二是增(zeng)(zeng)量配(pei)電項目公司應嚴格管理配(pei)電區域。《增(zeng)(zeng)量配(pei)電業務(wu)配(pei)電區域劃分實施辦法(試(shi)行)》的(de)通知中,對增(zeng)(zeng)量配(pei)電業務(wu)配(pei)電區域做出了明確界定。增(zeng)(zeng)量配(pei)電業務(wu)配(pei)電區域是指擁(yong)有配(pei)電網運營權的(de)售電公司向用戶配(pei)送電能,并依法經營的(de)區域。
通知中確定了配(pei)電區(qu)(qu)(qu)域(yu)(yu)的唯一性(xing)(xing)、區(qu)(qu)(qu)域(yu)(yu)性(xing)(xing)和一致(zhi)性(xing)(xing)。唯一性(xing)(xing):在一個配(pei)電區(qu)(qu)(qu)域(yu)(yu)內,只能由一家售電公司擁有(you)該(gai)配(pei)電網運營(ying)權;區(qu)(qu)(qu)域(yu)(yu)性(xing)(xing):配(pei)電區(qu)(qu)(qu)域(yu)(yu)原則上(shang)應(ying)按照地理范(fan)圍或者行政(zheng)(zheng)區(qu)(qu)(qu)域(yu)(yu)劃分,應(ying)具有(you)清晰的邊(bian)界;一致(zhi)性(xing)(xing):配(pei)電區(qu)(qu)(qu)域(yu)(yu)劃分應(ying)與國家能源政(zheng)(zheng)策相(xiang)銜接,原則上(shang)應(ying)與國家發改(gai)委、國家能源局公布的各(ge)類能源示(shi)范(fan)項目中已(yi)包含增量配(pei)電業(ye)務并(bing)明(ming)確了供電范(fan)圍的保持(chi)一致(zhi)。
