呂梁市碳達峰實施方案


為(wei)深(shen)入貫徹落實(shi)(shi)黨中央、國務院關(guan)于碳(tan)(tan)(tan)達峰、碳(tan)(tan)(tan)中和重大戰略決策部署,扎實(shi)(shi)推進呂梁市(shi)碳(tan)(tan)(tan)達峰工(gong)作,根據(ju)省(sheng)(sheng)委、省(sheng)(sheng)政(zheng)府《關(guan)于完整準確全面(mian)貫徹新發展理念切實(shi)(shi)做(zuo)好碳(tan)(tan)(tan)達峰碳(tan)(tan)(tan)中和工(gong)作的實(shi)(shi)施意見》(晉發〔2022〕25號)和《山西省(sheng)(sheng)碳(tan)(tan)(tan)達峰實(shi)(shi)施方案》(晉政(zheng)發〔2022〕29號),制(zhi)定本方案。


一、總體要求


(一)指導思想


以習近平新時代(dai)中(zhong)國特色(se)社(she)會主義思想為指導,全(quan)(quan)(quan)(quan)面貫(guan)徹黨的(de)(de)(de)二十大精(jing)神,深入(ru)貫(guan)徹習近平生態(tai)文明(ming)思想和(he)習近平總書記(ji)考(kao)察調(diao)研(yan)山西(xi)重要講話重要指示精(jing)神,立(li)(li)足新發(fa)(fa)展階(jie)段,貫(guan)徹新發(fa)(fa)展理念(nian),融入(ru)新發(fa)(fa)展格(ge)局(ju),按(an)照全(quan)(quan)(quan)(quan)方(fang)位推(tui)(tui)(tui)動高質量發(fa)(fa)展的(de)(de)(de)目標要求,把碳達峰(feng)(feng)碳中(zhong)和(he)納(na)入(ru)全(quan)(quan)(quan)(quan)市(shi)生態(tai)文明(ming)建(jian)設(she)整體(ti)布局(ju)和(he)經(jing)濟社(she)會發(fa)(fa)展全(quan)(quan)(quan)(quan)局(ju),立(li)(li)足呂(lv)梁(liang)能源(yuan)資源(yuan)稟賦(fu),堅持“系(xi)統推(tui)(tui)(tui)進(jin)、節約優先、雙輪驅(qu)動、內外暢通(tong)、防(fang)范風險”的(de)(de)(de)總方(fang)針(zhen),統籌碳達峰(feng)(feng)與能源(yuan)革命綜合改革試點,處理好(hao)發(fa)(fa)展和(he)減排、整體(ti)和(he)局(ju)部、穩(wen)增長(chang)和(he)調(diao)結構、短期和(he)中(zhong)長(chang)期的(de)(de)(de)關系(xi),加快(kuai)實現生產生活方(fang)式綠色(se)變革,實現降(jiang)碳、減污、擴綠、增長(chang)協(xie)同(tong)推(tui)(tui)(tui)進(jin),推(tui)(tui)(tui)動經(jing)濟社(she)會發(fa)(fa)展建(jian)立(li)(li)在資源(yuan)高效(xiao)利用和(he)綠色(se)低碳發(fa)(fa)展的(de)(de)(de)基礎之上,力爭(zheng)實現碳達峰(feng)(feng)目標。


(二)主要目標


“十四五(wu)”期間(jian),初(chu)步(bu)形成(cheng)綠色(se)(se)低(di)碳循環發展的經濟體系(xi),電力(li)、煤炭(tan)、鋼鐵、焦化、化工、建(jian)材、有色(se)(se)等重(zhong)點(dian)行業能(neng)(neng)源(yuan)利用效(xiao)率(lv)大幅提升,煤炭(tan)清潔高效(xiao)利用積極推(tui)進,煤炭(tan)消費(fei)(fei)增(zeng)長(chang)得到嚴格控制,綠色(se)(se)低(di)碳技術研發和(he)推(tui)廣取得新(xin)進展,綠色(se)(se)生(sheng)產生(sheng)活方式得到普遍推(tui)行,有利于(yu)綠色(se)(se)低(di)碳發展的政策保(bao)障制度(du)體系(xi)進一(yi)步(bu)完善。到2025年,非化石能(neng)(neng)源(yuan)消費(fei)(fei)比重(zhong)達(da)到12%,新(xin)能(neng)(neng)源(yuan)和(he)清潔能(neng)(neng)源(yuan)裝機(ji)占比達(da)到50%、發電量占比達(da)到30%,單位地區(qu)生(sheng)產總值能(neng)(neng)源(yuan)消耗和(he)二氧(yang)化碳排(pai)放下(xia)降確保(bao)完成(cheng)省(sheng)下(xia)達(da)目標,森林覆蓋率(lv)達(da)到27%。


“十五五”期間,基本完成(cheng)資源型(xing)經濟轉型(xing)任務,經濟社(she)會(hui)發展全(quan)面綠(lv)色(se)(se)轉型(xing)取得顯著(zhu)成(cheng)效,重(zhong)點耗(hao)能(neng)(neng)(neng)(neng)(neng)行業能(neng)(neng)(neng)(neng)(neng)源利(li)用效率達(da)到(dao)(dao)(dao)國(guo)內先進(jin)水平(ping)(ping)或(huo)國(guo)際先進(jin)水平(ping)(ping),非化(hua)石(shi)能(neng)(neng)(neng)(neng)(neng)源消(xiao)費比重(zhong)進(jin)一步(bu)提(ti)(ti)高(gao),清潔(jie)(jie)低(di)碳(tan)(tan)(tan)(tan)安全(quan)高(gao)效的(de)(de)現代能(neng)(neng)(neng)(neng)(neng)源體(ti)(ti)系(xi)初步(bu)建(jian)立,煤炭消(xiao)費逐步(bu)減少(shao),綠(lv)色(se)(se)低(di)碳(tan)(tan)(tan)(tan)技(ji)術取得關鍵突破,綠(lv)色(se)(se)生(sheng)活方式成(cheng)為(wei)公眾自覺選擇(ze),綠(lv)色(se)(se)低(di)碳(tan)(tan)(tan)(tan)發展的(de)(de)政策制度體(ti)(ti)系(xi)健全(quan)完善。到(dao)(dao)(dao)2030年(nian),非化(hua)石(shi)能(neng)(neng)(neng)(neng)(neng)源消(xiao)費比重(zhong)達(da)到(dao)(dao)(dao)18%,新能(neng)(neng)(neng)(neng)(neng)源和(he)(he)清潔(jie)(jie)能(neng)(neng)(neng)(neng)(neng)源裝機占比達(da)到(dao)(dao)(dao)60%以上,森(sen)林覆蓋率和(he)(he)森(sen)林蓄積量(liang)穩步(bu)增長。單位地(di)區生(sheng)產總值能(neng)(neng)(neng)(neng)(neng)源消(xiao)耗(hao)和(he)(he)二(er)氧化(hua)碳(tan)(tan)(tan)(tan)排放持(chi)續下(xia)降,在保(bao)障(zhang)能(neng)(neng)(neng)(neng)(neng)源安全(quan)的(de)(de)前提(ti)(ti)下(xia)二(er)氧化(hua)碳(tan)(tan)(tan)(tan)排放量(liang)力(li)爭達(da)到(dao)(dao)(dao)峰值。到(dao)(dao)(dao)2060年(nian),綠(lv)色(se)(se)低(di)碳(tan)(tan)(tan)(tan)循環發展的(de)(de)經濟體(ti)(ti)系(xi)和(he)(he)清潔(jie)(jie)低(di)碳(tan)(tan)(tan)(tan)安全(quan)高(gao)效的(de)(de)能(neng)(neng)(neng)(neng)(neng)源體(ti)(ti)系(xi)全(quan)面建(jian)立,整(zheng)體(ti)(ti)能(neng)(neng)(neng)(neng)(neng)源利(li)用效率達(da)到(dao)(dao)(dao)國(guo)內先進(jin)水平(ping)(ping),非化(hua)石(shi)能(neng)(neng)(neng)(neng)(neng)源消(xiao)費比重(zhong)大幅提(ti)(ti)升,奮力(li)實現碳(tan)(tan)(tan)(tan)中和(he)(he)目標。


二、深化能源革命綜合改革試點,夯實碳達峰基石


立足保障能源(yuan)(yuan)安全的(de)實(shi)際,堅持加快煤(mei)炭(tan)(tan)和煤(mei)電(dian)、煤(mei)電(dian)和新能源(yuan)(yuan)、煤(mei)炭(tan)(tan)和煤(mei)化(hua)工、煤(mei)炭(tan)(tan)產(chan)(chan)業(ye)和數字技術、煤(mei)炭(tan)(tan)產(chan)(chan)業(ye)和降碳技術“五(wu)個一體(ti)化(hua)”融(rong)合(he)發展的(de)主要(yao)戰略方(fang)向,引深(shen)能源(yuan)(yuan)革(ge)命綜合(he)改革(ge)試點,加強煤(mei)炭(tan)(tan)清潔(jie)高效利用,實(shi)施傳統能源(yuan)(yuan)綠色低碳轉(zhuan)型、新能源(yuan)(yuan)和清潔(jie)能源(yuan)(yuan)替(ti)代、節能降碳增效三大行動,加快構建新型能源(yuan)(yuan)體(ti)系,促進能源(yuan)(yuan)生(sheng)產(chan)(chan)和消費結構調整,有效控(kong)制碳排放(fang)源(yuan)(yuan)頭。


(一)傳統(tong)能(neng)源綠色低碳轉型行動(dong)


1.煤(mei)(mei)(mei)(mei)炭(tan)(tan)消費(fei)替(ti)代清(qing)潔高效利(li)用(yong)(yong)工(gong)程。落實國(guo)家關于(yu)優化(hua)產(chan)(chan)(chan)能結構、降低(di)能耗強度及煤(mei)(mei)(mei)(mei)炭(tan)(tan)消費(fei)減量(liang)替(ti)代相關要(yao)求,同步(bu)強化(hua)煤(mei)(mei)(mei)(mei)炭(tan)(tan)消費(fei)總(zong)量(liang)控(kong)制,引導(dao)鼓勵(li)高能耗企業(ye)利(li)用(yong)(yong)清(qing)潔電力、非常規天然氣(qi)等清(qing)潔能源(yuan)(yuan)進(jin)行燃(ran)料(liao)(liao)(liao)替(ti)代,進(jin)一(yi)步(bu)壓(ya)減企業(ye)生產(chan)(chan)(chan)煤(mei)(mei)(mei)(mei)耗和(he)二氧化(hua)碳(tan)(tan)排放。堅持高端(duan)(duan)化(hua)、多(duo)元化(hua)、低(di)碳(tan)(tan)化(hua),加(jia)快(kuai)(kuai)煤(mei)(mei)(mei)(mei)炭(tan)(tan)由燃(ran)料(liao)(liao)(liao)向(xiang)原(yuan)料(liao)(liao)(liao)、材(cai)料(liao)(liao)(liao)、終端(duan)(duan)產(chan)(chan)(chan)品轉變,推動煤(mei)(mei)(mei)(mei)炭(tan)(tan)向(xiang)高端(duan)(duan)高固(gu)碳(tan)(tan)率產(chan)(chan)(chan)品發展。聚焦高端(duan)(duan)炭(tan)(tan)材(cai)料(liao)(liao)(liao)和(he)碳(tan)(tan)基合(he)成(cheng)(cheng)新(xin)材(cai)料(liao)(liao)(liao),推動高端(duan)(duan)碳(tan)(tan)纖維實現低(di)成(cheng)(cheng)本生產(chan)(chan)(chan),構建煤(mei)(mei)(mei)(mei)層氣(qi)制備碳(tan)(tan)基新(xin)材(cai)料(liao)(liao)(liao)產(chan)(chan)(chan)業(ye)鏈條,打造纖維新(xin)材(cai)料(liao)(liao)(liao)產(chan)(chan)(chan)品示范(fan)基地和(he)碳(tan)(tan)基新(xin)材(cai)料(liao)(liao)(liao)產(chan)(chan)(chan)業(ye)集群。加(jia)快(kuai)(kuai)碳(tan)(tan)纖維、石墨烯、電容炭(tan)(tan)、碳(tan)(tan)化(hua)硅、煤(mei)(mei)(mei)(mei)層氣(qi)合(he)成(cheng)(cheng)金剛石、全合(he)成(cheng)(cheng)潤滑油(you)、費(fei)托合(he)成(cheng)(cheng)蠟等高端(duan)(duan)碳(tan)(tan)基新(xin)材(cai)料(liao)(liao)(liao)開發。支持“分質分級、能化(hua)結合(he)、集成(cheng)(cheng)聯產(chan)(chan)(chan)”新(xin)型煤(mei)(mei)(mei)(mei)炭(tan)(tan)利(li)用(yong)(yong)示范(fan)項(xiang)(xiang)目(mu),探索中低(di)溫熱解(jie)產(chan)(chan)(chan)品高質化(hua)利(li)用(yong)(yong)。(市發展改革委(wei)、市能源(yuan)(yuan)局(ju)、市工(gong)信局(ju)等按(an)職(zhi)責分工(gong)負(fu)責。各(ge)(ge)項(xiang)(xiang)任務均需各(ge)(ge)縣市區人民政(zheng)府貫(guan)徹落實,以(yi)下(xia)不再逐一(yi)列出)


2.煤(mei)(mei)炭綠色安全開發工程。推(tui)動智(zhi)(zhi)慧礦山建(jian)設(she),提(ti)升(sheng)數(shu)字化(hua)、智(zhi)(zhi)能(neng)(neng)(neng)化(hua)、無人(ren)化(hua)煤(mei)(mei)礦占比,提(ti)高煤(mei)(mei)炭產(chan)業全要素生產(chan)率和本質安全水(shui)平,實現煤(mei)(mei)炭行業整體數(shu)字化(hua)轉型(xing)。大力(li)推(tui)廣(guang)井下充(chong)填開采(cai)(cai)、保水(shui)開采(cai)(cai)、煤(mei)(mei)與瓦斯(si)共(gong)采(cai)(cai)等煤(mei)(mei)炭綠色開采(cai)(cai)技術(shu)。在全市新建(jian)煤(mei)(mei)礦開展(zhan)(zhan)井下煤(mei)(mei)矸(gan)石智(zhi)(zhi)能(neng)(neng)(neng)分(fen)選(xuan)系統和不可利(li)用矸(gan)石返井試點示范(fan)工程。推(tui)廣(guang)煤(mei)(mei)與瓦斯(si)共(gong)采(cai)(cai),持續開展(zhan)(zhan)煤(mei)(mei)礦瓦斯(si)綜合利(li)用試點示范(fan),減(jian)少(shao)甲(jia)烷排放(fang)。有序開展(zhan)(zhan)煤(mei)(mei)鋁共(gong)采(cai)(cai)試點,積極推(tui)廣(guang)深(shen)井廢熱利(li)用技術(shu),持續淘汰落后產(chan)能(neng)(neng)(neng),適度布(bu)局(ju)先(xian)進接續產(chan)能(neng)(neng)(neng)項目(mu)和核(he)增(zeng)部分(fen)優質產(chan)能(neng)(neng)(neng),到(dao)2025年,平均單井規模提(ti)升(sheng)到(dao)175萬(wan)噸/年以(yi)上,煤(mei)(mei)礦數(shu)量減(jian)少(shao)至123座左右(you),先(xian)進產(chan)能(neng)(neng)(neng)占比達到(dao)90%以(yi)上。(市能(neng)(neng)(neng)源(yuan)局(ju)、市應急局(ju)、市發展(zhan)(zhan)改革委等按職責分(fen)工負責)

(二十)加(jia)強(qiang)統籌協調(diao)


各(ge)縣(xian)(xian)(市(shi)(shi)(shi)、區(qu)(qu))、各(ge)部門、各(ge)單位要(yao)全面貫徹黨(dang)中(zhong)央、國(guo)務院及省(sheng)委(wei)、省(sheng)政府(fu)關于碳(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)中(zhong)和(he)(he)的(de)重(zhong)(zhong)大(da)決策(ce)部署,切實(shi)加(jia)強對(dui)(dui)碳(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)中(zhong)和(he)(he)工作(zuo)的(de)領(ling)導(dao)(dao)。市(shi)(shi)(shi)推進碳(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)中(zhong)和(he)(he)工作(zuo)領(ling)導(dao)(dao)小組(zu)負責研究審(shen)(shen)議重(zhong)(zhong)大(da)問題(ti)、協調重(zhong)(zhong)大(da)政策(ce)、制(zhi)定(ding)重(zhong)(zhong)大(da)規(gui)劃、安排(pai)重(zhong)(zhong)大(da)項(xiang)目。領(ling)導(dao)(dao)小組(zu)成員(yuan)單位要(yao)按照市(shi)(shi)(shi)委(wei)、市(shi)(shi)(shi)政府(fu)決策(ce)部署,扎(zha)實(shi)推進相關工作(zuo)。領(ling)導(dao)(dao)小組(zu)辦公室要(yao)加(jia)強統(tong)籌協調,定(ding)期對(dui)(dui)各(ge)縣(xian)(xian)(市(shi)(shi)(shi)、區(qu)(qu))和(he)(he)重(zhong)(zhong)點(dian)領(ling)域(yu)、行業(ye)(ye)工作(zuo)進展情(qing)況進行調度,督促(cu)各(ge)項(xiang)目標任務落(luo)細(xi)落(luo)實(shi)。各(ge)縣(xian)(xian)(市(shi)(shi)(shi)、區(qu)(qu))人民政府(fu)要(yao)按照全市(shi)(shi)(shi)統(tong)一部署,把握自身發(fa)展定(ding)位,結合本(ben)縣(xian)(xian)(市(shi)(shi)(shi)、區(qu)(qu))經濟社會發(fa)展實(shi)際(ji)和(he)(he)資源環境(jing)稟賦(fu)、產業(ye)(ye)布局、發(fa)展階段等(deng)實(shi)際(ji)情(qing)況,堅持(chi)全市(shi)(shi)(shi)一盤棋,制(zhi)定(ding)年度碳(tan)(tan)達(da)峰(feng)(feng)行動計劃,明確碳(tan)(tan)達(da)峰(feng)(feng)時間表、路線(xian)圖、施工圖,行動計劃經市(shi)(shi)(shi)推進碳(tan)(tan)達(da)峰(feng)(feng)碳(tan)(tan)中(zhong)和(he)(he)工作(zuo)領(ling)導(dao)(dao)小組(zu)綜合平(ping)衡(heng)、審(shen)(shen)核通過(guo)后,印發(fa)實(shi)施。


(二十(shi)一(yi))強化責(ze)任落實


各縣(市、區)、各有(you)(you)關(guan)(guan)部(bu)門(men)要(yao)(yao)深刻(ke)認識碳(tan)達峰、碳(tan)中和(he)工作的重要(yao)(yao)性、緊迫(po)性、復雜性,切(qie)實扛(kang)起(qi)責任,按照本方案確定(ding)的主要(yao)(yao)目標和(he)重點任務,著(zhu)力抓好(hao)各項任務落實,避免(mian)“一刀切(qie)”限電限產、“碳(tan)沖鋒”或(huo)運動式“減碳(tan)”,確保政策到位、措施到位、成效到位,落實情況納入市級生態環境保護督察。各相關(guan)(guan)單位、人民團體、社會組織要(yao)(yao)按照國家和(he)省有(you)(you)關(guan)(guan)部(bu)署,積極(ji)發(fa)揮自身作用,推進綠色(se)低(di)碳(tan)發(fa)展。


(二十二)嚴格監督考核


落(luo)實(shi)國家碳(tan)(tan)強度(du)控制為主、碳(tan)(tan)排(pai)放(fang)總量控制為輔的制度(du),實(shi)行能源(yuan)消費和(he)碳(tan)(tan)排(pai)放(fang)指標(biao)協同管理、協同分(fen)解、協同考(kao)核,逐(zhu)步(bu)建立系統完善(shan)的碳(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)中和(he)綜(zong)合評價考(kao)核制度(du)。加強監督考(kao)核結果(guo)應用,對碳(tan)(tan)達(da)(da)峰(feng)工(gong)作(zuo)成效突出的地區(qu)、單位(wei)和(he)個人按(an)規定給予表彰獎勵,對未完成目(mu)標(biao)任務的地區(qu)、部門依規依法(fa)實(shi)施(shi)處(chu)罰(fa)和(he)問責。各縣(市、區(qu))人民政府要組織開展碳(tan)(tan)達(da)(da)峰(feng)目(mu)標(biao)任務年(nian)度(du)評估,有(you)關(guan)工(gong)作(zuo)進(jin)展和(he)重大(da)問題每年(nian)11月底前向市碳(tan)(tan)達(da)(da)峰(feng)碳(tan)(tan)中和(he)工(gong)作(zuo)領導小組報告。
