近(jin)日,白銀(yin)市人民政府辦公室印發了《白銀(yin)市“十(shi)四(si)五”能源發展規劃》。
規劃(hua)指出,白(bai)銀(yin)(yin)市為加快(kuai)能(neng)(neng)源結構調整,有序發展(zhan)和利用清(qing)潔能(neng)(neng)源。近(jin)年來,編(bian)制了《甘肅(su)中(zhong)部(白(bai)銀(yin)(yin))山地(di)風(feng)光電(dian)基地(di)建設規劃(hua)》《白(bai)銀(yin)(yin)市太陽能(neng)(neng)光熱發電(dian)產業規劃(hua)》《白(bai)銀(yin)(yin)市工礦(kuang)廢棄地(di)及(ji)采煤沉陷區光伏領(ling)跑技術基地(di)建設項(xiang)(xiang)目實施方案(an)》等新能(neng)(neng)源專項(xiang)(xiang)規劃(hua),不斷促進新能(neng)(neng)源產業健康(kang)發展(zhan)。截至目前(qian),全市新能(neng)(neng)源裝機193.5萬千瓦(風(feng)電(dian)146萬千瓦、光伏發電(dian)47.5萬千瓦)。
目(mu)(mu)前(qian),白銀市的光(guang)熱(re)、儲能行業(ye)發(fa)展(zhan)仍處于(yu)初期(qi)。未來,白銀市將持續(xu)推(tui)進(jin)可(ke)再生能源(yuan)發(fa)展(zhan)利用,持續(xu)優(you)化能源(yuan)結構。努力推(tui)進(jin)光(guang)熱(re)項目(mu)(mu)。白銀市計劃在景泰上沙沃、靖遠劉川分別規劃光(guang)熱(re)發(fa)電+熔(rong)融鹽(yan)儲能試驗示范項目(mu)(mu),發(fa)展(zhan)高效反光(guang)玻(bo)璃、熔(rong)融鹽(yan)、光(guang)熱(re)支架等光(guang)熱(re)發(fa)電產(chan)(chan)業(ye)裝備制造(zao)產(chan)(chan)業(ye),推(tui)進(jin)太陽能熱(re)發(fa)電產(chan)(chan)業(ye)發(fa)展(zhan)。
此(ci)外,白銀(yin)十四(si)五將增強能(neng)源創新發(fa)展(zhan)動力,提升能(neng)源民(min)生(sheng)服(fu)務水(shui)平。加快突破技術創新重點方向。積極(ji)推進(jin)燃煤與生(sheng)物(wu)質耦(ou)(ou)合發(fa)電(dian)示范項目,突破中(zhong)低溫煤焦油提取精(jing)酚等(deng)精(jing)細化工(gong)產(chan)品(pin)生(sheng)產(chan)技術,開展(zhan)超(chao)臨界水(shui)氣化制氫耦(ou)(ou)合發(fa)電(dian)、高效太陽能(neng)發(fa)電(dian)、大容量及低風速風力發(fa)電(dian)、光熱發(fa)電(dian)等(deng)技術研究。

前言
能(neng)(neng)源(yuan)是國(guo)民經濟(ji)和(he)社會(hui)發展的重(zhong)要物質基礎,事關(guan)國(guo)計(ji)民生(sheng)和(he)安全穩定(ding)。推動能(neng)(neng)源(yuan)生(sheng)產和(he)利用(yong)方式改革,調整優化能(neng)(neng)源(yuan)結(jie)構,構建(jian)安全、穩定(ding)、經濟(ji)、清潔的現(xian)代(dai)能(neng)(neng)源(yuan)產業體(ti)系(xi),對于保障地(di)區(qu)經濟(ji)可持續(xu)發展具(ju)有重(zhong)要意(yi)義。
黨的(de)(de)十九大報(bao)告提(ti)(ti)出“加快生(sheng)(sheng)(sheng)態文明體(ti)制改革,建設美麗中國(guo)。壯大清潔(jie)能源(yuan)產(chan)(chan)業(ye),推(tui)進能源(yuan)生(sheng)(sheng)(sheng)產(chan)(chan)和(he)消(xiao)費革命,構建清潔(jie)低碳、安全高(gao)效的(de)(de)能源(yuan)體(ti)系(xi)。要(yao)提(ti)(ti)供更多優(you)質生(sheng)(sheng)(sheng)態產(chan)(chan)品以滿足人民(min)日益增長的(de)(de)優(you)美生(sheng)(sheng)(sheng)態環境需要(yao)。”2020年(nian)(nian)9月,習(xi)近平主(zhu)席在第(di)七十五(wu)屆聯(lian)合國(guo)大會(hui)一般性辯論(lun)上首次(ci)提(ti)(ti)出,要(yao)提(ti)(ti)高(gao)國(guo)家自主(zhu)貢獻力(li)量(liang),二氧化(hua)碳排放力(li)爭于2030年(nian)(nian)前達到峰值,努力(li)爭取(qu)2060年(nian)(nian)前實現(xian)碳中和(he),向世界表(biao)明中國(guo)應對氣候變化(hua)的(de)(de)堅定決(jue)心和(he)大國(guo)擔當。大力(li)發展風、光(guang)等可(ke)再生(sheng)(sheng)(sheng)能源(yuan),降(jiang)低化(hua)石能源(yuan)在電力(li)裝機中的(de)(de)占比(bi),對確保(bao)碳排放早日達峰和(he)實現(xian)碳中和(he)具有重要(yao)意義。
“十四五(wu)(wu)”時期(qi)是(shi)我國全面(mian)建(jian)成小(xiao)康社會、實(shi)現第一(yi)個(ge)百年奮斗目標之后,乘勢而上開(kai)啟全面(mian)建(jian)設社會主義現代化國家新征程、向第二個(ge)百年奮斗目標進軍的(de)(de)(de)第一(yi)個(ge)五(wu)(wu)年,是(shi)能(neng)(neng)源(yuan)發(fa)(fa)展轉(zhuan)型(xing)的(de)(de)(de)重要戰(zhan)略機遇(yu)期(qi)。為貫徹落實(shi)黨的(de)(de)(de)十九大精神,明確今后一(yi)段(duan)時間能(neng)(neng)源(yuan)發(fa)(fa)展的(de)(de)(de)總體(ti)方略和(he)行(xing)動綱領,推(tui)動能(neng)(neng)源(yuan)創(chuang)新、安全、科學發(fa)(fa)展,編(bian)制白銀市(shi)“十四五(wu)(wu)”能(neng)(neng)源(yuan)發(fa)(fa)展規劃(hua)。
本(ben)規劃(hua)(hua)根據《甘肅省(sheng)“十四(si)(si)五”能源發(fa)展(zhan)規劃(hua)(hua)》,結(jie)合(he)《白(bai)銀(yin)市(shi)(shi)(shi)國民(min)經濟(ji)和社會發(fa)展(zhan)第(di)十四(si)(si)個五年規劃(hua)(hua)和二○三五年遠景(jing)目(mu)標(biao)綱要》《白(bai)銀(yin)市(shi)(shi)(shi)“十四(si)(si)五”新(xin)能源發(fa)展(zhan)規劃(hua)(hua)》編制,在(zai)總結(jie)“十三五”規劃(hua)(hua)實施(shi)情況的基礎(chu)上(shang),研究分(fen)析全市(shi)(shi)(shi)經濟(ji)社會發(fa)展(zhan)對能源的需求量,科學分(fen)析今后全市(shi)(shi)(shi)能源消費(fei)趨(qu)勢(shi)和能源結(jie)構(gou)組成,提出今后指導(dao)我市(shi)(shi)(shi)能源發(fa)展(zhan)的戰略目(mu)標(biao)、結(jie)構(gou)布局、重點建(jian)設項目(mu)、保(bao)障措施(shi)及政(zheng)策(ce)建(jian)議。
本(ben)規劃時間為2021年(nian)~2025年(nian),遠期(qi)展望到2030年(nian)。
本規劃的(de)空間(jian)范圍為白銀市行(xing)政(zheng)區(qu)域,包括白銀區(qu)、平(ping)川區(qu)、會寧(ning)縣、靖遠縣和景泰(tai)縣。
1能源利用現狀及存在的問題
1.1發展現狀
“十(shi)三(san)五”以(yi)來(lai),我(wo)市堅持以(yi)習近(jin)平(ping)新時代中國(guo)特(te)色社會主(zhu)義思想(xiang)為指導,貫徹落(luo)實新發(fa)展(zhan)理念,充(chong)分發(fa)揮富(fu)煤(mei)、近(jin)水(shui)、風(feng)(feng)光(guang)富(fu)集(ji)、產業(ye)集(ji)聚、消納(na)能力強等優(you)(you)勢(shi),加(jia)快能源(yuan)(yuan)結(jie)(jie)構(gou)調整,能源(yuan)(yuan)改革(ge)發(fa)展(zhan)取(qu)(qu)得顯著成效(xiao)(xiao)。我(wo)市深入落(luo)實“四個(ge)革(ge)命、一(yi)(yi)個(ge)合(he)作”能源(yuan)(yuan)安全(quan)新戰(zhan)略,貫徹新發(fa)展(zhan)理念,調整優(you)(you)化(hua)能源(yuan)(yuan)結(jie)(jie)構(gou),充(chong)分發(fa)揮復(fu)合(he)型(xing)能源(yuan)(yuan)資源(yuan)(yuan)優(you)(you)勢(shi)。“十(shi)三(san)五”期間,能源(yuan)(yuan)供需平(ping)衡發(fa)展(zhan),清潔化(hua)水(shui)平(ping)進一(yi)(yi)步提升(sheng),能源(yuan)(yuan)惠民取(qu)(qu)得顯著成效(xiao)(xiao),呈現結(jie)(jie)構(gou)向(xiang)好、發(fa)展(zhan)強勁態勢(shi)。目前,全(quan)市煤(mei)炭探(tan)明儲量16億噸,天(tian)然(ran)氣(qi)年(nian)(nian)用(yong)氣(qi)量達到2.82億方,原煤(mei)生產能力1400多(duo)萬(wan)(wan)(wan)噸。2020年(nian)(nian)全(quan)年(nian)(nian)發(fa)電(dian)量202億千(qian)(qian)瓦(wa)時。2021年(nian)(nian)全(quan)年(nian)(nian)白銀市發(fa)電(dian)企業(ye)全(quan)年(nian)(nian)發(fa)電(dian)量達到208億千(qian)(qian)瓦(wa)時,新能源(yuan)(yuan)發(fa)電(dian)量18億千(qian)(qian)瓦(wa)時,轄區內(nei)售電(dian)量達到141億千(qian)(qian)瓦(wa)時。境(jing)內(nei)電(dian)力總裝機666.7萬(wan)(wan)(wan)千(qian)(qian)瓦(wa),其中,火電(dian)422萬(wan)(wan)(wan)千(qian)(qian)瓦(wa)、水(shui)電(dian)50萬(wan)(wan)(wan)千(qian)(qian)瓦(wa)、新能源(yuan)(yuan)193.5萬(wan)(wan)(wan)千(qian)(qian)瓦(wa)(風(feng)(feng)電(dian)146萬(wan)(wan)(wan)千(qian)(qian)瓦(wa)、光(guang)伏發(fa)電(dian)47.5萬(wan)(wan)(wan)千(qian)(qian)瓦(wa)),垃圾發(fa)電(dian)1.2萬(wan)(wan)(wan)千(qian)(qian)瓦(wa),非化(hua)石能源(yuan)(yuan)裝機占比(bi)達到36.52%,“風(feng)(feng)光(guang)水(shui)火”互補的復(fu)合(he)型(xing)能源(yuan)(yuan)發(fa)展(zhan)格局逐步形成。
“十三五”時(shi)期,全(quan)市能源消費總量控制在575.96萬(wan)噸標準煤(mei),單位生產總值能耗累計下降19.35%,均(jun)超額(e)完成“雙控”目(mu)標。
白銀電(dian)(dian)(dian)(dian)(dian)(dian)網是連接甘肅電(dian)(dian)(dian)(dian)(dian)(dian)網與寧夏電(dian)(dian)(dian)(dian)(dian)(dian)網的樞紐(niu)電(dian)(dian)(dian)(dian)(dian)(dian)網,擔(dan)負著甘肅電(dian)(dian)(dian)(dian)(dian)(dian)力“西(xi)電(dian)(dian)(dian)(dian)(dian)(dian)東送,北電(dian)(dian)(dian)(dian)(dian)(dian)南送”的重任。“十三五”末(mo),白銀電(dian)(dian)(dian)(dian)(dian)(dian)網共有(you)變(bian)電(dian)(dian)(dian)(dian)(dian)(dian)站124座(zuo),線路長約4600多公里,形成以750千(qian)伏(fu)、330千(qian)伏(fu)和(he)220千(qian)伏(fu)為(wei)主(zhu)網架結構的大(da)型區(qu)域電(dian)(dian)(dian)(dian)(dian)(dian)網。各電(dian)(dian)(dian)(dian)(dian)(dian)壓等級輸變(bian)電(dian)(dian)(dian)(dian)(dian)(dian)系統配套完善,各區(qu)域電(dian)(dian)(dian)(dian)(dian)(dian)網全部實(shi)現兩個及以上(shang)330千(qian)伏(fu)電(dian)(dian)(dian)(dian)(dian)(dian)源點支撐,供電(dian)(dian)(dian)(dian)(dian)(dian)能(neng)力大(da),上(shang)網外(wai)送條件好(hao)。網內發電(dian)(dian)(dian)(dian)(dian)(dian)廠(chang)通(tong)過樞紐(niu)變(bian)電(dian)(dian)(dian)(dian)(dian)(dian)站可將電(dian)(dian)(dian)(dian)(dian)(dian)量送至(zhi)蘭州、寧夏、青海等地區(qu),用電(dian)(dian)(dian)(dian)(dian)(dian)企(qi)(qi)業(ye)(ye)和(he)發電(dian)(dian)(dian)(dian)(dian)(dian)企(qi)(qi)業(ye)(ye)均能(neng)享有(you)便捷的服務。
(1)堅(jian)持底線思維,全(quan)(quan)力(li)(li)保(bao)(bao)(bao)障(zhang)(zhang)全(quan)(quan)市(shi)(shi)(shi)能源(yuan)安全(quan)(quan)。嚴格按照中央和省上(shang)部署要求,認真落(luo)實“六保(bao)(bao)(bao)”任(ren)務(wu)(wu),著力(li)(li)保(bao)(bao)(bao)障(zhang)(zhang)全(quan)(quan)市(shi)(shi)(shi)能源(yuan)安全(quan)(quan),能源(yuan)行業(ye)(ye)運行良好(hao)、安全(quan)(quan)平穩(wen)。一(yi)是(shi)推進原煤(mei)(mei)(mei)(mei)(mei)生(sheng)產(chan)。目(mu)(mu)前,國有(you)(you)省屬煤(mei)(mei)(mei)(mei)(mei)礦(kuang)均正(zheng)常生(sheng)產(chan),4處(chu)地(di)方煤(mei)(mei)(mei)(mei)(mei)礦(kuang)(靖(jing)(jing)遠(yuan)王家山煤(mei)(mei)(mei)(mei)(mei)業(ye)(ye)有(you)(you)限(xian)公(gong)(gong)司、靖(jing)(jing)遠(yuan)縣東升鄉紅灣煤(mei)(mei)(mei)(mei)(mei)礦(kuang)、甘肅晶昊礦(kuang)業(ye)(ye)有(you)(you)限(xian)公(gong)(gong)司、景泰(tai)縣建順煤(mei)(mei)(mei)(mei)(mei)礦(kuang))正(zheng)常生(sheng)產(chan),日均產(chan)煤(mei)(mei)(mei)(mei)(mei)4500噸(dun),積極推動(dong)保(bao)(bao)(bao)供(gong)煤(mei)(mei)(mei)(mei)(mei)礦(kuang)(紅會(hui)(hui)一(yi)礦(kuang)、景泰(tai)冬青、晶昊煤(mei)(mei)(mei)(mei)(mei)礦(kuang)、長征煤(mei)(mei)(mei)(mei)(mei)礦(kuang)、翠(cui)柳煤(mei)(mei)(mei)(mei)(mei)礦(kuang)、升榮(rong)山煤(mei)(mei)(mei)(mei)(mei)礦(kuang))釋放產(chan)能,陸續有(you)(you)地(di)方煤(mei)(mei)(mei)(mei)(mei)礦(kuang)投(tou)產(chan),確保(bao)(bao)(bao)年底前完成(cheng)全(quan)(quan)年生(sheng)產(chan)任(ren)務(wu)(wu)。二(er)是(shi)穩(wen)定煤(mei)(mei)(mei)(mei)(mei)炭儲備。我市(shi)(shi)(shi)煤(mei)(mei)(mei)(mei)(mei)炭企(qi)(qi)業(ye)(ye)原煤(mei)(mei)(mei)(mei)(mei)庫存量(liang)穩(wen)定在40萬噸(dun)左(zuo)右,全(quan)(quan)市(shi)(shi)(shi)儲煤(mei)(mei)(mei)(mei)(mei)量(liang)穩(wen)定在100萬噸(dun)以(yi)上(shang)。三是(shi)保(bao)(bao)(bao)障(zhang)(zhang)電(dian)(dian)(dian)力(li)(li)生(sheng)產(chan)。四大火電(dian)(dian)(dian)企(qi)(qi)業(ye)(ye)(華(hua)能靖(jing)(jing)遠(yuan)電(dian)(dian)(dian)廠(chang)、中煤(mei)(mei)(mei)(mei)(mei)靖(jing)(jing)遠(yuan)第二(er)電(dian)(dian)(dian)廠(chang)、華(hua)能景泰(tai)電(dian)(dian)(dian)廠(chang)、白銀(yin)熱電(dian)(dian)(dian))運行平穩(wen),確保(bao)(bao)(bao)白銀(yin)區、靖(jing)(jing)遠(yuan)、景泰(tai)、平川等城區廣大居民和企(qi)(qi)業(ye)(ye)取暖(nuan)、供(gong)氣需求。四是(shi)加(jia)快電(dian)(dian)(dian)價改革。進一(yi)步開放電(dian)(dian)(dian)力(li)(li)市(shi)(shi)(shi)場(chang)交易,燃煤(mei)(mei)(mei)(mei)(mei)發電(dian)(dian)(dian)市(shi)(shi)(shi)場(chang)交易價格浮動(dong)范圍由(you)原先的上(shang)浮10%至下浮15%,擴大為(wei)上(shang)下浮動(dong)不超過(guo)20%。五是(shi)加(jia)大農網(wang)投(tou)資。2021年安排(pai)農網(wang)項目(mu)(mu)9.27億(yi)元,建成(cheng)投(tou)產(chan)35千伏及(ji)以(yi)上(shang)線路264公(gong)(gong)里(li)、10千伏及(ji)以(yi)下線路1699公(gong)(gong)里(li)。六是(shi)加(jia)強油(you)氣保(bao)(bao)(bao)障(zhang)(zhang)。2020年全(quan)(quan)市(shi)(shi)(shi)用氣量(liang)約1.86億(yi)方,2021年全(quan)(quan)年用氣量(liang)約2.03億(yi)方。慶陽-蘭(lan)州天(tian)(tian)然氣管線會(hui)(hui)寧(ning)支線(42公(gong)(gong)里(li))項目(mu)(mu)實施后會(hui)(hui)寧(ning)縣將結束無(wu)管道天(tian)(tian)然氣的歷史。
(2)加快能(neng)源結構調整,有序發(fa)展和利用清潔(jie)能(neng)源。近年來,我市(shi)編制了《甘肅中部(白銀(yin))山地(di)(di)風光電基地(di)(di)建設(she)規劃》《白銀(yin)市(shi)太陽能(neng)光熱(re)發(fa)電產業(ye)規劃》《白銀(yin)市(shi)工(gong)礦廢棄(qi)地(di)(di)及采煤沉陷(xian)區(qu)光伏領跑(pao)技術基地(di)(di)建設(she)項目(mu)實施方案》等新(xin)能(neng)源專(zhuan)項規劃,不斷(duan)促進新(xin)能(neng)源產業(ye)健康發(fa)展。截至目(mu)前,全(quan)市(shi)新(xin)能(neng)源裝機193.5萬(wan)(wan)千(qian)瓦(風電146萬(wan)(wan)千(qian)瓦、光伏發(fa)電47.5萬(wan)(wan)千(qian)瓦)。
2020年4月,國家解(jie)除甘(gan)肅紅色預(yu)警,白銀被列為(wei)新能(neng)源(yuan)發(fa)(fa)展(zhan)綠色區域,我市(shi)搶抓機遇,重(zhong)新啟(qi)動了81.29萬(wan)千瓦(wa)存量風、光電項(xiang)目建設,于2021年12月底全部并網(wang)發(fa)(fa)電,這些項(xiang)目建成以后(hou),全市(shi)新能(neng)源(yuan)裝(zhuang)機總量達到近200萬(wan)千瓦(wa)以上。
圓滿完成光(guang)伏扶(fu)貧工程建(jian)設任務,共建(jian)成光(guang)伏扶(fu)貧電站項目8個(ge)(ge),總裝機規模(mo)109.326兆(zhao)瓦,總投資7.3億元,覆蓋會寧、靖遠(yuan)、景泰3個(ge)(ge)縣的209個(ge)(ge)貧困村,帶動建(jian)檔立卡貧困戶(hu)1.927萬(wan)戶(hu)。
大(da)力發展水(shui)電,建成(cheng)水(shui)電項(xiang)(xiang)目(mu)2項(xiang)(xiang),分別是大(da)峽水(shui)電站和烏(wu)金峽水(shui)電站,裝機(ji)(ji)容(rong)量(liang)50萬千(qian)瓦。2018年,啟(qi)動了大(da)峽水(shui)電站增(zeng)(zeng)容(rong)改造項(xiang)(xiang)目(mu),2021年底(di),4臺機(ji)(ji)組將全部完(wan)成(cheng)增(zeng)(zeng)容(rong)技術(shu)改造,增(zeng)(zeng)容(rong)后單(dan)臺機(ji)(ji)組裝機(ji)(ji)容(rong)量(liang)提(ti)高1.5萬千(qian)瓦,達到(dao)9萬千(qian)瓦,總裝機(ji)(ji)容(rong)量(liang)將達到(dao)36萬千(qian)瓦。
因地制宜,發(fa)(fa)展(zhan)利(li)用生(sheng)(sheng)物質能,積極培育和推(tui)進生(sheng)(sheng)物質發(fa)(fa)電(dian)、生(sheng)(sheng)物質熱電(dian)聯(lian)產項(xiang)(xiang)目建(jian)設,加快燃(ran)煤鍋爐及(ji)散(san)燒(shao)煤的替代,建(jian)成白銀市(shi)垃圾焚燒(shao)發(fa)(fa)電(dian)項(xiang)(xiang)目,裝機容量1.2萬千瓦。謀劃儲備(bei)生(sheng)(sheng)物質熱電(dian)聯(lian)產項(xiang)(xiang)目3項(xiang)(xiang),裝機6.8萬千瓦。
(3)整(zheng)合(he)煤炭資源開發(fa),促進清(qing)(qing)潔(jie)能源消納。在“十三五”期間,全省(sheng)“棄風(feng)、棄光、限(xian)電(dian)(dian)、限(xian)發(fa)”的背景下,一是(shi)通(tong)過(guo)積極(ji)協調(diao)省(sheng)上(shang)有關部門(men)優(you)化電(dian)(dian)網(wang)調(diao)度,優(you)先保(bao)(bao)(bao)障風(feng)電(dian)(dian)、光伏、生物(wu)質(zhi)等清(qing)(qing)潔(jie)能源發(fa)電(dian)(dian)上(shang)網(wang),提(ti)升清(qing)(qing)潔(jie)能源上(shang)網(wang)比例;二是(shi)鼓勵新(xin)能源企業參與電(dian)(dian)力直(zhi)接交易,提(ti)高(gao)新(xin)能源利用效(xiao)率;三是(shi)逐步減少靖遠一電(dian)(dian)、二電(dian)(dian)、大唐景泰電(dian)(dian)廠、白銀熱電(dian)(dian)等燃煤電(dian)(dian)廠計劃電(dian)(dian)量(liang),控制煤炭消費總量(liang);四(si)是(shi)鼓勵劉川(chuan)工業集中區鋁(lv)產(chan)業鏈加工、稀土、碳纖維、精細化工等先進高(gao)載能企業提(ti)高(gao)清(qing)(qing)潔(jie)能源消費比例,降低環境容量(liang)。通(tong)過(guo)以上(shang)措施,我市(shi)新(xin)能源“棄風(feng)、棄光”率始終保(bao)(bao)(bao)持在5%以內,為進一步發(fa)展(zhan)新(xin)能源項目提(ti)供了有力保(bao)(bao)(bao)障。
推進(jin)(jin)清潔(jie)供(gong)暖(nuan)(nuan),制定了《白銀(yin)市(shi)冬季清潔(jie)取(qu)暖(nuan)(nuan)實(shi)施(shi)方案》,加快推進(jin)(jin)清潔(jie)能(neng)源替(ti)代燃煤鍋爐(lu)散煤小火爐(lu),據不(bu)完(wan)(wan)全(quan)統計,2021-2022年供(gong)暖(nuan)(nuan)季,全(quan)市(shi)總供(gong)熱(re)面(mian)積(ji)5678萬(wan)平(ping)方米(mi),清潔(jie)取(qu)暖(nuan)(nuan)面(mian)積(ji)4035萬(wan)平(ping)方米(mi)(含集(ji)中供(gong)熱(re)),清潔(jie)取(qu)暖(nuan)(nuan)率為71.06%,較(jiao)好(hao)完(wan)(wan)成了省上下達白銀(yin)市(shi)清潔(jie)取(qu)暖(nuan)(nuan)53%的目標任務。
加快電動(dong)汽車充(chong)(chong)電基礎(chu)設(she)(she)施(shi)建(jian)設(she)(she),完成(cheng)《白(bai)銀(yin)市電動(dong)汽車充(chong)(chong)電基礎(chu)設(she)(she)施(shi)建(jian)設(she)(she)規劃》,布局建(jian)設(she)(she)電動(dong)汽車充(chong)(chong)電基礎(chu)設(she)(she)施(shi)。各縣區非公共資(zi)源類充(chong)(chong)電基礎(chu)設(she)(she)施(shi)正在加緊投資(zi)建(jian)設(she)(she),建(jian)成(cheng)各類中小型(xing)充(chong)(chong)電樁200余座(zuo)。全市已(yi)經建(jian)成(cheng)的大型(xing)公共充(chong)(chong)電站(zhan)(zhan)共8座(zuo),其中:靖遠1座(zuo),會寧2座(zuo)、景(jing)泰(tai)1座(zuo)、白(bai)銀(yin)區1座(zuo)、出租(zu)車專用站(zhan)(zhan)1座(zuo),平川(chuan)2座(zuo)。
(4)保(bao)持市場供需平衡,化(hua)(hua)解(jie)(jie)(jie)(jie)(jie)(jie)煤(mei)(mei)(mei)(mei)炭(tan)行業過(guo)(guo)剩產(chan)(chan)能(neng)(neng)。按照省(sheng)(sheng)委、省(sheng)(sheng)政府《關于推進(jin)(jin)供給側結構性改革的(de)意見》,嚴格(ge)落實煤(mei)(mei)(mei)(mei)炭(tan)過(guo)(guo)剩產(chan)(chan)能(neng)(neng)化(hua)(hua)解(jie)(jie)(jie)(jie)(jie)(jie)任務(wu)(wu)。“十(shi)二五(wu)”期間,淘汰落后(hou)產(chan)(chan)能(neng)(neng)煤(mei)(mei)(mei)(mei)礦(kuang)(kuang),相繼關閉(bi)生(sheng)產(chan)(chan)能(neng)(neng)力(li)3萬(wan)噸/年(nian)(nian)(nian)的(de)煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)25處(chu),經省(sheng)(sheng)上核(he)準進(jin)(jin)行資源整(zheng)合項目(mu)14項,合計設計生(sheng)產(chan)(chan)能(neng)(neng)力(li)144萬(wan)噸。“十(shi)三五(wu)”期間,制定了(le)《白銀市煤(mei)(mei)(mei)(mei)炭(tan)行業化(hua)(hua)解(jie)(jie)(jie)(jie)(jie)(jie)過(guo)(guo)剩產(chan)(chan)能(neng)(neng)實現脫困發展實施方案》,明確了(le)2016-2020年(nian)(nian)(nian)化(hua)(hua)解(jie)(jie)(jie)(jie)(jie)(jie)煤(mei)(mei)(mei)(mei)炭(tan)過(guo)(guo)剩產(chan)(chan)能(neng)(neng)任務(wu)(wu)和年(nian)(nian)(nian)度計劃(hua)。超(chao)額(e)完成國家、省(sheng)(sheng)上下達的(de)煤(mei)(mei)(mei)(mei)炭(tan)行業化(hua)(hua)解(jie)(jie)(jie)(jie)(jie)(jie)過(guo)(guo)剩產(chan)(chan)能(neng)(neng)任務(wu)(wu),關閉(bi)退(tui)出(chu)地方煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)22處(chu),化(hua)(hua)解(jie)(jie)(jie)(jie)(jie)(jie)產(chan)(chan)能(neng)(neng)213萬(wan)噸;省(sheng)(sheng)屬煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)2處(chu),化(hua)(hua)解(jie)(jie)(jie)(jie)(jie)(jie)產(chan)(chan)能(neng)(neng)123萬(wan)噸。分(fen)別(bie)是:2016年(nian)(nian)(nian)退(tui)出(chu)平川區7處(chu),靖(jing)遠縣4處(chu),化(hua)(hua)解(jie)(jie)(jie)(jie)(jie)(jie)產(chan)(chan)能(neng)(neng)87萬(wan)噸;2017年(nian)(nian)(nian),我(wo)市沒(mei)有(you)地方煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)化(hua)(hua)解(jie)(jie)(jie)(jie)(jie)(jie)過(guo)(guo)剩產(chan)(chan)能(neng)(neng)任務(wu)(wu),國有(you)煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)靖(jing)遠煤(mei)(mei)(mei)(mei)業集團(tuan)(tuan)紅會四(si)(si)礦(kuang)(kuang)退(tui)出(chu)產(chan)(chan)能(neng)(neng)63萬(wan)噸,涉(she)及(ji)職工884人;2018年(nian)(nian)(nian),關閉(bi)退(tui)出(chu)煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)5處(chu),化(hua)(hua)解(jie)(jie)(jie)(jie)(jie)(jie)產(chan)(chan)能(neng)(neng)51萬(wan)噸,國有(you)煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)靖(jing)煤(mei)(mei)(mei)(mei)集團(tuan)(tuan)紅會四(si)(si)礦(kuang)(kuang)1處(chu),產(chan)(chan)能(neng)(neng)60萬(wan)噸,涉(she)及(ji)職工822人。2019年(nian)(nian)(nian),關閉(bi)煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)3處(chu),化(hua)(hua)解(jie)(jie)(jie)(jie)(jie)(jie)產(chan)(chan)能(neng)(neng)30萬(wan)噸。2020年(nian)(nian)(nian),關閉(bi)煤(mei)(mei)(mei)(mei)礦(kuang)(kuang)3處(chu),化(hua)(hua)解(jie)(jie)(jie)(jie)(jie)(jie)產(chan)(chan)能(neng)(neng)45萬(wan)噸。
嚴格落實(shi)國家和省上有關(guan)(guan)要求(qiu),自(zi)2016年起,全(quan)市3年內未申報審批(pi)新建煤(mei)礦(kuang)項(xiang)目(mu)(mu)(mu),對確需(xu)建設(she)的技術(shu)改造項(xiang)目(mu)(mu)(mu)和產(chan)(chan)能(neng)核增項(xiang)目(mu)(mu)(mu),一(yi)律實(shi)行了減量置換。強加監(jian)管,每年組織(zhi)相關(guan)(guan)縣區政(zheng)府和市公安(an)、市應急管理、市自(zi)然資源(yuan)等部(bu)門對關(guan)(guan)閉退(tui)出煤(mei)礦(kuang)開展巡(xun)查,防止煤(mei)礦(kuang)死灰(hui)復燃(ran)。督(du)促(cu)各產(chan)(chan)煤(mei)縣區和有關(guan)(guan)企業(ye)認真開展清理整頓煤(mei)炭行業(ye)違(wei)法(fa)違(wei)規項(xiang)目(mu)(mu)(mu)專(zhuan)項(xiang)行動(dong),嚴格落實(shi)國家省市有關(guan)(guan)政(zheng)策措施,實(shi)施產(chan)(chan)能(neng)置換,完善環評批(pi)復、礦(kuang)產(chan)(chan)資源(yuan)范圍劃定等有關(guan)(guan)建設(she)手(shou)續,依(yi)法(fa)依(yi)規推進項(xiang)目(mu)(mu)(mu)建設(she)。
(5)完(wan)善(shan)能源(yuan)(yuan)基礎設施,加快電(dian)(dian)(dian)(dian)網建設步伐。“十三五(wu)”以(yi)來(lai),白銀電(dian)(dian)(dian)(dian)網投入資(zi)(zi)金26.75億元(yuan),電(dian)(dian)(dian)(dian)網規模穩(wen)居全省第二(er)。建成110千(qian)(qian)伏(fu)(fu)(fu)(fu)變(bian)(bian)電(dian)(dian)(dian)(dian)站1座(zuo),改(gai)擴建35-330千(qian)(qian)伏(fu)(fu)(fu)(fu)變(bian)(bian)電(dian)(dian)(dian)(dian)站13座(zuo)(330千(qian)(qian)伏(fu)(fu)(fu)(fu)變(bian)(bian)電(dian)(dian)(dian)(dian)站2座(zuo)、110千(qian)(qian)伏(fu)(fu)(fu)(fu)變(bian)(bian)電(dian)(dian)(dian)(dian)站9座(zuo)、35千(qian)(qian)伏(fu)(fu)(fu)(fu)變(bian)(bian)電(dian)(dian)(dian)(dian)站2座(zuo)),新建35-330千(qian)(qian)伏(fu)(fu)(fu)(fu)線(xian)(xian)路(lu)(lu)(lu)11條(tiao)294公(gong)里(li)(330千(qian)(qian)伏(fu)(fu)(fu)(fu)線(xian)(xian)路(lu)(lu)(lu)6條(tiao)182公(gong)里(li)、110千(qian)(qian)伏(fu)(fu)(fu)(fu)線(xian)(xian)路(lu)(lu)(lu)2條(tiao)12公(gong)里(li)、35千(qian)(qian)伏(fu)(fu)(fu)(fu)線(xian)(xian)路(lu)(lu)(lu)4條(tiao)100公(gong)里(li))、10千(qian)(qian)伏(fu)(fu)(fu)(fu)及以(yi)下(xia)線(xian)(xian)路(lu)(lu)(lu)4112公(gong)里(li)(10千(qian)(qian)伏(fu)(fu)(fu)(fu)1462公(gong)里(li),0.4千(qian)(qian)伏(fu)(fu)(fu)(fu)2650公(gong)里(li))。累計投入配農(nong)網改(gai)造(zao)資(zi)(zi)金11.14億元(yuan),貧困村動力(li)電(dian)(dian)(dian)(dian)實(shi)現了全覆蓋。2020年(nian),城市、農(nong)村用戶年(nian)均(jun)停電(dian)(dian)(dian)(dian)時間(jian)分別較“十二(er)五(wu)”期間(jian)減少2.78小時、2.64小時,供(gong)電(dian)(dian)(dian)(dian)可靠率提升至99.79%,農(nong)村戶均(jun)配變(bian)(bian)容量提升至2.18千(qian)(qian)伏(fu)(fu)(fu)(fu)安(an)(an)。現階段,能源(yuan)(yuan)改(gai)革(ge)發(fa)展(zhan)(zhan)站在了新的(de)歷(li)史(shi)起點上,面對著新的(de)歷(li)史(shi)使命。習近平總書記提出的(de)“二(er)氧化碳(tan)排放力(li)爭于(yu)2030年(nian)前達(da)到(dao)峰值,努力(li)爭取(qu)2060年(nian)前實(shi)現碳(tan)中和”的(de)目標愿景是對能源(yuan)(yuan)行業的(de)明確要求,我市能源(yuan)(yuan)發(fa)展(zhan)(zhan)將繼續堅持創新、協(xie)調、綠(lv)色(se)、開(kai)放、共享的(de)新發(fa)展(zhan)(zhan)理(li)念,加快打造(zao)清潔低碳(tan)、安(an)(an)全高效的(de)現代能源(yuan)(yuan)體(ti)系。
1.2發展機遇
(1)國家出臺一(yi)系(xi)(xi)列政策利好新(xin)(xin)能(neng)源發(fa)(fa)展。新(xin)(xin)時代推(tui)進西部大開(kai)發(fa)(fa)形成新(xin)(xin)格(ge)局、推(tui)動黃河(he)流(liu)域生態保護和(he)高質(zhi)量發(fa)(fa)展、促進“一(yi)帶一(yi)路”開(kai)發(fa)(fa)建設(she)(she)(she)、支持(chi)“兩新(xin)(xin)一(yi)重”建設(she)(she)(she)等國家重大戰略(lve)的(de)實(shi)施(shi),為我市(shi)能(neng)源產業加快發(fa)(fa)展、實(shi)現后(hou)發(fa)(fa)趕(gan)超提(ti)(ti)供了難得發(fa)(fa)展機(ji)遇,特別是《中(zhong)(zhong)共中(zhong)(zhong)央關于制定國民經濟(ji)和(he)社會發(fa)(fa)展第(di)十四個五(wu)年規(gui)劃和(he)二〇三五(wu)年遠景目標的(de)建議》中(zhong)(zhong)提(ti)(ti)出的(de)“堅(jian)持(chi)創新(xin)(xin)驅動、提(ti)(ti)升產業鏈(lian)供應鏈(lian)水平(ping)、加快壯大新(xin)(xin)能(neng)源、完(wan)善能(neng)源產供儲銷體系(xi)(xi)、建設(she)(she)(she)智(zhi)慧(hui)能(neng)源系(xi)(xi)統、優(you)化電力生產和(he)運輸通(tong)道布局、提(ti)(ti)升新(xin)(xin)能(neng)源消納(na)和(he)存儲能(neng)力”等新(xin)(xin)任務(wu)新(xin)(xin)要求,為當(dang)前和(he)今后(hou)一(yi)個時期能(neng)源工(gong)作指明了方(fang)向,有利于我市(shi)將資源優(you)勢轉化為經濟(ji)優(you)勢。
(2)30·60可再(zai)(zai)(zai)生(sheng)能(neng)(neng)源(yuan)(yuan)發展機遇。我(wo)國(guo)提出要(yao)力爭2030年(nian)前(qian)達到(dao)碳達峰,2060年(nian)前(qian)達到(dao)碳中(zhong)和(he)。習近平總(zong)書記(ji)在氣(qi)候雄心峰會上(shang)提出到(dao)2030年(nian),非(fei)化石能(neng)(neng)源(yuan)(yuan)占一(yi)次能(neng)(neng)源(yuan)(yuan)的(de)(de)比重達25%左(zuo)右(you),風電(dian)、太陽(yang)能(neng)(neng)發電(dian)總(zong)裝機容量(liang)達到(dao)12億kW以(yi)上(shang),以(yi)及國(guo)家“十(shi)四五”能(neng)(neng)源(yuan)(yuan)發展“綠色低碳”的(de)(de)戰略要(yao)求,開發利用新能(neng)(neng)源(yuan)(yuan)和(he)可再(zai)(zai)(zai)生(sheng)能(neng)(neng)源(yuan)(yuan)已成為我(wo)國(guo)保障(zhang)能(neng)(neng)源(yuan)(yuan)安全、調(diao)整(zheng)能(neng)(neng)源(yuan)(yuan)結(jie)構以(yi)及應(ying)對氣(qi)候變化的(de)(de)重要(yao)舉措。我(wo)市(shi)風能(neng)(neng)、太陽(yang)能(neng)(neng)資(zi)源(yuan)(yuan)豐(feng)富,在政策、資(zi)金、技術、項目等(deng)方(fang)面將會繼續得到(dao)國(guo)家和(he)省上(shang)的(de)(de)大力支持,為我(wo)市(shi)可再(zai)(zai)(zai)生(sheng)能(neng)(neng)源(yuan)(yuan)開發建(jian)設帶來(lai)“黃(huang)金”發展期。
(3)“一(yi)(yi)帶一(yi)(yi)路(lu)(lu)”國家(jia)戰略(lve)。國家(jia)在《推動(dong)共(gong)建絲(si)綢(chou)之(zhi)路(lu)(lu)經濟(ji)帶和(he)21世紀海上(shang)(shang)絲(si)綢(chou)之(zhi)路(lu)(lu)的(de)愿景(jing)與行動(dong)》中(zhong),明確了甘肅在絲(si)綢(chou)之(zhi)路(lu)(lu)經濟(ji)帶中(zhong)黃金段的(de)地(di)(di)位和(he)作用。白銀作為(wei)絲(si)綢(chou)之(zhi)路(lu)(lu)經濟(ji)帶上(shang)(shang)的(de)重要節點城市(shi),陸上(shang)(shang)綜合性能(neng)源戰略(lve)通道(dao)優勢(shi)(shi)明顯。“一(yi)(yi)帶一(yi)(yi)路(lu)(lu)”國家(jia)戰略(lve)的(de)提(ti)(ti)出,讓具備(bei)區位優勢(shi)(shi)、資源優勢(shi)(shi)、政策優勢(shi)(shi)、產(chan)業優勢(shi)(shi)和(he)對外開放優勢(shi)(shi)的(de)白銀,站在了構建絲(si)綢(chou)之(zhi)路(lu)(lu)經濟(ji)帶的(de)前沿,為(wei)白銀建成絲(si)綢(chou)之(zhi)路(lu)(lu)經濟(ji)帶規模較大、實力較強的(de)世界級清潔能(neng)源基地(di)(di)提(ti)(ti)供(gong)了難得的(de)發展機(ji)遇(yu)。
(4)西(xi)部大(da)(da)(da)開(kai)發形成新格局(ju)。中(zhong)共(gong)中(zhong)央、國務院印發《關于新時代推進西(xi)部大(da)(da)(da)開(kai)發形成新格局(ju)的(de)指(zhi)(zhi)導意(yi)見》明確指(zhi)(zhi)出,加快風光(guang)電(dian)就(jiu)地消納、加大(da)(da)(da)西(xi)電(dian)東送(song)等跨(kua)省區重點(dian)輸電(dian)通道建設、提(ti)升清潔電(dian)力(li)輸送(song)能力(li)、加強電(dian)網調峰能力(li)建設,有(you)效解決(jue)棄(qi)(qi)風棄(qi)(qi)光(guang)棄(qi)(qi)水問題。加強可再(zai)生(sheng)能源利用、清潔能源基(ji)地及特高壓外送(song)通道建設是新時代西(xi)部大(da)(da)(da)開(kai)發戰略賦予的(de)使命。
(5)國(guo)家推進(jin)電(dian)力(li)(li)(li)體(ti)(ti)制(zhi)改革。電(dian)力(li)(li)(li)體(ti)(ti)制(zhi)改革對我市新(xin)能(neng)源(yuan)發展(zhan)起到了(le)推動(dong)作用:①明確跨省(sheng)區(qu)輸(shu)電(dian)交(jiao)易的重(zhong)要作用,促進(jin)建立健全省(sheng)級發供電(dian)計劃(hua)和跨省(sheng)區(qu)發供電(dian)計劃(hua)協商機制(zhi),對推動(dong)白(bai)(bai)銀新(xin)能(neng)源(yuan)電(dian)力(li)(li)(li)外送具有重(zhong)要意(yi)義;②加(jia)強日常運行(xing)調節,充(chong)分運用利益(yi)補償機制(zhi)為清潔(jie)能(neng)源(yuan)開拓市場(chang)空間,給予新(xin)能(neng)源(yuan)電(dian)力(li)(li)(li)系統(tong)充(chong)分的政策支(zhi)持,為保障白(bai)(bai)銀清潔(jie)能(neng)源(yuan)電(dian)力(li)(li)(li)系統(tong)長效健康發展(zhan)奠定(ding)了(le)基礎;③提(ti)出積(ji)極發展(zhan)分布式電(dian)源(yuan),通過積(ji)極發展(zhan)融合先進(jin)儲能(neng)技(ji)術、信息技(ji)術的微(wei)電(dian)網和智能(neng)電(dian)網技(ji)術,提(ti)高系統(tong)消納能(neng)力(li)(li)(li)和能(neng)源(yuan)利用效率,同(tong)時完善并網運行(xing)服務,對白(bai)(bai)銀新(xin)能(neng)源(yuan)電(dian)力(li)(li)(li)系統(tong)的高效運行(xing)提(ti)供了(le)新(xin)的機遇。
(6)布局建設“隴電(dian)(dian)入(ru)魯”直流外(wai)送(song)通道。目(mu)前,隴東(dong)(dong)至山(shan)(shan)東(dong)(dong)±800千伏特高壓直流外(wai)送(song)工(gong)程已開展項目(mu)前期(qi)工(gong)作,工(gong)程送(song)端位于(yu)(yu)(yu)甘(gan)肅省慶陽(yang)市(shi)(shi),落點(dian)位于(yu)(yu)(yu)山(shan)(shan)東(dong)(dong)省泰安市(shi)(shi),將對(dui)隴東(dong)(dong)煤(mei)電(dian)(dian)、風電(dian)(dian)、光(guang)伏等(deng)新(xin)(xin)(xin)能(neng)(neng)源(yuan)打捆外(wai)送(song)山(shan)(shan)東(dong)(dong),我(wo)市(shi)(shi)擁有較為豐富的(de)新(xin)(xin)(xin)能(neng)(neng)源(yuan)資源(yuan),有必要爭取省上規劃外(wai)送(song)通道時分(fen)配給我(wo)市(shi)(shi)的(de)規模,提高新(xin)(xin)(xin)能(neng)(neng)源(yuan)外(wai)送(song)能(neng)(neng)力(li),建設新(xin)(xin)(xin)能(neng)(neng)源(yuan)基地(di)的(de)同時有利于(yu)(yu)(yu)本(ben)地(di)新(xin)(xin)(xin)能(neng)(neng)源(yuan)配套(tao)產業的(de)發展。
1.3存在的問題和不足
(1)新(xin)能(neng)(neng)(neng)源發(fa)展受到制約。因承擔“隴電(dian)入魯”白銀新(xin)能(neng)(neng)(neng)源配套項(xiang)目(mu)(mu)建設任(ren)務,“十四五”甘肅(su)省第一(yi)(yi)批(pi)新(xin)能(neng)(neng)(neng)源指(zhi)標(biao)未考(kao)慮(lv)我(wo)市,一(yi)(yi)批(pi)新(xin)能(neng)(neng)(neng)源項(xiang)目(mu)(mu)得(de)不(bu)到指(zhi)標(biao),導致我(wo)市在“雙(shuang)碳”經(jing)濟開局之(zhi)年就錯失了最(zui)佳時機,嚴重制約了全市新(xin)能(neng)(neng)(neng)源項(xiang)目(mu)(mu)及產(chan)業(ye)發(fa)展。
(2)調峰(feng)電(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)不(bu)(bu)足。新能(neng)(neng)源(yuan)(yuan)(yuan)大規模開發(fa)(fa)需要電(dian)(dian)(dian)(dian)力(li)系統配置一(yi)定的(de)(de)調峰(feng)電(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan),而(er)白銀(yin)地區的(de)(de)調峰(feng)電(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)非常有限,調峰(feng)能(neng)(neng)力(li)與新能(neng)(neng)源(yuan)(yuan)(yuan)發(fa)(fa)展的(de)(de)速(su)度不(bu)(bu)匹配。我市(shi)境(jing)內(nei)有一(yi)定規模的(de)(de)燃煤(mei)火電(dian)(dian)(dian)(dian)作為調峰(feng)電(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan),但(dan)建(jian)設(she)燃煤(mei)火電(dian)(dian)(dian)(dian)不(bu)(bu)符合當前(qian)清(qing)潔低(di)碳的(de)(de)能(neng)(neng)源(yuan)(yuan)(yuan)發(fa)(fa)展方向,且火電(dian)(dian)(dian)(dian)機組調峰(feng)會縮短設(she)備使用(yong)壽命。我市(shi)境(jing)內(nei)建(jian)設(she)有一(yi)定規模的(de)(de)水電(dian)(dian)(dian)(dian)站(zhan),但(dan)與快速(su)發(fa)(fa)展的(de)(de)新能(neng)(neng)源(yuan)(yuan)(yuan)相(xiang)比,調峰(feng)缺口依然巨大。抽水蓄(xu)能(neng)(neng)電(dian)(dian)(dian)(dian)站(zhan)以特(te)有的(de)(de)既(ji)調峰(feng)又填谷(gu)的(de)(de)雙重(zhong)作用(yong),可緩(huan)解電(dian)(dian)(dian)(dian)網的(de)(de)調峰(feng)困難,我市(shi)境(jing)內(nei)有抽水蓄(xu)能(neng)(neng)電(dian)(dian)(dian)(dian)站(zhan)站(zhan)點資(zi)源(yuan)(yuan)(yuan),但(dan)項目處于前(qian)期規劃階段,推進(jin)緩(huan)慢(man)。此外,我市(shi)的(de)(de)光(guang)熱、儲能(neng)(neng)行(xing)業發(fa)(fa)展仍處于初期。
(3)白銀(yin)地(di)區電(dian)網網架不(bu)滿(man)足新能(neng)源(yuan)(yuan)送(song)(song)出(chu)需(xu)(xu)求(qiu)。根據(ju)白銀(yin)市新能(neng)源(yuan)(yuan)規劃,“十四(si)五”期間,我(wo)市將著力(li)打造百萬千(qian)瓦級清(qing)潔能(neng)源(yuan)(yuan)基地(di),但(dan)新能(neng)源(yuan)(yuan)無法在本(ben)市乃至(zhi)省內消納,電(dian)力(li)外送(song)(song)需(xu)(xu)求(qiu)十分迫切,新能(neng)源(yuan)(yuan)發(fa)(fa)展需(xu)(xu)求(qiu)與(yu)接(jie)入(ru)空間不(bu)足的矛盾十分突出(chu),需(xu)(xu)配套建(jian)設(she)大量主網架加強工程及(ji)新能(neng)源(yuan)(yuan)項目送(song)(song)出(chu)工程,適應新能(neng)源(yuan)(yuan)發(fa)(fa)展需(xu)(xu)求(qiu)。
(4)消(xiao)納(na)(na)市場有(you)(you)限。我(wo)市因消(xiao)納(na)(na)能(neng)力有(you)(you)限,無法消(xiao)納(na)(na)大規模并網新(xin)能(neng)源電量,新(xin)能(neng)源開發、就地消(xiao)納(na)(na)和外送能(neng)力與新(xin)能(neng)源基(ji)地的建設還不協調,跨(kua)省(sheng)、跨(kua)區(qu)電力消(xiao)納(na)(na)機制(zhi)還不夠健全完(wan)善(shan),制(zhi)約了新(xin)能(neng)源產(chan)業的發展。

2.2基本原則
(1)戰略(lve)定位與目(mu)(mu)標引導相結合。立足我市(shi)能源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)和(he)開發建設條(tiao)件,按照(zhao)甘(gan)肅省能源(yuan)(yuan)(yuan)結構(gou)優化要求,明(ming)確我市(shi)各(ge)類能源(yuan)(yuan)(yuan)在(zai)發展中的戰略(lve)定位,提(ti)出能源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)轉(zhuan)化目(mu)(mu)標,統籌(chou)協調各(ge)種能源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)與經濟(ji)發展的關系,加(jia)快能源(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)轉(zhuan)化,促進(jin)我市(shi)能源(yuan)(yuan)(yuan)產業發展。
(2)統籌(chou)開發(fa)和(he)(he)重點(dian)推(tui)進相(xiang)結合(he)。加強與相(xiang)關(guan)規劃(hua)的(de)銜接,切實(shi)做好能(neng)源開發(fa)利用(yong)和(he)(he)土地(di)、環保(bao)等部門(men)的(de)協(xie)調工作(zuo),發(fa)揮(hui)規劃(hua)統籌(chou)作(zuo)用(yong),綜(zong)合(he)、有序(xu)開發(fa)利用(yong)能(neng)源,提高能(neng)源利用(yong)效率。按照先易后(hou)難、綜(zong)合(he)效益(yi)為先的(de)原(yuan)則,重點(dian)推(tui)進經濟指(zhi)標好、上(shang)網條件優(you)越、環保(bao)效益(yi)顯著的(de)項目(mu)開發(fa)建設,滿足我市能(neng)源需求并適度外送。
(3)結(jie)(jie)構(gou)優化和有(you)序(xu)開(kai)發(fa)相結(jie)(jie)合。注(zhu)重生態保(bao)護和能(neng)(neng)源發(fa)展建設并行,控制化石(shi)能(neng)(neng)源消耗增長(chang)速度,致力(li)于構(gou)建以(yi)清潔電(dian)力(li)為(wei)主體、化石(shi)能(neng)(neng)源為(wei)補充(chong)的清潔能(neng)(neng)源體系。結(jie)(jie)合我市新能(neng)(neng)源電(dian)站周邊電(dian)網接(jie)入能(neng)(neng)力(li)情況,以(yi)及(ji)能(neng)(neng)源增長(chang)的需求,優化開(kai)發(fa)時序(xu),有(you)序(xu)開(kai)發(fa)能(neng)(neng)源資源。
(4)當地(di)(di)消納(na)(na)與外送相(xiang)結合。能(neng)源發展優先滿足我市(shi)用能(neng)需(xu)(xu)求。我市(shi)內需(xu)(xu)較小,大規模并(bing)網新(xin)能(neng)源的消納(na)(na)可(ke)結合華(hua)東、華(hua)中地(di)(di)區能(neng)源發展,以及“碳交易”的需(xu)(xu)求,加強電(dian)網配(pei)套設施建設,保障外送通道順利(li)落地(di)(di),爭取白銀市(shi)電(dian)力外送的配(pei)額,提(ti)高能(neng)源外送能(neng)力。
(5)市場機制與政策扶(fu)(fu)持(chi)相(xiang)結合(he)。制定全(quan)市能(neng)(neng)源(yuan)發(fa)(fa)展目標,扶(fu)(fu)持(chi)可再(zai)生能(neng)(neng)源(yuan)及(ji)新(xin)能(neng)(neng)源(yuan)發(fa)(fa)展市場,以明確(que)的(de)市場需求信號引導產(chan)業發(fa)(fa)展和(he)技(ji)術進(jin)步,建立鼓勵各類投資主體(ti)參與促進(jin)市場競爭的(de)市場機制和(he)符合(he)各類能(neng)(neng)源(yuan)發(fa)(fa)展的(de)政策,促進(jin)全(quan)市各類能(neng)(neng)源(yuan)合(he)理開發(fa)(fa)利用(yong)和(he)相(xiang)關產(chan)業健康發(fa)(fa)展。
2.3總體發展目標
——能源(yuan)結構。“十四(si)五(wu)”期間能源(yuan)結構進一步優化,清潔能源(yuan)占一次能源(yuan)消費比(bi)重(zhong)提高到40%以上。非化石能源(yuan)裝機(ji)占比(bi)提高到接(jie)近60%,清潔能源(yuan)發電量占全部發電量比(bi)重(zhong)接(jie)近40%。
——電(dian)力及新能(neng)(neng)源(yuan)。“十四(si)五”期間電(dian)力消費持續快(kuai)速(su)增長(chang),年(nian)均(jun)增速(su)約5%,到2025年(nian),全社(she)會用電(dian)量超(chao)過200億千(qian)(qian)(qian)瓦(wa)(wa)時,電(dian)力總(zong)裝機超(chao)過1000萬(wan)千(qian)(qian)(qian)瓦(wa)(wa),清(qing)潔(jie)電(dian)力外送能(neng)(neng)力達(da)到400萬(wan)千(qian)(qian)(qian)瓦(wa)(wa),年(nian)外送清(qing)潔(jie)能(neng)(neng)源(yuan)電(dian)量超(chao)過100億千(qian)(qian)(qian)瓦(wa)(wa)時。
——煤(mei)(mei)炭(tan)(tan)。“十(shi)四五”期間(jian)煤(mei)(mei)炭(tan)(tan)生產保持平穩運行,原則上不新增(zeng)煤(mei)(mei)礦項目。到(dao)2025年,全市煤(mei)(mei)炭(tan)(tan)產量(liang)控(kong)制在(zai)1400萬(wan)噸(dun)左右,建成(cheng)千萬(wan)噸(dun)煤(mei)(mei)炭(tan)(tan)儲(chu)(chu)運交(jiao)易轉化基地,全市煤(mei)(mei)炭(tan)(tan)靜(jing)態儲(chu)(chu)備能力達到(dao)2000萬(wan)噸(dun),煤(mei)(mei)炭(tan)(tan)年交(jiao)易量(liang)(吞吐量(liang))達到(dao)4000萬(wan)噸(dun)左右,形成(cheng)產值近(jin)100億元。
——石油天然氣(qi)。預計(ji)到“十(shi)四(si)五”末全市年用氣(qi)量將達到4.68億(yi)方(fang),其中:會寧縣(xian)3535.96萬(wan)方(fang),靖遠縣(xian)5000萬(wan)方(fang),景泰縣(xian)2472.02萬(wan)方(fang),白銀(yin)區(qu)26269萬(wan)方(fang),平川(chuan)區(qu)9645.37萬(wan)方(fang)。
——火電。“十四五”期間火電電源基(ji)本(ben)保持穩定,主要以靈活(huo)性(xing)調(diao)峰(feng)、供(gong)熱供(gong)氣為主,到2025年,不再新增(zeng)以發電為主要目的(de)的(de)火電項目,計(ji)劃開展甘肅(su)東方鈦(tai)(tai)業有限公(gong)司(si)“硫、磷、鐵、鈦(tai)(tai)、鋰(li)”配套2×440t/h循環流化床鍋爐+2×5.9萬千(qian)瓦(wa)抽汽背壓式機組(zu)項目、白(bai)銀市低熱值煤(mei)2×35萬千(qian)瓦(wa)火電等(deng)項目、景泰(tai)縣2×100萬千(qian)瓦(wa)調(diao)峰(feng)火電廠。
3重點任務
“十四五”時(shi)期,我市(shi)(shi)(shi)將(jiang)統籌全(quan)市(shi)(shi)(shi)風、光、水、火等電源(yuan)(yuan)(yuan)項目,著(zhu)力(li)打造建設千(qian)萬(wan)千(qian)瓦(wa)(wa)級白銀復合型(xing)(xing)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)基地(di),計劃到2025年,全(quan)市(shi)(shi)(shi)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)清(qing)潔(jie)低碳轉型(xing)(xing)深(shen)入推進,清(qing)潔(jie)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)成(cheng)為(wei)(wei)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)生產(chan)(chan)消(xiao)費(fei)增長的(de)(de)主體(ti),清(qing)潔(jie)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)產(chan)(chan)業將(jiang)成(cheng)為(wei)(wei)全(quan)市(shi)(shi)(shi)重點支(zhi)柱產(chan)(chan)業。預計,全(quan)市(shi)(shi)(shi)電力(li)裝(zhuang)機容量高于1100萬(wan)千(qian)瓦(wa)(wa),能(neng)(neng)(neng)源(yuan)(yuan)(yuan)結構進一步優化,非化石能(neng)(neng)(neng)源(yuan)(yuan)(yuan)裝(zhuang)機占比提高到70%,煤電裝(zhuang)機占比下降到30%,發電量超過(guo)340億(yi)千(qian)瓦(wa)(wa)時(shi),全(quan)社會用電量超過(guo)200億(yi)千(qian)瓦(wa)(wa)時(shi),清(qing)潔(jie)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)及配套(tao)產(chan)(chan)業產(chan)(chan)值(zhi)力(li)爭達到300億(yi)元,清(qing)潔(jie)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)成(cheng)為(wei)(wei)全(quan)市(shi)(shi)(shi)經濟社會發展的(de)(de)新支(zhi)撐、新動力(li)。全(quan)市(shi)(shi)(shi)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)規(gui)(gui)劃相(xiang)關(guan)數(shu)據,除上級規(gui)(gui)定的(de)(de)數(shu)據,無控(kong)制性指標。
3.1推動煤炭資源清潔高效利用,增強能源安全保障能力
(1)有(you)效(xiao)整(zheng)(zheng)合煤(mei)(mei)(mei)(mei)炭資源開(kai)發。一是優(you)化(hua)(hua)產(chan)業(ye)組織結構,積極推進(jin)小(xiao)煤(mei)(mei)(mei)(mei)礦(kuang)整(zheng)(zheng)合,提高煤(mei)(mei)(mei)(mei)礦(kuang)開(kai)采(cai)水平。以靖(jing)遠煤(mei)(mei)(mei)(mei)業(ye)為龍(long)頭,地(di)方煤(mei)(mei)(mei)(mei)礦(kuang)為輔(fu)助,進(jin)行(xing)煤(mei)(mei)(mei)(mei)、電、冶、路、儲(chu)聯(lian)營,整(zheng)(zheng)合煤(mei)(mei)(mei)(mei)炭資源,確(que)保煤(mei)(mei)(mei)(mei)炭資源有(you)序開(kai)采(cai)。二是加(jia)強煤(mei)(mei)(mei)(mei)炭科技創新,提升(sheng)煤(mei)(mei)(mei)(mei)炭工(gong)(gong)業(ye)技術。加(jia)大煤(mei)(mei)(mei)(mei)炭潔凈加(jia)工(gong)(gong)轉(zhuan)化(hua)(hua)、環境污染控制、煤(mei)(mei)(mei)(mei)礦(kuang)信(xin)息化(hua)(hua)和(he)數(shu)字化(hua)(hua)等(deng)領(ling)域的(de)科技創新,整(zheng)(zheng)合改造中小(xiao)型(xing)煤(mei)(mei)(mei)(mei)礦(kuang),鼓勵煤(mei)(mei)(mei)(mei)礦(kuang)生產(chan)企(qi)業(ye)實現(xian)采(cai)煤(mei)(mei)(mei)(mei)、洗(選)煤(mei)(mei)(mei)(mei)聯(lian)合生產(chan),實現(xian)煤(mei)(mei)(mei)(mei)炭集約開(kai)發和(he)煤(mei)(mei)(mei)(mei)炭化(hua)(hua)工(gong)(gong)業(ye)發展,實現(xian)煤(mei)(mei)(mei)(mei)炭就地(di)轉(zhuan)化(hua)(hua)。
(2)高效清潔發展火電。推進燃煤(mei)電廠超低排(pai)放和節(jie)能(neng)(neng)(neng)改造,實施燃煤(mei)鍋(guo)爐節(jie)能(neng)(neng)(neng)環保綜合改造,利用(yong)靖(jing)遠煤(mei)業集團現有大(da)量低熱(re)值煤(mei),謀(mou)劃推進白銀市2×35萬千(qian)瓦低熱(re)值煤(mei)發電項(xiang)目(mu)(mu),促進煤(mei)炭分級利用(yong)、延伸煤(mei)炭產業鏈條、改善生態環境、提高能(neng)(neng)(neng)源(yuan)利用(yong)效率(lv)。謀(mou)劃推進景泰縣2×100萬千(qian)萬調(diao)峰火電廠項(xiang)目(mu)(mu)建設,滿足地(di)區新能(neng)(neng)(neng)源(yuan)調(diao)峰需(xu)求。加(jia)快(kuai)建設甘肅(su)東方鈦業有限公(gong)司“硫、磷、鐵(tie)、鈦、鋰”配套2×440t/h循環流化(hua)床鍋(guo)爐+2×5.9萬千(qian)瓦抽汽背壓式機組項(xiang)目(mu)(mu)。同時,為了滿足地(di)區供(gong)(gong)熱(re)供(gong)(gong)氣需(xu)求,可在(zai)有條件地(di)區建設熱(re)電聯產及第二(er)熱(re)源(yuan)項(xiang)目(mu)(mu)。
(3)加強(qiang)促進傳統(tong)能源轉(zhuan)型。積極(ji)提(ti)升(sheng)煤(mei)電(dian)(dian)綠色發展(zhan)水平,加大煤(mei)電(dian)(dian)機(ji)組(zu)超(chao)低排放和節能改造(zao)力(li)度,加快提(ti)升(sheng)常規煤(mei)電(dian)(dian)機(ji)組(zu)、供熱機(ji)組(zu)運行靈(ling)活(huo)性的利用(yong)率(lv),對(dui)淘(tao)汰的火電(dian)(dian)機(ji)組(zu)優先考(kao)慮轉(zhuan)為應急調(diao)峰電(dian)(dian)源,逐(zhu)步實現(xian)煤(mei)電(dian)(dian)從主(zhu)電(dian)(dian)源向調(diao)峰儲備電(dian)(dian)源轉(zhuan)變,進一(yi)步提(ti)高天然氣利用(yong)水平,降低化石能源消費比重。
(4)加快輸煤通道建設。積(ji)極推進(jin)國家規劃的(de)“環(huan)縣經(jing)海源至中川鐵路項目”(簡稱環(huan)海中鐵路)實施,將(jiang)隴東地區(qu)豐富的(de)煤炭(tan)運送到(dao)蘭(lan)白(bai)經(jing)濟(ji)區(qu),可有效(xiao)解決隴中地區(qu)煤炭(tan)資源短缺問題,支撐蘭(lan)白(bai)經(jing)濟(ji)區(qu)發展的(de)需求。
(5)擴(kuo)大天(tian)(tian)然(ran)(ran)(ran)(ran)氣(qi)(qi)利用(yong)規模。深(shen)入推(tui)進白銀市天(tian)(tian)然(ran)(ran)(ran)(ran)氣(qi)(qi)利用(yong)工程,積極(ji)拓展天(tian)(tian)然(ran)(ran)(ran)(ran)氣(qi)(qi)在工業、交通等領域(yu)的應用(yong),有效(xiao)擴(kuo)大天(tian)(tian)然(ran)(ran)(ran)(ran)氣(qi)(qi)利用(yong)規模。積極(ji)配合(he)西氣(qi)(qi)東(dong)(dong)輸(shu)(shu)(shu)三線(xian)中段(甘肅段)、西氣(qi)(qi)東(dong)(dong)輸(shu)(shu)(shu)四線(xian)(吐(tu)魯(lu)番(fan)(fan)—中衛)項(xiang)目景(jing)泰(tai)段、古(gu)浪(lang)—河口輸(shu)(shu)(shu)氣(qi)(qi)管道等項(xiang)目建(jian)(jian)(jian)設(she),以及西氣(qi)(qi)東(dong)(dong)輸(shu)(shu)(shu)五(wu)線(xian)(吐(tu)魯(lu)番(fan)(fan)—中衛)項(xiang)目景(jing)泰(tai)段建(jian)(jian)(jian)設(she)前期工作,并爭(zheng)取在我(wo)市境(jing)內建(jian)(jian)(jian)設(she)閥室、場(chang)站等。加強天(tian)(tian)然(ran)(ran)(ran)(ran)氣(qi)(qi)輸(shu)(shu)(shu)配系(xi)統網絡建(jian)(jian)(jian)設(she),建(jian)(jian)(jian)成覆蓋城鄉的燃氣(qi)(qi)管網。推(tui)動“澀—寧(ning)—蘭”、蘭銀線(xian)管道天(tian)(tian)然(ran)(ran)(ran)(ran)氣(qi)(qi)輸(shu)(shu)(shu)配系(xi)統網絡化建(jian)(jian)(jian)設(she),力爭(zheng)建(jian)(jian)(jian)設(she)定西至會(hui)寧(ning)天(tian)(tian)然(ran)(ran)(ran)(ran)氣(qi)(qi)管道。
3.2推進可再生能源發展利用,持續優化能源結構
(1)著力打造(zao)(zao)百萬千(qian)瓦(wa)級(ji)清(qing)潔(jie)能(neng)(neng)源(yuan)基地(di)。到2025年,全市力爭清(qing)潔(jie)能(neng)(neng)源(yuan)裝(zhuang)機(ji)達(da)到800萬千(qian)瓦(wa)以上。一(yi)是(shi)根據甘肅、山(shan)東(dong)(dong)兩省政府《聯合(he)(he)推進隴(long)(long)(long)東(dong)(dong)至山(shan)東(dong)(dong)特高壓直流工程戰略合(he)(he)作框架協(xie)議》精神,確保(bao)“隴(long)(long)(long)電(dian)入魯(lu)(lu)”特高壓項(xiang)目順(shun)利(li)實施,配套“隴(long)(long)(long)電(dian)入魯(lu)(lu)”新(xin)(xin)能(neng)(neng)源(yuan)規(gui)模450萬千(qian)瓦(wa)。二(er)是(shi)在(zai)此基礎上,繼(ji)續大力發(fa)展(zhan)多能(neng)(neng)互補項(xiang)目,整合(he)(he)我市工礦(kuang)廢(fei)棄(qi)地(di)及采煤沉陷區(qu)可利(li)用土地(di)和景泰沙(sha)漠(戈壁)區(qu)域(yu),開展(zhan)東(dong)(dong)方鈦業多能(neng)(neng)互補等(deng)源(yuan)網荷儲(chu)項(xiang)目。三是(shi)根據新(xin)(xin)能(neng)(neng)源(yuan)技術進步和開發(fa)成(cheng)本下(xia)降情況(kuang),在(zai)景泰、靖遠、平川(chuan)等(deng)風(feng)(feng)(feng)光資源(yuan)較好區(qu)域(yu)積極發(fa)展(zhan)新(xin)(xin)能(neng)(neng)源(yuan)項(xiang)目;在(zai)會寧革(ge)命老(lao)區(qu)發(fa)展(zhan)50萬千(qian)瓦(wa)風(feng)(feng)(feng)電(dian)項(xiang)目;同(tong)時鼓勵風(feng)(feng)(feng)電(dian)企業對已有風(feng)(feng)(feng)場老(lao)舊機(ji)組(zu)實施改造(zao)(zao)升級(ji),力爭風(feng)(feng)(feng)電(dian)裝(zhuang)機(ji)達(da)到300萬千(qian)瓦(wa)以上。
(2)加快抽水蓄(xu)能(neng)電(dian)站建設(she)(she)。全(quan)力推進平(ping)川區、白銀區抽水蓄(xu)能(neng)電(dian)站建設(she)(she),在(zai)新能(neng)源資源富集地區,研究建設(she)(she)抽蓄(xu)和(he)風電(dian)、光伏(fu)等項目多能(neng)互補示范項目的可(ke)行性(xing)。同時(shi)積極(ji)論證在(zai)景泰、靖遠縣論證建設(she)(she)抽水蓄(xu)能(neng)電(dian)站的可(ke)行性(xing),爭取列入國家規(gui)劃。
(3)努力推(tui)進光(guang)熱項目(mu)。謀劃(hua)在景泰上沙沃(wo)、靖遠(yuan)劉川分別規劃(hua)光(guang)熱發電(dian)(dian)+熔融(rong)鹽儲能(neng)試驗(yan)示范項目(mu),發展(zhan)高效反光(guang)玻璃、熔融(rong)鹽、光(guang)熱支架等(deng)光(guang)熱發電(dian)(dian)產(chan)業(ye)裝備制造產(chan)業(ye),推(tui)進太陽能(neng)熱發電(dian)(dian)產(chan)業(ye)發展(zhan)。
(4)合理發(fa)(fa)(fa)(fa)展(zhan)生(sheng)(sheng)(sheng)物(wu)質發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)。“十四五”期間(jian),積極探索發(fa)(fa)(fa)(fa)展(zhan)生(sheng)(sheng)(sheng)物(wu)燃(ran)料乙醇、生(sheng)(sheng)(sheng)物(wu)柴油和生(sheng)(sheng)(sheng)物(wu)質直燃(ran)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian),繼續發(fa)(fa)(fa)(fa)展(zhan)城市(shi)生(sheng)(sheng)(sheng)活垃(la)圾(ji)衛生(sheng)(sheng)(sheng)填埋(mai)氣發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)和垃(la)圾(ji)焚(fen)燒發(fa)(fa)(fa)(fa)電(dian)(dian)(dian),增加現有(you)城市(shi)生(sheng)(sheng)(sheng)活垃(la)圾(ji)發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)裝機容量,減少垃(la)圾(ji)填埋(mai)場安全隱(yin)患;組織(zhi)開展(zhan)農(nong)村能源(yuan)(yuan)資源(yuan)(yuan)調查與(yu)評價工(gong)作,完善全市(shi)沼氣生(sheng)(sheng)(sheng)物(wu)燃(ran)氣發(fa)(fa)(fa)(fa)展(zhan)規(gui)劃(hua)(hua),開展(zhan)農(nong)村能源(yuan)(yuan)綜合示(shi)范村建設。2025年底,規(gui)劃(hua)(hua)以農(nong)作物(wu)秸稈或畜禽養(yang)殖廢棄(qi)物(wu)、餐廚垃(la)圾(ji)等填埋(mai)氣為燃(ran)料建設2座(zuo)生(sheng)(sheng)(sheng)物(wu)質發(fa)(fa)(fa)(fa)電(dian)(dian)(dian)廠,裝機容量3萬千瓦。
(5)穩(wen)步推動(dong)核(he)(he)能(neng)產(chan)(chan)業發展(zhan)。一是白(bai)銀小型(xing)核(he)(he)能(neng)供(gong)熱項(xiang)目(mu)(mu)(mu)已(yi)列入(ru)國家核(he)(he)電中(zhong)(zhong)長期發展(zhan)規劃(hua)(hua)(征(zheng)求意(yi)見稿),中(zhong)(zhong)廣(guang)核(he)(he)集團已(yi)完成《白(bai)銀小堆(dui)項(xiang)目(mu)(mu)(mu)廠址選擇及分析論(lun)證報告》,企業計劃(hua)(hua)待我市(shi)工(gong)業用(yong)戶用(yong)氣較為集中(zhong)(zhong)后適(shi)時(shi)啟動(dong)項(xiang)目(mu)(mu)(mu)。二是白(bai)銀2×100萬千瓦核(he)(he)電項(xiang)目(mu)(mu)(mu),正在開展(zhan)項(xiang)目(mu)(mu)(mu)選址比選及地勘工(gong)作。三是白(bai)銀核(he)(he)能(neng)(含核(he)(he)電、小堆(dui))項(xiang)目(mu)(mu)(mu)均(jun)已(yi)列入(ru)《甘(gan)肅省核(he)(he)能(neng)產(chan)(chan)業軍民融合發展(zhan)規劃(hua)(hua)》。
3.3保障電力輸送,打造安全穩定堅強電網
(1)打(da)通(tong)外(wai)送(song)通(tong)道(dao),提升新(xin)能(neng)(neng)源(yuan)電(dian)(dian)(dian)源(yuan)承載消納(na)能(neng)(neng)力(li)(li)。白銀(yin)電(dian)(dian)(dian)網(wang)(wang)是甘肅電(dian)(dian)(dian)網(wang)(wang)的重要(yao)組成部分(fen),年售電(dian)(dian)(dian)量、電(dian)(dian)(dian)網(wang)(wang)規(gui)模均位列甘肅公司(si)第二位。“十(shi)三五(wu)”期間,白銀(yin)供電(dian)(dian)(dian)公司(si)不斷加大電(dian)(dian)(dian)網(wang)(wang)建設(she)力(li)(li)度,夯實電(dian)(dian)(dian)網(wang)(wang)發(fa)(fa)展(zhan)運(yun)營基(ji)(ji)礎(chu),持續(xu)提高電(dian)(dian)(dian)網(wang)(wang)供電(dian)(dian)(dian)可(ke)靠性和安全穩定運(yun)行(xing)水平,較(jiao)好的滿足(zu)了地(di)方經濟社會(hui)(hui)高質量發(fa)(fa)展(zhan)需求(qiu)。“十(shi)四五(wu)”期間,為積極響應“3060”碳達峰碳中和目標,完(wan)整、準確、全面貫徹(che)落實“四個革命,一(yi)個合作(zuo)”能(neng)(neng)源(yuan)安全新(xin)戰略(lve),著(zhu)力(li)(li)聚焦“一(yi)體四翼”發(fa)(fa)展(zhan)布局(ju),統籌推進區域能(neng)(neng)源(yuan)結構轉型升級,有效保障白銀(yin)市(shi)經濟社會(hui)(hui)平穩的發(fa)(fa)展(zhan),適應新(xin)時期、新(xin)形勢、新(xin)環境下地(di)區高質量發(fa)(fa)展(zhan)。以(yi)隴(long)東(dong)直(zhi)流配套送(song)出能(neng)(neng)源(yuan)基(ji)(ji)地(di)為契機,打(da)造區域現(xian)代(dai)能(neng)(neng)源(yuan)綜合生產基(ji)(ji)地(di),打(da)通(tong)外(wai)送(song)通(tong)道(dao),提升新(xin)能(neng)(neng)源(yuan)電(dian)(dian)(dian)源(yuan)承載消納(na)能(neng)(neng)力(li)(li)。
(2)加快(kuai)建設新(xin)(xin)型電(dian)(dian)力(li)(li)(li)系統。白銀(yin)電(dian)(dian)網將發(fa)(fa)揮調配資(zi)源能(neng)(neng)(neng)力(li)(li)(li),服(fu)務(wu)新(xin)(xin)能(neng)(neng)(neng)源場站(zhan)應并盡并,提(ti)(ti)高(gao)清潔能(neng)(neng)(neng)源承載消(xiao)納能(neng)(neng)(neng)力(li)(li)(li)。構建完(wan)善滿(man)足(zu)地(di)區(qu)(qu)電(dian)(dian)力(li)(li)(li)需求的(de)新(xin)(xin)型電(dian)(dian)力(li)(li)(li)系統,提(ti)(ti)升主網供電(dian)(dian)能(neng)(neng)(neng)力(li)(li)(li),進一(yi)步優化(hua)網架結構,著(zhu)力(li)(li)(li)于構建以新(xin)(xin)能(neng)(neng)(neng)源為主體的(de)新(xin)(xin)型電(dian)(dian)力(li)(li)(li)系統,持續優化(hua)330千(qian)伏(fu)、220千(qian)伏(fu)網架結構,新(xin)(xin)建一(yi)批(pi)330千(qian)伏(fu)輸變(bian)電(dian)(dian)站(zhan)項目,加強電(dian)(dian)網承載力(li)(li)(li),引(yin)領區(qu)(qu)域電(dian)(dian)網高(gao)質量發(fa)(fa)展。積極(ji)探索發(fa)(fa)展新(xin)(xin)形勢下多(duo)元融合、多(duo)能(neng)(neng)(neng)互補的(de)高(gao)彈(dan)性智能(neng)(neng)(neng)電(dian)(dian)網。采用(yong)當地(di)消(xiao)納與外送相結合原則,在(zai)優先滿(man)足(zu)我市(shi)用(yong)能(neng)(neng)(neng)需求的(de)同時,爭取白銀(yin)市(shi)電(dian)(dian)力(li)(li)(li)外送的(de)配額,提(ti)(ti)高(gao)能(neng)(neng)(neng)源外送能(neng)(neng)(neng)力(li)(li)(li)。
3.4加快多能融合示范利用,提高資源綜合利用水平
(1)推進能(neng)源(yuan)(yuan)(yuan)化(hua)工全鏈條(tiao)、多產(chan)(chan)業(ye)融(rong)合。重點推動能(neng)源(yuan)(yuan)(yuan)化(hua)工全鏈條(tiao)多產(chan)(chan)業(ye)的融(rong)合、煤(mei)炭(tan)綠色(se)開采與清潔高效發(fa)電(dian)(dian)融(rong)合、化(hua)石能(neng)源(yuan)(yuan)(yuan)與可再生(sheng)能(neng)源(yuan)(yuan)(yuan)的低(di)碳融(rong)合等(deng)。推進能(neng)源(yuan)(yuan)(yuan)化(hua)工產(chan)(chan)業(ye)的高端化(hua)、終端化(hua)、高值(zhi)化(hua)。重點開展煤(mei)-精細(xi)化(hua)工全產(chan)(chan)業(ye)鏈、煤(mei)電(dian)(dian)化(hua)材一(yi)體化(hua)、大宗廢棄(qi)物綜合利用示范。以煤(mei)為基,打造“從一(yi)塊煤(mei)到(dao)一(yi)匹(pi)布”的全產(chan)(chan)業(ye)鏈格局(ju)。以煤(mei)炭(tan)、電(dian)(dian)力、化(hua)工和相關材料相互耦合為方向,發(fa)展煤(mei)-尾(wei)氣發(fa)電(dian)(dian)-電(dian)(dian)石/鐵合金(jin)/金(jin)屬鎂(mei)、煤(mei)-電(dian)(dian)-燒堿(jian)/聚(ju)氯乙烯、煤(mei)-電(dian)(dian)-有機硅(gui)(gui)/多晶硅(gui)(gui)/硅(gui)(gui)酸鹽、煤(mei)-電(dian)(dian)-碳基新材料等(deng)產(chan)(chan)業(ye)。
(2)大(da)力推(tui)動(dong)電(dian)(dian)(dian)源側(ce)新(xin)(xin)(xin)(xin)(xin)型(xing)儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)發(fa)(fa)展。根據電(dian)(dian)(dian)力系統(tong)(tong)運行(xing)需求,結合(he)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源資(zi)源開發(fa)(fa),全(quan)面推(tui)廣新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源+儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)的(de)(de)系統(tong)(tong)友好型(xing)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源電(dian)(dian)(dian)站,實現儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)與新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源電(dian)(dian)(dian)源的(de)(de)深(shen)度(du)融合(he)、聯合(he)運行(xing)。新(xin)(xin)(xin)(xin)(xin)建(jian)并網(wang)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源項(xiang)(xiang)(xiang)目(mu)配(pei)建(jian)儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)規(gui)模原則(ze)上(shang)不低于(yu)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源項(xiang)(xiang)(xiang)目(mu)裝機容量的(de)(de)10%,儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)時長2小時以(yi)上(shang)。積極推(tui)動(dong)多能(neng)(neng)(neng)(neng)(neng)互補發(fa)(fa)展,在(zai)充(chong)分發(fa)(fa)揮(hui)電(dian)(dian)(dian)力外(wai)送(song)(song)通道配(pei)套(tao)(tao)火電(dian)(dian)(dian)機組(zu)深(shen)度(du)調峰的(de)(de)基礎上(shang),合(he)理規(gui)劃(hua)建(jian)設送(song)(song)端配(pei)套(tao)(tao)新(xin)(xin)(xin)(xin)(xin)型(xing)儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)設施。依托“隴電(dian)(dian)(dian)入(ru)魯”配(pei)套(tao)(tao)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)(neng)(neng)源項(xiang)(xiang)(xiang)目(mu),建(jian)設送(song)(song)端配(pei)套(tao)(tao)新(xin)(xin)(xin)(xin)(xin)型(xing)儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)項(xiang)(xiang)(xiang)目(mu)。結合(he)風光(guang)資(zi)源稟(bing)賦、能(neng)(neng)(neng)(neng)(neng)源網(wang)絡(luo)的(de)(de)構建(jian)及(ji)新(xin)(xin)(xin)(xin)(xin)興(xing)產業的(de)(de)發(fa)(fa)展,提升可再生能(neng)(neng)(neng)(neng)(neng)源在(zai)能(neng)(neng)(neng)(neng)(neng)源消費中比(bi)重,降低綜合(he)能(neng)(neng)(neng)(neng)(neng)源系統(tong)(tong)的(de)(de)碳強(qiang)度(du)。推(tui)進全(quan)釩(fan)液流(liu)電(dian)(dian)(dian)池儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)示范(fan)項(xiang)(xiang)(xiang)目(mu)、大(da)規(gui)模儲(chu)(chu)(chu)(chu)熱供暖技術,可再生能(neng)(neng)(neng)(neng)(neng)源SPE電(dian)(dian)(dian)解水制氫示范(fan)項(xiang)(xiang)(xiang)目(mu)、多能(neng)(neng)(neng)(neng)(neng)融合(he)的(de)(de)智慧型(xing)能(neng)(neng)(neng)(neng)(neng)源系統(tong)(tong)示范(fan)等(deng)。建(jian)設平川區100MW/200MWh共享儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)電(dian)(dian)(dian)站項(xiang)(xiang)(xiang)目(mu)、白銀市智能(neng)(neng)(neng)(neng)(neng)網(wang)域(yu)新(xin)(xin)(xin)(xin)(xin)型(xing)儲(chu)(chu)(chu)(chu)能(neng)(neng)(neng)(neng)(neng)電(dian)(dian)(dian)站項(xiang)(xiang)(xiang)目(mu),用于(yu)電(dian)(dian)(dian)網(wang)深(shen)度(du)調峰、消納清潔(jie)能(neng)(neng)(neng)(neng)(neng)源。
(3)推進以氫(qing)(qing)/低碳(tan)醇為(wei)載體(ti)的多能(neng)(neng)融(rong)(rong)合。緊(jin)跟全(quan)球能(neng)(neng)源(yuan)系統(tong)(tong)低碳(tan)化發展趨勢,突出氫(qing)(qing)/低碳(tan)醇的多能(neng)(neng)載體(ti)作用,實現(xian)能(neng)(neng)源(yuan)從增(zeng)量替代(dai)(dai)轉向存量替代(dai)(dai),為(wei)我(wo)國未來能(neng)(neng)源(yuan)體(ti)系的全(quan)面低碳(tan)轉型(xing)探索路(lu)徑(jing)。重點開展氫(qing)(qing)能(neng)(neng)與煤(mei)化工融(rong)(rong)合示(shi)范、氫(qing)(qing)能(neng)(neng)全(quan)鏈條區(qu)域綜合應(ying)用示(shi)范,布局氫(qing)(qing)能(neng)(neng)與煤(mei)化工補氫(qing)(qing)需求融(rong)(rong)合及氫(qing)(qing)能(neng)(neng)區(qu)域內(nei)生(sheng)產、存儲、運(yun)輸、消費的全(quan)鏈條,氫(qing)(qing)能(neng)(neng)與燃料電(dian)池(chi)、“液態陽光”先進能(neng)(neng)源(yuan)體(ti)系、多能(neng)(neng)融(rong)(rong)合區(qu)域示(shi)范關鍵技術體(ti)系、智能(neng)(neng)化能(neng)(neng)源(yuan)決(jue)策(ce)系統(tong)(tong)與綜合能(neng)(neng)源(yuan)管理(li)等。
(4)積極發(fa)展清潔(jie)(jie)(jie)供(gong)(gong)暖(nuan)。積極推廣應用風電(dian)(dian)、光(guang)(guang)伏(fu)(fu)發(fa)電(dian)(dian)清潔(jie)(jie)(jie)供(gong)(gong)暖(nuan)技術,著力解(jie)決(jue)存量風電(dian)(dian)、光(guang)(guang)伏(fu)(fu)發(fa)電(dian)(dian)項目的消納(na)需求。對新增供(gong)(gong)暖(nuan)面積,鼓勵推廣應用風電(dian)(dian)、光(guang)(guang)伏(fu)(fu)發(fa)電(dian)(dian)清潔(jie)(jie)(jie)供(gong)(gong)暖(nuan)技術。鼓勵新建建筑優先使用清潔(jie)(jie)(jie)供(gong)(gong)暖(nuan)技術。加快開(kai)展適(shi)應風電(dian)(dian)、光(guang)(guang)伏(fu)(fu)發(fa)電(dian)(dian)清潔(jie)(jie)(jie)供(gong)(gong)暖(nuan)發(fa)展的配套電(dian)(dian)網建設(she),制定適(shi)應清潔(jie)(jie)(jie)供(gong)(gong)暖(nuan)應用的電(dian)(dian)力運(yun)行管(guan)理措施,保障風電(dian)(dian)、光(guang)(guang)伏(fu)(fu)發(fa)電(dian)(dian)清潔(jie)(jie)(jie)供(gong)(gong)暖(nuan)項目的可靠運(yun)行。
3.5增強能源創新發展動力,提升能源民生服務水平

5節能及環境影響評價分析
5.1環境保護與水土保持
(1)規劃項目建設站址(zhi)選取時(shi)(shi)應(ying)選取國有未(wei)利用(yong)土地,項目前期(qi)土建內(nei)容主要(yao)為(wei)基礎的(de)開挖及施(shi)(shi)工(gong)(gong)期(qi)產(chan)生的(de)噪聲、振(zhen)動、揚塵,施(shi)(shi)工(gong)(gong)單位需(xu)嚴格執行環(huan)保部門有關規定,加強施(shi)(shi)工(gong)(gong)期(qi)的(de)管理,控制施(shi)(shi)工(gong)(gong)揚塵、噪聲污染,做到文明施(shi)(shi)工(gong)(gong)。施(shi)(shi)工(gong)(gong)期(qi)結束后,應(ying)及時(shi)(shi)對施(shi)(shi)工(gong)(gong)現場進行清理,種植適宜草類(lei),恢(hui)復原(yuan)有地貌。施(shi)(shi)工(gong)(gong)場地應(ying)避讓環(huan)境敏感點,減(jian)少(shao)對當地的(de)自然生態系統的(de)影響。
(2)規劃(hua)項(xiang)目(mu)投入運行后,采取的治(zhi)理措(cuo)施及對環境的影響(xiang)分(fen)析如下(xia):①廢水(shui):廢水(shui)采用集中收集處理的方式,經處理達標后外運;②噪(zao)聲(sheng)(sheng):新建項(xiang)目(mu)運行期(qi)盡量減小噪(zao)聲(sheng)(sheng)對周圍環境的影響(xiang),務(wu)必做好環境保(bao)護工(gong)作;③固體廢棄物:在項(xiang)目(mu)生活區(qu)設垃圾(ji)(ji)桶,垃圾(ji)(ji)應及時收集并集中清運至附近指定(ding)的垃圾(ji)(ji)衛生填埋點進(jin)行填埋處理。
(3)開展(zhan)水電(dian)、風電(dian)、太陽能、生物質等可(ke)再生資源發(fa)(fa)電(dian),可(ke)以(yi)節約寶貴的一次能源,避免因電(dian)力發(fa)(fa)展(zhan)造成(cheng)的環(huan)境(jing)污染問題。發(fa)(fa)展(zhan)太陽能發(fa)(fa)電(dian)、風力發(fa)(fa)電(dian)是實(shi)現能源、經濟、社會可(ke)持續發(fa)(fa)展(zhan)的重要(yao)途徑(jing),具有良好的環(huan)境(jing)效益。
(4)規劃(hua)項(xiang)目為國(guo)家(jia)鼓勵發展的產(chan)業,符合(he)國(guo)家(jia)產(chan)業政策(ce)。項(xiang)目建設(she)用地選(xuan)取時,避免占用農田耕(geng)地,盡(jin)量少占用林地,項(xiang)目站址選(xuan)取時,應避開(kai)周邊敏感點。
(5)規劃(hua)項(xiang)目建成后將取得良好的(de)經濟(ji)、環(huan)境和(he)社會效益,從環(huan)保(bao)角度分析,規劃(hua)項(xiang)目的(de)建設是可行的(de)。

(2)CDM基(ji)準線方法分析
清潔發(fa)展(zhan)(zhan)機制(Clean Development Mechanism,簡稱(cheng)CDM)是(shi)(shi)“京都議定書”規定的(de)三種靈(ling)活(huo)機制之(zhi)(zhi)一,即“聯合(he)國氣候(hou)變(bian)化框架公約(yue)(UNFCCC)”中發(fa)達國家與發(fa)展(zhan)(zhan)中國家合(he)作(zuo)應對氣候(hou)變(bian)化的(de)、以(yi)項目(mu)為合(he)作(zuo)載體的(de)機制。我(wo)國是(shi)(shi)溫室氣體減排(pai)潛力較(jiao)大(da)的(de)發(fa)展(zhan)(zhan)中國家之(zhi)(zhi)一,具(ju)有良(liang)好(hao)的(de)投(tou)資(zi)環境,開展(zhan)(zhan)CDM合(he)作(zuo)的(de)市場(chang)前景廣闊。電力行業特別是(shi)(shi)光伏發(fa)電行業是(shi)(shi)CDM項目(mu)的(de)一個(ge)重點(dian)區域(yu),新能源發(fa)電領(ling)域(yu)實施開展(zhan)(zhan)CDM項目(mu)開發(fa)具(ju)有極大(da)的(de)潛力和優勢。
通(tong)常(chang)溫室(shi)(shi)氣體(ti)包(bao)含CO2、SO2、NOX等多種成分,由于溫室(shi)(shi)氣體(ti)中主要是(shi)CO2,從(cong)便于量化考(kao)慮,國際上通(tong)行采(cai)用減(jian)(jian)少(shao)了多少(shao)CO2排放(fang)量來作(zuo)為衡量減(jian)(jian)少(shao)溫室(shi)(shi)氣體(ti)的(de)(de)效果(guo)。當進(jin)行CDM項(xiang)(xiang)目申(shen)報時,需要對溫室(shi)(shi)氣體(ti)的(de)(de)減(jian)(jian)排量進(jin)行評估。這就(jiu)要求首先(xian)確定一個(ge)評估基(ji)準(zhun)線。所(suo)謂基(ji)準(zhun)線,是(shi)指在沒有該CDM項(xiang)(xiang)目的(de)(de)情況下,為了提(ti)供(gong)同樣的(de)(de)服務,最可能建(jian)設(she)的(de)(de)其(qi)它項(xiang)(xiang)目(即基(ji)準(zhun)線項(xiang)(xiang)目)所(suo)帶來的(de)(de)溫室(shi)(shi)氣體(ti)的(de)(de)排放(fang)。與基(ji)準(zhun)線相(xiang)比(bi),CDM項(xiang)(xiang)目減(jian)(jian)少(shao)的(de)(de)溫室(shi)(shi)氣體(ti)排放(fang)量就(jiu)是(shi)該項(xiang)(xiang)目的(de)(de)減(jian)(jian)排效益,基(ji)準(zhun)線的(de)(de)設(she)置應考(kao)慮東道國的(de)(de)政策和具體(ti)情況,同時體(ti)現(xian)透明和保守的(de)(de)原則。計算見下式:

泄(xie)(xie)漏(lou)——本項目不存(cun)在泄(xie)(xie)漏(lou)排放,故泄(xie)(xie)漏(lou)為0。
規(gui)劃清潔(jie)能源(yuan)項目(mu)所在的(de)(de)電(dian)力系統屬西(xi)北(bei)(bei)電(dian)網(wang)(wang)(wang)(wang),若沒有規(gui)劃清潔(jie)能源(yuan)發(fa)電(dian)項目(mu)活(huo)動,同(tong)等數量(liang)的(de)(de)電(dian)量(liang)要由西(xi)北(bei)(bei)電(dian)網(wang)(wang)(wang)(wang)中的(de)(de)其他并網(wang)(wang)(wang)(wang)電(dian)廠或電(dian)網(wang)(wang)(wang)(wang)中的(de)(de)新增電(dian)源(yuan)部分提供(gong)。因(yin)此,本項目(mu)基準(zhun)線排(pai)放因(yin)子(zi)(zi)將是(shi)西(xi)北(bei)(bei)電(dian)網(wang)(wang)(wang)(wang)中電(dian)量(liang)邊(bian)際(ji)(ji)(ji)排(pai)放因(yin)子(zi)(zi)和(he)容量(liang)邊(bian)際(ji)(ji)(ji)排(pai)放因(yin)子(zi)(zi)的(de)(de)組合(he)。根據(ju)(ju)國(guo)家發(fa)改委應對氣候變化司公布的(de)(de)2014年中國(guo)區域電(dian)網(wang)(wang)(wang)(wang)基準(zhun)線排(pai)放因(yin)子(zi)(zi),西(xi)北(bei)(bei)電(dian)網(wang)(wang)(wang)(wang)電(dian)量(liang)邊(bian)際(ji)(ji)(ji)排(pai)放因(yin)子(zi)(zi)OM為(wei)0.9578t CO2/MW·h,容量(liang)邊(bian)際(ji)(ji)(ji)排(pai)放因(yin)子(zi)(zi)BM為(wei)0.4737t CO2/MW·h。根據(ju)(ju)西(xi)北(bei)(bei)電(dian)網(wang)(wang)(wang)(wang)實際(ji)(ji)(ji)情況,取(qu)OM的(de)(de)權重為(wei)0.75,BM的(de)(de)權重為(wei)0.25,則基準(zhun)線排(pai)放因(yin)子(zi)(zi)為(wei):
CM=OM×0.75+BM×0.25=0.836775t CO2/MW·h
因(yin)此全市(shi)“十四(si)五(wu)”規(gui)劃(hua)清潔(jie)能源(yuan)發電(dian)(dian)項目(mu)按CDM基準(zhun)線(xian)方法分析計(ji)算的預計(ji)減排量為92.67萬t CO2/a;“十四(si)五(wu)”及(ji)中長期(qi)規(gui)劃(hua)清潔(jie)能源(yuan)發電(dian)(dian)項目(mu)按CDM基準(zhun)線(xian)方法分析計(ji)算的預計(ji)減排量為245.27萬t CO2/a。
由以上分析可見,非化(hua)石(shi)能(neng)源電站的建(jian)設(she)替代燃煤電廠的建(jian)設(she),可達到充分利用可再生(sheng)能(neng)源、節(jie)約不可再生(sheng)化(hua)石(shi)資源的目的,將大(da)大(da)減少對環境的污染(ran),同(tong)時(shi)還可節(jie)約大(da)量淡(dan)水資源,對改善大(da)氣環境有積(ji)極的作用。可見清潔能(neng)源發電項目建(jian)設(she)對于(yu)當地的環境保護、減少大(da)氣污染(ran)具有積(ji)極的作用,并有明顯(xian)的節(jie)能(neng)、環境和社會效益。
6保障措施及政策建議
(1)爭(zheng)取(qu)政(zheng)策(ce)支(zhi)持。爭(zheng)取(qu)國家(jia)、省(sheng)上對我(wo)市能(neng)(neng)源(yuan)產業(ye)建設給予政(zheng)策(ce)、資(zi)金、項目(mu)支(zhi)持。充分(fen)利(li)用(yong)國家(jia)投(tou)資(zi)補助、財(cai)政(zheng)貼息、稅(shui)收(shou)優惠、價(jia)格補貼等多種政(zheng)策(ce)手段(duan),加(jia)(jia)大對節能(neng)(neng)、新(xin)能(neng)(neng)源(yuan)和(he)可再生(sheng)能(neng)(neng)源(yuan)發展、能(neng)(neng)源(yuan)科(ke)技創(chuang)新(xin)、能(neng)(neng)源(yuan)安全生(sheng)產、能(neng)(neng)源(yuan)現代服務業(ye)等方面的(de)支(zhi)持力度。落實(shi)國家(jia)促進(jin)新(xin)能(neng)(neng)源(yuan)和(he)可再生(sheng)能(neng)(neng)源(yuan)發展的(de)價(jia)格、投(tou)資(zi)、信貸、稅(shui)收(shou)、入網等激勵政(zheng)策(ce),制定實(shi)施稅(shui)收(shou)優惠、專項資(zi)金扶持等配套政(zheng)策(ce),鼓勵引導社(she)會(hui)各界(jie)自愿開發利(li)用(yong)新(xin)能(neng)(neng)源(yuan)和(he)可再生(sheng)能(neng)(neng)源(yuan)。進(jin)一(yi)步加(jia)(jia)強與(yu)國家(jia)能(neng)(neng)源(yuan)局和(he)國家(jia)級咨詢機構的(de)溝通(tong)和(he)合(he)作,加(jia)(jia)大與(yu)中東部能(neng)(neng)源(yuan)受(shou)端(duan)市場省(sheng)市協(xie)調的(de)工作力度,加(jia)(jia)強在電(dian)力外(wai)送通(tong)道的(de)互(hu)聯互(hu)通(tong),為全國能(neng)(neng)源(yuan)發展做出(chu)更大貢獻(xian)。
(2)推(tui)進(jin)能(neng)(neng)源結構(gou)調(diao)整(zheng)。完善以(yi)煤炭為主的能(neng)(neng)源結構(gou),廣泛開展(zhan)煤炭洗選工作,逐步提高天然氣、汽(qi)油等輔(fu)助能(neng)(neng)源利用比例,以(yi)政策為引導(dao),促進(jin)新能(neng)(neng)源就地消納,鼓勵(li)高載能(neng)(neng)行業與新能(neng)(neng)源協調(diao)匹配發展(zhan)。
充分(fen)發(fa)(fa)(fa)揮我市(shi)發(fa)(fa)(fa)展(zhan)新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)產(chan)(chan)業的有力條件,積極推進(jin)百萬千瓦及清潔能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)基地的開發(fa)(fa)(fa)建設。積極打造綠色能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)產(chan)(chan)業鏈經(jing)(jing)濟(ji),大(da)力發(fa)(fa)(fa)展(zhan)新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)及裝(zhuang)備制造業,延(yan)伸(shen)產(chan)(chan)業鏈,提質增效,培育新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)經(jing)(jing)濟(ji)優(you)勢。協(xie)調載能(neng)(neng)(neng)(neng)(neng)和用能(neng)(neng)(neng)(neng)(neng)工業布局和生(sheng)產(chan)(chan),平衡(heng)能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)供需,協(xie)調能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)、經(jing)(jing)濟(ji)與環境的協(xie)調發(fa)(fa)(fa)展(zhan),為全(quan)市(shi)經(jing)(jing)濟(ji)社會轉型跨越發(fa)(fa)(fa)展(zhan)提供安(an)全(quan)、經(jing)(jing)濟(ji)、清潔的能(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)保障(zhang)。
(3)優化(hua)資(zi)源配(pei)置。我(wo)市能源產業的發(fa)展(zhan)主要靠(kao)全(quan)國(guo)能源市場(chang)需(xu)求帶動(dong),要強(qiang)化(hua)市場(chang)配(pei)置資(zi)源的決定(ding)性(xing)作用,積極(ji)參與全(quan)國(guo)能源供需(xu)市場(chang)的平(ping)衡,加大可再生資(zi)源的外(wai)送比例,實現能源資(zi)源在全(quan)國(guo)范(fan)圍內的優化(hua)配(pei)置,為國(guo)家貢獻清(qing)潔能源的同時帶動(dong)區(qu)域經濟(ji)社會的協調(diao)發(fa)展(zhan)。
(4)強化新(xin)能源(yuan)(yuan)規劃(hua)指導,有序推進項目建設。貫(guan)徹落實國(guo)(guo)家新(xin)能源(yuan)(yuan)政策,使(shi)我市新(xin)能源(yuan)(yuan)規劃(hua)符合國(guo)(guo)家新(xin)能源(yuan)(yuan)發展總體要(yao)求,爭取將新(xin)能源(yuan)(yuan)重大項目納入國(guo)(guo)家或(huo)甘肅(su)省規劃(hua)。
加強新能源規(gui)劃(hua)(hua)(hua)(hua)與經濟社(she)會(hui)發展規(gui)劃(hua)(hua)(hua)(hua)、城(cheng)市規(gui)劃(hua)(hua)(hua)(hua)、土地利用規(gui)劃(hua)(hua)(hua)(hua)、電網規(gui)劃(hua)(hua)(hua)(hua)等專項規(gui)劃(hua)(hua)(hua)(hua)的銜接,搞好規(gui)劃(hua)(hua)(hua)(hua)引導和控(kong)制,協調就地消納與集中送出等配套項目(mu)(mu)同(tong)步規(gui)劃(hua)(hua)(hua)(hua)建設,確保重大規(gui)劃(hua)(hua)(hua)(hua)項目(mu)(mu)落地。
做(zuo)好新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)專項規劃(hua)與項目(mu)年度(du)建設計劃(hua),為新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)發展(zhan)布局、建設項目(mu)實施(shi)提供充分依據(ju)。對(dui)列入規劃(hua)的(de)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)項目(mu),按照項目(mu)進度(du)納入年度(du)計劃(hua),并嚴格執(zhi)行;對(dui)未(wei)列入規劃(hua)的(de)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)項目(mu),原則上不支持審(shen)批核(he)準(zhun)。對(dui)重(zhong)(zhong)大新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)項目(mu),按照規定程(cheng)序(xu)列入全市(shi)重(zhong)(zhong)大工程(cheng)計劃(hua),適用相關優惠(hui)政策。確保白銀(yin)市(shi)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)有序(xu)、健康發展(zhan)。
(5)加(jia)強人(ren)才保障。突出(chu)專(zhuan)業(ye)(ye)技(ji)術、高(gao)級技(ji)工和專(zhuan)業(ye)(ye)管理人(ren)員的培(pei)養,加(jia)強新能源(yuan)專(zhuan)業(ye)(ye)技(ji)術人(ren)才儲備。充分發揮市(shi)場(chang)機(ji)制在人(ren)才資(zi)源(yuan)配(pei)置中的重要(yao)作(zuo)用,采取(qu)多種(zhong)靈(ling)活方式吸引國內外(wai)各類智力資(zi)源(yuan),引進高(gao)端(duan)技(ji)術人(ren)才,加(jia)強企(qi)業(ye)(ye)家隊(dui)伍(wu)建設,提高(gao)專(zhuan)業(ye)(ye)化管理水平(ping)。
(6)體(ti)制(zhi)機制(zhi)創新。加強組織領導,加大(da)政策(ce)落實力(li)度(du),深化電力(li)體(ti)制(zhi)改革(ge),規(gui)范(fan)行政審批程序,創新投融(rong)資(zi)體(ti)制(zhi)改革(ge),通過新能(neng)源(yuan)融(rong)資(zi)平臺,引導創業資(zi)本進入(ru)能(neng)源(yuan)領域,鼓勵社會資(zi)本投資(zi)能(neng)源(yuan)產業開發,促(cu)進能(neng)源(yuan)投資(zi)多元化。放寬企業投資(zi)準入(ru)限制(zhi),進一步(bu)激發市場活力(li),建(jian)立項目管理科學考評(ping)(ping)體(ti)系,加強規(gui)劃實施效(xiao)果的評(ping)(ping)估、督查(cha)和考核,確保能(neng)源(yuan)規(gui)劃目標任務落到實處。
(7)環境(jing)(jing)保(bao)(bao)護與水(shui)(shui)土(tu)保(bao)(bao)持措施(shi)(shi)。保(bao)(bao)證工(gong)(gong)(gong)程(cheng)環境(jing)(jing)保(bao)(bao)護和(he)水(shui)(shui)土(tu)保(bao)(bao)持措施(shi)(shi)能(neng)及(ji)時到位,以(yi)保(bao)(bao)護當地(di)生(sheng)態環境(jing)(jing),建設單位要落實(shi)本(ben)工(gong)(gong)(gong)程(cheng)的(de)環保(bao)(bao)和(he)水(shui)(shui)保(bao)(bao)費用(yong),并做到專款(kuan)專用(yong);做好施(shi)(shi)工(gong)(gong)(gong)期的(de)環境(jing)(jing)管(guan)理工(gong)(gong)(gong)作,做到文明(ming)施(shi)(shi)工(gong)(gong)(gong),避(bi)免施(shi)(shi)工(gong)(gong)(gong)期揚塵(chen)、噪(zao)(zao)聲對周圍環境(jing)(jing)產(chan)生(sheng)污染,施(shi)(shi)工(gong)(gong)(gong)結(jie)束后施(shi)(shi)工(gong)(gong)(gong)場(chang)地(di)應(ying)盡(jin)量恢復原(yuan)貌;加強對設備的(de)維護,確保(bao)(bao)其正常(chang)運轉,避(bi)免設備帶(dai)病(bing)運行產(chan)生(sheng)高噪(zao)(zao)聲對環境(jing)(jing)造成影響(xiang);在項目進一步設計(ji)(ji)中,優化(hua)棄渣場(chang)選址,盡(jin)量利用(yong)坑(keng)洼(wa)地(di)棄渣,減少棄渣占地(di);優化(hua)施(shi)(shi)工(gong)(gong)(gong)道路設計(ji)(ji),合理安排施(shi)(shi)工(gong)(gong)(gong)工(gong)(gong)(gong)序(xu),減輕對場(chang)地(di)原(yuan)始地(di)貌的(de)破壞。
(8)節(jie)(jie)(jie)能(neng)(neng)(neng)減排措施。加強節(jie)(jie)(jie)能(neng)(neng)(neng)管理(li)(li)制(zhi)度的(de)(de)完善(shan)和貫徹,嚴(yan)格執(zhi)行(xing)節(jie)(jie)(jie)能(neng)(neng)(neng)法(fa)規(gui)和標(biao)準(zhun)(zhun)(zhun),完善(shan)管理(li)(li)體系,強化政策激(ji)勵,加大懲戒(jie)力(li)度。各部(bu)門嚴(yan)格把關,嚴(yan)禁新建(jian)高(gao)耗能(neng)(neng)(neng)、高(gao)污染項目。抓好耗能(neng)(neng)(neng)行(xing)業能(neng)(neng)(neng)耗準(zhun)(zhun)(zhun)入標(biao)準(zhun)(zhun)(zhun)的(de)(de)執(zhi)法(fa)監察,主要工業耗能(neng)(neng)(neng)設備、機動(dong)車(che)、建(jian)筑(zhu)、家(jia)用(yong)電器、照明器具等能(neng)(neng)(neng)效標(biao)準(zhun)(zhun)(zhun)的(de)(de)執(zhi)法(fa)監察,以及(ji)公共建(jian)筑(zhu)用(yong)能(neng)(neng)(neng)設備運行(xing)標(biao)準(zhun)(zhun)(zhun)的(de)(de)執(zhi)法(fa)監察。強化重點耗能(neng)(neng)(neng)企業節(jie)(jie)(jie)能(neng)(neng)(neng)管理(li)(li),建(jian)立(li)節(jie)(jie)(jie)能(neng)(neng)(neng)責任制(zhi),建(jian)立(li)政府監管、社會監督和企業誠信機制(zhi),提高(gao)節(jie)(jie)(jie)能(neng)(neng)(neng)降耗改(gai)造的(de)(de)積極性。
(9)進(jin)一步(bu)轉變政府職能(neng)(neng),健全能(neng)(neng)源監管(guan)體系(xi)。加(jia)強(qiang)能(neng)(neng)源發(fa)展戰略、規劃、政策、編制等制定(ding)和(he)實施,加(jia)快(kuai)簡政放(fang)權(quan),繼續取消和(he)下放(fang)行政審批事項。強(qiang)化(hua)能(neng)(neng)源監管(guan),健全監管(guan)組織體系(xi)和(he)法規體系(xi),創新監管(guan)方式,提(ti)高(gao)監管(guan)效能(neng)(neng),維護公平公正的市場秩(zhi)序,為(wei)能(neng)(neng)源產業健康發(fa)展創造良好條件。
(10)加(jia)強(qiang)(qiang)組織領導,細化任務落實(shi),加(jia)強(qiang)(qiang)監督(du)檢查。充分(fen)發揮能(neng)(neng)源(yuan)主(zhu)管(guan)部(bu)門(men)的(de)(de)領導作用,加(jia)強(qiang)(qiang)對能(neng)(neng)源(yuan)重大戰(zhan)略問題的(de)(de)研究和審議,指導推動本行動計劃的(de)(de)實(shi)施。能(neng)(neng)源(yuan)主(zhu)管(guan)部(bu)門(men)要切實(shi)履(lv)行職責,理(li)(li)順工作機制,協調(diao)各方面、各層次能(neng)(neng)源(yuan)管(guan)理(li)(li)部(bu)門(men)之(zhi)間的(de)(de)關(guan)(guan)系,形(xing)成以能(neng)(neng)源(yuan)主(zhu)管(guan)部(bu)門(men)牽頭,各方協同,統籌管(guan)理(li)(li)全市(shi)能(neng)(neng)源(yuan)相關(guan)(guan)事務的(de)(de)格(ge)局。
能源主管(guan)部門(men)要制定(ding)實(shi)施方案,分(fen)解落實(shi)目標任(ren)(ren)務,責任(ren)(ren)分(fen)配(pei)到位、任(ren)(ren)務落實(shi)到人,嚴(yan)格(ge)執行“問責制”和(he)相(xiang)應的(de)獎罰制度(du)。能源主管(guan)部門(men)要密切(qie)跟蹤工作(zuo)進展(zhan),掌握目標任(ren)(ren)務完(wan)成情(qing)況,督促各(ge)項措施落到實(shi)處、見(jian)到實(shi)效(xiao)。在實(shi)施過程中,要定(ding)期(qi)組織開展(zhan)評估(gu)檢查和(he)考核評價,重大情(qing)況及時報告。
