G、虛擬電(dian)(dian)廠等新業(ye)(ye)態發展,支撐(cheng)我國(guo)新型電(dian)(dian)力(li)系統建(jian)設(she)與發展。
(十二)搭建電力(li)(li)可(ke)靠性(xing)信(xin)(xin)息交流平臺(tai)。加強全行業(ye)(ye)的可(ke)靠性(xing)管理經驗交流和幫扶指導,推進(jin)政(zheng)府監管部門、電力(li)(li)企(qi)業(ye)(ye)、電力(li)(li)設(she)(she)備制造企(qi)業(ye)(ye)、行業(ye)(ye)協會、科研單(dan)位及技術咨(zi)詢(xun)機(ji)構等協同(tong)互動,構建多(duo)層級、跨領(ling)域可(ke)靠性(xing)信(xin)(xin)息共享(xiang)平臺(tai),促(cu)進(jin)可(ke)靠性(xing)信(xin)(xin)息應用(yong)推廣落地,倡(chang)導行業(ye)(ye)自律和信(xin)(xin)用(yong)建設(she)(she),營造合作(zuo)共贏(ying)的友好發展(zhan)環境。
(十三)拓展可(ke)靠(kao)性(xing)(xing)定(ding)制(zhi)化(hua)增值(zhi)服(fu)(fu)務。綜合(he)(he)(he)考慮政府、企業、用戶等主體(ti)的個性(xing)(xing)化(hua)需求(qiu),結合(he)(he)(he)不同基礎條件、當前(qian)發展水平(ping),合(he)(he)(he)理(li)制(zhi)定(ding)可(ke)靠(kao)性(xing)(xing)發展目標,基于可(ke)靠(kao)性(xing)(xing)信息定(ding)制(zhi)化(hua)提供區域性(xing)(xing)電網布局、合(he)(he)(he)理(li)化(hua)運檢策(ce)略、優質接入并(bing)網方案(an)、可(ke)靠(kao)性(xing)(xing)在線評估等增值(zhi)服(fu)(fu)務。
(十四(si))強化基于可靠性(xing)信(xin)息的(de)設備(bei)(bei)全壽命周期管(guan)理(li)。聚焦電(dian)力設備(bei)(bei)在設計(ji)制(zhi)(zhi)造、安(an)裝(zhuang)調試、生產(chan)運行(xing)、設備(bei)(bei)退役等全壽命周期各環節存在的(de)問題(ti)和短(duan)板,打通電(dian)力設備(bei)(bei)運行(xing)維護端與設計(ji)制(zhi)(zhi)造端管(guan)理(li)鏈條,破除電(dian)力設備(bei)(bei)可靠性(xing)信(xin)息壁壘,有力統籌設備(bei)(bei)安(an)全性(xing)、可靠性(xing)以及(ji)全壽命周期管(guan)理(li)的(de)成(cheng)本支出(chu)。
(十五)探(tan)索火電機(ji)(ji)組(zu)(zu)(zu)基于靈活性(xing)(xing)運(yun)(yun)(yun)(yun)行(xing)(xing)(xing)(xing)(xing)常態(tai)化(hua)(hua)的(de)可(ke)(ke)靠(kao)性(xing)(xing)管理(li)機(ji)(ji)制。聚焦(jiao)新型電力系統(tong)建設對火電機(ji)(ji)組(zu)(zu)(zu)可(ke)(ke)靠(kao)性(xing)(xing)要求(qiu),可(ke)(ke)靠(kao)性(xing)(xing)數據(ju)以及(ji)(ji)事件(jian)分析應(ying)能(neng)夠反映機(ji)(ji)組(zu)(zu)(zu)頻(pin)繁(fan)快速(su)深度調峰、頻(pin)繁(fan)啟停、長(chang)期備用以及(ji)(ji)調壓調頻(pin)等靈活性(xing)(xing)運(yun)(yun)(yun)(yun)行(xing)(xing)(xing)(xing)(xing)對設備可(ke)(ke)靠(kao)性(xing)(xing)的(de)影響。加(jia)強靈活性(xing)(xing)調節(jie)運(yun)(yun)(yun)(yun)行(xing)(xing)(xing)(xing)(xing)煤(mei)電機(ji)(ji)組(zu)(zu)(zu)的(de)測(ce)點和(he)自動化(hua)(hua)裝置部(bu)署,強化(hua)(hua)信(xin)息化(hua)(hua)管理(li),提(ti)升機(ji)(ji)組(zu)(zu)(zu)運(yun)(yun)(yun)(yun)行(xing)(xing)(xing)(xing)(xing)預測(ce)預警能(neng)力,重視運(yun)(yun)(yun)(yun)行(xing)(xing)(xing)(xing)(xing)情況(kuang)和(he)事件(jian)分析,及(ji)(ji)時向政(zheng)府、行(xing)(xing)(xing)(xing)(xing)業提(ti)供靈活性(xing)(xing)調節(jie)運(yun)(yun)(yun)(yun)行(xing)(xing)(xing)(xing)(xing)煤(mei)電機(ji)(ji)組(zu)(zu)(zu)可(ke)(ke)靠(kao)性(xing)(xing)事件(jian)信(xin)息,關注機(ji)(ji)組(zu)(zu)(zu)運(yun)(yun)(yun)(yun)行(xing)(xing)(xing)(xing)(xing)狀況(kuang),切實保障機(ji)(ji)組(zu)(zu)(zu)的(de)安全(quan)可(ke)(ke)靠(kao)運(yun)(yun)(yun)(yun)行(xing)(xing)(xing)(xing)(xing)能(neng)力。
(十六(liu))積極穩妥推(tui)進(jin)可(ke)靠(kao)性信(xin)息(xi)應用(yong)與推(tui)廣。以電(dian)(dian)力可(ke)靠(kao)性多元化應用(yong)、差(cha)異化管(guan)理、實用(yong)化評價(jia)為(wei)(wei)導向,堅持試(shi)點(dian)先行(xing)、科(ke)學驗證、以點(dian)帶面(mian)、有序推(tui)廣,聚焦(jiao)行(xing)業需求,找準應用(yong)場景,積極推(tui)廣以可(ke)靠(kao)性為(wei)(wei)中心(xin)的電(dian)(dian)力設備檢修(xiu)(RCM)模(mo)式,統(tong)籌考慮安(an)全、可(ke)靠(kao)、經(jing)濟等(deng)因素,提升檢修(xiu)質(zhi)效,到2024年,RCM試(shi)點(dian)項(xiang)目(mu)覆(fu)蓋發電(dian)(dian)、輸(shu)變(bian)電(dian)(dian)(含直(zhi)流(liu))、供電(dian)(dian)領域主(zhu)要設備。探索新型電(dian)(dian)力系統(tong)可(ke)靠(kao)性、低(di)壓供電(dian)(dian)可(ke)靠(kao)性、用(yong)戶可(ke)靠(kao)性等(deng)領域試(shi)點(dian)示(shi)范工作,實現電(dian)(dian)力可(ke)靠(kao)性管(guan)理向多元負荷用(yong)戶和終(zhong)端(duan)用(yong)戶延(yan)伸,促進(jin)電(dian)(dian)力可(ke)靠(kao)性高質(zhi)量發展。
