近(jin)年來,我國清(qing)潔能(neng)源產業(ye)不斷發(fa)展(zhan)壯大,已成(cheng)為(wei)推動能(neng)源轉型發(fa)展(zhan)的(de)重要力量,為(wei)建設清(qing)潔低(di)碳、安(an)全高(gao)效(xiao)的(de)能(neng)源體系做出(chu)(chu)了突出(chu)(chu)貢獻(xian)。但同時,清(qing)潔能(neng)源發(fa)展(zhan)不平衡不充分的(de)矛(mao)盾也日(ri)益突顯,特(te)別是清(qing)潔能(neng)源消(xiao)納(na)問題突出(chu)(chu),已嚴重制約行業(ye)健康可(ke)持續(xu)發(fa)展(zhan),引起(qi)了國家的(de)高(gao)度(du)重視和社會各(ge)界的(de)廣泛(fan)關(guan)注。


去(qu)年以來,中央(yang)經(jing)濟(ji)工(gong)(gong)作(zuo)會議和(he)政(zheng)府工(gong)(gong)作(zuo)報告對清(qing)潔能(neng)源消納(na)(na)問(wen)(wen)題(ti)(ti)做出總(zong)體部署,在各方共同(tong)努(nu)力下,清(qing)潔能(neng)源消納(na)(na)問(wen)(wen)題(ti)(ti)有所緩解(jie)(jie),取得了階(jie)段性成果。為(wei)更加(jia)有效(xiao)的解(jie)(jie)決(jue)清(qing)潔能(neng)源消納(na)(na)問(wen)(wen)題(ti)(ti),建(jian)立促進消納(na)(na)的長效(xiao)機制(zhi),國家發展改革委、國家能(neng)源局聯合印發了《清(qing)潔能(neng)源消納(na)(na)行(xing)動(dong)計劃(hua)(2018-2020年)》(以下簡稱《行(xing)動(dong)計劃(hua)》),制(zhi)定了清(qing)潔能(neng)源消納(na)(na)的工(gong)(gong)作(zuo)目(mu)標,提出了七類共28條針對性的工(gong)(gong)作(zuo)舉措(cuo),引起了社會強烈(lie)反響。


為此,國(guo)家能(neng)源局電力司有關(guan)負責同志接受了(le)記者采訪,回答了(le)記者問題。


問:《行動計劃》出臺有什么重大意義?目標是什么?


壯大(da)(da)清(qing)潔(jie)(jie)能(neng)(neng)(neng)源(yuan)產業是推(tui)(tui)動(dong)我(wo)國(guo)能(neng)(neng)(neng)源(yuan)結構調(diao)整(zheng)的(de)重(zhong)要(yao)舉措,實現充分消(xiao)(xiao)納(na)則是清(qing)潔(jie)(jie)能(neng)(neng)(neng)源(yuan)產業高質量發(fa)展(zhan)的(de)關(guan)鍵保(bao)障。近(jin)年來,黨中央、國(guo)務院(yuan)和(he)社(she)會(hui)(hui)各界對(dui)清(qing)潔(jie)(jie)能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)納(na)問題高度(du)關(guan)注,習(xi)近(jin)平總書記(ji)在(zai)黨的(de)十九(jiu)大(da)(da)報告(gao)和(he)中央經濟(ji)工(gong)作會(hui)(hui)議上(shang)對(dui)大(da)(da)力(li)發(fa)展(zhan)清(qing)潔(jie)(jie)能(neng)(neng)(neng)源(yuan)提出明確要(yao)求,李(li)克強總理(li)多次(ci)對(dui)促(cu)進清(qing)潔(jie)(jie)能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)納(na)做出重(zhong)要(yao)批(pi)示(shi)。在(zai)國(guo)家高度(du)重(zhong)視和(he)行業共(gong)同努力(li)下,目前(qian)(qian)清(qing)潔(jie)(jie)能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)納(na)取(qu)得一定成(cheng)效,整(zheng)體呈(cheng)現好轉態勢。但是,當前(qian)(qian)取(qu)得的(de)成(cheng)績還不(bu)牢固,短期臨(lin)時性(xing)措施(shi)多,長(chang)效機(ji)制少;局(ju)部單一品種措施(shi)多,全局(ju)性(xing)機(ji)制少。為(wei)進一步鞏固已有(you)成(cheng)果,我(wo)們在(zai)認真(zhen)研(yan)究(jiu)、廣泛聽取(qu)各方意(yi)見(jian)以及實施(shi)專項調(diao)研(yan)的(de)基礎(chu)上(shang),編制了《行動(dong)計劃》,旨在(zai)提出更加有(you)力(li)有(you)效促(cu)進清(qing)潔(jie)(jie)能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)納(na)的(de)措施(shi),形成(cheng)全社(she)會(hui)(hui)促(cu)進清(qing)潔(jie)(jie)能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)納(na)的(de)工(gong)作合力(li),推(tui)(tui)動(dong)建立清(qing)潔(jie)(jie)能(neng)(neng)(neng)源(yuan)消(xiao)(xiao)納(na)的(de)長(chang)效機(ji)制,為(wei)促(cu)進清(qing)潔(jie)(jie)能(neng)(neng)(neng)源(yuan)高質量發(fa)展(zhan)、推(tui)(tui)動(dong)我(wo)國(guo)能(neng)(neng)(neng)源(yuan)結構調(diao)整(zheng)提供可靠保(bao)障。


《行動計(ji)劃(hua)》按照“2018年(nian)(nian)清(qing)潔能源(yuan)(yuan)消(xiao)納(na)(na)(na)(na)取(qu)得顯(xian)著成效,2020年(nian)(nian)基本(ben)解(jie)決(jue)清(qing)潔能源(yuan)(yuan)消(xiao)納(na)(na)(na)(na)問題”的(de)總體工作目標,科學測(ce)算(suan)并細化(hua)分(fen)(fen)解(jie)了(le)風(feng)(feng)電(dian)、光(guang)伏、水(shui)(shui)電(dian)、核電(dian)等各(ge)能源(yuan)(yuan)品種逐年(nian)(nian)的(de)具(ju)體目標。其中(zhong),2018年(nian)(nian),風(feng)(feng)電(dian)利(li)用(yong)(yong)(yong)(yong)率(lv)(lv)(lv)(lv)高于(yu)(yu)(yu)88%(力爭達到(dao)90%以上(shang)(shang)),光(guang)伏發電(dian)利(li)用(yong)(yong)(yong)(yong)率(lv)(lv)(lv)(lv)高于(yu)(yu)(yu)95%,全(quan)(quan)國水(shui)(shui)能利(li)用(yong)(yong)(yong)(yong)率(lv)(lv)(lv)(lv)95%以上(shang)(shang),大部分(fen)(fen)核電(dian)實(shi)現安(an)全(quan)(quan)保(bao)障(zhang)(zhang)性(xing)消(xiao)納(na)(na)(na)(na);2019年(nian)(nian),風(feng)(feng)電(dian)利(li)用(yong)(yong)(yong)(yong)率(lv)(lv)(lv)(lv)高于(yu)(yu)(yu)90%(力爭達到(dao)92%左右),光(guang)伏發電(dian)利(li)用(yong)(yong)(yong)(yong)率(lv)(lv)(lv)(lv)高于(yu)(yu)(yu)95%,全(quan)(quan)國水(shui)(shui)能利(li)用(yong)(yong)(yong)(yong)率(lv)(lv)(lv)(lv)95%以上(shang)(shang),核電(dian)基本(ben)實(shi)現安(an)全(quan)(quan)保(bao)障(zhang)(zhang)性(xing)消(xiao)納(na)(na)(na)(na);2020年(nian)(nian),風(feng)(feng)電(dian)利(li)用(yong)(yong)(yong)(yong)率(lv)(lv)(lv)(lv)達到(dao)國際先(xian)進水(shui)(shui)平(力爭達到(dao)95%左右),棄光(guang)率(lv)(lv)(lv)(lv)低(di)于(yu)(yu)(yu)5%,全(quan)(quan)國水(shui)(shui)能利(li)用(yong)(yong)(yong)(yong)率(lv)(lv)(lv)(lv)95%以上(shang)(shang),核電(dian)實(shi)現安(an)全(quan)(quan)保(bao)障(zhang)(zhang)性(xing)消(xiao)納(na)(na)(na)(na)。此(ci)外,針對我(wo)國清(qing)潔能源(yuan)(yuan)消(xiao)納(na)(na)(na)(na)問題集中(zhong)在少數重點省份的(de)特點,《行動計(ji)劃(hua)》還(huan)將目標分(fen)(fen)解(jie)至重點省份,提(ti)出了(le)分(fen)(fen)省分(fen)(fen)年(nian)(nian)度消(xiao)納(na)(na)(na)(na)目標。


問:今年以來,在促進清潔能源消納方面開展了哪些工作,取得了什么成效?


今年以來,按(an)照黨中央、國務(wu)院領導(dao)同志關于清(qing)潔(jie)能(neng)(neng)源(yuan)消納(na)的(de)重要批示要求,國家發(fa)展改革(ge)委、國家能(neng)(neng)源(yuan)局高度重視,全力(li)推進清(qing)潔(jie)能(neng)(neng)源(yuan)消納(na),在有序規劃開發(fa)、完善扶(fu)持政策體系、落(luo)實保障性消納(na)、提升輸電通道能(neng)(neng)力(li)、增強(qiang)系統調節能(neng)(neng)力(li)、建(jian)立市場化機制(zhi)等方面開展了大量(liang)工作,并取(qu)得了積極成效(xiao)。


2018年(nian),全國風(feng)(feng)、光、水、核(he)四種(zhong)清潔能源總(zong)發電(dian)裝機達到7.49億千瓦(wa)(wa),總(zong)發電(dian)量累計(ji)2.08萬億千瓦(wa)(wa)時(shi),其中,風(feng)(feng)電(dian)利用率達92.8%,棄(qi)(qi)風(feng)(feng)率7.2%,同(tong)比(bi)下降(jiang)4.9個(ge)百分點;光伏利用率達97.0%,棄(qi)(qi)光率3.0%,同(tong)比(bi)下降(jiang)2.8個(ge)百分點;水能利用率95.0%以上;核(he)電(dian)運(yun)行平(ping)穩,利用率保持(chi)較高水平(ping)。整體而言,清潔能源消納的(de)形勢(shi)持(chi)續向好,已(yi)經達到國際先進水平(ping)(風(feng)(feng)電(dian)利用率90%,光伏發電(dian)利用率95%)。


問:當前我國清潔能源消納還面臨哪些困難和問題?原因是什么?


清(qing)潔(jie)能(neng)(neng)源消納利(li)用(yong)是(shi)一個涉(she)及(ji)電(dian)(dian)源、電(dian)(dian)網以及(ji)用(yong)電(dian)(dian)負荷(he)(he)的(de)(de)系統性(xing)(xing)問(wen)題。目前我國清(qing)潔(jie)能(neng)(neng)源消納主要(yao)面(mian)(mian)臨以下幾(ji)方(fang)面(mian)(mian)的(de)(de)困難(nan):一是(shi)資(zi)(zi)源和需(xu)求逆向分布(bu),風(feng)光(guang)資(zi)(zi)源大(da)(da)(da)部分分布(bu)在(zai)“三北”地區(qu)(qu),水(shui)能(neng)(neng)資(zi)(zi)源主要(yao)集中(zhong)在(zai)西南(nan)地區(qu)(qu),而用(yong)電(dian)(dian)負荷(he)(he)主要(yao)位(wei)于中(zhong)東部和南(nan)方(fang)地區(qu)(qu),由此帶來(lai)的(de)(de)跨省區(qu)(qu)輸電(dian)(dian)壓力(li)較(jiao)(jiao)大(da)(da)(da);二是(shi)清(qing)潔(jie)能(neng)(neng)源高速發(fa)(fa)展(zhan)與近年來(lai)用(yong)電(dian)(dian)增速不匹配(pei),近年來(lai)在(zai)國家政策的(de)(de)積(ji)極支持下,清(qing)潔(jie)能(neng)(neng)源特別是(shi)風(feng)電(dian)(dian)、光(guang)伏(fu)發(fa)(fa)電(dian)(dian)的(de)(de)裝機整(zheng)體保(bao)持著(zhu)較(jiao)(jiao)快的(de)(de)增長速度,遠(yuan)超全(quan)(quan)社會用(yong)電(dian)(dian)量的(de)(de)增速,供(gong)需(xu)不匹配(pei)問(wen)題造(zao)成了較(jiao)(jiao)大(da)(da)(da)的(de)(de)消納壓力(li);三是(shi)風(feng)電(dian)(dian)、光(guang)伏(fu)發(fa)(fa)電(dian)(dian)的(de)(de)出力(li)受自然條件影響,存(cun)在(zai)比(bi)較(jiao)(jiao)大(da)(da)(da)的(de)(de)波動(dong)性(xing)(xing),大(da)(da)(da)規(gui)模(mo)并網后,給電(dian)(dian)力(li)系統的(de)(de)調度運行帶來(lai)了較(jiao)(jiao)大(da)(da)(da)挑戰。目前我國電(dian)(dian)力(li)系統尚不完全(quan)(quan)適應如(ru)此大(da)(da)(da)規(gui)模(mo)波動(dong)性(xing)(xing)新能(neng)(neng)源的(de)(de)接(jie)入。


問:目前我國清潔能源消納問題主要集中在哪些地區?分別有什么特點?


目前我國(guo)清(qing)潔(jie)能(neng)源消納問(wen)題(ti)存在(zai)較(jiao)為(wei)明顯的(de)(de)(de)地域(yu)和(he)時段集中(zhong)分(fen)布的(de)(de)(de)特(te)征。其中(zhong),棄(qi)風棄(qi)光主要集中(zhong)在(zai)新疆(jiang)、甘(gan)肅和(he)內蒙古等地區(qu),多(duo)(duo)(duo)發(fa)生于(yu)冬季供暖期以及夜間負(fu)荷(he)低谷時段。2018年,上(shang)述三省區(qu)棄(qi)風棄(qi)光電(dian)(dian)量超過(guo)300億千瓦時,占(zhan)全(quan)國(guo)總(zong)棄(qi)風棄(qi)光電(dian)(dian)量比例超過(guo)90%,棄(qi)風棄(qi)光的(de)(de)(de)原(yuan)因(yin)主要是新能(neng)源裝(zhuang)機(ji)占(zhan)比高,熱電(dian)(dian)機(ji)組和(he)自備電(dian)(dian)廠(chang)裝(zhuang)機(ji)規模(mo)(mo)大,系(xi)統調峰(feng)壓力較(jiao)大,同(tong)時部分(fen)特(te)高壓通道的(de)(de)(de)輸電(dian)(dian)能(neng)力不(bu)足,存在(zai)新能(neng)源外(wai)送受限問(wen)題(ti)。棄(qi)水(shui)(shui)主要集中(zhong)在(zai)西南的(de)(de)(de)四川、云南地區(qu),多(duo)(duo)(duo)發(fa)生于(yu)汛(xun)期,棄(qi)水(shui)(shui)的(de)(de)(de)原(yuan)因(yin)主要是水(shui)(shui)電(dian)(dian)建設規模(mo)(mo)較(jiao)大,需要大規模(mo)(mo)跨省區(qu)外(wai)送消納,涉及地域(yu)范圍廣、市場(chang)主體多(duo)(duo)(duo)、協調難度大,目前存在(zai)一定的(de)(de)(de)網源建設不(bu)協調問(wen)題(ti),同(tong)時市場(chang)化交易機(ji)制不(bu)健全(quan),市場(chang)配置資源的(de)(de)(de)決定性作用還沒(mei)有(you)充分(fen)發(fa)揮。


問:針對清潔能源消納面臨的困難和問題,《行動計劃》提出了哪些具體措施?

問:《行動計劃》提出的“利用率”的概念,與常用的棄風率、棄光率有什么區別,應如何理解?


長期以來,我國清潔(jie)能(neng)源(yuan)發展一直(zhi)以“棄電(dian)(dian)”的(de)(de)高(gao)低作(zuo)為評(ping)價標準,但“棄電(dian)(dian)量(liang)”“棄電(dian)(dian)率”的(de)(de)說(shuo)法只(zhi)關(guan)注(zhu)清潔(jie)能(neng)源(yuan)電(dian)(dian)力的(de)(de)未利用部分(fen)(fen),忽視了整個(ge)(ge)能(neng)源(yuan)和(he)電(dian)(dian)力系統為消(xiao)納清潔(jie)能(neng)源(yuan)付出的(de)(de)努力和(he)成(cheng)(cheng)本(ben),易引起(qi)社會各界(jie)的(de)(de)誤解。從整個(ge)(ge)能(neng)源(yuan)系統經(jing)(jing)濟性和(he)全(quan)社會用電(dian)(dian)成(cheng)(cheng)本(ben)的(de)(de)角度,結合(he)電(dian)(dian)力系統自身的(de)(de)特性,清潔(jie)能(neng)源(yuan)消(xiao)納存在一個(ge)(ge)經(jing)(jing)濟合(he)理的(de)(de)利用率范圍(wei),片面追求百(bai)分(fen)(fen)之百(bai)消(xiao)納,將極(ji)大提高(gao)系統的(de)(de)備用成(cheng)(cheng)本(ben),限制(zhi)電(dian)(dian)力系統可承載的(de)(de)新能(neng)源(yuan)規模,反而制(zhi)約了新能(neng)源(yuan)發展,因此并(bing)不(bu)是百(bai)分(fen)(fen)之百(bai)完全(quan)消(xiao)納最好(hao)。


實際(ji)上,近年來(lai)隨著我國能源清(qing)潔(jie)產業不(bu)斷發(fa)(fa)展壯大,在風電、光伏等裝(zhuang)機和(he)(he)發(fa)(fa)電量(liang)比重快速提(ti)升的(de)(de)(de)同時,清(qing)潔(jie)能源利(li)(li)(li)用(yong)水平正逐步接近并部(bu)分超(chao)過國際(ji)公認(ren)的(de)(de)(de)平均合理(li)水平。因(yin)此,為引導社(she)會輿論正面關(guan)注清(qing)潔(jie)能源開發(fa)(fa)利(li)(li)(li)用(yong)工作(zuo),促進產業高質量(liang)發(fa)(fa)展,《行動(dong)計劃》更加突出清(qing)潔(jie)能源的(de)(de)(de)“利(li)(li)(li)用(yong)率(lv)”,將風電利(li)(li)(li)用(yong)率(lv)、光伏利(li)(li)(li)用(yong)率(lv)和(he)(he)水能利(li)(li)(li)用(yong)率(lv)作(zuo)為清(qing)潔(jie)能源開發(fa)(fa)利(li)(li)(li)用(yong)水平的(de)(de)(de)主要評價(jia)指標。


問:如何進行清潔能源消納目標考核?《行動計劃》提出對利用率超過95%的限發電量不再記入全國限電量統計,是如何考慮的?

問:如何理解系統消納清潔能源的能力不足?怎樣提升系統清潔能源消納能力?
