各(ge)(ge)省(sheng)(自治區、直轄(xia)市)能源局,有關(guan)省(sheng)(自治區、直轄(xia)市)及(ji)新(xin)疆生產建設兵(bing)團發(fa)展改革委(wei)、工業和信息化主管部門,北京(jing)市城市管理委(wei),各(ge)(ge)派(pai)出機構(gou),全國電力安委(wei)會各(ge)(ge)企業成(cheng)員單位:
近(jin)期(qi),全國(guo)(guo)各地電(dian)(dian)力(li)建設工(gong)程陸續開(kai)復工(gong)。受開(kai)復工(gong)時間(jian)安(an)排較(jiao)為集中、新進轉(zhuan)崗(gang)人員數量多、工(gong)程狀(zhuang)況和(he)施工(gong)條(tiao)件發生變化等因素影響,開(kai)復工(gong)期(qi)間(jian)安(an)全風險居高不下(xia),是事故(gu)易發多發時段。為深入貫徹習近(jin)平總書記重(zhong)要指(zhi)示(shi)批示(shi)精神,認(ren)真落實全國(guo)(guo)安(an)全生產電(dian)(dian)視電(dian)(dian)話會議精神,切(qie)實做(zuo)好電(dian)(dian)力(li)建設工(gong)程開(kai)復工(gong)相關(guan)工(gong)作,加(jia)強風險管控(kong)和(he)隱患排查(cha)整(zheng)治,防范(fan)遏制各類事故(gu)發生,現提出如下(xia)監管要求。
一、嚴格(ge)落(luo)實(shi)(shi)企(qi)業(ye)主體(ti)責(ze)(ze)(ze)任(ren)(ren)(ren)。建設單位(wei)要切實(shi)(shi)承擔起(qi)對電力建設工程施(shi)(shi)工安(an)全(quan)(quan)的全(quan)(quan)面(mian)責(ze)(ze)(ze)任(ren)(ren)(ren)和(he)首(shou)要責(ze)(ze)(ze)任(ren)(ren)(ren),進一步健全(quan)(quan)安(an)全(quan)(quan)生產(chan)責(ze)(ze)(ze)任(ren)(ren)(ren)制(zhi),分解落(luo)實(shi)(shi)責(ze)(ze)(ze)任(ren)(ren)(ren)到(dao)(dao)崗(gang)到(dao)(dao)人,杜(du)絕責(ze)(ze)(ze)任(ren)(ren)(ren)體(ti)系(xi)空轉虛轉;要加強對各參建單位(wei)安(an)全(quan)(quan)管(guan)理履職情況的檢(jian)查考核,督促落(luo)實(shi)(shi)責(ze)(ze)(ze)任(ren)(ren)(ren)到(dao)(dao)位(wei)。各參建單位(wei)要加強對節(jie)后開復工工作的組織(zhi)領(ling)導(dao),細化完善保(bao)障措施(shi)(shi),明(ming)確安(an)全(quan)(quan)管(guan)理要求,并將(jiang)措施(shi)(shi)和(he)要求落(luo)實(shi)(shi)到(dao)(dao)每(mei)(mei)個(ge)領(ling)域、每(mei)(mei)個(ge)環(huan)節(jie)、每(mei)(mei)個(ge)部位(wei),確保(bao)無盲(mang)區(qu)、無死角。
二、科(ke)學(xue)制(zhi)定開復工(gong)(gong)(gong)(gong)方案(an)。各電力(li)(li)企(qi)業要統籌考慮(lv)所屬的(de)待(dai)建和(he)在建電力(li)(li)工(gong)(gong)(gong)(gong)程數量、規模、地理(li)分布(bu),以及(ji)本企(qi)業安全管理(li)力(li)(li)量等情況,合理(li)把握開工(gong)(gong)(gong)(gong)復工(gong)(gong)(gong)(gong)節奏,平穩有序推進(jin)相(xiang)關工(gong)(gong)(gong)(gong)作,防(fang)范因“一(yi)窩蜂”開復工(gong)(gong)(gong)(gong)埋下事故隱患(huan)。電力(li)(li)工(gong)(gong)(gong)(gong)程的(de)建設(she)單(dan)位要組織各參(can)建單(dan)位科(ke)學(xue)制(zhi)定開復工(gong)(gong)(gong)(gong)方案(an),全面辨識(shi)評估工(gong)(gong)(gong)(gong)程現場、周邊環境、天氣狀(zhuang)況等安全風(feng)險和(he)自然災害(hai),落實防(fang)范管控措施(shi),確保具備安全施(shi)工(gong)(gong)(gong)(gong)條件(jian)。不具備相(xiang)關條件(jian)的(de),一(yi)律不得開復工(gong)(gong)(gong)(gong)。
三、加強安(an)全(quan)(quan)(quan)教育(yu)(yu)(yu)培訓(xun)(xun)。開(kai)復(fu)工(gong)前,建(jian)設(she)單(dan)(dan)位(wei)要結合工(gong)程實(shi)際制定安(an)全(quan)(quan)(quan)教育(yu)(yu)(yu)培訓(xun)(xun)專項方案,牽頭組織各參(can)建(jian)單(dan)(dan)位(wei)開(kai)展安(an)全(quan)(quan)(quan)生產(chan)再(zai)教育(yu)(yu)(yu)、再(zai)培訓(xun)(xun)。各參(can)建(jian)單(dan)(dan)位(wei)要建(jian)立作(zuo)(zuo)(zuo)(zuo)業人(ren)員實(shi)名制,對進(jin)場作(zuo)(zuo)(zuo)(zuo)業人(ren)員逐個(ge)登記造冊,準確(que)掌握人(ren)員基本(ben)狀況,做到底(di)數清、情(qing)況明;要根據不(bu)(bu)同崗位(wei)針對性開(kai)展安(an)全(quan)(quan)(quan)教育(yu)(yu)(yu)培訓(xun)(xun)、安(an)全(quan)(quan)(quan)交(jiao)底(di)、技術交(jiao)底(di)等(deng)工(gong)作(zuo)(zuo)(zuo)(zuo),確(que)保進(jin)場作(zuo)(zuo)(zuo)(zuo)業人(ren)員全(quan)(quan)(quan)覆蓋,未經安(an)全(quan)(quan)(quan)教育(yu)(yu)(yu)培訓(xun)(xun)合格的人(ren)員,不(bu)(bu)得上(shang)崗作(zuo)(zuo)(zuo)(zuo)業。特(te)種作(zuo)(zuo)(zuo)(zuo)業人(ren)員必須(xu)持有效(xiao)證(zheng)件上(shang)崗,杜絕無證(zheng)上(shang)崗和(he)“人(ren)證(zheng)不(bu)(bu)符”現象發生。
四、加強(qiang)(qiang)現場安(an)(an)全(quan)(quan)管(guan)控(kong)。建(jian)(jian)設單(dan)(dan)位(wei)要(yao)(yao)(yao)加強(qiang)(qiang)工(gong)(gong)期管(guan)理,監(jian)督(du)各(ge)參(can)建(jian)(jian)單(dan)(dan)位(wei)嚴格執行(xing)合(he)同(tong)約(yue)定工(gong)(gong)期,其中由于各(ge)種原(yuan)因(yin)造成(cheng)建(jian)(jian)設進(jin)(jin)度滯后的,工(gong)(gong)期應(ying)作(zuo)相應(ying)順延,確保實(shi)際(ji)工(gong)(gong)期符合(he)定額標準,杜絕擅自壓縮工(gong)(gong)期、盲(mang)目施(shi)工(gong)(gong)搶進(jin)(jin)度等現象發生。各(ge)參(can)建(jian)(jian)單(dan)(dan)位(wei)要(yao)(yao)(yao)加強(qiang)(qiang)施(shi)工(gong)(gong)作(zuo)業(ye)現場安(an)(an)全(quan)(quan)管(guan)理,深(shen)入排查整治風險(xian)(xian)隱患(huan),重大(da)風險(xian)(xian)隱患(huan)要(yao)(yao)(yao)掛牌督(du)辦;要(yao)(yao)(yao)嚴格落實(shi)《防(fang)止電(dian)力(li)(li)建(jian)(jian)設工(gong)(gong)程施(shi)工(gong)(gong)安(an)(an)全(quan)(quan)事(shi)故(gu)三十項重點(dian)要(yao)(yao)(yao)求》《電(dian)力(li)(li)建(jian)(jian)設工(gong)(gong)程施(shi)工(gong)(gong)安(an)(an)全(quan)(quan)管(guan)理導則》等規定要(yao)(yao)(yao)求,特別要(yao)(yao)(yao)加強(qiang)(qiang)隧洞(dong)開(kai)挖(wa)、施(shi)工(gong)(gong)起(qi)重機械和腳手架使(shi)用、高大(da)模板施(shi)工(gong)(gong)等高風險(xian)(xian)作(zuo)業(ye)管(guan)控(kong),嚴格落實(shi)安(an)(an)全(quan)(quan)防(fang)護和技術保障措施(shi)。
五、加強安全應急管理。各參建(jian)單位要根據(ju)工程建(jian)設(she)階段、現(xian)場(chang)條件和(he)自(zi)然(ran)環境變化(hua)情況,動(dong)態完善(shan)預(yu)案體系,及(ji)時(shi)(shi)制(zhi)定(ding)修訂相(xiang)關專(zhuan)項預(yu)案和(he)現(xian)場(chang)處(chu)置(zhi)方案;要加強預(yu)案方案宣(xuan)貫培(pei)訓和(he)實戰演練,提升防范應對突發事件綜合能力;要加強與當地政(zheng)府及(ji)應急、氣象、地震、自(zi)然(ran)資源等部門的(de)溝通(tong),及(ji)時(shi)(shi)獲取災害風險信(xin)(xin)息,共享應急救援(yuan)資源;要加強信(xin)(xin)息報送工作(zuo),嚴(yan)格按照規(gui)定(ding)要求(qiu),及(ji)時(shi)(shi)、準確(que)和(he)完整報送事故事件、自(zi)然(ran)災害等信(xin)(xin)息,防范因信(xin)(xin)息報送問題延誤應急處(chu)置(zhi)現(xian)象發生。
六、加強安(an)全監管(guan)(guan)執法(fa)(fa)。地方各(ge)級(ji)電(dian)力(li)(li)管(guan)(guan)理部門要嚴格履行(xing)(xing)項目管(guan)(guan)理和電(dian)力(li)(li)安(an)全屬地管(guan)(guan)理職責(ze),深入排(pai)查梳理本單位核準、備案的電(dian)力(li)(li)建設工程(cheng)(cheng)開復(fu)工情況,及時發現并(bing)糾正開復(fu)工過程(cheng)(cheng)中(zhong)的違(wei)法(fa)(fa)違(wei)規(gui)行(xing)(xing)為。各(ge)派(pai)出機構(gou)要會同省(sheng)級(ji)電(dian)力(li)(li)管(guan)(guan)理部門,統籌結合(he)當(dang)前正在開展(zhan)的安(an)全生產(chan)(chan)治本攻堅三(san)年行(xing)(xing)動等工作,抽(chou)取一定比例的電(dian)力(li)(li)建設工程(cheng)(cheng)開展(zhan)“四不兩直”督(du)查,嚴肅處理電(dian)力(li)(li)建設工程(cheng)(cheng)安(an)全生產(chan)(chan)違(wei)法(fa)(fa)違(wei)規(gui)問(wen)題及相(xiang)關(guan)責(ze)任(ren)人員。

三(san)、加強安全(quan)(quan)(quan)教(jiao)(jiao)育培訓(xun)(xun)。開(kai)(kai)復(fu)工前,建設(she)單位(wei)要(yao)(yao)結合(he)工程實際制定(ding)安全(quan)(quan)(quan)教(jiao)(jiao)育培訓(xun)(xun)專項方(fang)案,牽頭組(zu)織(zhi)各參建單位(wei)開(kai)(kai)展安全(quan)(quan)(quan)生產再教(jiao)(jiao)育、再培訓(xun)(xun)。各參建單位(wei)要(yao)(yao)建立作(zuo)(zuo)業(ye)人(ren)(ren)(ren)員(yuan)實名制,對(dui)進場(chang)作(zuo)(zuo)業(ye)人(ren)(ren)(ren)員(yuan)逐(zhu)個登(deng)記造冊,準(zhun)確掌(zhang)握人(ren)(ren)(ren)員(yuan)基本狀(zhuang)況,做到底(di)數(shu)清、情況明;要(yao)(yao)根(gen)據(ju)不同崗位(wei)針對(dui)性開(kai)(kai)展安全(quan)(quan)(quan)教(jiao)(jiao)育培訓(xun)(xun)、安全(quan)(quan)(quan)交底(di)、技(ji)術交底(di)等(deng)工作(zuo)(zuo),確保進場(chang)作(zuo)(zuo)業(ye)人(ren)(ren)(ren)員(yuan)全(quan)(quan)(quan)覆蓋,未經安全(quan)(quan)(quan)教(jiao)(jiao)育培訓(xun)(xun)合(he)格(ge)的人(ren)(ren)(ren)員(yuan),不得上崗作(zuo)(zuo)業(ye)。特種(zhong)作(zuo)(zuo)業(ye)人(ren)(ren)(ren)員(yuan)必須持有效(xiao)證(zheng)件上崗,杜絕無證(zheng)上崗和“人(ren)(ren)(ren)證(zheng)不符(fu)”現象(xiang)發生。
四、加(jia)(jia)強現(xian)場安(an)全(quan)管(guan)控。建設(she)單(dan)位(wei)(wei)要加(jia)(jia)強工(gong)(gong)(gong)(gong)期(qi)(qi)管(guan)理,監督(du)各參(can)建單(dan)位(wei)(wei)嚴(yan)格執行(xing)合(he)同約定工(gong)(gong)(gong)(gong)期(qi)(qi),其中由于各種(zhong)原因造(zao)成(cheng)建設(she)進度滯后的,工(gong)(gong)(gong)(gong)期(qi)(qi)應作相(xiang)應順延,確保(bao)實際工(gong)(gong)(gong)(gong)期(qi)(qi)符合(he)定額標準,杜(du)絕擅自壓縮工(gong)(gong)(gong)(gong)期(qi)(qi)、盲目施(shi)工(gong)(gong)(gong)(gong)搶(qiang)進度等(deng)現(xian)象(xiang)發生(sheng)。各參(can)建單(dan)位(wei)(wei)要加(jia)(jia)強施(shi)工(gong)(gong)(gong)(gong)作業現(xian)場安(an)全(quan)管(guan)理,深入排查整治(zhi)風(feng)(feng)險隱患(huan)(huan),重(zhong)大風(feng)(feng)險隱患(huan)(huan)要掛牌(pai)督(du)辦;要嚴(yan)格落實《防止電力建設(she)工(gong)(gong)(gong)(gong)程施(shi)工(gong)(gong)(gong)(gong)安(an)全(quan)事故三(san)十項重(zhong)點(dian)要求》《電力建設(she)工(gong)(gong)(gong)(gong)程施(shi)工(gong)(gong)(gong)(gong)安(an)全(quan)管(guan)理導則》等(deng)規定要求,特(te)別要加(jia)(jia)強隧洞開挖、施(shi)工(gong)(gong)(gong)(gong)起(qi)重(zhong)機械和(he)腳手架使用、高大模(mo)板(ban)施(shi)工(gong)(gong)(gong)(gong)等(deng)高風(feng)(feng)險作業管(guan)控,嚴(yan)格落實安(an)全(quan)防護(hu)和(he)技術(shu)保(bao)障措施(shi)。
