為努力實現應對氣候變化自主貢獻目標,促進風電、太陽能發電等可再生能源大力發展和充分消納,國家發改委、國家能源局近日聯合印發了《關于鼓勵可再生能源發電企業自建或購買調峰能力增加并網規模的通知》,鼓勵發電企業通過自建或購買調峰儲能能力的方式,增加可再生能源發電裝機并網規模。

1、自建(jian)(jian)調(diao)峰(feng)資(zi)源指發電(dian)(dian)企(qi)(qi)業(ye)(ye)按全資(zi)比(bi)例(li)建(jian)(jian)設抽水(shui)蓄(xu)能(neng)、化學(xue)儲能(neng)電(dian)(dian)站(zhan)、氣電(dian)(dian)、光熱電(dian)(dian)站(zhan)或開展(zhan)煤電(dian)(dian)靈活性改造。為鼓(gu)勵發電(dian)(dian)企(qi)(qi)業(ye)(ye)市場化參與調(diao)峰(feng)資(zi)源建(jian)(jian)設,超過電(dian)(dian)網(wang)(wang)企(qi)(qi)業(ye)(ye)保障性并網(wang)(wang)以(yi)外的規模(mo)初期按照功率15%的掛鉤(gou)(gou)比(bi)例(li)(時(shi)長(chang)4小時(shi)以(yi)上,下同)配(pei)建(jian)(jian)調(diao)峰(feng)能(neng)力(li),按照20%以(yi)上掛鉤(gou)(gou)比(bi)例(li)進(jin)(jin)行配(pei)建(jian)(jian)的優先并網(wang)(wang)。配(pei)建(jian)(jian)比(bi)例(li)2022年(nian)后根據情(qing)況(kuang)適(shi)時(shi)調(diao)整(zheng),每年(nian)公布(bu)一次。各省級(ji)主管(guan)部門組織電(dian)(dian)網(wang)(wang)企(qi)(qi)業(ye)(ye)或第三(san)方(fang)技(ji)術機構(gou)對項目(mu)調(diao)峰(feng)能(neng)力(li)措施和效果進(jin)(jin)行評估確(que)認(ren)后,可(ke)結合(he)實際情(qing)況(kuang)對掛鉤(gou)(gou)比(bi)例(li)進(jin)(jin)行適(shi)當調(diao)整(zheng)。


2、合(he)建(jian)(jian)調峰資(zi)(zi)源(yuan)指發(fa)(fa)電企業(ye)按一定出(chu)(chu)資(zi)(zi)比例與(yu)其他市場主(zhu)體聯合(he)建(jian)(jian)設抽水蓄能(neng)(neng)、化學(xue)儲能(neng)(neng)電站、氣電、光熱電站或開展煤電靈活性改造(zao)。合(he)建(jian)(jian)調峰資(zi)(zi)源(yuan)完成后,可按照自建(jian)(jian)調峰資(zi)(zi)源(yuan)方式掛(gua)鉤比例乘以(yi)出(chu)(chu)資(zi)(zi)比例配建(jian)(jian)可再生能(neng)(neng)源(yuan)發(fa)(fa)電。為鼓勵(li)發(fa)(fa)電企業(ye)積極參與(yu)自建(jian)(jian)調峰資(zi)(zi)源(yuan),初期可以(yi)適(shi)當高于出(chu)(chu)資(zi)(zi)比例進行配建(jian)(jian)。


調峰能力認定方(fang)面,抽水蓄(xu)能電(dian)(dian)站、電(dian)(dian)化學儲能和光(guang)熱電(dian)(dian)站,按照(zhao)裝機規模認定調峰能力。

一、充分認識(shi)提高可再生能(neng)源并網(wang)規模(mo)的重(zhong)要性(xing)和(he)緊迫性(xing)


近(jin)年(nian)(nian)來(lai),我國(guo)可(ke)(ke)再(zai)(zai)生能(neng)源迅猛發(fa)展(zhan),但電力(li)系統靈活(huo)性(xing)不足、調(diao)節能(neng)力(li)不夠等短(duan)板和問題突出(chu)(chu),制約更高(gao)比例和更大規(gui)模可(ke)(ke)再(zai)(zai)生能(neng)源發(fa)展(zhan)。未來(lai)我國(guo)實現2030年(nian)(nian)前(qian)(qian)(qian)碳(tan)達峰和努(nu)力(li)爭取2060年(nian)(nian)前(qian)(qian)(qian)碳(tan)中(zhong)和的目(mu)標任(ren)務艱巨,需要付出(chu)(chu)艱苦卓(zhuo)絕的努(nu)力(li)。實現碳(tan)達峰關鍵(jian)在(zai)促進可(ke)(ke)再(zai)(zai)生能(neng)源發(fa)展(zhan),促進可(ke)(ke)再(zai)(zai)生能(neng)源發(fa)展(zhan)關鍵(jian)在(zai)于消(xiao)納(na),保障(zhang)可(ke)(ke)再(zai)(zai)生能(neng)源消(xiao)納(na)關鍵(jian)在(zai)于電網接入、調(diao)峰和儲能(neng)。各地、各有(you)關電力(li)企業要充分認識可(ke)(ke)再(zai)(zai)生能(neng)源發(fa)展(zhan)和消(xiao)納(na)的同等重要意義,高(gao)度重視可(ke)(ke)再(zai)(zai)生能(neng)源并(bing)網工作,將可(ke)(ke)再(zai)(zai)生能(neng)源發(fa)展(zhan)、并(bing)網、消(xiao)納(na)同步(bu)研(yan)究、同步(bu)推進,確(que)保2030年(nian)(nian)前(qian)(qian)(qian)碳(tan)達峰、2060年(nian)(nian)前(qian)(qian)(qian)碳(tan)中(zhong)和目(mu)標如(ru)期實現。


二、引導市場主體多渠道增(zeng)加可再生(sheng)能源并(bing)網規模


(一)多(duo)渠道增(zeng)加可再生(sheng)能(neng)(neng)源并(bing)網(wang)消納(na)能(neng)(neng)力(li)。電(dian)(dian)網(wang)企(qi)(qi)(qi)業(ye)要切(qie)實(shi)承擔(dan)電(dian)(dian)網(wang)建(jian)設(she)發展和(he)可再生(sheng)能(neng)(neng)源并(bing)網(wang)消納(na)的(de)主體(ti)責(ze)任(ren),統籌調(diao)(diao)峰(feng)能(neng)(neng)力(li)建(jian)設(she)和(he)資(zi)源利用,每年新增(zeng)的(de)并(bing)網(wang)消納(na)規(gui)(gui)模中(zhong),電(dian)(dian)網(wang)企(qi)(qi)(qi)業(ye)應承擔(dan)主要責(ze)任(ren),電(dian)(dian)源企(qi)(qi)(qi)業(ye)適當(dang)承擔(dan)可再生(sheng)能(neng)(neng)源并(bing)網(wang)消納(na)責(ze)任(ren)。隨著新能(neng)(neng)源發電(dian)(dian)技術進步(bu)、效率提(ti)高,以(yi)及(ji)系統調(diao)(diao)峰(feng)成本的(de)下(xia)降(jiang),將電(dian)(dian)網(wang)企(qi)(qi)(qi)業(ye)承擔(dan)的(de)消納(na)規(gui)(gui)模和(he)比(bi)例有序(xu)調(diao)(diao)減。


(二)鼓勵(li)發(fa)電(dian)企(qi)業(ye)(ye)自建儲(chu)(chu)能(neng)或調峰能(neng)力增加并(bing)網(wang)規(gui)模(mo)。在電(dian)網(wang)企(qi)業(ye)(ye)承擔風電(dian)和太陽能(neng)發(fa)電(dian)等(deng)可(ke)再(zai)生(sheng)能(neng)源(yuan)保障(zhang)性(xing)并(bing)網(wang)責任以(yi)外,仍(reng)有投資建設意(yi)愿的可(ke)再(zai)生(sheng)能(neng)源(yuan)發(fa)電(dian)企(qi)業(ye)(ye),鼓勵(li)在自愿的前提下自建儲(chu)(chu)能(neng)或調峰資源(yuan)增加并(bing)網(wang)規(gui)模(mo)。對按(an)規(gui)定(ding)(ding)比例要求配(pei)建儲(chu)(chu)能(neng)或調峰能(neng)力的可(ke)再(zai)生(sheng)能(neng)源(yuan)發(fa)電(dian)企(qi)業(ye)(ye),經電(dian)網(wang)企(qi)業(ye)(ye)按(an)程(cheng)序認定(ding)(ding)后,可(ke)安(an)排相應裝(zhuang)機(ji)并(bing)網(wang)。


(三)允許發電(dian)(dian)企(qi)(qi)業(ye)(ye)購買(mai)儲能(neng)(neng)或(huo)(huo)調(diao)(diao)峰(feng)能(neng)(neng)力(li)增加(jia)并(bing)網(wang)規模。在電(dian)(dian)網(wang)企(qi)(qi)業(ye)(ye)承(cheng)擔風電(dian)(dian)和(he)(he)太陽能(neng)(neng)發電(dian)(dian)等(deng)可(ke)(ke)再生(sheng)能(neng)(neng)源(yuan)保障性并(bing)網(wang)責任以外(wai),仍有投資建(jian)設(she)意愿的(de)(de)(de)可(ke)(ke)再生(sheng)能(neng)(neng)源(yuan)發電(dian)(dian)企(qi)(qi)業(ye)(ye),可(ke)(ke)通過與(yu)調(diao)(diao)峰(feng)資源(yuan)市場主體進行市場化交(jiao)易的(de)(de)(de)方式承(cheng)擔調(diao)(diao)峰(feng)責任,以增加(jia)可(ke)(ke)再生(sheng)能(neng)(neng)源(yuan)發電(dian)(dian)裝機并(bing)網(wang)規模。鼓(gu)勵可(ke)(ke)再生(sheng)能(neng)(neng)源(yuan)發電(dian)(dian)企(qi)(qi)業(ye)(ye)與(yu)新(xin)增抽水蓄(xu)能(neng)(neng)和(he)(he)儲能(neng)(neng)電(dian)(dian)站(zhan)等(deng)簽訂(ding)新(xin)增消納能(neng)(neng)力(li)的(de)(de)(de)協(xie)議或(huo)(huo)合(he)同,明確市場化調(diao)(diao)峰(feng)資源(yuan)的(de)(de)(de)建(jian)設(she)、運(yun)營等(deng)責任義(yi)務。簽訂(ding)儲能(neng)(neng)或(huo)(huo)調(diao)(diao)峰(feng)能(neng)(neng)力(li)合(he)同的(de)(de)(de)可(ke)(ke)再生(sheng)能(neng)(neng)源(yuan)發電(dian)(dian)企(qi)(qi)業(ye)(ye),經電(dian)(dian)網(wang)企(qi)(qi)業(ye)(ye)按程序認定后,可(ke)(ke)安排相應裝機并(bing)網(wang)。


(四)鼓勵多渠(qu)道增加調(diao)峰(feng)資(zi)(zi)源(yuan)(yuan)。承擔可(ke)再生能源(yuan)(yuan)消(xiao)納(na)對(dui)應的調(diao)峰(feng)資(zi)(zi)源(yuan)(yuan),包括抽水(shui)蓄能電(dian)站、化(hua)學(xue)儲(chu)能等新型儲(chu)能、氣(qi)電(dian)、光熱電(dian)站、靈活性制(zhi)造(zao)改(gai)造(zao)的煤電(dian)。以上調(diao)峰(feng)資(zi)(zi)源(yuan)(yuan)不包括已列為應急備用(yong)和調(diao)峰(feng)電(dian)源(yuan)(yuan)的資(zi)(zi)源(yuan)(yuan)。


三、自建(jian)合建(jian)調峰和儲能能力的確認(ren)與管理


(一(yi)(yi))自建(jian)(jian)(jian)調峰(feng)(feng)(feng)資(zi)(zi)(zi)源(yuan)方(fang)式掛(gua)(gua)鉤(gou)比例(li)(li)(li)要求。自建(jian)(jian)(jian)調峰(feng)(feng)(feng)資(zi)(zi)(zi)源(yuan)指發(fa)電(dian)企業按全(quan)資(zi)(zi)(zi)比例(li)(li)(li)建(jian)(jian)(jian)設(she)抽(chou)水蓄能、化(hua)學儲能電(dian)站(zhan)、氣電(dian)、光(guang)熱電(dian)站(zhan)或開展煤電(dian)靈活性(xing)改(gai)造(zao)。為(wei)鼓勵(li)發(fa)電(dian)企業市場化(hua)參與調峰(feng)(feng)(feng)資(zi)(zi)(zi)源(yuan)建(jian)(jian)(jian)設(she),超過(guo)電(dian)網企業保障性(xing)并網以(yi)(yi)外的規模初期按照功率15%的掛(gua)(gua)鉤(gou)比例(li)(li)(li)(時(shi)長4小(xiao)時(shi)以(yi)(yi)上,下同)配建(jian)(jian)(jian)調峰(feng)(feng)(feng)能力,按照20%以(yi)(yi)上掛(gua)(gua)鉤(gou)比例(li)(li)(li)進行(xing)配建(jian)(jian)(jian)的優先(xian)并網。配建(jian)(jian)(jian)比例(li)(li)(li)2022年后(hou)根(gen)據情(qing)況(kuang)適時(shi)調整(zheng),每年公布一(yi)(yi)次。各省級主管部(bu)門組(zu)織電(dian)網企業或第(di)三方(fang)技術機構對項目調峰(feng)(feng)(feng)能力措施(shi)和(he)效果進行(xing)評估確認(ren)后(hou),可結合實際(ji)情(qing)況(kuang)對掛(gua)(gua)鉤(gou)比例(li)(li)(li)進行(xing)適當調整(zheng)。


(二)合建(jian)(jian)(jian)調峰(feng)(feng)資(zi)(zi)源方式(shi)掛鉤(gou)(gou)比例(li)(li)要求。合建(jian)(jian)(jian)調峰(feng)(feng)資(zi)(zi)源指(zhi)發電(dian)(dian)企(qi)業按(an)一定出資(zi)(zi)比例(li)(li)與其(qi)他市場主體聯合建(jian)(jian)(jian)設抽水蓄(xu)能、化(hua)學儲能電(dian)(dian)站、氣電(dian)(dian)、光熱電(dian)(dian)站或開展(zhan)煤(mei)電(dian)(dian)靈活性改造。合建(jian)(jian)(jian)調峰(feng)(feng)資(zi)(zi)源完成后,可按(an)照自建(jian)(jian)(jian)調峰(feng)(feng)資(zi)(zi)源方式(shi)掛鉤(gou)(gou)比例(li)(li)乘以(yi)出資(zi)(zi)比例(li)(li)配(pei)建(jian)(jian)(jian)可再生能源發電(dian)(dian)。為(wei)鼓(gu)勵發電(dian)(dian)企(qi)業積極(ji)參與自建(jian)(jian)(jian)調峰(feng)(feng)資(zi)(zi)源,初期可以(yi)適當高(gao)于出資(zi)(zi)比例(li)(li)進行配(pei)建(jian)(jian)(jian)。


(三)自(zi)(zi)建(jian)(jian)合(he)建(jian)(jian)調(diao)(diao)峰(feng)(feng)和儲(chu)能(neng)(neng)能(neng)(neng)力確定。自(zi)(zi)建(jian)(jian)合(he)建(jian)(jian)調(diao)(diao)峰(feng)(feng)和儲(chu)能(neng)(neng)能(neng)(neng)力按照“企(qi)(qi)(qi)業(ye)(ye)承(cheng)諾、政府備案(an)、過程核查、假一罰二”的(de)(de)原則進行(xing)確定。主(zhu)動(dong)自(zi)(zi)建(jian)(jian)合(he)建(jian)(jian)調(diao)(diao)峰(feng)(feng)和儲(chu)能(neng)(neng)能(neng)(neng)力的(de)(de)發電(dian)企(qi)(qi)(qi)業(ye)(ye),自(zi)(zi)行(xing)提供調(diao)(diao)峰(feng)(feng)和儲(chu)能(neng)(neng)項(xiang)目建(jian)(jian)設證明材料(liao),對項(xiang)目基本(ben)情(qing)況、調(diao)(diao)峰(feng)(feng)能(neng)(neng)力、投產(chan)時間等作出明確承(cheng)諾,提交省級(ji)政府主(zhu)管(guan)(guan)部門備案(an);實施過程中省級(ji)主(zhu)管(guan)(guan)部門委托電(dian)網企(qi)(qi)(qi)業(ye)(ye)或第三方機(ji)構(gou)對企(qi)(qi)(qi)業(ye)(ye)自(zi)(zi)建(jian)(jian)合(he)建(jian)(jian)項(xiang)目進行(xing)全面(mian)核查或抽(chou)查,對于發現(xian)未按承(cheng)諾履行(xing)建(jian)(jian)設責任的(de)(de)企(qi)(qi)(qi)業(ye)(ye),在計(ji)算調(diao)(diao)峰(feng)(feng)能(neng)(neng)力時按照未完(wan)成容量的(de)(de)2倍予以扣除(chu);相關(guan)企(qi)(qi)(qi)業(ye)(ye)要限期整(zheng)改,未按期整(zheng)改的(de)(de)企(qi)(qi)(qi)業(ye)(ye)不(bu)得參(can)與下(xia)年度可再生能(neng)(neng)源(yuan)市(shi)場化并網。


(四)加強自(zi)建合建調(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)和(he)(he)(he)儲(chu)能(neng)項(xiang)(xiang)目(mu)運行(xing)管(guan)理。自(zi)建合建調(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)和(he)(he)(he)儲(chu)能(neng)項(xiang)(xiang)目(mu)建成投運后,企(qi)業可(ke)選擇(ze)自(zi)主運營(ying)項(xiang)(xiang)目(mu)或交由本(ben)地電網企(qi)業調(diao)(diao)(diao)(diao)度(du)(du)管(guan)理。對(dui)于發電企(qi)業自(zi)主運營(ying)的調(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)和(he)(he)(he)儲(chu)能(neng)項(xiang)(xiang)目(mu),可(ke)作為獨立市場主體參與電力(li)市場,按照(zhao)國家(jia)相(xiang)(xiang)關政(zheng)策獲取收(shou)益(yi);對(dui)于交由電網企(qi)業調(diao)(diao)(diao)(diao)度(du)(du)管(guan)理的調(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)和(he)(he)(he)儲(chu)能(neng)項(xiang)(xiang)目(mu),電網調(diao)(diao)(diao)(diao)度(du)(du)機(ji)構根據電網調(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)需要對(dui)相(xiang)(xiang)關項(xiang)(xiang)目(mu)開展調(diao)(diao)(diao)(diao)度(du)(du)管(guan)理,項(xiang)(xiang)目(mu)按相(xiang)(xiang)關價格政(zheng)策獲取收(shou)益(yi)。為保證項(xiang)(xiang)目(mu)調(diao)(diao)(diao)(diao)峰(feng)(feng)(feng)和(he)(he)(he)儲(chu)能(neng)能(neng)力(li)可(ke)用(yong)性,電網調(diao)(diao)(diao)(diao)度(du)(du)機(ji)構不定(ding)期對(dui)相(xiang)(xiang)關項(xiang)(xiang)目(mu)開展調(diao)(diao)(diao)(diao)度(du)(du)測試。


四、購買調峰與儲能(neng)能(neng)力(li)的確(que)認與管理(li)


(一)購買調(diao)(diao)(diao)峰(feng)(feng)資(zi)源主(zhu)要(yao)方(fang)式。購買調(diao)(diao)(diao)峰(feng)(feng)資(zi)源指發電(dian)企(qi)業通過(guo)市場交易的方(fang)式向抽水蓄(xu)能(neng)、化學儲能(neng)電(dian)站(zhan)、氣電(dian)、光熱(re)電(dian)站(zhan)或開展(zhan)靈活性改造(zao)的火電(dian)等市場主(zhu)體(ti)購買調(diao)(diao)(diao)峰(feng)(feng)能(neng)力,包括(kuo)購買調(diao)(diao)(diao)峰(feng)(feng)儲能(neng)項目(mu)和(he)購買調(diao)(diao)(diao)峰(feng)(feng)儲能(neng)服務兩種方(fang)式。為保證發電(dian)企(qi)業購買的調(diao)(diao)(diao)峰(feng)(feng)資(zi)源不占用電(dian)網企(qi)業統籌負責的系統消(xiao)納能(neng)力,被(bei)購買的主(zhu)體(ti)僅限于本年度新建的調(diao)(diao)(diao)峰(feng)(feng)資(zi)源。


(二(er))購(gou)買(mai)調(diao)峰資源掛鉤(gou)比(bi)例(li)要求。超過電網企(qi)業(ye)保障性并網以外的(de)規模初期按(an)(an)照(zhao)15%的(de)掛鉤(gou)比(bi)例(li)購(gou)買(mai)調(diao)峰能(neng)力,鼓(gu)勵(li)按(an)(an)照(zhao)20%以上掛鉤(gou)比(bi)例(li)購(gou)買(mai)。購(gou)買(mai)比(bi)例(li)2022年(nian)后(hou)根據情況適(shi)時調(diao)整(zheng),每年(nian)度(du)公布一次。各省級(ji)主管部門組織電網企(qi)業(ye)或第三方技術機構(gou)對項目調(diao)峰能(neng)力措(cuo)施(shi)和效果進行評估確認后(hou),可結合實際(ji)情況對掛鉤(gou)比(bi)例(li)進行適(shi)當調(diao)整(zheng)。


(三)購(gou)買(mai)(mai)調(diao)峰和(he)儲能(neng)能(neng)力確(que)定(ding)。購(gou)買(mai)(mai)調(diao)峰和(he)儲能(neng)項目(mu)由買(mai)(mai)方企(qi)(qi)(qi)業(ye)向(xiang)省級(ji)政(zheng)府(fu)主管(guan)(guan)部(bu)門作出承諾(nuo)并提供(gong)購(gou)買(mai)(mai)合(he)同,根據購(gou)買(mai)(mai)合(he)同中(zhong)(zhong)(zhong)簽訂的(de)調(diao)峰能(neng)力進行確(que)定(ding)。實施過程(cheng)中(zhong)(zhong)(zhong)買(mai)(mai)方企(qi)(qi)(qi)業(ye)負(fu)責(ze)督促賣方企(qi)(qi)(qi)業(ye)保證項目(mu)落實到位(wei),省級(ji)政(zheng)府(fu)主管(guan)(guan)部(bu)門委(wei)托電(dian)網企(qi)(qi)(qi)業(ye)或(huo)第三方機構(gou)對(dui)購(gou)買(mai)(mai)合(he)同中(zhong)(zhong)(zhong)的(de)項目(mu)進行全面核查或(huo)抽(chou)查,對(dui)于發現未按(an)承諾(nuo)履行建設(she)責(ze)任的(de)企(qi)(qi)(qi)業(ye),在計算調(diao)峰能(neng)力時按(an)照未完成(cheng)容(rong)量的(de)2倍(bei)予以扣(kou)除;相關企(qi)(qi)(qi)業(ye)要限期(qi)整改,未按(an)期(qi)整改的(de)企(qi)(qi)(qi)業(ye)不得(de)參(can)與下年度(du)可再生能(neng)源市場(chang)化(hua)并網。


(四)加強購(gou)(gou)買(mai)(mai)調(diao)峰(feng)和(he)(he)儲(chu)(chu)(chu)能(neng)(neng)項(xiang)目(mu)(mu)(mu)運(yun)(yun)行(xing)管(guan)理。購(gou)(gou)買(mai)(mai)調(diao)峰(feng)和(he)(he)儲(chu)(chu)(chu)能(neng)(neng)項(xiang)目(mu)(mu)(mu)建成投運(yun)(yun)后,對(dui)于購(gou)(gou)買(mai)(mai)調(diao)峰(feng)儲(chu)(chu)(chu)能(neng)(neng)項(xiang)目(mu)(mu)(mu)的,視同(tong)企(qi)(qi)業自建項(xiang)目(mu)(mu)(mu)進行(xing)運(yun)(yun)行(xing)管(guan)理;對(dui)于購(gou)(gou)買(mai)(mai)調(diao)峰(feng)儲(chu)(chu)(chu)能(neng)(neng)服務的,發(fa)電企(qi)(qi)業與調(diao)峰(feng)儲(chu)(chu)(chu)能(neng)(neng)項(xiang)目(mu)(mu)(mu)企(qi)(qi)業簽(qian)訂調(diao)峰(feng)服務綁定協(xie)議(yi)或合同(tong),約定雙方(fang)權責(ze)和(he)(he)收益(yi)分配方(fang)式,鼓勵(li)簽(qian)訂10年以(yi)上(shang)的長期協(xie)議(yi)或合同(tong)。為保(bao)證項(xiang)目(mu)(mu)(mu)調(diao)峰(feng)和(he)(he)儲(chu)(chu)(chu)能(neng)(neng)能(neng)(neng)力可用(yong)性,電網(wang)調(diao)度機構不定期對(dui)相關項(xiang)目(mu)(mu)(mu)開展(zhan)調(diao)度測(ce)試。


五(wu)、自(zi)建或購買調峰與儲(chu)能能力的(de)數量(liang)標準(zhun)與動態調整


(一(yi))抽(chou)水蓄能(neng)、電(dian)化學(xue)儲能(neng)和光熱(re)電(dian)站調峰能(neng)力認(ren)定。抽(chou)水蓄能(neng)電(dian)站、電(dian)化學(xue)儲能(neng)和光熱(re)電(dian)站,按照裝機規模認(ren)定調峰能(neng)力。


(二(er))氣(qi)(qi)(qi)電調(diao)峰能(neng)力(li)認(ren)定(ding)。氣(qi)(qi)(qi)電按照機組設計出力(li)認(ren)定(ding)調(diao)峰能(neng)力(li),對于因氣(qi)(qi)(qi)源、天氣(qi)(qi)(qi)等(deng)原因導致發電出力(li)受限(xian)的情況,按照實際(ji)最大出力(li)認(ren)定(ding)調(diao)峰能(neng)力(li)。


(三)煤(mei)電(dian)靈(ling)活(huo)性制(zhi)造(zao)改(gai)造(zao)調峰(feng)能(neng)力(li)(li)認定。靈(ling)活(huo)性制(zhi)造(zao)改(gai)造(zao)的煤(mei)電(dian)機(ji)組(zu),按(an)照制(zhi)造(zao)改(gai)造(zao)可調出(chu)力(li)(li)范(fan)圍與改(gai)造(zao)前可調出(chu)力(li)(li)或者平均可調出(chu)力(li)(li)范(fan)圍的差值認定調峰(feng)能(neng)力(li)(li)。


(四)統籌安排發(fa)電(dian)(dian)和(he)調(diao)峰項目建設投產時序。考慮(lv)新建調(diao)峰資源項目的建設周期,各地在安排發(fa)電(dian)(dian)項目時要做(zuo)到(dao)與新增調(diao)峰項目同步(bu)建成、同步(bu)并網(wang)。調(diao)峰儲能(neng)配(pei)建比(bi)例按可再生能(neng)源發(fa)電(dian)(dian)項目核準(zhun)(備案)當(dang)年標準(zhun)執行。


(五)建立調峰與(yu)儲能(neng)能(neng)力標準和(he)(he)(he)配(pei)建比(bi)例動態(tai)調整機(ji)制。隨著可再生能(neng)源(yuan)并網(wang)規模和(he)(he)(he)比(bi)例的(de)不斷擴(kuo)大,以及(ji)調峰儲能(neng)技術進步(bu)和(he)(he)(he)成(cheng)本(ben)下降,各地要統(tong)籌處理好企業(ye)積極性和(he)(he)(he)系(xi)統(tong)調峰需求的(de)關系(xi),可結合本(ben)地實際(ji)情況(kuang)對調峰與(yu)儲能(neng)能(neng)力標準和(he)(he)(he)配(pei)建比(bi)例進行動態(tai)調整。


六、調峰(feng)和儲能交(jiao)易機制的運行與監管


(一)未用(yong)完的調峰資源可(ke)(ke)交易至其他市場主體。通過自建或合(he)建方式落實調峰資源的發(fa)電企業(ye),如果當年配建的可(ke)(ke)再生能源發(fa)電規模低于規定比例,不允(yun)許結轉至下年繼續(xu)使用(yong),可(ke)(ke)通過市場化方式交易給其他發(fa)電企業(ye)。


(二)指(zhi)標交易需在(zai)省(sheng)(sheng)內(nei)(nei)統籌(chou)。為(wei)保(bao)證新增(zeng)調峰能力切實發揮促進可再(zai)生能源消納作用,發電企業在(zai)自建(jian)(jian)、共建(jian)(jian)、購買調峰資源以(yi)及開展(zhan)調峰資源指(zhi)標交易過程中,均在(zai)本省(sheng)(sheng)(區、市)范圍內(nei)(nei)進行(xing)統籌(chou)。


(三)加強(qiang)(qiang)運行(xing)監管。各地政(zheng)府主管部門會同電網(wang)企業,對發(fa)電企業承(cheng)諾(nuo)自(zi)建、共建或購買調(diao)(diao)峰項目(mu)加強(qiang)(qiang)監管,項目(mu)投產后調(diao)(diao)度(du)機構不定期(qi)按照(zhao)企業承(cheng)諾(nuo)的調(diao)(diao)峰能力(li)開展調(diao)(diao)度(du)運行(xing),確(que)保調(diao)(diao)峰能力(li)真(zhen)實可(ke)(ke)信可(ke)(ke)操作(zuo),對于虛(xu)假(jia)承(cheng)諾(nuo)調(diao)(diao)峰能力(li)的企業,取消下(xia)年度(du)自(zi)行(xing)承(cheng)擔(dan)可(ke)(ke)再(zai)生(sheng)能源消納責任資格。


七、保障措施


(一(yi))加強組織領導。國(guo)(guo)家(jia)發展改革委、國(guo)(guo)家(jia)能源(yuan)局統籌(chou)推進全國(guo)(guo)可(ke)再(zai)生(sheng)能源(yuan)發電企(qi)(qi)(qi)業自(zi)建或購買調峰能力(li)增(zeng)加并(bing)網規模(mo)相(xiang)關(guan)工作(zuo),全面跟蹤(zong)各地、各企(qi)(qi)(qi)業落實進展,協調解決推進中的(de)重大問題。各省(自(zi)治區、直轄市)發展改革委、能源(yuan)局會同省級相(xiang)關(guan)部門(men)結合本(ben)地電力(li)發展實際,推動本(ben)地發電企(qi)(qi)(qi)業自(zi)行承擔可(ke)再(zai)生(sheng)能源(yuan)消納責(ze)任(ren)相(xiang)關(guan)工作(zuo),與電網企(qi)(qi)(qi)業保(bao)障(zhang)性并(bing)網、應(ying)急備用和(he)調峰機組建設工作(zuo)做(zuo)好有(you)效銜接,避(bi)免項目重復計入。


(二)電網(wang)企業(ye)(ye)切(qie)實發揮監(jian)督(du)和并(bing)網(wang)責任。國家電網(wang)公司(si)、南方電網(wang)公司(si)要組織好各地電網(wang)企業(ye)(ye),配合地方政府主管部門加強對(dui)(dui)發電企業(ye)(ye)自(zi)建(jian)(jian)共建(jian)(jian)和購買(mai)調峰儲能(neng)項目的(de)有效監(jian)督(du),保證各項目順(shun)利(li)推進和真實可用。對(dui)(dui)于按要求完(wan)成調峰儲能(neng)能(neng)力建(jian)(jian)設的(de)企業(ye)(ye),要認真做好相應匹配規模新能(neng)源并(bing)網(wang)接入工作。


(三)健全(quan)完善(shan)獎懲(cheng)和評估(gu)(gu)機(ji)制。國家(jia)發(fa)展改革委、國家(jia)能(neng)源局(ju)將健全(quan)完善(shan)獎懲(cheng)和評估(gu)(gu)機(ji)制,對(dui)可再(zai)生能(neng)源發(fa)電企(qi)業自(zi)建或購買調峰能(neng)力增加并網(wang)規模工(gong)作(zuo)(zuo)(zuo)進(jin)(jin)展成效(xiao)顯(xian)著的(de)地(di)(di)區進(jin)(jin)行表揚,對(dui)工(gong)作(zuo)(zuo)(zuo)進(jin)(jin)展滯(zhi)后(hou)的(de)地(di)(di)區進(jin)(jin)行約談;在工(gong)作(zuo)(zuo)(zuo)推進(jin)(jin)過程中,將適時采取第(di)三方(fang)評估(gu)(gu)等方(fang)式,對(dui)各地(di)(di)可再(zai)生能(neng)源發(fa)電企(qi)業自(zi)建或購買調峰能(neng)力增加并網(wang)規模工(gong)作(zuo)(zuo)(zuo)開(kai)展全(quan)面評估(gu)(gu)。
