協同調度提升蒙西“網對網”外送能力

為(wei)實現碳(tan)達峰碳(tan)中和目標,內蒙(meng)(meng)古正持續推進新(xin)(xin)能(neng)源(yuan)(yuan)倍增行動。按照相關規劃(hua),“十四五”時期(qi),內蒙(meng)(meng)古可(ke)再(zai)生能(neng)源(yuan)(yuan)發(fa)(fa)電(dian)裝(zhuang)(zhuang)機將達到1.35億千(qian)瓦以(yi)上(shang),其中風電(dian)8900萬千(qian)瓦,光伏發(fa)(fa)電(dian)4500萬千(qian)瓦,新(xin)(xin)能(neng)源(yuan)(yuan)裝(zhuang)(zhuang)機規模(mo)超過(guo)(guo)火電(dian)裝(zhuang)(zhuang)機規模(mo),內蒙(meng)(meng)古新(xin)(xin)能(neng)源(yuan)(yuan)發(fa)(fa)電(dian)量占總(zong)(zong)發(fa)(fa)電(dian)量的比重(zhong)超過(guo)(guo)35%。“十四五”期(qi)間,可(ke)再(zai)生能(neng)源(yuan)(yuan)新(xin)(xin)增裝(zhuang)(zhuang)機達8000萬千(qian)瓦以(yi)上(shang),占全部新(xin)(xin)增裝(zhuang)(zhuang)機的比重(zhong)超過(guo)(guo)60%,成(cheng)為(wei)新(xin)(xin)增裝(zhuang)(zhuang)機的主(zhu)力(li)。預計(ji)到2030年,內蒙(meng)(meng)古新(xin)(xin)能(neng)源(yuan)(yuan)裝(zhuang)(zhuang)機容量超過(guo)(guo)2億千(qian)瓦,新(xin)(xin)能(neng)源(yuan)(yuan)發(fa)(fa)電(dian)總(zong)(zong)量超過(guo)(guo)火電(dian)發(fa)(fa)電(dian)總(zong)(zong)量。

新能源消納任務艱巨


中國能源報:如何定位蒙西電網在新型電力系統建設中的地位和作用?


閆軍:蒙西電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)作(zuo)為全國唯一獨立的省級電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang),與相(xiang)鄰(lin)省(區(qu)(qu))之(zhi)間的電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)界面清(qing)晰,同時網(wang)(wang)(wang)(wang)(wang)架(jia)結(jie)構(gou)完善,體(ti)制(zhi)機(ji)制(zhi)相(xiang)對靈活,建設(she)(she)新(xin)型(xing)(xing)電(dian)(dian)(dian)(dian)力(li)系統(tong)的電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)平臺優(you)勢(shi)顯著。內蒙古作(zuo)為國家(jia)(jia)重(zhong)要的能(neng)(neng)(neng)源(yuan)(yuan)和(he)戰略資源(yuan)(yuan)基地,新(xin)能(neng)(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)富(fu)集,開發潛力(li)巨大(da),新(xin)能(neng)(neng)(neng)源(yuan)(yuan)電(dian)(dian)(dian)(dian)力(li)裝(zhuang)機(ji)占(zhan)比高,建設(she)(she)新(xin)型(xing)(xing)電(dian)(dian)(dian)(dian)力(li)系統(tong)基礎條件優(you)越。因此,率先(xian)在蒙西地區(qu)(qu)建設(she)(she)新(xin)型(xing)(xing)電(dian)(dian)(dian)(dian)力(li)系統(tong),具有先(xian)天優(you)勢(shi),對推(tui)動國家(jia)(jia)能(neng)(neng)(neng)源(yuan)(yuan)電(dian)(dian)(dian)(dian)力(li)清(qing)潔低碳發展具有重(zhong)要意義,也將為推(tui)動能(neng)(neng)(neng)源(yuan)(yuan)產業(ye)鏈轉型(xing)(xing)升級積(ji)累(lei)重(zhong)要經驗。截至今(jin)年10月底,蒙西電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)裝(zhuang)機(ji)容量達8068萬(wan)(wan)千(qian)(qian)瓦(wa)(wa),其中火(huo)電(dian)(dian)(dian)(dian)4665萬(wan)(wan)千(qian)(qian)瓦(wa)(wa),風電(dian)(dian)(dian)(dian)2075萬(wan)(wan)千(qian)(qian)瓦(wa)(wa),太(tai)陽能(neng)(neng)(neng)1099萬(wan)(wan)千(qian)(qian)瓦(wa)(wa),水電(dian)(dian)(dian)(dian)209萬(wan)(wan)千(qian)(qian)瓦(wa)(wa),新(xin)型(xing)(xing)儲能(neng)(neng)(neng)20萬(wan)(wan)千(qian)(qian)瓦(wa)(wa),新(xin)能(neng)(neng)(neng)源(yuan)(yuan)裝(zhuang)機(ji)占(zhan)比達到(dao)39.81%。


隨(sui)(sui)著我國(guo)能(neng)(neng)源供(gong)應的清潔低碳高質量發(fa)展(zhan)及(ji)負荷的持續增長,未來各(ge)主要負荷地區(qu)對清潔能(neng)(neng)源的需求將(jiang)不斷增加(jia)。蒙西地區(qu)具(ju)有距離京津冀魯、華中和華東(dong)等負荷中心(xin)較近的區(qu)位優(you)勢,將(jiang)成為重(zhong)要的能(neng)(neng)源外送基地。同時,隨(sui)(sui)著清潔能(neng)(neng)源裝機占比(bi)逐步提高,因新能(neng)(neng)源發(fa)電具(ju)有間歇性、波(bo)動性等特點,蒙西電網肩負的新能(neng)(neng)源消納任務將(jiang)更(geng)加(jia)艱巨。

中國能源報:“雙碳”目標下,如何推動蒙西電網改革升級?


閆軍:隨(sui)著大型風電、光伏(fu)發電基地加速建設,內蒙古逐漸成為(wei)保障全國綠電供應的重要外送基地。


內蒙(meng)古確立了“兩率先、兩超過(guo)”發(fa)(fa)展目標(biao),按照目前的發(fa)(fa)展形(xing)勢,到2030年(nian),蒙(meng)西地區新(xin)(xin)能(neng)(neng)源(yuan)裝機(ji)占比(bi)將(jiang)達60%以上,新(xin)(xin)能(neng)(neng)源(yuan)發(fa)(fa)電量占比(bi)超50%。蒙(meng)西電網將(jiang)形(xing)成堅強的“四(si)橫五縱”500千伏主網架結構,對內蒙(meng)古經濟社會發(fa)(fa)展的支撐(cheng)能(neng)(neng)力(li)將(jiang)進一步增強,同時具備支撐(cheng)8條“網對網”特高壓直(zhi)流外(wai)送(song)通道的能(neng)(neng)力(li),可向(xiang)華北、華中、華東地區高比(bi)例輸送(song)新(xin)(xin)能(neng)(neng)源(yuan)。


“十四(si)五”以來,我(wo)們積(ji)極(ji)協助政府(fu)構建蒙(meng)西新型電力(li)系統,完(wan)成了多項(xiang)重要(yao)規劃(hua)發(fa)展(zhan)研(yan)究(jiu)工作,促進(jin)網(wang)源協同發(fa)展(zhan)。此外,我(wo)們還(huan)開展(zhan)了蒙(meng)西電網(wang)未來發(fa)展(zhan)格局(ju)研(yan)究(jiu),明確蒙(meng)西未來“網(wang)對網(wang)”電力(li)外送格局(ju),配合內蒙(meng)古自治(zhi)區(qu)編制《新能源開發(fa)布局(ju)與(yu)有(you)序(xu)利用(yong)規劃(hua)》《蒙(meng)西四(si)大沙漠新能源基地開發(fa)布局(ju)方案》。


實現源網荷儲協同調度


中國能源報:如何提升蒙西電網清潔電力輸送效率?


閆軍:未(wei)來新(xin)型(xing)電(dian)力(li)(li)系統將更大化滿足用戶(hu)交(jiao)易需求,需在各(ge)環(huan)節管(guan)理上進行更靈活的(de)調整,以適應新(xin)型(xing)電(dian)力(li)(li)市(shi)場(chang)運行的(de)新(xin)需要,確(que)保(bao)(bao)能(neng)經受(shou)得住局(ju)部時段電(dian)力(li)(li)平衡緊張、保(bao)(bao)供保(bao)(bao)暖、新(xin)能(neng)源消納矛盾交(jiao)織(zhi)的(de)極端場(chang)景考(kao)驗。


要適應(ying)電源(yuan)側高比例新(xin)(xin)能源(yuan)接入、負(fu)荷(he)側高電氣化(hua)及電網(wang)側潮流大幅變動等(deng)新(xin)(xin)態勢,就需要不斷提(ti)高新(xin)(xin)能源(yuan)預測、多(duo)類型儲(chu)能協(xie)調控制、需求側響應(ying)及負(fu)荷(he)自動控制、源(yuan)網(wang)荷(he)儲(chu)市場化(hua)協(xie)同四個(ge)方面的調度能力。

具(ju)體而言,電(dian)網(wang)側,要進一步(bu)加強、延伸主網(wang)架結構(gou),保障通道利用率,形成安全(quan)、高效、綠色的“網(wang)對(dui)網(wang)”電(dian)力(li)(li)外(wai)送(song)格局。同時,建(jian)設堅強智能(neng)電(dian)網(wang),主動適應(ying)分布式(shi)電(dian)源(yuan)、新能(neng)源(yuan)微網(wang)及多(duo)元負荷(he)發展(zhan)需要。此外(wai),還要加大(da)科技創新力(li)(li)度(du),圍繞構(gou)建(jian)新型(xing)電(dian)力(li)(li)系統開展(zhan)關鍵核心技術攻關,推動成果轉化應(ying)用。2020年8月,全(quan)國首臺500千伏(fu)磁(ci)控型(xing)可控高抗在蒙(meng)西電(dian)網(wang)投(tou)運,實現無功補(bu)償(chang)和系統電(dian)壓(ya)可控調節,有力(li)(li)保障了地區新能(neng)源(yuan)送(song)出和系統的安全(quan)性、穩(wen)定性。


電(dian)(dian)(dian)源側(ce),要(yao)加(jia)快(kuai)配(pei)套送出工程建(jian)設,積極做(zuo)好新(xin)能(neng)(neng)(neng)源項目并網服務,推動新(xin)能(neng)(neng)(neng)源在更大(da)范(fan)圍消納。同時,保障電(dian)(dian)(dian)力(li)供應安全,加(jia)快(kuai)推動煤電(dian)(dian)(dian)項目配(pei)套電(dian)(dian)(dian)網工程建(jian)設,提升新(xin)能(neng)(neng)(neng)源預測水(shui)平(ping)、智慧化調(diao)(diao)度運(yun)行(xing)能(neng)(neng)(neng)力(li)。此外,還要(yao)健全完(wan)善電(dian)(dian)(dian)力(li)需求(qiu)側(ce)響應機制,激勵市場主(zhu)體(ti)挖(wa)掘調(diao)(diao)峰資(zi)源。目前蒙西(xi)電(dian)(dian)(dian)網新(xin)能(neng)(neng)(neng)源場站(zhan)廣泛使用的SVC(靜止無功補償器)可快(kuai)速、平(ping)滑地進行(xing)電(dian)(dian)(dian)壓調(diao)(diao)節,極大(da)改善了新(xin)能(neng)(neng)(neng)源場站(zhan)接入(ru)區的無功電(dian)(dian)(dian)壓水(shui)平(ping)。


負荷側,要(yao)健全完善新型電(dian)(dian)力(li)市(shi)場,開展(zhan)綠色電(dian)(dian)力(li)中(zhong)長(chang)期交(jiao)易試點,不(bu)斷(duan)完善現貨市(shi)場交(jiao)易規則(ze),積極探索與區(qu)外現貨市(shi)場銜接,研究更加(jia)靈活的市(shi)場價格調節機制,推動碳市(shi)場與電(dian)(dian)力(li)市(shi)場協同(tong)發(fa)展(zhan)。同(tong)時(shi)支(zhi)持新能(neng)源(yuan)(yuan)多種應(ying)用場景,如工業園區(qu)低碳零碳園區(qu)試點、源(yuan)(yuan)網(wang)(wang)荷儲(chu)一體化(hua)微電(dian)(dian)網(wang)(wang)等(deng)建(jian)設,促進(jin)新能(neng)源(yuan)(yuan)就地(di)、就近(jin)開發(fa)消納,推動終端(duan)用戶(hu)綠能(neng)替代(dai),提升新能(neng)源(yuan)(yuan)消納能(neng)力(li)。


儲(chu)(chu)能(neng)(neng)側(ce),力爭2025年建成和開工的抽水蓄(xu)能(neng)(neng)電(dian)(dian)(dian)站(zhan)規(gui)模740萬(wan)千瓦,到2030年達到1000萬(wan)千瓦。同時,做好已(yi)建成新(xin)型(xing)電(dian)(dian)(dian)化學(xue)儲(chu)(chu)能(neng)(neng)集中調(diao)用,提(ti)高電(dian)(dian)(dian)網(wang)調(diao)峰(feng)能(neng)(neng)力。此(ci)外,還要統籌規(gui)劃電(dian)(dian)(dian)網(wang)側(ce)新(xin)型(xing)儲(chu)(chu)能(neng)(neng)建設(she),啟動(dong)一批電(dian)(dian)(dian)網(wang)側(ce)關鍵節點儲(chu)(chu)能(neng)(neng)示范(fan)電(dian)(dian)(dian)站(zhan)建設(she),力爭到2025年蒙西電(dian)(dian)(dian)網(wang)新(xin)型(xing)儲(chu)(chu)能(neng)(neng)規(gui)模超過500萬(wan)千瓦。


建立靈活能源配給平臺


中國能源報:您如何看待數字化技術對構建新型電力系統的意義?


閆軍:“大云物移智鏈”等新(xin)技(ji)術(shu)加快應用,將推動傳統電(dian)網數(shu)字化轉型(xing)升級(ji)。數(shu)字電(dian)網將顯著提(ti)升電(dian)網透(tou)明化水平(ping)(ping),支撐實(shi)現系(xi)統層面電(dian)網狀(zhuang)(zhuang)態、設備(bei)狀(zhuang)(zhuang)態、管理狀(zhuang)(zhuang)態的(de)全景透(tou)明,構建起(qi)更加靈活和柔性的(de)用戶能(neng)源(yuan)配給(gei)平(ping)(ping)臺,提(ti)升新(xin)能(neng)源(yuan)發電(dian)的(de)可觀、可控能(neng)力和消納(na)利用水平(ping)(ping)。


我們制定(ding)了“十(shi)四五(wu)”數(shu)字(zi)(zi)化轉型“1-3-5”工(gong)(gong)(gong)作(zuo)方(fang)案,即圍繞數(shu)字(zi)(zi)蒙電(dian)推動(dong)構建新型電(dian)力(li)系(xi)統一條工(gong)(gong)(gong)作(zuo)主(zhu)線,聚焦電(dian)網運營(ying)數(shu)字(zi)(zi)化、客(ke)戶服務(wu)數(shu)字(zi)(zi)化、企業(ye)經營(ying)數(shu)字(zi)(zi)化三大核心任(ren)務(wu),實施新型數(shu)字(zi)(zi)基礎(chu)設(she)施建設(she)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)、電(dian)網智能運營(ying)能力(li)提(ti)升(sheng)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)、客(ke)戶用(yong)電(dian)服務(wu)能力(li)提(ti)升(sheng)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)、企業(ye)數(shu)字(zi)(zi)經營(ying)能力(li)提(ti)升(sheng)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)、電(dian)網數(shu)字(zi)(zi)產業(ye)發展培(pei)育工(gong)(gong)(gong)程(cheng)(cheng)(cheng)五(wu)項重點(dian)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)。
