國家能源局:為風光大基地等重點項目開辟納規綠色通道

6月(yue)4日,國家能(neng)源(yuan)局(ju)印發(fa)《關于做好新(xin)能(neng)源(yuan)消(xiao)納工(gong)(gong)作保障(zhang)新(xin)能(neng)源(yuan)高質量(liang)發(fa)展的通知》,就(jiu)新(xin)能(neng)源(yuan)利用(yong)率、消(xiao)納以(yi)及配(pei)套電網的推進工(gong)(gong)作給出(chu)有關要求。


根據文件,保障新(xin)能源高(gao)質量發展,需要(yao)優化(hua)完善新(xin)能源消(xiao)納(na)(na)政策措施,夯實(shi)基礎、鞏固成果(guo)、改革(ge)創新(xin),以高(gao)質量消(xiao)納(na)(na)工作促進(jin)新(xin)能源供給消(xiao)納(na)(na)體(ti)系建設。


文件要求,對(dui)500千(qian)伏及(ji)以(yi)上配套(tao)電(dian)網項目(mu)(mu),國(guo)(guo)家能源局每年(nian)組(zu)織國(guo)(guo)家電(dian)力發(fa)展規(gui)劃內項目(mu)(mu)調(diao)整,并為國(guo)(guo)家布局的大型風(feng)電(dian)光(guang)伏基地(di)、流域水風(feng)光(guang)一體化基地(di)等重點項目(mu)(mu)開辟納規(gui)“綠色通道(dao)”,加快(kuai)推動一批新能源配套(tao)電(dian)網項目(mu)(mu)納規(gui)。


此外(wai),要求加(jia)快項(xiang)目(mu)建(jian)設要會同發電企(qi)業統籌確定新能源和配套電網項(xiang)目(mu)的(de)建(jian)設投(tou)產時(shi)序,優化投(tou)資計(ji)劃安排(pai),與(yu)項(xiang)目(mu)前期工作進度(du)做好銜接,不得因資金安排(pai)不及時(shi)影響項(xiang)目(mu)建(jian)設。


根據重點(dian)(dian)(dian)項目(mu)清單,2024投產的重點(dian)(dian)(dian)新(xin)能(neng)源配套(tao)電網項目(mu)約33個(ge)、2024新(xin)開工(gong)新(xin)能(neng)源配套(tao)電網重點(dian)(dian)(dian)項目(mu)37個(ge),涉及(ji)數十個(ge)省份。


文件強調,要科學確(que)定(ding)各地新(xin)能(neng)(neng)源(yuan)利用率(lv)目標(biao)。省級能(neng)(neng)源(yuan)主管部(bu)(bu)門要會同相關部(bu)(bu)門,在科學開展(zhan)新(xin)能(neng)(neng)源(yuan)消納分(fen)析(xi)的基礎上,充(chong)分(fen)考慮(lv)新(xin)能(neng)(neng)源(yuan)發展(zhan)、系(xi)統承(cheng)載力、系(xi)統經濟性(xing)、用戶承(cheng)受能(neng)(neng)力等因素(su),與本(ben)地區(qu)(qu)電網企業、發電企業充(chong)分(fen)銜接后,確(que)定(ding)新(xin)能(neng)(neng)源(yuan)利用率(lv)目標(biao)。部(bu)(bu)分(fen)資源(yuan)條(tiao)件較好的地區(qu)(qu)可(ke)適當放寬新(xin)能(neng)(neng)源(yuan)利用率(lv)目標(biao),原則(ze)上不低于90%,并根據消納形勢(shi)開展(zhan)年度動(dong)態評估。

做好新形勢下新能(neng)源消(xiao)納工作(zuo),是規(gui)劃建設新型能(neng)源體系(xi)(xi)、構建新型電力(li)系(xi)(xi)統的(de)重(zhong)要內(nei)容,對(dui)提升非化石(shi)能(neng)源消(xiao)費比重(zhong)、推動實現“雙碳”目(mu)標具有重(zhong)要意義。為深(shen)入貫徹落實習近平(ping)總(zong)書記在中共中央政治局(ju)第十(shi)二(er)次(ci)集體學習時(shi)(shi)的(de)重(zhong)要講話(hua)精(jing)神,提升電力(li)系(xi)(xi)統對(dui)新能(neng)源的(de)消(xiao)納能(neng)力(li),確(que)保(bao)新能(neng)源大(da)規(gui)模發展的(de)同時(shi)(shi)保(bao)持(chi)合理利用水平(ping),推動新能(neng)源高質量發展,現就有關事項通知如下。


一、加快推進新能源配套電(dian)網(wang)項目(mu)建設


(一)加強(qiang)規(gui)劃(hua)(hua)(hua)管(guan)(guan)理(li)。對500千伏(fu)(fu)及以上配(pei)套(tao)電網項(xiang)(xiang)(xiang)(xiang)目(mu)(mu),國家能源(yuan)(yuan)局(ju)每年組織國家電力發(fa)(fa)展規(gui)劃(hua)(hua)(hua)內項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)調整(zheng),并為國家布局(ju)的大型風電光(guang)伏(fu)(fu)基地、流域(yu)水風光(guang)一體(ti)化(hua)基地等重點項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)開(kai)(kai)辟納規(gui)“綠色通道”,加快(kuai)推動一批新能源(yuan)(yuan)配(pei)套(tao)電網項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)納規(gui)。對500千伏(fu)(fu)以下配(pei)套(tao)電網項(xiang)(xiang)(xiang)(xiang)目(mu)(mu),省級能源(yuan)(yuan)主(zhu)管(guan)(guan)部門要(yao)優化(hua)管(guan)(guan)理(li)流程,做好項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)規(gui)劃(hua)(hua)(hua)管(guan)(guan)理(li);結(jie)合分布式(shi)新能源(yuan)(yuan)的開(kai)(kai)發(fa)(fa)方案、項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)布局(ju)等,組織電網企業統籌編制配(pei)電網發(fa)(fa)展規(gui)劃(hua)(hua)(hua),科學加強(qiang)配(pei)電網建設(she),提升分布式(shi)新能源(yuan)(yuan)承載力。


(二)加快項(xiang)(xiang)目(mu)建(jian)設(she)(she)。各級能(neng)源(yuan)(yuan)主(zhu)管部門會(hui)(hui)同(tong)(tong)電(dian)(dian)網(wang)(wang)企(qi)業(ye),每年按權限對(dui)已納入(ru)規(gui)劃的(de)新能(neng)源(yuan)(yuan)配(pei)(pei)套(tao)電(dian)(dian)網(wang)(wang)項(xiang)(xiang)目(mu)建(jian)立項(xiang)(xiang)目(mu)清(qing)單,在(zai)(zai)確(que)保安(an)(an)全的(de)前(qian)(qian)提下加快推進前(qian)(qian)期(qi)(qi)、核準和建(jian)設(she)(she)工作,電(dian)(dian)網(wang)(wang)企(qi)業(ye)按季度向能(neng)源(yuan)(yuan)主(zhu)管部門報送項(xiang)(xiang)目(mu)進展情況(kuang),同(tong)(tong)時(shi)抄送所在(zai)(zai)地相(xiang)應的(de)國家能(neng)源(yuan)(yuan)局(ju)派出(chu)(chu)機構。電(dian)(dian)網(wang)(wang)企(qi)業(ye)承擔電(dian)(dian)網(wang)(wang)工程建(jian)設(she)(she)主(zhu)體責任(ren),要會(hui)(hui)同(tong)(tong)發電(dian)(dian)企(qi)業(ye)統(tong)籌確(que)定新能(neng)源(yuan)(yuan)和配(pei)(pei)套(tao)電(dian)(dian)網(wang)(wang)項(xiang)(xiang)目(mu)的(de)建(jian)設(she)(she)投(tou)產時(shi)序,優化投(tou)資計劃安(an)(an)排(pai),與(yu)項(xiang)(xiang)目(mu)前(qian)(qian)期(qi)(qi)工作進度做好銜(xian)接,不得因(yin)資金安(an)(an)排(pai)不及時(shi)影響(xiang)項(xiang)(xiang)目(mu)建(jian)設(she)(she)。對(dui)電(dian)(dian)網(wang)(wang)企(qi)業(ye)建(jian)設(she)(she)有(you)困難或(huo)規(gui)劃建(jian)設(she)(she)時(shi)序不匹配(pei)(pei)的(de)新能(neng)源(yuan)(yuan)配(pei)(pei)套(tao)送出(chu)(chu)工程,允許發電(dian)(dian)企(qi)業(ye)投(tou)資建(jian)設(she)(she),經電(dian)(dian)網(wang)(wang)企(qi)業(ye)與(yu)發電(dian)(dian)企(qi)業(ye)雙方協商同(tong)(tong)意(yi)后可在(zai)(zai)適當時(shi)機由(you)電(dian)(dian)網(wang)(wang)企(qi)業(ye)依法依規(gui)進行回購(gou)。為做好2024年新能(neng)源(yuan)(yuan)消(xiao)納工作,重點(dian)推動一批配(pei)(pei)套(tao)電(dian)(dian)網(wang)(wang)項(xiang)(xiang)目(mu)建(jian)設(she)(she)(詳(xiang)見附件1、2)。


(三(san))優化接網(wang)流(liu)程。電(dian)(dian)網(wang)企業要優化工(gong)作流(liu)程,簡(jian)化審核環節,推行并聯辦理,縮減(jian)辦理時限,進一步提(ti)高效率(lv)。要按照國家關(guan)于(yu)電(dian)(dian)網(wang)公平開放的相關(guan)規定,主動為新能(neng)源接入電(dian)(dian)網(wang)提(ti)供服務,更多采取“線(xian)上(shang)受理”“一次告知”等方式受理接入電(dian)(dian)網(wang)申請。


二(er)、積(ji)極推進系(xi)統調(diao)節能力提(ti)升和網源協調(diao)發展


(四)加(jia)強系(xi)(xi)統調(diao)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)力(li)建設。省級能(neng)(neng)(neng)源(yuan)(yuan)主管部門(men)要會(hui)同(tong)國家能(neng)(neng)(neng)源(yuan)(yuan)局派(pai)出機構(gou)及(ji)(ji)相關部門(men),根據新能(neng)(neng)(neng)源(yuan)(yuan)增長(chang)規模和利用(yong)率目標,開(kai)(kai)展電(dian)力(li)系(xi)(xi)統調(diao)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)力(li)需求分(fen)析,因(yin)地(di)制宜制定本地(di)區電(dian)力(li)系(xi)(xi)統調(diao)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)力(li)提升(sheng)方案,明確新增煤電(dian)靈活性改造、調(diao)節(jie)(jie)(jie)(jie)電(dian)源(yuan)(yuan)、抽水蓄能(neng)(neng)(neng)、新型儲能(neng)(neng)(neng)和負(fu)荷側調(diao)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)力(li)規模,以及(ji)(ji)省間互濟等調(diao)節(jie)(jie)(jie)(jie)措(cuo)施,并(bing)組織做(zuo)好落實。國家能(neng)(neng)(neng)源(yuan)(yuan)局結合國家電(dian)力(li)發展規劃編制,組織開(kai)(kai)展跨省區系(xi)(xi)統調(diao)節(jie)(jie)(jie)(jie)能(neng)(neng)(neng)力(li)優化(hua)布局工(gong)作,促進調(diao)節(jie)(jie)(jie)(jie)資源(yuan)(yuan)優化(hua)配置。


(五)強化調(diao)節(jie)(jie)資源效(xiao)果評(ping)估(gu)(gu)(gu)認定。省級能(neng)源主(zhu)管部門(men)要會同國家能(neng)源局派出(chu)機(ji)構,組織電(dian)網企業(ye)等單位,開展(zhan)煤電(dian)機(ji)組靈(ling)活性改造(zao)效(xiao)果綜合(he)評(ping)估(gu)(gu)(gu),認定實際調(diao)節(jie)(jie)能(neng)力(li),分析運(yun)行情況,提出(chu)改進要求;開展(zhan)對各類(lei)儲能(neng)設施調(diao)節(jie)(jie)性能(neng)的評(ping)估(gu)(gu)(gu)認定,提出(chu)管理要求,保(bao)障(zhang)調(diao)節(jie)(jie)效(xiao)果;合(he)理評(ping)估(gu)(gu)(gu)負荷側(ce)調(diao)節(jie)(jie)資源參(can)與系(xi)統調(diao)節(jie)(jie)的規模和置信(xin)度,持續挖掘潛力(li)。


(六)有序安(an)排(pai)新能(neng)(neng)源(yuan)項目(mu)建設(she)。省級(ji)能(neng)(neng)源(yuan)主管部門(men)要(yao)結合消(xiao)納能(neng)(neng)力(li),科學安(an)排(pai)集中(zhong)式(shi)新能(neng)(neng)源(yuan)的(de)(de)(de)開發布(bu)局(ju)(ju)、投產(chan)時序和消(xiao)納方向,指導督促(cu)市(縣)級(ji)能(neng)(neng)源(yuan)主管部門(men)合理安(an)排(pai)分布(bu)式(shi)新能(neng)(neng)源(yuan)的(de)(de)(de)開發布(bu)局(ju)(ju),督促(cu)企業切實抓好落(luo)實,加強新能(neng)(neng)源(yuan)與配套電網建設(she)的(de)(de)(de)協(xie)同(tong)力(li)度。對(dui)列(lie)入(ru)規劃布(bu)局(ju)(ju)方案的(de)(de)(de)沙漠戈壁荒漠地區大型風電光伏(fu)基(ji)地,要(yao)按照國家(jia)有關部門(men)關于(yu)風電光伏(fu)基(ji)地與配套特高壓通道(dao)開工建設(she)的(de)(de)(de)時序要(yao)求,統(tong)籌推進新能(neng)(neng)源(yuan)項目(mu)建設(she)。


(七)切(qie)實提(ti)升(sheng)新能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)并網(wang)(wang)(wang)性(xing)能(neng)(neng)(neng)(neng)(neng)(neng)(neng)。發(fa)電(dian)企業要大(da)力(li)提(ti)升(sheng)新能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)友(you)好并網(wang)(wang)(wang)性(xing)能(neng)(neng)(neng)(neng)(neng)(neng)(neng),探索(suo)應用(yong)長時(shi)間尺度功(gong)率預測、構網(wang)(wang)(wang)型(xing)新能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)、各類(lei)新型(xing)儲能(neng)(neng)(neng)(neng)(neng)(neng)(neng)等新技(ji)術,提(ti)升(sheng)新能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)功(gong)率預測精度和(he)主(zhu)動支撐能(neng)(neng)(neng)(neng)(neng)(neng)(neng)力(li)。電(dian)網(wang)(wang)(wang)企業要積(ji)極與發(fa)電(dian)企業合作,加強省(sheng)級(ji)/區域級(ji)新能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)場站基礎信息和(he)歷史數據(ju)共享(xiang),共同促進(jin)新能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)友(you)好并網(wang)(wang)(wang)技(ji)術進(jin)步。國家能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)局組(zu)織修(xiu)訂新能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)并網(wang)(wang)(wang)標(biao)準(zhun)(zhun),明確新能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)并網(wang)(wang)(wang)運(yun)行規范,推動標(biao)準(zhun)(zhun)實施(shi)應用(yong),提(ti)升(sheng)新能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)并網(wang)(wang)(wang)性(xing)能(neng)(neng)(neng)(neng)(neng)(neng)(neng),促進(jin)新能(neng)(neng)(neng)(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)高(gao)質量發(fa)展。


三、充分發揮(hui)電網資(zi)源配置平臺作用(yong)


(八)進(jin)一步(bu)(bu)提升電(dian)(dian)(dian)網(wang)資(zi)源(yuan)(yuan)配置能(neng)(neng)力(li)。電(dian)(dian)(dian)網(wang)企業要結合(he)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)基地建(jian)(jian)設,進(jin)一步(bu)(bu)提升跨(kua)省跨(kua)區輸(shu)電(dian)(dian)(dian)通道輸(shu)送新(xin)(xin)能(neng)(neng)源(yuan)(yuan)比例(li);根據新(xin)(xin)能(neng)(neng)源(yuan)(yuan)消納(na)(na)需要及時調整運行方式(shi),加強(qiang)省間互(hu)濟,拓展消納(na)(na)范圍;全(quan)面提升配電(dian)(dian)(dian)網(wang)可(ke)(ke)觀可(ke)(ke)測、可(ke)(ke)調可(ke)(ke)控能(neng)(neng)力(li);完善(shan)調度運行規程,促(cu)進(jin)各類調節(jie)資(zi)源(yuan)(yuan)公平調用和調節(jie)能(neng)(neng)力(li)充分發(fa)揮;構(gou)建(jian)(jian)智(zhi)慧化調度系統,提高(gao)電(dian)(dian)(dian)網(wang)對(dui)高(gao)比例(li)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)的(de)調控能(neng)(neng)力(li)。因地制宜推動新(xin)(xin)能(neng)(neng)源(yuan)(yuan)微電(dian)(dian)(dian)網(wang)、可(ke)(ke)再生能(neng)(neng)源(yuan)(yuan)局(ju)域網(wang)建(jian)(jian)設,提升分布式(shi)新(xin)(xin)能(neng)(neng)源(yuan)(yuan)消納(na)(na)能(neng)(neng)力(li)。


(九)充(chong)分(fen)發(fa)揮電(dian)(dian)(dian)力(li)市場機(ji)制(zhi)作用。省級能(neng)源(yuan)(yuan)主管部門、國家能(neng)源(yuan)(yuan)局(ju)派出機(ji)構及相關(guan)部門按(an)職責加快(kuai)建(jian)設與(yu)新(xin)能(neng)源(yuan)(yuan)特(te)性相適應的(de)電(dian)(dian)(dian)力(li)市場機(ji)制(zhi)。優化省間(jian)電(dian)(dian)(dian)力(li)交易機(ji)制(zhi),根據(ju)合(he)同約定,允許送電(dian)(dian)(dian)方(fang)在受(shou)端省份電(dian)(dian)(dian)價較(jiao)低時段,通過采購受(shou)端省份新(xin)能(neng)源(yuan)(yuan)電(dian)(dian)(dian)量完成送電(dian)(dian)(dian)計劃。加快(kuai)電(dian)(dian)(dian)力(li)現貨市場建(jian)設,進一步推動新(xin)能(neng)源(yuan)(yuan)參(can)與(yu)電(dian)(dian)(dian)力(li)市場。打破(po)省間(jian)壁(bi)壘(lei),不得限制(zhi)跨省新(xin)能(neng)源(yuan)(yuan)交易。探索分(fen)布式(shi)(shi)新(xin)能(neng)源(yuan)(yuan)通過聚合(he)代理等(deng)方(fang)式(shi)(shi)有(you)序公(gong)平參(can)與(yu)市場交易。建(jian)立健全區域(yu)電(dian)(dian)(dian)力(li)市場,優化區域(yu)內省間(jian)錯峰互濟空間(jian)和資源(yuan)(yuan)共(gong)享能(neng)力(li)。

(十(shi))科學(xue)確(que)定各地(di)新(xin)能(neng)(neng)(neng)源(yuan)利(li)用(yong)率(lv)目標(biao)。省(sheng)級能(neng)(neng)(neng)源(yuan)主(zhu)管部(bu)門(men)要會同相關(guan)部(bu)門(men),在科學(xue)開展新(xin)能(neng)(neng)(neng)源(yuan)消納分析的(de)基礎上,充分考慮新(xin)能(neng)(neng)(neng)源(yuan)發展、系統承(cheng)載力、系統經濟(ji)性(xing)、用(yong)戶承(cheng)受能(neng)(neng)(neng)力等因素(su),與本(ben)地(di)區電網企(qi)業、發電企(qi)業充分銜接后,確(que)定新(xin)能(neng)(neng)(neng)源(yuan)利(li)用(yong)率(lv)目標(biao)。部(bu)分資源(yuan)條件較好的(de)地(di)區可適當放寬新(xin)能(neng)(neng)(neng)源(yuan)利(li)用(yong)率(lv)目標(biao),原(yuan)則(ze)上不低于90%,并根(gen)據消納形勢開展年(nian)度動(dong)態評估。


(十一(yi))優化新(xin)能(neng)(neng)(neng)源(yuan)(yuan)利用(yong)率目(mu)標(biao)管(guan)理方式。省級(ji)能(neng)(neng)(neng)源(yuan)(yuan)主(zhu)管(guan)部(bu)門對本地區新(xin)能(neng)(neng)(neng)源(yuan)(yuan)利用(yong)率目(mu)標(biao)承擔(dan)總體責任,于每年一(yi)季度按相(xiang)關(guan)原則組織有(you)關(guan)單位研究提出(chu)當(dang)年新(xin)能(neng)(neng)(neng)源(yuan)(yuan)利用(yong)率目(mu)標(biao)。各省份(fen)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)利用(yong)率目(mu)標(biao)要抄報(bao)國家能(neng)(neng)(neng)源(yuan)(yuan)局,并(bing)抄送所在地相(xiang)應的國家能(neng)(neng)(neng)源(yuan)(yuan)局派出(chu)機構,國家能(neng)(neng)(neng)源(yuan)(yuan)局會同有(you)關(guan)單位進行全(quan)國統籌,必要時對部(bu)分(fen)省份(fen)的目(mu)標(biao)進行調(diao)整。


(十二)強(qiang)化(hua)新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)利用(yong)率(lv)目(mu)(mu)標(biao)(biao)執(zhi)行(xing)。省級能(neng)(neng)(neng)(neng)(neng)源(yuan)主管部門根據當年(nian)可再(zai)生能(neng)(neng)(neng)(neng)(neng)源(yuan)電力消(xiao)納(na)(na)責(ze)任權重目(mu)(mu)標(biao)(biao)及(ji)(ji)新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)利用(yong)率(lv)目(mu)(mu)標(biao)(biao),確定新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)年(nian)度開發方(fang)案(an)和配套消(xiao)納(na)(na)方(fang)案(an)。新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)年(nian)度開發方(fang)案(an)要(yao)分(fen)地區(qu)確定開發規模,集中式新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)要(yao)具體到項目(mu)(mu)和投產時序(xu),消(xiao)納(na)(na)方(fang)案(an)要(yao)明確各類(lei)調節能(neng)(neng)(neng)(neng)(neng)力建設(she)安排、拓展消(xiao)納(na)(na)空間的(de)措施及(ji)(ji)實施效(xiao)果。電網(wang)企(qi)業要(yao)進(jin)一步壓實責(ze)任,圍(wei)繞新(xin)能(neng)(neng)(neng)(neng)(neng)源(yuan)利用(yong)率(lv)目(mu)(mu)標(biao)(biao)持續完善消(xiao)納(na)(na)保障措施。對實際利用(yong)率(lv)未達目(mu)(mu)標(biao)(biao)的(de)省份,國家(jia)能(neng)(neng)(neng)(neng)(neng)源(yuan)局(ju)以約(yue)談、通(tong)報等方(fang)式予(yu)以督促整改(gai)。


五、扎實做好新能源消納數據統計(ji)管理


(十三)統(tong)一新(xin)能源(yuan)利用率統(tong)計(ji)口(kou)徑。發(fa)電(dian)和電(dian)網企業要嚴格落實國家(jia)能源(yuan)局《風電(dian)場利用率監測統(tong)計(ji)管理辦(ban)法(fa)》(國能發(fa)新(xin)能規〔2022〕49號(hao)(hao))和《光伏電(dian)站(zhan)消(xiao)納監測統(tong)計(ji)管理辦(ban)法(fa)》(國能發(fa)新(xin)能規〔2021〕57號(hao)(hao))(以下(xia)簡(jian)稱《辦(ban)法(fa)》)規定的(de)風電(dian)場、光伏電(dian)站(zhan)可用發(fa)電(dian)量(liang)(liang)和受限電(dian)量(liang)(liang)統(tong)計(ji)方法(fa),新(xin)能源(yuan)利用率按僅考慮(lv)系統(tong)原(yuan)因(yin)受限電(dian)量(liang)(liang)的(de)情(qing)況計(ji)算(suan),電(dian)網企業要明確并公布特殊原(yuan)因(yin)受限電(dian)量(liang)(liang)的(de)認定標準及計(ji)算(suan)說明。


(十四(si))加強新(xin)能(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)納(na)(na)數(shu)(shu)據校(xiao)核(he)。發電(dian)和(he)電(dian)網企業要(yao)嚴格按(an)《辦法》要(yao)求,向全(quan)國(guo)新(xin)能(neng)源(yuan)(yuan)(yuan)(yuan)電(dian)力消(xiao)納(na)(na)監(jian)測預警中心(xin)報(bao)送新(xin)能(neng)源(yuan)(yuan)(yuan)(yuan)并網規模(mo)、利用率和(he)可用發電(dian)量、實(shi)際發電(dian)量、受限電(dian)量、特殊(shu)原因受限電(dian)量等(deng)基(ji)礎數(shu)(shu)據,配合全(quan)國(guo)新(xin)能(neng)源(yuan)(yuan)(yuan)(yuan)電(dian)力消(xiao)納(na)(na)監(jian)測預警中心(xin)做(zuo)好數(shu)(shu)據統(tong)(tong)計(ji)校(xiao)核(he)。全(quan)國(guo)新(xin)能(neng)源(yuan)(yuan)(yuan)(yuan)電(dian)力消(xiao)納(na)(na)監(jian)測預警中心(xin)會同(tong)國(guo)家可再生能(neng)源(yuan)(yuan)(yuan)(yuan)信(xin)息(xi)管理中心(xin)共同(tong)開展新(xin)能(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)納(na)(na)數(shu)(shu)據統(tong)(tong)計(ji)校(xiao)核(he)工作(zuo),向國(guo)家能(neng)源(yuan)(yuan)(yuan)(yuan)局報(bao)送新(xin)能(neng)源(yuan)(yuan)(yuan)(yuan)消(xiao)納(na)(na)情(qing)況。


(十五(wu))強化(hua)信息披(pi)(pi)露(lu)和(he)(he)統計(ji)監管(guan)。各級電(dian)(dian)網(wang)企(qi)業(ye)嚴格按《辦法(fa)》要(yao)求(qiu),每月向其電(dian)(dian)力調(diao)(diao)度機構調(diao)(diao)度范圍內的風電(dian)(dian)場、光伏電(dian)(dian)站披(pi)(pi)露(lu)利用率及可用發(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)、實際(ji)發(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)、受(shou)限(xian)電(dian)(dian)量(liang)(liang)(liang)、特殊(shu)原因受(shou)限(xian)電(dian)(dian)量(liang)(liang)(liang)等基(ji)礎數據。國家能源(yuan)(yuan)局派出機構對發(fa)(fa)電(dian)(dian)和(he)(he)電(dian)(dian)網(wang)企(qi)業(ye)的新能源(yuan)(yuan)消納數據統計(ji)工作開(kai)展監督(du)檢查(cha),督(du)促相關單位如(ru)實統計(ji)、披(pi)(pi)露(lu)數據。


六(liu)、常態化(hua)開展新能源(yuan)消(xiao)納(na)監(jian)測分析和監(jian)管工作


(十(shi)六(liu))加強監測分(fen)析(xi)和預(yu)警。國家能(neng)(neng)(neng)源(yuan)(yuan)(yuan)局組織全國新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)電力消(xiao)納(na)監測預(yu)警中(zhong)(zhong)心、國家可再生能(neng)(neng)(neng)源(yuan)(yuan)(yuan)信息管理(li)中(zhong)(zhong)心,開展月度(du)(du)消(xiao)納(na)監測、半年(nian)(nian)分(fen)析(xi)會(hui)商(shang)和年(nian)(nian)度(du)(du)消(xiao)納(na)評估工(gong)(gong)(gong)作。全面(mian)跟蹤分(fen)析(xi)全國新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)納(na)形勢(shi),專題研(yan)究新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)納(na)困(kun)難地區問題,督促(cu)各單位按職責分(fen)工(gong)(gong)(gong)落實(shi)。每年(nian)(nian)一季度(du)(du),做好上(shang)年(nian)(nian)度(du)(du)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)納(na)工(gong)(gong)(gong)作總(zong)結(jie),滾動測算各省份(fen)本(ben)年(nian)(nian)度(du)(du)新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)利(li)用率(lv)和新(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)納(na)空間,同步開展中(zhong)(zhong)長周期(3—5年(nian)(nian))測算,提(ti)出措施建議。


(十七(qi))開展新(xin)能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)(xiao)納監管。國家能(neng)(neng)源(yuan)(yuan)局及其派出機構將(jiang)新(xin)能(neng)(neng)源(yuan)(yuan)消(xiao)(xiao)(xiao)(xiao)納監管作為一項重(zhong)要(yao)監管內容(rong),圍繞消(xiao)(xiao)(xiao)(xiao)納工作要(yao)求,聚焦(jiao)消(xiao)(xiao)(xiao)(xiao)納舉措落實,常態化開展監管。加強(qiang)對新(xin)能(neng)(neng)源(yuan)(yuan)跨(kua)省消(xiao)(xiao)(xiao)(xiao)納措施(shi)的監管,督(du)促有關(guan)單位取消(xiao)(xiao)(xiao)(xiao)不(bu)合理的限制性(xing)措施(shi)。


各(ge)地(di)各(ge)單位要(yao)按以上要(yao)求認真做好新能(neng)源消納工作,如遇(yu)重大事項,及時報(bao)告國家能(neng)源局。
