CSPPLAZA光熱發電網訊:1月5日(ri),甘肅省人民政府辦公廳發布關于(yu)印發甘肅省“十四(si)五”能源發展規(gui)劃的通知(簡稱(cheng)《通知》),多(duo)次提及光熱發電。


《通知(zhi)》明確了十(shi)四五時(shi)期甘肅能(neng)(neng)(neng)(neng)源(yuan)發(fa)展(zhan)目標(biao):到2025年,以(yi)新能(neng)(neng)(neng)(neng)源(yuan)為(wei)代表的(de)河西走廊清潔能(neng)(neng)(neng)(neng)源(yuan)基(ji)地可持續發(fa)展(zhan)能(neng)(neng)(neng)(neng)力(li)(li)全面提(ti)升,隴東綜合(he)(he)能(neng)(neng)(neng)(neng)源(yuan)基(ji)地建設取(qu)得重(zhong)要進展(zhan),以(yi)新能(neng)(neng)(neng)(neng)源(yuan)為(wei)主體(ti)的(de)新型電(dian)(dian)力(li)(li)系統基(ji)本(ben)建立,全省能(neng)(neng)(neng)(neng)源(yuan)生(sheng)(sheng)(sheng)產和(he)供應(ying)能(neng)(neng)(neng)(neng)力(li)(li)建設、煤電(dian)(dian)一(yi)體(ti)化發(fa)展(zhan)和(he)資源(yuan)綜合(he)(he)利用取(qu)得重(zhong)大(da)突破。可再生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)發(fa)電(dian)(dian)裝(zhuang)機(ji)占電(dian)(dian)力(li)(li)總裝(zhuang)機(ji)超過65%,非化石能(neng)(neng)(neng)(neng)源(yuan)占能(neng)(neng)(neng)(neng)源(yuan)消費總量(liang)(liang)比重(zhong)達(da)到30%,可再生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)發(fa)電(dian)(dian)量(liang)(liang)達(da)到全社會用電(dian)(dian)量(liang)(liang)的(de)60%左右。完成可再生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)電(dian)(dian)力(li)(li)消納責(ze)任(ren)權(quan)重(zhong)50%以(yi)上和(he)非水電(dian)(dian)可再生(sheng)(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)電(dian)(dian)力(li)(li)消納責(ze)任(ren)權(quan)重(zhong)23%目標(biao)任(ren)務(wu)。

如上表,到(dao)2025年甘肅光熱(re)發電裝機計(ji)劃由2020年的(de)16萬千瓦增長至2025年的(de)100萬千瓦,年均(jun)增長44.27%。


針對河西走廊(lang)新(xin)能(neng)源重(zhong)點開發(fa)(fa)(fa)區,“十四五”時期將充(chong)分發(fa)(fa)(fa)揮資源稟(bing)賦優勢,大力(li)發(fa)(fa)(fa)展(zhan)風電(dian)(dian)、光伏(fu)發(fa)(fa)(fa)電(dian)(dian)、太陽能(neng)光熱(re)發(fa)(fa)(fa)電(dian)(dian)等非化石能(neng)源電(dian)(dian)力(li),形成可再生能(neng)源多輪驅動的能(neng)源供應體(ti)系。支持酒(jiu)泉地區在(zai)千萬(wan)千瓦級風電(dian)(dian)基地的基礎上向特大型風電(dian)(dian)基地邁進,積(ji)極推進太陽能(neng)光熱(re)發(fa)(fa)(fa)電(dian)(dian)無補(bu)貼發(fa)(fa)(fa)展(zhan),形成風電(dian)(dian)、光伏(fu)發(fa)(fa)(fa)電(dian)(dian)、光熱(re)發(fa)(fa)(fa)電(dian)(dian)、儲能(neng)等融合發(fa)(fa)(fa)展(zhan)新(xin)格局。


《通知》指出(chu),要全面推進高質量新(xin)能(neng)源(yuan)(yuan)生產(chan)基(ji)地(di)建(jian)設。按照集中與(yu)分散并(bing)舉(ju)、打捆送出(chu)與(yu)就地(di)消納相結(jie)合的(de)原則,合理利用區域內風、光資源(yuan)(yuan),重(zhong)點推動建(jian)設以(yi)風電(dian)、太陽能(neng)發(fa)(fa)電(dian)為核(he)心的(de)新(xin)能(neng)源(yuan)(yuan)生產(chan)基(ji)地(di),著力增加(jia)風電(dian)、光伏發(fa)(fa)電(dian)、太陽能(neng)光熱發(fa)(fa)電(dian)等非(fei)化(hua)石能(neng)源(yuan)(yuan)供給,加(jia)快(kuai)構建(jian)多(duo)元互補的(de)新(xin)能(neng)源(yuan)(yuan)供應體系(xi)。


同時,要統籌推(tui)進風光(guang)(guang)(guang)熱(re)(re)(re)氣(qi)協調(diao)(diao)發(fa)展(zhan)(zhan)(zhan)(zhan)。推(tui)進太(tai)(tai)陽能(neng)(neng)光(guang)(guang)(guang)熱(re)(re)(re)發(fa)電(dian)(dian)與風光(guang)(guang)(guang)電(dian)(dian)協同發(fa)展(zhan)(zhan)(zhan)(zhan)。繼(ji)續深化完(wan)善太(tai)(tai)陽能(neng)(neng)光(guang)(guang)(guang)熱(re)(re)(re)發(fa)電(dian)(dian)資源(yuan)(yuan)(yuan)調(diao)(diao)查評(ping)價工作,建立(li)光(guang)(guang)(guang)熱(re)(re)(re)項(xiang)(xiang)目儲備庫,推(tui)動建設光(guang)(guang)(guang)熱(re)(re)(re)發(fa)電(dian)(dian)與光(guang)(guang)(guang)伏發(fa)電(dian)(dian)、風電(dian)(dian)互(hu)補調(diao)(diao)節的(de)風光(guang)(guang)(guang)熱(re)(re)(re)綜(zong)合可再生能(neng)(neng)源(yuan)(yuan)(yuan)發(fa)電(dian)(dian)基地。在(zai)資源(yuan)(yuan)(yuan)富集、建設條件優越的(de)敦煌、阿克塞、肅北(bei)、金塔(ta)、玉門、高臺、金川、民勤(qin)、古浪、景(jing)泰等地區謀劃(hua)實施“光(guang)(guang)(guang)熱(re)(re)(re)+風光(guang)(guang)(guang)電(dian)(dian)”一體(ti)化項(xiang)(xiang)目,增強自(zi)我調(diao)(diao)峰能(neng)(neng)力,實現光(guang)(guang)(guang)熱(re)(re)(re)項(xiang)(xiang)目無補貼(tie)發(fa)展(zhan)(zhan)(zhan)(zhan)。支持能(neng)(neng)源(yuan)(yuan)(yuan)企業攻堅太(tai)(tai)陽能(neng)(neng)光(guang)(guang)(guang)熱(re)(re)(re)發(fa)電(dian)(dian)關鍵技術(shu),為(wei)全國(guo)大(da)規(gui)模發(fa)展(zhan)(zhan)(zhan)(zhan)太(tai)(tai)陽能(neng)(neng)光(guang)(guang)(guang)熱(re)(re)(re)發(fa)電(dian)(dian)奠定(ding)堅實基礎。


此(ci)外,要(yao)加(jia)快(kuai)能(neng)(neng)(neng)源系(xi)統智能(neng)(neng)(neng)升級。推動(dong)儲能(neng)(neng)(neng)電(dian)(dian)站(zhan)(zhan)(zhan)、光(guang)熱電(dian)(dian)站(zhan)(zhan)(zhan)、虛擬電(dian)(dian)站(zhan)(zhan)(zhan)等示范工程(cheng)建設(she),加(jia)強多(duo)種能(neng)(neng)(neng)源與儲水、儲熱、儲氣設(she)施集成(cheng)互(hu)補,構建面向高比例可再生能(neng)(neng)(neng)源的(de)基礎(chu)設(she)施智能(neng)(neng)(neng)支(zhi)撐體系(xi)。


對外合作開放方面,要鼓勵(li)支(zhi)持(chi)光熱發(fa)電企業加大(da)研發(fa)力度,推動技術(shu)進步(bu)、成本降(jiang)低(di),持(chi)續推進光熱發(fa)電項目(mu)建(jian)設,為光熱發(fa)電企業“走出去”,拓(tuo)展海外市(shi)場創造條件。


鼓(gu)勵引導(dao)能(neng)源(yuan)技(ji)術(shu)突破和示范方(fang)面,要(yao)加強風(feng)電(dian)、光(guang)伏發(fa)電(dian)、光(guang)熱(re)發(fa)電(dian)、熔鹽儲(chu)熱(re)材料、智(zhi)能(neng)電(dian)網、儲(chu)能(neng)、制氫等關鍵技(ji)術(shu)研(yan)發(fa)與示范,推進多種能(neng)源(yuan)互補(bu)協調運行(xing)。加大對(dui)光(guang)熱(re)項目的(de)科(ke)研(yan)支(zhi)持力度(du),進一步推進光(guang)熱(re)發(fa)電(dian)產(chan)業技(ji)術(shu)創新(xin),形成光(guang)熱(re)發(fa)電(dian)產(chan)業技(ji)術(shu)創新(xin)基地(di)。鼓(gu)勵在金昌(chang)等地(di)建設綠(lv)氫產(chan)業示范園(yuan),打造(zao)風(feng)光(guang)氫儲(chu)一體(ti)化能(neng)源(yuan)供給中心(xin)。

甘肅省“十四(si)五”能源發展(zhan)規劃(hua)

能源(yuan)(yuan)是(shi)支(zhi)撐全(quan)省經濟(ji)社(she)會發展和(he)(he)民(min)生改善的(de)重要基礎,是(shi)促進經濟(ji)發展方式轉變和(he)(he)經濟(ji)結(jie)構(gou)調整的(de)重要抓(zhua)手,是(shi)實(shi)現“碳達(da)峰、碳中(zhong)和(he)(he)”目標的(de)重要領域。為(wei)深入推(tui)動能源(yuan)(yuan)革命(ming),加快構(gou)建清潔(jie)低碳、安全(quan)高(gao)效的(de)現代能源(yuan)(yuan)體系,根據《甘肅(su)省國(guo)民(min)經濟(ji)和(he)(he)社(she)會發展第(di)十(shi)四(si)個五年(nian)規劃(hua)和(he)(he)二○三五年(nian)遠景目標綱要》(甘政發〔2021〕18號)精神,結(jie)合實(shi)際,特制定本規劃(hua)。規劃(hua)期為(wei)2021—2025年(nian)。

一、規劃背景

我省(sheng)風(feng)(feng)能(neng)(neng)(neng)、太陽能(neng)(neng)(neng)、水能(neng)(neng)(neng)、煤(mei)炭、石油、天然(ran)氣等能(neng)(neng)(neng)源(yuan)(yuan)(yuan)種類齊(qi)全(quan)(quan)(quan)、資(zi)(zi)源(yuan)(yuan)(yuan)豐富(fu),是國(guo)(guo)家重(zhong)要的綜合能(neng)(neng)(neng)源(yuan)(yuan)(yuan)基地和陸上能(neng)(neng)(neng)源(yuan)(yuan)(yuan)輸送大通道,在國(guo)(guo)家能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)(fa)(fa)(fa)展戰略中(zhong)占有(you)重(zhong)要地位(wei)。新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)可(ke)開(kai)發(fa)(fa)(fa)(fa)量(liang)(liang)整體位(wei)居(ju)全(quan)(quan)(quan)國(guo)(guo)前(qian)列,主(zhu)要集中(zhong)在河西(xi)地區,開(kai)發(fa)(fa)(fa)(fa)條件較(jiao)好,根據中(zhong)國(guo)(guo)氣象局2020年(nian)資(zi)(zi)源(yuan)(yuan)(yuan)評估成果,全(quan)(quan)(quan)國(guo)(guo)風(feng)(feng)能(neng)(neng)(neng)技(ji)術(shu)開(kai)發(fa)(fa)(fa)(fa)量(liang)(liang)99億(yi)千瓦,其中(zhong)我省(sheng)5.6億(yi)千瓦,全(quan)(quan)(quan)國(guo)(guo)排(pai)(pai)名第(di)4,隨著低風(feng)(feng)速風(feng)(feng)機普及利用,風(feng)(feng)資(zi)(zi)源(yuan)(yuan)(yuan)開(kai)發(fa)(fa)(fa)(fa)量(liang)(liang)還將進一步提(ti)升;全(quan)(quan)(quan)國(guo)(guo)光伏發(fa)(fa)(fa)(fa)電技(ji)術(shu)開(kai)發(fa)(fa)(fa)(fa)量(liang)(liang)1287億(yi)千瓦,其中(zhong)我省(sheng)95億(yi)千瓦,全(quan)(quan)(quan)國(guo)(guo)排(pai)(pai)名第(di)5,開(kai)發(fa)(fa)(fa)(fa)利用空間巨大。煤(mei)炭探(tan)(tan)明(ming)資(zi)(zi)源(yuan)(yuan)(yuan)儲(chu)量(liang)(liang)291.74億(yi)噸,保有(you)資(zi)(zi)源(yuan)(yuan)(yuan)儲(chu)量(liang)(liang)278.34億(yi)噸;石油剩(sheng)余探(tan)(tan)明(ming)技(ji)術(shu)可(ke)采儲(chu)量(liang)(liang)3.83億(yi)噸,全(quan)(quan)(quan)國(guo)(guo)排(pai)(pai)名第(di)4;天然(ran)氣剩(sheng)余探(tan)(tan)明(ming)技(ji)術(shu)可(ke)采儲(chu)量(liang)(liang)581.05億(yi)立(li)方米(mi),全(quan)(quan)(quan)國(guo)(guo)排(pai)(pai)名第(di)13。

“十三五”以來,我(wo)省(sheng)深入實(shi)施“四(si)個革命、一個合(he)作”能(neng)(neng)(neng)源(yuan)安(an)全(quan)新戰略,能(neng)(neng)(neng)源(yuan)資源(yuan)配置不(bu)斷優化,綜合(he)性能(neng)(neng)(neng)源(yuan)通道能(neng)(neng)(neng)力(li)(li)不(bu)斷加強,多元能(neng)(neng)(neng)源(yuan)安(an)全(quan)供應體系基(ji)本(ben)建成,能(neng)(neng)(neng)源(yuan)消納(na)能(neng)(neng)(neng)力(li)(li)顯著提(ti)升(sheng),能(neng)(neng)(neng)源(yuan)體制(zhi)改革穩步推進,能(neng)(neng)(neng)源(yuan)發展質量和(he)效益不(bu)斷提(ti)高,為全(quan)省(sheng)經(jing)濟社會發展提(ti)供了有力(li)(li)支撐。

能(neng)(neng)源結構(gou)(gou)持續(xu)優化升級。全(quan)省煤(mei)炭生產(chan)占一(yi)次能(neng)(neng)源生產(chan)總量比重逐年(nian)(nian)下降,非化石(shi)能(neng)(neng)源供給能(neng)(neng)力(li)不(bu)斷(duan)提(ti)(ti)升。截至2020年(nian)(nian)底,全(quan)省風電裝(zhuang)(zhuang)(zhuang)機(ji)(ji)1373萬(wan)(wan)千瓦(wa),占全(quan)國(guo)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)的4.9%;光伏(fu)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)982萬(wan)(wan)千瓦(wa),占全(quan)國(guo)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)的3.9%。新(xin)能(neng)(neng)源裝(zhuang)(zhuang)(zhuang)機(ji)(ji)占全(quan)省電力(li)裝(zhuang)(zhuang)(zhuang)機(ji)(ji)的42%,居(ju)全(quan)國(guo)前列。隨著(zhu)酒(jiu)泉至湖南(nan)±800千伏(fu)特高(gao)壓直(zhi)流(liu)輸電工程的建(jian)(jian)成,綠(lv)色新(xin)能(neng)(neng)源電力(li)通過酒(jiu)湖直(zhi)流(liu)以(yi)及交流(liu)通道跨區外(wai)送(song)電量顯著(zhu)增(zeng)長(chang),2020年(nian)(nian)全(quan)年(nian)(nian)外(wai)送(song)電量520億千瓦(wa)時(shi),其(qi)中(zhong)新(xin)能(neng)(neng)源外(wai)送(song)電量達146億千瓦(wa)時(shi),占比28%。“十三五”期間(jian)通過政策引(yin)導關閉退出小煤(mei)礦(kuang)100處(chu),淘汰落后煤(mei)炭產(chan)能(neng)(neng)1400萬(wan)(wan)噸,基本(ben)淘汰30萬(wan)(wan)噸/年(nian)(nian)以(yi)下煤(mei)礦(kuang),煤(mei)炭產(chan)業結構(gou)(gou)進一(yi)步優化,產(chan)業集中(zhong)度(du)不(bu)斷(duan)提(ti)(ti)高(gao),轉(zhuan)型(xing)升級取得(de)實質性進展。煤(mei)炭清潔生產(chan)水平(ping)不(bu)斷(duan)提(ti)(ti)高(gao),建(jian)(jian)成選煤(mei)廠6處(chu),洗選能(neng)(neng)力(li)達到2880萬(wan)(wan)噸/年(nian)(nian),入洗率75%。

新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)消納(na)能(neng)(neng)力顯著提升。2016年(nian)國家批復我省開展可再(zai)生能(neng)(neng)源(yuan)(yuan)(yuan)就近消納(na)試點、建設新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)綜合示范(fan)區后,我省相繼出臺《甘(gan)(gan)肅省新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)消納(na)實施方(fang)案》《甘(gan)(gan)肅省解(jie)決棄(qi)(qi)風(feng)棄(qi)(qi)光問題專項(xiang)行(xing)動方(fang)案》《甘(gan)(gan)肅省實施能(neng)(neng)源(yuan)(yuan)(yuan)結構調整三年(nian)行(xing)動方(fang)案》等(deng)一(yi)系列政策措施,大力推進(jin)直(zhi)購電(dian)交易、新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)替代(dai)(dai)自備(bei)電(dian)廠發(fa)電(dian),加(jia)快建設敦(dun)煌100%可再(zai)生能(neng)(neng)源(yuan)(yuan)(yuan)利(li)用城市、清(qing)潔能(neng)(neng)源(yuan)(yuan)(yuan)供暖和電(dian)能(neng)(neng)替代(dai)(dai)等(deng)示范(fan)工程,全力破解(jie)新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)消納(na)瓶頸(jing),棄(qi)(qi)風(feng)、棄(qi)(qi)光率分別(bie)由最高(gao)時的43%、30%下降至2020年(nian)的6%、2%,基本(ben)完成了(le)國家確定的新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)消納(na)目標要求(qiu)。

清潔能(neng)(neng)(neng)源(yuan)項(xiang)目(mu)建設取得突(tu)破。“十三五”以來(lai),國(guo)家(jia)(jia)能(neng)(neng)(neng)源(yuan)局積極支持我(wo)省利用(yong)資源(yuan)稟賦(fu)和產業(ye)基礎優勢(shi),開展一(yi)系列國(guo)家(jia)(jia)新(xin)能(neng)(neng)(neng)源(yuan)示(shi)(shi)范項(xiang)目(mu)建設,鞏固提升國(guo)家(jia)(jia)新(xin)能(neng)(neng)(neng)源(yuan)基地(di)的地(di)位。首航節(jie)能(neng)(neng)(neng)敦煌10萬千瓦熔鹽塔(ta)式光熱(re)發(fa)電(dian)(dian)(dian)示(shi)(shi)范項(xiang)目(mu)、敦煌大(da)成(cheng)(cheng)5萬千瓦熔鹽線性菲涅爾式光熱(re)發(fa)電(dian)(dian)(dian)示(shi)(shi)范項(xiang)目(mu)、中核(he)匯能(neng)(neng)(neng)甘(gan)肅礦區黑崖子5萬千瓦平(ping)價風電(dian)(dian)(dian)示(shi)(shi)范項(xiang)目(mu)、網域(yu)大(da)規模720兆瓦時電(dian)(dian)(dian)池儲能(neng)(neng)(neng)電(dian)(dian)(dian)站(zhan)試驗示(shi)(shi)范項(xiang)目(mu)等多個新(xin)能(neng)(neng)(neng)源(yuan)示(shi)(shi)范項(xiang)目(mu)成(cheng)(cheng)為全國(guo)首例(li),新(xin)能(neng)(neng)(neng)源(yuan)綜合示(shi)(shi)范區建設成(cheng)(cheng)效(xiao)逐步顯(xian)現(xian)。

電(dian)(dian)網(wang)(wang)(wang)網(wang)(wang)(wang)架結(jie)構(gou)(gou)不斷強(qiang)化。“十三五”期間,建成首條以輸(shu)(shu)送(song)新能源(yuan)為主(zhu)的(de)特高壓直(zhi)流輸(shu)(shu)電(dian)(dian)通(tong)道,跨省(sheng)區(qu)外(wai)送(song)電(dian)(dian)量連年(nian)增長。我省(sheng)電(dian)(dian)網(wang)(wang)(wang)已通(tong)過18回(hui)750千(qian)(qian)(qian)伏(fu)線(xian)路(lu)與寧夏、青海(hai)、新疆和陜(shan)西(xi)(xi)(xi)(xi)電(dian)(dian)網(wang)(wang)(wang)聯(lian)網(wang)(wang)(wang)運行,輸(shu)(shu)電(dian)(dian)能力由2016年(nian)的(de)1400萬(wan)千(qian)(qian)(qian)瓦提高到目前的(de)2300萬(wan)千(qian)(qian)(qian)瓦,形成了(le)東聯(lian)陜(shan)西(xi)(xi)(xi)(xi)、北(bei)通(tong)寧夏、西(xi)(xi)(xi)(xi)接青海(hai)、西(xi)(xi)(xi)(xi)北(bei)延至(zhi)新疆的(de)電(dian)(dian)網(wang)(wang)(wang)結(jie)構(gou)(gou),電(dian)(dian)力電(dian)(dian)量交換(huan)能力顯著(zhu)提升,進(jin)一步鞏固了(le)在西(xi)(xi)(xi)(xi)北(bei)電(dian)(dian)網(wang)(wang)(wang)中“坐中四連”的(de)樞紐地位。省(sheng)內主(zhu)網(wang)(wang)(wang)架實現(xian)了(le)從(cong)(cong)330千(qian)(qian)(qian)伏(fu)到750千(qian)(qian)(qian)伏(fu)的(de)跨越(yue)升級(ji),形成了(le)以蘭州、白銀為核心(xin),東西(xi)(xi)(xi)(xi)延伸、南北(bei)拓展的(de)750千(qian)(qian)(qian)伏(fu)高電(dian)(dian)壓等級(ji)網(wang)(wang)(wang)架結(jie)構(gou)(gou),從(cong)(cong)酒泉自西(xi)(xi)(xi)(xi)向東的(de)三回(hui)750千(qian)(qian)(qian)伏(fu)線(xian)路(lu)成為河(he)西(xi)(xi)(xi)(xi)新能源(yuan)“西(xi)(xi)(xi)(xi)電(dian)(dian)東送(song)”的(de)重(zhong)要保障通(tong)道。

油氣(qi)生產(chan)供應保障能力持續增強。油氣(qi)勘(kan)探開發取得重大(da)突破(po),隴東地區勘(kan)探發現(xian)省內首個(ge)大(da)氣(qi)田和國內探明(ming)(ming)儲量(liang)(liang)最大(da)的(de)頁巖油大(da)油田,新增天(tian)然氣(qi)探明(ming)(ming)儲量(liang)(liang)319億立(li)方米,石(shi)油探明(ming)(ming)儲量(liang)(liang)5億噸(dun)。原(yuan)油產(chan)量(liang)(liang)穩步增長,天(tian)然氣(qi)產(chan)量(liang)(liang)快速(su)增加。2020年全省原(yuan)油產(chan)量(liang)(liang)969萬噸(dun),天(tian)然氣(qi)產(chan)量(liang)(liang)3.9億立(li)方米;累(lei)計形成儲氣(qi)能力0.84億立(li)方米。

能源領域體制改(gai)革有(you)(you)序(xu)推(tui)進(jin)(jin)。深入(ru)推(tui)進(jin)(jin)首批電(dian)(dian)力現貨市(shi)(shi)場(chang)(chang)試(shi)點,率(lv)先開展省間現貨交(jiao)(jiao)(jiao)易。規范(fan)完善電(dian)(dian)力市(shi)(shi)場(chang)(chang)建(jian)設(she)與運行,有(you)(you)序(xu)推(tui)進(jin)(jin)電(dian)(dian)力直接(jie)交(jiao)(jiao)(jiao)易、跨省區交(jiao)(jiao)(jiao)易、合(he)同(tong)電(dian)(dian)量轉(zhuan)讓交(jiao)(jiao)(jiao)易等中(zhong)長期交(jiao)(jiao)(jiao)易市(shi)(shi)場(chang)(chang)建(jian)設(she)。組建(jian)甘肅省電(dian)(dian)力交(jiao)(jiao)(jiao)易中(zhong)心和電(dian)(dian)力市(shi)(shi)場(chang)(chang)管(guan)理委(wei)員會,逐步有(you)(you)序(xu)放(fang)開發(fa)用電(dian)(dian)計(ji)劃,試(shi)點推(tui)進(jin)(jin)售電(dian)(dian)側改(gai)革。支(zhi)持民營企業參與天(tian)然氣管(guan)道建(jian)設(she)。

能源扶(fu)貧(pin)惠(hui)民工(gong)程(cheng)成效顯著。“十三五(wu)”以來,累(lei)計投資52億元實施農村(cun)(cun)電(dian)網(wang)改造(zao)工(gong)程(cheng),加快補齊農村(cun)(cun)電(dian)網(wang)短板。“一(yi)區一(yi)州”和18個深度(du)貧(pin)困(kun)縣脫貧(pin)攻堅(jian)電(dian)網(wang)建設(she)任(ren)務提前竣工(gong),大(da)電(dian)網(wang)延(yan)伸范圍內實現(xian)戶(hu)戶(hu)通電(dian)、村(cun)(cun)村(cun)(cun)通動(dong)力(li)電(dian)。深入實施光伏扶(fu)貧(pin)工(gong)程(cheng),建設(she)光伏扶(fu)貧(pin)項目規模127.6萬(wan)千瓦,惠(hui)及(ji)3896個建檔立卡貧(pin)困(kun)村(cun)(cun)、18.92萬(wan)建檔立卡貧(pin)困(kun)戶(hu),一(yi)大(da)批(pi)貧(pin)困(kun)村(cun)(cun)村(cun)(cun)集體(ti)經濟收(shou)入實現(xian)“零”的突破,為(wei)產業基礎薄弱(ruo)地區探(tan)索了一(yi)條脫貧(pin)發展(zhan)的新(xin)路子(zi),奠定了鄉(xiang)村(cun)(cun)振興的堅(jian)實基礎。



(二)發(fa)展環境

世界能(neng)(neng)(neng)(neng)源(yuan)清(qing)(qing)(qing)潔低碳發(fa)展趨勢明(ming)顯,為我(wo)省建設現(xian)代(dai)能(neng)(neng)(neng)(neng)源(yuan)體系指明(ming)方(fang)(fang)向(xiang)。世界上主要(yao)國(guo)(guo)家把清(qing)(qing)(qing)潔低碳作為保障能(neng)(neng)(neng)(neng)源(yuan)安全、引領技(ji)(ji)術(shu)創新的重要(yao)方(fang)(fang)面,推動(dong)全球能(neng)(neng)(neng)(neng)源(yuan)供(gong)需體系向(xiang)低碳化(hua)(hua)、無碳化(hua)(hua)加快(kuai)轉(zhuan)型(xing),能(neng)(neng)(neng)(neng)源(yuan)開發(fa)方(fang)(fang)式(shi)向(xiang)集中式(shi)與分散式(shi)并(bing)重轉(zhuan)變,利用技(ji)(ji)術(shu)向(xiang)自動(dong)化(hua)(hua)智能(neng)(neng)(neng)(neng)化(hua)(hua)轉(zhuan)變。從我(wo)國(guo)(guo)“十四(si)五(wu)”能(neng)(neng)(neng)(neng)源(yuan)發(fa)展形勢看,煤(mei)炭(tan)(tan)、石(shi)油增速不斷放緩,天然氣、非化(hua)(hua)石(shi)能(neng)(neng)(neng)(neng)源(yuan)等發(fa)展迅(xun)速,這為我(wo)省優化(hua)(hua)煤(mei)炭(tan)(tan)生產(chan)布局、推進煤(mei)炭(tan)(tan)清(qing)(qing)(qing)潔高效(xiao)利用、大力發(fa)展清(qing)(qing)(qing)潔能(neng)(neng)(neng)(neng)源(yuan)、加快(kuai)電能(neng)(neng)(neng)(neng)替代(dai)、構建現(xian)代(dai)能(neng)(neng)(neng)(neng)源(yuan)體系指明(ming)了方(fang)(fang)向(xiang)。

我國“碳(tan)(tan)達(da)(da)峰(feng)、碳(tan)(tan)中(zhong)和(he)(he)”戰略目(mu)標(biao),為我省壯大清潔能(neng)源(yuan)(yuan)(yuan)產業帶來(lai)新(xin)機遇(yu)。2020年(nian)9月(yue)和(he)(he)12月(yue),習近平總(zong)書記(ji)先后(hou)提出了“二氧化碳(tan)(tan)排放力(li)爭于2030年(nian)前(qian)達(da)(da)到峰(feng)值,努力(li)爭取2060年(nian)前(qian)實現碳(tan)(tan)中(zhong)和(he)(he)”“到2030年(nian),風電、太陽(yang)能(neng)發電總(zong)裝機容量將(jiang)達(da)(da)到12億千瓦以上”的目(mu)標(biao)要(yao)求。當前(qian)化石(shi)能(neng)源(yuan)(yuan)(yuan)仍(reng)是(shi)我國碳(tan)(tan)排放的主要(yao)來(lai)源(yuan)(yuan)(yuan),“碳(tan)(tan)達(da)(da)峰(feng)、碳(tan)(tan)中(zhong)和(he)(he)”目(mu)標(biao)將(jiang)加速能(neng)源(yuan)(yuan)(yuan)消費結構(gou)調整和(he)(he)清潔能(neng)源(yuan)(yuan)(yuan)利用比重提升。隨(sui)著風電、光伏發電等可再(zai)生能(neng)源(yuan)(yuan)(yuan)及(ji)儲能(neng)使(shi)用成本降低,可再(zai)生能(neng)源(yuan)(yuan)(yuan)在一次能(neng)源(yuan)(yuan)(yuan)供應中(zhong)的競爭力(li)不斷增(zeng)強,為我省利用資源(yuan)(yuan)(yuan)稟賦加快發展新(xin)能(neng)源(yuan)(yuan)(yuan)帶來(lai)新(xin)的機遇(yu)。

國家重(zhong)大(da)區(qu)域發(fa)展戰略的實(shi)施(shi),為(wei)我(wo)(wo)省(sheng)能(neng)源(yuan)產業發(fa)展提(ti)供重(zhong)要(yao)(yao)政策支(zhi)撐。國家出(chu)臺《關于新時代(dai)推(tui)進(jin)西(xi)部大(da)開(kai)(kai)發(fa)形成(cheng)新格局的指導意見》《黃河(he)流域生態保護(hu)和(he)高質量(liang)發(fa)展規劃綱要(yao)(yao)》,明(ming)確優先安(an)排西(xi)部地區(qu)就地加工轉(zhuan)化能(neng)源(yuan)資源(yuan)開(kai)(kai)發(fa)利用項目,推(tui)動(dong)煤炭(tan)清潔生產與智(zhi)能(neng)高效開(kai)(kai)采,繼續加大(da)西(xi)電(dian)東送(song)等(deng)跨省(sheng)區(qu)重(zhong)點輸(shu)電(dian)通(tong)道建(jian)(jian)設,提(ti)升清潔電(dian)力輸(shu)送(song)能(neng)力;推(tui)動(dong)甘(gan)肅(su)隴東等(deng)重(zhong)要(yao)(yao)能(neng)源(yuan)基地高質量(liang)發(fa)展,支(zhi)持(chi)甘(gan)肅(su)等(deng)風能(neng)、太陽(yang)能(neng)豐富地區(qu)構建(jian)(jian)風光水多(duo)能(neng)互補系統(tong),加大(da)甘(gan)肅(su)等(deng)省(sheng)區(qu)清潔能(neng)源(yuan)消納外送(song)能(neng)力和(he)保障機制建(jian)(jian)設力度等(deng)一系列(lie)政策舉措,為(wei)我(wo)(wo)省(sheng)能(neng)源(yuan)發(fa)展提(ti)供了重(zhong)要(yao)(yao)支(zhi)撐。

同時,發(fa)(fa)展不(bu)(bu)(bu)平衡不(bu)(bu)(bu)充分依然(ran)是我省能源(yuan)(yuan)發(fa)(fa)展面臨(lin)的主要(yao)矛盾。在能源(yuan)(yuan)消(xiao)費增速由高(gao)速向中低(di)速轉變的過(guo)程中,受(shou)內外部市場消(xiao)費水平降低(di)等因素的影(ying)響,實現能源(yuan)(yuan)穩定(ding)發(fa)(fa)展的不(bu)(bu)(bu)確(que)定(ding)因素增多(duo);風電(dian)和光伏發(fa)(fa)電(dian)固有的間歇(xie)性(xing)(xing)和波動性(xing)(xing)給電(dian)力(li)(li)系(xi)統穩定(ding)運(yun)行(xing)帶來挑戰,調峰能力(li)(li)短板(ban)突出,電(dian)力(li)(li)系(xi)統靈活(huo)性(xing)(xing)亟(ji)待提升(sheng);大規模新(xin)能源(yuan)(yuan)開發(fa)(fa)與電(dian)網(wang)安全、輸送消(xiao)納之間的關系(xi)還需要(yao)進一步協調,電(dian)網(wang)的輸配(pei)電(dian)能力(li)(li)和智(zhi)能化水平還有待提高(gao);煤(mei)(mei)炭供(gong)(gong)需不(bu)(bu)(bu)平衡的問(wen)(wen)題依然(ran)存(cun)在,河西地區缺煤(mei)(mei)與隴東煤(mei)(mei)炭外運(yun)通道不(bu)(bu)(bu)暢問(wen)(wen)題并(bing)存(cun),時段性(xing)(xing)煤(mei)(mei)炭供(gong)(gong)應緊張并(bing)未根本解決;油氣資源(yuan)(yuan)勘探(tan)開發(fa)(fa)投入(ru)不(bu)(bu)(bu)足(zu),冬季天(tian)然(ran)氣保(bao)障能力(li)(li)不(bu)(bu)(bu)足(zu)。

——優化結構,綠色發(fa)展。堅持(chi)能(neng)源(yuan)(yuan)供(gong)給(gei)(gei)革命,大力(li)發(fa)展新能(neng)源(yuan)(yuan)和可再生能(neng)源(yuan)(yuan),優化能(neng)源(yuan)(yuan)供(gong)給(gei)(gei)結構,形(xing)成(cheng)多元化的能(neng)源(yuan)(yuan)供(gong)給(gei)(gei)體系,提高非化石能(neng)源(yuan)(yuan)比重。優化化石能(neng)源(yuan)(yuan)開發(fa)利用,大力(li)推動煤炭清(qing)潔(jie)高效利用,推動清(qing)潔(jie)能(neng)源(yuan)(yuan)對傳統化石能(neng)源(yuan)(yuan)的替代。

(四)發(fa)展目標(biao)

到(dao)2025年,以新能(neng)(neng)(neng)源(yuan)為代表的河西走廊清潔能(neng)(neng)(neng)源(yuan)基地可持續發(fa)展(zhan)能(neng)(neng)(neng)力(li)全(quan)面提升,隴東綜(zong)合(he)能(neng)(neng)(neng)源(yuan)基地建(jian)(jian)設取得(de)重要(yao)進展(zhan),以新能(neng)(neng)(neng)源(yuan)為主(zhu)體(ti)的新型電(dian)(dian)力(li)系統基本建(jian)(jian)立,全(quan)省能(neng)(neng)(neng)源(yuan)生(sheng)產和供應能(neng)(neng)(neng)力(li)建(jian)(jian)設、煤(mei)電(dian)(dian)一體(ti)化發(fa)展(zhan)和資源(yuan)綜(zong)合(he)利(li)用取得(de)重大突(tu)破(po)。全(quan)省能(neng)(neng)(neng)源(yuan)自(zi)給有(you)余,形成(cheng)規(gui)模化電(dian)(dian)力(li)和成(cheng)品油外送(song)發(fa)展(zhan)格(ge)局(ju)。

——能源供給(gei)能力(li)持(chi)續增強。到2025年,全省能源生產(chan)(chan)總量(liang)達到12447萬(wan)噸(dun)標準煤,其中煤炭產(chan)(chan)量(liang)7000萬(wan)噸(dun)、原油產(chan)(chan)量(liang)1140萬(wan)噸(dun)、天然氣產(chan)(chan)量(liang)20億(yi)立(li)方(fang)米;電力(li)裝機規模達到12680萬(wan)千瓦(wa)。

——能(neng)(neng)源清潔化水平明顯提(ti)高(gao)。可再生(sheng)能(neng)(neng)源發(fa)電(dian)裝(zhuang)機(ji)(ji)占電(dian)力總裝(zhuang)機(ji)(ji)超過65%,非化石能(neng)(neng)源占能(neng)(neng)源消費總量比重(zhong)達(da)到30%,可再生(sheng)能(neng)(neng)源發(fa)電(dian)量達(da)到全社會用電(dian)量的60%左右。完(wan)成可再生(sheng)能(neng)(neng)源電(dian)力消納(na)責(ze)任權重(zhong)50%以上和非水電(dian)可再生(sheng)能(neng)(neng)源電(dian)力消納(na)責(ze)任權重(zhong)23%目(mu)標任務。

——能(neng)(neng)源(yuan)能(neng)(neng)效水(shui)平穩步提(ti)升(sheng)。單位GDP二氧(yang)化碳排放強度和能(neng)(neng)耗(hao)強度持(chi)續(xu)下(xia)(xia)降,完成國家下(xia)(xia)達目(mu)標(biao)任務。能(neng)(neng)源(yuan)行(xing)業(ye)綠色發展水(shui)平顯(xian)著提(ti)升(sheng),工業(ye)用(yong)能(neng)(neng)效率不斷提(ti)高,建筑交(jiao)通節能(neng)(neng)全面推進,城(cheng)鄉居民用(yong)能(neng)(neng)水(shui)平明顯(xian)改(gai)善。



三、發(fa)展布(bu)局

“十(shi)四五”時(shi)期,能(neng)(neng)源(yuan)(yuan)(yuan)發(fa)(fa)展(zhan)要突出(chu)構建(jian)現代能(neng)(neng)源(yuan)(yuan)(yuan)多(duo)元供(gong)給體系,立足(zu)能(neng)(neng)源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)稟賦和發(fa)(fa)展(zhan)條件,面向省內外能(neng)(neng)源(yuan)(yuan)(yuan)市(shi)場需求,以深化能(neng)(neng)源(yuan)(yuan)(yuan)領域供(gong)給側結(jie)構性改革為(wei)重點,推動可再(zai)生能(neng)(neng)源(yuan)(yuan)(yuan)持續(xu)快速發(fa)(fa)展(zhan),強化煤炭和油氣綠色(se)高(gao)效開采,統籌能(neng)(neng)源(yuan)(yuan)(yuan)和產業融合協調發(fa)(fa)展(zhan),增強能(neng)(neng)源(yuan)(yuan)(yuan)發(fa)(fa)展(zhan)的整體協調性和供(gong)應(ying)的穩定性,協調推進不同區(qu)域各具特色(se)的能(neng)(neng)源(yuan)(yuan)(yuan)開發(fa)(fa)、運輸和加工利用,形成優勢互(hu)補、輸轉通暢的能(neng)(neng)源(yuan)(yuan)(yuan)發(fa)(fa)展(zhan)格局(ju)。

(一(yi))河西走廊新能源重點開發區

河(he)西(xi)走廊是全(quan)省乃(nai)至全(quan)國(guo)風(feng)能(neng)(neng)(neng)資源(yuan)(yuan)和太陽能(neng)(neng)(neng)資源(yuan)(yuan)最豐富的地(di)區(qu)之(zhi)一,建設大型平價風(feng)光(guang)(guang)(guang)電(dian)(dian)基(ji)地(di)的條件得天(tian)獨(du)厚(hou)。“十四五”時期(qi),充分(fen)發(fa)揮資源(yuan)(yuan)稟賦優勢(shi),大力(li)(li)發(fa)展風(feng)電(dian)(dian)、光(guang)(guang)(guang)伏(fu)(fu)發(fa)電(dian)(dian)、太陽能(neng)(neng)(neng)光(guang)(guang)(guang)熱(re)發(fa)電(dian)(dian)等(deng)非化石(shi)能(neng)(neng)(neng)源(yuan)(yuan)電(dian)(dian)力(li)(li),形(xing)成(cheng)(cheng)可再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)多輪(lun)驅動的能(neng)(neng)(neng)源(yuan)(yuan)供應體系。推(tui)進風(feng)光(guang)(guang)(guang)電(dian)(dian)低價上(shang)網,進一步提高可再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)發(fa)電(dian)(dian)規模和比重,使可再(zai)生能(neng)(neng)(neng)源(yuan)(yuan)成(cheng)(cheng)為區(qu)域內主(zhu)要(yao)電(dian)(dian)源(yuan)(yuan),逐步建成(cheng)(cheng)支(zhi)(zhi)撐新(xin)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)電(dian)(dian)的電(dian)(dian)力(li)(li)系統,推(tui)動風(feng)電(dian)(dian)、光(guang)(guang)(guang)伏(fu)(fu)發(fa)電(dian)(dian)引領未來電(dian)(dian)力(li)(li)供應增(zeng)長。支(zhi)(zhi)持酒泉地(di)區(qu)在(zai)千(qian)萬千(qian)瓦級風(feng)電(dian)(dian)基(ji)地(di)的基(ji)礎(chu)上(shang)向特大型風(feng)電(dian)(dian)基(ji)地(di)邁進,積極(ji)推(tui)進太陽能(neng)(neng)(neng)光(guang)(guang)(guang)熱(re)發(fa)電(dian)(dian)無補貼(tie)發(fa)展,形(xing)成(cheng)(cheng)風(feng)電(dian)(dian)、光(guang)(guang)(guang)伏(fu)(fu)發(fa)電(dian)(dian)、光(guang)(guang)(guang)熱(re)發(fa)電(dian)(dian)、儲能(neng)(neng)(neng)等(deng)融合發(fa)展新(xin)格局。打造金(昌)張(掖)武(威)千(qian)萬千(qian)瓦級風(feng)光(guang)(guang)(guang)電(dian)(dian)基(ji)地(di),建成(cheng)(cheng)河(he)西(xi)第二條特高壓直流輸送通(tong)道,加快隴電(dian)(dian)入滬工程前(qian)期(qi)論證。聚焦(jiao)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)關(guan)鍵技術,強化產(chan)(chan)學研用協調聯(lian)動,構建完整產(chan)(chan)業(ye)鏈條,形(xing)成(cheng)(cheng)輻射絲(si)綢之(zhi)路沿線省區(qu)及國(guo)家的產(chan)(chan)業(ye)集群(qun)。

(二)隴東(dong)和東(dong)南部多能互補綜合能源開發利用區(qu)

這(zhe)一地(di)(di)(di)區(qu)包(bao)括(kuo)隴(long)(long)東(dong)(dong)平(ping)涼、慶陽兩(liang)市(shi)和(he)東(dong)(dong)南部天(tian)水、隴(long)(long)南兩(liang)市(shi),其中隴(long)(long)東(dong)(dong)地(di)(di)(di)區(qu)是(shi)鄂爾多斯國家能(neng)源(yuan)(yuan)戰略基地(di)(di)(di)的(de)(de)重要組成(cheng)部分,化(hua)石(shi)能(neng)源(yuan)(yuan)資源(yuan)(yuan)儲量豐(feng)富,是(shi)全省煤炭、石(shi)油(you)、天(tian)然氣資源(yuan)(yuan)稟賦存量最大(da)的(de)(de)區(qu)域,勘探開(kai)發(fa)(fa)(fa)利(li)(li)用的(de)(de)前景廣闊(kuo)、潛力巨大(da),且(qie)具備風能(neng)資源(yuan)(yuan)開(kai)發(fa)(fa)(fa)建(jian)設的(de)(de)條件,建(jian)設隴(long)(long)東(dong)(dong)綜合(he)能(neng)源(yuan)(yuan)基地(di)(di)(di)條件優(you)(you)越。“十四五(wu)”時期,隴(long)(long)東(dong)(dong)地(di)(di)(di)區(qu)要以建(jian)設國家大(da)型能(neng)源(yuan)(yuan)基地(di)(di)(di)為重點(dian),加快建(jian)設隴(long)(long)東(dong)(dong)特高(gao)壓直流輸(shu)電(dian)工(gong)程及配套電(dian)源(yuan)(yuan),逐步提升新能(neng)源(yuan)(yuan)輸(shu)送比(bi)例。以煤炭綠色開(kai)發(fa)(fa)(fa)、煤電(dian)清潔高(gao)效生產、石(shi)油(you)天(tian)然氣勘探開(kai)發(fa)(fa)(fa)為主(zhu),全力推(tui)進(jin)隴(long)(long)東(dong)(dong)綜合(he)能(neng)源(yuan)(yuan)基地(di)(di)(di)建(jian)設。進(jin)一步加強省內(nei)東(dong)(dong)部和(he)東(dong)(dong)南部地(di)(di)(di)區(qu)間能(neng)源(yuan)(yuan)合(he)作,加快形成(cheng)面(mian)向西南地(di)(di)(di)區(qu)的(de)(de)能(neng)源(yuan)(yuan)輸(shu)送通道,實現優(you)(you)勢互(hu)補。天(tian)水市(shi)、隴(long)(long)南市(shi)要承(cheng)接煤炭資源(yuan)(yuan)異地(di)(di)(di)轉化(hua)利(li)(li)用,有序發(fa)(fa)(fa)展(zhan)風電(dian)、光(guang)伏發(fa)(fa)(fa)電(dian)等非化(hua)石(shi)能(neng)源(yuan)(yuan)和(he)抽(chou)水蓄能(neng),形成(cheng)清潔能(neng)源(yuan)(yuan)、煤炭資源(yuan)(yuan)綜合(he)利(li)(li)用發(fa)(fa)(fa)展(zhan)格局。

(三)中部(bu)(bu)和(he)中南部(bu)(bu)能(neng)源融合創新(xin)區

這一(yi)地區包括(kuo)蘭州(zhou)(zhou)市(shi)(shi)、白(bai)銀(yin)(yin)市(shi)(shi)、定(ding)西(xi)市(shi)(shi)、臨(lin)夏州(zhou)(zhou)、甘(gan)南州(zhou)(zhou)、蘭州(zhou)(zhou)新(xin)(xin)區。蘭州(zhou)(zhou)市(shi)(shi)、白(bai)銀(yin)(yin)市(shi)(shi)、蘭州(zhou)(zhou)新(xin)(xin)區是我省能(neng)(neng)(neng)(neng)源消(xiao)費(fei)相(xiang)對集中(zhong)的地區,科(ke)研(yan)院(yuan)所集中(zhong),能(neng)(neng)(neng)(neng)源技(ji)術(shu)創(chuang)新(xin)(xin)研(yan)發基(ji)礎好,具備能(neng)(neng)(neng)(neng)源產業融(rong)合創(chuang)新(xin)(xin)示(shi)范的條件,“十四五”時期要大力發展(zhan)分散式風(feng)(feng)電(dian)、分布(bu)式光(guang)伏發電(dian),形成分布(bu)式與(yu)集中(zhong)式相(xiang)互融(rong)合的新(xin)(xin)能(neng)(neng)(neng)(neng)源發展(zhan)格局;加(jia)強(qiang)能(neng)(neng)(neng)(neng)源儲(chu)(chu)(chu)備與(yu)應急(ji)能(neng)(neng)(neng)(neng)力建(jian)設(she)(she),提高(gao)石(shi)油儲(chu)(chu)(chu)備能(neng)(neng)(neng)(neng)力,完善調峰儲(chu)(chu)(chu)氣設(she)(she)施,加(jia)大綠(lv)色能(neng)(neng)(neng)(neng)源消(xiao)費(fei),積極(ji)推(tui)(tui)進(jin)充電(dian)樁、新(xin)(xin)能(neng)(neng)(neng)(neng)源汽車、能(neng)(neng)(neng)(neng)源大數據、云計算、互聯網(wang)、人工智能(neng)(neng)(neng)(neng)等產業,推(tui)(tui)動(dong)能(neng)(neng)(neng)(neng)源與(yu)科(ke)技(ji)、經(jing)濟、產業深度融(rong)合,重點發展(zhan)新(xin)(xin)一(yi)代(dai)儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)設(she)(she)備、氫燃料電(dian)池等技(ji)術(shu)及(ji)產業化應用,加(jia)大全產業鏈(lian)氫能(neng)(neng)(neng)(neng)技(ji)術(shu)研(yan)發,推(tui)(tui)動(dong)氫能(neng)(neng)(neng)(neng)技(ji)術(shu)利用場景示(shi)范。白(bai)銀(yin)(yin)市(shi)(shi)、定(ding)西(xi)市(shi)(shi)、臨(lin)夏州(zhou)(zhou)、甘(gan)南州(zhou)(zhou)要圍(wei)繞黃河(he)流域生態(tai)保護和高(gao)質量發展(zhan)戰(zhan)略,堅持(chi)生態(tai)優先,積極(ji)推(tui)(tui)進(jin)黃河(he)上游抽水蓄能(neng)(neng)(neng)(neng)電(dian)站(zhan)建(jian)設(she)(she),穩步推(tui)(tui)進(jin)風(feng)(feng)光(guang)電(dian)項(xiang)目(mu)建(jian)設(she)(she),打(da)造(zao)風(feng)(feng)光(guang)水儲(chu)(chu)(chu)綜合能(neng)(neng)(neng)(neng)源基(ji)地。

四、大力發展新(xin)能源

(一)推動新(xin)能源持(chi)續(xu)快速躍升發展

1.全面(mian)推(tui)進高質量新能(neng)源(yuan)(yuan)生產基地建(jian)設。按(an)照(zhao)集中與分散(san)并舉、打捆送出與就地消(xiao)納相(xiang)結合的(de)原則,合理利(li)用區域內(nei)風、光(guang)資源(yuan)(yuan),重點推(tui)動建(jian)設以風電(dian)(dian)、太(tai)陽(yang)能(neng)發電(dian)(dian)為(wei)核心的(de)新能(neng)源(yuan)(yuan)生產基地,著力增加風電(dian)(dian)、光(guang)伏發電(dian)(dian)、太(tai)陽(yang)能(neng)光(guang)熱發電(dian)(dian)等非(fei)化(hua)石能(neng)源(yuan)(yuan)供給,加快構建(jian)多元互補(bu)的(de)新能(neng)源(yuan)(yuan)供應(ying)體系(xi)。

2.加快推(tui)進(jin)風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)地(di)(di)(di)(di)建(jian)設(she)(she)。加快推(tui)進(jin)河(he)西(xi)走(zou)廊清潔能源(yuan)基(ji)(ji)(ji)地(di)(di)(di)(di)建(jian)設(she)(she),積極對接落實受端市場,視新能源(yuan)消納(na)形勢,適時啟動酒湖直(zhi)流輸(shu)(shu)電(dian)(dian)(dian)(dian)工程(cheng)后續(xu)配(pei)套風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)項目,推(tui)動酒泉地(di)(di)(di)(di)區向(xiang)特大型風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)地(di)(di)(di)(di)邁(mai)進(jin),持續(xu)拓展金(昌(chang))張(掖)武(威)風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)地(di)(di)(di)(di)規模(mo)(mo),擴大白銀、定(ding)西(xi)、慶陽地(di)(di)(di)(di)區風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)裝機規模(mo)(mo)。推(tui)動隴東特高壓直(zhi)流輸(shu)(shu)電(dian)(dian)(dian)(dian)工程(cheng)配(pei)套風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)項目和定(ding)西(xi)清潔能源(yuan)基(ji)(ji)(ji)地(di)(di)(di)(di)建(jian)設(she)(she),全面建(jian)成通渭風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)地(di)(di)(di)(di)和武威松(song)山灘(tan)風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)地(di)(di)(di)(di)。在消納(na)條件(jian)(jian)較好、接入條件(jian)(jian)較優(you)的中東部地(di)(di)(di)(di)區,高標準(zhun)建(jian)設(she)(she)生態環境友好型風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)場,穩(wen)步推(tui)進(jin)分散(san)式風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)項目開發。以河(he)西(xi)第二條特高壓直(zhi)流輸(shu)(shu)電(dian)(dian)(dian)(dian)工程(cheng)為依(yi)托,謀劃(hua)布局河(he)西(xi)走(zou)廊東段大型風(feng)(feng)(feng)(feng)電(dian)(dian)(dian)(dian)基(ji)(ji)(ji)地(di)(di)(di)(di)。


3.持(chi)續擴大光(guang)(guang)伏發電(dian)規模。充分(fen)發揮資源稟賦(fu),逐步擴大光(guang)(guang)伏基(ji)地建(jian)(jian)設規模,優先在(zai)沙漠(mo)、戈壁、荒漠(mo)地區開展規模化(hua)建(jian)(jian)設,實現太陽能發電(dian)與荒漠(mo)化(hua)治理、生(sheng)態修(xiu)復、農牧(mu)業融合發展,重點支持(chi)“光(guang)(guang)伏+治沙”“光(guang)(guang)伏+農牧(mu)業”“光(guang)(guang)伏+工(gong)礦廢棄地、采煤沉(chen)陷區治理”等具有多(duo)種生(sheng)態效(xiao)益的光(guang)(guang)伏項目。推(tui)進嘉峪關、敦煌、玉門、阿克塞(sai)、瓜州(zhou)、肅北、金塔、高(gao)臺、山丹、臨澤、永昌、涼州(zhou)、民勤、古浪(lang)、永登、景泰、環(huan)縣、東鄉等百萬(wan)千(qian)瓦(wa)級大型光(guang)(guang)伏發電(dian)基(ji)地。到2023年底,隴電(dian)入魯(lu)工(gong)程配套400萬(wan)千(qian)瓦(wa)光(guang)(guang)伏發電(dian)項目網源同步建(jian)(jian)成投運(yun)。穩步有序推(tui)進分(fen)布(bu)式光(guang)(guang)伏整(zheng)縣推(tui)進試點工(gong)作,到2025年,建(jian)(jian)成分(fen)布(bu)式光(guang)(guang)伏發電(dian)350萬(wan)千(qian)瓦(wa)。


4.大力發展抽(chou)水(shui)蓄能(neng)(neng)。充分(fen)發揮梯級水(shui)庫(ku)(ku)調(diao)蓄能(neng)(neng)力,推(tui)進黃(huang)(huang)河上游(you)既有水(shui)電(dian)站(zhan)擴機(ji)改造工程(cheng),謀劃(hua)布局混合式抽(chou)水(shui)蓄能(neng)(neng)電(dian)站(zhan)。按照“多(duo)核(he)快核(he)、能(neng)(neng)開盡開”的原則,加快列入國家(jia)抽(chou)水(shui)蓄能(neng)(neng)中長期規劃(hua)的昌馬、黃(huang)(huang)羊(yang)、平(ping)川、東鄉、康樂、積石山、黃(huang)(huang)龍(long)等(deng)抽(chou)水(shui)蓄能(neng)(neng)電(dian)站(zhan)建設,進一(yi)步(bu)提升(sheng)全省電(dian)網系統(tong)調(diao)峰(feng)能(neng)(neng)力。加強水(shui)電(dian)資(zi)源開發的規劃(hua)管理和(he)環境(jing)影響評價,嚴格水(shui)電(dian)項目管理和(he)運行監督,落實地質(zhi)災害(hai)防治(zhi)措施,減(jian)少對庫(ku)(ku)區(qu)周邊建筑物危害(hai);確保(bao)生(sheng)態流量的下泄,保(bao)護河道生(sheng)態環境(jing)。到2025年,水(shui)電(dian)裝機(ji)達(da)到1000萬千瓦左右。


5.推(tui)進(jin)生物質(zhi)(zhi)能(neng)(neng)(neng)和(he)地(di)(di)(di)(di)熱(re)能(neng)(neng)(neng)高質(zhi)(zhi)量發展(zhan)。在農作物秸稈、畜禽糞污、餐廚垃圾等生物質(zhi)(zhi)資(zi)源(yuan)富集的地(di)(di)(di)(di)區,布局建設(she)生物質(zhi)(zhi)發電和(he)生物天(tian)然(ran)(ran)氣(qi)(qi)項目。積極(ji)爭取國家對城鎮天(tian)然(ran)(ran)氣(qi)(qi)管網資(zi)金(jin)支持(chi),補齊天(tian)然(ran)(ran)氣(qi)(qi)供(gong)需短板,優化區域(yu)天(tian)然(ran)(ran)氣(qi)(qi)供(gong)給(gei)結構,提升(sheng)農村用(yong)(yong)(yong)能(neng)(neng)(neng)水平。加大全域(yu)地(di)(di)(di)(di)熱(re)資(zi)源(yuan)勘查,探獲大中型地(di)(di)(di)(di)熱(re)田(tian),為(wei)地(di)(di)(di)(di)熱(re)資(zi)源(yuan)利用(yong)(yong)(yong)提供(gong)保障。拓展(zhan)蘭州、張掖等盆地(di)(di)(di)(di)地(di)(di)(di)(di)熱(re)資(zi)源(yuan)利用(yong)(yong)(yong)領域(yu),大力推(tui)進(jin)中深層地(di)(di)(di)(di)熱(re)能(neng)(neng)(neng)供(gong)暖,推(tui)動(dong)地(di)(di)(di)(di)熱(re)能(neng)(neng)(neng)分區分類利用(yong)(yong)(yong)和(he)井(jing)下換熱(re)技術(shu)(shu)應用(yong)(yong)(yong)。積極(ji)開展(zhan)淺(qian)層地(di)(di)(di)(di)熱(re)能(neng)(neng)(neng)開發利用(yong)(yong)(yong),提高地(di)(di)(di)(di)熱(re)資(zi)源(yuan)利用(yong)(yong)(yong)率(lv)。加強地(di)(di)(di)(di)熱(re)資(zi)源(yuan)動(dong)態監測,探索回(hui)灌(guan)技術(shu)(shu),推(tui)動(dong)地(di)(di)(di)(di)熱(re)資(zi)源(yuan)高效、循環(huan)和(he)綜合(he)利用(yong)(yong)(yong)。

(二)建(jian)立(li)風光電(dian)經(jing)濟高效利用機制

1.推(tui)(tui)動風(feng)光電(dian)(dian)成(cheng)本(ben)持(chi)續(xu)降(jiang)低。堅持(chi)市場化(hua)(hua)方向和(he)競(jing)(jing)爭(zheng)性資源配置(zhi)模(mo)式,提高風(feng)光電(dian)(dian)利(li)用效率和(he)提質(zhi)增效。適應技(ji)術創新推(tui)(tui)動新能(neng)源成(cheng)本(ben)下降(jiang)新趨勢,著力推(tui)(tui)動風(feng)光電(dian)(dian)項(xiang)(xiang)目(mu)競(jing)(jing)爭(zheng)性低價上網。持(chi)續(xu)優化(hua)(hua)投資環境,降(jiang)低風(feng)光電(dian)(dian)項(xiang)(xiang)目(mu)建設非技(ji)術成(cheng)本(ben)。充(chong)分(fen)利(li)用規模(mo)化(hua)(hua)、集約化(hua)(hua)發(fa)展帶來的投資紅利(li),增大單體項(xiang)(xiang)目(mu)規模(mo),積極(ji)推(tui)(tui)動行(xing)業裝備(bei)產業技(ji)術進步和(he)行(xing)業升級(ji)。

2.提(ti)升風光電本(ben)地(di)消(xiao)納能(neng)(neng)(neng)(neng)(neng)力(li)。促進工業(ye)能(neng)(neng)(neng)(neng)(neng)源(yuan)消(xiao)費(fei)低碳化(hua),積(ji)(ji)極(ji)拓寬(kuan)綠色電力(li)應用市場,提(ti)升裝備制造業(ye)電氣化(hua)水(shui)平,加(jia)快化(hua)石能(neng)(neng)(neng)(neng)(neng)源(yuan)替代,進一步提(ti)高(gao)清潔(jie)能(neng)(neng)(neng)(neng)(neng)源(yuan)在終端能(neng)(neng)(neng)(neng)(neng)源(yuan)消(xiao)費(fei)中的(de)比(bi)重。探索實(shi)施(shi)省內傳統用能(neng)(neng)(neng)(neng)(neng)企業(ye)建設(she)智慧電網及(ji)新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)就地(di)消(xiao)納示(shi)范(fan)項目,積(ji)(ji)極(ji)支持大(da)型工業(ye)企業(ye),持續(xu)提(ti)高(gao)企業(ye)清潔(jie)能(neng)(neng)(neng)(neng)(neng)源(yuan)消(xiao)費(fei)占比(bi),有效降(jiang)低碳排放量,進一步提(ti)升全省新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)就地(di)消(xiao)納能(neng)(neng)(neng)(neng)(neng)力(li)。采取(qu)直購電交易措施(shi)降(jiang)低工業(ye)企業(ye)用電成本(ben),吸引承接中東(dong)部地(di)區(qu)現代高(gao)載能(neng)(neng)(neng)(neng)(neng)產業(ye)轉(zhuan)移,最大(da)限度提(ti)高(gao)全省就地(di)消(xiao)納能(neng)(neng)(neng)(neng)(neng)力(li)。

3.拓展(zhan)(zhan)新(xin)(xin)能(neng)源(yuan)應用場(chang)景。樹立品牌(pai)意識,積(ji)極推進(jin)“零(ling)(ling)碳”產(chan)(chan)業園及示范城市建(jian)(jian)設(she)(she)(she),創建(jian)(jian)新(xin)(xin)能(neng)源(yuan)使用比(bi)例高(gao)、電(dian)(dian)源(yuan)建(jian)(jian)設(she)(she)(she)與電(dian)(dian)網調(diao)度協調(diao)發(fa)展(zhan)(zhan)、各(ge)具特色的“零(ling)(ling)碳”產(chan)(chan)業園。實施建(jian)(jian)筑(zhu)(zhu)效能(neng)提升工程(cheng),穩步推進(jin)既有居住建(jian)(jian)筑(zhu)(zhu)節能(neng)改造,積(ji)極發(fa)展(zhan)(zhan)綠色建(jian)(jian)筑(zhu)(zhu)。大(da)力倡導綠色交通,鼓勵公(gong)共(gong)交通及大(da)型礦山(shan)用車(che)(che)等專用車(che)(che)輛(liang)實施新(xin)(xin)能(neng)源(yuan)替代(dai),推動(dong)以純電(dian)(dian)動(dong)汽(qi)車(che)(che)、插(cha)電(dian)(dian)式混合動(dong)力汽(qi)車(che)(che)、氫燃料電(dian)(dian)池汽(qi)車(che)(che)為代(dai)表的新(xin)(xin)能(neng)源(yuan)汽(qi)車(che)(che)替代(dai)傳(chuan)統的燃油汽(qi)車(che)(che)。支持在高(gao)速(su)公(gong)路服務區(qu)、普通國省(sheng)干線服務區(qu)(停車(che)(che)區(qu))、公(gong)路客運場(chang)站(zhan)和大(da)型公(gong)共(gong)停車(che)(che)場(chang)等區(qu)域布局建(jian)(jian)設(she)(she)(she)新(xin)(xin)能(neng)源(yuan)汽(qi)車(che)(che)充電(dian)(dian)基礎設(she)(she)(she)施。

4.開展(zhan)風電(dian)(dian)(dian)機(ji)組(zu)(zu)、光伏組(zu)(zu)件回收(shou)處理。推動風電(dian)(dian)(dian)機(ji)組(zu)(zu)、光伏組(zu)(zu)件回收(shou)處理技術與產業(ye)發(fa)展(zhan),補(bu)齊(qi)風電(dian)(dian)(dian)、光伏發(fa)電(dian)(dian)(dian)綠(lv)色(se)(se)產業(ye)鏈最后一環,實現全生命周期綠(lv)色(se)(se)閉環式發(fa)展(zhan)。適時啟(qi)動現役風電(dian)(dian)(dian)機(ji)組(zu)(zu)退役、換代、升級,開展(zhan)風力發(fa)電(dian)(dian)(dian)機(ji)組(zu)(zu)廢(fei)葉(xie)片(pian)綜(zong)(zong)合(he)利用(yong),引(yin)進大宗工業(ye)固體廢(fei)棄物資(zi)源綜(zong)(zong)合(he)利用(yong)基(ji)地骨干企業(ye),建設(she)廢(fei)棄風電(dian)(dian)(dian)葉(xie)片(pian)資(zi)源綜(zong)(zong)合(he)利用(yong)產業(ye)基(ji)地。

5.提高電(dian)(dian)(dian)力系(xi)統(tong)靈(ling)活性(xing)。加快實施(shi)全(quan)省既有火電(dian)(dian)(dian)機(ji)(ji)組(zu)靈(ling)活性(xing)改造,挖掘火電(dian)(dian)(dian)機(ji)(ji)組(zu)調峰(feng)潛力,鼓勵燃(ran)煤機(ji)(ji)組(zu)增加高效(xiao)儲(chu)(chu)能(neng)(neng)設施(shi),建(jian)立適(shi)應風、光電(dian)(dian)(dian)力特性(xing)的(de)(de)優先調度用(yong)能(neng)(neng)體系(xi)。推動(dong)儲(chu)(chu)能(neng)(neng)成本(ben)進一(yi)步(bu)降低和多元(yuan)利用(yong),開展風儲(chu)(chu)、光儲(chu)(chu)、大電(dian)(dian)(dian)網(wang)儲(chu)(chu)等發(fa)儲(chu)(chu)用(yong)一(yi)體化(hua)的(de)(de)商業(ye)應用(yong)。強(qiang)化(hua)需求側管理,積(ji)極推廣能(neng)(neng)效(xiao)電(dian)(dian)(dian)廠、需求響(xiang)應、電(dian)(dian)(dian)能(neng)(neng)替代,探(tan)索發(fa)揮電(dian)(dian)(dian)動(dong)汽車等生產生活充放電(dian)(dian)(dian)設施(shi)在(zai)調峰(feng)方面的(de)(de)輔助(zhu)作用(yong)。

(三)提高(gao)能源(yuan)資源(yuan)利用效率

1.嚴格落實能(neng)(neng)(neng)(neng)(neng)耗(hao)管(guan)控制度(du)。完善能(neng)(neng)(neng)(neng)(neng)耗(hao)管(guan)控制度(du)體系,以高(gao)質(zhi)量(liang)優(you)化存(cun)量(liang)和高(gao)標準引導增量(liang)為原(yuan)則,對(dui)標國內外(wai)先進水(shui)平(ping),提高(gao)確(que)需(xu)上馬的高(gao)載能(neng)(neng)(neng)(neng)(neng)項(xiang)目準入門檻(jian),強化重(zhong)(zhong)點區域、行業(ye)、企業(ye)存(cun)量(liang)能(neng)(neng)(neng)(neng)(neng)耗(hao)精細(xi)化管(guan)理(li),加快能(neng)(neng)(neng)(neng)(neng)效提升步伐,實現能(neng)(neng)(neng)(neng)(neng)耗(hao)需(xu)求與產(chan)(chan)業(ye)布(bu)局銜接(jie)。新增能(neng)(neng)(neng)(neng)(neng)耗(hao)優(you)先保障(zhang)生態(tai)產(chan)(chan)業(ye)、民生用能(neng)(neng)(neng)(neng)(neng)等重(zhong)(zhong)大項(xiang)目,建立健全用能(neng)(neng)(neng)(neng)(neng)預算管(guan)理(li)體系,不斷優(you)化能(neng)(neng)(neng)(neng)(neng)源(yuan)配置能(neng)(neng)(neng)(neng)(neng)力。

2.有效抑制石油(you)消費增量。繼續開展工(gong)業(ye)、建筑等(deng)(deng)重點(dian)用油(you)行業(ye)節能(neng),推(tui)進(jin)(jin)終(zhong)端燃(ran)油(you)產(chan)品能(neng)效提升和重點(dian)用能(neng)行業(ye)能(neng)效水平對標達(da)標,推(tui)進(jin)(jin)工(gong)業(ye)企業(ye)余熱、余壓利用。大力(li)推(tui)廣(guang)電(dian)能(neng)、天然氣等(deng)(deng)對燃(ran)油(you)的清潔(jie)化(hua)替代,加快(kuai)電(dian)動汽車、氫燃(ran)料汽車等(deng)(deng)新能(neng)源汽車應用。持續推(tui)進(jin)(jin)成品油(you)質量升級,穩妥推(tui)廣(guang)乙(yi)醇汽油(you)、生(sheng)物柴油(you)等(deng)(deng)生(sheng)物質液體燃(ran)料,提高清潔(jie)油(you)品生(sheng)產(chan)和供應水平。

3.引導擴大天然(ran)(ran)氣(qi)(qi)消(xiao)(xiao)費。加(jia)快城鎮燃氣(qi)(qi)管(guan)網(wang)建設,提高城鎮居民天然(ran)(ran)氣(qi)(qi)氣(qi)(qi)化(hua)率(lv)。堅持“以氣(qi)(qi)定(ding)改(gai)”,有序推進冬季清潔取暖“煤(mei)改(gai)氣(qi)(qi)”工程。推進工業領(ling)域燃煤(mei)替代,科學(xue)合理發(fa)(fa)展(zhan)工業燃料用氣(qi)(qi)。支持交通(tong)領(ling)域天然(ran)(ran)氣(qi)(qi)消(xiao)(xiao)費,加(jia)快發(fa)(fa)展(zhan)車用天然(ran)(ran)氣(qi)(qi)。

4.提(ti)高(gao)農(nong)(nong)(nong)村(cun)(cun)(cun)用(yong)(yong)能效率。加大農(nong)(nong)(nong)村(cun)(cun)(cun)電網鞏固提(ti)升工(gong)程投資(zi)力度(du),持(chi)續改善(shan)農(nong)(nong)(nong)村(cun)(cun)(cun)用(yong)(yong)能結(jie)構,進一步提(ti)高(gao)農(nong)(nong)(nong)村(cun)(cun)(cun)用(yong)(yong)能效率。積(ji)極推動(dong)燃氣下(xia)鄉(xiang),加快農(nong)(nong)(nong)村(cun)(cun)(cun)沼(zhao)氣工(gong)程建設運營,加強秸稈能源化利用(yong)(yong),有效減少農(nong)(nong)(nong)村(cun)(cun)(cun)生(sheng)活(huo)用(yong)(yong)能污染物(wu)排放。鼓勵農(nong)(nong)(nong)村(cun)(cun)(cun)發展戶用(yong)(yong)分布(bu)式光(guang)(guang)伏發電,支持(chi)農(nong)(nong)(nong)村(cun)(cun)(cun)地區利用(yong)(yong)集(ji)體未利用(yong)(yong)土地開展風光(guang)(guang)電項目(mu)建設,提(ti)高(gao)農(nong)(nong)(nong)村(cun)(cun)(cun)電力清潔化水平(ping),助力鄉(xiang)村(cun)(cun)(cun)振興。

五(wu)、提升能源保供能力

(一)發揮煤炭兜底保(bao)障作用

1.優(you)化(hua)(hua)煤(mei)炭(tan)生(sheng)產(chan)布局,著力提(ti)高(gao)全省煤(mei)炭(tan)供給能(neng)力。“十四五”期間,重(zhong)點建設(she)華亭、靈臺、寧(ning)正、沙井(jing)子、吐魯(lu)、寧(ning)西等(deng)礦區。按(an)照(zhao)綠色化(hua)(hua)、智能(neng)化(hua)(hua)產(chan)業發展的要求(qiu),建成核桃峪(yu)、新莊、五舉、甜水(shui)(shui)堡二(er)號(hao)井(jing)、紅(hong)沙崗二(er)號(hao)井(jing)、邵寨、赤城、白巖子、紅(hong)沙梁、東水(shui)(shui)泉等(deng)一批大(da)中型現代化(hua)(hua)礦井(jing),力爭開工(gong)建設(she)九龍川、羅川、馬福川、唐家河、郭家臺等(deng)重(zhong)點煤(mei)礦項目。到2025年,全省生(sheng)產(chan)煤(mei)礦產(chan)能(neng)總規模達到8900萬噸/年,其(qi)中大(da)中型煤(mei)礦產(chan)能(neng)占(zhan)88%以(yi)上,隴東能(neng)源(yuan)基地(di)煤(mei)礦產(chan)能(neng)占(zhan)55%。




2.建立完善煤(mei)(mei)(mei)(mei)(mei)(mei)炭(tan)產業高質(zhi)量發展(zhan)體系。推(tui)動(dong)煤(mei)(mei)(mei)(mei)(mei)(mei)炭(tan)產業綠色(se)化(hua)、智能(neng)化(hua)發展(zhan),加(jia)快生產煤(mei)(mei)(mei)(mei)(mei)(mei)礦智能(neng)化(hua)建設(she),加(jia)強安全生產,強化(hua)安全監管職責(ze)。深入推(tui)進(jin)煤(mei)(mei)(mei)(mei)(mei)(mei)電(dian)聯營、兼并(bing)重組、轉(zhuan)型(xing)(xing)升級等工作,鼓勵大型(xing)(xing)企業煤(mei)(mei)(mei)(mei)(mei)(mei)電(dian)交叉持股,著力(li)(li)提升綠色(se)高效(xiao)開(kai)采(cai)水平(ping),持續釋放優(you)質(zhi)先進(jin)產能(neng)。到(dao)2025年(nian),全省建成千萬(wan)噸煤(mei)(mei)(mei)(mei)(mei)(mei)炭(tan)企業4家,產量達到(dao)6000萬(wan)噸,占全省煤(mei)(mei)(mei)(mei)(mei)(mei)炭(tan)產量的80%以(yi)上。推(tui)廣煤(mei)(mei)(mei)(mei)(mei)(mei)矸石、粉煤(mei)(mei)(mei)(mei)(mei)(mei)灰、廢水廢氣等伴生廢棄資源循環利用模式(shi),大力(li)(li)發展(zhan)煤(mei)(mei)(mei)(mei)(mei)(mei)電(dian)一體化(hua),逐(zhu)步建立煤(mei)(mei)(mei)(mei)(mei)(mei)化(hua)工產業鏈,加(jia)快實現(xian)煤(mei)(mei)(mei)(mei)(mei)(mei)炭(tan)產業高質(zhi)量發展(zhan)。

(二)提高油氣生產(chan)供應水平

1.建設(she)隴(long)東(dong)千(qian)(qian)萬(wan)噸級(ji)油(you)氣(qi)(qi)(qi)生(sheng)(sheng)產(chan)基地(di)。高質量落實油(you)氣(qi)(qi)(qi)勘探(tan)開(kai)發(fa)“七(qi)年(nian)行(xing)動方案”,加大勘探(tan)開(kai)發(fa)投(tou)資力(li)度,保障勘探(tan)開(kai)發(fa)項目(mu)建設(she)條件,推動油(you)氣(qi)(qi)(qi)增儲上(shang)產(chan)。“十(shi)四五(wu)”期(qi)間,隴(long)東(dong)地(di)區按照“穩(wen)(wen)油(you)增氣(qi)(qi)(qi)、持續穩(wen)(wen)產(chan)”目(mu)標,打(da)造千(qian)(qian)萬(wan)噸級(ji)油(you)氣(qi)(qi)(qi)生(sheng)(sheng)產(chan)基地(di)。到(dao)2025年(nian),隴(long)東(dong)地(di)區原油(you)產(chan)量達到(dao)1100萬(wan)噸,天(tian)然氣(qi)(qi)(qi)產(chan)量力(li)爭達到(dao)20億(yi)立方米。

2.增強油氣(qi)(qi)儲(chu)(chu)(chu)(chu)備(bei)(bei)保(bao)障(zhang)能力。根據國家原油和(he)(he)成(cheng)(cheng)品油儲(chu)(chu)(chu)(chu)備(bei)(bei)戰略布局,構建(jian)政府(fu)儲(chu)(chu)(chu)(chu)備(bei)(bei)和(he)(he)企(qi)業(ye)社(she)會(hui)責(ze)任(ren)儲(chu)(chu)(chu)(chu)備(bei)(bei)互為補充的石油儲(chu)(chu)(chu)(chu)備(bei)(bei)保(bao)障(zhang)體(ti)系。完善(shan)優化(hua)儲(chu)(chu)(chu)(chu)氣(qi)(qi)設(she)(she)施(shi)(shi)布局,統籌(chou)推進縣(xian)級(ji)以上地方(fang)(fang)政府(fu)和(he)(he)城鎮燃氣(qi)(qi)企(qi)業(ye)儲(chu)(chu)(chu)(chu)氣(qi)(qi)能力建(jian)設(she)(she),提(ti)高天然氣(qi)(qi)儲(chu)(chu)(chu)(chu)備(bei)(bei)調峰(feng)保(bao)障(zhang)能力。鼓勵多種主體(ti)和(he)(he)資本參與儲(chu)(chu)(chu)(chu)氣(qi)(qi)設(she)(she)施(shi)(shi)建(jian)設(she)(she),支持通過購買、租賃儲(chu)(chu)(chu)(chu)氣(qi)(qi)設(she)(she)施(shi)(shi)或者購買儲(chu)(chu)(chu)(chu)氣(qi)(qi)服務(wu)等方(fang)(fang)式履行儲(chu)(chu)(chu)(chu)氣(qi)(qi)責(ze)任(ren)。到2025年,全省(sheng)儲(chu)(chu)(chu)(chu)氣(qi)(qi)能力力爭達到3億立方(fang)(fang)米(mi)左右,形成(cheng)(cheng)縣(xian)級(ji)以上地方(fang)(fang)政府(fu)不(bu)低于保(bao)障(zhang)本行政區域3天日均需(xu)求量、城燃企(qi)業(ye)不(bu)低于其年用氣(qi)(qi)量5%的儲(chu)(chu)(chu)(chu)氣(qi)(qi)能力。

3.建(jian)設特色高(gao)端(duan)戰略性(xing)石化(hua)工(gong)業基(ji)地。按照控油(you)增(zeng)化(hua)高(gao)質(zhi)量發(fa)展要求(qiu),加快石化(hua)企業現(xian)有(you)裝置和產品(pin)結(jie)構調整(zheng),實現(xian)高(gao)端(duan)化(hua)、差異化(hua)、特色化(hua)產業發(fa)展,增(zeng)產航空煤油(you)、高(gao)檔(dang)潤滑油(you)、特種(zhong)橡膠等(deng)高(gao)附加值產品(pin)。加強科技研發(fa),推(tui)進新產品(pin)拓(tuo)展和化(hua)工(gong)產業鏈(lian)延伸,發(fa)展基(ji)礎化(hua)工(gong)原(yuan)料(liao)、合成(cheng)材料(liao)生產、催化(hua)劑等(deng)。按照“產能置換、減油(you)增(zeng)化(hua)”等(deng)原(yuan)則,謀劃慶陽石化(hua)煉化(hua)一體、減油(you)增(zeng)化(hua)改擴建(jian)項目。

(三)提高(gao)電(dian)力安全保(bao)障水(shui)平

4.加(jia)(jia)(jia)快煤(mei)(mei)炭(tan)(tan)(tan)產供(gong)儲(chu)銷體(ti)系建(jian)設(she)。結(jie)合煤(mei)(mei)炭(tan)(tan)(tan)生(sheng)產、運(yun)輸和需(xu)求格局,著眼于(yu)構建(jian)煤(mei)(mei)炭(tan)(tan)(tan)供(gong)應保障長效機制(zhi),建(jian)立健全以(yi)企業社會(hui)責任儲(chu)備(bei)為(wei)主體(ti)、地方(fang)政府儲(chu)備(bei)為(wei)補充的(de)煤(mei)(mei)炭(tan)(tan)(tan)儲(chu)備(bei)體(ti)系。嚴格落(luo)實(shi)最低煤(mei)(mei)炭(tan)(tan)(tan)庫存(cun)制(zhi)度,到2025年,形(xing)(xing)成相(xiang)當于(yu)全省煤(mei)(mei)炭(tan)(tan)(tan)年消費量(liang)5%的(de)產品(pin)儲(chu)備(bei),全省靜(jing)態儲(chu)備(bei)能力達(da)到450萬噸(dun)以(yi)上。加(jia)(jia)(jia)快天(tian)水至(zhi)隴南等鐵路建(jian)設(she),逐步滿足隴東煤(mei)(mei)炭(tan)(tan)(tan)外(wai)運(yun)需(xu)求,推(tui)(tui)進柳溝至(zhi)紅沙梁(liang)鐵路專用(yong)線建(jian)設(she),提(ti)高紅沙梁(liang)煤(mei)(mei)炭(tan)(tan)(tan)資(zi)源外(wai)運(yun)能力。推(tui)(tui)動(dong)煤(mei)(mei)炭(tan)(tan)(tan)行業大數據平(ping)臺建(jian)設(she),建(jian)立煤(mei)(mei)炭(tan)(tan)(tan)生(sheng)產、加(jia)(jia)(jia)工、運(yun)輸、儲(chu)存(cun)和消費信息共享(xiang)機制(zhi),進一步完善甘(gan)肅(su)煤(mei)(mei)炭(tan)(tan)(tan)交(jiao)易中心功(gong)能,統籌(chou)發(fa)布甘(gan)肅(su)煤(mei)(mei)炭(tan)(tan)(tan)價格指(zhi)數,形(xing)(xing)成統一開放、公正(zheng)規范、競爭(zheng)有效的(de)煤(mei)(mei)炭(tan)(tan)(tan)市場體(ti)系。

(二)統籌(chou)推(tui)進風光熱氣(qi)協調發(fa)展

1.大力(li)推進源(yuan)網荷(he)儲(chu)一體化(hua)(hua)建設(she)。充分挖(wa)掘和釋放生(sheng)產側、消費側調節(jie)能力(li),加(jia)強源(yuan)網荷(he)儲(chu)多向互動,優化(hua)(hua)源(yuan)網荷(he)儲(chu)綜合配置(zhi)方案,加(jia)快數字化(hua)(hua)、智(zhi)能化(hua)(hua)技術應用(yong),形成源(yuan)網荷(he)儲(chu)靈活互動、協調互濟的智(zhi)能電(dian)力(li)系統,提高配電(dian)網平衡能力(li)。按照(zhao)“優化(hua)(hua)存量資源(yuan)配置(zhi)、擴大優質增量供給”的要求,優先實施存量燃煤自備(bei)電(dian)廠(chang)電(dian)量替代、風(feng)光水火儲(chu)一體化(hua)(hua)項目。

2.推進太陽能(neng)光(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)電(dian)(dian)與(yu)(yu)風光(guang)(guang)電(dian)(dian)協同(tong)發(fa)(fa)展(zhan)。繼續(xu)深化(hua)完善太陽能(neng)光(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)電(dian)(dian)資源(yuan)調查評價工作,建立光(guang)(guang)熱(re)(re)(re)(re)項目(mu)(mu)儲備(bei)庫,推動建設(she)光(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)電(dian)(dian)與(yu)(yu)光(guang)(guang)伏發(fa)(fa)電(dian)(dian)、風電(dian)(dian)互補調節的(de)風光(guang)(guang)熱(re)(re)(re)(re)綜合(he)可再生能(neng)源(yuan)發(fa)(fa)電(dian)(dian)基(ji)地。在資源(yuan)富集、建設(she)條件優越的(de)敦煌(huang)、阿(a)克塞、肅(su)北、金(jin)塔、玉門(men)、高臺(tai)、金(jin)川(chuan)、民勤、古浪(lang)、景泰等地區(qu)謀劃實施(shi)“光(guang)(guang)熱(re)(re)(re)(re)+風光(guang)(guang)電(dian)(dian)”一體化(hua)項目(mu)(mu),增強自我調峰能(neng)力,實現光(guang)(guang)熱(re)(re)(re)(re)項目(mu)(mu)無補貼發(fa)(fa)展(zhan)。支持能(neng)源(yuan)企業(ye)攻堅(jian)太陽能(neng)光(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)電(dian)(dian)關鍵技(ji)術,為全國大規模發(fa)(fa)展(zhan)太陽能(neng)光(guang)(guang)熱(re)(re)(re)(re)發(fa)(fa)電(dian)(dian)奠(dian)定堅(jian)實基(ji)礎。

3.推動天然(ran)(ran)(ran)氣與(yu)新能(neng)源(yuan)(yuan)(yuan)融(rong)合高效發(fa)展(zhan)。充分(fen)發(fa)揮天然(ran)(ran)(ran)氣優(you)質高效、清潔(jie)低(di)碳的優(you)勢(shi),在(zai)河西(xi)走廊、隴東(dong)地區(qu)(qu)等風光資源(yuan)(yuan)(yuan)富集地區(qu)(qu),支持發(fa)展(zhan)天然(ran)(ran)(ran)氣調峰電站,為(wei)新能(neng)源(yuan)(yuan)(yuan)發(fa)展(zhan)提(ti)供有力支撐。在(zai)蘭州(zhou)、白銀、蘭州(zhou)新區(qu)(qu)等用(yong)能(neng)需求大的地區(qu)(qu),鼓勵發(fa)展(zhan)分(fen)布式(shi)天然(ran)(ran)(ran)氣能(neng)源(yuan)(yuan)(yuan),因(yin)地制宜發(fa)展(zhan)天然(ran)(ran)(ran)氣熱電聯產,提(ti)高能(neng)源(yuan)(yuan)(yuan)利用(yong)效率。開展(zhan)管道(dao)天然(ran)(ran)(ran)氣摻氫(qing)和天然(ran)(ran)(ran)氣提(ti)氦研究。

(三(san))促進(jin)能源與產業協同發展(zhan)

1.提升(sheng)軍(jun)民融(rong)合(he)發(fa)(fa)展(zhan)(zhan)能(neng)(neng)(neng)力(li)(li)。根據用電負荷增加的情況,適時有序地開展(zhan)(zhan)軍(jun)民融(rong)合(he)重點配套新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)基地項目建設工作(zuo),進一步推(tui)動軍(jun)民融(rong)合(he)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)項目落(luo)地,充(chong)分有效利用風光資源(yuan)(yuan),大力(li)(li)發(fa)(fa)展(zhan)(zhan)可再(zai)生能(neng)(neng)(neng)源(yuan)(yuan),實現風、光、儲、熱多能(neng)(neng)(neng)互(hu)補的清(qing)潔能(neng)(neng)(neng)源(yuan)(yuan)局域供(gong)電網絡,進一步降低用電價格,提高清(qing)潔能(neng)(neng)(neng)源(yuan)(yuan)的使用占比(bi),通過模式(shi)創新(xin)(xin)推(tui)動新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)技術和(he)裝備發(fa)(fa)展(zhan)(zhan),促進地方經濟(ji)向綠色環保發(fa)(fa)展(zhan)(zhan)。

2.加快(kuai)能(neng)(neng)(neng)源系(xi)統(tong)(tong)智(zhi)能(neng)(neng)(neng)升(sheng)級。充分發揮新一代技術的(de)牽引作用,統(tong)(tong)籌(chou)傳(chuan)統(tong)(tong)能(neng)(neng)(neng)源和(he)新能(neng)(neng)(neng)源發展(zhan),以(yi)跨界融合促進能(neng)(neng)(neng)源系(xi)統(tong)(tong)智(zhi)能(neng)(neng)(neng)升(sheng)級。促進傳(chuan)統(tong)(tong)能(neng)(neng)(neng)效提升(sheng),提升(sheng)煤礦智(zhi)能(neng)(neng)(neng)化(hua)水(shui)平(ping)和(he)天(tian)然氣管(guan)網智(zhi)能(neng)(neng)(neng)化(hua)建設(she)(she)運營水(shui)平(ping),推(tui)(tui)(tui)動(dong)天(tian)然氣與氫能(neng)(neng)(neng)基(ji)礎設(she)(she)施(shi)融合發展(zhan)。推(tui)(tui)(tui)進新能(neng)(neng)(neng)源與“新基(ji)建”協同發展(zhan),實現停車(che)場(chang)與充電(dian)設(she)(she)施(shi)一體化(hua)建設(she)(she),促進“車(che)—樁—網”優化(hua)運行。推(tui)(tui)(tui)動(dong)儲(chu)能(neng)(neng)(neng)電(dian)站(zhan)、光熱電(dian)站(zhan)、虛擬電(dian)站(zhan)等(deng)示(shi)范(fan)工程建設(she)(she),加強多種能(neng)(neng)(neng)源與儲(chu)水(shui)、儲(chu)熱、儲(chu)氣設(she)(she)施(shi)集成(cheng)互補,構建面(mian)向高(gao)比例可再生(sheng)能(neng)(neng)(neng)源的(de)基(ji)礎設(she)(she)施(shi)智(zhi)能(neng)(neng)(neng)支撐體系(xi)。

3.支持不同類型的儲(chu)能(neng)示(shi)范(fan)。提高常(chang)規電源(yuan)調節(jie)能(neng)力(li)(li),綜合運用(yong)儲(chu)能(neng)和(he)(he)需求側(ce)管理(li)等(deng)技術(shu),提高系統(tong)(tong)靈活性,力(li)(li)爭在儲(chu)能(neng)和(he)(he)多能(neng)集成等(deng)技術(shu)領域達到領先水平(ping)(ping)(ping)。聯合風光電項目開發(fa)(fa),建設風光儲(chu)輸配一體(ti)的綠色能(neng)源(yuan)體(ti)系,增強調峰(feng)能(neng)力(li)(li),平(ping)(ping)(ping)滑電力(li)(li)輸出曲線,提升綠色能(neng)源(yuan)消(xiao)納能(neng)力(li)(li)和(he)(he)外(wai)送水平(ping)(ping)(ping)。通過關鍵節(jie)點布局電網(wang)側(ce)儲(chu)能(neng),提升大(da)規模(mo)高比例新能(neng)源(yuan)及大(da)容量直流(liu)接入(ru)后系統(tong)(tong)靈活調節(jie)能(neng)力(li)(li)和(he)(he)安全穩定(ding)水平(ping)(ping)(ping)。積極支持用(yong)戶(hu)側(ce)儲(chu)能(neng)多元化發(fa)(fa)展,探索(suo)儲(chu)能(neng)與物聯網(wang)融(rong)合發(fa)(fa)展,建設分布式儲(chu)能(neng)綠色能(neng)源(yuan)系統(tong)(tong)。爭取率先開展推動(dong)重力(li)(li)壓(ya)縮空氣儲(chu)能(neng)應用(yong)示(shi)范(fan)。預計(ji)到2025年,全省儲(chu)能(neng)裝(zhuang)機規模(mo)達到600萬千瓦。

4.推動(dong)(dong)氫(qing)(qing)能(neng)產(chan)業(ye)(ye)發展。培育氫(qing)(qing)能(neng)產(chan)業(ye)(ye),加(jia)(jia)快推進電解水制(zhi)(zhi)(zhi)氫(qing)(qing)試點,打造規(gui)模(mo)化(hua)(hua)綠(lv)(lv)氫(qing)(qing)生產(chan)基地(di)。有(you)(you)序推動(dong)(dong)制(zhi)(zhi)(zhi)氫(qing)(qing)產(chan)業(ye)(ye)基礎(chu)設施建設,謀劃制(zhi)(zhi)(zhi)氫(qing)(qing)、氫(qing)(qing)存儲、氫(qing)(qing)運輸、加(jia)(jia)氫(qing)(qing)站、氫(qing)(qing)燃料電池“五位(wei)一體”的氫(qing)(qing)能(neng)產(chan)業(ye)(ye)園。加(jia)(jia)大(da)釷(tu)基熔鹽堆核能(neng)后續產(chan)業(ye)(ye)扶持力度,推動(dong)(dong)高溫制(zhi)(zhi)(zhi)氫(qing)(qing)裝備、加(jia)(jia)氫(qing)(qing)催化(hua)(hua)制(zhi)(zhi)(zhi)精細化(hua)(hua)學(xue)品相關產(chan)業(ye)(ye)發展。示(shi)范推廣綠(lv)(lv)氫(qing)(qing)冶金、綠(lv)(lv)氫(qing)(qing)化(hua)(hua)工項目,開展能(neng)源化(hua)(hua)工基地(di)綠(lv)(lv)氫(qing)(qing)替代,促進減少工業(ye)(ye)碳排(pai)放,有(you)(you)效降低冶金化(hua)(hua)工領(ling)域化(hua)(hua)石能(neng)源消耗。探索碳捕集(ji)和封存技術的商業(ye)(ye)化(hua)(hua)應用場景。“十四五”全省可再生能(neng)源制(zhi)(zhi)(zhi)氫(qing)(qing)能(neng)力達到20萬噸/年左右。

(四)提升能源合作(zuo)水平

1.繼續深化對外(wai)合作開放。積極(ji)支持(chi)(chi)省內能(neng)源(yuan)(yuan)研(yan)(yan)究機構產品(pin)出口尼泊爾、巴基斯(si)坦、塔吉克斯(si)坦、約旦等(deng)國,研(yan)(yan)發(fa)(fa)完善太陽能(neng)移動電(dian)(dian)源(yuan)(yuan)和磷酸鐵鋰(li)儲能(neng)系(xi)列產品(pin),逐步擴大對外(wai)影(ying)響力。鼓(gu)勵支持(chi)(chi)光熱(re)(re)發(fa)(fa)電(dian)(dian)企(qi)業加(jia)大研(yan)(yan)發(fa)(fa)力度,推動技術進步、成本降低,持(chi)(chi)續推進光熱(re)(re)發(fa)(fa)電(dian)(dian)項(xiang)目(mu)建設,為光熱(re)(re)發(fa)(fa)電(dian)(dian)企(qi)業“走出去”,拓展海(hai)外(wai)市(shi)場創造(zao)條(tiao)件。加(jia)強與西班牙納瓦(wa)拉自治(zhi)區能(neng)源(yuan)(yuan)技術交流合作,推進綠(lv)色能(neng)源(yuan)(yuan)科技裝備產業發(fa)(fa)展。

2.促進區域能(neng)(neng)源轉型。發揮區位優勢,加(jia)強與周(zhou)邊省(sheng)份能(neng)(neng)源合(he)作(zuo),提(ti)升(sheng)能(neng)(neng)源互(hu)濟(ji)能(neng)(neng)力。以西(xi)北網特(te)高壓(ya)直流輸(shu)電(dian)通道(dao)為載體,加(jia)強電(dian)力交換,提(ti)升(sheng)調峰能(neng)(neng)力,擴(kuo)大省(sheng)內(nei)新(xin)能(neng)(neng)源外送比例。加(jia)大與中東(dong)部(bu)省(sheng)份電(dian)力合(he)作(zuo),逐步(bu)擴(kuo)大外送電(dian)量,積(ji)極謀劃新(xin)的特(te)高壓(ya)直流輸(shu)電(dian)工程(cheng)。

七、加快(kuai)能源轉型升(sheng)級

(一)推廣(guang)能源技術成(cheng)果應用

1.構(gou)建風光(guang)電全(quan)產(chan)業(ye)(ye)鏈(lian)體(ti)系(xi)(xi)。打好產(chan)業(ye)(ye)基礎(chu)高級化、產(chan)業(ye)(ye)鏈(lian)現代化攻堅戰,加快培育(yu)壯大(da)(da)風電產(chan)業(ye)(ye)鏈(lian),做大(da)(da)做強(qiang)(qiang)光(guang)伏(fu)發(fa)(fa)電產(chan)業(ye)(ye)鏈(lian)。重點圍繞產(chan)業(ye)(ye)鏈(lian)關鍵缺失(shi)環節,有針對性地開展招商推介,努(nu)力構(gou)建風光(guang)電裝備制(zhi)(zhi)造業(ye)(ye)全(quan)產(chan)業(ye)(ye)鏈(lian)體(ti)系(xi)(xi),促進(jin)風電、光(guang)伏(fu)發(fa)(fa)電及(ji)相關產(chan)業(ye)(ye)協同發(fa)(fa)展,大(da)(da)力發(fa)(fa)展產(chan)業(ye)(ye)升級影響大(da)(da)、關聯度高、帶動性強(qiang)(qiang)的(de)專用裝備、成套裝備和重大(da)(da)裝備,不斷提升基礎(chu)零部(bu)件、基礎(chu)材料等相關配套產(chan)業(ye)(ye)的(de)整體(ti)水(shui)平(ping),打造全(quan)國重要的(de)新能(neng)源及(ji)新能(neng)源裝備制(zhi)(zhi)造基地。

2.鼓(gu)(gu)勵引(yin)導能源技(ji)術(shu)(shu)(shu)突破(po)和示(shi)范(fan)。堅持綠色、低(di)碳發(fa)(fa)(fa)展(zhan)(zhan)方向,通過技(ji)術(shu)(shu)(shu)創(chuang)新(xin)和發(fa)(fa)(fa)展(zhan)(zhan)關聯產(chan)業(ye)培(pei)育全(quan)新(xin)經濟(ji)增(zeng)長新(xin)動(dong)能,促進(jin)(jin)新(xin)能源裝備制(zhi)造(zao)規模化、產(chan)業(ye)化、集約化發(fa)(fa)(fa)展(zhan)(zhan)。加強(qiang)風電、光伏發(fa)(fa)(fa)電、光熱發(fa)(fa)(fa)電、熔鹽儲熱材料、智(zhi)能電網(wang)、儲能、制(zhi)氫(qing)等(deng)關鍵技(ji)術(shu)(shu)(shu)研發(fa)(fa)(fa)與示(shi)范(fan),推(tui)進(jin)(jin)多(duo)種能源互補協調(diao)運行。加大(da)對光熱項(xiang)目的科研支持力(li)度,進(jin)(jin)一步(bu)推(tui)進(jin)(jin)光熱發(fa)(fa)(fa)電產(chan)業(ye)技(ji)術(shu)(shu)(shu)創(chuang)新(xin),形成光熱發(fa)(fa)(fa)電產(chan)業(ye)技(ji)術(shu)(shu)(shu)創(chuang)新(xin)基(ji)地。鼓(gu)(gu)勵在金昌等(deng)地建設綠氫(qing)產(chan)業(ye)示(shi)范(fan)園(yuan),打造(zao)風光氫(qing)儲一體化能源供給中(zhong)心。

3.不斷提(ti)升電力系統運(yun)行協調(diao)性。優化(hua)電網調(diao)度運(yun)行,進一步提(ti)升跨省區輸電線路(lu)的靈活互(hu)濟(ji)能力,促(cu)進清潔(jie)能源在更大范圍內(nei)充(chong)分消納。加強全社(she)會用(yong)電管理,綜合采取合理、可(ke)行的技(ji)術和管理措施,優化(hua)配置電力資源,在用(yong)電環節制(zhi)止浪(lang)費(fei)、降低電耗、移峰填谷(gu)、促(cu)進可(ke)再(zai)生能源電力消費(fei)、減少污染物和溫室氣體排放,實現節約(yue)用(yong)電、環保(bao)用(yong)電、綠(lv)色用(yong)電、智能用(yong)電、有(you)序用(yong)電。

(二)加快電氣(qi)化(hua)和智能(neng)化(hua)發展

1.推(tui)進工(gong)(gong)業(ye)(ye)能(neng)源電氣化。支持工(gong)(gong)業(ye)(ye)電力消費(fei)加速(su)增長(chang),推(tui)動工(gong)(gong)業(ye)(ye)余熱、余壓、余能(neng)利(li)用(yong)(yong),建(jian)立高效智能(neng)、經濟便捷、利(li)益(yi)共享(xiang)、多能(neng)互補的能(neng)源利(li)用(yong)(yong)新模式(shi)。

2.實施(shi)清潔取(qu)暖替(ti)(ti)代(dai)工程。因(yin)地(di)制宜采用太陽(yang)能、生物質能、地(di)熱能等可再(zai)生能源(yuan)替(ti)(ti)代(dai)傳統能源(yuan),重點推廣太陽(yang)能熱利用取(qu)暖和可再(zai)生能源(yuan)電力取(qu)暖,推廣高(gao)效節能爐具,實現散煤燃燒取(qu)暖的長效、經濟替(ti)(ti)代(dai)。

3.推動能(neng)(neng)(neng)源(yuan)新(xin)(xin)模式新(xin)(xin)業態應用(yong)。積極推進多能(neng)(neng)(neng)互補(bu)能(neng)(neng)(neng)源(yuan)服(fu)務模式發(fa)展,加大新(xin)(xin)能(neng)(neng)(neng)源(yuan)在大數據、云計算(suan)、互聯網(wang)、人工智能(neng)(neng)(neng)等先進科(ke)技領域應用(yong)推廣力(li)度,構(gou)建(jian)能(neng)(neng)(neng)源(yuan)生產、輸送、使用(yong)和儲(chu)能(neng)(neng)(neng)系統(tong)集成、經(jing)(jing)濟高效的能(neng)(neng)(neng)源(yuan)互聯網(wang)。推廣高效用(yong)電(dian)和可再生能(neng)(neng)(neng)源(yuan)就地利用(yong)新(xin)(xin)技術、新(xin)(xin)產品和共享經(jing)(jing)濟新(xin)(xin)模式。

1.煤炭行業

(1)環境影響

我省處(chu)于(yu)(yu)干(gan)(gan)旱(han)(han)半(ban)干(gan)(gan)旱(han)(han)地(di)區(qu)(qu),水(shui)(shui)資(zi)源(yuan)(yuan)(yuan)匱乏,植(zhi)被稀(xi)少(shao)(shao),生(sheng)態環(huan)境(jing)脆弱,自(zi)我修復能力差(cha),區(qu)(qu)域內煤(mei)炭(tan)(tan)(tan)資(zi)源(yuan)(yuan)(yuan)開(kai)發的(de)(de)(de)(de)環(huan)境(jing)影響主(zhu)要(yao)表(biao)(biao)現(xian)在(zai)地(di)下水(shui)(shui)徑流的(de)(de)(de)(de)破(po)壞、地(di)下潛水(shui)(shui)位(wei)(wei)下降和(he)地(di)表(biao)(biao)水(shui)(shui)減少(shao)(shao),造(zao)成地(di)表(biao)(biao)干(gan)(gan)旱(han)(han)、水(shui)(shui)土(tu)(tu)流失、荒漠(mo)化(hua)和(he)地(di)表(biao)(biao)植(zhi)被破(po)壞,煤(mei)炭(tan)(tan)(tan)采選過程產(chan)生(sheng)的(de)(de)(de)(de)煤(mei)矸石、煤(mei)礦(kuang)(kuang)(kuang)瓦(wa)斯量(liang)較大,對(dui)(dui)生(sheng)態環(huan)境(jing)造(zao)成一定的(de)(de)(de)(de)影響。我省煤(mei)炭(tan)(tan)(tan)礦(kuang)(kuang)(kuang)區(qu)(qu)主(zhu)要(yao)在(zai)黃(huang)河(he)流域的(de)(de)(de)(de)蘭州市(shi)(shi)、白銀(yin)市(shi)(shi)、慶陽市(shi)(shi)、平涼市(shi)(shi),從(cong)地(di)理位(wei)(wei)置看,煤(mei)炭(tan)(tan)(tan)資(zi)源(yuan)(yuan)(yuan)開(kai)發對(dui)(dui)礦(kuang)(kuang)(kuang)區(qu)(qu)生(sheng)態環(huan)境(jing)的(de)(de)(de)(de)影響各不(bu)相(xiang)(xiang)同(tong)。隴東6個煤(mei)炭(tan)(tan)(tan)礦(kuang)(kuang)(kuang)區(qu)(qu)均地(di)處(chu)黃(huang)土(tu)(tu)高原丘(qiu)陵溝壑區(qu)(qu),是黃(huang)河(he)最大支流渭(wei)河(he)、涇(jing)河(he)的(de)(de)(de)(de)重要(yao)水(shui)(shui)源(yuan)(yuan)(yuan)補(bu)給區(qu)(qu)和(he)協同(tong)治理區(qu)(qu)域,生(sheng)態環(huan)境(jing)相(xiang)(xiang)對(dui)(dui)脆弱,水(shui)(shui)土(tu)(tu)流失嚴重,是全國生(sheng)態治理重點地(di)區(qu)(qu),人(ren)均水(shui)(shui)資(zi)源(yuan)(yuan)(yuan)量(liang)相(xiang)(xiang)對(dui)(dui)較低,水(shui)(shui)資(zi)源(yuan)(yuan)(yuan)時間、空(kong)間分布(bu)不(bu)均。靖遠(yuan)礦(kuang)(kuang)(kuang)區(qu)(qu)處(chu)于(yu)(yu)黃(huang)河(he)上(shang)游的(de)(de)(de)(de)白銀(yin)市(shi)(shi),境(jing)內黃(huang)河(he)干(gan)(gan)流258公里,占黃(huang)河(he)甘肅(su)段(duan)總流程的(de)(de)(de)(de)28.3%,全年降雨量(liang)少(shao)(shao),氣候干(gan)(gan)燥,冬季寒冷漫長,風(feng)沙霜凍危害頻繁。窯街礦(kuang)(kuang)(kuang)區(qu)(qu)位(wei)(wei)于(yu)(yu)黃(huang)河(he)上(shang)游的(de)(de)(de)(de)蘭州市(shi)(shi),地(di)處(chu)大通河(he)、湟(huang)水(shui)(shui)河(he)左岸(an),地(di)貌總特征屬黃(huang)土(tu)(tu)高原西部(bu)丘(qiu)陵溝壑區(qu)(qu),氣候干(gan)(gan)旱(han)(han),溫差(cha)大,降水(shui)(shui)少(shao)(shao)。靖遠(yuan)、窯街礦(kuang)(kuang)(kuang)區(qu)(qu)經過了半(ban)個多世紀的(de)(de)(de)(de)開(kai)發建設,礦(kuang)(kuang)(kuang)區(qu)(qu)主(zhu)要(yao)突出問題為地(di)表(biao)(biao)沉陷和(he)地(di)下水(shui)(shui)破(po)壞。

(2)保護措施

——生態(tai)影(ying)響綜合(he)治理(li)措施(shi)。各(ge)煤炭規劃礦區積(ji)極采取措施(shi)將生態(tai)影(ying)響控制(zhi)到(dao)最低程度(du),盡量(liang)減(jian)緩對(dui)當地耕(geng)地和林地占用、農業生產和農村景觀的不良影(ying)響。加強土地復墾(ken)和生態(tai)環境綜合(he)整治,積(ji)極防治水土流失(shi),全(quan)面做好土壤保護與植(zhi)被恢復。

——地(di)表水污染防治及綜合(he)利用。所(suo)有新建、改擴建煤礦(kuang)均須建設礦(kuang)井(jing)水處(chu)理(li)(li)站和生活(huo)污水處(chu)理(li)(li)站,對施工(gong)期的(de)生活(huo)污水應(ying)進行(xing)有效處(chu)理(li)(li),礦(kuang)井(jing)水處(chu)理(li)(li)后優先用于煤炭洗選加工(gong)。禁(jin)止在飲(yin)用水地(di)表水源各級保護區內開(kai)采。

——地(di)(di)下(xia)水(shui)(shui)污染防治及(ji)綜(zong)合利用。礦井水(shui)(shui)經處(chu)理后(hou)可用于井下(xia)灑水(shui)(shui)、選煤廠和(he)電廠的生產(chan)用水(shui)(shui)等,礦井涌水(shui)(shui)應長(chang)期觀(guan)測(ce)、建檔。禁(jin)止在水(shui)(shui)源(yuan)涵養地(di)(di)、飲(yin)用水(shui)(shui)地(di)(di)下(xia)水(shui)(shui)水(shui)(shui)源(yuan)地(di)(di)各級保護區等地(di)(di)下(xia)水(shui)(shui)環境敏感區域內開采。

——大氣(qi)環境污染控制措施(shi)(shi)。礦井、選煤廠原(yuan)則上不得新(xin)建每(mei)小時10蒸噸以下燃煤鍋(guo)爐,新(xin)建燃煤鍋(guo)爐必須采用高效脫硫除塵器等設施(shi)(shi),鍋(guo)爐煙氣(qi)排放濃度(du)應滿足大氣(qi)污染物排放標準的規定。原(yuan)煤采用筒倉(cang)(cang)或全封閉煤倉(cang)(cang)儲(chu)存(cun),轉載、篩分及運輸過程(cheng)采取嚴(yan)格抑塵除塵措施(shi)(shi)。鼓勵熱電聯(lian)供(gong)和(he)清潔能(neng)源供(gong)熱。

——固體(ti)廢物合(he)理處置(zhi)(zhi)與綜(zong)合(he)利用(yong)(yong)。煤(mei)矸石(shi)可用(yong)(yong)于發電、制磚,還(huan)(huan)可用(yong)(yong)于填溝造(zao)地、覆土綠化(hua)(hua)、填堵地表裂縫(feng)、平整(zheng)造(zao)地和修(xiu)筑路(lu)基等(deng);爐渣可用(yong)(yong)于制磚、砌(qi)塊,還(huan)(huan)可用(yong)(yong)于修(xiu)筑路(lu)基等(deng),煤(mei)矸石(shi)全部實現(xian)無害化(hua)(hua)處理,以煤(mei)矸石(shi)為(wei)主的固體(ti)廢棄物處置(zhi)(zhi)率達標(biao)。

2.石油行業

(1)環境影響

油(you)(you)(you)田勘探開發(fa)對礦區水體環境(jing)有(you)一定的影(ying)響,主(zhu)(zhu)要污染物(wu)(wu)為(wei)COD和(he)(he)(he)石油(you)(you)(you)類。油(you)(you)(you)田大氣環境(jing)污染主(zhu)(zhu)要是揮發(fa)性有(you)機物(wu)(wu)、二氧化(hua)硫(liu)(liu)、氮氧化(hua)物(wu)(wu)、煙塵(chen)、硫(liu)(liu)化(hua)氫(qing)等(deng)(deng),可能(neng)(neng)存(cun)在生產設備(bei)密封點泄漏(lou)、儲罐裝(zhuang)卸過(guo)程(cheng)(cheng)揮發(fa)損失(shi)、廢水廢液廢渣系統逸散(san)等(deng)(deng)無組(zu)織(zhi)排放(fang)及(ji)非正常工況排污。油(you)(you)(you)田生產過(guo)程(cheng)(cheng)中造(zao)(zao)成(cheng)土壤石油(you)(you)(you)類污染的主(zhu)(zhu)要原因是油(you)(you)(you)泥(ni)(ni)沙(sha)、鉆井(jing)廢棄(qi)泥(ni)(ni)漿、巖屑、落地油(you)(you)(you)和(he)(he)(he)管線穿孔。油(you)(you)(you)田和(he)(he)(he)管道(dao)建設中可能(neng)(neng)對防洪(hong)設施、水資源(yuan)造(zao)(zao)成(cheng)影(ying)響,大量占(zhan)壓和(he)(he)(he)擾(rao)動(dong)地表、破壞地貌植被,易造(zao)(zao)成(cheng)水土流(liu)失(shi)。油(you)(you)(you)田生產中的落地原油(you)(you)(you)、油(you)(you)(you)泥(ni)(ni),以(yi)及(ji)注(zhu)水開采(cai)、水力(li)壓裂作(zuo)業等(deng)(deng)可能(neng)(neng)長期(qi)損害(hai)水土保持功能(neng)(neng)。

(2)保護措施

加(jia)強建(jian)設(she)項目防洪影響(xiang)和(he)(he)(he)水資源論(lun)證工作,認(ren)真(zhen)實施水土保持預防和(he)(he)(he)治理措施,控制(zhi)水土流失。實施工藝改進、生產(chan)環節(jie)和(he)(he)(he)廢(fei)水廢(fei)液廢(fei)渣系統封閉性(xing)改造、設(she)備泄(xie)漏檢測(ce)與修(xiu)復、罐型和(he)(he)(he)裝卸方式改進,對易泄(xie)漏環節(jie)制(zhi)定針對性(xing)改進措施,從源頭減少揮發性(xing)有機(ji)物的泄(xie)漏排(pai)放。推(tui)進清(qing)潔(jie)生產(chan),開展綜合利用,大(da)力推(tui)廣(guang)二氧化碳驅油和(he)(he)(he)埋存技術。加(jia)大(da)環保投入和(he)(he)(he)科研開發,加(jia)強環保監控系統建(jian)設(she),強化環保隊伍建(jian)設(she)。

3.天然氣行業

(1)環境影響

隨著(zhu)天(tian)然(ran)氣(qi)(qi)資源加快開(kai)發(fa)利用,天(tian)然(ran)氣(qi)(qi)占一次能源消費(fei)的(de)比重進(jin)一步提(ti)高,可(ke)有效降低污(wu)染(ran)物(wu)和二氧(yang)化(hua)碳排(pai)(pai)放(fang)強度。若2025年(nian)全省(sheng)天(tian)然(ran)氣(qi)(qi)消費(fei)量(liang)達到(dao)65億立方米,同增(zeng)加等量(liang)熱值(zhi)的(de)煤炭相比,可(ke)減排(pai)(pai)二氧(yang)化(hua)碳1300萬噸、二氧(yang)化(hua)硫14萬噸。在(zai)天(tian)然(ran)氣(qi)(qi)勘查(cha)開(kai)采(cai)凈(jing)化(hua)階段(duan),對(dui)環(huan)境(jing)的(de)影響主(zhu)(zhu)要包括地震勘探施(shi)工帶來的(de)爆破噪聲,鉆采(cai)作(zuo)業對(dui)周(zhou)邊生態環(huan)境(jing)和水(shui)土保(bao)持的(de)影響,天(tian)然(ran)氣(qi)(qi)凈(jing)化(hua)過(guo)程中產生廢水(shui)廢氣(qi)(qi)。在(zai)天(tian)然(ran)氣(qi)(qi)項目建設(she)過(guo)程中,對(dui)環(huan)境(jing)的(de)影響主(zhu)(zhu)要包括施(shi)工機械噪聲、污(wu)水(shui)、固(gu)體(ti)廢棄物(wu),以及(ji)管(guan)道沿線開(kai)挖對(dui)土壤(rang)、植被及(ji)生態環(huan)境(jing)的(de)擾動。在(zai)天(tian)然(ran)氣(qi)(qi)設(she)施(shi)運營(ying)期(qi)間,污(wu)染(ran)物(wu)主(zhu)(zhu)要是清(qing)管(guan)作(zuo)業、站場檢修排(pai)(pai)放(fang)的(de)天(tian)然(ran)氣(qi)(qi)及(ji)場站生活(huo)垃圾等固(gu)體(ti)廢棄物(wu)。

(2)保護措施

加(jia)強對天(tian)(tian)(tian)然氣(qi)(qi)開采凈化等(deng)(deng)過程的(de)大氣(qi)(qi)污染治理(li),減(jian)少無組織排(pai)放和非正常排(pai)放,確保滿足環境(jing)管(guan)(guan)理(li)相關要求。加(jia)強集(ji)約(yue)開發力度,盡量(liang)減(jian)少占用(yong)耕地、林地和草原,天(tian)(tian)(tian)然氣(qi)(qi)管(guan)(guan)道(dao)項目(mu)選址盡量(liang)避免穿越環境(jing)敏感區、河道(dao)管(guan)(guan)理(li)范圍,依(yi)法(fa)依(yi)規履行建設(she)項目(mu)許可手續。落(luo)實水土保持(chi)預防和治理(li)措施,有效(xiao)降(jiang)低(di)對生態環境(jing)的(de)影響(xiang)。強化生產環節源頭(tou)控制,提升(sheng)工藝水平(ping),對廢(fei)水廢(fei)液廢(fei)渣(zha)進(jin)行封閉性(xing)管(guan)(guan)理(li),防止天(tian)(tian)(tian)然氣(qi)(qi)或其他廢(fei)氣(qi)(qi)的(de)泄漏。制定(ding)管(guan)(guan)道(dao)、站場等(deng)(deng)場所的(de)安全防范措施,編制完善應急(ji)(ji)預案,開展應急(ji)(ji)演練,提升(sheng)應急(ji)(ji)處(chu)置能力。

4.火電行業

(1)環境影響

——煙塵。主要是(shi)燃(ran)煤電廠排放(fang)的(de)塵粒,不(bu)僅本身(shen)污染環(huan)境,還會與二(er)氧(yang)(yang)化硫、氧(yang)(yang)化氮等有(you)害(hai)氣(qi)體結合,加劇對(dui)環(huan)境的(de)損害(hai)。

——二氧(yang)化硫。煤中的可(ke)燃性硫經在(zai)鍋爐中高溫燃燒,大(da)(da)部分(fen)氧(yang)化為二氧(yang)化硫。在(zai)太陽(yang)光紫外線(xian)照射并有氧(yang)化氮存在(zai)時,可(ke)發生光化學反應而生成三氧(yang)化硫和(he)硫酸酸霧,這些(xie)氣體對人(ren)體和(he)動、植(zhi)物均有非常大(da)(da)的危害。

——氧(yang)(yang)化(hua)氮。火電(dian)廠(chang)排放的氧(yang)(yang)化(hua)氮中主(zhu)要(yao)是一(yi)氧(yang)(yang)化(hua)氮,占氧(yang)(yang)化(hua)氮總濃度的90%以上,對(dui)人體呼(hu)吸器官(guan)、中樞神經(jing)等有(you)損(sun)害(hai)。

——廢水(shui)(shui)。火電廠的廢水(shui)(shui)主要(yao)有(you)沖灰水(shui)(shui)、除(chu)塵水(shui)(shui)、工業(ye)污(wu)水(shui)(shui)、生活(huo)污(wu)水(shui)(shui)等。除(chu)塵水(shui)(shui)、工業(ye)污(wu)水(shui)(shui)一般(ban)均排入(ru)灰水(shui)(shui)系統。

——噪(zao)音。電(dian)廠主要噪(zao)聲(sheng)源有空氣(qi)動(dong)力性噪(zao)聲(sheng)、電(dian)磁性噪(zao)聲(sheng)和機械性噪(zao)聲(sheng)。

——粉煤灰渣(zha)。其主要(yao)成(cheng)分是氧(yang)化(hua)(hua)硅、三(san)氧(yang)化(hua)(hua)二鋁、氧(yang)化(hua)(hua)鐵(tie)、氧(yang)化(hua)(hua)鈣、氧(yang)化(hua)(hua)鎂等,可能會造成(cheng)水體污染(ran)和大氣污染(ran)。

(2)保護措施

安(an)裝高效(xiao)除塵(chen)脫(tuo)硫設施、采用先進(jin)脫(tuo)硝技術,確保(bao)煙塵(chen)、二氧化(hua)硫、氮氧化(hua)物達標(biao)排放。廢水(shui)通(tong)過處理(li)達標(biao)后排放或回用;采用低噪聲(sheng)設備,加(jia)強聲(sheng)源管控;采用噴水(shui)抑塵(chen)等裝置(zhi),減少(shao)揚塵(chen)污染(ran);采取分區貯(zhu)存、恢復(fu)植被、循環利(li)用等方式,減少(shao)灰渣污染(ran)。

5.水電行業

(1)環境影響

——對氣(qi)候(hou)的(de)影響。水(shui)庫水(shui)量蒸(zheng)發,可能會引起(qi)局部小(xiao)氣(qi)候(hou)的(de)變(bian)化,可使其附近(jin)地區的(de)氣(qi)溫(wen)年、日(ri)溫(wen)差變(bian)小(xiao)。

——對地質的影(ying)響。大型水(shui)(shui)庫蓄水(shui)(shui)后,水(shui)(shui)體壓(ya)重引起地殼應力增加,水(shui)(shui)滲入斷層,增大巖層中空隙水(shui)(shui)壓(ya)力,可能(neng)誘發地震。同(tong)時(shi),因水(shui)(shui)庫蓄水(shui)(shui)后水(shui)(shui)位升高,可能(neng)對庫區周(zhou)邊地區的地下水(shui)(shui)位造(zao)成影(ying)響,使地下水(shui)(shui)位不同(tong)程(cheng)度的升高。

——對生(sheng)態的(de)影響。上(shang)庫(ku)和下庫(ku)的(de)建(jian)設(she)造成大面(mian)積淹沒,改變(bian)水生(sheng)生(sheng)物和陸生(sheng)生(sheng)物生(sheng)活環(huan)境(jing)(jing)。并且(qie)上(shang)下庫(ku)水位變(bian)動(dong)頻繁(fan),影響水庫(ku)岸邊生(sheng)物棲息環(huan)境(jing)(jing)。

(2)保護措施

做(zuo)好(hao)抽水(shui)蓄能電站項目(mu)設計論(lun)證,嚴格建設程序管理和(he)運行監督,落(luo)實地質災害防治(zhi)措施,減少庫(ku)區(qu)影響,確(que)保(bao)水(shui)庫(ku)安全運行;劃定施工范圍,明確(que)生態保(bao)護責(ze)任(ren),嚴守生態保(bao)護紅線,做(zuo)好(hao)生態恢(hui)復補償,確(que)保(bao)生態下泄流(liu)量,減少對生態系(xi)統影響。落(luo)實最嚴格的(de)水(shui)資源管理制度,強化取水(shui)許可和(he)水(shui)資源論(lun)證,嚴格取用(yong)水(shui)管理。

6.新能源行業

(1)環境影響

風(feng)電、光(guang)(guang)電、太陽能熱發電等(deng)可再生(sheng)能源(yuan)開(kai)發利(li)用(yong)可替代(dai)大量(liang)化(hua)石能源(yuan)消(xiao)耗、減少溫室氣體和污染物(wu)排(pai)(pai)放(fang),對(dui)環(huan)(huan)境改善起(qi)到積極作(zuo)用(yong)。到2025年,全省包括風(feng)、光(guang)(guang)電、太陽能熱發電在內的可再生(sheng)能源(yuan)利(li)用(yong)總量(liang)折合4980萬(wan)噸標準煤,屆時,可再生(sheng)能源(yuan)年利(li)用(yong)量(liang)相當于減少二(er)氧化(hua)碳排(pai)(pai)放(fang)量(liang)約12710萬(wan)噸,每(mei)年可減少煙塵排(pai)(pai)放(fang)量(liang)約55萬(wan)噸,二(er)氧化(hua)硫排(pai)(pai)放(fang)量(liang)約131萬(wan)噸,氮氧化(hua)物(wu)排(pai)(pai)放(fang)量(liang)約113萬(wan)噸。在項目建設(she)期(qi)(qi),土石方開(kai)挖可能會引起(qi)地表植被破(po)壞,造(zao)成水(shui)土流失,對(dui)生(sheng)態環(huan)(huan)境產(chan)生(sheng)不利(li)影響(xiang),在項目運行期(qi)(qi),可能會對(dui)周邊造(zao)成噪音(yin)、光(guang)(guang)影等(deng)環(huan)(huan)境污染。

(2)保護措施

科學合理規(gui)劃布局,避開環(huan)境(jing)敏感(gan)區,規(gui)范環(huan)境(jing)影響評價,保證項目選(xuan)址與敏感(gan)點(dian)的防護距離,優化設(she)計施工方(fang)案,盡(jin)可能(neng)減(jian)少(shao)對地表(biao)的破壞(huai),把對自然生態(tai)環(huan)境(jing)的影響降到(dao)最低。項目建成運營后,做好生態(tai)恢復補償,實施生態(tai)景觀(guan)修(xiu)復,對場址區周(zhou)邊進行綠化、美化,實現風光電綠色融合發展。

九、保障措(cuo)施

(一)加(jia)強規(gui)劃引領

圍繞規(gui)劃(hua)重點任務,堅持規(gui)劃(hua)與項目的相互結(jie)合和有機(ji)統一,增強規(gui)劃(hua)對(dui)布局和項目投資的調控(kong)管理,促進規(gui)劃(hua)有效落(luo)實,有序推進項目建(jian)設。做好(hao)與國家規(gui)劃(hua)及國土空間、林(lin)草、農業農村等其他省級專項規(gui)劃(hua)的銜接和協調,提(ti)高規(gui)劃(hua)的科(ke)學(xue)性(xing)、合理性(xing)和可操作性(xing),形成能源(yuan)主管部(bu)門統籌、多(duo)部(bu)門參與機(ji)制,合力推進規(gui)劃(hua)落(luo)實。

(二(er))健全規劃(hua)實施機制

圍繞甘肅(su)省“十四五”能源(yuan)發展目標和重點任(ren)(ren)務,各(ge)地研(yan)究(jiu)制定推動能源(yuan)發展的具體(ti)實施(shi)(shi)方案,明(ming)確(que)責任(ren)(ren)分工和進度安排,確(que)保各(ge)項政策措施(shi)(shi)有效(xiao)落實。建立(li)健全“動態監測—中期(qi)評(ping)估—總(zong)結評(ping)估”的規(gui)(gui)劃實施(shi)(shi)監測評(ping)估體(ti)系,及時做好規(gui)(gui)劃實施(shi)(shi)情況(kuang)動態監測,根(gen)據中期(qi)評(ping)估情況(kuang)及時調整優(you)化(hua)相關目標任(ren)(ren)務,適時總(zong)結和推廣規(gui)(gui)劃實施(shi)(shi)典型經驗。

(三)完善政策(ce)支(zhi)持體(ti)系(xi)

做好(hao)(hao)規(gui)劃(hua)與(yu)國土(tu)空間規(gui)劃(hua)銜接(jie),保(bao)障(zhang)項目(mu)實施用地。落(luo)實相關稅收優惠政策,鼓勵金融(rong)機構參與(yu)發行(xing)與(yu)能源(yuan)(yuan)相關的綠(lv)(lv)色信貸、綠(lv)(lv)色債券等產品,對清潔能源(yuan)(yuan)發展給予積極(ji)支持。加強(qiang)基礎設施扶(fu)持力度,做好(hao)(hao)能源(yuan)(yuan)生(sheng)產基地、產業園區配套服務。優先支持能源(yuan)(yuan)企業申報(bao)科(ke)技獎(jiang)補資金、建設實驗室、技術創新(xin)中心(xin)、工業設計中心(xin)、企業技術中心(xin)等產學研(yan)用平臺。加大科(ke)技資源(yuan)(yuan)共享,搭建科(ke)技合作平臺,推(tui)進科(ke)技資源(yuan)(yuan)開放共享。

(四)強化人才和服務保(bao)障

支持能(neng)源(yuan)企(qi)業引進(jin)人才(cai),對高層次和(he)急需緊缺人才(cai),按規定享受(shou)各(ge)類人才(cai)優惠政策(ce)和(he)相關待(dai)遇(yu),提(ti)升住房、教育、醫療保(bao)(bao)障(zhang)水平。深入推進(jin)“放管(guan)服(fu)”改革,持續(xu)優化營(ying)商環境(jing),提(ti)升服(fu)務(wu)效能(neng)。建(jian)立(li)項(xiang)(xiang)目(mu)跟蹤服(fu)務(wu)機制,定期(qi)開展調度,掌握項(xiang)(xiang)目(mu)進(jin)展,及時協調解決(jue)項(xiang)(xiang)目(mu)推進(jin)過(guo)程中(zhong)的困難和(he)問題,保(bao)(bao)障(zhang)項(xiang)(xiang)目(mu)順利實(shi)施。
