孫驍強:保障新型電力系統安全穩定運行,太陽能熱發電定位有待重新發現

在碳達峰、碳中和目標引領下,我國即將迎來可再生能源大規模開發利用時代,但面對風電、光伏發電與生俱來的不穩定性,如何保障未來電力系統安全穩定運行成為關鍵。而太陽能熱發電對電網具有先天的友好性,在構建“以新能源為主體的新型電力系統”的過程中,或將扮演重要的調節作用。


從(cong)電網的視角(jiao),如何看待太(tai)陽(yang)(yang)能(neng)熱發電?太(tai)陽(yang)(yang)能(neng)熱發電的“友(you)好性”如何體現?電網對這(zhe)種(zhong)新能(neng)源的發展有何期待?帶(dai)著這(zhe)些問題,本(ben)報(bao)記者專訪了(le)國家(jia)電網有限(xian)公司西北分部(bu)規劃部(bu)副主任孫(sun)驍強。


在孫驍強看來(lai),太陽能(neng)(neng)熱發(fa)(fa)電(dian)(dian)有(you)助于(yu)解決高(gao)比(bi)例可再生(sheng)能(neng)(neng)源系(xi)統的電(dian)(dian)力電(dian)(dian)量供應平衡(heng)問題和電(dian)(dian)力系(xi)統安全問題。他表示,目前,電(dian)(dian)網(wang)中火(huo)電(dian)(dian)裝機(ji)占(zhan)比(bi)還比(bi)較高(gao),太陽能(neng)(neng)熱發(fa)(fa)電(dian)(dian)裝機(ji)小,其特點還沒(mei)有(you)顯(xian)(xian)現,但在未來(lai),隨著火(huo)電(dian)(dian)的逐(zhu)漸退出,太陽能(neng)(neng)熱發(fa)(fa)電(dian)(dian)對電(dian)(dian)力系(xi)統的“友好(hao)性”將逐(zhu)漸凸顯(xian)(xian)。


保障新型電力系統安全穩定運行


問:從替代火電(dian)的角度(du),太陽能熱發(fa)電(dian)在保障電(dian)力電(dian)量供應、落實國家能源安全戰略方面將發(fa)揮(hui)什(shen)么作用?


答:隨著(zhu)國家(jia)“雙碳”戰略的(de)實(shi)施,我國火(huo)電(dian)(dian)(dian)建設(she)空間將(jiang)進(jin)一步壓縮,新能(neng)(neng)源(yuan)裝機快速提(ti)高,但其波動性(xing)使電(dian)(dian)(dian)力(li)(li)系統不同時間尺度(du)的(de)電(dian)(dian)(dian)力(li)(li)電(dian)(dian)(dian)量(liang)(liang)保(bao)障難度(du)增(zeng)大,特別是極端(duan)氣候條件下的(de)供(gong)應難度(du)更大。太陽能(neng)(neng)熱電(dian)(dian)(dian)站在增(zeng)加應急燃(ran)氣鍋爐后,出力(li)(li)特性(xing)與燃(ran)煤(mei)火(huo)電(dian)(dian)(dian)基本相當,平穩可(ke)控,從而實(shi)現全容量(liang)(liang)替代燃(ran)煤(mei)火(huo)電(dian)(dian)(dian)裝機,還能(neng)(neng)保(bao)證發(fa)電(dian)(dian)(dian)量(liang)(liang)中絕(jue)大部分仍(reng)是可(ke)再生(sheng)能(neng)(neng)源(yuan),電(dian)(dian)(dian)力(li)(li)品質(zhi)更優。


同時,我國(guo)(guo)油氣大量(liang)依賴(lai)進口。太陽(yang)能熱電(dian)站增加應急燃氣鍋爐后,可以實現裝機的(de)杠桿作用,以數倍(bei)裝機容量(liang)替代燃氣機組,相同的(de)天然氣消耗,太陽(yang)能熱發電(dian)裝機可以達到氣電(dian)裝機的(de)4倍(bei)。這(zhe)對(dui)于擺脫一直以來我國(guo)(guo)油氣對(dui)外的(de)高(gao)(gao)度依賴(lai),確保國(guo)(guo)家能源(yuan)安(an)全,對(dui)于從(cong)高(gao)(gao)碳(tan)(tan)能源(yuan)快(kuai)速進入低碳(tan)(tan)能源(yuan)、高(gao)(gao)質量(liang)實現碳(tan)(tan)達峰目標都具有(you)重要(yao)意(yi)義。


問:如何(he)看(kan)待太陽能熱發電(dian)的調峰調節性能?


答:隨著(zhu)新(xin)(xin)能(neng)(neng)源(yuan)裝機(ji)(ji)的增大(da),其(qi)功(gong)率(lv)波(bo)(bo)動(dong)將(jiang)進一步(bu)增大(da)。2019年,國家電(dian)(dian)(dian)網公司經營區新(xin)(xin)能(neng)(neng)源(yuan)日(ri)最大(da)功(gong)率(lv)波(bo)(bo)動(dong)達(da)1.07億(yi)(yi)千(qian)瓦,占其(qi)裝機(ji)(ji)的31%。根據(ju)相(xiang)關機(ji)(ji)構研究(jiu),預估2060年全國范圍內新(xin)(xin)能(neng)(neng)源(yuan)日(ri)內最大(da)功(gong)率(lv)波(bo)(bo)動(dong)將(jiang)超過(guo)(guo)16億(yi)(yi)千(qian)瓦,超過(guo)(guo)當(dang)年火電(dian)(dian)(dian)、水電(dian)(dian)(dian)、核電(dian)(dian)(dian)等常(chang)規(gui)電(dian)(dian)(dian)源(yuan)總(zong)裝機(ji)(ji)容量,僅靠常(chang)規(gui)電(dian)(dian)(dian)源(yuan)調節(jie)難以應(ying)對(dui)新(xin)(xin)能(neng)(neng)源(yuan)日(ri)內功(gong)率(lv)波(bo)(bo)動(dong),新(xin)(xin)能(neng)(neng)源(yuan)消納面(mian)臨(lin)巨(ju)大(da)挑戰(zhan)。


未(wei)來我國新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)發(fa)展規(gui)(gui)模(mo)持續(xu)擴大,而靈(ling)活調(diao)(diao)節(jie)電(dian)源(yuan)(yuan)(yuan)占(zhan)比低,電(dian)力系(xi)統調(diao)(diao)峰調(diao)(diao)節(jie)能(neng)(neng)力嚴重不足。太陽(yang)能(neng)(neng)熱電(dian)站自(zi)帶儲能(neng)(neng)功能(neng)(neng),可以做到(dao)像氣(qi)電(dian)一樣的(de)(de)(de)(de)啟停(ting)調(diao)(diao)峰,連續(xu)發(fa)電(dian)的(de)(de)(de)(de)最小出力可以降至20%,優于煤(mei)電(dian)的(de)(de)(de)(de)40%;調(diao)(diao)節(jie)速率達到(dao)額定出力的(de)(de)(de)(de)(3%~4%)/分(fen)鐘(zhong)(zhong),約是常規(gui)(gui)煤(mei)電(dian)機(ji)組的(de)(de)(de)(de)2倍;汽輪機(ji)的(de)(de)(de)(de)啟動時間(jian)僅(jin)20分(fen)鐘(zhong)(zhong)~60分(fen)鐘(zhong)(zhong),僅(jin)為常規(gui)(gui)煤(mei)電(dian)機(ji)組的(de)(de)(de)(de)1/3~1/4。作為自(zi)帶調(diao)(diao)峰的(de)(de)(de)(de)新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)調(diao)(diao)節(jie)性能(neng)(neng)優越,可以與(yu)光伏、風電(dian)充(chong)分(fen)互補(bu)運行,實(shi)現“以新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)調(diao)(diao)節(jie)新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)”,“以新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)促進新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)消納(na)”。


問(wen):在落實國家能源轉(zhuan)型戰略方面,太陽能熱發電有哪些意義?

答:對于(yu)電力系統安全,太陽能熱發電可以解決(jue)3個(ge)關鍵問題:頻率安全、電壓安全、功角穩(wen)定。

四是“光(guang)伏(fu)光(guang)熱一體化(hua)開(kai)發”示范(fan)意義明顯。隨著光(guang)伏(fu)技(ji)術不斷進步和(he)(he)成本(ben)繼續下降(jiang),西北地區光(guang)伏(fu)上(shang)網電(dian)價將進一步降(jiang)低。因(yin)此,光(guang)伏(fu)和(he)(he)太陽能(neng)熱發電(dian)一體化(hua)開(kai)發聚合了(le)低成本(ben)的光(guang)伏(fu)和(he)(he)可(ke)完美替代火電(dian)的光(guang)熱電(dian)站,具有(you)一定的技(ji)術經濟(ji)優勢,在“雙碳”大背景下,對促進新能(neng)源高質量開(kai)發具有(you)積極的示范(fan)意義。


五是我(wo)國(guo)西北地區適宜建設太陽(yang)(yang)能(neng)(neng)(neng)熱(re)發電(dian)。我(wo)們(men)國(guo)家缺油少氣,但新(xin)能(neng)(neng)(neng)源資(zi)源豐富,而(er)調(diao)節(jie)電(dian)源少,就需要發展具有調(diao)節(jie)能(neng)(neng)(neng)力、支持能(neng)(neng)(neng)力的新(xin)能(neng)(neng)(neng)源——太陽(yang)(yang)能(neng)(neng)(neng)熱(re)發電(dian)。我(wo)們(men)呼吁要給予(yu)太陽(yang)(yang)能(neng)(neng)(neng)熱(re)發電(dian)行業支持,平(ping)價上(shang)網在(zai)一個新(xin)興產業可以延緩執行,可以采取(qu)緩降(jiang)補貼(tie)的方式幫助太陽(yang)(yang)能(neng)(neng)(neng)熱(re)發電(dian),“扶上(shang)馬送(song)一程”。


問:作為(wei)風、光資源豐富的西(xi)(xi)北(bei)地區(qu)電(dian)(dian)網,國家電(dian)(dian)網有限公司西(xi)(xi)北(bei)分(fen)部(bu)對太陽能熱發電(dian)(dian)的發展(zhan)做了哪些工作?


答:綜合考慮(lv)依托資源的新能(neng)(neng)源出力特性(xing)和交流(liu)同(tong)步(bu)電(dian)網運行特性(xing),光伏、風電(dian)無法做(zuo)到全功能(neng)(neng)替(ti)(ti)代火(huo)電(dian),而太陽能(neng)(neng)熱發電(dian)同(tong)時(shi)(shi)具有新能(neng)(neng)源、儲能(neng)(neng)和同(tong)步(bu)發電(dian)機的優點,在儲熱調節能(neng)(neng)力、系統頻率調整(zheng)、電(dian)壓支(zhi)撐能(neng)(neng)力等多個方(fang)(fang)面(mian)具有明(ming)顯(xian)優勢,與(yu)天然氣少量融合后(hou)可(ke)以全容量、全功能(neng)(neng)、全時(shi)(shi)段替(ti)(ti)代常規火(huo)電(dian),助力系統實現不同(tong)時(shi)(shi)間尺度電(dian)力電(dian)量雙平衡,可(ke)以作為未來新型(xing)電(dian)力系統的電(dian)源支(zhi)撐和火(huo)電(dian)替(ti)(ti)代方(fang)(fang)案。


目前,我們(men)正在研(yan)究(jiu)光熱電(dian)(dian)站對系統的支(zhi)撐作用,力(li)求從(cong)整體國民經濟角度(du)出(chu)發,考(kao)慮各種技術路線成本發展趨(qu)勢,通過對光熱與(yu)新能(neng)源(yuan)+電(dian)(dian)化學儲能(neng)+調相機、新能(neng)源(yuan)+抽(chou)蓄(xu)等(deng)多方(fang)案技術經濟比(bi)較(jiao),全面梳理光熱在電(dian)(dian)力(li)電(dian)(dian)量平衡(heng)全過程和電(dian)(dian)網(wang)運行(xing)全功(gong)能(neng)方(fang)面的比(bi)較(jiao)優勢,為我國新能(neng)源(yuan)發展和電(dian)(dian)網(wang)安全運行(xing)提(ti)供參考(kao)。
