在我國能源轉型(xing)變革(ge)的(de)重要(yao)時期,國家電(dian)網能源研究院和內(nei)蒙(meng)古(gu)電(dian)力經濟技術研究院聯合(he)舉(ju)辦《能源時代大(da)變局(ju)的(de)內(nei)蒙(meng)古(gu)定力:變化中的(de)不變》論壇非常好!很(hen)適合(he)內(nei)蒙(meng)古(gu)自治區電(dian)力能源工作的(de)需要(yao)。
我能受到(dao)論壇組(zu)委(wei)會的(de)(de)邀請,參加本次論壇很高(gao)興!根據組(zu)委(wei)會的(de)(de)安排,讓我與大家(jia)一(yi)(yi)起交流內蒙(meng)古自治(zhi)(zhi)區(qu)電力能源的(de)(de)一(yi)(yi)些情況(kuang),這(zhe)是我學習的(de)(de)好(hao)機會。聽了以上各位專家(jia)的(de)(de)演講深受啟發,下(xia)面(mian)就內蒙(meng)古自治(zhi)(zhi)區(qu)電力能源的(de)(de)情況(kuang)談(tan)談(tan)個人(ren)的(de)(de)想法(fa),供大家(jia)參考。
極(ji)為不平常(chang)的(de)二零(ling)二零(ling)年(nian)(nian)過去了,我(wo)們(men)豪(hao)情滿懷地迎來了二零(ling)二一(yi)(yi)年(nian)(nian)。二零(ling)二一(yi)(yi)年(nian)(nian)既是“十(shi)四(si)五”的(de)開(kai)局之年(nian)(nian),又(you)是我(wo)們(men)第二個百年(nian)(nian)奮(fen)斗目標的(de)起(qi)始之年(nian)(nian)。所以二零(ling)二一(yi)(yi)年(nian)(nian)開(kai)好(hao)頭、起(qi)好(hao)步(bu),對“十(shi)四(si)五”乃(nai)至今后長遠的(de)發展都非常(chang)重(zhong)要。
黨的十九屆五中全會是具(ju)有劃時代偉(wei)大意義的里程碑。全會不僅(jin)安排部署了(le)近(jin)期“十四五”五年(nian)的發展目標和(he)(he)任務,而且勾劃制(zhi)定(ding)了(le)到2035年(nian)的中長期遠景發展藍圖和(he)(he)目標。全會公報是中華(hua)民族偉(wei)大復興建成(cheng)社會主義現(xian)代化強國(guo)的綱領性文(wen)件。
貫徹落實(shi)黨的(de)(de)(de)十(shi)九屆五(wu)中全會精神,要(yao)以馬列(lie)主(zhu)(zhu)義、毛(mao)澤東思(si)想、鄧小平理論(lun)、三(san)個代表、科學發展(zhan)觀為(wei)指(zhi)導,高舉習近平新時代中國特色(se)社(she)會主(zhu)(zhu)義思(si)想偉大旗幟,認真落實(shi)習近平同志對內(nei)蒙古(gu)(gu)自(zi)(zi)治(zhi)(zhi)區的(de)(de)(de)多(duo)次指(zhi)示(shi),遵照(zhao)五(wu)中全會提出的(de)(de)(de)“十(shi)四五(wu)”時期經濟社(she)會發展(zhan)指(zhi)導思(si)想和(he)必須(xu)遵循(xun)的(de)(de)(de)原(yuan)則(ze)以及到二〇三(san)五(wu)年基(ji)本實(shi)現社(she)會主(zhu)(zhu)義現代化遠(yuan)景目標。結合(he)內(nei)蒙古(gu)(gu)自(zi)(zi)治(zhi)(zhi)區實(shi)際,我認為(wei)內(nei)蒙古(gu)(gu)自(zi)(zi)治(zhi)(zhi)區電力能源工業從這(zhe)三(san)個方面抓落實(shi)更有意(yi)義。一是總攬“開(kai)好局起好步(bu)”的(de)(de)(de)工作總方針,二是把握“穩(wen)中求(qiu)進的(de)(de)(de)工作總基(ji)調”,三(san)是堅持“高質量(liang)發展(zhan)為(wei)主(zhu)(zhu)題的(de)(de)(de)工作總要(yao)求(qiu)”。
我的(de)(de)理解(jie),總攬“開好(hao)局起(qi)好(hao)步”的(de)(de)工(gong)(gong)(gong)作(zuo)總方(fang)針包括兩(liang)(liang)層意思,一是2021年工(gong)(gong)(gong)作(zuo)的(de)(de)重要(yao)(yao)性,要(yao)(yao)求我們既要(yao)(yao)為“十四五”五年的(de)(de)電力能(neng)源(yuan)工(gong)(gong)(gong)業(ye)開好(hao)頭起(qi)好(hao)步,打好(hao)基(ji)礎。同時,還(huan)要(yao)(yao)樹(shu)立“十四五”為2030、2035年乃(nai)至未來更長遠電力能(neng)源(yuan)工(gong)(gong)(gong)業(ye)可(ke)持續(xu)發展奠(dian)定(ding)堅實基(ji)礎的(de)(de)思想意識并做好(hao)物(wu)質準備和工(gong)(gong)(gong)作(zuo)安(an)排。所(suo)以(yi),從這個(ge)意義上來講,說明2021年和2025年是非常重要(yao)(yao)的(de)(de)“兩(liang)(liang)個(ge)點”!
這(zhe)就要求(qiu)我們(men),要發(fa)揮(hui)自(zi)(zi)治(zhi)(zhi)區資源(yuan)(yuan)、區位(wei)、地(di)(di)(di)理(li)(li)位(wei)置優勢(shi)和地(di)(di)(di)方(fang)特色(se),變(bian)資源(yuan)(yuan)優勢(shi)為(wei)資源(yuan)(yuan)能效,提(ti)高(gao)資源(yuan)(yuan)的(de)綜合利用率,堅持統(tong)籌協調全(quan)面發(fa)展戰略,實(shi)施多能并舉(ju)多能互補政策,努力打造國(guo)家級綠色(se)清潔能源(yuan)(yuan)基地(di)(di)(di);變(bian)區位(wei)優勢(shi)為(wei)加強合作促進發(fa)展的(de)優勢(shi),緊抓(zhua)住國(guo)內(nei)大循環(huan)(huan)這(zhe)個主(zhu)體,發(fa)展內(nei)蒙古(gu)自(zi)(zi)治(zhi)(zhi)區民族經濟和地(di)(di)(di)方(fang)特色(se)經濟;變(bian)地(di)(di)(di)理(li)(li)位(wei)置優勢(shi)為(wei)擴大對(dui)外開放的(de)優勢(shi),進一步發(fa)揮(hui)自(zi)(zi)治(zhi)(zhi)區在國(guo)內(nei)國(guo)際雙循環(huan)(huan)中(zhong)的(de)重要作用。這(zhe)不僅(jin)是(shi)黨中(zhong)央(yang)對(dui)我們(men)的(de)要求(qiu),也是(shi)“開好局起好步”的(de)實(shi)質精神(shen)。
把握“穩(wen)中(zhong)求(qiu)(qiu)進的工(gong)(gong)作總基調”,就是要求(qiu)(qiu)我們(men)要實(shi)事(shi)求(qiu)(qiu)是量力而行,從(cong)實(shi)際出發(fa)因地制(zhi)宜,處理好(hao)電(dian)力能源建設中(zhong)“可(ke)(ke)能與(yu)可(ke)(ke)行、不(bu)可(ke)(ke)行的關系”,不(bu)冒進不(bu)虛夸(kua),解決(jue)處理好(hao)當前與(yu)長(chang)遠、短期與(yu)長(chang)期發(fa)展的矛盾,避免出現(xian)大起大落的問題(ti)。扎扎實(shi)實(shi)安排落實(shi)好(hao)每一項具體工(gong)(gong)作,腳踏實(shi)地務實(shi)有為(wei)向前推進整體工(gong)(gong)作,保障(zhang)電(dian)力能源安全(quan)。切實(shi)做到穩(wen)中(zhong)求(qiu)(qiu)進、穩(wen)中(zhong)求(qiu)(qiu)好(hao)、穩(wen)中(zhong)求(qiu)(qiu)勝!為(wei)經濟(ji)發(fa)展循環可(ke)(ke)持(chi)續、社(she)會(hui)文明進步(bu)、人民幸福安康做出應有的努力!
堅(jian)(jian)(jian)持(chi)(chi)“高質(zhi)量發(fa)展(zhan)為主(zhu)題(ti)的(de)(de)工作總要(yao)(yao)求”,就是要(yao)(yao)求我(wo)們辦所有的(de)(de)事情(qing),都要(yao)(yao)堅(jian)(jian)(jian)持(chi)(chi)圍繞效率、效益和有利于改善民(min)生這個(ge)原(yuan)則。充(chong)分(fen)體(ti)現(xian)我(wo)們黨執政為民(min)、全(quan)心全(quan)意(yi)為人(ren)民(min)服務的(de)(de)宗旨(zhi),切(qie)實做到“人(ren)民(min)電(dian)業為人(ren)民(min)”。高質(zhi)量發(fa)展(zhan)的(de)(de)一(yi)個(ge)重要(yao)(yao)標志就是一(yi)定要(yao)(yao)保證“可持(chi)(chi)續科(ke)學發(fa)展(zhan)”,主(zhu)要(yao)(yao)體(ti)現(xian)在三個(ge)方面(mian)。一(yi)是“堅(jian)(jian)(jian)持(chi)(chi)獨立自主(zhu)創新的(de)(de)發(fa)展(zhan)動力”,二是“堅(jian)(jian)(jian)持(chi)(chi)合作互促共享的(de)(de)發(fa)展(zhan)潛力”,三是“堅(jian)(jian)(jian)持(chi)(chi)開(kai)源(yuan)節流(liu)并重,節約(yue)減排降耗的(de)(de)發(fa)展(zhan)定力”。
做(zuo)好(hao)(hao)“開(kai)好(hao)(hao)頭起好(hao)(hao)步、穩(wen)中(zhong)求進(jin)和高(gao)質(zhi)量發展”三個方(fang)面(mian)的(de)(de)(de)工作,是(shi)內蒙古自治(zhi)區電(dian)力能源當(dang)前(qian)工作的(de)(de)(de)落(luo)腳點。所以(yi),2021年和“十四五(wu)”是(shi)非常關(guan)鍵重要的(de)(de)(de)一個時(shi)期,是(shi)我(wo)們(men)“做(zuo)準備、打基礎、順管(guan)理、謀(mou)發展”的(de)(de)(de)五(wu)年,是(shi)承下(xia)啟(qi)上繼往開(kai)來的(de)(de)(de)五(wu)年,是(shi)積蓄力量謀(mou)求大發展的(de)(de)(de)五(wu)年!
開好局起好步謀(mou)求新發(fa)展,對(dui)(dui)我們內蒙古(gu)又是一次難得的機遇(yu)。貫徹黨的十九屆五中全會精神,認真落實習(xi)近平同志(zhi)對(dui)(dui)內蒙古(gu)自(zi)治區的多次指示,是做好當前和今后工作的保障。
結合論壇主題我(wo)認為,我(wo)們自(zi)治區的資源(yuan)(yuan)優(you)勢、區位優(you)勢、清潔能源(yuan)(yuan)基地(di)、地(di)方(fang)特色不(bu)會(hui)變(bian),需要改變(bian)的有:資源(yuan)(yuan)開發利用(yong)方(fang)式、能源(yuan)(yuan)結構、能效、能耗和排放污染。這就(jiu)需要我(wo)們處(chu)理好不(bu)變(bian)與變(bian)的關系,扎實(shi)做好自(zi)己的本職工作。
內蒙古自治區電(dian)力能(neng)源(yuan)(yuan)資(zi)源(yuan)(yuan)不清、家(jia)底不明、能(neng)效低、能(neng)耗高(gao)、能(neng)源(yuan)(yuan)結構不合(he)理、“雙控”和(he)“雙替(ti)代”工作滯(zhi)后(hou)等問題是(shi)制約我們發展的(de)主要因素(su)。高(gao)度重(zhong)視并認真解決這些問題是(shi)“十(shi)四五”期(qi)間電(dian)力能(neng)源(yuan)(yuan)的(de)重(zhong)點(dian)工作。
因此,“十四(si)五(wu)”期間(jian)把(ba)“打基礎(chu)、做準備(bei)、順(shun)管理、謀發(fa)展”落到實處是必要(yao)的(de)。認真研究內(nei)蒙古(gu)自治(zhi)區經濟建設和(he)社會發(fa)展的(de)各(ge)種(zhong)利(li)弊關(guan)(guan)系,發(fa)揮民族地方特色和(he)資(zi)源(yuan)優勢,處理好社會經濟發(fa)展中(zhong)“人(ren)與環(huan)境、資(zi)源(yuan)、能源(yuan)”四(si)個主體關(guan)(guan)系很重要(yao)。為此,圍繞內(nei)蒙古(gu)自治(zhi)區可(ke)再生(sheng)能源(yuan)資(zi)源(yuan)的(de)開發(fa)利(li)用,提出建議(yi)如(ru)下(xia):
(一(yi))統(tong)一(yi)認識形成(cheng)合(he)力推進(jin)可再(zai)生能源穩健持續發展
認(ren)真學習宣傳貫徹《中華人(ren)民共(gong)(gong)和(he)(he)國可(ke)再(zai)生能源(yuan)法》和(he)(he)即將頒布的(de)《中華人(ren)民共(gong)(gong)和(he)(he)國能源(yuan)法》,實事求是、因(yin)地制宜(yi)、認(ren)真負責(ze)、扎實努(nu)力(li)推(tui)進各項工作。從各級黨(dang)委政府做起,把大(da)力(li)推(tui)進高(gao)(gao)質量發展可(ke)再(zai)生能源(yuan)的(de)思想(xiang)認(ren)識,統一到習近平同志關于“2030年(nian)碳(tan)排放(fang)達(da)峰和(he)(he)2060年(nian)碳(tan)中和(he)(he)”的(de)思想(xiang)上來,統一到依法治(zhi)國的(de)自覺性(xing)上來,提(ti)高(gao)(gao)各級工作人(ren)員的(de)主動性(xing)與積極(ji)性(xing),認(ren)真負責(ze)、采取措施、狠抓落實,提(ti)高(gao)(gao)全(quan)社會對大(da)力(li)發展可(ke)再(zai)生能源(yuan)的(de)認(ren)同和(he)(he)責(ze)任。
(二)摸(mo)清家底搞(gao)清資源
2021年(nian)上(shang)半年(nian),完成區(qu)內電力企業(ye)(ye)基(ji)本狀況的調查(cha),了(le)解(jie)企業(ye)(ye)經營管理(li)情況,重(zhong)點掌(zhang)握(wo)企業(ye)(ye)的能效(xiao)、能耗、排放和存在的問(wen)題及內蒙古自治區(qu)電力結構現狀,為規劃布局提供(gong)可靠(kao)依(yi)據;
目前(qian),自治區(qu)(qu)風(feng)能(neng)資(zi)(zi)(zi)源(yuan)(yuan)的主要(yao)數據(ju)都是理(li)(li)論(lun)計算值。所以,要(yao)掌(zhang)握(wo)相對準確的資(zi)(zi)(zi)源(yuan)(yuan)數據(ju),需用(yong)一年半(ban)左右的時間,完成風(feng)能(neng)、太陽能(neng)資(zi)(zi)(zi)源(yuan)(yuan)普(pu)查(cha),實(shi)測(ce)10米(mi)到(dao)100米(mi)、150米(mi)各(ge)梯度的風(feng)能(neng)資(zi)(zi)(zi)源(yuan)(yuan)數據(ju),掌(zhang)握(wo)資(zi)(zi)(zi)源(yuan)(yuan)分布狀況(kuang)和已開(kai)發利(li)用(yong)情(qing)況(kuang)。重點對邊境地(di)區(qu)(qu)和未開(kai)發地(di)區(qu)(qu)的資(zi)(zi)(zi)源(yuan)(yuan)賦存進行實(shi)則,為有序開(kai)發利(li)用(yong)、合理(li)(li)布局提高(gao)資(zi)(zi)(zi)源(yuan)(yuan)利(li)用(yong)率、做(zuo)好(hao)中長(chang)期發展(zhan)規劃提供詳實(shi)可靠依據(ju)。
(三(san))做好規劃科學發展
認真總結(jie)經(jing)驗教訓,根據資源分(fen)布狀(zhuang)況(kuang)和(he)開發利(li)用的可能性與(yu)必要(yao)性,實(shi)(shi)事求(qiu)是、因地(di)制宜做(zuo)好全區可再生能源發展規(gui)(gui)劃,處(chu)理(li)好近期(qi)與(yu)中長期(qi)的關系(xi)。把分(fen)布式(shi)(分(fen)散式(shi))項(xiang)目與(yu)集中連(lian)片規(gui)(gui)模(mo)基地(di)建設(she)相結(jie)合,努力(li)提高就近就地(di)消納能力(li),不斷提高外送能力(li)。把多能并舉、多能互補的工作(zuo)做(zuo)細做(zuo)實(shi)(shi),提高資源綜(zong)合利(li)用率(lv),處(chu)理(li)好企業效率(lv)與(yu)社(she)會綜(zong)合效益的關系(xi),在“雙(shuang)控”和(he)“雙(shuang)替代(dai)”工作(zuo)上取得實(shi)(shi)效,實(shi)(shi)現高質量發展目標,為“十(shi)四(si)五”末(mo),初步建立起內蒙古(gu)自治區現代(dai)能源經(jing)濟體系(xi)框架(jia)提供支持和(he)保障。
我們有必要對(dui)自治區風(feng)電(dian)十五年(nian)和太(tai)陽能發電(dian)十年(nian)建設(she)發展的(de)情(qing)況進行(xing)回顧:
2005年(nian)(nian)就是“十五”末,到2010年(nian)(nian)的(de)五年(nian)(nian)間,全區建成(cheng)風電(dian)(dian)(dian)(dian)(dian)場110座,共有10200多臺各(ge)類機組,并網(wang)發(fa)電(dian)(dian)(dian)(dian)(dian)設備(bei)裝(zhuang)機容(rong)(rong)量(liang)(liang)(liang)(liang)972.6萬(wan)千(qian)瓦(wa),年(nian)(nian)發(fa)電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)(liang)173.52億千(qian)瓦(wa)時,平(ping)均每(mei)臺機組容(rong)(rong)量(liang)(liang)(liang)(liang)在950千(qian)瓦(wa)左右。五年(nian)(nian)增(zeng)(zeng)(zeng)加并網(wang)裝(zhuang)機容(rong)(rong)量(liang)(liang)(liang)(liang)950.54萬(wan)千(qian)瓦(wa),年(nian)(nian)發(fa)電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)(liang)增(zeng)(zeng)(zeng)加170.28億千(qian)瓦(wa)時,平(ping)均每(mei)年(nian)(nian)增(zeng)(zeng)(zeng)加容(rong)(rong)量(liang)(liang)(liang)(liang)190.11萬(wan)千(qian)瓦(wa)、增(zeng)(zeng)(zeng)加發(fa)電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)(liang)34.06億千(qian)瓦(wa)時,平(ping)均每(mei)年(nian)(nian)遞增(zeng)(zeng)(zeng)容(rong)(rong)量(liang)(liang)(liang)(liang)113.24%、電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)(liang)121.66%,五年(nian)(nian)累計完成(cheng)發(fa)電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)(liang)328.99億千(qian)瓦(wa)時,容(rong)(rong)量(liang)(liang)(liang)(liang)和(he)(he)發(fa)電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)(liang)在電(dian)(dian)(dian)(dian)(dian)網(wang)的(de)占(zhan)比(bi)(bi)分(fen)別(bie)(bie)是15.08%和(he)(he)6.68%,風力(li)發(fa)電(dian)(dian)(dian)(dian)(dian)上網(wang)電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)(liang)占(zhan)自治區全社會用電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)(liang)的(de)比(bi)(bi)例為10.99%。裝(zhuang)機容(rong)(rong)量(liang)(liang)(liang)(liang)和(he)(he)發(fa)電(dian)(dian)(dian)(dian)(dian)量(liang)(liang)(liang)(liang)在全國的(de)占(zhan)比(bi)(bi)分(fen)別(bie)(bie)為31.30%和(he)(he)34.64%。

“十(shi)四(si)五(wu)”初步設想安排新增并網裝機(ji)容(rong)(rong)量(liang)(liang)3200萬千(qian)瓦,預(yu)計2025年(nian)(nian)完(wan)成(cheng)發電(dian)(dian)量(liang)(liang)1724億(yi)千(qian)瓦時(shi)。平(ping)均每(mei)年(nian)(nian)增加容(rong)(rong)量(liang)(liang)640萬千(qian)瓦,是(shi)裝機(ji)增加較快“十(shi)二五(wu)”的(de)(de)(de)(de)2.2倍。預(yu)計五(wu)年(nian)(nian)累計完(wan)成(cheng)發電(dian)(dian)量(liang)(liang)在(zai)6900億(yi)千(qian)瓦時(shi)左(zuo)(zuo)右(you),是(shi)“十(shi)三(san)五(wu)”期(qi)間的(de)(de)(de)(de)2.27倍。裝機(ji)容(rong)(rong)量(liang)(liang)平(ping)均每(mei)年(nian)(nian)遞增15.0%左(zuo)(zuo)右(you),發電(dian)(dian)量(liang)(liang)平(ping)均每(mei)年(nian)(nian)遞增17.0%左(zuo)(zuo)右(you),容(rong)(rong)量(liang)(liang)在(zai)電(dian)(dian)網的(de)(de)(de)(de)占比提(ti)升到34.0%左(zuo)(zuo)右(you),發電(dian)(dian)量(liang)(liang)占比到21.0%左(zuo)(zuo)右(you),占全(quan)社會(hui)用電(dian)(dian)量(liang)(liang)的(de)(de)(de)(de)比例達35.0%以上。預(yu)計,裝機(ji)容(rong)(rong)量(liang)(liang)和(he)發電(dian)(dian)量(liang)(liang)在(zai)全(quan)國(guo)的(de)(de)(de)(de)占比分別在(zai)16%和(he)18%左(zuo)(zuo)右(you)。我們是(shi)要(yao)用五(wu)年(nian)(nian)的(de)(de)(de)(de)時(shi)間完(wan)成(cheng)過去十(shi)五(wu)年(nian)(nian)的(de)(de)(de)(de)工(gong)作,而且要(yao)實(shi)(shi)現(xian)高質量(liang)(liang)。雖然困難和(he)問題(ti)不少,但(dan)經過我們的(de)(de)(de)(de)努(nu)力實(shi)(shi)現(xian)這個(ge)發展速(su)度是(shi)可能的(de)(de)(de)(de)。
內蒙古自治區太陽能規(gui)模并(bing)(bing)網(wang)(wang)發(fa)電(dian)(dian)(dian)是從“十一五”的2011年(nian)開始的,到(dao)“十二(er)五”末(mo),建成132座太陽能發(fa)電(dian)(dian)(dian)站(zhan),并(bing)(bing)網(wang)(wang)裝機(ji)容(rong)量(liang)(liang)470.5萬(wan)千瓦(wa),年(nian)發(fa)電(dian)(dian)(dian)量(liang)(liang)56.98億千瓦(wa)時(shi)(shi)。五年(nian)增加并(bing)(bing)網(wang)(wang)裝機(ji)容(rong)量(liang)(liang)461.8萬(wan)千瓦(wa),年(nian)發(fa)電(dian)(dian)(dian)量(liang)(liang)增加312.17億千瓦(wa)時(shi)(shi),平均每(mei)年(nian)增加容(rong)量(liang)(liang)92.36萬(wan)千瓦(wa)、增加發(fa)電(dian)(dian)(dian)量(liang)(liang)312.04億千瓦(wa)時(shi)(shi),平均每(mei)年(nian)容(rong)量(liang)(liang)遞增115.83%、電(dian)(dian)(dian)量(liang)(liang)236.44%,五年(nian)累計完成發(fa)電(dian)(dian)(dian)量(liang)(liang)89.04億千瓦(wa)時(shi)(shi)。容(rong)量(liang)(liang)和(he)(he)發(fa)電(dian)(dian)(dian)量(liang)(liang)在電(dian)(dian)(dian)網(wang)(wang)的占(zhan)比(bi)分別(bie)(bie)是4.52%和(he)(he)1.45%,上(shang)網(wang)(wang)電(dian)(dian)(dian)量(liang)(liang)占(zhan)自治區全(quan)(quan)社(she)會用(yong)電(dian)(dian)(dian)量(liang)(liang)的比(bi)例為2.16%。裝機(ji)容(rong)量(liang)(liang)和(he)(he)發(fa)電(dian)(dian)(dian)量(liang)(liang)在全(quan)(quan)國(guo)的占(zhan)比(bi)分別(bie)(bie)在11.04%和(he)(he)14.80%。

“十(shi)(shi)四五(wu)(wu)”初步設想(xiang)安排新增太陽能發(fa)(fa)電(dian)(dian)并網(wang)裝機(ji)容(rong)(rong)量(liang)(liang)(liang)(liang)(liang)(liang)1000萬千瓦(wa),預(yu)(yu)計(ji)2025年完成(cheng)發(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)(liang)(liang)(liang)363億(yi)千瓦(wa)時,平均(jun)(jun)每年增加容(rong)(rong)量(liang)(liang)(liang)(liang)(liang)(liang)200萬千瓦(wa),是(shi)(shi)裝機(ji)增加較快(kuai)“十(shi)(shi)三五(wu)(wu)”的(de)(de)(de)(de)1.4倍(bei),年發(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)(liang)(liang)(liang)是(shi)(shi)“十(shi)(shi)三五(wu)(wu)”末的(de)(de)(de)(de)2倍(bei)。預(yu)(yu)計(ji)五(wu)(wu)年累(lei)計(ji)完成(cheng)發(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)(liang)(liang)(liang)在(zai)1436億(yi)千瓦(wa)時左(zuo)(zuo)右(you),是(shi)(shi)“十(shi)(shi)三五(wu)(wu)”期間的(de)(de)(de)(de)2.1倍(bei)。裝機(ji)容(rong)(rong)量(liang)(liang)(liang)(liang)(liang)(liang)平均(jun)(jun)每年遞增13.0%左(zuo)(zuo)右(you),發(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)(liang)(liang)(liang)平均(jun)(jun)每年遞增15.0%左(zuo)(zuo)右(you),容(rong)(rong)量(liang)(liang)(liang)(liang)(liang)(liang)在(zai)電(dian)(dian)網(wang)的(de)(de)(de)(de)占(zhan)比提(ti)升(sheng)到12.0%左(zuo)(zuo)右(you),發(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)(liang)(liang)(liang)占(zhan)比到5.0%左(zuo)(zuo)右(you),發(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)(liang)(liang)(liang)占(zhan)全(quan)(quan)社(she)會用(yong)電(dian)(dian)量(liang)(liang)(liang)(liang)(liang)(liang)的(de)(de)(de)(de)比例達8.0%左(zuo)(zuo)右(you)。預(yu)(yu)計(ji),裝機(ji)容(rong)(rong)量(liang)(liang)(liang)(liang)(liang)(liang)和發(fa)(fa)電(dian)(dian)量(liang)(liang)(liang)(liang)(liang)(liang)在(zai)全(quan)(quan)國(guo)的(de)(de)(de)(de)占(zhan)比分別在(zai)5.0%和8.0%左(zuo)(zuo)右(you)。這就要求我們用(yong)五(wu)(wu)年的(de)(de)(de)(de)時間完成(cheng)過去十(shi)(shi)年的(de)(de)(de)(de)工作,而且要實現高質量(liang)(liang)(liang)(liang)(liang)(liang)。雖然面臨的(de)(de)(de)(de)困難和問題不少,但經過我們的(de)(de)(de)(de)努力(li)實現這個發(fa)(fa)展速度是(shi)(shi)可能的(de)(de)(de)(de)。
“十(shi)三(san)五”末,剔除(chu)點(dian)對(dui)網送(song)出等因素,我們風電(dian)(dian)太(tai)陽能發電(dian)(dian)并網裝(zhuang)機容量在電(dian)(dian)網的占(zhan)比實際為(wei)41.44%,電(dian)(dian)量占(zhan)比20.13%。這就為(wei)“十(shi)四五”和今后的工作奠定了一定基礎(chu)。
(四(si)(si))“十四(si)(si)五”期間(jian)要(yao)做好(hao)“補齊短板、盤(pan)活存量、協同發(fa)展”這項工作
我們(men)風電太(tai)陽(yang)能發(fa)電的短(duan)板是:“限(xian)電棄風棄光嚴(yan)重、資源利用效(xiao)率不(bu)高(gao)(gao)、發(fa)電設備平均利用小時低、綜合能效(xiao)差、并網裝機容量(liang)規模不(bu)足、電量(liang)消納問題突出”。要解(jie)決(jue)這些問題補齊這些短(duan)板,是實現高(gao)(gao)質量(liang)發(fa)展的關(guan)鍵(jian)。
“盤活存量”要(yao)做好兩件(jian)事(shi),一是提高(gao)現有并網(wang)風(feng)電(dian)(dian)(dian)發(fa)(fa)(fa)電(dian)(dian)(dian)設備的生(sheng)產能力,即(ji)提高(gao)年(nian)(nian)(nian)平均發(fa)(fa)(fa)電(dian)(dian)(dian)設備運(yun)行小時數(shu),風(feng)電(dian)(dian)(dian)由目前的年(nian)(nian)(nian)2200小時左右(you)提高(gao)到3600小時以上,每年(nian)(nian)(nian)增加(jia)1400小時左右(you),年(nian)(nian)(nian)可增發(fa)(fa)(fa)電(dian)(dian)(dian)量530億千瓦時左右(you),按年(nian)(nian)(nian)利(li)用3600小時計算,相(xiang)當于新增并網(wang)風(feng)電(dian)(dian)(dian)發(fa)(fa)(fa)電(dian)(dian)(dian)設備裝機容量1470萬千瓦左右(you);
“盤(pan)活存(cun)量”的(de)第二項(xiang)工作是落實對(dui)(dui)老舊風電場機組“以(yi)大(da)帶小(xiao)”的(de)技(ji)術(shu)改(gai)(gai)造工作。首先(xian),解(jie)決應退役的(de)327臺小(xiao)機組的(de)更(geng)新改(gai)(gai)造以(yi)小(xiao)帶大(da)問題,改(gai)(gai)造后(hou)(hou)可以(yi)增(zeng)加(jia)容量100萬千瓦左右。同時有計劃地對(dui)(dui)故障頻(pin)繁、效率差(cha)、單機容量小(xiao)的(de)6000多臺機組進行以(yi)大(da)帶小(xiao)的(de)技(ji)術(shu)更(geng)新改(gai)(gai)造,改(gai)(gai)造后(hou)(hou)可以(yi)純增(zeng)加(jia)容量1080萬千瓦左右。
太(tai)陽(yang)能發(fa)電(dian)(dian)“盤(pan)活存量(liang)”主要是提高(gao)(gao)(gao)效(xiao)率(lv)(lv),提高(gao)(gao)(gao)年(nian)發(fa)電(dian)(dian)平(ping)均利用小時數,由現在的(de)1600小時左(zuo)(zuo)右提高(gao)(gao)(gao)到1800小時以(yi)(yi)上,年(nian)增加200小時左(zuo)(zuo)右,年(nian)增發(fa)電(dian)(dian)量(liang)24億千(qian)瓦(wa)(wa)時左(zuo)(zuo)右,相當于增加容量(liang)133萬千(qian)瓦(wa)(wa)。再新建(jian)并(bing)網發(fa)電(dian)(dian)設備(bei)(bei)裝機容量(liang)1000萬千(qian)瓦(wa)(wa),到“十四五(wu)”末,太(tai)陽(yang)能并(bing)網發(fa)電(dian)(dian)設備(bei)(bei)裝機容量(liang)可(ke)達2200萬千(qian)瓦(wa)(wa)左(zuo)(zuo)右,年(nian)發(fa)電(dian)(dian)量(liang)396萬千(qian)瓦(wa)(wa)時左(zuo)(zuo)右,相當于年(nian)發(fa)電(dian)(dian)平(ping)均利用5500小時的(de)720萬千(qian)瓦(wa)(wa)火電(dian)(dian)裝機容量(liang)。在盤(pan)活存量(liang)的(de)同時,也要對發(fa)電(dian)(dian)效(xiao)率(lv)(lv)低、故(gu)障頻(pin)繁、管理成(cheng)本高(gao)(gao)(gao)的(de)發(fa)電(dian)(dian)設備(bei)(bei)進行技術改造,以(yi)(yi)提高(gao)(gao)(gao)效(xiao)率(lv)(lv)和(he)效(xiao)益。
“協同發(fa)(fa)展(zhan)”就是(shi)在摸清(qing)家底(di)的(de)(de)(de)(de)基礎上,做好整體發(fa)(fa)展(zhan)規劃。首先(xian),合理安排(pai)“十(shi)四五(wu)(wu)”期間新(xin)建3200萬千(qian)(qian)(qian)(qian)瓦(wa)風(feng)(feng)電(dian)并網(wang)發(fa)(fa)電(dian)項目(mu)和(he)1000萬千(qian)(qian)(qian)(qian)瓦(wa)太陽(yang)能并網(wang)發(fa)(fa)電(dian)項目(mu),再布置“十(shi)五(wu)(wu)五(wu)(wu)”乃(nai)至(zhi)中長期發(fa)(fa)展(zhan)目(mu)標(biao)。這樣(yang),“十(shi)四五(wu)(wu)”我(wo)們通過對老舊風(feng)(feng)電(dian)場的(de)(de)(de)(de)技術改造(zao)不(bu)僅可以(yi)打好基礎,而且充分利用老舊風(feng)(feng)場的(de)(de)(de)(de)基礎設(she)施,可以(yi)新(xin)增并網(wang)風(feng)(feng)電(dian)裝機(ji)容(rong)量(liang)1180萬千(qian)(qian)(qian)(qian)瓦(wa)左右(you),包括存量(liang)3784萬千(qian)(qian)(qian)(qian)瓦(wa)和(he)新(xin)建3200萬千(qian)(qian)(qian)(qian)瓦(wa),風(feng)(feng)電(dian)并網(wang)設(she)備(bei)裝機(ji)容(rong)量(liang)可達到8160萬千(qian)(qian)(qian)(qian)瓦(wa)左右(you),年(nian)發(fa)(fa)電(dian)量(liang)在2700億千(qian)(qian)(qian)(qian)瓦(wa)時左右(you),相當于年(nian)平均5500發(fa)(fa)電(dian)小時的(de)(de)(de)(de)4900萬千(qian)(qian)(qian)(qian)瓦(wa)火(huo)電(dian)機(ji)組容(rong)量(liang)。預測到2025年(nian)風(feng)(feng)電(dian)的(de)(de)(de)(de)發(fa)(fa)電(dian)量(liang)是(shi)“十(shi)一五(wu)(wu)”五(wu)(wu)年(nian)發(fa)(fa)電(dian)量(liang)總和(he)的(de)(de)(de)(de)八(ba)倍(bei)、是(shi)“十(shi)二五(wu)(wu)”五(wu)(wu)年(nian)發(fa)(fa)電(dian)量(liang)總和(he)的(de)(de)(de)(de)1.6倍(bei)、相當于“十(shi)三五(wu)(wu)”五(wu)(wu)年(nian)發(fa)(fa)電(dian)量(liang)總和(he)的(de)(de)(de)(de)90.0%,基本實(shi)現了高質(zhi)量(liang)發(fa)(fa)展(zhan)的(de)(de)(de)(de)要求(qiu)。
到(dao)(dao)“十四五(wu)(wu)”末,全區(qu)風(feng)電(dian)(dian)(dian)太陽(yang)能發(fa)電(dian)(dian)(dian)并網裝機容量有望超過一(yi)億(yi)千瓦(wa),在自治(zhi)區(qu)全部電(dian)(dian)(dian)力裝機容量的(de)占(zhan)比(bi)將達到(dao)(dao)50%左(zuo)右,年發(fa)電(dian)(dian)(dian)量3100億(yi)千瓦(wa)時(shi)左(zuo)右,占(zhan)自治(zhi)區(qu)全部發(fa)電(dian)(dian)(dian)量的(de)38%左(zuo)右,占(zhan)自治(zhi)區(qu)全社會用電(dian)(dian)(dian)量的(de)45%左(zuo)右。不僅較好(hao)地處理了(le)存量與增量的(de)關系(xi),而且真(zhen)正(zheng)使風(feng)電(dian)(dian)(dian)太陽(yang)能發(fa)電(dian)(dian)(dian)成為電(dian)(dian)(dian)網的(de)主(zhu)力電(dian)(dian)(dian)源(yuan)(yuan),為“十五(wu)(wu)五(wu)(wu)”乃至(zhi)今(jin)后的(de)發(fa)展實(shi)現(xian)替代能源(yuan)(yuan)奠定了(le)基(ji)礎!
初(chu)步設想,到(dao)“十五五”末的(de)2030年,內(nei)蒙古自治區風(feng)(feng)力(li)發電(dian)(dian)并網(wang)設備裝(zhuang)機(ji)容(rong)量(liang)再(zai)新增1.5億(yi)(yi)千(qian)(qian)瓦(wa)(wa),達到(dao)2.2億(yi)(yi)千(qian)(qian)瓦(wa)(wa)左(zuo)右(you),年發電(dian)(dian)量(liang)在(zai)7000億(yi)(yi)千(qian)(qian)萬時左(zuo)右(you)。太(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)發電(dian)(dian)并網(wang)裝(zhuang)機(ji)容(rong)量(liang)再(zai)新增5000萬千(qian)(qian)瓦(wa)(wa),達到(dao)7200萬千(qian)(qian)瓦(wa)(wa)以上,年發電(dian)(dian)量(liang)在(zai)1350億(yi)(yi)千(qian)(qian)瓦(wa)(wa)時左(zuo)右(you)。初(chu)步預測(ce)到(dao)2030年,全(quan)區風(feng)(feng)電(dian)(dian)、太(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)發電(dian)(dian)并網(wang)設備裝(zhuang)機(ji)容(rong)量(liang)可達2.9億(yi)(yi)千(qian)(qian)瓦(wa)(wa)左(zuo)右(you),年發電(dian)(dian)量(liang)8400億(yi)(yi)千(qian)(qian)瓦(wa)(wa)時左(zuo)右(you),分別占自治區電(dian)(dian)力(li)能(neng)(neng)(neng)(neng)源(yuan)總量(liang)的(de)81.0%和71.0%左(zuo)右(you)。占全(quan)國風(feng)(feng)力(li)發電(dian)(dian)太(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)發電(dian)(dian)并網(wang)設備裝(zhuang)機(ji)容(rong)量(liang)12億(yi)(yi)千(qian)(qian)瓦(wa)(wa)的(de)24.0%左(zuo)右(you),占全(quan)國風(feng)(feng)力(li)發電(dian)(dian)太(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)發電(dian)(dian)量(liang)的(de)33.0以上%,成為(wei)全(quan)國重要的(de)清潔(jie)能(neng)(neng)(neng)(neng)源(yuan)基地。
“協同發展”的(de)另(ling)一(yi)項(xiang)工作(zuo),是(shi)要(yao)高(gao)度重視(shi)能效(xiao)低、能耗高(gao)、效(xiao)率差(cha)和排放(fang)污染大的(de)實際問題,統籌協調(diao)(diao)發揮(hui)多能互補優(you)勢,提高(gao)資源綜合(he)利用率,平衡供(gong)需矛盾(dun),保障電(dian)力(li)能源安(an)全。從實際出(chu)發因地制(zhi)宜,尊重客觀(guan)規(gui)律(lv)和經濟(ji)規(gui)律(lv),不能片面(mian)強調(diao)(diao)某一(yi)方面(mian)而忽略或(huo)抑制(zhi)另(ling)一(yi)方面(mian)的(de)作(zuo)用。
在(zai)“補齊短(duan)板、盤活存量、協同(tong)發(fa)(fa)展”的同(tong)時,制定簡便易行、可操(cao)作性(xing)強涉及土地利用(yong)、環(huan)境保護等(deng)方面的相關(guan)政(zheng)策,促進可再生能源資源可持(chi)續開發(fa)(fa)利用(yong)。
(五(wu))提高(gao)裝備(bei)制造業水平(ping)
從產(chan)業的裝備技(ji)(ji)術、制(zhi)(zhi)造能(neng)力、創(chuang)新能(neng)力和破解核(he)心技(ji)(ji)術能(neng)力等方面入手,進(jin)一步提高設備國(guo)產(chan)化率和產(chan)品質量,在(zai)滿足區內市場(chang)供需的基礎上擴大外銷。到“十四(si)五”末,形成年風電(dian)設備制(zhi)(zhi)造能(neng)力800萬千瓦以上,太(tai)陽(yang)能(neng)發電(dian)組件(jian)300萬千瓦以上的規模,其它(ta)配(pei)套設備和部件(jian)滿足市場(chang)需求。
(六)優化電力(li)與風能、太陽能資源配置
以保(bao)(bao)電(dian)網(wang)安(an)全、保(bao)(bao)可(ke)(ke)靠(kao)供用電(dian)、保(bao)(bao)電(dian)力能(neng)(neng)(neng)源供需平衡(heng)為基礎(chu),優化(hua)電(dian)網(wang)資(zi)源與風能(neng)(neng)(neng)太(tai)陽能(neng)(neng)(neng)資(zi)源的匹配,研究并解決好(hao)電(dian)網(wang)高(gao)峰、低谷(gu)和平段的資(zi)源配置和電(dian)力平衡(heng),努力實現不(bu)(bu)限電(dian)、不(bu)(bu)棄風、不(bu)(bu)棄光(guang)。加強電(dian)網(wang)建(jian)設,解決電(dian)網(wang)網(wang)架結構不(bu)(bu)合理(li)、輸送能(neng)(neng)(neng)力、抗風險能(neng)(neng)(neng)力不(bu)(bu)強等具體問題。加強調度管(guan)理(li),統籌區內(nei)區外兩個市(shi)場,提高(gao)資(zi)源綜合利用率。抓緊出臺城鎮太(tai)陽能(neng)(neng)(neng)發(fa)(fa)電(dian)并網(wang)管(guan)理(li)辦(ban)法,處(chu)理(li)好(hao)城鎮分散式太(tai)陽能(neng)(neng)(neng)發(fa)(fa)電(dian)與微電(dian)網(wang)建(jian)設同步發(fa)(fa)展的關系,增(zeng)加電(dian)能(neng)(neng)(neng)補充提高(gao)電(dian)網(wang)安(an)全穩定(ding)可(ke)(ke)靠(kao)性。
(七)落實電能替代政策(ce)提高可再生(sheng)電能消納水平
以(yi)落實(shi)風電(dian)(dian)供(gong)暖的(de)相關(guan)政策為契機(ji),擴大(da)電(dian)(dian)能替代范圍,提高替代能力。在“十四五”期間(jian),認(ren)真(zhen)解決可(ke)(ke)再生能源(yuan)發(fa)(fa)電(dian)(dian)滿(man)發(fa)(fa)多(duo)供(gong)的(de)具體問題,把(ba)一(yi)些基(ji)礎性工作落到實(shi)處。風電(dian)(dian)年(nian)發(fa)(fa)電(dian)(dian)設備平(ping)(ping)均(jun)利(li)用穩定在3800小(xiao)時(shi)左右(you)(you),太陽(yang)能發(fa)(fa)電(dian)(dian)設備平(ping)(ping)均(jun)利(li)用在1800小(xiao)時(shi)以(yi)上(shang)(shang)。到“十四五”末,風電(dian)(dian)完(wan)成的(de)發(fa)(fa)電(dian)(dian)量(liang)(liang)在2600億千瓦(wa)(wa)時(shi)左右(you)(you),按火(huo)電(dian)(dian)年(nian)平(ping)(ping)均(jun)發(fa)(fa)電(dian)(dian)5500小(xiao)時(shi)計算,相當(dang)于(yu)火(huo)電(dian)(dian)4700萬千瓦(wa)(wa)裝機(ji)容量(liang)(liang)一(yi)年(nian)的(de)發(fa)(fa)電(dian)(dian)量(liang)(liang)。太陽(yang)能完(wan)成的(de)發(fa)(fa)電(dian)(dian)量(liang)(liang)在396億千瓦(wa)(wa)時(shi)左右(you)(you),相當(dang)于(yu)火(huo)電(dian)(dian)720萬千瓦(wa)(wa)裝機(ji)容量(liang)(liang)一(yi)年(nian)的(de)發(fa)(fa)電(dian)(dian)量(liang)(liang)。這樣就可(ke)(ke)以(yi)在主(zhu)力電(dian)(dian)源(yuan)的(de)基(ji)礎上(shang)(shang),為實(shi)現高質(zhi)量(liang)(liang)發(fa)(fa)展和“能源(yuan)替代”打好基(ji)礎。
(八)提高人員素質(zhi)培養復合型(xing)人才
自(zi)治(zhi)區(qu)內的(de)大中專(zhuan)院校和職(zhi)業教(jiao)育(yu)院校,
增設并(bing)普及“清潔能源教(jiao)學”的基礎(chu)教(jiao)育,把教(jiao)學、生產(chan)與科研有機地結合在一起(qi),為(wei)大發展培(pei)養人才。
(九)理順(shun)管理體(ti)制搞活經營機制
解決內蒙(meng)古電(dian)網(wang)500千伏調(diao)度管理權(quan)的(de)問題,理順國網(wang)蒙(meng)東(dong)公司火電(dian)調(diao)度管理權(quan)的(de)關(guan)系,調(diao)動(dong)區域公司的(de)主動(dong)性(xing)和積極性(xing)。
(十)加強(qiang)管理提升服務水平主(zhu)動承(cheng)擔社會責任
政(zheng)府管(guan)電部門要(yao)進一(yi)步提(ti)高協調(diao)能力、提(ti)高辦事效(xiao)率、提(ti)升(sheng)服務水平。企(qi)業要(yao)全面加強(qiang)管(guan)理,提(ti)高效(xiao)率提(ti)高效(xiao)益,自覺主動承擔(dan)社會責(ze)任。
