一、現實基礎和發展(zhan)環(huan)境

“十三五”時(shi)期,全(quan)省認真貫(guan)徹習近平(ping)新時(shi)代中國特(te)色社會(hui)主義思想(xiang),落實“四個革(ge)命、一(yi)個合作”能(neng)(neng)(neng)源(yuan)安全(quan)新戰略,不(bu)斷提升(sheng)能(neng)(neng)(neng)源(yuan)供(gong)給能(neng)(neng)(neng)力、優(you)化能(neng)(neng)(neng)源(yuan)結構、增強(qiang)創新動能(neng)(neng)(neng)、深化能(neng)(neng)(neng)源(yuan)改(gai)革(ge)和對外合作,能(neng)(neng)(neng)源(yuan)保障和服務水平(ping)進一(yi)步(bu)提升(sheng),較好滿足了經濟社會(hui)發展用能(neng)(neng)(neng)需求。


供(gong)應保障能(neng)力明(ming)顯增強。鄂州(zhou)電(dian)(dian)(dian)廠三(san)期(qi)(qi)、漢(han)川電(dian)(dian)(dian)廠三(san)期(qi)(qi)、江陵電(dian)(dian)(dian)廠、京能(neng)熱電(dian)(dian)(dian)、江坪河水電(dian)(dian)(dian)站等(deng)一批大(da)型電(dian)(dian)(dian)源項目投(tou)產(chan),新增發電(dian)(dian)(dian)裝機1862萬(wan)千(qian)(qian)瓦(wa)(wa)(wa),發電(dian)(dian)(dian)總(zong)裝機達(da)(da)(da)到(dao)8273萬(wan)千(qian)(qian)瓦(wa)(wa)(wa)(含三(san)峽2240萬(wan)千(qian)(qian)瓦(wa)(wa)(wa))。鄂渝柔性直流背靠背聯網(wang)工程(cheng)建(jian)(jian)(jian)成(cheng)投(tou)運(yun),21項500千(qian)(qian)伏輸變電(dian)(dian)(dian)工程(cheng)投(tou)產(chan),新增變電(dian)(dian)(dian)容量1493萬(wan)千(qian)(qian)伏安(an),主網(wang)最大(da)負荷由2745萬(wan)千(qian)(qian)瓦(wa)(wa)(wa)提升至(zhi)4065萬(wan)千(qian)(qian)瓦(wa)(wa)(wa),總(zong)體形(xing)成(cheng)西(xi)電(dian)(dian)(dian)東(dong)送、南北互濟的(de)(de)(de)供(gong)電(dian)(dian)(dian)樞紐格局。北煤(mei)南運(yun)通道浩吉鐵路投(tou)運(yun),年新增運(yun)煤(mei)能(neng)力3000萬(wan)噸(dun)(dun)。華中(zhong)最大(da)的(de)(de)(de)煤(mei)炭(tan)中(zhong)轉平(ping)臺荊州(zhou)煤(mei)炭(tan)鐵水聯運(yun)儲配基地一期(qi)(qi)工程(cheng)建(jian)(jian)(jian)成(cheng),全省(sheng)煤(mei)炭(tan)儲備(bei)能(neng)力達(da)(da)(da)到(dao)1100萬(wan)噸(dun)(dun)。新疆(jiang)煤(mei)制氣(qi)外輸通道一期(qi)(qi)、川氣(qi)東(dong)送增壓(ya)擴(kuo)能(neng)、荊門-襄(xiang)陽(yang)成(cheng)品油管道等(deng)項目建(jian)(jian)(jian)成(cheng),油氣(qi)管道總(zong)里程(cheng)達(da)(da)(da)到(dao)7400公里。武漢(han)安(an)山儲氣(qi)庫擴(kuo)建(jian)(jian)(jian)工程(cheng)、宜(yi)昌力能(neng)儲氣(qi)庫建(jian)(jian)(jian)成(cheng),天然氣(qi)儲備(bei)能(neng)力達(da)(da)(da)到(dao)3.82億(yi)立方米。與陜西(xi)、青海、新疆(jiang)等(deng)能(neng)源資(zi)源大(da)省(sheng)建(jian)(jian)(jian)立了(le)長期(qi)(qi)穩定的(de)(de)(de)能(neng)源資(zi)源供(gong)應渠道。“十三(san)五”前四年全省(sheng)能(neng)源消費總(zong)量年均增長2.8%,2019年達(da)(da)(da)到(dao)1.73億(yi)噸(dun)(dun)標(biao)準煤(mei),2020年受疫情影響下降6.2%,為1.63億(yi)噸(dun)(dun)標(biao)準煤(mei)。2020年全社會用電(dian)(dian)(dian)量2144億(yi)千(qian)(qian)瓦(wa)(wa)(wa)時,“十三(san)五”年均增長5.2%。


清潔低(di)碳進程持(chi)續加快。2020年底全(quan)(quan)省可(ke)再生能(neng)源(yuan)(yuan)發(fa)電(dian)(dian)(dian)(dian)裝(zhuang)機(ji)(ji)達(da)到5066萬千(qian)(qian)(qian)瓦,其中新能(neng)源(yuan)(yuan)裝(zhuang)機(ji)(ji)達(da)到1309萬千(qian)(qian)(qian)瓦,是2015年的5.3倍,可(ke)再生能(neng)源(yuan)(yuan)、新能(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)納電(dian)(dian)(dian)(dian)量(liang)占(zhan)全(quan)(quan)社(she)會用電(dian)(dian)(dian)(dian)量(liang)比(bi)重分別由37%、3.7%提(ti)(ti)升至(zhi)43.2%、9.1%。關閉煤(mei)(mei)礦298處,淘汰(tai)落后產能(neng)2043萬噸。煤(mei)(mei)炭消(xiao)(xiao)(xiao)費占(zhan)一次(ci)能(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)費比(bi)重53.5%,比(bi)2015年下(xia)降(jiang)7.7個(ge)百分點。天(tian)然氣(qi)消(xiao)(xiao)(xiao)費量(liang)61.4億立方米,年均增長7.6%,占(zhan)一次(ci)能(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)費比(bi)重由3.5%提(ti)(ti)升至(zhi)5%。油品質量(liang)全(quan)(quan)面升級(ji),全(quan)(quan)面供應國(guo)六(liu)標準(zhun)(zhun)車(che)用汽柴油。全(quan)(quan)省20萬千(qian)(qian)(qian)瓦級(ji)以上(shang)56臺(tai)大型煤(mei)(mei)電(dian)(dian)(dian)(dian)機(ji)(ji)組(zu)全(quan)(quan)部實現超低(di)排放,關停30臺(tai)總裝(zhuang)機(ji)(ji)70萬千(qian)(qian)(qian)瓦小火電(dian)(dian)(dian)(dian)機(ji)(ji)組(zu),煤(mei)(mei)電(dian)(dian)(dian)(dian)機(ji)(ji)組(zu)平均供電(dian)(dian)(dian)(dian)煤(mei)(mei)耗(hao)下(xia)降(jiang)至(zhi)302克標準(zhun)(zhun)煤(mei)(mei)/千(qian)(qian)(qian)瓦時(shi)。電(dian)(dian)(dian)(dian)能(neng)替(ti)代電(dian)(dian)(dian)(dian)量(liang)達(da)到256億千(qian)(qian)(qian)瓦時(shi),電(dian)(dian)(dian)(dian)能(neng)占(zhan)終端能(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)費比(bi)重由17.2%提(ti)(ti)升至(zhi)20.6%。全(quan)(quan)省單(dan)位地區(qu)生產總值(zhi)(zhi)能(neng)耗(hao)累(lei)計下(xia)降(jiang)18%,單(dan)位地區(qu)生產總值(zhi)(zhi)二(er)氧化碳排放量(liang)累(lei)計下(xia)降(jiang)19.6%。


普遍服務水平(ping)不斷(duan)提(ti)(ti)升(sheng)。提(ti)(ti)前(qian)一(yi)年(nian)完成國(guo)家新(xin)一(yi)輪農(nong)網改造升(sheng)級任務,完成機(ji)井通電(dian)(dian)(dian)、貧困村通動(dong)力(li)電(dian)(dian)(dian),戶(hu)(hu)均配變容量(liang)達(da)到(dao)2.15千伏(fu)安,比2015年(nian)提(ti)(ti)升(sheng)76%,存量(liang)“低(di)電(dian)(dian)(dian)壓(ya)”問題全(quan)部解決,農(nong)村生產生活用電(dian)(dian)(dian)質(zhi)量(liang)大幅(fu)提(ti)(ti)升(sheng)。建(jian)成5646個(ge)總(zong)裝(zhuang)機(ji)123萬(wan)千瓦的光伏(fu)扶貧項目,帶(dai)動(dong)3700個(ge)貧困村、26.75萬(wan)戶(hu)(hu)建(jian)檔立卡(ka)貧困戶(hu)(hu)脫貧。新(xin)能源汽車(che)充(chong)電(dian)(dian)(dian)基礎(chu)設(she)施建(jian)設(she)加快(kuai),全(quan)省(sheng)累計(ji)建(jian)成充(chong)換電(dian)(dian)(dian)站1658座、充(chong)電(dian)(dian)(dian)樁11.3萬(wan)個(ge)。天然氣實現“縣縣通”,通氣鄉鎮比例(li)達(da)到(dao)37%。用能營商環境不斷(duan)改善,用能報裝(zhuang)簡化優化,實行獲得(de)電(dian)(dian)(dian)力(li)“321服務”、獲得(de)用氣“310服務”,高、低(di)壓(ya)用戶(hu)(hu)平(ping)均接電(dian)(dian)(dian)時間由102.2天、4.1天分別壓(ya)減(jian)至34.16天、1.45天。用電(dian)(dian)(dian)成本(ben)持續降(jiang)(jiang)低(di),到(dao)戶(hu)(hu)均價降(jiang)(jiang)至0.6362元/千瓦時,累計(ji)下降(jiang)(jiang)11.5%,大工業(ye)電(dian)(dian)(dian)價、一(yi)般工商業(ye)電(dian)(dian)(dian)價累計(ji)降(jiang)(jiang)幅(fu)分別達(da)到(dao)5.13%、29.52%。


改革(ge)(ge)創(chuang)新深入推(tui)進(jin)。“放(fang)管(guan)(guan)服”改革(ge)(ge)扎(zha)實(shi)(shi)推(tui)進(jin),“一網通辦”全(quan)面落實(shi)(shi),強化事中(zhong)(zhong)事后監管(guan)(guan),能源(yuan)行(xing)業治理初(chu)(chu)步(bu)(bu)實(shi)(shi)現從以項目審批為主轉向(xiang)規劃、政(zheng)策、監管(guan)(guan)、服務并重。電(dian)力(li)市(shi)場體(ti)系初(chu)(chu)步(bu)(bu)建成(cheng),電(dian)力(li)市(shi)場主體(ti)達到4339戶(hu),交易電(dian)量達到703.8億(yi)千瓦(wa)時。推(tui)進(jin)油氣體(ti)制改革(ge)(ge)落實(shi)(shi),上游(you)勘(kan)探開發(fa)加快,管(guan)(guan)網公平接入啟動(dong)。能源(yuan)裝(zhuang)備(bei)創(chuang)新發(fa)展(zhan),擁(yong)有(you)國家(jia)能源(yuan)海洋核動(dong)力(li)平臺、新能源(yuan)接入、煤燃(ran)燒國家(jia)能源(yuan)技(ji)(ji)術研(yan)發(fa)中(zhong)(zhong)心(xin)3家(jia),能源(yuan)行(xing)業國家(jia)工程實(shi)(shi)驗室、國家(jia)地方聯合工程中(zhong)(zhong)心(xin)各(ge)1家(jia),國家(jia)認(ren)定(ding)企(qi)業技(ji)(ji)術中(zhong)(zhong)心(xin)6家(jia),省(sheng)級工程研(yan)究中(zhong)(zhong)心(xin)和企(qi)業技(ji)(ji)術中(zhong)(zhong)心(xin)56家(jia)。海洋核動(dong)力(li)技(ji)(ji)術取(qu)得重大突破,鄂(e)西頁巖氣勘(kan)探開發(fa)取(qu)得積(ji)極進(jin)展(zhan)。油氣鉆采、輸配(pei)電(dian)設備(bei)形成(cheng)較強國內外競爭優勢。氫能“研(yan)發(fa)+制氫+儲運+應(ying)用”全(quan)鏈條發(fa)展(zhan)格(ge)局初(chu)(chu)步(bu)(bu)形成(cheng),建成(cheng)加氫站12座,推(tui)廣應(ying)用氫燃(ran)料電(dian)池車210輛。



(二)面臨的形勢。


從國際看,世界百年未(wei)有(you)之(zhi)大變局(ju)加(jia)(jia)速演變,國際環境日趨復雜,地緣政(zheng)治沖突加(jia)(jia)劇,新冠肺炎(yan)疫情影(ying)響廣泛(fan)深遠,經濟(ji)全球化(hua)(hua)遭(zao)遇逆流。新一輪科技革(ge)命(ming)和產業變革(ge)深入發展(zhan),全球氣候治理呈現新局(ju)面,能(neng)源(yuan)供需版圖深刻變革(ge),能(neng)源(yuan)低碳(tan)化(hua)(hua)、智能(neng)化(hua)(hua)轉型加(jia)(jia)速推進,能(neng)源(yuan)體系和發展(zhan)模式正在進入非(fei)化(hua)(hua)石能(neng)源(yuan)主導的嶄新階(jie)段。


從(cong)國(guo)內看(kan),當前和(he)今后一個時期,我(wo)國(guo)發(fa)展(zhan)仍然處于重要戰略機(ji)遇(yu)期。我(wo)國(guo)已轉向(xiang)高(gao)(gao)質(zhi)量(liang)發(fa)展(zhan)階段(duan),同時發(fa)展(zhan)不(bu)(bu)平衡不(bu)(bu)充分問題仍然突出。保能(neng)(neng)(neng)源(yuan)(yuan)安(an)全任(ren)務和(he)碳達峰(feng)、碳中(zhong)和(he)目標(biao)對能(neng)(neng)(neng)源(yuan)(yuan)高(gao)(gao)質(zhi)量(liang)發(fa)展(zhan)提出了明確而緊迫(po)的(de)要求。我(wo)國(guo)步(bu)入構建現(xian)代能(neng)(neng)(neng)源(yuan)(yuan)體(ti)系的(de)新(xin)(xin)階段(duan),煤炭(tan)為主的(de)化石能(neng)(neng)(neng)源(yuan)(yuan)清潔高(gao)(gao)效(xiao)利用和(he)安(an)全托底保障能(neng)(neng)(neng)力進(jin)一步(bu)加強(qiang),新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)技(ji)術水平和(he)經(jing)濟性大(da)幅(fu)提升,新(xin)(xin)增可(ke)(ke)再生能(neng)(neng)(neng)源(yuan)(yuan)和(he)原料用能(neng)(neng)(neng)不(bu)(bu)納入能(neng)(neng)(neng)源(yuan)(yuan)消費(fei)總量(liang)控制,將(jiang)促進(jin)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)大(da)規模高(gao)(gao)質(zhi)量(liang)發(fa)展(zhan),逐步(bu)對傳統能(neng)(neng)(neng)源(yuan)(yuan)實現(xian)安(an)全可(ke)(ke)靠(kao)替代。

二、總體要求


(一)指導思想。

(二)基本原則。


堅(jian)持多元安(an)全(quan)。統籌發展與安(an)全(quan),通過“內增(zeng)、外引、強(qiang)網、增(zeng)儲(chu)(chu)”,優(you)化能(neng)(neng)源布局和(he)結構。提高省內能(neng)(neng)源自給能(neng)(neng)力,加強(qiang)省際能(neng)(neng)源合(he)作,推(tui)進能(neng)(neng)源輸送通道建設(she),提升能(neng)(neng)源儲(chu)(chu)備(bei)調節能(neng)(neng)力,加強(qiang)風(feng)險(xian)防范應對(dui),切(qie)實保(bao)障能(neng)(neng)源供(gong)應安(an)全(quan)。


堅(jian)持(chi)綠(lv)色發(fa)(fa)展。供(gong)給與消費(fei)兩端發(fa)(fa)力(li),推(tui)進(jin)“加新、控煤、穩油、增氣(qi)”,加快能源(yuan)綠(lv)色低(di)碳(tan)(tan)轉型。堅(jian)持(chi)先立后破(po),大力(li)發(fa)(fa)展非化(hua)石(shi)能源(yuan),建設以新能源(yuan)為主體的(de)新型電力(li)系統,推(tui)進(jin)化(hua)石(shi)能源(yuan)清(qing)(qing)潔高效利用,加快終(zhong)端用能清(qing)(qing)潔替代(dai),提高能源(yuan)綜合利用效率。優化(hua)完善能耗“雙控”制度,加快形成節能提效降碳(tan)(tan)的(de)激(ji)勵約束機(ji)制。


堅持創新驅動(dong)。充分發(fa)揮科技(ji)(ji)(ji)創新引領作用,加快(kuai)能(neng)源(yuan)新技(ji)(ji)(ji)術(shu)(shu)推(tui)廣(guang)應用和關(guan)鍵核心技(ji)(ji)(ji)術(shu)(shu)攻關(guan),著力(li)(li)推(tui)動(dong)技(ji)(ji)(ji)術(shu)(shu)創新、產(chan)業創新、商(shang)業模式創新,提升能(neng)源(yuan)技(ji)(ji)(ji)術(shu)(shu)水(shui)平和產(chan)業競爭力(li)(li)。構建智(zhi)慧能(neng)源(yuan)系(xi)統,推(tui)動(dong)能(neng)源(yuan)與信息技(ji)(ji)(ji)術(shu)(shu)深度融合(he),推(tui)進源(yuan)網荷儲協調發(fa)展。


堅(jian)持市(shi)場(chang)導向。充分發揮市(shi)場(chang)在資源配置中的決定性作用,更好(hao)發揮政府(fu)作用,構(gou)建(jian)公平開(kai)放、有效競(jing)爭(zheng)的能(neng)源市(shi)場(chang)體(ti)系,擴(kuo)大市(shi)場(chang)準入(ru),鼓(gu)勵各(ge)類投資主體(ti)有序進入(ru)能(neng)源領域(yu)公平競(jing)爭(zheng),加強市(shi)場(chang)監(jian)管(guan)與服務,營造良好(hao)市(shi)場(chang)環境。


堅持服(fu)務(wu)(wu)民(min)(min)生。加(jia)快補齊城鄉能(neng)源基礎設施短(duan)板弱項,強(qiang)化民(min)(min)生領域用(yong)能(neng)保障,優化用(yong)能(neng)營(ying)商環境,提高(gao)能(neng)源普(pu)遍服(fu)務(wu)(wu)水(shui)平,滿(man)足人民(min)(min)群眾美好生活對電力、天然氣等清(qing)潔能(neng)源需(xu)求,讓人民(min)(min)共享能(neng)源高(gao)質量發展紅利。


(三)發展目標。


展(zhan)望2035年,能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)高質量發展(zhan)取得決定性(xing)進展(zhan),以(yi)新能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)為主體的(de)(de)新型電力系(xi)(xi)統建(jian)設(she)取得實(shi)質性(xing)成(cheng)效,基(ji)本建(jian)成(cheng)清潔低碳、安全(quan)高效的(de)(de)現代能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)系(xi)(xi)統,能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)安全(quan)保障能(neng)(neng)(neng)力大幅(fu)提(ti)升。綠色(se)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)生產和消費(fei)方式廣泛形成(cheng),可再生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)裝機占(zhan)比(bi)達到70%以(yi)上(shang)(shang),非化(hua)石能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消費(fei)比(bi)重(zhong)在2030年達到25%的(de)(de)基(ji)礎上(shang)(shang)進一(yi)步大幅(fu)提(ti)升,新增能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)需求全(quan)部通過清潔能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)滿足(zu),能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消費(fei)碳排放(fang)系(xi)(xi)數顯著降低,碳排放(fang)總量達峰后穩中有降。能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)治理體系(xi)(xi)和治理能(neng)(neng)(neng)力現代化(hua)基(ji)本實(shi)現,支撐(cheng)美麗(li)湖北(bei)基(ji)本建(jian)成(cheng)。


錨定2035年遠景(jing)目標,“十四(si)五”全省能源(yuan)發展主要目標是:


供(gong)應保障。省內能(neng)(neng)(neng)源綜合(he)生產能(neng)(neng)(neng)力(li)超過6000萬(wan)噸標(biao)準煤(mei),發(fa)電裝機達到11400萬(wan)千瓦,特高壓(ya)外電輸入(ru)能(neng)(neng)(neng)力(li)1300萬(wan)千瓦,油氣管道(dao)總里(li)程達到8900公里(li),儲(chu)氣能(neng)(neng)(neng)力(li)達到6.5億立方米,煤(mei)炭儲(chu)備(bei)能(neng)(neng)(neng)力(li)達到1600萬(wan)噸。武漢城(cheng)市(shi)電網達到世(shi)界一流水平。


綠色(se)轉型(xing)。以新(xin)能(neng)(neng)源(yuan)為主體(ti)的新(xin)型(xing)電(dian)力(li)系統加(jia)快構(gou)建,清潔能(neng)(neng)源(yuan)成為能(neng)(neng)源(yuan)消費(fei)(fei)增(zeng)量(liang)(liang)的主體(ti),全省新(xin)增(zeng)用電(dian)量(liang)(liang)的50%由新(xin)增(zeng)可再(zai)生能(neng)(neng)源(yuan)電(dian)量(liang)(liang)提(ti)供(gong),非化石能(neng)(neng)源(yuan)占能(neng)(neng)源(yuan)消費(fei)(fei)比(bi)重(zhong)(zhong)提(ti)高(gao)到(dao)20%以上,煤炭占能(neng)(neng)源(yuan)消費(fei)(fei)比(bi)重(zhong)(zhong)降低(di)至51%左(zuo)右,天然(ran)氣(qi)占能(neng)(neng)源(yuan)消費(fei)(fei)比(bi)重(zhong)(zhong)達(da)到(dao)7%左(zuo)右,單位地區生產總值二(er)氧化碳排放下降完成國家下達(da)目標。


節能(neng)增效。單位地區(qu)生(sheng)產總(zong)值能(neng)耗(hao)下降14%以(yi)上,煤電機組平均供(gong)電煤耗(hao)降至297克標準煤/千(qian)瓦時左右(you)(you),電網(wang)線(xian)損率(lv)控制在(zai)5%以(yi)內。能(neng)源系統(tong)靈活(huo)性顯(xian)著增強,靈活(huo)調節電源占比達到25%左右(you)(you),電力(li)(li)需(xu)求側響應能(neng)力(li)(li)達到最大用電負荷的5%左右(you)(you)。


普(pu)遍(bian)服務(wu)。城鄉人民生產生活能(neng)源(yuan)供(gong)應(ying)保障能(neng)力和(he)服務(wu)質量進(jin)一步提高,電(dian)力和(he)天然氣(qi)季節性、時(shi)段(duan)性供(gong)需(xu)矛盾得到(dao)顯著(zhu)緩解,人均生活用(yong)電(dian)量達到(dao)950千瓦時(shi)以(yi)上,城鄉能(neng)源(yuan)基(ji)礎(chu)設施均衡發展,供(gong)電(dian)可靠率(lv)和(he)電(dian)壓合格率(lv)進(jin)一步提升,天然氣(qi)覆(fu)蓋范圍進(jin)一步擴大(da),清(qing)潔能(neng)源(yuan)開(kai)發利用(yong)成為(wei)鄉村(cun)振興(xing)的重要動(dong)力。


改革創新(xin)。能源關鍵技術(shu)和裝備取(qu)得重(zhong)點(dian)突破(po),產業技術(shu)體(ti)系和規(gui)模邁上新(xin)臺階,智慧能源、數字(zi)能源發(fa)展取(qu)得重(zhong)要進(jin)展。電(dian)力、油氣體(ti)制改革全(quan)面深化,電(dian)力市場(chang)體(ti)系進(jin)一(yi)步完善(shan),電(dian)力現貨市場(chang)基本(ben)建成,油氣管網實現向第三方(fang)市場(chang)主體(ti)公平開放,市場(chang)決定性作用得到充分(fen)發(fa)揮。



三、重點任務


(一)建(jian)設安全多(duo)元能源供(gong)給體系。


全面推進能源(yuan)供給革命,落(luo)實碳(tan)達峰目標要(yao)求(qiu),以(yi)非(fei)化石能源(yuan)為重點(dian),加強多元供應(ying)保障。超前研判能源(yuan)需求(qiu)走(zou)勢,未(wei)雨綢繆、防患未(wei)然(ran),圍(wei)繞(rao)“內增(zeng)”提升省內供應(ying)能力(li),圍(wei)繞(rao)“外(wai)引(yin)”爭取省外(wai)優質資源(yuan),合理規劃發展節(jie)奏和布局。


1.大力發展非化(hua)石能源。


大規模(mo)發(fa)(fa)(fa)(fa)(fa)展光(guang)伏(fu)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)、風(feng)(feng)(feng)電(dian)(dian)(dian)。綜合考(kao)慮資源(yuan)(yuan)稟賦、生態環(huan)境承載(zai)力(li)、電(dian)(dian)(dian)網消納特(te)點,堅持集中式(shi)和(he)分布式(shi)并舉(ju)、多(duo)元(yuan)發(fa)(fa)(fa)(fa)(fa)展和(he)多(duo)能互補并行的(de)發(fa)(fa)(fa)(fa)(fa)展模(mo)式(shi)。加快布局建(jian)設風(feng)(feng)(feng)光(guang)水火儲(chu)一(yi)體化百(bai)萬(wan)千瓦(wa)新(xin)能源(yuan)(yuan)基地,構(gou)建(jian)區(qu)域(yu)綜合能源(yuan)(yuan)供應體系,提高能源(yuan)(yuan)供應效率和(he)穩定性。大力(li)推進“新(xin)能源(yuan)(yuan)+”項目(mu)建(jian)設,積極探索源(yuan)(yuan)網荷儲(chu)一(yi)體化和(he)風(feng)(feng)(feng)光(guang)水火互補開發(fa)(fa)(fa)(fa)(fa)模(mo)式(shi)。積極推進“光(guang)伏(fu)+”發(fa)(fa)(fa)(fa)(fa)展模(mo)式(shi),大力(li)支(zhi)持分布式(shi)光(guang)伏(fu)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)應用。有序推進集中式(shi)風(feng)(feng)(feng)電(dian)(dian)(dian)項目(mu)建(jian)設,加快推進分散式(shi)風(feng)(feng)(feng)電(dian)(dian)(dian)項目(mu)開發(fa)(fa)(fa)(fa)(fa)。分別新(xin)增光(guang)伏(fu)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)、風(feng)(feng)(feng)電(dian)(dian)(dian)裝機1500、500萬(wan)千瓦(wa),2025年(nian)光(guang)伏(fu)、風(feng)(feng)(feng)電(dian)(dian)(dian)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)總(zong)裝機達到3200萬(wan)千瓦(wa),年(nian)發(fa)(fa)(fa)(fa)(fa)電(dian)(dian)(dian)量400億千瓦(wa)時。


統(tong)籌(chou)推(tui)進水(shui)(shui)電(dian)(dian)(dian)保護性發展。堅持生(sheng)態優先,水(shui)(shui)電(dian)(dian)(dian)開發與環境保護相協調(diao),推(tui)進漢江(jiang)、清江(jiang)、溇水(shui)(shui)等流域(yu)水(shui)(shui)電(dian)(dian)(dian)項目(mu)建設,建成碾(nian)盤(pan)山、新(xin)集等水(shui)(shui)電(dian)(dian)(dian)項目(mu)。積(ji)極推(tui)進小水(shui)(shui)電(dian)(dian)(dian)綠色(se)轉型(xing),促進流域(yu)生(sheng)態恢(hui)復(fu)。新(xin)增常規水(shui)(shui)電(dian)(dian)(dian)裝機(ji)50萬(wan)千(qian)瓦,2025年水(shui)(shui)電(dian)(dian)(dian)裝機(ji)達(da)到3800萬(wan)千(qian)瓦。



因(yin)地制宜開(kai)發(fa)(fa)利(li)用(yong)(yong)生物(wu)質(zhi)能(neng)。按照(zhao)因(yin)地制宜、清潔高效、多(duo)(duo)元利(li)用(yong)(yong)的原(yuan)則,結合(he)資源和環境條件,開(kai)發(fa)(fa)利(li)用(yong)(yong)生物(wu)質(zhi)能(neng)。在(zai)工業園(yuan)區(qu)、開(kai)發(fa)(fa)區(qu)、產業園(yuan)區(qu)等熱(re)負荷需求(qiu)集中的地區(qu),穩步推(tui)進生物(wu)質(zhi)熱(re)電(dian)聯產。綜合(he)考慮垃圾產量、運(yun)輸距離、環境保護(hu)等因(yin)素,合(he)理(li)布局(ju)生活(huo)垃圾焚燒(shao)電(dian)廠(chang)。推(tui)廣生物(wu)質(zhi)多(duo)(duo)元化利(li)用(yong)(yong),支持(chi)生物(wu)天然氣(qi)工程建設(she),積極發(fa)(fa)展(zhan)生物(wu)質(zhi)鍋爐(lu)供(gong)熱(re),鼓勵開(kai)展(zhan)生物(wu)質(zhi)與燃(ran)煤耦合(he)發(fa)(fa)電(dian)。新增生物(wu)質(zhi)發(fa)(fa)電(dian)裝機50萬千(qian)瓦,2025年生物(wu)質(zhi)發(fa)(fa)電(dian)裝機達160萬千(qian)瓦。


積(ji)極推(tui)進地(di)(di)熱(re)(re)(re)(re)能開(kai)發利用(yong)。加強(qiang)地(di)(di)熱(re)(re)(re)(re)資(zi)(zi)源勘查,在江漢盆地(di)(di)、南襄盆地(di)(di)、武漢新洲、黃岡英(ying)山等地(di)(di)區開(kai)展地(di)(di)熱(re)(re)(re)(re)能資(zi)(zi)源勘查、試驗、評價。積(ji)極推(tui)進地(di)(di)熱(re)(re)(re)(re)能多元融合(he)發展,在武漢、襄陽、宜昌(chang)、十堰等地(di)(di)區,積(ji)極推(tui)廣(guang)淺層地(di)(di)熱(re)(re)(re)(re)能供暖(nuan)和(he)制冷應用(yong)。積(ji)極探索中深(shen)層地(di)(di)熱(re)(re)(re)(re)能綜合(he)利用(yong)形(xing)式(shi)和(he)市場運營模式(shi)。新增地(di)(di)熱(re)(re)(re)(re)能供冷供熱(re)(re)(re)(re)應用(yong)建筑(zhu)面積(ji)1900萬(wan)(wan)平方米,2025年達到5000萬(wan)(wan)平方米。


2.強化(hua)煤(mei)炭電力安全托底保障。


加強煤(mei)(mei)(mei)炭供應(ying)(ying)合作。加強與陜西(xi)、山(shan)西(xi)、內蒙古等煤(mei)(mei)(mei)炭資(zi)源大省戰略(lve)合作,強化(hua)與國家能源集團(tuan)、陜煤(mei)(mei)(mei)集團(tuan)、山(shan)東能源集團(tuan)等產煤(mei)(mei)(mei)企(qi)業合作,組織企(qi)業積極參與國內煤(mei)(mei)(mei)炭市場交易,推(tui)進中(zhong)長期合同履約,保障優(you)質煤(mei)(mei)(mei)源供應(ying)(ying)。依托荊州煤(mei)(mei)(mei)炭鐵(tie)水聯(lian)運儲配基地,建(jian)設武(wu)漢(華中(zhong))煤(mei)(mei)(mei)炭交易中(zhong)心(xin),打造(zao)面向(xiang)“兩湖一(yi)江”的(de)煤(mei)(mei)(mei)炭中(zhong)轉、交易、配置和應(ying)(ying)急儲備供應(ying)(ying)保障平臺(tai)。


有(you)序(xu)發(fa)(fa)展(zhan)(zhan)清(qing)潔火(huo)電(dian)。更(geng)好發(fa)(fa)揮煤(mei)(mei)電(dian)基礎兜底作用,根據電(dian)力安全穩定供應需要,有(you)序(xu)推進已(yi)納入國家(jia)規劃的大容量(liang)、高參數、超超臨界燃煤(mei)(mei)機組項目建設,保持系統(tong)安全穩定運行必需的合理裕度(du)。在(zai)有(you)條(tiao)件的工業(ye)園區、開發(fa)(fa)區,合理規劃布(bu)局發(fa)(fa)展(zhan)(zhan)熱(re)電(dian)聯產(chan)集中供熱(re)項目。在(zai)有(you)條(tiao)件的開發(fa)(fa)區、中心商務區、公共建筑或商業(ye)綜合體發(fa)(fa)展(zhan)(zhan)天(tian)然氣熱(re)電(dian)聯產(chan)和分布(bu)式能源項目,重點發(fa)(fa)展(zhan)(zhan)冷(leng)熱(re)電(dian)多聯供。支持高爐煤(mei)(mei)氣、余(yu)熱(re)余(yu)壓(ya)余(yu)氣發(fa)(fa)電(dian)。


3.拓(tuo)展油氣(qi)供(gong)應渠(qu)道。


構建(jian)多元天然(ran)氣(qi)(qi)(qi)供(gong)應格局。加(jia)強與(yu)中(zhong)石油、中(zhong)石化、中(zhong)海油和國家管網集團合(he)作(zuo),全面實行天然(ran)氣(qi)(qi)(qi)購(gou)銷合(he)同管理,擴(kuo)大(da)對(dui)湖北省天然(ran)氣(qi)(qi)(qi)資源供(gong)應規模。積極引進沿海LNG資源。鼓勵燃(ran)氣(qi)(qi)(qi)企(qi)業、儲(chu)氣(qi)(qi)(qi)設(she)施經營企(qi)業通過天然(ran)氣(qi)(qi)(qi)交易中(zhong)心(xin)線上競拍(pai)、LNG市場(chang)采購(gou)等方(fang)式獲得天然(ran)氣(qi)(qi)(qi)資源。統籌頁巖氣(qi)(qi)(qi)勘(kan)探(tan)開(kai)發(fa)與(yu)生態(tai)環(huan)境保護,推(tui)進鄂西(xi)頁巖氣(qi)(qi)(qi)勘(kan)探(tan)開(kai)發(fa)綜(zong)合(he)示范區(qu)建(jian)設(she),加(jia)快宜昌、恩施地區(qu)頁巖氣(qi)(qi)(qi)勘(kan)探(tan)開(kai)發(fa),2025年(nian)頁巖氣(qi)(qi)(qi)產(chan)能達到20億立方(fang)米/年(nian)。


積極推(tui)進煉(lian)油(you)企業升級改造(zao)。落實(shi)長江大保護要(yao)求,按照“產能(neng)置換、減油(you)增化(hua)”等原則(ze),謀(mou)劃推(tui)進武漢中(zhong)韓(han)石(shi)化(hua)煉(lian)油(you)搬(ban)遷改造(zao)、荊門石(shi)化(hua)擴能(neng)改造(zao)、潛江金澳油(you)品質量升級改造(zao),打(da)造(zao)煉(lian)化(hua)一體產業集群(qun)。


(二)建設集(ji)約(yue)高效能源輸送儲(chu)備體(ti)系。


適應(ying)新(xin)型電(dian)力(li)(li)系統發展需要,統籌高比例新(xin)能(neng)源發展和(he)電(dian)力(li)(li)安全穩(wen)定供應(ying),加快電(dian)網設施升(sheng)(sheng)(sheng)級和(he)智能(neng)調度運(yun)行水(shui)平提升(sheng)(sheng)(sheng),建(jian)成(cheng)“送受并舉、東西互濟、智能(neng)高效”的堅強(qiang)電(dian)網,打造(zao)全國(guo)電(dian)網聯網樞紐。推(tui)進天然(ran)氣(qi)主干(gan)管(guan)網互聯互通,打造(zao)全國(guo)天然(ran)氣(qi)管(guan)網樞紐。提升(sheng)(sheng)(sheng)煤炭儲(chu)配能(neng)力(li)(li),打造(zao)“兩湖一江”煤炭物流樞紐。形成(cheng)基地(庫)+地方政府、企(qi)業共建(jian)的“1+N”多維綜(zong)合能(neng)源儲(chu)備體系,提升(sheng)(sheng)(sheng)能(neng)源運(yun)行調節(jie)和(he)風險(xian)防范能(neng)力(li)(li)。


1.建設堅強智能電網。


建(jian)成交(jiao)(jiao)(jiao)直流(liu)(liu)互(hu)備的特(te)(te)高(gao)(gao)壓(ya)(ya)(ya)電(dian)網(wang)。建(jian)成陜北-湖北±800千(qian)伏(fu)(fu)特(te)(te)高(gao)(gao)壓(ya)(ya)(ya)直流(liu)(liu)輸(shu)電(dian)工程(cheng)、金上-湖北±800千(qian)伏(fu)(fu)特(te)(te)高(gao)(gao)壓(ya)(ya)(ya)直流(liu)(liu)輸(shu)電(dian)工程(cheng),加(jia)快荊門(men)-武漢等特(te)(te)高(gao)(gao)壓(ya)(ya)(ya)交(jiao)(jiao)(jiao)流(liu)(liu)環網(wang)、黃石(shi)1000千(qian)伏(fu)(fu)特(te)(te)高(gao)(gao)壓(ya)(ya)(ya)交(jiao)(jiao)(jiao)流(liu)(liu)輸(shu)變電(dian)工程(cheng)建(jian)設(she)。到2025年,建(jian)成1000千(qian)伏(fu)(fu)特(te)(te)高(gao)(gao)壓(ya)(ya)(ya)變電(dian)站3座、變電(dian)容量2100萬(wan)千(qian)伏(fu)(fu)安,±800千(qian)伏(fu)(fu)特(te)(te)高(gao)(gao)壓(ya)(ya)(ya)直流(liu)(liu)換流(liu)(liu)站2座、容量1600萬(wan)千(qian)瓦。


提(ti)升城(cheng)(cheng)市(shi)供電(dian)能力。圍繞(rao)(rao)外電(dian)疏散、三峽留存、電(dian)源接入、斷面卡口、網(wang)間(jian)聯絡(luo),建設一(yi)批500千(qian)伏、220千(qian)伏主(zhu)(zhu)網(wang)工(gong)程,形成(cheng)鄂(e)東負荷中(zhong)心(武漢、黃石、黃岡(gang)、孝感、咸寧)、鄂(e)西(xi)北(襄陽、十堰、隨州、神農(nong)架)和(he)(he)鄂(e)中(zhong)西(xi)(宜昌(chang)(chang)、荊州、荊門(men)(men)、恩施(shi)、仙桃、潛江、天門(men)(men))分(fen)區分(fen)片(pian)的保(bao)供體系(xi),服務(wu)“一(yi)主(zhu)(zhu)引領、兩翼(yi)驅動(dong)、全域協同”區域發展布局。圍繞(rao)(rao)工(gong)業園區和(he)(he)重大(da)項(xiang)目用電(dian)需求、城(cheng)(cheng)市(shi)老舊(jiu)小區改造、分(fen)布式(shi)電(dian)源廣泛接入、電(dian)動(dong)汽車和(he)(he)數據中(zhong)心等新型負荷發展需求,推進城(cheng)(cheng)市(shi)配電(dian)網(wang)改造升級(ji)。武漢市(shi)建成(cheng)世界一(yi)流(liu)城(cheng)(cheng)市(shi)電(dian)網(wang),襄陽、宜昌(chang)(chang)城(cheng)(cheng)市(shi)電(dian)網(wang)達到國(guo)內同等城(cheng)(cheng)市(shi)先進水平,其他城(cheng)(cheng)市(shi)電(dian)網(wang)供電(dian)水平明(ming)顯提(ti)升。新增變電(dian)容量6000萬(wan)千(qian)伏安、各(ge)電(dian)壓等級(ji)線(xian)路7000公里(li)以上(shang)。


鞏固提(ti)(ti)升農(nong)(nong)村(cun)(cun)(cun)(cun)電(dian)網(wang)。進一步優化農(nong)(nong)村(cun)(cun)(cun)(cun)配(pei)電(dian)網(wang)網(wang)架結構(gou),提(ti)(ti)升配(pei)電(dian)自(zi)動化水平,實(shi)現(xian)配(pei)電(dian)通信網(wang)全覆蓋,加快(kuai)老舊設(she)備(bei)更新,全面解(jie)決“卡脖(bo)子”“低(di)電(dian)壓”等(deng)突出問(wen)題,不(bu)斷提(ti)(ti)升農(nong)(nong)村(cun)(cun)(cun)(cun)生產生活供(gong)電(dian)服務質量,為(wei)農(nong)(nong)村(cun)(cun)(cun)(cun)新能源(yuan)汽車(che)、鄉村(cun)(cun)(cun)(cun)旅游、農(nong)(nong)產品(pin)加工(gong)、農(nong)(nong)村(cun)(cun)(cun)(cun)現(xian)代物(wu)流等(deng)新型農(nong)(nong)村(cun)(cun)(cun)(cun)產業(ye)和鄉村(cun)(cun)(cun)(cun)振興(xing)提(ti)(ti)供(gong)堅強電(dian)力保障(zhang)。到(dao)2025年,全省農(nong)(nong)村(cun)(cun)(cun)(cun)配(pei)電(dian)網(wang)達(da)(da)(da)到(dao)中部(bu)省份(fen)領先水平,供(gong)電(dian)可(ke)靠(kao)率達(da)(da)(da)到(dao)99.915%,綜合電(dian)壓合格(ge)率達(da)(da)(da)到(dao)99.85%,農(nong)(nong)村(cun)(cun)(cun)(cun)居民戶均(jun)配(pei)變容量達(da)(da)(da)到(dao)2.8千伏安以上。


加強電(dian)(dian)(dian)網(wang)(wang)運行調(diao)度和(he)(he)(he)新(xin)能(neng)源(yuan)消納能(neng)力(li)(li)建設。按照(zhao)分層分區、安全(quan)高效(xiao)原則(ze),推(tui)進主網(wang)(wang)架向“合理分區、柔(rou)性互(hu)聯、安全(quan)可(ke)控(kong)(kong)、開(kai)放(fang)互(hu)濟”的(de)形(xing)態轉變,配電(dian)(dian)(dian)網(wang)(wang)向交直流混合柔(rou)性電(dian)(dian)(dian)網(wang)(wang)+智能(neng)微電(dian)(dian)(dian)網(wang)(wang)等多種形(xing)式(shi)協(xie)同發展(zhan)。全(quan)面推(tui)動(dong)(dong)新(xin)型電(dian)(dian)(dian)力(li)(li)技術應用和(he)(he)(he)運行模式(shi)創新(xin),優(you)化(hua)電(dian)(dian)(dian)網(wang)(wang)安穩控(kong)(kong)制系統(tong)配置,提升(sheng)(sheng)電(dian)(dian)(dian)壓、頻率調(diao)節支撐(cheng)能(neng)力(li)(li),發展(zhan)柔(rou)性直流輸電(dian)(dian)(dian),全(quan)面提升(sheng)(sheng)電(dian)(dian)(dian)網(wang)(wang)開(kai)放(fang)接入、靈活控(kong)(kong)制和(he)(he)(he)抗擾動(dong)(dong)能(neng)力(li)(li)。統(tong)籌一次網(wang)(wang)架、設備和(he)(he)(he)通(tong)信網(wang)(wang),提升(sheng)(sheng)電(dian)(dian)(dian)網(wang)(wang)資源(yuan)配置能(neng)力(li)(li)和(he)(he)(he)智能(neng)化(hua)水(shui)平(ping),提升(sheng)(sheng)新(xin)能(neng)源(yuan)并網(wang)(wang)友好性,推(tui)動(dong)(dong)調(diao)度運行智能(neng)化(hua)扁平(ping)化(hua)。推(tui)動(dong)(dong)電(dian)(dian)(dian)網(wang)(wang)更(geng)好適(shi)應大(da)(da)規模高比例新(xin)能(neng)源(yuan)發展(zhan),增(zeng)強電(dian)(dian)(dian)網(wang)(wang)就地平(ping)衡能(neng)力(li)(li),大(da)(da)力(li)(li)發展(zhan)以消納新(xin)能(neng)源(yuan)為主的(de)微電(dian)(dian)(dian)網(wang)(wang)、局域網(wang)(wang),實(shi)現與大(da)(da)電(dian)(dian)(dian)網(wang)(wang)兼容(rong)互(hu)補(bu)。



2.完善油氣輸送通道。


推進(jin)天(tian)然(ran)氣(qi)(qi)管(guan)網建設(she)與互聯互通。加(jia)快(kuai)建設(she)西氣(qi)(qi)東輸(shu)三(san)線中段(duan)、川氣(qi)(qi)東送二(er)線湖北段(duan)等(deng)國(guo)家主(zhu)干天(tian)然(ran)氣(qi)(qi)管(guan)道(dao),推進(jin)內河LNG船舶運(yun)輸(shu)和LNG罐(guan)箱多(duo)式(shi)聯運(yun),構建“四(si)縱(zong)三(san)橫一通道(dao)”天(tian)然(ran)氣(qi)(qi)輸(shu)送體系,匯集西氣(qi)(qi)東輸(shu)、川氣(qi)(qi)東送、南氣(qi)(qi)北調、海氣(qi)(qi)進(jin)江資源,形成(cheng)四(si)方(fang)來氣(qi)(qi)的(de)供應格局。推進(jin)省(sheng)內支線、聯絡線和儲氣(qi)(qi)設(she)施接入城市(shi)管(guan)網管(guan)道(dao)建設(she)。加(jia)快(kuai)管(guan)網向(xiang)偏遠(yuan)地區、鄉鎮延伸(shen)。新增天(tian)然(ran)氣(qi)(qi)管(guan)網里程1300公(gong)里。推動天(tian)然(ran)氣(qi)(qi)管(guan)網等(deng)基礎設(she)施向(xiang)第三(san)方(fang)市(shi)場主(zhu)體公(gong)平開放。壓減(jian)供氣(qi)(qi)輸(shu)配(pei)環(huan)節,取消沒有實(shi)質(zhi)性管(guan)道(dao)投入的(de)“背(bei)靠背(bei)”接收(shou)站。


加(jia)快(kuai)輸(shu)油(you)管(guan)(guan)道(dao)(dao)建設。推進三峽(xia)翻壩運輸(shu)成品(pin)油(you)管(guan)(guan)道(dao)(dao)建設,緩解(jie)三峽(xia)水運壓力。加(jia)快(kuai)監利—潛江輸(shu)油(you)管(guan)(guan)道(dao)(dao)建設,推進魏荊原油(you)管(guan)(guan)道(dao)(dao)升級改造工程實施,提高油(you)品(pin)供應保障能力。新增輸(shu)油(you)管(guan)(guan)道(dao)(dao)里(li)程200公里(li)。



3.增強能源儲備(bei)調節能力(li)。


提升電(dian)(dian)力(li)系(xi)統靈(ling)活調節(jie)能(neng)(neng)(neng)力(li)。對全省(sheng)大型(xing)煤電(dian)(dian)機組(zu)全面實施(shi)靈(ling)活性改造(zao),挖掘潛力(li)參與深度調峰,原則上(shang)新建煤電(dian)(dian)機組(zu)全部具備(bei)靈(ling)活調節(jie)能(neng)(neng)(neng)力(li)。在氣(qi)(qi)源(yuan)有(you)保(bao)(bao)障、氣(qi)(qi)價可承受、調峰需求大的負(fu)荷中心,適度布局天然氣(qi)(qi)調峰機組(zu),積極探(tan)索氣(qi)(qi)電(dian)(dian)與新能(neng)(neng)(neng)源(yuan)發電(dian)(dian)融合發展(zhan)。有(you)序推(tui)進規劃內抽(chou)水(shui)(shui)(shui)蓄(xu)能(neng)(neng)(neng)電(dian)(dian)站(zhan)建設(she)(she),開工建設(she)(she)羅田平坦原、通山大幕山等5個以(yi)上(shang)抽(chou)水(shui)(shui)(shui)蓄(xu)能(neng)(neng)(neng)電(dian)(dian)站(zhan),利(li)用(yong)現有(you)梯(ti)級水(shui)(shui)(shui)電(dian)(dian)站(zhan)規劃布局一(yi)批(pi)抽(chou)水(shui)(shui)(shui)蓄(xu)能(neng)(neng)(neng)電(dian)(dian)站(zhan)。在落實生態(tai)保(bao)(bao)護要求基礎上(shang),建立抽(chou)水(shui)(shui)(shui)蓄(xu)能(neng)(neng)(neng)電(dian)(dian)站(zhan)站(zhan)址資(zi)(zi)源(yuan)目錄(lu),做好站(zhan)址保(bao)(bao)護。結合風電(dian)(dian)和(he)(he)光伏發電(dian)(dian)出力(li)特(te)性、電(dian)(dian)網接入和(he)(he)消納條件,推(tui)進一(yi)批(pi)風光水(shui)(shui)(shui)火儲(chu)(chu)(chu)一(yi)體(ti)化、源(yuan)網荷儲(chu)(chu)(chu)一(yi)體(ti)化項目。推(tui)動儲(chu)(chu)(chu)能(neng)(neng)(neng)技(ji)術應用(yong),建設(she)(she)一(yi)批(pi)集中式儲(chu)(chu)(chu)能(neng)(neng)(neng)電(dian)(dian)站(zhan),引導電(dian)(dian)源(yuan)側、電(dian)(dian)網側和(he)(he)用(yong)戶側儲(chu)(chu)(chu)能(neng)(neng)(neng)建設(she)(she),鼓勵(li)社會資(zi)(zi)本(ben)投資(zi)(zi)儲(chu)(chu)(chu)能(neng)(neng)(neng)設(she)(she)施(shi)。



加快油(you)氣(qi)(qi)儲(chu)(chu)(chu)備(bei)(bei)能(neng)(neng)力建(jian)設(she)(she)。堅持規模化(hua)、集約化(hua)建(jian)設(she)(she)運營原則,鼓勵各類主體(ti)投資(zi)建(jian)設(she)(she)儲(chu)(chu)(chu)氣(qi)(qi)設(she)(she)施(shi),加快構建(jian)以地下鹽(yan)穴儲(chu)(chu)(chu)氣(qi)(qi)庫(ku)、沿江(jiang)(jiang)LNG儲(chu)(chu)(chu)運站(zhan)和(he)大(da)(da)中型(xing)LNG儲(chu)(chu)(chu)罐為(wei)主,地方(fang)(fang)小型(xing)應急儲(chu)(chu)(chu)氣(qi)(qi)設(she)(she)施(shi)為(wei)輔,管網(wang)互(hu)聯互(hu)通為(wei)支(zhi)撐(cheng)的儲(chu)(chu)(chu)氣(qi)(qi)體(ti)系。制(zhi)定(ding)落實(shi)儲(chu)(chu)(chu)氣(qi)(qi)能(neng)(neng)力建(jian)設(she)(she)實(shi)施(shi)方(fang)(fang)案,重(zhong)點(dian)推(tui)進潛江(jiang)(jiang)地下鹽(yan)穴儲(chu)(chu)(chu)氣(qi)(qi)庫(ku),武漢白滸山和(he)黃岡等地LNG儲(chu)(chu)(chu)氣(qi)(qi)庫(ku)建(jian)設(she)(she),形成潛江(jiang)(jiang)、武漢、黃岡三大(da)(da)儲(chu)(chu)(chu)氣(qi)(qi)基地。組(zu)織各地及城鎮燃氣(qi)(qi)企(qi)業加強與省(sheng)內外重(zhong)點(dian)儲(chu)(chu)(chu)氣(qi)(qi)設(she)(she)施(shi)合作(zuo),優先依托屬地及周邊(bian)“大(da)(da)庫(ku)大(da)(da)站(zhan)”履(lv)行(xing)儲(chu)(chu)(chu)氣(qi)(qi)責任(ren)(ren),支(zhi)持不(bu)具備(bei)(bei)建(jian)設(she)(she)條(tiao)件的地方(fang)(fang)和(he)城鎮燃氣(qi)(qi)企(qi)業以租賃(lin)、購買方(fang)(fang)式完成儲(chu)(chu)(chu)氣(qi)(qi)能(neng)(neng)力建(jian)設(she)(she)目標任(ren)(ren)務,到(dao)2025年(nian)全(quan)省(sheng)儲(chu)(chu)(chu)氣(qi)(qi)能(neng)(neng)力達(da)到(dao)6.5億立方(fang)(fang)米。按照(zhao)國(guo)家(jia)要求,落實(shi)地方(fang)(fang)政府(fu)成品油(you)儲(chu)(chu)(chu)備(bei)(bei)和(he)企(qi)業社會責任(ren)(ren)石油(you)儲(chu)(chu)(chu)備(bei)(bei)。



加快(kuai)煤炭儲備(bei)(bei)能力(li)(li)建設。推進“浩吉鐵路+長江水運(yun)”煤炭輸送(song)體(ti)(ti)系建設,建設以荊州江陵(ling)為重點的集交易(yi)、存儲、混(hun)配、物(wu)流等(deng)功(gong)能于一體(ti)(ti)的大型(xing)煤炭儲配基地,打造輻射“兩湖一江”的煤炭物(wu)流樞紐。支持(chi)重點用煤企(qi)業改擴建現有儲煤場地,支持(chi)有條件(jian)的企(qi)業參與社會(hui)(hui)責(ze)任儲備(bei)(bei),到2025年煤炭儲備(bei)(bei)能力(li)(li)達到1600萬(wan)噸,政府可調度社會(hui)(hui)責(ze)任儲備(bei)(bei)能力(li)(li)基本滿足應急需求。



(三)建設(she)節(jie)約低(di)碳能源消(xiao)費體系(xi)。


大力推進能(neng)(neng)(neng)源消費(fei)革命(ming),落實能(neng)(neng)(neng)耗“雙控”和碳(tan)排放控制要求,堅持節(jie)約(yue)優先,把節(jie)能(neng)(neng)(neng)貫(guan)穿于(yu)經(jing)濟社(she)會發展(zhan)全過程和各領域。推進能(neng)(neng)(neng)源清(qing)潔替(ti)代,積極創(chuang)新(xin)能(neng)(neng)(neng)源消費(fei)模式(shi),加快形成綠色(se)發展(zhan)的生產和生活方(fang)式(shi),建設能(neng)(neng)(neng)源節(jie)約(yue)型社(she)會,降(jiang)低(di)能(neng)(neng)(neng)源消費(fei)過程中二氧(yang)化碳(tan)排放。

2.推(tui)動能(neng)源低(di)碳清(qing)潔(jie)利用(yong)。


提高(gao)煤(mei)(mei)(mei)(mei)(mei)炭石(shi)油(you)清潔利(li)用(yong)(yong)水平。嚴控煤(mei)(mei)(mei)(mei)(mei)炭消(xiao)費(fei)增(zeng)長,強化武漢、襄陽、宜昌等重點城市(shi)(shi)煤(mei)(mei)(mei)(mei)(mei)炭消(xiao)費(fei)總量(liang)(liang)控制,新(xin)建耗煤(mei)(mei)(mei)(mei)(mei)項目實(shi)行煤(mei)(mei)(mei)(mei)(mei)炭減量(liang)(liang)替代,有序(xu)(xu)發展(zhan)煤(mei)(mei)(mei)(mei)(mei)炭深加(jia)(jia)(jia)工。加(jia)(jia)(jia)大散煤(mei)(mei)(mei)(mei)(mei)綜合治(zhi)理力度,加(jia)(jia)(jia)快推進(jin)(jin)農村地區生物質成(cheng)型燃料、沼氣、太(tai)陽能(neng)等清潔能(neng)源替代散煤(mei)(mei)(mei)(mei)(mei)。加(jia)(jia)(jia)快淘(tao)汰(tai)工業(ye)(ye)中小燃煤(mei)(mei)(mei)(mei)(mei)鍋(guo)爐(lu),推動工業(ye)(ye)企業(ye)(ye)開(kai)展(zhan)鍋(guo)爐(lu)煤(mei)(mei)(mei)(mei)(mei)改(gai)(gai)氣、煤(mei)(mei)(mei)(mei)(mei)改(gai)(gai)電。持續推進(jin)(jin)煤(mei)(mei)(mei)(mei)(mei)電機組(zu)超低排(pai)放(fang)和節能(neng)改(gai)(gai)造(zao),進(jin)(jin)一步降低供電煤(mei)(mei)(mei)(mei)(mei)耗,規劃新(xin)增(zeng)煤(mei)(mei)(mei)(mei)(mei)電機組(zu)全(quan)部按(an)照超低排(pai)放(fang)標(biao)準建設,加(jia)(jia)(jia)大落后煤(mei)(mei)(mei)(mei)(mei)電機組(zu)淘(tao)汰(tai)力度。加(jia)(jia)(jia)快綠(lv)色煉廠(chang)建設,支持煉化產業(ye)(ye)延(yan)伸產業(ye)(ye)鏈(lian),提升高(gao)附加(jia)(jia)(jia)值產品比重。嚴格落實(shi)2023年執行國六B標(biao)準車用(yong)(yong)汽油(you),推進(jin)(jin)油(you)品質量(liang)(liang)升級,穩妥推進(jin)(jin)車用(yong)(yong)乙醇汽油(you)推廣使(shi)用(yong)(yong)。加(jia)(jia)(jia)強成(cheng)品油(you)市(shi)(shi)場(chang)監管,維護(hu)成(cheng)品油(you)市(shi)(shi)場(chang)秩序(xu)(xu)。


培育拓展(zhan)天(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)消(xiao)(xiao)費市(shi)場。以民生、發電、交通和工業(ye)領域為重(zhong)(zhong)點,有序擴(kuo)大(da)全省天(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)覆蓋范圍和利用規模。加快城(cheng)鎮(zhen)(zhen)燃(ran)(ran)(ran)氣(qi)(qi)(qi)管網(wang)建(jian)設改造,完善(shan)城(cheng)市(shi)燃(ran)(ran)(ran)氣(qi)(qi)(qi)網(wang)絡和服務設施(shi),提高城(cheng)鎮(zhen)(zhen)居民天(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)氣(qi)(qi)(qi)化率(lv)。推動天(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)對燃(ran)(ran)(ran)油、散煤清潔替(ti)代。積極支持發展(zhan)重(zhong)(zhong)卡、環衛、公交等LNG汽車(che)。實施(shi)“氣(qi)(qi)(qi)化長江(jiang)”工程,推動船舶燃(ran)(ran)(ran)油LNG替(ti)代。實施(shi)“氣(qi)(qi)(qi)化鄉(xiang)鎮(zhen)(zhen)”工程,擴(kuo)大(da)鄉(xiang)鎮(zhen)(zhen)天(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)覆蓋范圍,通氣(qi)(qi)(qi)鄉(xiang)鎮(zhen)(zhen)比例達到(dao)50%以上。推動天(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)與多種能源(yuan)融合發展(zhan),鼓勵發展(zhan)天(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)分布式能源(yuan),穩(wen)步推進天(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)熱電聯產。到(dao)2025年,天(tian)然(ran)(ran)(ran)氣(qi)(qi)(qi)消(xiao)(xiao)費量(liang)達到(dao)100億立方米(mi)以上,占能源(yuan)消(xiao)(xiao)費總量(liang)比重(zhong)(zhong)達到(dao)7%左(zuo)右。


加(jia)快終(zhong)端用能(neng)(neng)電(dian)(dian)氣(qi)化。在居民(min)生活、工業(ye)制造、農業(ye)生產、交通運輸等領(ling)域(yu)因地制宜(yi)、全(quan)(quan)面拓展(zhan)電(dian)(dian)能(neng)(neng)替(ti)代。加(jia)大港口岸(an)電(dian)(dian)、空港陸電(dian)(dian)改造,完成95個港口碼頭264套岸(an)電(dian)(dian)樁及(ji)配套設(she)施建設(she),實(shi)現(xian)長(chang)江沿線主要碼頭岸(an)電(dian)(dian)全(quan)(quan)覆蓋(gai)。大力發展(zhan)電(dian)(dian)動汽車,擴大電(dian)(dian)動汽車在公(gong)(gong)共交通、公(gong)(gong)務出行等方面應用。適度超前(qian)推進充(chong)電(dian)(dian)基礎(chu)設(she)施建設(she),打(da)造統一智(zhi)能(neng)(neng)充(chong)電(dian)(dian)服務平臺,開(kai)展(zhan)光儲充(chong)換相結(jie)合的(de)新型充(chong)換電(dian)(dian)場站(zhan)試點(dian)示范,形成車樁相隨、智(zhi)慧高效的(de)充(chong)電(dian)(dian)基礎(chu)設(she)施網絡,到(dao)(dao)2025年(nian)全(quan)(quan)省(sheng)充(chong)電(dian)(dian)樁達到(dao)(dao)50萬個以上。加(jia)快取(qu)暖、炊(chui)事用能(neng)(neng)等方面電(dian)(dian)能(neng)(neng)替(ti)代,推廣(guang)新型電(dian)(dian)采暖、商(shang)用電(dian)(dian)炊(chui)具(ju)、智(zhi)能(neng)(neng)家電(dian)(dian)等設(she)施,提升全(quan)(quan)社會電(dian)(dian)氣(qi)化水平。“十(shi)四五”期間新增電(dian)(dian)能(neng)(neng)替(ti)代量(liang)300億千瓦(wa)時,電(dian)(dian)能(neng)(neng)占終(zhong)端能(neng)(neng)源消(xiao)費比例達到(dao)(dao)25%。


3.強化能源(yuan)需求側管理。


完(wan)善電(dian)(dian)煤(mei)應(ying)急(ji)儲備制度(du),做好(hao)電(dian)(dian)煤(mei)供需(xu)監測,電(dian)(dian)煤(mei)庫存日常保(bao)(bao)持(chi)20天(tian)可(ke)(ke)用(yong)(yong)天(tian)數,迎峰(feng)(feng)度(du)夏(xia)、冬(dong)前可(ke)(ke)用(yong)(yong)天(tian)數分別(bie)達到25天(tian)、30天(tian)。完(wan)善電(dian)(dian)力需(xu)求(qiu)響(xiang)應(ying)體系,科學編制有(you)序用(yong)(yong)電(dian)(dian)方案(an)(an)和(he)大(da)規模停電(dian)(dian)應(ying)急(ji)預案(an)(an),建立并動(dong)態調(diao)整電(dian)(dian)力需(xu)求(qiu)側管理清單(dan),優(you)先保(bao)(bao)障居民、農業(ye)、重要公用(yong)(yong)事(shi)業(ye)和(he)公益性服(fu)務(wu)用(yong)(yong)電(dian)(dian),貫徹(che)國(guo)家產業(ye)政(zheng)策(ce)(ce)和(he)節(jie)能環保(bao)(bao)政(zheng)策(ce)(ce),限制不合理用(yong)(yong)電(dian)(dian)。引導和(he)激(ji)勵電(dian)(dian)力用(yong)(yong)戶挖掘(jue)調(diao)峰(feng)(feng)資源(yuan),形成最(zui)高(gao)負荷(he)5%左右的(de)需(xu)求(qiu)響(xiang)應(ying)能力,有(you)序用(yong)(yong)電(dian)(dian)可(ke)(ke)調(diao)負荷(he)達到最(zui)大(da)用(yong)(yong)電(dian)(dian)負荷(he)的(de)20%以(yi)上。動(dong)態調(diao)整天(tian)然(ran)氣(qi)調(diao)峰(feng)(feng)用(yong)(yong)戶清單(dan),細化完(wan)善應(ying)急(ji)保(bao)(bao)供預案(an)(an),在用(yong)(yong)氣(qi)高(gao)峰(feng)(feng)期根據資源(yuan)供應(ying)情況分級啟動(dong)實施。

推(tui)進油氣(qi)(qi)體(ti)制改革。放(fang)寬(kuan)勘查開(kai)采市場(chang)準(zhun)入,促(cu)進油氣(qi)(qi)勘探開(kai)發環節(jie)競(jing)爭,推(tui)動(dong)形(xing)成(cheng)上游(you)油氣(qi)(qi)資源多(duo)主體(ti)多(duo)渠(qu)道(dao)供應市場(chang)格局。引導推(tui)動(dong)省級(ji)管網以市場(chang)化方式(shi)融入國家管網,建立完善(shan)(shan)管網上下游(you)銜(xian)接保障機(ji)制。強化油氣(qi)(qi)管網運(yun)營調(diao)度和公平開(kai)放(fang)監(jian)管。推(tui)動(dong)儲氣(qi)(qi)調(diao)峰輔助服務市場(chang)建設,完善(shan)(shan)儲氣(qi)(qi)設施商業化運(yun)營機(ji)制。加強天然(ran)氣(qi)(qi)輸配(pei)價格監(jian)管。支持各地加強城鎮(zhen)燃氣(qi)(qi)企業整合重組,優(you)化資源配(pei)置,提高供氣(qi)(qi)服務質量和安全(quan)水(shui)平。

提(ti)升突發事件(jian)應(ying)(ying)(ying)對(dui)能(neng)(neng)力(li)。加(jia)強(qiang)能(neng)(neng)源(yuan)供需形勢監測分(fen)析和(he)預測預警,完善能(neng)(neng)源(yuan)供應(ying)(ying)(ying)保障應(ying)(ying)(ying)急(ji)預案體系,及時協調解決(jue)能(neng)(neng)源(yuan)保障中出現(xian)的問(wen)題。完善大面積(ji)停(ting)電(dian)事件(jian)防范(fan)應(ying)(ying)(ying)對(dui)舉措,加(jia)強(qiang)電(dian)網分(fen)區(qu)運行能(neng)(neng)力(li)、負(fu)荷中心電(dian)源(yuan)支撐能(neng)(neng)力(li)建設,到2025年全(quan)省電(dian)網黑啟動電(dian)源(yuan)數量(liang)8個(ge)以(yi)(yi)上、總(zong)容量(liang)40萬千瓦以(yi)(yi)上,重要用戶應(ying)(ying)(ying)急(ji)電(dian)源(yuan)配(pei)置(zhi)(zhi)規范(fan)率達到80%以(yi)(yi)上。完善應(ying)(ying)(ying)急(ji)處置(zhi)(zhi)方案,加(jia)強(qiang)應(ying)(ying)(ying)急(ji)救援隊伍和(he)專家庫建設,強(qiang)化(hua)裝備(bei)、物資配(pei)備(bei),持續開展安全(quan)風險教育培訓和(he)應(ying)(ying)(ying)急(ji)演(yan)練,提(ti)高快(kuai)速(su)響應(ying)(ying)(ying)和(he)處置(zhi)(zhi)能(neng)(neng)力(li)。


四、重點工程


(一)新能(neng)源倍增工程。


積極推(tui)(tui)進(jin)(jin)“光(guang)伏+”發(fa)(fa)(fa)(fa)(fa)展模式(shi),充(chong)分(fen)(fen)(fen)利(li)用襄陽、宜昌、黃(huang)石、十(shi)堰、荊州(zhou)、孝感(gan)、黃(huang)岡、隨州(zhou)等(deng)地(di)區的(de)一般農(nong)用地(di)、魚塘、水面、采(cai)礦廢棄地(di)等(deng)土地(di)資源,建設(she)(she)(she)一批光(guang)伏+農(nong)業(ye)(養殖、種植)、光(guang)伏+多能(neng)互補、光(guang)伏+儲能(neng)、光(guang)伏+旅游(you)項目。大力支(zhi)持分(fen)(fen)(fen)布(bu)(bu)式(shi)光(guang)伏發(fa)(fa)(fa)(fa)(fa)電(dian)應用。積極推(tui)(tui)進(jin)(jin)整(zheng)縣(市、區)屋(wu)(wu)頂(ding)分(fen)(fen)(fen)布(bu)(bu)式(shi)光(guang)伏開(kai)發(fa)(fa)(fa)(fa)(fa),支(zhi)持在開(kai)發(fa)(fa)(fa)(fa)(fa)區、工(gong)業(ye)園區、大型商業(ye)區等(deng)建筑(zhu)(zhu)屋(wu)(wu)頂(ding)及附屬場地(di),建設(she)(she)(she)就地(di)消(xiao)納的(de)分(fen)(fen)(fen)布(bu)(bu)式(shi)光(guang)伏發(fa)(fa)(fa)(fa)(fa)電(dian)項目,鼓(gu)勵(li)居(ju)民(min)利(li)用自有建筑(zhu)(zhu)屋(wu)(wu)頂(ding)安裝戶用光(guang)伏發(fa)(fa)(fa)(fa)(fa)電(dian)系統。在襄陽、宜昌、荊門、孝感(gan)、黃(huang)岡、咸寧、隨州(zhou)、恩施等(deng)風(feng)能(neng)資源豐富區,有序(xu)推(tui)(tui)進(jin)(jin)集(ji)中式(shi)風(feng)電(dian)項目建設(she)(she)(she),支(zhi)持已投運風(feng)電(dian)場擴(kuo)容(rong)改造。加(jia)快推(tui)(tui)進(jin)(jin)分(fen)(fen)(fen)散式(shi)風(feng)電(dian)項目開(kai)發(fa)(fa)(fa)(fa)(fa),在江(jiang)漢平原、港(gang)口、開(kai)發(fa)(fa)(fa)(fa)(fa)區等(deng)區域,結合用電(dian)負荷(he)需(xu)求(qiu)和接(jie)入條(tiao)件,建設(she)(she)(she)以就地(di)消(xiao)納為(wei)主的(de)分(fen)(fen)(fen)散式(shi)風(feng)電(dian)項目、風(feng)光(guang)互補和風(feng)電(dian)+旅游(you)等(deng)項目。鼓(gu)勵(li)創(chuang)新(xin)發(fa)(fa)(fa)(fa)(fa)展模式(shi),因地(di)制宜開(kai)展“田園風(feng)電(dian)”“景觀風(feng)電(dian)”項目建設(she)(she)(she)。到2025年,光(guang)伏發(fa)(fa)(fa)(fa)(fa)電(dian)、風(feng)電(dian)裝機分(fen)(fen)(fen)別達到2200、1000萬(wan)千(qian)瓦。


(二)煤(mei)電綠(lv)色轉型(xing)工(gong)程(cheng)。


持續提(ti)(ti)升(sheng)煤(mei)(mei)(mei)電(dian)(dian)(dian)發(fa)電(dian)(dian)(dian)效率和(he)清潔(jie)化(hua)水平,推動煤(mei)(mei)(mei)電(dian)(dian)(dian)機(ji)(ji)組向保(bao)障電(dian)(dian)(dian)網運行(xing)安全(quan)(quan)、提(ti)(ti)供(gong)可(ke)靠電(dian)(dian)(dian)力和(he)靈活調(diao)(diao)節(jie)能力的基礎(chu)性(xing)電(dian)(dian)(dian)源(yuan)(yuan)轉變,積極參(can)與調(diao)(diao)峰(feng)、調(diao)(diao)頻、調(diao)(diao)壓、備用(yong)等輔助服務(wu),提(ti)(ti)升(sheng)電(dian)(dian)(dian)力系統新能源(yuan)(yuan)消(xiao)納(na)能力。有序推進(jin)已納(na)入國家規劃的大型清潔(jie)電(dian)(dian)(dian)源(yuan)(yuan)項目建(jian)設,按照國家應(ying)急(ji)調(diao)(diao)峰(feng)能力要求和(he)全(quan)(quan)省(sheng)中長期(qi)能源(yuan)(yuan)安全(quan)(quan)需求,規劃一批應(ying)急(ji)調(diao)(diao)峰(feng)電(dian)(dian)(dian)源(yuan)(yuan)并合理安排建(jian)設時(shi)序,淘汰關(guan)停(ting)落后煤(mei)(mei)(mei)電(dian)(dian)(dian)機(ji)(ji)組,提(ti)(ti)高大容量、高參(can)數(shu)、低(di)排放煤(mei)(mei)(mei)電(dian)(dian)(dian)機(ji)(ji)組比重(zhong)。推動煤(mei)(mei)(mei)電(dian)(dian)(dian)節(jie)能降耗改(gai)造、靈活性(xing)改(gai)造、供(gong)熱改(gai)造“三改(gai)聯動”,大力開(kai)展碳捕捉技(ji)術應(ying)用(yong)。到(dao)2025年全(quan)(quan)省(sheng)煤(mei)(mei)(mei)電(dian)(dian)(dian)機(ji)(ji)組平均供(gong)電(dian)(dian)(dian)煤(mei)(mei)(mei)耗降低(di)至297克(ke)標煤(mei)(mei)(mei)/千瓦時(shi)以下,全(quan)(quan)省(sheng)53臺30萬(wan)千瓦及以上煤(mei)(mei)(mei)電(dian)(dian)(dian)機(ji)(ji)組完成靈活性(xing)改(gai)造,新增(zeng)調(diao)(diao)峰(feng)容量500萬(wan)千瓦。


(三)風(feng)光水火儲、源網荷儲一體化(hua)示(shi)范工程。


結合各地(di)資源(yuan)(yuan)(yuan)(yuan)條件(jian)和(he)能(neng)源(yuan)(yuan)(yuan)(yuan)特點,充(chong)分發揮常規電(dian)站調(diao)(diao)節性能(neng),適度(du)配(pei)置(zhi)儲(chu)(chu)能(neng)設(she)(she)施(shi),調(diao)(diao)動需(xu)求側靈活(huo)響(xiang)應(ying)積(ji)極性,因地(di)制宜(yi)開展風(feng)(feng)光(guang)水火(huo)儲(chu)(chu)、源(yuan)(yuan)(yuan)(yuan)網(wang)(wang)(wang)荷(he)儲(chu)(chu)一(yi)(yi)體(ti)化(hua)示范工(gong)程(cheng)建設(she)(she)。充(chong)分利用具備較高(gao)靈活(huo)調(diao)(diao)節能(neng)力的(de)現(xian)役火(huo)電(dian)和(he)已納入國家規劃的(de)火(huo)電(dian)項目,適度(du)配(pei)置(zhi)儲(chu)(chu)能(neng)設(she)(she)施(shi),布(bu)局建設(she)(she)一(yi)(yi)批風(feng)(feng)光(guang)火(huo)儲(chu)(chu)新(xin)能(neng)源(yuan)(yuan)(yuan)(yuan)百(bai)萬千(qian)瓦基(ji)地(di)。以存量(liang)大中型水電(dian)站、中型抽(chou)水蓄能(neng)和(he)一(yi)(yi)定(ding)規模儲(chu)(chu)能(neng)設(she)(she)施(shi)為基(ji)礎,布(bu)局建設(she)(she)一(yi)(yi)批風(feng)(feng)光(guang)水儲(chu)(chu)新(xin)能(neng)源(yuan)(yuan)(yuan)(yuan)百(bai)萬千(qian)瓦基(ji)地(di),實現(xian)打(da)捆(kun)上網(wang)(wang)(wang),提高(gao)新(xin)能(neng)源(yuan)(yuan)(yuan)(yuan)電(dian)量(liang)比(bi)例。在武(wu)漢、襄(xiang)陽(yang)、宜(yi)昌等(deng)重點區(qu)(qu)域,結合城(cheng)市(shi)電(dian)網(wang)(wang)(wang)改造提升、自備應(ying)急電(dian)源(yuan)(yuan)(yuan)(yuan)配(pei)置(zhi)、清潔取暖、清潔能(neng)源(yuan)(yuan)(yuan)(yuan)消納開展源(yuan)(yuan)(yuan)(yuan)網(wang)(wang)(wang)荷(he)儲(chu)(chu)一(yi)(yi)體(ti)化(hua)示范工(gong)程(cheng)建設(she)(she)。在城(cheng)市(shi)商業(ye)區(qu)(qu)、綜合體(ti)、工(gong)業(ye)園(yuan)區(qu)(qu)、居民(min)區(qu)(qu),依托(tuo)光(guang)伏發電(dian)、微電(dian)網(wang)(wang)(wang)和(he)充(chong)電(dian)基(ji)礎設(she)(she)施(shi)等(deng)開展園(yuan)區(qu)(qu)級源(yuan)(yuan)(yuan)(yuan)網(wang)(wang)(wang)荷(he)儲(chu)(chu)一(yi)(yi)體(ti)化(hua)示范工(gong)程(cheng)建設(she)(she)。


(四)能(neng)源儲備調(diao)峰工程(cheng)。


以應對資源(yuan)區(qu)域(yu)性(xing)時段性(xing)短缺風險和(he)(he)(he)保(bao)持(chi)全(quan)省能(neng)源(yuan)供(gong)需(xu)動態(tai)平衡(heng)為目(mu)標,加強能(neng)源(yuan)儲(chu)備(bei)調(diao)(diao)(diao)峰(feng)能(neng)力(li)(li)建設,增強系統(tong)保(bao)障(zhang)能(neng)力(li)(li)。落(luo)實“地(di)方政(zheng)府不(bu)低于保(bao)障(zhang)行(xing)政(zheng)區(qu)域(yu)3天(tian)日均消費量(liang)、城(cheng)鎮燃氣(qi)企業不(bu)低于年用氣(qi)量(liang)5%”儲(chu)氣(qi)能(neng)力(li)(li)建設目(mu)標。完(wan)成地(di)方政(zheng)府成品油儲(chu)備(bei)和(he)(he)(he)企業社會(hui)責(ze)任(ren)石油儲(chu)備(bei)任(ren)務。健全(quan)以企業社會(hui)責(ze)任(ren)儲(chu)備(bei)為主體,地(di)方政(zheng)府儲(chu)備(bei)為補(bu)充的煤炭儲(chu)備(bei)體系,嚴格(ge)落(luo)實最低庫存制度,確保(bao)儲(chu)煤基地(di)、電(dian)(dian)廠存煤量(liang)保(bao)持(chi)在(zai)合理水平。按照需(xu)求(qiu)(qiu)側(ce)有序用電(dian)(dian)最大(da)負荷20%左右和(he)(he)(he)發電(dian)(dian)側(ce)最大(da)發電(dian)(dian)負荷10%左右的目(mu)標,加強電(dian)(dian)力(li)(li)調(diao)(diao)(diao)峰(feng)和(he)(he)(he)應急能(neng)力(li)(li)建設。推進先進儲(chu)能(neng)技(ji)術應用。提(ti)高需(xu)求(qiu)(qiu)側(ce)響應能(neng)力(li)(li),充分(fen)挖掘需(xu)求(qiu)(qiu)側(ce)調(diao)(diao)(diao)節資源(yuan)。建立(li)充分(fen)發揮(hui)市場主體作用的調(diao)(diao)(diao)峰(feng)運行(xing)管理機(ji)制,完(wan)善交(jiao)易和(he)(he)(he)價(jia)格(ge)形成機(ji)制,鼓勵電(dian)(dian)力(li)(li)市場各類主體主動參(can)與系統(tong)調(diao)(diao)(diao)峰(feng)。


(五)“兩線一點一網(wang)(wang)”電網(wang)(wang)工程(cheng)。


優化輸送(song)通道布(bu)局(ju),建(jian)成陜北(bei)至湖北(bei)±800千(qian)伏(fu)特高(gao)壓(ya)直(zhi)流輸電(dian)(dian)(dian)工(gong)程(cheng),同步協調推進陜西黃陵(ling)、富縣等地配套電(dian)(dian)(dian)源(yuan)項目建(jian)設,建(jian)設金沙江上游(you)至湖北(bei)±800千(qian)伏(fu)特高(gao)壓(ya)直(zhi)流輸電(dian)(dian)(dian)工(gong)程(cheng),加大清潔能(neng)源(yuan)輸入能(neng)力(li)。提(ti)高(gao)三峽電(dian)(dian)(dian)留存湖北(bei)消(xiao)納比例,推進三峽近(jin)區電(dian)(dian)(dian)網(wang)(wang)改造及網(wang)(wang)架結構優化,三峽電(dian)(dian)(dian)消(xiao)納能(neng)力(li)達到1000萬千(qian)瓦。服務“一主引領、兩(liang)翼驅動、全域(yu)協同”區域(yu)發(fa)展布(bu)局(ju),加強中心城市(shi)和城市(shi)群電(dian)(dian)(dian)網(wang)(wang)建(jian)設,提(ti)高(gao)綜合(he)承載能(neng)力(li),推進武漢世界一流城市(shi)電(dian)(dian)(dian)網(wang)(wang)建(jian)設,實現湖北(bei)城市(shi)電(dian)(dian)(dian)網(wang)(wang)整體水平提(ti)檔升級。“十四(si)五”電(dian)(dian)(dian)網(wang)(wang)投(tou)資規模超過1000億(yi)元,2025年城鎮配電(dian)(dian)(dian)網(wang)(wang)供(gong)電(dian)(dian)(dian)可靠率達到99.985%,綜合(he)電(dian)(dian)(dian)壓(ya)合(he)格率達到99.999%。


(六)“五縱四橫一通道(dao)”油(you)氣管(guan)網工程。


加強(qiang)管(guan)(guan)(guan)道(dao)(dao)(dao)項目建設與國(guo)土空間、城鄉發展(zhan)、交通(tong)運(yun)輸等規劃銜接,推進國(guo)家干(gan)(gan)線(xian)(xian)(xian)油氣(qi)(qi)(qi)管(guan)(guan)(guan)道(dao)(dao)(dao)和(he)省內支線(xian)(xian)(xian)管(guan)(guan)(guan)道(dao)(dao)(dao)項目實施(shi),打(da)造由淮武(wu)線(xian)(xian)(xian)、西(xi)氣(qi)(qi)(qi)東輸二線(xian)(xian)(xian)、西(xi)氣(qi)(qi)(qi)東輸三線(xian)(xian)(xian)、蘭(lan)鄭長成品油管(guan)(guan)(guan)道(dao)(dao)(dao)、新疆煤制(zhi)氣(qi)(qi)(qi)外輸通(tong)道(dao)(dao)(dao)湖北(bei)段五條南北(bei)管(guan)(guan)(guan)道(dao)(dao)(dao),忠武(wu)線(xian)(xian)(xian)、川(chuan)氣(qi)(qi)(qi)東送線(xian)(xian)(xian)、川(chuan)氣(qi)(qi)(qi)東送二線(xian)(xian)(xian)、儀長原油管(guan)(guan)(guan)道(dao)(dao)(dao)四條東西(xi)管(guan)(guan)(guan)道(dao)(dao)(dao)和(he)長江(jiang)LNG水運(yun)通(tong)道(dao)(dao)(dao)組成的油氣(qi)(qi)(qi)輸送主干(gan)(gan)管(guan)(guan)(guan)網,加強(qiang)管(guan)(guan)(guan)網互(hu)(hu)聯互(hu)(hu)通(tong)工(gong)程建設,實施(shi)老舊管(guan)(guan)(guan)道(dao)(dao)(dao)隱患治(zhi)理及(ji)遷(qian)改,石油、天然氣(qi)(qi)(qi)管(guan)(guan)(guan)道(dao)(dao)(dao)里程分別達(da)到1850、7050公里,全面提(ti)升(sheng)油氣(qi)(qi)(qi)資(zi)源供應保障能力。


(七)數(shu)字能(neng)源工程。


加快信息(xi)技術和能(neng)源產(chan)業(ye)融合(he)發(fa)展(zhan),推(tui)(tui)動能(neng)源產(chan)業(ye)數(shu)(shu)(shu)字(zi)(zi)化(hua)(hua)(hua)轉型(xing)。積(ji)極開展(zhan)電(dian)網(wang)、油氣(qi)管(guan)(guan)(guan)網(wang)、電(dian)廠(chang)、終(zhong)端用能(neng)等(deng)(deng)領域設(she)備設(she)施智(zhi)能(neng)化(hua)(hua)(hua)升級。推(tui)(tui)廣電(dian)力(li)設(she)備狀(zhuang)態檢(jian)修(xiu)、廠(chang)站智(zhi)能(neng)運行(xing)、作業(ye)機器(qi)人(ren)(ren)替代、大數(shu)(shu)(shu)據(ju)輔(fu)助(zhu)決(jue)策(ce)等(deng)(deng)技術應用,加快發(fa)展(zhan)“智(zhi)慧(hui)風(feng)電(dian)場”“智(zhi)能(neng)風(feng)機”,推(tui)(tui)進光(guang)伏電(dian)站數(shu)(shu)(shu)字(zi)(zi)化(hua)(hua)(hua)與(yu)無人(ren)(ren)化(hua)(hua)(hua)管(guan)(guan)(guan)理(li),開展(zhan)新(xin)(xin)一(yi)代調度(du)自動化(hua)(hua)(hua)系統示(shi)(shi)(shi)范(fan)(fan)。以多能(neng)互補的(de)清潔能(neng)源基地、源網(wang)荷(he)儲(chu)一(yi)體(ti)化(hua)(hua)(hua)項目(mu)、園區能(neng)源綜合(he)服(fu)務等(deng)(deng)新(xin)(xin)模(mo)式(shi)新(xin)(xin)業(ye)態為依托,開展(zhan)智(zhi)能(neng)調度(du)、能(neng)效管(guan)(guan)(guan)理(li)等(deng)(deng)智(zhi)慧(hui)能(neng)源技術示(shi)(shi)(shi)范(fan)(fan),推(tui)(tui)動隨州廣水市100%新(xin)(xin)能(neng)源新(xin)(xin)型(xing)電(dian)力(li)系統示(shi)(shi)(shi)范(fan)(fan)工程、武漢光(guang)谷生(sheng)態創(chuang)新(xin)(xin)示(shi)(shi)(shi)范(fan)(fan)區能(neng)源互聯網(wang)綜合(he)示(shi)(shi)(shi)范(fan)(fan)項目(mu)等(deng)(deng)建設(she)。推(tui)(tui)動電(dian)動汽車(che)、氫燃(ran)料(liao)電(dian)池、智(zhi)慧(hui)節(jie)能(neng)建筑等(deng)(deng)能(neng)源與(yu)交通、建筑領域的(de)跨界(jie)融合(he),探索(suo)推(tui)(tui)廣V2G、商業(ye)儲(chu)能(neng)、虛擬電(dian)廠(chang)、“光(guang)伏+”等(deng)(deng)新(xin)(xin)型(xing)商業(ye)模(mo)式(shi)。充(chong)分挖掘能(neng)源數(shu)(shu)(shu)據(ju)價(jia)值,完善電(dian)力(li)消費、能(neng)耗指(zhi)(zhi)標等(deng)(deng)指(zhi)(zhi)標數(shu)(shu)(shu)據(ju)收集體(ti)系,建設(she)全省能(neng)源大數(shu)(shu)(shu)據(ju)中(zhong)心(xin)、數(shu)(shu)(shu)字(zi)(zi)化(hua)(hua)(hua)管(guan)(guan)(guan)理(li)示(shi)(shi)(shi)范(fan)(fan)平臺,探索(suo)能(neng)源數(shu)(shu)(shu)字(zi)(zi)經濟新(xin)(xin)模(mo)式(shi)。


(八)能源惠企利(li)民工程。


推(tui)動“獲得電(dian)(dian)(dian)力”服(fu)務水平(ping)(ping)邁(mai)上新臺階,2022年(nian)底前全面實現(xian)居民用(yong)戶(hu)和低(di)壓(ya)小微企(qi)業用(yong)電(dian)(dian)(dian)報(bao)裝(zhuang)“三零”服(fu)務、高(gao)壓(ya)用(yong)戶(hu)用(yong)電(dian)(dian)(dian)報(bao)裝(zhuang)“三省”服(fu)務,全面清(qing)理(li)規范(fan)轉供(gong)電(dian)(dian)(dian)收費,加快推(tui)進“轉改直”,切實加強(qiang)消費者用(yong)能合法(fa)權益保(bao)護。進一(yi)步(bu)提(ti)高(gao)城(cheng)鄉供(gong)電(dian)(dian)(dian)可靠性,推(tui)廣不停(ting)電(dian)(dian)(dian)作業技(ji)術(shu),提(ti)高(gao)電(dian)(dian)(dian)網(wang)故障搶修效率,減少停(ting)電(dian)(dian)(dian)時(shi)(shi)間和停(ting)電(dian)(dian)(dian)次數,為市場主體(ti)提(ti)供(gong)更(geng)好(hao)用(yong)電(dian)(dian)(dian)保(bao)障,2025年(nian)全省城(cheng)鎮(zhen)、農(nong)村用(yong)戶(hu)年(nian)均停(ting)電(dian)(dian)(dian)時(shi)(shi)間分別降至(zhi)1.5、7.5小時(shi)(shi)以內。提(ti)升(sheng)(sheng)農(nong)村能源(yuan)(yuan)(yuan)基礎設施和公共服(fu)務水平(ping)(ping),實施農(nong)村電(dian)(dian)(dian)網(wang)鞏固提(ti)升(sheng)(sheng)工程,持續加強(qiang)脫貧(pin)地區農(nong)村電(dian)(dian)(dian)網(wang)建設,推(tui)動農(nong)村用(yong)能電(dian)(dian)(dian)氣化升(sheng)(sheng)級。有序(xu)推(tui)動供(gong)氣服(fu)務向鄉鎮(zhen)、農(nong)村延伸,滿足更(geng)多群眾天然氣清(qing)潔能源(yuan)(yuan)(yuan)需(xu)求。積極探索開展(zhan)集中供(gong)暖(冷)、冷熱(re)聯供(gong)。繼續做(zuo)好(hao)光伏(fu)扶貧(pin)電(dian)(dian)(dian)站運維管理(li),因地制宜加快農(nong)村清(qing)潔能源(yuan)(yuan)(yuan)開發利用(yong),推(tui)動形成新能源(yuan)(yuan)(yuan)富民產(chan)業,助力鄉村振興。


五、保障措施


(一(yi))加(jia)強(qiang)組織領導。


加(jia)強(qiang)黨對能源(yuan)工作的全(quan)(quan)(quan)面(mian)領(ling)導,把堅持“兩個確立”、做(zuo)到“兩個維護”貫穿全(quan)(quan)(quan)省(sheng)能源(yuan)改(gai)革(ge)和(he)發(fa)展工作全(quan)(quan)(quan)過程,全(quan)(quan)(quan)面(mian)貫徹落(luo)實(shi)黨中央、國務院決策部署和(he)省(sheng)委、省(sheng)政府工作要(yao)求,強(qiang)化(hua)組織協(xie)(xie)調,推(tui)進落(luo)實(shi)落(luo)效。做(zuo)好(hao)本(ben)規(gui)(gui)(gui)劃(hua)與經濟(ji)社(she)會發(fa)展規(gui)(gui)(gui)劃(hua)、國土空間規(gui)(gui)(gui)劃(hua)、城(cheng)鄉建設(she)規(gui)(gui)(gui)劃(hua)等其他相關規(gui)(gui)(gui)劃(hua)的有效銜接,加(jia)強(qiang)能源(yuan)領(ling)域(yu)各(ge)專(zhuan)項(xiang)規(gui)(gui)(gui)劃(hua)、市州能源(yuan)規(gui)(gui)(gui)劃(hua)與本(ben)規(gui)(gui)(gui)劃(hua)的統籌協(xie)(xie)調。強(qiang)化(hua)本(ben)規(gui)(gui)(gui)劃(hua)對全(quan)(quan)(quan)省(sheng)能源(yuan)發(fa)展、重點項(xiang)目(mu)布局、公共資源(yuan)配置、社(she)會資本(ben)投向的引導約(yue)束,全(quan)(quan)(quan)省(sheng)重大能源(yuan)項(xiang)目(mu)實(shi)施應以能源(yuan)規(gui)(gui)(gui)劃(hua)為(wei)重要(yao)依(yi)據。


(二)明確(que)責任分工(gong)。


省(sheng)發改委、省(sheng)能源(yuan)局(ju)要牽(qian)頭抓好(hao)本(ben)規劃組織實施(shi),根據(ju)本(ben)規劃制定年度能源(yuan)工作目(mu)標(biao)舉(ju)措,及時(shi)研究解(jie)決規劃實施(shi)中遇(yu)到的(de)問題。各市州、省(sheng)直有關(guan)部門要根據(ju)本(ben)地實際、職責(ze)分工細化任(ren)務舉(ju)措,加大(da)(da)對能源(yuan)發展(zhan)的(de)財政(zheng)、稅(shui)收、金(jin)融(rong)、土地等政(zheng)策支(zhi)持(chi)(chi),加大(da)(da)財政(zheng)資金(jin)對能源(yuan)安(an)全保(bao)(bao)障、能源(yuan)科技(ji)創新(xin)等重點(dian)領域支(zhi)持(chi)(chi)力度,發揮(hui)稅(shui)收、價格對能源(yuan)清(qing)潔低碳轉型的(de)激勵和導向(xiang)作用(yong),優先(xian)保(bao)(bao)障能源(yuan)重大(da)(da)項目(mu)用(yong)地需(xu)要。


(三)加強監測評(ping)估。


完善(shan)全省能源(yuan)(yuan)生產、流通、消費、庫存(cun)等(deng)統計指(zhi)標體系,建立健全能源(yuan)(yuan)統計監測預警和信(xin)息發布機制,組織做好(hao)(hao)煤(mei)電油(you)氣等(deng)能源(yuan)(yuan)運行情況(kuang)監測分析(xi),為規劃實(shi)施和科學決策(ce)提供(gong)支撐(cheng)。做好(hao)(hao)規劃實(shi)施情況(kuang)的(de)監測分析(xi)、中(zhong)期評(ping)估(gu)(gu)和總結評(ping)估(gu)(gu),建立規劃動態(tai)評(ping)估(gu)(gu)機制和重大情況(kuang)報告(gao)制度,必要時對(dui)規劃進(jin)行調整(zheng)修(xiu)訂。
