2003年(nian)7月國(guo)(guo)家(jia)能(neng)(neng)監(jian)局(ju)《關于發電(dian)(dian)廠并網(wang)(wang)運行管(guan)理(li)(li)的(de)意見》(電(dian)(dian)監(jian)市場〔2003〕23號(hao)(hao)),為國(guo)(guo)務院[5]號(hao)(hao)文下的(de)“廠網(wang)(wang)分(fen)開”改(gai)革(ge)后(hou)的(de)電(dian)(dian)力行業帶來(lai)了新的(de)管(guan)理(li)(li)模式(shi)與規范(fan)。2006年(nian)11月國(guo)(guo)家(jia)能(neng)(neng)監(jian)局(ju)頒布了《發電(dian)(dian)廠并網(wang)(wang)運行管(guan)理(li)(li)規定(ding)》2006[42]號(hao)(hao)文和《電(dian)(dian)力輔助服務管(guan)理(li)(li)辦(ban)法(fa)》2006[43]號(hao)(hao)文(簡稱舊版“兩個細則”),有(you)效地緩解了當時廠網(wang)(wang)、廠廠之間的(de)管(guan)理(li)(li)問題與輔助服務分(fen)攤等關鍵矛(mao)盾。
2015年(nian)3月國務院出臺《中(zhong)共(gong)中(zhong)央國務院關(guan)于進一步深化電(dian)(dian)(dian)力(li)體(ti)制(zhi)(zhi)(zhi)(zhi)改革的(de)(de)若干意見》2015[9]號文,我(wo)國電(dian)(dian)(dian)力(li)體(ti)制(zhi)(zhi)(zhi)(zhi)迎來了新(xin)一輪變革,為(wei)后(hou)續電(dian)(dian)(dian)力(li)體(ti)制(zhi)(zhi)(zhi)(zhi)與機(ji)制(zhi)(zhi)(zhi)(zhi)奠定(ding)了基礎。2020年(nian)9月習總(zong)書記提出“碳達(da)峰、碳中(zhong)和(he)”戰略目(mu)標,為(wei)我(wo)國未來的(de)(de)百年(nian)發展繪(hui)制(zhi)(zhi)(zhi)(zhi)了美(mei)化藍(lan)圖。然后(hou),隨(sui)著電(dian)(dian)(dian)力(li)體(ti)制(zhi)(zhi)(zhi)(zhi)改革節奏與以新(xin)能源為(wei)主的(de)(de)新(xin)型電(dian)(dian)(dian)力(li)系統建設的(de)(de)加速,雙軌(gui)制(zhi)(zhi)(zhi)(zhi)等關(guan)鍵制(zhi)(zhi)(zhi)(zhi)度癥結引發的(de)(de)深層次問題日益尖銳。
2021年12月國(guo)家能源(yuan)局正式頒布實施了《電(dian)(dian)力并網運行管理規定》和(he)《電(dian)(dian)力輔助服務管理辦(ban)法》文(wen)件(jian)(簡稱新(xin)版“兩個細則”),為(wei)我國(guo)未(wei)來(lai)電(dian)(dian)力行業的(de)穩健發展(zhan)譜(pu)寫(xie)了新(xin)篇章,為(wei)新(xin)型儲能的(de)科(ke)學發展(zhan)繪制了新(xin)時代。
“兩個細則”的巨變
2021年12月(yue)24日(ri),新(xin)(xin)(xin)版“兩個(ge)細(xi)則(ze)”正(zheng)式取代了原(yuan)國(guo)家(jia)電(dian)監(jian)會(hui)制(zhi)定(ding)(ding)的(de)(de)(de)舊(jiu)版“兩個(ge)細(xi)則(ze)”。總體而(er)(er)言(yan),新(xin)(xin)(xin)版“兩個(ge)細(xi)則(ze)”可(ke)概括(kuo)為:“面對新(xin)(xin)(xin)問題、拓(tuo)展(zhan)新(xin)(xin)(xin)主體、引入(ru)新(xin)(xin)(xin)品種(zhong)、遵循(xun)市場(chang)化(hua)、構建新(xin)(xin)(xin)機制(zhi)”。其中(zhong),《電(dian)力(li)(li)并網運行管(guan)(guan)理(li)規(gui)定(ding)(ding)》重點對包括(kuo)新(xin)(xin)(xin)能(neng)源在內的(de)(de)(de)發(fa)電(dian)側(ce)并網主體、新(xin)(xin)(xin)型(xing)儲(chu)能(neng)、用戶(hu)側(ce)可(ke)調節資源等的(de)(de)(de)管(guan)(guan)理(li)進行了豐(feng)(feng)富與補(bu)充,《電(dian)力(li)(li)輔(fu)助服務管(guan)(guan)理(li)辦法》重點對輔(fu)助服務提供主體、交易品種(zhong)分(fen)類、電(dian)力(li)(li)用戶(hu)分(fen)擔共享(xiang)機制(zhi)、跨省跨區輔(fu)助服務機制(zhi)等進行了具有(you)前瞻性(xing)的(de)(de)(de)豐(feng)(feng)富與擴展(zhan)。正(zheng)如下(xia)表所示,新(xin)(xin)(xin)、舊(jiu)“兩個(ge)細(xi)則(ze)”的(de)(de)(de)變化(hua)之巨大已經不(bu)能(neng)用“修訂”來簡單描述(shu),其重要性(xing)是不(bu)言(yan)而(er)(er)喻的(de)(de)(de),其影響性(xing)將(jiang)是廣泛(fan)而(er)(er)深遠的(de)(de)(de),是中(zhong)國(guo)未來新(xin)(xin)(xin)型(xing)儲(chu)能(neng)技術可(ke)持續發(fa)展(zhan)的(de)(de)(de)奠(dian)基石。
新版“兩個細則”對新型儲能的影響
一、明確了新型儲能的獨立“新型主體”身份,這將產生重大而深遠的影響
自(zi)從(cong)新(xin)(xin)(xin)(xin)型(xing)儲(chu)能(neng)技術在(zai)能(neng)源(yuan)行(xing)業應(ying)用(yong)(yong)以來,縱觀國內外新(xin)(xin)(xin)(xin)型(xing)儲(chu)能(neng)的(de)(de)(de)(de)相關政策與(yu)(yu)市場(chang)(chang)規(gui)(gui)則(ze)等(deng)(deng)制度(du)文件與(yu)(yu)文獻資料(liao),有(you)關新(xin)(xin)(xin)(xin)型(xing)儲(chu)能(neng)身份問(wen)題更多(duo)地集中在(zai)參不參與(yu)(yu)市場(chang)(chang)、獨不獨立交易等(deng)(deng)市場(chang)(chang)準(zhun)入(ru)層面。然而,我們(men)一(yi)(yi)直沒有(you)解(jie)決新(xin)(xin)(xin)(xin)型(xing)儲(chu)能(neng)的(de)(de)(de)(de)“我是誰”這一(yi)(yi)根本問(wen)題,以至于在(zai)各地實際管(guan)理(li)過(guo)程(cheng)中涉及的(de)(de)(de)(de)新(xin)(xin)(xin)(xin)型(xing)儲(chu)能(neng)一(yi)(yi)二次設施等(deng)(deng)建設標準(zhun)、并(bing)(bing)網(wang)標準(zhun)、運(yun)行(xing)規(gui)(gui)范、運(yun)營(ying)規(gui)(gui)則(ze)等(deng)(deng)各個方面往(wang)往(wang)簡單套(tao)用(yong)(yong)現有(you)的(de)(de)(de)(de)源(yuan)側或荷側管(guan)理(li)框(kuang)架與(yu)(yu)模式,這給新(xin)(xin)(xin)(xin)型(xing)儲(chu)能(neng)的(de)(de)(de)(de)規(gui)(gui)劃建設、運(yun)營(ying)運(yun)行(xing)等(deng)(deng)不同環(huan)節造成了很(hen)多(duo)不必要(yao)的(de)(de)(de)(de)管(guan)理(li)過(guo)程(cheng)與(yu)(yu)額外成本。這一(yi)(yi)問(wen)題也(ye)體現在(zai)《電力并(bing)(bing)網(wang)運(yun)行(xing)管(guan)理(li)規(gui)(gui)定》征(zheng)求意見稿中的(de)(de)(de)(de)第二條(tiao)“本規(gui)(gui)定適用(yong)(yong)于省級(ji)及以上(shang)電力調(diao)度(du)機構直接調(diao)度(du)的(de)(de)(de)(de)火電、水電、核電、風電、光(guang)伏發電、抽水蓄能(neng)、新(xin)(xin)(xin)(xin)型(xing)儲(chu)能(neng)等(deng)(deng)并(bing)(bing)網(wang)主體”里將新(xin)(xin)(xin)(xin)型(xing)儲(chu)能(neng)與(yu)(yu)源(yuan)側主體并(bing)(bing)列描(miao)述中。
實(shi)際上(shang)(shang),新(xin)型儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)在(zai)(zai)能(neng)(neng)(neng)(neng)源(yuan)(yuan)行業(ye)(ye)的(de)(de)(de)(de)最大價值是將能(neng)(neng)(neng)(neng)源(yuan)(yuan)的(de)(de)(de)(de)生產(chan)與消(xiao)(xiao)費(fei)在(zai)(zai)時間上(shang)(shang)的(de)(de)(de)(de)解(jie)耦,其與源(yuan)(yuan)側的(de)(de)(de)(de)各(ge)類(lei)發(fa)(fa)電(dian)(dian)主體(ti)(ti)(ti)的(de)(de)(de)(de)最大差異是自身(shen)不能(neng)(neng)(neng)(neng)產(chan)生能(neng)(neng)(neng)(neng)源(yuan)(yuan),與荷側用能(neng)(neng)(neng)(neng)主體(ti)(ti)(ti)的(de)(de)(de)(de)最大不同(tong)之處在(zai)(zai)于(yu)自身(shen)也不是能(neng)(neng)(neng)(neng)源(yuan)(yuan)的(de)(de)(de)(de)最終消(xiao)(xiao)費(fei)者(zhe)。因此(ci),新(xin)型儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)既(ji)不屬于(yu)“源(yuan)(yuan)側”更(geng)不能(neng)(neng)(neng)(neng)歸(gui)類(lei)到“荷側”,是一種(zhong)獨立(li)的(de)(de)(de)(de)新(xin)型主體(ti)(ti)(ti)。這在(zai)(zai)正式(shi)頒布文件(jian)第二(er)條“本規(gui)定適(shi)用于(yu)省(sheng)級及以上(shang)(shang)電(dian)(dian)力調(diao)度機(ji)構(gou)直接調(diao)度的(de)(de)(de)(de)火電(dian)(dian)、水電(dian)(dian)、核(he)電(dian)(dian)、風電(dian)(dian)、光伏發(fa)(fa)電(dian)(dian)、光熱發(fa)(fa)電(dian)(dian)、抽水蓄(xu)能(neng)(neng)(neng)(neng)、自備電(dian)(dian)廠(chang)等(deng)(deng)發(fa)(fa)電(dian)(dian)側并(bing)網(wang)主體(ti)(ti)(ti),以及電(dian)(dian)化(hua)學(xue)、壓(ya)縮空氣(qi)、飛輪(lun)等(deng)(deng)新(xin)型儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng),傳(chuan)統(tong)高載(zai)能(neng)(neng)(neng)(neng)工業(ye)(ye)負(fu)(fu)荷、工商(shang)(shang)業(ye)(ye)可(ke)中斷(duan)負(fu)(fu)荷、電(dian)(dian)動汽車(che)充(chong)電(dian)(dian)網(wang)絡等(deng)(deng)能(neng)(neng)(neng)(neng)夠(gou)響應電(dian)(dian)力調(diao)度指令(ling)的(de)(de)(de)(de)可(ke)調(diao)節負(fu)(fu)荷(含通過聚合商(shang)(shang)、虛(xu)擬(ni)電(dian)(dian)廠(chang)等(deng)(deng)形式(shi)聚合)等(deng)(deng)負(fu)(fu)荷側并(bing)網(wang)主體(ti)(ti)(ti)”里將新(xin)型儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)與“發(fa)(fa)電(dian)(dian)側并(bing)網(wang)主體(ti)(ti)(ti)”、“負(fu)(fu)荷側并(bing)網(wang)主體(ti)(ti)(ti)”分開并(bing)列表(biao)述中得(de)到充(chong)分體(ti)(ti)(ti)現,這從根本上(shang)(shang)解(jie)決(jue)了新(xin)型儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)“我是誰”的(de)(de)(de)(de)問題(ti),為新(xin)型電(dian)(dian)力系統(tong)下的(de)(de)(de)(de)科學(xue)規(gui)范(fan)化(hua)管理(li)新(xin)型儲(chu)(chu)(chu)能(neng)(neng)(neng)(neng)掃清了根本性(xing)障礙。
二是明確了新型儲能的基本運行管理框架,未來各地執行細則將會呈現出差異化
我國各(ge)地(di)能(neng)源供給(gei)與(yu)消(xiao)費(fei)結構(gou)存(cun)在著天然的(de)時(shi)空(kong)(kong)差異(yi),市(shi)場化(hua)進程(cheng)更(geng)是(shi)參(can)(can)差不齊。因此(ci),自從2003年(nian)舊(jiu)版“兩(liang)個細(xi)則(ze)”頒布(bu)實施以來(lai),各(ge)地(di)“兩(liang)個細(xi)則(ze)”的(de)執行(xing)細(xi)則(ze)更(geng)是(shi)分(fen)化(hua)明(ming)顯(xian),尤其(qi)是(shi)在新(xin)型儲能(neng)的(de)涉(she)網(wang)(wang)運行(xing)管理(li)與(yu)輔助服(fu)務(wu)等方(fang)面。為(wei)解決新(xin)型儲能(neng)運行(xing)涉(she)及的(de)技(ji)(ji)術(shu)指(zhi)導(dao)和管理(li)方(fang)面的(de)問(wen)題,在《電力(li)并網(wang)(wang)運行(xing)管理(li)規定》明(ming)確了新(xin)型儲能(neng)需(xu)滿(man)(man)足的(de)基本功(gong)能(neng)、涉(she)網(wang)(wang)性能(neng)與(yu)參(can)(can)數(shu)、自動化(hua)設備等運行(xing)層面的(de)基本管理(li)框架,在第二十(shi)條中(zhong)明(ming)確了“參(can)(can)照發(fa)(fa)電側并網(wang)(wang)主(zhu)體技(ji)(ji)術(shu)指(zhi)導(dao)和管理(li)相關要求執行(xing)”的(de)執行(xing)依據(ju),但并沒有像發(fa)(fa)電側并網(wang)(wang)主(zhu)體的(de)技(ji)(ji)術(shu)指(zhi)導(dao)和管理(li)工作一樣(yang)詳細(xi),這為(wei)未(wei)來(lai)各(ge)地(di)編(bian)制可滿(man)(man)足本地(di)運行(xing)管理(li)與(yu)輔助服(fu)務(wu)等需(xu)要的(de)執行(xing)細(xi)則(ze)提供了可參(can)(can)照框架的(de)同時(shi),也為(wei)各(ge)地(di)差異(yi)化(hua)預(yu)留了一定的(de)發(fa)(fa)揮空(kong)(kong)間。
三是明確了新型儲能不會被“特殊”對待,“市場化”是新型儲能健康可持續發展的必然選擇
長久以來(lai),我(wo)國(guo)業(ye)界一(yi)直存在(zai)新(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能“特(te)殊化(hua)(hua)”的(de)(de)(de)呼聲,不(bu)是(shi)(shi)伸手要“補貼”,就(jiu)是(shi)(shi)要“特(te)殊”規(gui)則,這(zhe)既不(bu)符合“三公”原則的(de)(de)(de)平(ping)等(deng)精神(shen),亦不(bu)遵循市場(chang)(chang)化(hua)(hua)道(dao)路的(de)(de)(de)發展(zhan)精髓,試圖(tu)把新(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能放在(zai)“溫(wen)室”中“飼養(yang)”,實(shi)則是(shi)(shi)一(yi)種(zhong)極其(qi)不(bu)自信的(de)(de)(de)表現。縱(zong)觀我(wo)國(guo)科技產(chan)業(ye)發展(zhan)歷程,“卡脖子(zi)”都是(shi)(shi)被(bei)“保(bao)養(yang)”出來(lai)的(de)(de)(de),只(zhi)有“市場(chang)(chang)化(hua)(hua)”才(cai)是(shi)(shi)我(wo)國(guo)新(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能的(de)(de)(de)正確成長之(zhi)路。其(qi)實(shi),“市場(chang)(chang)化(hua)(hua)”不(bu)僅僅是(shi)(shi)指電能量(liang)與(yu)輔(fu)助(zhu)服務(wu)的(de)(de)(de)市場(chang)(chang)化(hua)(hua)交易(yi)與(yu)品種(zhong),亦包含(han)在(zai)我(wo)國(guo)能源(yuan)發展(zhan)的(de)(de)(de)不(bu)同階段中新(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能技術(shu)路線的(de)(de)(de)“市場(chang)(chang)化(hua)(hua)”選擇、不(bu)同靈活性調節資(zi)源(yuan)間的(de)(de)(de)“市場(chang)(chang)化(hua)(hua)”選擇等(deng)問(wen)題。與(yu)“補償”為主的(de)(de)(de)舊版“兩個(ge)細則”不(bu)同,“市場(chang)(chang)化(hua)(hua)”貫穿于新(xin)(xin)版“兩個(ge)細則”之(zhi)中,涵蓋了市場(chang)(chang)主體(ti)、準入機(ji)制(zhi)(zhi)、參與(yu)機(ji)制(zhi)(zhi)、調用機(ji)制(zhi)(zhi)、考核機(ji)制(zhi)(zhi)、結算機(ji)制(zhi)(zhi)、運(yun)行(xing)執行(xing)等(deng)各服務(wu)或交易(yi)環(huan)節,與(yu)監督管理等(deng)管理環(huan)節構成了一(yi)個(ge)“無歧(qi)視”的(de)(de)(de)閉環(huan)體(ti)系,這(zhe)是(shi)(shi)睿智的(de)(de)(de)、科學的(de)(de)(de)制(zhi)(zhi)度性設計(ji)與(yu)安排,并將(jiang)新(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能無歧(qi)視地“放養(yang)”在(zai)這(zhe)樣的(de)(de)(de)市場(chang)(chang)化(hua)(hua)大環(huan)境(jing)之(zhi)中。我(wo)們(men)堅信,處(chu)于“放養(yang)”下的(de)(de)(de)我(wo)國(guo)新(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能產(chan)業(ye)及其(qi)生態將(jiang)會(hui)變得更加強(qiang)壯與(yu)健康,將(jiang)可(ke)更加從容地面(mian)對“以新(xin)(xin)能源(yuan)為主的(de)(de)(de)新(xin)(xin)型(xing)(xing)(xing)(xing)電力(li)系統”的(de)(de)(de)機(ji)遇與(yu)挑戰。
四是激發了新型儲能的靈活性價值需求,構建了充分發揮靈活性資源優勢的體制機制

五是明確了輔助服務成本分攤與傳導等核心機制,為新型儲能等靈活性資源的可規模化發展提供了基礎
