一、關于促進煤炭清潔高效開發利用


煤(mei)炭(tan)是(shi)我國(guo)的主體(ti)能源(yuan),攸關國(guo)計(ji)民生和能源(yuan)安全。近年(nian)(nian)來,我局加快推(tui)動煤(mei)炭(tan)和煤(mei)電(dian)供給側結構性改(gai)革,煤(mei)礦綠色(se)智能化水平大(da)(da)幅提升,2021年(nian)(nian)全國(guo)120萬噸/年(nian)(nian)及以上(shang)大(da)(da)型煤(mei)礦產量占80%以上(shang),清潔煤(mei)電(dian)供應體(ti)系(xi)加快形成。下一步(bu),我們(men)將立足以煤(mei)為主的基(ji)本國(guo)情,統籌推(tui)進煤(mei)炭(tan)清潔高效生產和利用。


一是(shi)優(you)(you)化煤(mei)(mei)(mei)炭(tan)開發布局。統籌資源稟(bing)賦、市場(chang)區位(wei)、環境(jing)容量、輸(shu)(shu)(shu)送通道等因(yin)素,以發展先進優(you)(you)質產能為重(zhong)(zhong)點(dian),有序(xu)布局建設資源條件好、競爭能力(li)強(qiang)、安全保障(zhang)(zhang)程度高的(de)(de)大型現代化煤(mei)(mei)(mei)礦,增強(qiang)全國煤(mei)(mei)(mei)炭(tan)跨區域(yu)供(gong)(gong)(gong)應保障(zhang)(zhang)能力(li)。同時,結(jie)合(he)煤(mei)(mei)(mei)炭(tan)生產、運(yun)輸(shu)(shu)(shu)和需(xu)求格局,構建煤(mei)(mei)(mei)炭(tan)供(gong)(gong)(gong)應保障(zhang)(zhang)長效機(ji)制,優(you)(you)化調(diao)整煤(mei)(mei)(mei)炭(tan)運(yun)輸(shu)(shu)(shu)結(jie)構,提升重(zhong)(zhong)點(dian)煤(mei)(mei)(mei)炭(tan)供(gong)(gong)(gong)應保障(zhang)(zhang)基地(di)跨區域(yu)調(diao)運(yun)能力(li),滿足重(zhong)(zhong)點(dian)地(di)區、重(zhong)(zhong)點(dian)時段民生用(yong)煤(mei)(mei)(mei)保障(zhang)(zhang)的(de)(de)運(yun)輸(shu)(shu)(shu)需(xu)求。


二是加(jia)快(kuai)煤(mei)(mei)(mei)炭(tan)產(chan)業升(sheng)級改造(zao)。智能(neng)(neng)化(hua)建(jian)設(she)方面(mian)(mian),加(jia)快(kuai)推動(dong)智能(neng)(neng)化(hua)技術(shu)與(yu)煤(mei)(mei)(mei)炭(tan)產(chan)業深度融(rong)合,針(zhen)對不(bu)同煤(mei)(mei)(mei)層(ceng)(ceng)賦存條件、不(bu)同災害類(lei)型(xing),分(fen)類(lei)分(fen)級開(kai)展(zhan)智能(neng)(neng)化(hua)煤(mei)(mei)(mei)礦(kuang)建(jian)設(she),實現煤(mei)(mei)(mei)礦(kuang)“減人、增安(an)、提(ti)效”。綠色發展(zhan)方面(mian)(mian),推動(dong)煤(mei)(mei)(mei)炭(tan)企(qi)業實施(shi)清潔生產(chan),鼓(gu)勵煤(mei)(mei)(mei)礦(kuang)采用井(jing)下充填技術(shu)處(chu)置煤(mei)(mei)(mei)矸(gan)石,減少煤(mei)(mei)(mei)矸(gan)石排放(fang)量,有條件的(de)(de)地(di)區力(li)爭做到矸(gan)石不(bu)外排;堅(jian)持(chi)煤(mei)(mei)(mei)礦(kuang)瓦(wa)斯先抽(chou)(chou)(chou)后采、應抽(chou)(chou)(chou)盡抽(chou)(chou)(chou),推廣礦(kuang)區煤(mei)(mei)(mei)層(ceng)(ceng)氣地(di)面(mian)(mian)預抽(chou)(chou)(chou)、采空區和關閉煤(mei)(mei)(mei)礦(kuang)煤(mei)(mei)(mei)層(ceng)(ceng)氣抽(chou)(chou)(chou)采,構建(jian)井(jing)下瓦(wa)斯抽(chou)(chou)(chou)采與(yu)地(di)面(mian)(mian)煤(mei)(mei)(mei)層(ceng)(ceng)氣開(kai)發相(xiang)結合的(de)(de)瓦(wa)斯綜合治理(li)體(ti)系。


三(san)是推進(jin)煤(mei)電(dian)高效清(qing)潔發(fa)展。根據發(fa)展需要合(he)理(li)建(jian)(jian)設先進(jin)煤(mei)電(dian),新建(jian)(jian)項(xiang)目優先采用大容量(liang)、高參數、低能耗、調節(jie)能力(li)(li)好的(de)發(fa)電(dian)機組。優化(hua)提升存量(liang)煤(mei)電(dian)機組結(jie)構,按照延(yan)壽運行、淘(tao)汰關(guan)停、“關(guan)而不(bu)拆”轉應急備用等(deng)方式(shi)分類處置(zhi),逐(zhu)步(bu)有序淘(tao)汰煤(mei)電(dian)落后產能,加(jia)大力(li)(li)度規范管理(li)和(he)(he)整治燃(ran)煤(mei)自備電(dian)廠(chang)。大力(li)(li)實(shi)施煤(mei)電(dian)節(jie)能降碳改造(zao)、靈活(huo)性改造(zao)、供熱(re)改造(zao),提升煤(mei)電(dian)機組清(qing)潔高效水(shui)平和(he)(he)促進(jin)新能源大規模(mo)發(fa)展。


二、關于優化可再生能源發展規劃與布局


近年來(lai),我國可(ke)再(zai)生能(neng)源實(shi)現(xian)跨越(yue)式發(fa)展(zhan)(zhan),2021年可(ke)再(zai)生能(neng)源發(fa)電裝(zhuang)機歷史性突破10億千瓦,風電、光伏發(fa)電、水電、生物(wu)質(zhi)發(fa)電裝(zhuang)機規模連續多年穩居(ju)世界第一(yi)。下一(yi)步,我們將加快實(shi)施可(ke)再(zai)生能(neng)源替(ti)代(dai)行動,促進新(xin)時代(dai)新(xin)能(neng)源高質(zhi)量發(fa)展(zhan)(zhan)。


一是推動(dong)可再生能(neng)源(yuan)規模化(hua)發(fa)(fa)展。堅持集中式和分布式開(kai)發(fa)(fa)并舉,推進(jin)建設大型風(feng)(feng)電(dian)光伏(fu)(fu)基地(di),加快分布式新能(neng)源(yuan)發(fa)(fa)展。在(zai)“三北”地(di)區(qu)(qu)優化(hua)推動(dong)風(feng)(feng)電(dian)和光伏(fu)(fu)發(fa)(fa)電(dian)基地(di)化(hua)規模化(hua)開(kai)發(fa)(fa),在(zai)西南地(di)區(qu)(qu)統籌推進(jin)水風(feng)(feng)光綜合開(kai)發(fa)(fa),在(zai)中東(dong)(dong)南部(bu)地(di)區(qu)(qu)重點推動(dong)風(feng)(feng)電(dian)和光伏(fu)(fu)發(fa)(fa)電(dian)就地(di)就近開(kai)發(fa)(fa),在(zai)東(dong)(dong)部(bu)沿(yan)海地(di)區(qu)(qu)積極推進(jin)海上風(feng)(feng)電(dian)集群化(hua)開(kai)發(fa)(fa),穩(wen)步推動(dong)生物(wu)質能(neng)多元(yuan)化(hua)開(kai)發(fa)(fa),積極推動(dong)地(di)熱能(neng)規模化(hua)開(kai)發(fa)(fa),穩(wen)妥推進(jin)海洋能(neng)示范化(hua)開(kai)發(fa)(fa)。

三是推(tui)動可(ke)再生(sheng)能(neng)源技(ji)(ji)術創新(xin)和體制(zhi)(zhi)改革(ge)。狠抓綠色(se)(se)低碳(tan)技(ji)(ji)術攻關(guan),鞏固提升風電(dian)、光伏發電(dian)技(ji)(ji)術優勢(shi),加快大型(xing)(xing)風電(dian)機組(zu)、深遠海域風電(dian)、高效(xiao)率光伏電(dian)池、光熱(re)發電(dian)等技(ji)(ji)術創新(xin)。加強新(xin)型(xing)(xing)儲(chu)能(neng)、氫能(neng)等前沿技(ji)(ji)術研究,推(tui)動儲(chu)能(neng)成本持續下降和規(gui)模(mo)化應用(yong),開(kai)展(zhan)(zhan)可(ke)再生(sheng)能(neng)源制(zhi)(zhi)氫示范(fan)。完善綠色(se)(se)低碳(tan)體制(zhi)(zhi)機制(zhi)(zhi),推(tui)動可(ke)再生(sheng)能(neng)源發電(dian)有(you)序參(can)與電(dian)力市場(chang)交易(yi),試點開(kai)展(zhan)(zhan)綠色(se)(se)電(dian)力交易(yi)。健(jian)全分(fen)布式電(dian)源發展(zhan)(zhan)新(xin)機制(zhi)(zhi),破(po)除能(neng)源新(xin)模(mo)式新(xin)業(ye)態在市場(chang)準入、投(tou)資(zi)運營、參(can)與市場(chang)交易(yi)等方面存在的體制(zhi)(zhi)機制(zhi)(zhi)壁壘(lei)。


三、關于強化跨區域電力輸送能力建設


我國(guo)能(neng)源(yuan)生產和消(xiao)費逆向分布(bu)特征(zheng)明顯,中東部(bu)是主要的能(neng)源(yuan)消(xiao)費地(di)(di)區(qu),而重(zhong)要能(neng)源(yuan)基地(di)(di)主要分布(bu)在(zai)西部(bu)地(di)(di)區(qu),優(you)化能(neng)源(yuan)發展(zhan)布(bu)局和流向意義重(zhong)大。“十四五(wu)”時期(qi),我們將優(you)化能(neng)源(yuan)開發利用(yong)(yong)(yong)布(bu)局,發揮能(neng)源(yuan)富集地(di)(di)區(qu)戰略(lve)安全支(zhi)撐作用(yong)(yong)(yong),加大能(neng)源(yuan)就(jiu)近開發利用(yong)(yong)(yong),優(you)化能(neng)源(yuan)輸送格局,創新(xin)電(dian)網結(jie)構(gou)形態和運行模(mo)式。


一(yi)是(shi)加強跨省區(qu)輸(shu)(shu)電(dian)通(tong)道建(jian)(jian)(jian)設(she)。推動(dong)(dong)建(jian)(jian)(jian)成投產一(yi)批(pi)(pi)、開工建(jian)(jian)(jian)設(she)一(yi)批(pi)(pi)、研究論證一(yi)批(pi)(pi)多能(neng)互補輸(shu)(shu)電(dian)通(tong)道。結合以(yi)沙漠、戈壁、荒漠地(di)(di)區(qu)為重點的大型風電(dian)光伏基地(di)(di)規(gui)劃(hua)建(jian)(jian)(jian)設(she)情況,協調推動(dong)(dong)相關(guan)跨省跨區(qu)輸(shu)(shu)電(dian)通(tong)道前期工作,力(li)爭早(zao)日(ri)具(ju)備核準建(jian)(jian)(jian)設(she)條件。同(tong)時,進(jin)一(yi)步優化完(wan)善各區(qu)域(yu)特高壓交流網架,不(bu)斷提升新(xin)能(neng)源外送(song)供應(ying)水平和電(dian)力(li)安全保障能(neng)力(li)。


二是完善區(qu)(qu)域(yu)電網(wang)(wang)主網(wang)(wang)架結(jie)(jie)構(gou)。構(gou)建規(gui)模(mo)合(he)理(li)、分層分區(qu)(qu)、安全可靠(kao)的(de)電力系(xi)統,堅持以區(qu)(qu)域(yu)電網(wang)(wang)為(wei)基(ji)礎、區(qu)(qu)域(yu)之(zhi)間異步互聯的(de)全國聯網(wang)(wang)格局,堅持跨區(qu)(qu)長距(ju)離大型輸(shu)電通道(dao)以直流為(wei)主,通道(dao)送電容量充(chong)分考慮受端電網(wang)(wang)承受能力,提升電力系(xi)統本質安全。推動各區(qu)(qu)域(yu)內部主網(wang)(wang)架在現有基(ji)礎上進一步延伸加強,實(shi)現各級電網(wang)(wang)協調均衡發展(zhan),各自形成(cheng)清(qing)晰(xi)、合(he)理(li)的(de)主網(wang)(wang)架結(jie)(jie)構(gou),滿足電力潮流交換需求,有效支撐(cheng)系(xi)統安全穩(wen)定運行(xing)。


三是推(tui)動(dong)(dong)配電(dian)(dian)網(wang)升級改(gai)造(zao)和(he)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)(neng)電(dian)(dian)網(wang)建(jian)設。結(jie)(jie)合國(guo)家鄉(xiang)村振(zhen)興戰略及新(xin)型城鎮化(hua)建(jian)設,優化(hua)完善配電(dian)(dian)網(wang)網(wang)架結(jie)(jie)構,建(jian)設更(geng)好滿足負荷增長、分布式電(dian)(dian)源接(jie)入和(he)新(xin)能(neng)(neng)(neng)源消納的(de)配電(dian)(dian)網(wang)。持續推(tui)進(jin)配電(dian)(dian)網(wang)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)(neng)化(hua)改(gai)造(zao),提高(gao)裝備標準化(hua)和(he)配電(dian)(dian)自(zi)(zi)動(dong)(dong)化(hua)水平。加快智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)(neng)電(dian)(dian)網(wang)基礎設施建(jian)設,推(tui)動(dong)(dong)人(ren)工智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)(neng)、大(da)數據等智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)(neng)化(hua)技術在電(dian)(dian)力系統的(de)廣(guang)泛應用,建(jian)立多種能(neng)(neng)(neng)源聯(lian)合運(yun)行調度(du)機制,不斷(duan)提高(gao)調度(du)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)(neng)化(hua)、自(zi)(zi)動(dong)(dong)化(hua)水平。積(ji)極發展(zhan)以(yi)消納新(xin)能(neng)(neng)(neng)源為主的(de)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)(neng)(neng)微電(dian)(dian)網(wang),實現與(yu)大(da)電(dian)(dian)網(wang)兼容(rong)互(hu)補。


四、關于加快生產和生活方式綠色轉型


實(shi)現碳(tan)(tan)達峰碳(tan)(tan)中和(he)是一場廣泛而深(shen)刻(ke)的經濟社會(hui)系統性(xing)變革(ge),需(xu)要(yao)加快推動(dong)生(sheng)(sheng)產生(sheng)(sheng)活方(fang)(fang)式綠(lv)(lv)色(se)(se)(se)低碳(tan)(tan)轉型(xing)。2021年10月(yue)國(guo)務院印發《2030年前碳(tan)(tan)達峰行(xing)(xing)動(dong)方(fang)(fang)案》,提(ti)出重點實(shi)施能源綠(lv)(lv)色(se)(se)(se)低碳(tan)(tan)轉型(xing)行(xing)(xing)動(dong)、工業領域碳(tan)(tan)達峰行(xing)(xing)動(dong)、交通(tong)運輸(shu)綠(lv)(lv)色(se)(se)(se)低碳(tan)(tan)行(xing)(xing)動(dong)、綠(lv)(lv)色(se)(se)(se)低碳(tan)(tan)全民行(xing)(xing)動(dong)等“碳(tan)(tan)達峰十(shi)大行(xing)(xing)動(dong)”,對(dui)生(sheng)(sheng)產生(sheng)(sheng)活方(fang)(fang)式綠(lv)(lv)色(se)(se)(se)低碳(tan)(tan)轉型(xing)作(zuo)了系統部署。下一步,我們(men)將組織實(shi)施好各項重點行(xing)(xing)動(dong)。


一(yi)是(shi)加強工(gong)(gong)業領(ling)域節能和能效提升。加快節能工(gong)(gong)藝技(ji)術裝備(bei)推廣應用,強化工(gong)(gong)業節能監察(cha)和節能診斷服務(wu),促進(jin)工(gong)(gong)業領(ling)域節能提效和綠色低(di)碳發(fa)展(zhan)。持(chi)續(xu)實(shi)施再生資源綜合(he)利用、光(guang)伏(fu)制造、鋰(li)離(li)子(zi)電池等行業規范,推動相關產業合(he)理(li)規劃布(bu)局和健康有序(xu)發(fa)展(zhan)。進(jin)一(yi)步完善工(gong)(gong)業節能與綠色制造標準體(ti)系,開展(zhan)能效對標達(da)標和能效“領(ling)跑者”行動,優(you)化完善首(shou)臺(套)重大技(ji)術裝備(bei)保(bao)險補償政策(ce)。


二是構(gou)建(jian)綠色(se)低碳交(jiao)(jiao)通運(yun)(yun)輸體(ti)系(xi)。將綠色(se)低碳理念貫穿于交(jiao)(jiao)通基礎設(she)施(shi)(shi)規(gui)劃、建(jian)設(she)、運(yun)(yun)營和(he)維(wei)護全過程。以實(shi)施(shi)(shi)綠色(se)公(gong)(gong)(gong)(gong)路(lu)建(jian)設(she)為載(zai)體(ti),加快(kuai)推(tui)進(jin)公(gong)(gong)(gong)(gong)路(lu)沿線充電(dian)(dian)基礎設(she)施(shi)(shi)建(jian)設(she),加大公(gong)(gong)(gong)(gong)路(lu)路(lu)面材(cai)料循環利用(yong)(yong)新技術的研(yan)發推(tui)廣力度(du)。深入實(shi)施(shi)(shi)多式(shi)聯運(yun)(yun)示范工程,持續推(tui)進(jin)鐵路(lu)專用(yong)(yong)線建(jian)設(she)、大宗貨物運(yun)(yun)輸“公(gong)(gong)(gong)(gong)轉(zhuan)鐵”“公(gong)(gong)(gong)(gong)轉(zhuan)水”等(deng)重點任務(wu)。積極推(tui)動(dong)新能源汽車(che)在城市(shi)公(gong)(gong)(gong)(gong)交(jiao)(jiao)等(deng)領域(yu)應用(yong)(yong),鼓(gu)勵(li)重載(zai)卡車(che)、船舶領域(yu)使(shi)用(yong)(yong)LNG等(deng)清(qing)潔(jie)燃料替代(dai)。實(shi)施(shi)(shi)港(gang)口(kou)岸電(dian)(dian)、空(kong)港(gang)陸(lu)電(dian)(dian)改造,加強交(jiao)(jiao)通運(yun)(yun)輸行業清(qing)潔(jie)能源供應保(bao)障(zhang)。


三(san)是(shi)實施綠(lv)(lv)色(se)低(di)碳全民行動。在全社會倡(chang)導(dao)節約用能(neng),增強全民節約意(yi)(yi)識(shi)(shi)、環保意(yi)(yi)識(shi)(shi)、生態意(yi)(yi)識(shi)(shi),引導(dao)形成簡(jian)約適(shi)度、綠(lv)(lv)色(se)低(di)碳的生活方式(shi)(shi),堅決(jue)遏制(zhi)不合(he)理能(neng)源消費。深入開展綠(lv)(lv)色(se)低(di)碳社會行動示范創建,營造(zao)綠(lv)(lv)色(se)低(di)碳生活新時(shi)尚(shang)。大(da)力倡(chang)導(dao)自行車、公(gong)共交通工具等(deng)(deng)綠(lv)(lv)色(se)出行方式(shi)(shi)。大(da)力發展綠(lv)(lv)色(se)消費,推廣(guang)綠(lv)(lv)色(se)低(di)碳產品,完善節能(neng)低(di)碳產品認證與標識(shi)(shi)制(zhi)度。完善節能(neng)家電、高效照明產品等(deng)(deng)推廣(guang)機制(zhi),以京津(jin)冀(ji)、長(chang)三(san)角、粵(yue)港澳等(deng)(deng)區(qu)域(yu)為重點,鼓勵建立(li)家庭用能(neng)智(zhi)慧化管理系統。
