甘肅:加大光熱發電技術攻關,謀劃實施“光熱+風光電”一體化項目

5月(yue)11日,甘(gan)肅省(sheng)人民政府對外發(fa)布《甘(gan)肅省(sheng)碳(tan)達峰(feng)實(shi)施方案》(以下簡(jian)稱《方案》)。


《方案(an)》提出(chu):到(dao)2025年(nian),非化(hua)石能源消費比(bi)重(zhong)達到(dao)30%,單(dan)(dan)位(wei)地區生(sheng)產總值能源消耗(hao)比(bi)2020年(nian)下降12.5%,單(dan)(dan)位(wei)地區生(sheng)產總值二氧化(hua)碳(tan)排放(fang)確保完(wan)成國家下達目標任務,為實(shi)現碳(tan)達峰奠定堅實(shi)基礎。


到2030年(nian),非化(hua)石能源(yuan)消(xiao)費比重達到35%左右,單位地區生產總值二氧化(hua)碳排放比2005年(nian)下(xia)降65%以上,力爭實現(xian)碳達峰目標。


其中:


在(zai)能源(yuan)綠色低碳轉型行動——大力(li)發(fa)展新能源(yuan)部(bu)分提(ti)出,將堅持(chi)集中式(shi)(shi)和分布式(shi)(shi)并重、電力(li)外送與(yu)就(jiu)地消(xiao)納結合,采用多能互補(bu)開發(fa)模式(shi)(shi),加快在(zai)沙漠(mo)、戈壁、荒漠(mo)等地區規(gui)(gui)劃建(jian)設(she)大型風電光伏基地,全(quan)面推進風電、太陽能發(fa)電大規(gui)(gui)模開發(fa)和高質量發(fa)展。


持續推進酒泉千(qian)(qian)(qian)萬千(qian)(qian)(qian)瓦級風(feng)電基(ji)地(di)(di)向特大型風(feng)光(guang)(guang)電基(ji)地(di)(di)邁進,打造金(昌)張(掖)武(威(wei))千(qian)(qian)(qian)萬千(qian)(qian)(qian)瓦級風(feng)光(guang)(guang)電基(ji)地(di)(di)。全面建成通渭、環(huan)縣和武威(wei)松山灘風(feng)電基(ji)地(di)(di),在蘭州、白銀(yin)、天水、平(ping)涼(liang)等地(di)(di)穩步推進分散式風(feng)電。持續擴(kuo)大光(guang)(guang)伏發(fa)(fa)電規模,打造大型集(ji)中光(guang)(guang)伏發(fa)(fa)電基(ji)地(di)(di),推動“光(guang)(guang)伏+”多(duo)元(yuan)化發(fa)(fa)展。


探(tan)索(suo)光(guang)熱(re)發(fa)電(dian)新模式,加大光(guang)熱(re)發(fa)電(dian)技術攻關,謀劃實施“光(guang)熱(re)+風光(guang)電(dian)”一體化項目。科學推進(jin)生物(wu)(wu)質(zhi)(zhi)能(neng)利(li)用,在生物(wu)(wu)質(zhi)(zhi)資(zi)源富集地區,積極推進(jin)生物(wu)(wu)天然氣產業發(fa)展和生物(wu)(wu)質(zhi)(zhi)發(fa)電(dian)項目建(jian)設。深(shen)入推動(dong)地熱(re)能(neng)開發(fa)利(li)用,加快推進(jin)蘭州、天水、定西、張掖、隴南等地區中(zhong)深(shen)層地熱(re)能(neng)和淺層地熱(re)能(neng)資(zi)源勘查(cha)開發(fa)利(li)用。到2030年(nian),力爭(zheng)全省(sheng)新能(neng)源裝(zhuang)機容量突(tu)破1.3億千瓦。

甘肅省(sheng)碳達峰實施方案


為深入貫徹(che)中共中央、國務院《關于完整準確全面貫徹(che)新發(fa)展理(li)念做好碳達峰(feng)(feng)碳中和工(gong)作的意見》和國務院《關于印發(fa)2030年前碳達峰(feng)(feng)行(xing)(xing)動方(fang)案的通知》精神,扎(zha)實推進全省碳達峰(feng)(feng)行(xing)(xing)動,結合(he)實際,制(zhi)定本方(fang)案。


一、總體要求


(一)指導思想。


以(yi)習近平(ping)新(xin)時代中(zhong)(zhong)國(guo)特色(se)社會(hui)(hui)主義(yi)思想為指(zhi)導,全(quan)面貫徹(che)黨的(de)(de)十九(jiu)大和(he)十九(jiu)屆歷次(ci)全(quan)會(hui)(hui)精神,深(shen)入(ru)貫徹(che)習近平(ping)生(sheng)態(tai)文(wen)(wen)明(ming)思想,深(shen)入(ru)落實(shi)(shi)習近平(ping)總(zong)書記對甘肅重要(yao)講話和(he)指(zhi)示精神,立足新(xin)發(fa)展(zhan)階(jie)段,完整、準確、全(quan)面貫徹(che)新(xin)發(fa)展(zhan)理(li)念,加快構建新(xin)發(fa)展(zhan)格(ge)局(ju),堅持(chi)(chi)系(xi)統(tong)觀念,處理(li)好發(fa)展(zhan)和(he)減排、整體(ti)(ti)和(he)局(ju)部、長(chang)遠目標(biao)和(he)短期(qi)目標(biao)、政府和(he)市場(chang)的(de)(de)關系(xi),把碳達(da)(da)峰(feng)碳中(zhong)(zhong)和(he)納入(ru)全(quan)省經濟社會(hui)(hui)發(fa)展(zhan)和(he)生(sheng)態(tai)文(wen)(wen)明(ming)建設整體(ti)(ti)布局(ju),同實(shi)(shi)施(shi)黃河流(liu)域生(sheng)態(tai)保護和(he)高質(zhi)量發(fa)展(zhan)戰略緊(jin)密結合,同實(shi)(shi)施(shi)“四強”行動(dong)、做好“五(wu)量”文(wen)(wen)章(zhang)有(you)機(ji)融合,堅持(chi)(chi)“主動(dong)作為、全(quan)省統(tong)籌、節約優先、雙(shuang)輪驅動(dong)、防范(fan)風險”的(de)(de)總(zong)體(ti)(ti)要(yao)求,有(you)力有(you)序有(you)效做好全(quan)省碳達(da)(da)峰(feng)工作,合理(li)確定各地區(qu)、各領域、各行業(ye)碳達(da)(da)峰(feng)目標(biao)任務,推(tui)動(dong)資源高效利(li)用和(he)生(sheng)產生(sheng)活方式(shi)綠色(se)變(bian)革,加快實(shi)(shi)現經濟社會(hui)(hui)綠色(se)低碳高質(zhi)量發(fa)展(zhan),促進降(jiang)碳、減污、擴綠、增長(chang)協同推(tui)進,力爭實(shi)(shi)現2030年碳達(da)(da)峰(feng)目標(biao)任務,為加快建設幸(xing)福美好新(xin)甘肅、不斷(duan)開創(chuang)富民興隴新(xin)局(ju)面打下(xia)堅實(shi)(shi)基礎。


(二)工作原則。


——整體(ti)謀劃、分(fen)類(lei)施策。堅持在全(quan)國一(yi)盤棋大局下統一(yi)行(xing)動,強(qiang)化總體(ti)設計(ji)和各(ge)(ge)方統籌。各(ge)(ge)市(州)、各(ge)(ge)領域、各(ge)(ge)行(xing)業要立足自(zi)身(shen)(shen)發展水(shui)平和階段特征,因地制(zhi)宜(yi)、分(fen)類(lei)施策,制(zhi)定既符合自(zi)身(shen)(shen)實際又(you)滿足總體(ti)要求的(de)目(mu)標任務(wu)和實施路(lu)徑,不搞齊步走、“一(yi)刀切”。


——統籌推(tui)進(jin)、重點突破(po)。全(quan)面(mian)準確認(ren)識碳(tan)達峰行動(dong)對(dui)經濟社會發展的深遠影響,加(jia)強政策的系統性、協同性,循(xun)序漸進(jin)、持續發力(li),積(ji)小勝為(wei)大勝,堅決(jue)避免運動(dong)式(shi)“減(jian)碳(tan)”和(he)(he)“碳(tan)沖鋒(feng)”。抓住影響全(quan)省實現碳(tan)達峰目標任(ren)務(wu)的主要矛盾和(he)(he)關鍵癥結,加(jia)強形勢(shi)預判分析,提(ti)前謀劃應對(dui)措(cuo)施(shi),推(tui)動(dong)重點地區(qu)、重點領域和(he)(he)重點行業梯次達峰。


——雙輪驅動、兩手(shou)發(fa)(fa)力。充(chong)分發(fa)(fa)揮市場機(ji)制作(zuo)用,深化能源及相關領域改革,形成有效激(ji)勵約束機(ji)制,激(ji)發(fa)(fa)市場主體(ti)綠色低碳轉型內生動力和創新(xin)活力。更好發(fa)(fa)揮政(zheng)(zheng)府(fu)作(zuo)用,加快構(gou)建全(quan)省(sheng)經濟社會(hui)全(quan)面綠色轉型政(zheng)(zheng)策制度(du)體(ti)系(xi),引導(dao)各類資源和要素向(xiang)降(jiang)碳方向(xiang)聚集。


——穩妥(tuo)有序(xu)(xu)、安(an)(an)全(quan)降碳(tan)。立足富煤貧油少(shao)氣(qi)、風光優渥(wo)的(de)(de)省情實際,堅(jian)持減排不減生產(chan)力(li),堅(jian)持先立后破,堅(jian)持以保障能源(yuan)安(an)(an)全(quan)和(he)經(jing)濟發展為底(di)線,統籌協調(diao)產(chan)業結構(gou)調(diao)整(zheng)力(li)度、能源(yuan)結構(gou)優化(hua)進(jin)度、經(jing)濟社會(hui)承受程度與減污降碳(tan)工作強度之間的(de)(de)關(guan)系,著力(li)化(hua)解各類風險隱患,切(qie)實保障能源(yuan)安(an)(an)全(quan)、產(chan)業鏈供(gong)應(ying)鏈安(an)(an)全(quan)、糧食安(an)(an)全(quan)和(he)群眾正(zheng)常生產(chan)生活,穩妥(tuo)有序(xu)(xu)、循序(xu)(xu)漸進(jin)推進(jin)碳(tan)達峰行動。


(三)主要目標。


“十四五”期(qi)間,產(chan)業結構(gou)和(he)能(neng)(neng)(neng)源(yuan)結構(gou)優化(hua)調(diao)整取得(de)顯著進步(bu),重點行(xing)業能(neng)(neng)(neng)源(yuan)利用效(xiao)率(lv)大幅提升,煤炭消費(fei)增(zeng)長得(de)到(dao)合理控制,以新(xin)(xin)能(neng)(neng)(neng)源(yuan)為主體(ti)的新(xin)(xin)型電力系統加快構(gou)建,綠色低碳技術研發和(he)推廣(guang)應用取得(de)新(xin)(xin)進展(zhan)(zhan),綠色低碳生(sheng)(sheng)(sheng)產(chan)生(sheng)(sheng)(sheng)活(huo)方(fang)式得(de)到(dao)普遍推行(xing),綠色低碳循環發展(zhan)(zhan)政策體(ti)系進一(yi)步(bu)完善(shan)。到(dao)2025年,非(fei)化(hua)石能(neng)(neng)(neng)源(yuan)消費(fei)比重達到(dao)30%,單(dan)位地(di)區生(sheng)(sheng)(sheng)產(chan)總(zong)值(zhi)能(neng)(neng)(neng)源(yuan)消耗比2020年下降12.5%,單(dan)位地(di)區生(sheng)(sheng)(sheng)產(chan)總(zong)值(zhi)二(er)氧(yang)化(hua)碳排放確(que)保(bao)完成國家(jia)下達目(mu)標任務(wu),為實現(xian)碳達峰奠定堅實基礎。


“十五(wu)五(wu)”期間,產業(ye)結(jie)構調(diao)整取得(de)重大進(jin)展,清潔低碳安全高效的(de)能(neng)(neng)源(yuan)(yuan)體系初步建立,重點領域低碳發展模式基本形成(cheng)(cheng),重點耗能(neng)(neng)行業(ye)能(neng)(neng)源(yuan)(yuan)利用效率達(da)到國際先進(jin)水平,非(fei)化石(shi)(shi)能(neng)(neng)源(yuan)(yuan)消費比重進(jin)一步提(ti)高,煤炭消費逐步減(jian)少,綠色低碳技(ji)術取得(de)關鍵(jian)突(tu)破(po),綠色生活方式成(cheng)(cheng)為公眾自覺選擇(ze),綠色低碳循環發展政策體系基本健全。到2030年(nian),非(fei)化石(shi)(shi)能(neng)(neng)源(yuan)(yuan)消費比重達(da)到35%左(zuo)右,單位地(di)區生產總值(zhi)二(er)氧化碳排放比2005年(nian)下降65%以上,力爭實現(xian)碳達(da)峰目(mu)標。


二、重點任務


將碳達峰(feng)貫穿(chuan)于全省(sheng)經(jing)濟社會(hui)發展(zhan)全過程和各方面,重點(dian)實施能源綠色低碳轉(zhuan)型行(xing)動(dong)(dong)、節能降(jiang)碳增(zeng)效(xiao)行(xing)動(dong)(dong)、工(gong)業(ye)領域碳達峰(feng)行(xing)動(dong)(dong)等“碳達峰(feng)十大(da)行(xing)動(dong)(dong)”。


(一(yi))能(neng)源綠色低碳轉型行動。


堅(jian)持通盤謀劃、安全(quan)降碳(tan),在保(bao)障能(neng)源安全(quan)的前提下(xia),大力推進(jin)低碳(tan)能(neng)源替(ti)代高碳(tan)能(neng)源,積極構建清潔低碳(tan)安全(quan)高效的能(neng)源體系。


1.推(tui)(tui)進煤(mei)(mei)炭(tan)消(xiao)費(fei)替代(dai)和(he)(he)轉型(xing)升級(ji)。繼(ji)續發揮煤(mei)(mei)炭(tan)、煤(mei)(mei)電(dian)(dian)兜底保(bao)供作用,推(tui)(tui)動煤(mei)(mei)炭(tan)和(he)(he)新(xin)能(neng)(neng)源優化(hua)組合、接(jie)續轉換,逐步(bu)降(jiang)低(di)煤(mei)(mei)炭(tan)在一次能(neng)(neng)源消(xiao)費(fei)中(zhong)的比(bi)重。優化(hua)煤(mei)(mei)炭(tan)產(chan)(chan)能(neng)(neng)布局,有序(xu)核(he)準核(he)增一批(pi)規(gui)劃內(nei)的先進產(chan)(chan)能(neng)(neng)項目(mu)(mu),淘(tao)汰落后(hou)煤(mei)(mei)炭(tan)產(chan)(chan)能(neng)(neng),推(tui)(tui)動煤(mei)(mei)炭(tan)產(chan)(chan)業(ye)(ye)綠色轉型(xing),推(tui)(tui)進煤(mei)(mei)炭(tan)產(chan)(chan)供儲銷體系(xi)建設(she),保(bao)障煤(mei)(mei)炭(tan)供應安全。全面開展煤(mei)(mei)電(dian)(dian)機(ji)組改(gai)造升級(ji),推(tui)(tui)動煤(mei)(mei)電(dian)(dian)節(jie)能(neng)(neng)降(jiang)碳改(gai)造、靈(ling)活性改(gai)造、供熱改(gai)造“三改(gai)聯(lian)動”,繼(ji)續有序(xu)淘(tao)汰落后(hou)煤(mei)(mei)電(dian)(dian),整頓和(he)(he)規(gui)范企業(ye)(ye)自備(bei)電(dian)(dian)廠運行(xing)(xing)(xing),推(tui)(tui)動煤(mei)(mei)電(dian)(dian)向(xiang)基礎保(bao)障性和(he)(he)系(xi)統(tong)調節(jie)性電(dian)(dian)源并重轉型(xing)。持(chi)續推(tui)(tui)進隴東、河西(xi)電(dian)(dian)力(li)外送通道(dao)建設(she),新(xin)建通道(dao)可再生能(neng)(neng)源電(dian)(dian)量比(bi)例(li)原則上不(bu)低(di)于50%。嚴(yan)控鋼鐵、建材、化(hua)工等主要(yao)耗煤(mei)(mei)行(xing)(xing)(xing)業(ye)(ye)耗煤(mei)(mei)量,嚴(yan)格執行(xing)(xing)(xing)行(xing)(xing)(xing)業(ye)(ye)能(neng)(neng)耗標準,新(xin)建項目(mu)(mu)實行(xing)(xing)(xing)產(chan)(chan)能(neng)(neng)等量或減量置換。大力(li)推(tui)(tui)進煤(mei)(mei)炭(tan)清潔高效利(li)用,持(chi)續壓減散(san)煤(mei)(mei)消(xiao)費(fei),嚴(yan)禁劣質煤(mei)(mei)使用,科(ke)學(xue)有序(xu)推(tui)(tui)進散(san)煤(mei)(mei)替代(dai)。

3.穩(wen)步推(tui)進(jin)水(shui)(shui)(shui)(shui)能(neng)開發(fa)。充分發(fa)揮梯級水(shui)(shui)(shui)(shui)庫調(diao)(diao)蓄能(neng)力(li),推(tui)進(jin)黃河上游既(ji)有水(shui)(shui)(shui)(shui)電(dian)站擴機(ji)改造工程,配(pei)合做好南(nan)水(shui)(shui)(shui)(shui)北調(diao)(diao)西(xi)線和(he)黑(hei)山峽河段水(shui)(shui)(shui)(shui)電(dian)前期論證(zheng)工作,謀劃布局混合式抽水(shui)(shui)(shui)(shui)蓄能(neng)電(dian)站。加快列入(ru)國家抽水(shui)(shui)(shui)(shui)蓄能(neng)中長期規(gui)劃的昌馬、黃羊、黃龍、張掖、平川、東鄉、宕昌等抽水(shui)(shui)(shui)(shui)蓄能(neng)電(dian)站建(jian)設,進(jin)一步提(ti)升全省(sheng)電(dian)網系統調(diao)(diao)峰能(neng)力(li)。統籌水(shui)(shui)(shui)(shui)電(dian)開發(fa)和(he)生態保護(hu),落實好國家水(shui)(shui)(shui)(shui)能(neng)資源開發(fa)生態保護(hu)補償機(ji)制。到(dao)2030年(nian),全省(sheng)水(shui)(shui)(shui)(shui)電(dian)裝(zhuang)機(ji)達到(dao)1000萬千瓦(wa)左右(you),抽水(shui)(shui)(shui)(shui)蓄能(neng)電(dian)站裝(zhuang)機(ji)容(rong)量(liang)達到(dao)500萬千瓦(wa)左右(you)。

(二)節能(neng)降碳增效行動。


堅持節約優先(xian)、效率優先(xian),嚴格(ge)控制能耗強度(du),推動能源消費革命,把節能貫穿于經濟社會發展的全(quan)過程和各方面。


1.全面提升(sheng)節(jie)能(neng)(neng)(neng)(neng)管理能(neng)(neng)(neng)(neng)力(li)。科學分解(jie)各(ge)市(州)和重點用能(neng)(neng)(neng)(neng)單(dan)位能(neng)(neng)(neng)(neng)耗(hao)強(qiang)度(du)(du)目(mu)標(biao),嚴格(ge)落實(shi)節(jie)能(neng)(neng)(neng)(neng)目(mu)標(biao)責(ze)任制(zhi),確保完(wan)成目(mu)標(biao)任務。探索(suo)建立用能(neng)(neng)(neng)(neng)預算化管理體(ti)系(xi),強(qiang)化固定資產投(tou)資項目(mu)節(jie)能(neng)(neng)(neng)(neng)審查,嚴格(ge)新上高耗(hao)能(neng)(neng)(neng)(neng)高排放低水(shui)平項目(mu)源頭管控(kong)(kong),落實(shi)能(neng)(neng)(neng)(neng)耗(hao)等量減量替代制(zhi)度(du)(du),加(jia)快(kuai)推(tui)進能(neng)(neng)(neng)(neng)耗(hao)“雙控(kong)(kong)”向碳排放總量和強(qiang)度(du)(du)“雙控(kong)(kong)”轉(zhuan)變。提高節(jie)能(neng)(neng)(neng)(neng)管理信(xin)息化水(shui)平,完(wan)善(shan)重點用能(neng)(neng)(neng)(neng)單(dan)位能(neng)(neng)(neng)(neng)耗(hao)在線(xian)監測系(xi)統,支(zhi)持和鼓勵(li)建立節(jie)能(neng)(neng)(neng)(neng)技術推(tui)廣服務平臺(tai)。鼓勵(li)和支(zhi)持各(ge)領域、各(ge)行業(ye)積極開(kai)展能(neng)(neng)(neng)(neng)效“領跑(pao)者”行動。加(jia)強(qiang)節(jie)能(neng)(neng)(neng)(neng)監察(cha)能(neng)(neng)(neng)(neng)力(li)建設,健全省、市、縣三級(ji)節(jie)能(neng)(neng)(neng)(neng)監察(cha)體(ti)系(xi),綜(zong)合運(yun)用行政處罰、信(xin)用監管、綠(lv)色電(dian)價等手段,增強(qiang)節(jie)能(neng)(neng)(neng)(neng)監察(cha)約束力(li)。

3.推進重點用(yong)能(neng)(neng)(neng)設(she)備(bei)(bei)節能(neng)(neng)(neng)增效(xiao)(xiao)。以電機(ji)、風機(ji)、泵、壓(ya)縮機(ji)、變(bian)壓(ya)器、換熱(re)器、工業鍋爐等設(she)備(bei)(bei)為重點,對(dui)標國(guo)家標準,提升設(she)備(bei)(bei)能(neng)(neng)(neng)效(xiao)(xiao)。加快淘汰落(luo)后低效(xiao)(xiao)設(she)備(bei)(bei),加大節能(neng)(neng)(neng)高效(xiao)(xiao)產(chan)品(pin)和(he)設(she)備(bei)(bei)推廣力度,建(jian)立以能(neng)(neng)(neng)效(xiao)(xiao)為導(dao)向的激勵(li)約束(shu)機(ji)制,新(xin)上高耗能(neng)(neng)(neng)高排放低水平(ping)項目(mu)主要(yao)用(yong)能(neng)(neng)(neng)設(she)備(bei)(bei)應(ying)達(da)到一級(ji)能(neng)(neng)(neng)效(xiao)(xiao)標準,鼓(gu)勵(li)其他新(xin)建(jian)項目(mu)主要(yao)用(yong)能(neng)(neng)(neng)設(she)備(bei)(bei)使用(yong)一級(ji)能(neng)(neng)(neng)效(xiao)(xiao)產(chan)品(pin)。加強重點用(yong)能(neng)(neng)(neng)設(she)備(bei)(bei)節能(neng)(neng)(neng)審查和(he)日常(chang)監管,強化生產(chan)、經(jing)營、銷售、使用(yong)、報廢全鏈條管理,嚴厲(li)打(da)擊違法違規行為,確保能(neng)(neng)(neng)效(xiao)(xiao)標準和(he)節能(neng)(neng)(neng)要(yao)求全面落(luo)實(shi)。


4.加強新(xin)(xin)型(xing)(xing)基(ji)(ji)礎(chu)(chu)設(she)(she)施(shi)節能(neng)(neng)(neng)降(jiang)碳。優化新(xin)(xin)型(xing)(xing)基(ji)(ji)礎(chu)(chu)設(she)(she)施(shi)空間布局(ju)(ju),統籌謀劃、科學(xue)配置數據中心(xin)(xin)等新(xin)(xin)型(xing)(xing)基(ji)(ji)礎(chu)(chu)設(she)(she)施(shi),避免低(di)水平(ping)重復建設(she)(she),新(xin)(xin)建大型(xing)(xing)、超(chao)大型(xing)(xing)數據中心(xin)(xin)原則上布局(ju)(ju)在全(quan)國一體化算(suan)力網絡國家樞紐節點(甘肅(su))范(fan)圍內。優化新(xin)(xin)型(xing)(xing)基(ji)(ji)礎(chu)(chu)設(she)(she)施(shi)用(yong)(yong)能(neng)(neng)(neng)結構,采用(yong)(yong)直流供電、分布式(shi)儲能(neng)(neng)(neng)、“光伏+儲能(neng)(neng)(neng)”等模式(shi),探(tan)索(suo)多樣化能(neng)(neng)(neng)源(yuan)供應,提(ti)高非化石能(neng)(neng)(neng)源(yuan)消費比重。對標國際先進水平(ping),提(ti)升準入門檻,淘汰落后設(she)(she)備和技術(shu)。加強新(xin)(xin)型(xing)(xing)基(ji)(ji)礎(chu)(chu)設(she)(she)施(shi)用(yong)(yong)能(neng)(neng)(neng)管理,將年綜(zong)合能(neng)(neng)(neng)耗超(chao)過(guo)5千(qian)噸標準煤的數據中心(xin)(xin)納入重點用(yong)(yong)能(neng)(neng)(neng)單位管理。推(tui)動既有(you)設(she)(she)施(shi)綠(lv)色升級改造,積極(ji)推(tui)廣使用(yong)(yong)高效制冷、先進通風、余熱利用(yong)(yong)、智(zhi)能(neng)(neng)(neng)化用(yong)(yong)能(neng)(neng)(neng)控制等技術(shu),提(ti)高設(she)(she)施(shi)能(neng)(neng)(neng)效水平(ping)。


(三)工業領域碳達峰(feng)行動(dong)。

著力構建綠(lv)色(se)高(gao)效(xiao)交通運輸(shu)體系(xi),加(jia)快形成綠(lv)色(se)低碳(tan)運輸(shu)方式,確保交通運輸(shu)領域碳(tan)排放增長保持在合(he)理區(qu)間(jian)。


1.構建(jian)綠色(se)(se)高效(xiao)交(jiao)(jiao)通(tong)運(yun)(yun)(yun)輸(shu)(shu)體(ti)(ti)系。優化(hua)調整交(jiao)(jiao)通(tong)運(yun)(yun)(yun)輸(shu)(shu)結構,提(ti)升(sheng)(sheng)(sheng)鐵(tie)(tie)路、水(shui)路運(yun)(yun)(yun)輸(shu)(shu)能力,推(tui)進(jin)基(ji)礎設(she)施(shi)智能升(sheng)(sheng)(sheng)級。加(jia)(jia)(jia)快構建(jian)以蘭(lan)州為(wei)(wei)中(zhong)心的(de)多向連通(tong)高速(su)鐵(tie)(tie)路網(wang),做好(hao)省內鐵(tie)(tie)路、道(dao)(dao)路客貨(huo)運(yun)(yun)(yun)輸(shu)(shu)場(chang)站(zhan)與城(cheng)市軌道(dao)(dao)交(jiao)(jiao)通(tong)高效(xiao)銜接,提(ti)升(sheng)(sheng)(sheng)客貨(huo)運(yun)(yun)(yun)周轉運(yun)(yun)(yun)輸(shu)(shu)效(xiao)率(lv)。加(jia)(jia)(jia)快構建(jian)以隴海—蘭(lan)新(xin)鐵(tie)(tie)路為(wei)(wei)軸的(de)“魚(yu)骨狀”路網(wang)布局(ju),推(tui)進(jin)鐵(tie)(tie)路專用(yong)線入(ru)礦(kuang)區(qu)(qu)(qu)、園區(qu)(qu)(qu)、基(ji)地,加(jia)(jia)(jia)強與普通(tong)干(gan)線鐵(tie)(tie)路網(wang)一體(ti)(ti)銜接,鼓勵新(xin)建(jian)及(ji)遷建(jian)大宗貨(huo)物(wu)(wu)年運(yun)(yun)(yun)輸(shu)(shu)量150萬噸以上(shang)(shang)的(de)大型工(gong)礦(kuang)企業及(ji)物(wu)(wu)流園區(qu)(qu)(qu)同步規劃建(jian)設(she)鐵(tie)(tie)路專用(yong)線,推(tui)動大宗貨(huo)物(wu)(wu)和中(zhong)長距離貨(huo)物(wu)(wu)運(yun)(yun)(yun)輸(shu)(shu)“公轉鐵(tie)(tie)”。加(jia)(jia)(jia)快航(hang)(hang)道(dao)(dao)改造、電(dian)站(zhan)航(hang)(hang)運(yun)(yun)(yun)等項(xiang)目建(jian)設(she),推(tui)進(jin)水(shui)庫(ku)庫(ku)區(qu)(qu)(qu)航(hang)(hang)道(dao)(dao)綜(zong)合(he)(he)整治,做好(hao)水(shui)上(shang)(shang)、岸上(shang)(shang)設(she)施(shi)與快速(su)集散(san)通(tong)道(dao)(dao)的(de)銜接,打造形成黃河等級航(hang)(hang)道(dao)(dao)。加(jia)(jia)(jia)快先進(jin)適用(yong)技術應用(yong),提(ti)升(sheng)(sheng)(sheng)民航(hang)(hang)運(yun)(yun)(yun)行管理效(xiao)率(lv),引(yin)導航(hang)(hang)空企業加(jia)(jia)(jia)強智慧運(yun)(yun)(yun)行,實(shi)現系統(tong)化(hua)節能降碳。布局(ju)建(jian)設(she)綠色(se)(se)低(di)碳綜(zong)合(he)(he)客運(yun)(yun)(yun)樞(shu)紐和多式聯運(yun)(yun)(yun)綜(zong)合(he)(he)貨(huo)運(yun)(yun)(yun)樞(shu)紐,創新(xin)綠色(se)(se)低(di)碳、集約(yue)高效(xiao)的(de)配送(song)模式,推(tui)進(jin)物(wu)(wu)流優化(hua)配置和物(wu)(wu)流活動系統(tong)化(hua)組織,發展“一站(zhan)式”多式聯運(yun)(yun)(yun)服務。加(jia)(jia)(jia)快推(tui)進(jin)城(cheng)市軌道(dao)(dao)交(jiao)(jiao)通(tong)建(jian)設(she),合(he)(he)理布局(ju)公交(jiao)(jiao)專用(yong)道(dao)(dao)和城(cheng)市停(ting)車(che)場(chang)、首末(mo)站(zhan)交(jiao)(jiao)通(tong)樞(shu)紐等基(ji)礎設(she)施(shi)建(jian)設(she),完善(shan)共(gong)享單車(che)等投(tou)放體(ti)(ti)系,持續提(ti)升(sheng)(sheng)(sheng)公共(gong)交(jiao)(jiao)通(tong)出(chu)行分(fen)擔水(shui)平。到2030年,城(cheng)區(qu)(qu)(qu)常住人口100萬以上(shang)(shang)的(de)城(cheng)市綠色(se)(se)出(chu)行比例(li)不(bu)低(di)于(yu)70%。


2.推動(dong)(dong)(dong)運輸工具裝備(bei)綠色低碳化(hua)。提(ti)高燃油車(che)(che)船(chuan)能(neng)(neng)(neng)(neng)(neng)(neng)效標準,加快更新(xin)淘汰高能(neng)(neng)(neng)(neng)(neng)(neng)耗高排放(fang)老(lao)舊車(che)(che)船(chuan)及農(nong)業(ye)機械(xie)。積極擴大(da)新(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)、清潔(jie)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)在(zai)交(jiao)通(tong)運輸領域(yu)應(ying)用,逐步(bu)降低傳統(tong)燃油汽車(che)(che)在(zai)新(xin)車(che)(che)產銷和(he)汽車(che)(che)保有量(liang)中(zhong)的占比,推動(dong)(dong)(dong)城市(shi)公共服務車(che)(che)輛(liang)電(dian)動(dong)(dong)(dong)化(hua)替代(dai),推進電(dian)力(li)、氫燃料、液化(hua)天(tian)然氣(qi)動(dong)(dong)(dong)力(li)重(zhong)型貨運車(che)(che)輛(liang)應(ying)用。提(ti)升鐵(tie)路(lu)系(xi)統(tong)電(dian)氣(qi)化(hua)水(shui)平(ping)。限制(zhi)高能(neng)(neng)(neng)(neng)(neng)(neng)耗、高排放(fang)落(luo)后船(chuan)型,發展電(dian)動(dong)(dong)(dong)、液化(hua)天(tian)然氣(qi)動(dong)(dong)(dong)力(li)船(chuan)舶,逐步(bu)推進碼(ma)頭岸電(dian)設施改(gai)造,因(yin)地制(zhi)宜開展內河綠色智能(neng)(neng)(neng)(neng)(neng)(neng)船(chuan)舶示(shi)范應(ying)用。提(ti)升機場(chang)運行電(dian)動(dong)(dong)(dong)化(hua)智能(neng)(neng)(neng)(neng)(neng)(neng)化(hua)水(shui)平(ping)。到(dao)2030年(nian),全(quan)省(sheng)當年(nian)新(xin)增新(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)、清潔(jie)能(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)動(dong)(dong)(dong)力(li)的交(jiao)通(tong)工具比例達到(dao)40%左(zuo)右(you),營運交(jiao)通(tong)工具單位換(huan)算周轉(zhuan)量(liang)碳排放(fang)強(qiang)度比2020年(nian)下降9.5%左(zuo)右(you),國(guo)家鐵(tie)路(lu)單位換(huan)算周轉(zhuan)量(liang)綜合(he)能(neng)(neng)(neng)(neng)(neng)(neng)耗完成國(guo)鐵(tie)集團(tuan)下達目(mu)標任務,陸路(lu)交(jiao)通(tong)運輸石油消費力(li)爭與全(quan)國(guo)同(tong)步(bu)實現(xian)達峰,民用機場(chang)場(chang)內車(che)(che)輛(liang)運輸裝備(bei)全(quan)面實現(xian)電(dian)氣(qi)化(hua)。


3.加(jia)快(kuai)綠(lv)色(se)交(jiao)(jiao)通(tong)(tong)(tong)(tong)基(ji)礎設施(shi)建(jian)(jian)設。開(kai)展交(jiao)(jiao)通(tong)(tong)(tong)(tong)基(ji)礎設施(shi)綠(lv)色(se)化(hua)(hua)提(ti)升(sheng)(sheng)改造,穩(wen)步推(tui)進全(quan)省(sheng)充(chong)電(dian)設施(shi)、加(jia)注(氣(qi))站、加(jia)氫(qing)站等基(ji)礎設施(shi)規劃建(jian)(jian)設,提(ti)升(sheng)(sheng)全(quan)省(sheng)綠(lv)色(se)交(jiao)(jiao)通(tong)(tong)(tong)(tong)基(ji)礎設施(shi)水平(ping)。優先建(jian)(jian)設公(gong)共區域充(chong)電(dian)設施(shi),鼓勵社(she)會資本參與建(jian)(jian)設運(yun)營管理(li),加(jia)快(kuai)形成新(xin)能(neng)源(yuan)汽車充(chong)電(dian)設施(shi)網(wang)(wang)絡化(hua)(hua)布局(ju),促進“車—樁—網(wang)(wang)”優化(hua)(hua)運(yun)行。統籌利用綜(zong)合(he)(he)運(yun)輸通(tong)(tong)(tong)(tong)道線位、土地、空(kong)域等資源(yuan),加(jia)大(da)岸(an)線、錨地等資源(yuan)整合(he)(he)力(li)度,推(tui)廣(guang)應(ying)用新(xin)型技術(shu)和(he)產品,打造綠(lv)色(se)低碳智慧交(jiao)(jiao)通(tong)(tong)(tong)(tong)。加(jia)強全(quan)省(sheng)民(min)用機場飛機輔助(zhu)動力(li)裝置(zhi)替代設施(shi)建(jian)(jian)設,推(tui)動新(xin)建(jian)(jian)省(sheng)內碼頭同步進行岸(an)電(dian)設施(shi)建(jian)(jian)設,減少靠(kao)港期間(jian)飛機和(he)船舶化(hua)(hua)石燃(ran)(ran)料(liao)消耗。研究布局(ju)氫(qing)能(neng)制備、氫(qing)燃(ran)(ran)料(liao)電(dian)池和(he)加(jia)氫(qing)設施(shi)。建(jian)(jian)立健全(quan)全(quan)省(sheng)綜(zong)合(he)(he)交(jiao)(jiao)通(tong)(tong)(tong)(tong)運(yun)輸信(xin)息平(ping)臺和(he)綜(zong)合(he)(he)交(jiao)(jiao)通(tong)(tong)(tong)(tong)大(da)數據中心(xin)一體化(hua)(hua)系統建(jian)(jian)設,提(ti)升(sheng)(sheng)我省(sheng)綠(lv)色(se)智慧交(jiao)(jiao)通(tong)(tong)(tong)(tong)服(fu)務水平(ping)。


(六)循環經濟助(zhu)力降碳行動。


全面發(fa)揮(hui)資(zi)(zi)源(yuan)循(xun)環利(li)用的協同減碳作(zuo)用,以再利(li)用、資(zi)(zi)源(yuan)化為(wei)重(zhong)(zhong)點,加(jia)快(kuai)推(tui)進(jin)重(zhong)(zhong)點行業和領域綠色(se)循(xun)環發(fa)展,著力提(ti)高資(zi)(zi)源(yuan)利(li)用效率,夯實經濟社會發(fa)展資(zi)(zi)源(yuan)保障(zhang)能力。

2.加強大(da)宗(zong)固(gu)體廢物綜合利(li)(li)(li)(li)(li)用(yong)。提(ti)(ti)高(gao)礦(kuang)產(chan)資(zi)源(yuan)綜合開發利(li)(li)(li)(li)(li)用(yong)水(shui)平和綜合利(li)(li)(li)(li)(li)用(yong)率,采取原材料(liao)替代(dai)、能(neng)源(yuan)代(dai)替、深度(du)回(hui)收提(ti)(ti)煉、安(an)全再利(li)(li)(li)(li)(li)用(yong)等(deng)措施,加強對煤(mei)矸(gan)石、粉煤(mei)灰(hui)、冶煉渣、工(gong)(gong)業(ye)副(fu)產(chan)石膏、建筑垃圾、農作物秸稈等(deng)大(da)摻量(liang)、規模化(hua)、高(gao)值(zhi)化(hua)利(li)(li)(li)(li)(li)用(yong),鼓勵應用(yong)于(yu)替代(dai)原生(sheng)非金屬礦(kuang)、砂石等(deng)資(zi)源(yuan),推(tui)進增(zeng)量(liang)消納和存量(liang)治理。推(tui)動大(da)宗(zong)固(gu)廢綜合利(li)(li)(li)(li)(li)用(yong)創(chuang)新發展,加強尾礦(kuang)、共伴生(sheng)礦(kuang)、鋼銅渣、化(hua)工(gong)(gong)廢渣等(deng)復雜難(nan)用(yong)工(gong)(gong)業(ye)固(gu)廢規模化(hua)利(li)(li)(li)(li)(li)用(yong)技術(shu)(shu)創(chuang)新。推(tui)動綠色礦(kuang)山建設,推(tui)廣井下(xia)充填、地面回(hui)填技術(shu)(shu)。充分利(li)(li)(li)(li)(li)用(yong)大(da)數據技術(shu)(shu)提(ti)(ti)高(gao)大(da)宗(zong)固(gu)體廢物信(xin)息化(hua)管理水(shui)平,開展工(gong)(gong)業(ye)固(gu)體廢物資(zi)源(yuan)綜合利(li)(li)(li)(li)(li)用(yong)評價。加快國(guo)家大(da)宗(zong)固(gu)體廢棄物綜合利(li)(li)(li)(li)(li)用(yong)基地建設。到2025年(nian),大(da)宗(zong)固(gu)廢年(nian)利(li)(li)(li)(li)(li)用(yong)量(liang)達(da)到3000萬噸(dun)左(zuo)右;到2030年(nian),利(li)(li)(li)(li)(li)用(yong)量(liang)達(da)到3400萬噸(dun)左(zuo)右。


3.健全資(zi)(zi)源(yuan)循(xun)環利(li)(li)(li)用(yong)(yong)體系。完(wan)善(shan)廢(fei)舊(jiu)物資(zi)(zi)回(hui)(hui)收網點、分揀中(zhong)心(xin)和集(ji)散(san)市場(chang)“三(san)位一體”回(hui)(hui)收體系,探索“互(hu)聯網+”回(hui)(hui)收模式,推進垃圾分類(lei)系統與再生(sheng)(sheng)資(zi)(zi)源(yuan)系統“兩網融合”。依托國家“城市礦產”示范(fan)基(ji)(ji)(ji)地、資(zi)(zi)源(yuan)循(xun)環利(li)(li)(li)用(yong)(yong)基(ji)(ji)(ji)地,打造西部地區(qu)再生(sheng)(sheng)資(zi)(zi)源(yuan)綜合利(li)(li)(li)用(yong)(yong)基(ji)(ji)(ji)地和區(qu)域性集(ji)散(san)交(jiao)易(yi)中(zhong)心(xin)。建(jian)設河西地區(qu)新興(xing)產業廢(fei)棄(qi)物再生(sheng)(sheng)循(xun)環利(li)(li)(li)用(yong)(yong)示范(fan)基(ji)(ji)(ji)地。大(da)力發展二(er)手(shou)(shou)商品(pin)市場(chang),探索培育西北(bei)地區(qu)二(er)手(shou)(shou)商品(pin)交(jiao)易(yi)平臺。推動(dong)再制造產業集(ji)群集(ji)約化(hua)發展,加(jia)快建(jian)立完(wan)善(shan)覆蓋西北(bei)五省的再制造舊(jiu)件回(hui)(hui)收體系。加(jia)快“無廢(fei)城市”建(jian)設,建(jian)立重點行業生(sheng)(sheng)產者(zhe)責任(ren)延伸信用(yong)(yong)評價制度,實(shi)施社會(hui)廢(fei)棄(qi)物資(zi)(zi)源(yuan)回(hui)(hui)收利(li)(li)(li)用(yong)(yong)工(gong)程。到2025年,全省主(zhu)要再生(sheng)(sheng)資(zi)(zi)源(yuan)循(xun)環利(li)(li)(li)用(yong)(yong)體系基(ji)(ji)(ji)本完(wan)善(shan);到2030年主(zhu)要再生(sheng)(sheng)資(zi)(zi)源(yuan)基(ji)(ji)(ji)本實(shi)現循(xun)環利(li)(li)(li)用(yong)(yong)。


4.大力(li)推(tui)(tui)進生(sheng)活(huo)垃(la)圾(ji)(ji)(ji)(ji)(ji)減量化資(zi)(zi)源(yuan)化。積(ji)極推(tui)(tui)進生(sheng)活(huo)垃(la)圾(ji)(ji)(ji)(ji)(ji)分類(lei)(lei),各設(she)(she)市城(cheng)市和具(ju)備(bei)條件的(de)縣城(cheng)因(yin)地制宜建立生(sheng)活(huo)垃(la)圾(ji)(ji)(ji)(ji)(ji)分類(lei)(lei)投放、分類(lei)(lei)收(shou)集、分類(lei)(lei)運(yun)輸(shu)、分類(lei)(lei)處(chu)理體系,加快(kuai)補(bu)齊鄉(xiang)鎮生(sheng)活(huo)垃(la)圾(ji)(ji)(ji)(ji)(ji)收(shou)集、轉運(yun)設(she)(she)施(shi)短(duan)板,推(tui)(tui)動建立覆蓋全社會(hui)的(de)生(sheng)活(huo)垃(la)圾(ji)(ji)(ji)(ji)(ji)收(shou)運(yun)處(chu)置體系,持續探索農村地區生(sheng)活(huo)垃(la)圾(ji)(ji)(ji)(ji)(ji)分類(lei)(lei)減量和資(zi)(zi)源(yuan)化利(li)用(yong)的(de)方法路徑,在無害化前提(ti)下推(tui)(tui)動就地減量。發展(zhan)生(sheng)活(huo)垃(la)圾(ji)(ji)(ji)(ji)(ji)焚(fen)燒發電(dian)設(she)(she)施(shi),開(kai)展(zhan)小型生(sheng)活(huo)垃(la)圾(ji)(ji)(ji)(ji)(ji)焚(fen)燒設(she)(she)施(shi)試(shi)點(dian)。探索適合全省廚余(yu)垃(la)圾(ji)(ji)(ji)(ji)(ji)特性的(de)資(zi)(zi)源(yuan)化利(li)用(yong)技術(shu),推(tui)(tui)動城(cheng)鎮污水處(chu)理廠污泥與餐廚廢棄物、糞便、園林廢棄物等協同(tong)處(chu)理。


推進污(wu)水資源(yuan)化(hua)利(li)用(yong),提(ti)升(sheng)生活污(wu)水、工業廢(fei)水和(he)農業農村(cun)污(wu)水資源(yuan)化(hua)利(li)用(yong)水平。到(dao)2025年,城(cheng)市(shi)生活垃(la)圾(ji)分類體(ti)系基本健全,生活垃(la)圾(ji)資源(yuan)化(hua)利(li)用(yong)比(bi)例(li)(li)提(ti)升(sheng)至60%左右;到(dao)2030年,城(cheng)市(shi)生活垃(la)圾(ji)分類實現(xian)全覆蓋,生活垃(la)圾(ji)資源(yuan)化(hua)利(li)用(yong)比(bi)例(li)(li)提(ti)升(sheng)至65%。


(七)綠色低碳科(ke)技(ji)創(chuang)新行動。


發揮科技(ji)(ji)創(chuang)(chuang)新的(de)支撐引(yin)領(ling)作用,深入(ru)實施強科技(ji)(ji)行動,完善科技(ji)(ji)創(chuang)(chuang)新體制機制,強化創(chuang)(chuang)新能力,促進重點行業(ye)和領(ling)域綠色低碳技(ji)(ji)術取得關鍵突破(po)。


1.完善創(chuang)(chuang)新(xin)體(ti)制機制。聚(ju)焦國家碳(tan)(tan)中(zhong)和技(ji)術(shu)發(fa)展路(lu)線圖(tu),制定(ding)科(ke)技(ji)支(zhi)撐碳(tan)(tan)達(da)峰碳(tan)(tan)中(zhong)和實施方案,鼓(gu)勵省(sheng)內科(ke)研(yan)機構承(cheng)擔或參(can)與(yu)國家層面碳(tan)(tan)達(da)峰碳(tan)(tan)中(zhong)和關鍵技(ji)術(shu)研(yan)究(jiu)與(yu)示范等(deng)重(zhong)(zhong)點(dian)專(zhuan)項(xiang)(xiang)(xiang),采取“揭榜掛帥(shuai)”機制,加大省(sheng)級(ji)科(ke)技(ji)重(zhong)(zhong)大專(zhuan)項(xiang)(xiang)(xiang)計(ji)劃(hua)、重(zhong)(zhong)點(dian)研(yan)發(fa)計(ji)劃(hua)等(deng)對低(di)(di)碳(tan)(tan)零碳(tan)(tan)負碳(tan)(tan)基礎(chu)研(yan)究(jiu)及關鍵核心技(ji)術(shu)的(de)支(zhi)持力度,鼓(gu)勵科(ke)研(yan)院所(suo)、省(sheng)屬(shu)高校和相關企(qi)業(ye)開展全省(sheng)綠(lv)色(se)低(di)(di)碳(tan)(tan)技(ji)術(shu)發(fa)展瓶(ping)頸攻(gong)關。將(jiang)綠(lv)色(se)低(di)(di)碳(tan)(tan)技(ji)術(shu)創(chuang)(chuang)新(xin)成(cheng)果納入(ru)省(sheng)屬(shu)高校、科(ke)研(yan)院所(suo)、企(qi)業(ye)有(you)關績效考核。強化企(qi)業(ye)創(chuang)(chuang)新(xin)主(zhu)體(ti)地位,支(zhi)持企(qi)業(ye)承(cheng)擔綠(lv)色(se)低(di)(di)碳(tan)(tan)重(zhong)(zhong)大科(ke)技(ji)項(xiang)(xiang)(xiang)目,鼓(gu)勵設(she)施、數(shu)據等(deng)資(zi)(zi)源開放共享。發(fa)揮財政專(zhuan)項(xiang)(xiang)(xiang)資(zi)(zi)金引(yin)導作用,引(yin)導金融資(zi)(zi)本(ben)、社(she)會資(zi)(zi)本(ben)積極參(can)與(yu)綠(lv)色(se)低(di)(di)碳(tan)(tan)技(ji)術(shu)創(chuang)(chuang)新(xin),形成(cheng)財政資(zi)(zi)金、企(qi)業(ye)資(zi)(zi)金、金融資(zi)(zi)本(ben)等(deng)多元投入(ru)格局。推(tui)進(jin)省(sheng)級(ji)綠(lv)色(se)技(ji)術(shu)交(jiao)易(yi)中(zhong)心建設(she),加快創(chuang)(chuang)新(xin)成(cheng)果轉化。加強綠(lv)色(se)低(di)(di)碳(tan)(tan)技(ji)術(shu)和產品(pin)知識產權保護(hu)。完善綠(lv)色(se)低(di)(di)碳(tan)(tan)技(ji)術(shu)和產品(pin)檢測、評(ping)估、認證(zheng)體(ti)系。


2.加(jia)強創(chuang)新(xin)(xin)能(neng)力建(jian)設和(he)人(ren)才(cai)(cai)培養(yang)。聚焦產(chan)(chan)業綠(lv)(lv)色(se)低(di)碳(tan)發(fa)展技(ji)術需(xu)求,依托在甘(gan)企(qi)業、高(gao)校、科研院所等(deng)研發(fa)機構,積極爭取國(guo)家級創(chuang)新(xin)(xin)平(ping)臺在甘(gan)布局,推動(dong)國(guo)家綠(lv)(lv)色(se)低(di)碳(tan)重大科技(ji)基礎設施在甘(gan)落地。創(chuang)新(xin)(xin)人(ren)才(cai)(cai)培養(yang)模式,鼓勵(li)高(gao)等(deng)學(xue)(xue)校加(jia)快新(xin)(xin)能(neng)源、儲(chu)能(neng)、氫能(neng)、碳(tan)減排(pai)、碳(tan)匯、碳(tan)排(pai)放權交易(yi)、數字(zi)經濟等(deng)相關學(xue)(xue)科專業建(jian)設和(he)人(ren)才(cai)(cai)培養(yang),建(jian)設一批綠(lv)(lv)色(se)低(di)碳(tan)領(ling)域教(jiao)(jiao)育(yu)實踐基地,推進跨(kua)學(xue)(xue)科多領(ling)域的專業人(ren)才(cai)(cai)隊伍建(jian)設。深化(hua)產(chan)(chan)教(jiao)(jiao)融(rong)合(he),鼓勵(li)校企(qi)聯合(he)開展產(chan)(chan)學(xue)(xue)合(he)作協同(tong)育(yu)人(ren)項(xiang)目,組(zu)建(jian)碳(tan)達峰碳(tan)中和(he)產(chan)(chan)教(jiao)(jiao)融(rong)合(he)發(fa)展聯盟(meng),建(jian)設一批儲(chu)能(neng)技(ji)術產(chan)(chan)教(jiao)(jiao)融(rong)合(he)創(chuang)新(xin)(xin)平(ping)臺。


3.強化應用(yong)(yong)基礎研(yan)究。加強低碳(tan)(tan)前(qian)沿技術研(yan)究,積極申報國(guo)家(jia)前(qian)瞻性、戰略性重大前(qian)沿科技項(xiang)目,推動低碳(tan)(tan)零(ling)碳(tan)(tan)負碳(tan)(tan)技術裝備研(yan)發取(qu)得突破性進(jin)展。聚焦化石能(neng)源綠色智能(neng)開發和清潔低碳(tan)(tan)利用(yong)(yong)、可再生能(neng)源大規(gui)模利用(yong)(yong)、新型電力系統、節能(neng)、氫能(neng)、儲能(neng)、動力電池、二氧化碳(tan)(tan)捕集利用(yong)(yong)與封存(cun)等重點,深化應用(yong)(yong)基礎研(yan)究。

2.提(ti)升生(sheng)態(tai)系(xi)統(tong)(tong)碳(tan)匯(hui)能(neng)力(li)。落實(shi)(shi)國家(jia)重(zhong)要(yao)生(sheng)態(tai)系(xi)統(tong)(tong)保(bao)(bao)(bao)護(hu)修復(fu)重(zhong)大工程和(he)(he)林(lin)業草(cao)原(yuan)(yuan)(yuan)保(bao)(bao)(bao)護(hu)發展(zhan)、黃(huang)(huang)河流(liu)(liu)域生(sheng)態(tai)保(bao)(bao)(bao)護(hu)和(he)(he)高(gao)質量(liang)發展(zhan)等規(gui)劃和(he)(he)方案,著(zhu)力(li)提(ti)升生(sheng)態(tai)系(xi)統(tong)(tong)碳(tan)匯(hui)增量(liang)。強(qiang)化森(sen)林(lin)、草(cao)原(yuan)(yuan)(yuan)資源保(bao)(bao)(bao)護(hu),科(ke)學推進(jin)大規(gui)模國土(tu)(tu)綠化行(xing)動,積極(ji)開(kai)展(zhan)全民義務植樹,創新義務植樹盡責(ze)形式(shi),鞏固退耕(geng)還林(lin)還草(cao)成果,擴大林(lin)草(cao)資源總量(liang)。全面推行(xing)林(lin)長(chang)制,實(shi)(shi)施森(sen)林(lin)質量(liang)精準提(ti)升工程,提(ti)高(gao)森(sen)林(lin)質量(liang)和(he)(he)穩定性。加(jia)(jia)強(qiang)草(cao)原(yuan)(yuan)(yuan)生(sheng)態(tai)保(bao)(bao)(bao)護(hu)修復(fu),提(ti)高(gao)草(cao)原(yuan)(yuan)(yuan)綜合植被蓋度。著(zhu)力(li)提(ti)升黃(huang)(huang)河上(shang)游水源涵養功(gong)能(neng),持續加(jia)(jia)強(qiang)隴中隴東(dong)黃(huang)(huang)土(tu)(tu)高(gao)原(yuan)(yuan)(yuan)水土(tu)(tu)保(bao)(bao)(bao)持,科(ke)學實(shi)(shi)施河湖(hu)、濕地保(bao)(bao)(bao)護(hu)修復(fu),加(jia)(jia)強(qiang)退化土(tu)(tu)地修復(fu)治(zhi)理,科(ke)學推進(jin)防沙治(zhi)沙,開(kai)展(zhan)荒漠化、水土(tu)(tu)流(liu)(liu)失綜合治(zhi)理,實(shi)(shi)施歷史遺(yi)留礦山(shan)生(sheng)態(tai)修復(fu)工程。到2030年,全省森(sen)林(lin)覆蓋率達到12.5%,森(sen)林(lin)蓄積量(liang)達到3億立方米左右。


3.加強生態系(xi)統碳(tan)(tan)匯基礎支撐。依(yi)托和拓展全(quan)省自(zi)然資源(yuan)調查(cha)監測(ce)體(ti)(ti)系(xi),利用好國家(jia)林(lin)草生態綜合監測(ce)評價(jia)(jia)成果,建立生態系(xi)統碳(tan)(tan)匯監測(ce)核算體(ti)(ti)系(xi),開展森林(lin)、草原、濕地、土壤、凍(dong)土等(deng)碳(tan)(tan)匯本底調查(cha)、碳(tan)(tan)儲量評估、潛力分析,加強生態保(bao)護(hu)修復碳(tan)(tan)匯成效監測(ce)評估能力建設。積極(ji)參(can)(can)與國家(jia)陸地生態系(xi)統碳(tan)(tan)匯基礎理論、基礎方(fang)法、前沿(yan)顛覆性技術研究。建立健全(quan)體(ti)(ti)現碳(tan)(tan)匯價(jia)(jia)值的生態保(bao)護(hu)補償機(ji)制,組織(zhi)實施一(yi)批碳(tan)(tan)匯項目(mu),積極(ji)參(can)(can)與溫室氣體(ti)(ti)自(zi)愿減(jian)排交易。


4.推(tui)進(jin)農(nong)(nong)業(ye)(ye)農(nong)(nong)村減排(pai)固碳(tan)。大(da)力(li)發展綠色低(di)碳(tan)循環農(nong)(nong)業(ye)(ye),推(tui)進(jin)農(nong)(nong)光(guang)互補(bu)、“光(guang)伏+設施(shi)(shi)農(nong)(nong)業(ye)(ye)”等低(di)碳(tan)農(nong)(nong)業(ye)(ye)模式(shi)。大(da)力(li)推(tui)進(jin)節(jie)能、節(jie)水、節(jie)地、節(jie)材,積極應用(yong)(yong)增匯型(xing)農(nong)(nong)業(ye)(ye)技術,提(ti)高(gao)適用(yong)(yong)農(nong)(nong)機(ji)裝備研發及推(tui)廣應用(yong)(yong)水平,加(jia)大(da)老舊(jiu)農(nong)(nong)業(ye)(ye)機(ji)械報廢(fei)更新補(bu)貼力(li)度(du)。完善再生資(zi)(zi)源回(hui)收利(li)用(yong)(yong)體(ti)系(xi),做好廢(fei)舊(jiu)農(nong)(nong)機(ji)農(nong)(nong)膜回(hui)收。積極研發推(tui)廣綠色種養(yang)(yang)循環模式(shi)和集成技術,加(jia)強(qiang)農(nong)(nong)作(zuo)物秸稈綜合利(li)用(yong)(yong)和畜禽糞污(wu)資(zi)(zi)源化利(li)用(yong)(yong),保持養(yang)(yang)分循環。實施(shi)(shi)化肥(fei)(fei)農(nong)(nong)藥零增長行動(dong),合理(li)控制(zhi)化肥(fei)(fei)、農(nong)(nong)藥使用(yong)(yong)量(liang)。推(tui)進(jin)綠肥(fei)(fei)和畜禽糞肥(fei)(fei)土(tu)壤培肥(fei)(fei)措施(shi)(shi),提(ti)升土(tu)壤有(you)機(ji)碳(tan)儲量(liang)。開展耕(geng)地質量(liang)提(ti)升行動(dong),強(qiang)化耕(geng)地質量(liang)保護,建(jian)立作(zuo)物輪作(zuo)體(ti)系(xi),在耕(geng)地利(li)用(yong)(yong)強(qiang)度(du)高(gao)的地區,建(jian)立健全耕(geng)地休耕(geng)輪作(zuo)制(zhi)度(du),提(ti)高(gao)耕(geng)地固碳(tan)能力(li)。


(九(jiu))綠色低碳全民行動。


增(zeng)強全民節約意識(shi)、環(huan)保意識(shi)、生態意識(shi),倡導簡約適度、綠(lv)色低碳(tan)、文明(ming)健康的生活(huo)方式,把綠(lv)色理念轉(zhuan)化為全體人(ren)民的自(zi)覺(jue)行(xing)動。


1.加(jia)強(qiang)全民宣(xuan)(xuan)傳(chuan)教育(yu)。持續(xu)開展(zhan)世界地(di)球日、世界環境保護日、全國(guo)節(jie)能宣(xuan)(xuan)傳(chuan)周(zhou)、全國(guo)低(di)碳(tan)(tan)日等宣(xuan)(xuan)傳(chuan)活(huo)動(dong),推進(jin)(jin)低(di)碳(tan)(tan)科普進(jin)(jin)校(xiao)園(yuan)、進(jin)(jin)社區(qu)、進(jin)(jin)園(yuan)區(qu)、進(jin)(jin)農村,建設一批碳(tan)(tan)達(da)峰碳(tan)(tan)中和教育(yu)基(ji)地(di),增強(qiang)社會公(gong)眾(zhong)綠色低(di)碳(tan)(tan)意識。將(jiang)生態文明教育(yu)納入國(guo)民教育(yu)體系,開展(zhan)多種(zhong)形(xing)式的資源環境國(guo)情教育(yu),普及碳(tan)(tan)達(da)峰碳(tan)(tan)中和基(ji)礎(chu)知識。依(yi)法依(yi)規加(jia)強(qiang)對違(wei)背碳(tan)(tan)達(da)峰碳(tan)(tan)中和要求相關行(xing)為的輿論(lun)監督(du)。


2.推(tui)廣綠(lv)色(se)低(di)(di)(di)碳(tan)(tan)生(sheng)(sheng)(sheng)活(huo)(huo)方(fang)式(shi)。踐行簡(jian)約(yue)適(shi)度、綠(lv)色(se)低(di)(di)(di)碳(tan)(tan)的(de)(de)生(sheng)(sheng)(sheng)活(huo)(huo)方(fang)式(shi),倡(chang)導文明就餐(can)和光盤行動(dong),堅(jian)決遏(e)制(zhi)奢侈浪費(fei)和不合理消費(fei),著力破除奢靡鋪張(zhang)的(de)(de)歪風陋習(xi),堅(jian)決制(zhi)止餐(can)飲浪費(fei)行為。全(quan)(quan)面整治(zhi)商(shang)(shang)品(pin)(pin)過度包裝(zhuang),加(jia)強規(gui)范化綠(lv)色(se)物流(liu)體系(xi)建(jian)(jian)(jian)設,減(jian)(jian)少電商(shang)(shang)快件二次(ci)包裝(zhuang),構(gou)建(jian)(jian)(jian)全(quan)(quan)過程減(jian)(jian)塑(su)(su)禁塑(su)(su)治(zhi)理體系(xi)。大力建(jian)(jian)(jian)設城(cheng)市(shi)公共自行車(che)服(fu)務系(xi)統,倡(chang)導全(quan)(quan)社(she)會綠(lv)色(se)低(di)(di)(di)碳(tan)(tan)出行。樹(shu)立(li)綠(lv)色(se)消費(fei)理念,推(tui)廣綠(lv)色(se)低(di)(di)(di)碳(tan)(tan)產品(pin)(pin),完善綠(lv)色(se)產品(pin)(pin)認證與標(biao)識制(zhi)度,鼓勵各市(shi)(州(zhou))采(cai)取(qu)補貼、積分獎勵等(deng)方(fang)式(shi)促進(jin)綠(lv)色(se)低(di)(di)(di)碳(tan)(tan)消費(fei)。在全(quan)(quan)社(she)會倡(chang)導節約(yue)用能,開展綠(lv)色(se)低(di)(di)(di)碳(tan)(tan)社(she)會行動(dong)示范創建(jian)(jian)(jian),深入推(tui)進(jin)綠(lv)色(se)生(sheng)(sheng)(sheng)活(huo)(huo)創建(jian)(jian)(jian)行動(dong),評選宣(xuan)傳(chuan)一批優秀示范典型,營造綠(lv)色(se)低(di)(di)(di)碳(tan)(tan)生(sheng)(sheng)(sheng)活(huo)(huo)新風尚。提升(sheng)綠(lv)色(se)產品(pin)(pin)在政(zheng)府采(cai)購中的(de)(de)比例。


3.引導企(qi)(qi)(qi)業(ye)履行社會(hui)責任(ren)。引導企(qi)(qi)(qi)業(ye)主動適應綠色低碳(tan)(tan)(tan)發(fa)展要(yao)求,強化(hua)環境責任(ren)意識(shi),加強能源資源節(jie)約,提(ti)升(sheng)綠色創新水平。重點(dian)(dian)領(ling)域國有企(qi)(qi)(qi)業(ye)特別(bie)是省(sheng)屬企(qi)(qi)(qi)業(ye)要(yao)制定(ding)碳(tan)(tan)(tan)達峰(feng)實施(shi)方案(an),發(fa)揮示范引領(ling)作用。碳(tan)(tan)(tan)排(pai)放重點(dian)(dian)企(qi)(qi)(qi)業(ye)要(yao)梳理核算(suan)自(zi)身碳(tan)(tan)(tan)排(pai)放情況,自(zi)覺深入研究碳(tan)(tan)(tan)減排(pai)路徑(jing),“一企(qi)(qi)(qi)一策”制定(ding)專項工作方案(an),扎(zha)實推進(jin)節(jie)能降碳(tan)(tan)(tan)。相(xiang)關(guan)上(shang)市公司和發(fa)債企(qi)(qi)(qi)業(ye)要(yao)按照環境信息(xi)依法披(pi)露要(yao)求,定(ding)期公布(bu)企(qi)(qi)(qi)業(ye)碳(tan)(tan)(tan)排(pai)放信息(xi),加強企(qi)(qi)(qi)業(ye)溫室氣(qi)體排(pai)放數據(ju)管(guan)(guan)理工作,強化(hua)數據(ju)質量監督管(guan)(guan)理。充分(fen)發(fa)揮行業(ye)協會(hui)等社會(hui)團體作用,督促企(qi)(qi)(qi)業(ye)自(zi)覺履行社會(hui)責任(ren)。


4.強(qiang)化領導(dao)(dao)干部(bu)培訓(xun)。加強(qiang)各(ge)級領導(dao)(dao)干部(bu)碳(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)中(zhong)和(he)教育培訓(xun),將學(xue)習貫徹習近(jin)平(ping)生(sheng)態文明(ming)思(si)想作(zuo)為干部(bu)教育培訓(xun)的重(zhong)要(yao)內容,各(ge)級黨校(行政學(xue)院)要(yao)把(ba)碳(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)中(zhong)和(he)相(xiang)關內容列(lie)入教學(xue)計劃,分階段、多層次對各(ge)級領導(dao)(dao)干部(bu)開展(zhan)(zhan)(zhan)培訓(xun),普及科學(xue)知(zhi)識(shi)(shi),宣講政策要(yao)點,強(qiang)化法治意識(shi)(shi),深化各(ge)級領導(dao)(dao)干部(bu)對碳(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)中(zhong)和(he)工作(zuo)重(zhong)要(yao)性(xing)、緊迫性(xing)、科學(xue)性(xing)、系統(tong)性(xing)的認識(shi)(shi)。從事綠色低碳(tan)(tan)發展(zhan)(zhan)(zhan)相(xiang)關工作(zuo)的領導(dao)(dao)干部(bu)要(yao)盡快提升專業素養和(he)業務能力(li),切(qie)實增強(qiang)推動綠色低碳(tan)(tan)發展(zhan)(zhan)(zhan)的本領。


(十)各市(州)梯次有(you)序達峰行動。


各(ge)市(州)要(yao)準確把握自身發(fa)展(zhan)定位,結合(he)自身經濟(ji)社會發(fa)展(zhan)實(shi)際和資源(yuan)環境稟賦條件,堅(jian)持因(yin)地制宜、分類施(shi)策、上下聯動,科學有序推(tui)進梯次碳達峰。


1.科學(xue)合理確定有序達(da)(da)峰(feng)目(mu)標(biao)。碳(tan)排放(fang)(fang)已經基本穩定的市(shi)(shi)(州(zhou))要(yao)鞏固減排成果,可再生資源優勢突出(chu)的市(shi)(shi)(州(zhou))要(yao)加快新能(neng)(neng)源替代(dai)化石能(neng)(neng)源步(bu)伐。產(chan)業(ye)結構(gou)(gou)較輕(qing)、能(neng)(neng)源結構(gou)(gou)較優的市(shi)(shi)(州(zhou))要(yao)堅持綠色低碳(tan)發展(zhan),合理控制高(gao)耗能(neng)(neng)高(gao)排放(fang)(fang)低水(shui)平項(xiang)目(mu)規模,力爭(zheng)在(zai)全省實現(xian)碳(tan)達(da)(da)峰(feng)目(mu)標(biao)工作中走在(zai)前列(lie)。產(chan)業(ye)結構(gou)(gou)偏重、能(neng)(neng)源結構(gou)(gou)偏煤的市(shi)(shi)(州(zhou))和資源型市(shi)(shi)(州(zhou))要(yao)把(ba)節能(neng)(neng)降碳(tan)擺在(zai)突出(chu)位置,大(da)力優化調整產(chan)業(ye)結構(gou)(gou)和能(neng)(neng)源結構(gou)(gou),逐步(bu)實現(xian)碳(tan)排放(fang)(fang)增(zeng)長(chang)與經濟增(zeng)長(chang)脫鉤,力爭(zheng)與全國同步(bu)實現(xian)碳(tan)達(da)(da)峰(feng)。


2.因地(di)(di)制(zhi)宜推(tui)進低碳發(fa)(fa)展(zhan)。各市(shi)(shi)(州(zhou))要(yao)按(an)(an)照國(guo)家區(qu)(qu)域(yu)重大戰略布(bu)局(ju)(ju)、省(sheng)級區(qu)(qu)域(yu)發(fa)(fa)展(zhan)格局(ju)(ju)和(he)主體功能區(qu)(qu)定位(wei),按(an)(an)照產業(ye)(ye)政(zheng)策和(he)能耗“雙(shuang)控”要(yao)求(qiu),從實際出發(fa)(fa)推(tui)進本地(di)(di)區(qu)(qu)綠(lv)(lv)色(se)(se)(se)低碳發(fa)(fa)展(zhan)。黃(huang)河流域(yu)生態保(bao)護(hu)和(he)高質量發(fa)(fa)展(zhan)所涉及的市(shi)(shi)縣(xian)要(yao)堅持生態優(you)(you)先(xian)、綠(lv)(lv)色(se)(se)(se)發(fa)(fa)展(zhan),全(quan)面(mian)推(tui)進經(jing)(jing)濟社會綠(lv)(lv)色(se)(se)(se)低碳發(fa)(fa)展(zhan)。蘭州(zhou)經(jing)(jing)濟圈(quan)所在市(shi)(shi)(州(zhou))要(yao)加快培育高質量發(fa)(fa)展(zhan)新(xin)(xin)(xin)動(dong)(dong)力和(he)綠(lv)(lv)色(se)(se)(se)發(fa)(fa)展(zhan)新(xin)(xin)(xin)動(dong)(dong)能,率先(xian)推(tui)動(dong)(dong)經(jing)(jing)濟社會發(fa)(fa)展(zhan)全(quan)面(mian)綠(lv)(lv)色(se)(se)(se)轉型。河西走廊經(jing)(jing)濟帶所在市(shi)(shi)(州(zhou))要(yao)加快建設(she)(she)清潔(jie)能源(yuan)基地(di)(di),積極布(bu)局(ju)(ju)新(xin)(xin)(xin)能源(yuan)新(xin)(xin)(xin)材料產業(ye)(ye)集群(qun),推(tui)動(dong)(dong)能源(yuan)結構優(you)(you)化(hua)調整及新(xin)(xin)(xin)能源(yuan)、新(xin)(xin)(xin)材料產業(ye)(ye)發(fa)(fa)展(zhan)等走在全(quan)國(guo)前列。隴東南區(qu)(qu)域(yu)所在市(shi)(shi)(州(zhou))要(yao)全(quan)面(mian)推(tui)動(dong)(dong)能源(yuan)、石(shi)化(hua)化(hua)工(gong)、煤化(hua)工(gong)等產業(ye)(ye)綠(lv)(lv)色(se)(se)(se)低碳循環發(fa)(fa)展(zhan),建設(she)(she)現代綠(lv)(lv)色(se)(se)(se)綜合能源(yuan)化(hua)工(gong)產業(ye)(ye)基地(di)(di),積極培育綠(lv)(lv)色(se)(se)(se)發(fa)(fa)展(zhan)動(dong)(dong)能。


3.上下聯動制定碳(tan)達(da)峰(feng)實(shi)(shi)施(shi)(shi)(shi)方案。各(ge)市(shi)(州(zhou))、蘭州(zhou)新區(qu)要按照全省(sheng)總體部署,結合本(ben)地區(qu)資源環境稟賦、產業布局、發(fa)展階段等(deng),科(ke)學制定本(ben)地區(qu)碳(tan)達(da)峰(feng)實(shi)(shi)施(shi)(shi)(shi)方案,提(ti)出符合實(shi)(shi)際、切(qie)實(shi)(shi)可行的碳(tan)達(da)峰(feng)時間表、路線圖、施(shi)(shi)(shi)工(gong)圖,避免“一刀(dao)切(qie)”限(xian)電限(xian)產、運動式“減碳(tan)”和(he)“碳(tan)沖鋒”。各(ge)市(shi)(州(zhou))、蘭州(zhou)新區(qu)碳(tan)達(da)峰(feng)實(shi)(shi)施(shi)(shi)(shi)方案經省(sheng)碳(tan)達(da)峰(feng)碳(tan)中和(he)工(gong)作領導小(xiao)組綜合平衡(heng)、審核通(tong)過后印發(fa)實(shi)(shi)施(shi)(shi)(shi)。


4.組(zu)織開(kai)展(zhan)碳(tan)達(da)(da)峰(feng)(feng)試點(dian)建設。積極爭取國家級碳(tan)達(da)(da)峰(feng)(feng)試點(dian)城市和試點(dian)園(yuan)區,為全國碳(tan)達(da)(da)峰(feng)(feng)工(gong)作提供甘肅(su)樣(yang)板。有序組(zu)織開(kai)展(zhan)省(sheng)級碳(tan)達(da)(da)峰(feng)(feng)試點(dian)城市和試點(dian)園(yuan)區建設工(gong)作,支持具(ju)備條件的市(州(zhou))、產業(ye)園(yuan)區強化機制體制創新,加快碳(tan)達(da)(da)峰(feng)(feng)工(gong)作步伐,總結成(cheng)功經(jing)驗和典(dian)型案例,為全省(sheng)乃至全國碳(tan)達(da)(da)峰(feng)(feng)工(gong)作提供可復(fu)制、可推(tui)廣經(jing)驗。開(kai)展(zhan)“零碳(tan)”園(yuan)區創建。

(一)開展綠(lv)(lv)(lv)(lv)色(se)(se)(se)(se)(se)經貿、技(ji)術與(yu)(yu)金融(rong)合作(zuo)。主動服務國家深度參與(yu)(yu)全球氣候(hou)治理(li),積極參與(yu)(yu)綠(lv)(lv)(lv)(lv)色(se)(se)(se)(se)(se)經貿和技(ji)術合作(zuo),提(ti)高(gao)對外開放水(shui)平。大力(li)(li)發(fa)展高(gao)質量、高(gao)技(ji)術、高(gao)附加值綠(lv)(lv)(lv)(lv)色(se)(se)(se)(se)(se)產(chan)(chan)品(pin)(pin)貿易,持續推動集(ji)(ji)成電路、綠(lv)(lv)(lv)(lv)色(se)(se)(se)(se)(se)農產(chan)(chan)品(pin)(pin)、勞動密集(ji)(ji)型產(chan)(chan)品(pin)(pin)、文(wen)化(hua)產(chan)(chan)品(pin)(pin)等(deng)優勢產(chan)(chan)品(pin)(pin)出口,進一步優化(hua)貿易結構(gou)。在大宗產(chan)(chan)品(pin)(pin)和特(te)色(se)(se)(se)(se)(se)優勢農產(chan)(chan)品(pin)(pin)領域積極推行綠(lv)(lv)(lv)(lv)色(se)(se)(se)(se)(se)化(hua)升(sheng)級改造,提(ti)升(sheng)綠(lv)(lv)(lv)(lv)色(se)(se)(se)(se)(se)產(chan)(chan)品(pin)(pin)供給能(neng)(neng)力(li)(li),擴(kuo)大全省(sheng)綠(lv)(lv)(lv)(lv)色(se)(se)(se)(se)(se)貿易規模(mo)。加強綠(lv)(lv)(lv)(lv)色(se)(se)(se)(se)(se)供應鏈合作(zuo),構(gou)建全產(chan)(chan)業低(di)(di)碳(tan)(tan)(tan)供應鏈管理(li),推動能(neng)(neng)源、有色(se)(se)(se)(se)(se)冶金、化(hua)工、新材(cai)料、新裝備等(deng)產(chan)(chan)業全鏈條(tiao)采(cai)用綠(lv)(lv)(lv)(lv)色(se)(se)(se)(se)(se)低(di)(di)碳(tan)(tan)(tan)工藝,提(ti)升(sheng)我省(sheng)綠(lv)(lv)(lv)(lv)色(se)(se)(se)(se)(se)產(chan)(chan)品(pin)(pin)競(jing)爭力(li)(li)。圍繞全省(sheng)現(xian)有產(chan)(chan)業改造提(ti)升(sheng)需(xu)求(qiu),加強先(xian)進適用技(ji)術設備、關鍵零部件的進出口,加快(kuai)旱作(zuo)節(jie)(jie)水(shui)、設施農業、節(jie)(jie)能(neng)(neng)環(huan)保等(deng)特(te)色(se)(se)(se)(se)(se)優勢技(ji)術走(zou)出去步伐,加大可(ke)再生資(zi)(zi)源、儲能(neng)(neng)、氫能(neng)(neng)、二氧化(hua)碳(tan)(tan)(tan)捕集(ji)(ji)利用與(yu)(yu)封存等(deng)領域綠(lv)(lv)(lv)(lv)色(se)(se)(se)(se)(se)技(ji)術合作(zuo)交流(liu)力(li)(li)度。深化(hua)綠(lv)(lv)(lv)(lv)色(se)(se)(se)(se)(se)低(di)(di)碳(tan)(tan)(tan)能(neng)(neng)源、技(ji)術、金融(rong)合作(zuo)交流(liu),借助(zhu)省(sheng)內(nei)外資(zi)(zi)源市場,推動全省(sheng)綠(lv)(lv)(lv)(lv)色(se)(se)(se)(se)(se)低(di)(di)碳(tan)(tan)(tan)轉型。


(二)融入(ru)綠色(se)(se)(se)(se)“一(yi)(yi)(yi)帶一(yi)(yi)(yi)路(lu)”建(jian)(jian)設。立(li)足(zu)我省生態屏障、能(neng)源(yuan)基地(di)、戰略通道、開放(fang)樞紐的功能(neng)定(ding)位,推動國(guo)際(ji)陸(lu)港(gang)、空(kong)港(gang)建(jian)(jian)設,把我省打(da)造為西部地(di)區國(guo)際(ji)綠色(se)(se)(se)(se)經貿合作(zuo)重要基地(di)。加強綠色(se)(se)(se)(se)技(ji)術(shu)、綠色(se)(se)(se)(se)基建(jian)(jian)、綠色(se)(se)(se)(se)能(neng)源(yuan)、綠色(se)(se)(se)(se)產品、綠色(se)(se)(se)(se)裝備、綠色(se)(se)(se)(se)服務、綠色(se)(se)(se)(se)金融等領域(yu)國(guo)際(ji)合作(zuo)交流(liu)。依托絲綢之路(lu)國(guo)際(ji)知識(shi)產權(quan)港(gang)等平(ping)臺(tai)建(jian)(jian)設,加快(kuai)綠色(se)(se)(se)(se)新(xin)(xin)材料、新(xin)(xin)能(neng)源(yuan)、綠色(se)(se)(se)(se)農業(ye)(ye)等生態產業(ye)(ye)技(ji)術(shu)產業(ye)(ye)化進程,探索搭建(jian)(jian)綠色(se)(se)(se)(se)低(di)碳技(ji)術(shu)認證、交易、運營等平(ping)臺(tai),推動綠色(se)(se)(se)(se)低(di)碳領域(yu)技(ji)術(shu)創(chuang)新(xin)(xin)與經濟社會發(fa)展深度融合。發(fa)揮“一(yi)(yi)(yi)帶一(yi)(yi)(yi)路(lu)”綠色(se)(se)(se)(se)發(fa)展國(guo)際(ji)聯(lian)盟等合作(zuo)平(ping)臺(tai)作(zuo)用,積極(ji)參與國(guo)家“一(yi)(yi)(yi)帶一(yi)(yi)(yi)路(lu)”應對氣候變化南南合作(zuo)計劃和“一(yi)(yi)(yi)帶一(yi)(yi)(yi)路(lu)”科技(ji)創(chuang)新(xin)(xin)行動計劃,加強應對氣候變化領域(yu)合作(zuo)交流(liu)。


四、保障措施


(一(yi))建(jian)(jian)立(li)(li)統(tong)(tong)一(yi)規范的統(tong)(tong)計(ji)(ji)核(he)(he)(he)算(suan)(suan)體系。加(jia)強碳(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)統(tong)(tong)計(ji)(ji)核(he)(he)(he)算(suan)(suan)能(neng)力建(jian)(jian)設,建(jian)(jian)立(li)(li)并完(wan)善我(wo)省碳(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)統(tong)(tong)計(ji)(ji)核(he)(he)(he)算(suan)(suan)體系,提升碳(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)統(tong)(tong)計(ji)(ji)核(he)(he)(he)算(suan)(suan)工(gong)作(zuo)制(zhi)度化、規范化水平。支持重點(dian)行業、重點(dian)企業依據自身特點(dian)開展碳(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)核(he)(he)(he)算(suan)(suan)方法學研究,建(jian)(jian)立(li)(li)健全碳(tan)排(pai)(pai)(pai)放(fang)(fang)(fang)計(ji)(ji)量體系。加(jia)強各部門統(tong)(tong)籌協調,形成(cheng)統(tong)(tong)計(ji)(ji)核(he)(he)(he)算(suan)(suan)工(gong)作(zuo)合力。


(二)健(jian)全法(fa)(fa)(fa)規(gui)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)體(ti)(ti)系(xi)(xi)。貫徹落實(shi)國(guo)(guo)家相關法(fa)(fa)(fa)律法(fa)(fa)(fa)規(gui)要求(qiu)(qiu),配套完(wan)善地(di)方性綠(lv)色低(di)(di)碳(tan)政(zheng)策法(fa)(fa)(fa)規(gui)體(ti)(ti)系(xi)(xi)。嚴(yan)格(ge)執(zhi)行國(guo)(guo)家能(neng)耗(hao)限額(e)標(biao)(biao)(biao)準(zhun)(zhun)(zhun),產品(pin)設(she)備能(neng)效強(qiang)制(zhi)性國(guo)(guo)家標(biao)(biao)(biao)準(zhun)(zhun)(zhun)和工程建設(she)標(biao)(biao)(biao)準(zhun)(zhun)(zhun),提高節能(neng)降碳(tan)要求(qiu)(qiu)。嚴(yan)格(ge)執(zhi)行國(guo)(guo)家可(ke)再生能(neng)源標(biao)(biao)(biao)準(zhun)(zhun)(zhun),氫制(zhi)、儲(chu)、輸、用標(biao)(biao)(biao)準(zhun)(zhun)(zhun),以及工業綠(lv)色低(di)(di)碳(tan)標(biao)(biao)(biao)準(zhun)(zhun)(zhun),不斷提升全省綠(lv)色發(fa)展水平(ping)。健(jian)全節能(neng)低(di)(di)碳(tan)、綠(lv)色環保產品(pin)認(ren)(ren)證和體(ti)(ti)系(xi)(xi)認(ren)(ren)證制(zhi)度,加快構建綠(lv)色低(di)(di)碳(tan)技(ji)術、產品(pin)、服務的管(guan)理標(biao)(biao)(biao)準(zhun)(zhun)(zhun)體(ti)(ti)系(xi)(xi)、質量標(biao)(biao)(biao)準(zhun)(zhun)(zhun)體(ti)(ti)系(xi)(xi)、評(ping)價標(biao)(biao)(biao)準(zhun)(zhun)(zhun)體(ti)(ti)系(xi)(xi),推(tui)進降碳(tan)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)化管(guan)理。


(三)完(wan)善(shan)財稅、價(jia)(jia)格(ge)、市(shi)場(chang)(chang)、金(jin)(jin)融(rong)(rong)政(zheng)(zheng)策(ce)。各市(shi)(州(zhou))、蘭(lan)州(zhou)新(xin)(xin)區要加(jia)大對碳(tan)達(da)峰碳(tan)中(zhong)和工(gong)作(zuo)的(de)支(zhi)(zhi)(zhi)持(chi)力(li)度(du)。全(quan)(quan)面落實(shi)節能(neng)(neng)節水(shui)環保(bao)(bao)、資源綜合(he)利用(yong)以及(ji)合(he)同能(neng)(neng)源管理、環境污染第三方(fang)治(zhi)理等(deng)稅收(shou)(shou)(shou)優惠政(zheng)(zheng)策(ce)。不斷創新(xin)(xin)和完(wan)善(shan)綠(lv)(lv)(lv)色(se)(se)發展(zhan)價(jia)(jia)格(ge)機(ji)(ji)(ji)(ji)制(zhi)(zhi)(zhi),健(jian)全(quan)(quan)居(ju)(ju)民階梯(ti)電(dian)(dian)價(jia)(jia)、氣價(jia)(jia)、水(shui)價(jia)(jia)制(zhi)(zhi)(zhi)度(du),實(shi)行(xing)(xing)非居(ju)(ju)民用(yong)水(shui)超定(ding)額累進(jin)加(jia)價(jia)(jia)制(zhi)(zhi)(zhi)度(du),進(jin)一步完(wan)善(shan)污水(shui)處理收(shou)(shou)(shou)費機(ji)(ji)(ji)(ji)制(zhi)(zhi)(zhi),合(he)理制(zhi)(zhi)(zhi)定(ding)調整(zheng)生(sheng)(sheng)活垃圾處理收(shou)(shou)(shou)費標準。實(shi)施分時電(dian)(dian)價(jia)(jia)政(zheng)(zheng)策(ce),探索建(jian)立分時電(dian)(dian)價(jia)(jia)動態調整(zheng)機(ji)(ji)(ji)(ji)制(zhi)(zhi)(zhi),完(wan)善(shan)高(gao)耗能(neng)(neng)行(xing)(xing)業(ye)(ye)差(cha)別化電(dian)(dian)價(jia)(jia)、階梯(ti)電(dian)(dian)價(jia)(jia)政(zheng)(zheng)策(ce)。鼓勵(li)工(gong)業(ye)(ye)、建(jian)筑(zhu)、交(jiao)通(tong)等(deng)企(qi)業(ye)(ye)因地制(zhi)(zhi)(zhi)宜開展(zhan)新(xin)(xin)能(neng)(neng)源項(xiang)目(mu)(mu)建(jian)設,推動綠(lv)(lv)(lv)色(se)(se)電(dian)(dian)力(li)直接供(gong)應和燃煤自備(bei)電(dian)(dian)廠替代。完(wan)善(shan)能(neng)(neng)源價(jia)(jia)格(ge)市(shi)場(chang)(chang)化形成機(ji)(ji)(ji)(ji)制(zhi)(zhi)(zhi),建(jian)立健(jian)全(quan)(quan)促進(jin)可再生(sheng)(sheng)能(neng)(neng)源規模化發展(zhan)的(de)價(jia)(jia)格(ge)機(ji)(ji)(ji)(ji)制(zhi)(zhi)(zhi),優化能(neng)(neng)源供(gong)需資源配(pei)置(zhi)。嚴(yan)格(ge)落實(shi)綠(lv)(lv)(lv)色(se)(se)金(jin)(jin)融(rong)(rong)評價(jia)(jia)機(ji)(ji)(ji)(ji)制(zhi)(zhi)(zhi),建(jian)立健(jian)全(quan)(quan)綠(lv)(lv)(lv)色(se)(se)金(jin)(jin)融(rong)(rong)標準體系。加(jia)大綠(lv)(lv)(lv)色(se)(se)貸款、綠(lv)(lv)(lv)色(se)(se)股權、綠(lv)(lv)(lv)色(se)(se)債券、綠(lv)(lv)(lv)色(se)(se)保(bao)(bao)險、綠(lv)(lv)(lv)色(se)(se)基(ji)金(jin)(jin)等(deng)方(fang)面的(de)支(zhi)(zhi)(zhi)持(chi)力(li)度(du),用(yong)好碳(tan)減排支(zhi)(zhi)(zhi)持(chi)工(gong)具,引導金(jin)(jin)融(rong)(rong)機(ji)(ji)(ji)(ji)構(gou)為綠(lv)(lv)(lv)色(se)(se)低(di)(di)(di)碳(tan)項(xiang)目(mu)(mu)提(ti)供(gong)長(chang)期限、低(di)(di)(di)成本(ben)資金(jin)(jin),爭取開發性(xing)政(zheng)(zheng)策(ce)性(xing)金(jin)(jin)融(rong)(rong)機(ji)(ji)(ji)(ji)構(gou)按照市(shi)場(chang)(chang)化法(fa)治(zhi)化原則為碳(tan)達(da)峰行(xing)(xing)動提(ti)供(gong)長(chang)期穩(wen)定(ding)資金(jin)(jin)支(zhi)(zhi)(zhi)持(chi)。支(zhi)(zhi)(zhi)持(chi)符合(he)條(tiao)件的(de)綠(lv)(lv)(lv)色(se)(se)企(qi)業(ye)(ye)上市(shi)融(rong)(rong)資、掛牌融(rong)(rong)資和再融(rong)(rong)資,爭取擴大綠(lv)(lv)(lv)色(se)(se)債券規模。通(tong)過對接國家低(di)(di)(di)碳(tan)轉(zhuan)型基(ji)金(jin)(jin)、運用(yong)全(quan)(quan)省(sheng)綠(lv)(lv)(lv)色(se)(se)生(sheng)(sheng)態產(chan)業(ye)(ye)基(ji)金(jin)(jin)等(deng)方(fang)式,撬動社會資本(ben)參與碳(tan)達(da)峰碳(tan)中(zhong)和重大項(xiang)目(mu)(mu)建(jian)設,推動全(quan)(quan)省(sheng)綠(lv)(lv)(lv)色(se)(se)低(di)(di)(di)碳(tan)高(gao)質(zhi)量發展(zhan)。鼓勵(li)社會資本(ben)以市(shi)場(chang)(chang)化方(fang)式設立綠(lv)(lv)(lv)色(se)(se)低(di)(di)(di)碳(tan)產(chan)業(ye)(ye)投(tou)資基(ji)金(jin)(jin)。


(四)建立健全市場(chang)化機制(zhi)。積極參與全國(guo)碳(tan)排(pai)(pai)放權市場(chang)交(jiao)(jiao)易(yi),根據國(guo)家部署逐步擴大(da)市場(chang)覆蓋(gai)范(fan)圍,豐富交(jiao)(jiao)易(yi)品(pin)種和交(jiao)(jiao)易(yi)方式,做好納(na)入全國(guo)碳(tan)排(pai)(pai)放權交(jiao)(jiao)易(yi)市場(chang)重點(dian)排(pai)(pai)放單(dan)位的(de)碳(tan)排(pai)(pai)放報告(gao)核查、配額分配、清(qing)繳履約等工作,建立健全生態產品(pin)價值實現機制(zhi)。總結天(tian)水(shui)用(yong)能(neng)(neng)權交(jiao)(jiao)易(yi)試點(dian)經驗,推動(dong)建立全省用(yong)能(neng)(neng)權有償使用(yong)和交(jiao)(jiao)易(yi)制(zhi)度,做好與能(neng)(neng)耗(hao)雙控制(zhi)度的(de)銜接。積極推行合同(tong)能(neng)(neng)源(yuan)管(guan)理,推廣節能(neng)(neng)咨詢、診斷、設計、融資、改造(zao)、托(tuo)管(guan)等“一站式”綜合服(fu)務模式。


(五)加強組(zu)織實(shi)(shi)施(shi)。省(sheng)(sheng)(sheng)碳(tan)(tan)達峰碳(tan)(tan)中(zhong)和(he)(he)(he)工(gong)作(zuo)領(ling)導(dao)小組(zu)指導(dao)和(he)(he)(he)統(tong)(tong)籌做(zuo)好全省(sheng)(sheng)(sheng)碳(tan)(tan)達峰工(gong)作(zuo),研究(jiu)解決實(shi)(shi)施(shi)中(zhong)遇(yu)到的(de)(de)重大事項重大問題。省(sheng)(sheng)(sheng)碳(tan)(tan)達峰碳(tan)(tan)中(zhong)和(he)(he)(he)工(gong)作(zuo)領(ling)導(dao)小組(zu)辦公(gong)室要加強統(tong)(tong)籌協調(diao)和(he)(he)(he)定期調(diao)度(du),科學提出碳(tan)(tan)達峰分步(bu)驟的(de)(de)時間表(biao)(biao)、路線(xian)圖,督(du)促將(jiang)(jiang)各(ge)項目(mu)標任務落(luo)(luo)實(shi)(shi)落(luo)(luo)細。各(ge)市(shi)(州(zhou))、各(ge)有(you)(you)關(guan)部門(men)要制(zhi)定具(ju)體舉措,著力(li)抓好各(ge)項任務落(luo)(luo)實(shi)(shi),落(luo)(luo)實(shi)(shi)情(qing)況將(jiang)(jiang)納入生態環(huan)境保護督(du)察。各(ge)相關(guan)單位、人民(min)團體、社(she)會組(zu)織要積極發揮自身(shen)作(zuo)用,推進綠(lv)色(se)低碳(tan)(tan)發展(zhan)。落(luo)(luo)實(shi)(shi)以碳(tan)(tan)強度(du)控制(zhi)為主、碳(tan)(tan)排(pai)放總量控制(zhi)為輔(fu)的(de)(de)制(zhi)度(du),對(dui)能源消費和(he)(he)(he)碳(tan)(tan)排(pai)放指標協同(tong)管理、協同(tong)分解、協同(tong)考(kao)核(he),逐(zhu)步(bu)建立系統(tong)(tong)完(wan)善的(de)(de)碳(tan)(tan)達峰碳(tan)(tan)中(zhong)和(he)(he)(he)綜合評價考(kao)核(he)制(zhi)度(du)。加強監督(du)考(kao)核(he)結果應(ying)用,對(dui)工(gong)作(zuo)突出的(de)(de)集體、單位和(he)(he)(he)個人按規定給予表(biao)(biao)彰獎勵,對(dui)未完(wan)成目(mu)標任務的(de)(de)市(shi)(州(zhou))和(he)(he)(he)部門(men)依(yi)法依(yi)規實(shi)(shi)行通報批評和(he)(he)(he)約談(tan)問責。各(ge)市(shi)(州(zhou))、蘭州(zhou)新區(qu)和(he)(he)(he)省(sheng)(sheng)(sheng)直有(you)(you)關(guan)部門(men)貫徹落(luo)(luo)實(shi)(shi)情(qing)況,每(mei)年(nian)向省(sheng)(sheng)(sheng)委、省(sheng)(sheng)(sheng)政府報告。
