《電(dian)(dian)(dian)(dian)力(li)并網運(yun)行管理規(gui)(gui)定(ding)》稱,本規(gui)(gui)定(ding)適用于(yu)省級及以(yi)(yi)上電(dian)(dian)(dian)(dian)力(li)調(diao)(diao)(diao)度機(ji)構直(zhi)接(jie)調(diao)(diao)(diao)度的(de)火電(dian)(dian)(dian)(dian)、水電(dian)(dian)(dian)(dian)、核(he)電(dian)(dian)(dian)(dian)、風電(dian)(dian)(dian)(dian)、光伏發電(dian)(dian)(dian)(dian)、光熱發電(dian)(dian)(dian)(dian)、抽水蓄能(neng)、自備(bei)電(dian)(dian)(dian)(dian)廠(chang)等(deng)發電(dian)(dian)(dian)(dian)側(ce)并網主(zhu)體(ti),以(yi)(yi)及電(dian)(dian)(dian)(dian)化(hua)學、壓縮空氣、飛輪等(deng)新(xin)型儲能(neng)。傳(chuan)統(tong)高載能(neng)工(gong)業(ye)負(fu)荷、工(gong)商(shang)業(ye)可中斷(duan)負(fu)荷、電(dian)(dian)(dian)(dian)動汽車充電(dian)(dian)(dian)(dian)網絡(luo)等(deng)能(neng)夠響應電(dian)(dian)(dian)(dian)力(li)調(diao)(diao)(diao)度指令(ling)的(de)可調(diao)(diao)(diao)節負(fu)荷(含通過(guo)聚合商(shang)、虛擬電(dian)(dian)(dian)(dian)廠(chang)等(deng)形式聚合)等(deng)負(fu)荷側(ce)并網主(zhu)體(ti),省級以(yi)(yi)下電(dian)(dian)(dian)(dian)力(li)調(diao)(diao)(diao)度機(ji)構調(diao)(diao)(diao)度管轄范圍(wei)內的(de)并網主(zhu)體(ti),視(shi)其對(dui)電(dian)(dian)(dian)(dian)力(li)系統(tong)運(yun)行的(de)影響參照本規(gui)(gui)定(ding)執行。
國家能(neng)源局表示,近年來,我(wo)國電(dian)(dian)力行(xing)(xing)業(ye)電(dian)(dian)源結構(gou)、網(wang)架結構(gou)發生重大(da)變化,電(dian)(dian)力裝機規模持續擴大(da),清潔(jie)能(neng)源發展(zhan)迅猛,輔助(zhu)服(fu)務市(shi)場建(jian)設面臨新的挑戰。系(xi)統(tong)(tong)運(yun)行(xing)(xing)管(guan)理的復雜性(xing)不斷(duan)提高,對輔助(zhu)服(fu)務的需(xu)(xu)求(qiu)量(liang)顯著增(zeng)加,現(xian)有輔助(zhu)服(fu)務品種(zhong)需(xu)(xu)進一步適應系(xi)統(tong)(tong)運(yun)行(xing)(xing)需(xu)(xu)要;僅(jin)通過發電(dian)(dian)側單邊承(cheng)擔(dan)整(zheng)個系(xi)統(tong)(tong)輔助(zhu)服(fu)務成本,已無法承(cheng)載系(xi)統(tong)(tong)大(da)量(liang)接入可再生能(neng)源產生的需(xu)(xu)求(qiu);跨(kua)省跨(kua)區(qu)交易電(dian)(dian)量(liang)規模日(ri)益(yi)擴大(da),省間輔助(zhu)服(fu)務市(shi)場機制和(he)費用分擔(dan)原(yuan)則有待完善;新型儲能(neng)、電(dian)(dian)動(dong)汽(qi)車充電(dian)(dian)網(wang)絡(luo)等新產業(ye)新業(ye)態也亟須(xu)市(shi)場化機制引導推動(dong)發展(zhan)。

問:《規(gui)定》《辦法》修訂的背景(jing)是什么?
答:2006年《發(fa)(fa)(fa)電(dian)(dian)廠并網(wang)運行管(guan)理規定》(電(dian)(dian)監市場(chang)(chang)(chang)〔2006〕42號(hao))、《并網(wang)發(fa)(fa)(fa)電(dian)(dian)廠輔(fu)助(zhu)服(fu)(fu)務管(guan)理暫行辦法(fa)》(電(dian)(dian)監市場(chang)(chang)(chang)〔2006〕43號(hao))印發(fa)(fa)(fa)后,各區域(yu)在(zai)此基礎上制(zhi)定“兩個(ge)細則(ze)”,有效(xiao)(xiao)地規范了(le)發(fa)(fa)(fa)電(dian)(dian)廠并網(wang)運行管(guan)理。按照《中(zhong)共(gong)中(zhong)央國(guo)務院(yuan)關于進一步深(shen)化電(dian)(dian)力(li)(li)(li)體(ti)制(zhi)改革的若(ruo)干意見》(中(zhong)發(fa)(fa)(fa)〔2015〕9號(hao))有關精神,2017年我局印發(fa)(fa)(fa)《完善(shan)電(dian)(dian)力(li)(li)(li)輔(fu)助(zhu)服(fu)(fu)務補償(市場(chang)(chang)(chang))機制(zhi)工(gong)作(zuo)方案》,截至2020年底,全(quan)國(guo)除(chu)西藏外,6個(ge)區域(yu)電(dian)(dian)網(wang)和30個(ge)省級電(dian)(dian)網(wang)啟動電(dian)(dian)力(li)(li)(li)輔(fu)助(zhu)服(fu)(fu)務市場(chang)(chang)(chang),實(shi)現各區域(yu)、省級輔(fu)助(zhu)服(fu)(fu)務市場(chang)(chang)(chang)全(quan)面覆蓋,具有中(zhong)國(guo)特色的電(dian)(dian)力(li)(li)(li)輔(fu)助(zhu)服(fu)(fu)務市場(chang)(chang)(chang)體(ti)系基本建立(li),與電(dian)(dian)力(li)(li)(li)中(zhong)長期市場(chang)(chang)(chang)有效(xiao)(xiao)銜(xian)接、協同運行。在(zai)各方努(nu)力(li)(li)(li)下,電(dian)(dian)力(li)(li)(li)輔(fu)助(zhu)服(fu)(fu)務市場(chang)(chang)(chang)切實(shi)發(fa)(fa)(fa)揮電(dian)(dian)力(li)(li)(li)系統“調(diao)節(jie)(jie)器”作(zuo)用,有效(xiao)(xiao)提升電(dian)(dian)力(li)(li)(li)系統綜合調(diao)節(jie)(jie)能(neng)力(li)(li)(li),顯著增加(jia)(jia)可再生能(neng)源消(xiao)納水(shui)平。今年,預(yu)計全(quan)國(guo)范圍內增加(jia)(jia)系統調(diao)峰能(neng)力(li)(li)(li)9000萬千瓦(wa),相(xiang)當(dang)于90座百萬千瓦(wa)級抽水(shui)蓄能(neng)電(dian)(dian)站,為清潔能(neng)源增加(jia)(jia)發(fa)(fa)(fa)電(dian)(dian)空(kong)間近(jin)800億(yi)千瓦(wa)時,減少近(jin)1億(yi)噸二氧化碳(tan)排放(fang)。
近年來,我國電力(li)行業電源結(jie)構(gou)、網(wang)架結(jie)構(gou)發生重(zhong)大(da)(da)變化,電力(li)裝機規模持續擴大(da)(da),清潔能源發展迅猛,輔(fu)(fu)助服(fu)務市場建設面臨新(xin)(xin)的挑(tiao)戰。系統(tong)(tong)(tong)運(yun)行管理的復雜性不斷提高,對輔(fu)(fu)助服(fu)務的需求(qiu)量(liang)顯(xian)著增加,現有輔(fu)(fu)助服(fu)務品(pin)種需進一步(bu)適應系統(tong)(tong)(tong)運(yun)行需要;僅(jin)通過發電側單邊(bian)承(cheng)擔(dan)整個系統(tong)(tong)(tong)輔(fu)(fu)助服(fu)務成(cheng)本,已無法(fa)承(cheng)載系統(tong)(tong)(tong)大(da)(da)量(liang)接入(ru)可再(zai)生能源產生的需求(qiu);跨省(sheng)跨區交(jiao)易(yi)電量(liang)規模日益擴大(da)(da),省(sheng)間輔(fu)(fu)助服(fu)務市場機制和費用分擔(dan)原則有待完善;新(xin)(xin)型(xing)儲能、電動(dong)汽車(che)充電網(wang)絡等新(xin)(xin)產業新(xin)(xin)業態也亟須市場化機制引導推(tui)動(dong)發展。

問:《規定》《辦法(fa)》修訂的主要思(si)路是(shi)什么?
答:本次《規定》《辦法》的修訂(ding)主(zhu)要體現在四個(ge)“新”。
一是擴(kuo)大電力輔助(zhu)(zhu)服(fu)務(wu)新(xin)(xin)主體。在原文件主要(yao)針對傳(chuan)統(tong)(tong)發(fa)電廠的(de)基礎上,為滿足新(xin)(xin)型(xing)電力系統(tong)(tong)的(de)建設(she)運(yun)行(xing)需(xu)(xu)要(yao),將(jiang)(jiang)《發(fa)電廠并(bing)(bing)(bing)網(wang)(wang)運(yun)行(xing)管理規定(ding)(ding)》更名(ming)為《電力并(bing)(bing)(bing)網(wang)(wang)運(yun)行(xing)管理規定(ding)(ding)》,將(jiang)(jiang)《并(bing)(bing)(bing)網(wang)(wang)發(fa)電廠輔助(zhu)(zhu)服(fu)務(wu)管理暫(zan)行(xing)辦法(fa)》更名(ming)為《電力輔助(zhu)(zhu)服(fu)務(wu)管理辦法(fa)》。為適應新(xin)(xin)型(xing)電力系統(tong)(tong)主體多元(yuan)、源(yuan)網(wang)(wang)荷儲良性互動(dong)的(de)特(te)征,新(xin)(xin)增(zeng)了(le)對新(xin)(xin)能(neng)(neng)源(yuan)、新(xin)(xin)型(xing)儲能(neng)(neng)、負荷側(ce)并(bing)(bing)(bing)網(wang)(wang)主體等并(bing)(bing)(bing)網(wang)(wang)技術指(zhi)導(dao)及管理要(yao)求。按照(zhao)國務(wu)院《2030年前碳達峰行(xing)動(dong)方案》有關要(yao)求,擴(kuo)大了(le)輔助(zhu)(zhu)服(fu)務(wu)提(ti)供主體范圍,通(tong)過市場機制充分挖掘供需(xu)(xu)兩側(ce)的(de)靈(ling)活調節能(neng)(neng)力,更加(jia)適應新(xin)(xin)型(xing)電力系統(tong)(tong)需(xu)(xu)求,促進推動(dong)能(neng)(neng)源(yuan)低碳轉(zhuan)型(xing),推動(dong)落實碳達峰、碳中和(he)目(mu)標。
二是豐富電(dian)(dian)力(li)輔助服務新品種(zhong)。為適應(ying)高(gao)比(bi)例新能源、高(gao)比(bi)例電(dian)(dian)力(li)電(dian)(dian)子(zi)設備(bei)接入系(xi)統的需要(yao),平抑新能源間(jian)隙性、波動(dong)性對電(dian)(dian)力(li)系(xi)統運行帶來的擾(rao)動(dong)影響,新增了(le)轉動(dong)慣(guan)量(liang)、爬坡、穩(wen)定切(qie)機、穩(wen)定切(qie)負(fu)荷等(deng)輔助服務品種(zhong),進(jin)一步促進(jin)新能源消納,提升(sheng)電(dian)(dian)力(li)系(xi)統可靠性和電(dian)(dian)能質量(liang),更好地保障能源安全與推(tui)動(dong)綠(lv)色低碳發展。
三是完(wan)善用(yong)戶(hu)分(fen)擔(dan)共享新機制(zhi)。深入貫(guan)徹落實(shi)中(zhong)(zhong)發〔2015〕9號文(wen)等中(zhong)(zhong)央文(wen)件精神,按照“誰受(shou)益(yi)、誰承擔(dan)”的(de)(de)原則,進一步(bu)完(wan)善輔助(zhu)服務考核補償(chang)機制(zhi),明確跨(kua)省跨(kua)區發電(dian)機組參與輔助(zhu)服務的(de)(de)責任義務、參與方式和補償(chang)分(fen)攤(tan)原則,建立(li)用(yong)戶(hu)參與的(de)(de)分(fen)擔(dan)共享機制(zhi)。將以往僅(jin)可(ke)向(xiang)下(xia)調(diao)節(jie)(jie)的(de)(de)用(yong)戶(hu)可(ke)中(zhong)(zhong)斷負荷,拓展到“能(neng)上能(neng)下(xia)”的(de)(de)用(yong)戶(hu)可(ke)調(diao)節(jie)(jie)負荷,用(yong)戶(hu)可(ke)結合(he)自身負荷特性,承擔(dan)必要的(de)(de)輔助(zhu)服務費用(yong)或按照貢獻獲(huo)得相應的(de)(de)經濟補償(chang),通過市場機制(zhi)提升需求側調(diao)節(jie)(jie)能(neng)力。
四是健全市(shi)(shi)(shi)場(chang)形成價(jia)格新機(ji)制。在(zai)現階(jie)段以(yi)調峰輔(fu)助服(fu)務(wu)市(shi)(shi)(shi)場(chang)化交(jiao)易(yi)為主的(de)基礎上,持續推動(dong)調頻、備用、轉動(dong)慣量(liang)、爬坡等品種以(yi)市(shi)(shi)(shi)場(chang)競爭方式(shi)確定輔(fu)助服(fu)務(wu)提供(gong)主體,形成交(jiao)易(yi)價(jia)格,降低系統輔(fu)助服(fu)務(wu)成本(ben),更好(hao)地(di)發揮市(shi)(shi)(shi)場(chang)在(zai)資源配置中(zhong)的(de)決定性作(zuo)用。
問:《規(gui)定(ding)》主(zhu)要修(xiu)訂內容有哪(na)些?
答:《規定》共6章32條,重點對包括新(xin)能源在內的(de)發電側(ce)并網主體、新(xin)型儲(chu)能、用(yong)戶可(ke)調節(jie)負荷等并網管理內容(rong)進行了修訂完善。
一(yi)是進(jin)一(yi)步明確適(shi)用范圍。結(jie)合我國碳達峰、碳中和目(mu)標和構(gou)建新型電力(li)系統(tong)的(de)(de)需求(qiu),擴展了《規定(ding)》的(de)(de)適(shi)用范圍,明確本規定(ding)適(shi)用于省級(ji)及以(yi)上電力(li)調(diao)(diao)度機構(gou)直(zhi)接調(diao)(diao)度的(de)(de)發電側(ce)并(bing)網(wang)主(zhu)(zhu)體(ti)和新型儲能(neng),負荷側(ce)并(bing)網(wang)主(zhu)(zhu)體(ti)和省級(ji)以(yi)下電力(li)調(diao)(diao)度機構(gou)調(diao)(diao)度管轄范圍內的(de)(de)并(bing)網(wang)主(zhu)(zhu)體(ti),視其對電力(li)系統(tong)運行(xing)的(de)(de)影響參照(zhao)執行(xing)。
二是進(jin)一步(bu)規范運(yun)行管理。根(gen)據(ju)電力市場(chang)建(jian)設實際,增加并(bing)網(wang)主體(ti)應執(zhi)行市場(chang)出清的運(yun)行方(fang)式和(he)發電調(diao)(diao)度計(ji)劃曲(qu)線;進(jin)一步(bu)明(ming)確發電側并(bing)網(wang)主體(ti)調(diao)(diao)頻調(diao)(diao)壓(ya)能力和(he)具體(ti)指標;強調(diao)(diao)對非(fei)計(ji)劃停運(yun)/脫網(wang)等(deng)進(jin)行考核;提出黑啟動(dong)(dong)電源必須及(ji)時(shi)可(ke)靠(kao)地執(zhi)行黑啟動(dong)(dong)預案等(deng)相關規定(ding);新增明(ming)確二次調(diao)(diao)頻、調(diao)(diao)壓(ya)、新能源場(chang)站、新型儲能和(he)用戶側可(ke)調(diao)(diao)節負荷的技(ji)術指導和(he)管理內容。
三是進(jin)一(yi)步明確(que)職(zhi)(zhi)責(ze)分(fen)工(gong)。明確(que)了(le)能源監管(guan)機構(gou)(gou)、電(dian)網企業(ye)、電(dian)力(li)(li)(li)調(diao)(diao)度(du)機構(gou)(gou)、電(dian)力(li)(li)(li)交易(yi)機構(gou)(gou)在(zai)各地并網運行(xing)管(guan)理(li)實施(shi)細則的(de)(de)(de)修(xiu)訂和(he)(he)實施(shi)等方面(mian)的(de)(de)(de)職(zhi)(zhi)責(ze)。在(zai)信息披露方面(mian),根(gen)(gen)據(ju)廣大市場主體對信息公開的(de)(de)(de)需(xu)求,明確(que)電(dian)力(li)(li)(li)調(diao)(diao)度(du)機構(gou)(gou)、電(dian)力(li)(li)(li)交易(yi)機構(gou)(gou)按(an)職(zhi)(zhi)責(ze)分(fen)工(gong)向所(suo)有(you)市場主體披露相關考(kao)核和(he)(he)返還結果。在(zai)監督管(guan)理(li)方面(mian),明確(que)了(le)國家能源局派(pai)出(chu)機構(gou)(gou)對轄區(qu)內電(dian)力(li)(li)(li)并網運行(xing)行(xing)為進(jin)行(xing)監管(guan)、協調(diao)(diao)和(he)(he)調(diao)(diao)解,并可根(gen)(gen)據(ju)實際(ji)需(xu)要組織對電(dian)力(li)(li)(li)調(diao)(diao)度(du)機構(gou)(gou)和(he)(he)電(dian)力(li)(li)(li)交易(yi)機構(gou)(gou)的(de)(de)(de)執行(xing)情(qing)況進(jin)行(xing)評估和(he)(he)監管(guan)。
問:《辦法》主要修(xiu)訂內容有哪些?
答(da):《辦法》共9章40條,重點對輔(fu)助服(fu)務提(ti)供主體、交易品(pin)種分類、電(dian)力用戶分擔共享機制、跨省跨區輔(fu)助服(fu)務機制等進行了補充(chong)深化。
一是進(jin)一步擴(kuo)大了(le)輔(fu)助服務提供主體(ti)。按照國務院《2030年前碳達(da)峰行(xing)動方案》有(you)關要求(qiu),將提供輔(fu)助服務主體(ti)范圍(wei)由發電(dian)廠(chang)擴(kuo)大到包括新(xin)型儲能(neng)(neng)、自備電(dian)廠(chang)、傳(chuan)統高載能(neng)(neng)工業負荷(he)、工商業可中斷(duan)負荷(he)、電(dian)動汽車充電(dian)網絡(luo)、聚(ju)合商、虛(xu)擬電(dian)廠(chang)等主體(ti),促進(jin)挖掘供需兩(liang)側的靈(ling)活調(diao)節能(neng)(neng)力,加(jia)快構建(jian)新(xin)型電(dian)力系統。
二是進一(yi)步規范輔助(zhu)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)分(fen)(fen)類和(he)品種。對電力(li)輔助(zhu)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)進行重新(xin)分(fen)(fen)類,分(fen)(fen)為有(you)功平(ping)衡(heng)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)、無功平(ping)衡(heng)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)和(he)事(shi)(shi)故(gu)應(ying)急及(ji)(ji)恢復服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu),其中(zhong)有(you)功平(ping)衡(heng)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)包(bao)(bao)括(kuo)調頻、調峰、備用(yong)、轉動(dong)(dong)慣量、爬坡等電力(li)輔助(zhu)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu),事(shi)(shi)故(gu)應(ying)急及(ji)(ji)恢復服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)包(bao)(bao)括(kuo)穩定切(qie)機(ji)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)、穩定切(qie)負(fu)荷服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)和(he)黑啟動(dong)(dong)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)。考慮構建新(xin)型電力(li)系(xi)統的發(fa)展需(xu)求,此(ci)次新(xin)增引(yin)入轉動(dong)(dong)慣量、爬坡、穩定切(qie)機(ji)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)、穩定切(qie)負(fu)荷服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)等輔助(zhu)服(fu)(fu)(fu)(fu)(fu)(fu)務(wu)(wu)新(xin)品種。
三(san)是(shi)進(jin)一步(bu)明確(que)補(bu)(bu)(bu)償(chang)(chang)方(fang)(fang)式與(yu)分(fen)攤機(ji)制(zhi)。強調按照“誰提供、誰獲利;誰受(shou)益、誰承擔”的(de)原(yuan)則(ze),確(que)定(ding)補(bu)(bu)(bu)償(chang)(chang)方(fang)(fang)式和(he)分(fen)攤機(ji)制(zhi)。明確(que)了(le)各類電(dian)(dian)(dian)(dian)力(li)(li)輔助(zhu)服(fu)務(wu)品種的(de)補(bu)(bu)(bu)償(chang)(chang)機(ji)制(zhi),其中(zhong)固定(ding)補(bu)(bu)(bu)償(chang)(chang)方(fang)(fang)式確(que)定(ding)補(bu)(bu)(bu)償(chang)(chang)標(biao)準(zhun)時應綜合考(kao)慮(lv)電(dian)(dian)(dian)(dian)力(li)(li)輔助(zhu)服(fu)務(wu)成本(ben)、性(xing)能表(biao)現及合理收(shou)益等因素,按“補(bu)(bu)(bu)償(chang)(chang)成本(ben)、合理收(shou)益”的(de)原(yuan)則(ze)確(que)定(ding)補(bu)(bu)(bu)償(chang)(chang)力(li)(li)度(du);市場(chang)化補(bu)(bu)(bu)償(chang)(chang)形(xing)成機(ji)制(zhi)應遵循(xun)考(kao)慮(lv)電(dian)(dian)(dian)(dian)力(li)(li)輔助(zhu)服(fu)務(wu)成本(ben)、合理確(que)定(ding)價格(ge)區間(jian)、通過市場(chang)化競爭形(xing)成價格(ge)的(de)原(yuan)則(ze)。在分(fen)攤方(fang)(fang)面,強調為(wei)電(dian)(dian)(dian)(dian)力(li)(li)系統運行整體(ti)服(fu)務(wu)的(de)電(dian)(dian)(dian)(dian)力(li)(li)輔助(zhu)服(fu)務(wu),補(bu)(bu)(bu)償(chang)(chang)費用(yong)由發電(dian)(dian)(dian)(dian)企業、市場(chang)化電(dian)(dian)(dian)(dian)力(li)(li)用(yong)戶等所有并網(wang)主(zhu)體(ti)共同分(fen)攤,逐(zhu)步(bu)將非市場(chang)化電(dian)(dian)(dian)(dian)力(li)(li)用(yong)戶納入補(bu)(bu)(bu)償(chang)(chang)費用(yong)分(fen)攤范圍(wei)。原(yuan)則(ze)上,為(wei)特(te)定(ding)發電(dian)(dian)(dian)(dian)側并網(wang)主(zhu)體(ti)服(fu)務(wu)的(de)電(dian)(dian)(dian)(dian)力(li)(li)輔助(zhu)服(fu)務(wu),補(bu)(bu)(bu)償(chang)(chang)費用(yong)由相(xiang)關發電(dian)(dian)(dian)(dian)側并網(wang)主(zhu)體(ti)分(fen)攤。為(wei)特(te)定(ding)電(dian)(dian)(dian)(dian)力(li)(li)用(yong)戶服(fu)務(wu)的(de)電(dian)(dian)(dian)(dian)力(li)(li)輔助(zhu)服(fu)務(wu),補(bu)(bu)(bu)償(chang)(chang)費用(yong)由相(xiang)關電(dian)(dian)(dian)(dian)力(li)(li)用(yong)戶分(fen)攤。
四是逐步建立電(dian)(dian)(dian)力(li)(li)用戶參與輔(fu)(fu)助(zhu)(zhu)服(fu)(fu)務(wu)(wu)分擔(dan)(dan)(dan)(dan)共享機(ji)制(zhi)。根據不同類型電(dian)(dian)(dian)力(li)(li)用戶的(de)用電(dian)(dian)(dian)特性,因(yin)地(di)制(zhi)宜制(zhi)定分擔(dan)(dan)(dan)(dan)標準(zhun)。電(dian)(dian)(dian)力(li)(li)用戶可通過(guo)獨(du)立或(huo)委托代(dai)理兩種(zhong)方(fang)式(shi)參與電(dian)(dian)(dian)力(li)(li)輔(fu)(fu)助(zhu)(zhu)服(fu)(fu)務(wu)(wu),其費用分攤(tan)可采(cai)取直接(jie)承擔(dan)(dan)(dan)(dan)或(huo)經發電(dian)(dian)(dian)企業間(jian)接(jie)承擔(dan)(dan)(dan)(dan)兩種(zhong)方(fang)式(shi)。在電(dian)(dian)(dian)費賬單(dan)中單(dan)獨(du)列支電(dian)(dian)(dian)力(li)(li)輔(fu)(fu)助(zhu)(zhu)服(fu)(fu)務(wu)(wu)費用。對于不具備提供調節能力(li)(li)或(huo)調節能力(li)(li)不足的(de)電(dian)(dian)(dian)力(li)(li)用戶、聚合商、虛擬電(dian)(dian)(dian)廠應按用電(dian)(dian)(dian)類型、電(dian)(dian)(dian)壓等(deng)級等(deng)方(fang)式(shi)參與分攤(tan)電(dian)(dian)(dian)力(li)(li)輔(fu)(fu)助(zhu)(zhu)服(fu)(fu)務(wu)(wu)費用,或(huo)通過(guo)購(gou)買電(dian)(dian)(dian)力(li)(li)輔(fu)(fu)助(zhu)(zhu)服(fu)(fu)務(wu)(wu)來承擔(dan)(dan)(dan)(dan)電(dian)(dian)(dian)力(li)(li)輔(fu)(fu)助(zhu)(zhu)服(fu)(fu)務(wu)(wu)責任。
五(wu)是健全(quan)跨(kua)(kua)省跨(kua)(kua)區(qu)電(dian)(dian)力(li)(li)(li)輔(fu)(fu)助(zhu)(zhu)(zhu)服(fu)務機(ji)制。考慮跨(kua)(kua)省跨(kua)(kua)區(qu)送(song)(song)電(dian)(dian)規模日益增長,明確跨(kua)(kua)省跨(kua)(kua)區(qu)送(song)(song)電(dian)(dian)配套電(dian)(dian)源(yuan)機(ji)組均應按照(zhao)本(ben)辦法納(na)入電(dian)(dian)力(li)(li)(li)輔(fu)(fu)助(zhu)(zhu)(zhu)服(fu)務管(guan)理,原則上根(gen)據調度關系在送(song)(song)端或受端電(dian)(dian)網(wang)參與(yu)電(dian)(dian)力(li)(li)(li)輔(fu)(fu)助(zhu)(zhu)(zhu)服(fu)務,不重復參與(yu)送(song)(song)、受兩端電(dian)(dian)力(li)(li)(li)輔(fu)(fu)助(zhu)(zhu)(zhu)服(fu)務管(guan)理。強(qiang)調為保障跨(kua)(kua)省跨(kua)(kua)區(qu)送(song)(song)電(dian)(dian)穩定(ding)運行提供電(dian)(dian)力(li)(li)(li)輔(fu)(fu)助(zhu)(zhu)(zhu)服(fu)務的(de)(de)發(fa)電(dian)(dian)機(ji)組,應當獲得(de)相應的(de)(de)電(dian)(dian)力(li)(li)(li)輔(fu)(fu)助(zhu)(zhu)(zhu)服(fu)務補償。
六是(shi)進(jin)一步明確職(zhi)責分(fen)工。明確能(neng)源監管機構(gou)(gou)(gou)、電網企業、電力調度機構(gou)(gou)(gou)、電力交易機構(gou)(gou)(gou)在各地電力輔助服務管理實(shi)施細則和(he)市(shi)(shi)場交易規則的(de)(de)修訂、實(shi)施等方(fang)面的(de)(de)職(zhi)責,以及與現(xian)貨市(shi)(shi)場的(de)(de)銜接。在信(xin)息披露(lu)方(fang)面,根據廣大市(shi)(shi)場主體對信(xin)息公開的(de)(de)需求,明確信(xin)息披露(lu)的(de)(de)原則、內容、信(xin)息公示流(liu)程和(he)相關方(fang)職(zhi)責,要求電力調度機構(gou)(gou)(gou)、電力交易機構(gou)(gou)(gou)按職(zhi)責分(fen)工向所(suo)有市(shi)(shi)場主體披露(lu)相關考核和(he)補償結果。
問(wen):電力(li)輔助服務價格將如何制定?
答(da):根據國(guo)家(jia)能(neng)(neng)(neng)源局(ju)(ju)“三定”方(fang)案規定,國(guo)家(jia)能(neng)(neng)(neng)源局(ju)(ju)負責擬訂頒(ban)布電(dian)力輔(fu)助服(fu)(fu)(fu)務(wu)價(jia)格,監督檢查各項輔(fu)助服(fu)(fu)(fu)務(wu)收(shou)費(fei)標(biao)準。據初(chu)步統計,現階段包括調峰在內的輔(fu)助服(fu)(fu)(fu)務(wu)費(fei)用約占全社會總電(dian)費(fei)的1.5%。根據國(guo)際(ji)經驗(yan),電(dian)力輔(fu)助服(fu)(fu)(fu)務(wu)費(fei)用一般(ban)在全社會總電(dian)費(fei)的3%以(yi)上,該比(bi)例隨著新能(neng)(neng)(neng)源大(da)規模接(jie)入還將不斷增加。電(dian)力輔(fu)助服(fu)(fu)(fu)務(wu)的補償(chang)(chang)和分攤費(fei)用可(ke)以(yi)由固(gu)定補償(chang)(chang)和市場化形成兩(liang)種(zhong)方(fang)式,此前我們也(ye)在多項政(zheng)策文件中(zhong)明確(que)輔(fu)助服(fu)(fu)(fu)務(wu)費(fei)用包含在用戶用電(dian)價(jia)格中(zhong),并在交易電(dian)價(jia)中(zhong)單(dan)獨列支。初(chu)步考慮,可(ke)由各派出(chu)機構結(jie)合各地(di)實(shi)際(ji),確(que)定具體的輔(fu)助服(fu)(fu)(fu)務(wu)品(pin)種(zhong)和價(jia)格標(biao)準,報國(guo)家(jia)能(neng)(neng)(neng)源局(ju)(ju)后(hou)執行。
問:下一步如何推動各地有效(xiao)落實《辦法》《規定》?
答(da):原版(ban)印發(fa)距今已(yi)(yi)15年,這次修訂(ding)非(fei)常重要,也非(fei)常必要,既是(shi)貫(guan)徹落(luo)實黨中央、國務(wu)(wu)院有(you)關精神(shen)的(de)(de)有(you)效(xiao)舉措,也符合(he)廣(guang)大市(shi)(shi)(shi)場(chang)(chang)主(zhu)體的(de)(de)實際需求。我們通過幾輪征求意見,各地相關部門、發(fa)電企業(ye)、電網企業(ye)和調度交(jiao)易機構對文件出(chu)臺已(yi)(yi)有(you)充分預期(qi),希望(wang)盡快出(chu)臺為(wei)各地推進市(shi)(shi)(shi)場(chang)(chang)建(jian)設提供(gong)依據。在征求意見過程中,南方區(qu)域(yu)調頻市(shi)(shi)(shi)場(chang)(chang)、華東區(qu)域(yu)備(bei)用市(shi)(shi)(shi)場(chang)(chang)等區(qu)域(yu)輔助(zhu)服(fu)(fu)務(wu)(wu)市(shi)(shi)(shi)場(chang)(chang)已(yi)(yi)相繼啟動,《川渝一體化(hua)電力調峰輔助(zhu)服(fu)(fu)務(wu)(wu)市(shi)(shi)(shi)場(chang)(chang)運營(ying)規(gui)則(試行)》也已(yi)(yi)于(yu)不(bu)久前正式印發(fa)。
下(xia)一步(bu),國家能源局將指導派出(chu)機構盡快(kuai)組織(zhi)相關部門(men)和單位制修(xiu)訂各地現行(xing)管(guan)理實(shi)施細則和市(shi)場交易規(gui)則,確保(bao)政(zheng)策(ce)落實(shi)落細落地。
一(yi)是(shi)國(guo)家能源局各區(qu)域(yu)監(jian)(jian)管(guan)局將根據《辦法》《規定》,按照(zhao)公開、透明、經濟的原(yuan)則(ze),商(shang)相關(guan)省監(jian)(jian)管(guan)辦、電網企業、并網主體組(zu)織(zhi)修(xiu)訂本區(qu)域(yu)管(guan)理實施細(xi)則(ze)和(he)市(shi)場交(jiao)易規則(ze),報國(guo)家能源局備案后施行。實施細(xi)則(ze)和(he)市(shi)場交(jiao)易規則(ze)中應明確提供并網主體的具體范圍、性能指標(參數)、輔助(zhu)服(fu)務品種、需求確定原(yuan)則(ze)、市(shi)場出清機制、補償分攤標準、信息披露細(xi)則(ze)等(deng)內容。
二是(shi)各省監(jian)管(guan)辦要在本(ben)區(qu)(qu)域(yu)實施細(xi)(xi)則(ze)(ze)和(he)市(shi)場(chang)交易規(gui)(gui)則(ze)(ze)的基礎上,結合各省(區(qu)(qu))實際情況(kuang)約定不(bu)同(tong)考核、補償標準或(huo)價格機制,修訂轄(xia)區(qu)(qu)內實施細(xi)(xi)則(ze)(ze)和(he)市(shi)場(chang)交易規(gui)(gui)則(ze)(ze),保(bao)持實施細(xi)(xi)則(ze)(ze)和(he)市(shi)場(chang)交易規(gui)(gui)則(ze)(ze)在區(qu)(qu)域(yu)內的基本(ben)統(tong)一和(he)相(xiang)互協調,這(zhe)也是(shi)落實中央深改委關(guan)于加快建設全(quan)國統(tong)一電力市(shi)場(chang)體系的重要舉措。
