12月31日,內蒙(meng)古自治(zhi)區人民政(zheng)府(fu)發布(bu)《關(guan)于加快推(tui)動新型儲能發展的實施意見(jian)》(以下簡稱《意見(jian)》)。
《意(yi)見》明確(que)了如下總體目(mu)標(biao):到(dao)2025年,實現新型儲(chu)能(neng)從商業(ye)化(hua)初期向規模化(hua)發(fa)展轉變。在源、網、荷側應(ying)(ying)用場景建(jian)設一(yi)批(pi)多元化(hua)新型儲(chu)能(neng)項(xiang)目(mu),規模布局(ju)與新型電力系統發(fa)展相適(shi)應(ying)(ying)。全(quan)面提升技術創新能(neng)力與應(ying)(ying)用水平,建(jian)立健全(quan)標(biao)準體系與管理機制,培育完善市(shi)場環境(jing)和商業(ye)模式。建(jian)成并網新型儲(chu)能(neng)裝機規模達到(dao)500萬千(qian)瓦以上(shang)。
《意(yi)見》指出(chu),要大力發展電源側新(xin)(xin)(xin)型儲(chu)能(neng)(neng)。新(xin)(xin)(xin)建保障性并(bing)網新(xin)(xin)(xin)能(neng)(neng)源項目,配建儲(chu)能(neng)(neng)規模原則上(shang)不低于(yu)新(xin)(xin)(xin)能(neng)(neng)源項目裝機(ji)容(rong)量(liang)(liang)的15%,儲(chu)能(neng)(neng)時(shi)長2小時(shi)以上(shang);新(xin)(xin)(xin)建市場(chang)化(hua)并(bing)網新(xin)(xin)(xin)能(neng)(neng)源項目,配建儲(chu)能(neng)(neng)規模原則上(shang)不低于(yu)新(xin)(xin)(xin)能(neng)(neng)源項目裝機(ji)容(rong)量(liang)(liang)的15%,儲(chu)能(neng)(neng)時(shi)長4小時(shi)以上(shang)。
同時要大力發展多(duo)能(neng)互補(bu)式(shi)電(dian)(dian)站(zhan)建設(she)。依托現有和(he)(he)“十四五”規劃建設(she)的(de)電(dian)(dian)力外(wai)送通道,結合通道送電(dian)(dian)能(neng)力和(he)(he)受端地區調峰空(kong)間,通過“風光火儲一體化”多(duo)能(neng)互補(bu)模式(shi),支撐大規模新能(neng)源(yuan)電(dian)(dian)源(yuan)接入,提升(sheng)通道利用(yong)率和(he)(he)可(ke)再生能(neng)源(yuan)電(dian)(dian)量占比。
此外,要推(tui)(tui)進源(yuan)網荷(he)儲(chu)一(yi)體(ti)(ti)化發展(zhan)模式(shi)。加快推(tui)(tui)進烏蘭察布(bu)“源(yuan)網荷(he)儲(chu)一(yi)體(ti)(ti)化”、通遼“風光火儲(chu)制研(yan)一(yi)體(ti)(ti)化”項目(mu)建(jian)設。探索推(tui)(tui)廣獨(du)(du)立(li)共享(xiang)儲(chu)能模式(shi)。積極支持各類主體(ti)(ti)開展(zhan)獨(du)(du)立(li)共享(xiang)儲(chu)能應(ying)用示范。獨(du)(du)立(li)共享(xiang)式(shi)新型儲(chu)能電站(zhan)應(ying)集中建(jian)設,電站(zhan)功率原(yuan)則上不低于5萬千瓦,時長(chang)不低于4小時。
激勵政策(ce)方面,支持新型(xing)儲(chu)(chu)能(neng)(neng)(neng)進入并允許(xu)同時參與各類電(dian)力市(shi)場交(jiao)易,加快制定新型(xing)儲(chu)(chu)能(neng)(neng)(neng)參與電(dian)力市(shi)場的準(zhun)(zhun)入條件(jian)、交(jiao)易機(ji)(ji)(ji)制和技術(shu)標準(zhun)(zhun),建立(li)完善“按效果付費”的電(dian)力輔(fu)助服務補償機(ji)(ji)(ji)制。建立(li)健全價(jia)(jia)(jia)格機(ji)(ji)(ji)制。新型(xing)儲(chu)(chu)能(neng)(neng)(neng)執行峰(feng)谷、尖峰(feng)等分(fen)時電(dian)價(jia)(jia)(jia)政策(ce),支持新型(xing)儲(chu)(chu)能(neng)(neng)(neng)市(shi)場主體(ti)通過(guo)峰(feng)谷價(jia)(jia)(jia)差獲取(qu)合理(li)收益(yi)。研究(jiu)制定電(dian)網側新型(xing)儲(chu)(chu)能(neng)(neng)(neng)電(dian)站(zhan)容量電(dian)價(jia)(jia)(jia)機(ji)(ji)(ji)制,研究(jiu)探索將電(dian)網替代性儲(chu)(chu)能(neng)(neng)(neng)設施(shi)成本收益(yi)納入輸(shu)配(pei)電(dian)價(jia)(jia)(jia)回(hui)收機(ji)(ji)(ji)制。

新(xin)(xin)型(xing)儲(chu)能(neng)(neng)(neng)是指除抽水蓄(xu)能(neng)(neng)(neng)以外,以輸出(chu)電力為主要(yao)(yao)形(xing)式并對(dui)外提供服(fu)務的(de)儲(chu)能(neng)(neng)(neng)項(xiang)目(mu)。發展新(xin)(xin)型(xing)儲(chu)能(neng)(neng)(neng)對(dui)構建“清潔低(di)碳、安全高效(xiao)”現代能(neng)(neng)(neng)源體(ti)系、實(shi)現“碳達峰、碳中和”戰略目(mu)標具有重要(yao)(yao)意義。為深入(ru)貫徹(che)習近平總書記(ji)關(guan)于內蒙古工作重要(yao)(yao)講話重要(yao)(yao)指示批示精(jing)神,全面落實(shi)《國家(jia)發改委國家(jia)能(neng)(neng)(neng)源局(ju)關(guan)于加快(kuai)推動新(xin)(xin)型(xing)儲(chu)能(neng)(neng)(neng)發展的(de)指導(dao)意見(jian)》(發改能(neng)(neng)(neng)源規〔2021〕1051號)、《國家(jia)能(neng)(neng)(neng)源局(ju)關(guan)于印發<新(xin)(xin)型(xing)儲(chu)能(neng)(neng)(neng)項(xiang)目(mu)管理(li)規范(暫(zan)行)>的(de)通(tong)知》(國能(neng)(neng)(neng)發科規〔2021〕47號)等(deng)規定要(yao)(yao)求,加快(kuai)推動自治(zhi)區新(xin)(xin)型(xing)儲(chu)能(neng)(neng)(neng)發展,經自治(zhi)區人(ren)民政府同意,現提出(chu)如下意見(jian)。
一、總體要求
(一)指導(dao)思(si)想。以(yi)習近平新(xin)(xin)時(shi)代中(zhong)國特色社(she)會(hui)主義(yi)思(si)想為指導(dao),全(quan)面(mian)貫徹黨(dang)的(de)十(shi)(shi)九大和(he)(he)十(shi)(shi)九屆(jie)歷(li)次全(quan)會(hui)精神(shen),落實(shi)“四個革命、一個合作”能源安(an)全(quan)新(xin)(xin)戰(zhan)略,圍繞國家重要能源和(he)(he)戰(zhan)略資源基地建設,以(yi)實(shi)現“碳達峰、碳中(zhong)和(he)(he)”為目標,著力(li)(li)推動新(xin)(xin)型(xing)儲能示(shi)范應用(yong)與技術創(chuang)新(xin)(xin),建立健全(quan)配(pei)套體制(zhi)機制(zhi),加快(kuai)推動自治區新(xin)(xin)型(xing)儲能產業規模化(hua)高(gao)質量發展,為提(ti)升電(dian)力(li)(li)系統(tong)安(an)全(quan)保障(zhang)能力(li)(li)、構建以(yi)新(xin)(xin)能源為主體的(de)新(xin)(xin)型(xing)電(dian)力(li)(li)系統(tong)、建設國家現代能源經(jing)濟示(shi)范區提(ti)供有力(li)(li)支(zhi)撐。
(二)基本原則。
統(tong)籌(chou)規(gui)劃(hua)、有序(xu)推進(jin)。以滿足高(gao)比(bi)例大規(gui)模新(xin)(xin)能(neng)源發展、提升電(dian)力(li)安全(quan)保障(zhang)水平、構建新(xin)(xin)型(xing)電(dian)力(li)系統(tong)為導向,加強統(tong)籌(chou)規(gui)劃(hua),合理確定發展目標,穩妥(tuo)有序(xu)推動新(xin)(xin)型(xing)儲(chu)能(neng)規(gui)模化、高(gao)質量(liang)發展。
市場主導、多元發展(zhan)。發揮(hui)市場在(zai)資(zi)源配置中的(de)決定性作用,完善市場體系,引導社會資(zi)本(ben)參與(yu)儲(chu)能(neng)(neng)投(tou)資(zi)建設。結合(he)源、網、荷不同需求,探索新(xin)型儲(chu)能(neng)(neng)多元化發展(zhan)模(mo)式。
創新(xin)(xin)引領(ling)、規(gui)模(mo)帶動。推(tui)動低成(cheng)本、大容量(liang)、高(gao)可靠性的新(xin)(xin)型(xing)(xing)(xing)儲(chu)(chu)(chu)(chu)能(neng)(neng)技(ji)術(shu)(shu)創新(xin)(xin)示范。加(jia)快新(xin)(xin)型(xing)(xing)(xing)儲(chu)(chu)(chu)(chu)能(neng)(neng)技(ji)術(shu)(shu)成(cheng)果轉化,提升新(xin)(xin)型(xing)(xing)(xing)儲(chu)(chu)(chu)(chu)能(neng)(neng)在(zai)電力系(xi)統各(ge)環節的數(shu)字化、智能(neng)(neng)化應用水平,推(tui)動新(xin)(xin)型(xing)(xing)(xing)儲(chu)(chu)(chu)(chu)能(neng)(neng)規(gui)模(mo)化發展。
規范管(guan)理、安(an)全(quan)可靠。完善優(you)化(hua)新型儲能項目管(guan)理機(ji)制,提(ti)升行業(ye)建設運行管(guan)理水平。強化(hua)安(an)全(quan)管(guan)理,推動建立嚴格的(de)安(an)全(quan)技術標準及管(guan)理體系,嚴守安(an)全(quan)底線。
(三)總體目(mu)標。到2025年(nian),實現新型(xing)儲能從商業化初期向規(gui)模(mo)化發(fa)展(zhan)轉變。在(zai)源、網(wang)、荷(he)側應用場景建設一批(pi)多元化新型(xing)儲能項目(mu),規(gui)模(mo)布局與(yu)新型(xing)電力系(xi)(xi)統發(fa)展(zhan)相適應。全(quan)面提升技(ji)術創新能力與(yu)應用水平,建立健全(quan)標準體系(xi)(xi)與(yu)管理機(ji)制,培(pei)育完善市場環境和商業模(mo)式(shi)。建成并網(wang)新型(xing)儲能裝機(ji)規(gui)模(mo)達到500萬千瓦以上。
二、大(da)力發(fa)展電(dian)源側新型儲能
(四)全面推動系(xi)統友(you)好型新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)電站建(jian)設(she)。根據電力系(xi)統運行需(xu)求,結合新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)開發,全面推進(jin)系(xi)統友(you)好型新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)電站發展(zhan)模式(shi),實(shi)現(xian)儲(chu)(chu)能(neng)(neng)(neng)與新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)電源(yuan)(yuan)的深(shen)度融(rong)合。新(xin)(xin)建(jian)保障性并網新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)項目,配(pei)建(jian)儲(chu)(chu)能(neng)(neng)(neng)規模原則上不低于(yu)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)項目裝機容(rong)量(liang)(liang)的15%,儲(chu)(chu)能(neng)(neng)(neng)時(shi)(shi)長(chang)2小(xiao)時(shi)(shi)以(yi)上;新(xin)(xin)建(jian)市場化并網新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)項目,配(pei)建(jian)儲(chu)(chu)能(neng)(neng)(neng)規模原則上不低于(yu)新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)項目裝機容(rong)量(liang)(liang)的15%,儲(chu)(chu)能(neng)(neng)(neng)時(shi)(shi)長(chang)4小(xiao)時(shi)(shi)以(yi)上;配(pei)建(jian)比例2022年后(hou)根據情況適(shi)時(shi)(shi)調整。支持(chi)鼓(gu)勵已并網的新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)項目配(pei)套建(jian)設(she)新(xin)(xin)型儲(chu)(chu)能(neng)(neng)(neng)。(責(ze)任單位:自治(zhi)區(qu)能(neng)(neng)(neng)源(yuan)(yuan)局,各盟行政(zheng)公署、市人(ren)民(min)政(zheng)府)
(五)大力發展多(duo)能(neng)互補式(shi)(shi)電(dian)(dian)站建(jian)設。依托(tuo)現(xian)有(you)和(he)“十(shi)四五”規劃(hua)建(jian)設的電(dian)(dian)力外送通(tong)(tong)道(dao),結合通(tong)(tong)道(dao)送電(dian)(dian)能(neng)力和(he)受(shou)端(duan)地(di)區調峰(feng)空間,通(tong)(tong)過(guo)“風光火儲一(yi)體化”多(duo)能(neng)互補模式(shi)(shi),支撐(cheng)大規模新(xin)能(neng)源(yuan)電(dian)(dian)源(yuan)接入,提升(sheng)通(tong)(tong)道(dao)利用率和(he)可再生(sheng)能(neng)源(yuan)電(dian)(dian)量占比。鼓勵公(gong)用、自備(bei)燃煤(mei)電(dian)(dian)廠結合火電(dian)(dian)靈活性改(gai)造,配套(tao)建(jian)設新(xin)型(xing)儲能(neng)設施,增加煤(mei)電(dian)(dian)機組深度調峰(feng)和(he)電(dian)(dian)力系統(tong)調頻能(neng)力,促進燃煤(mei)電(dian)(dian)廠按照多(duo)能(neng)互補模式(shi)(shi)與新(xin)能(neng)源(yuan)電(dian)(dian)源(yuan)耦合式(shi)(shi)發展。(責任單(dan)位:自治區能(neng)源(yuan)局(ju),各盟行(xing)政(zheng)公(gong)署(shu)、市人民政(zheng)府)
三、有序發展電網側(ce)新型(xing)儲(chu)能(neng)
(六(liu))有(you)序發展大電(dian)(dian)(dian)(dian)網(wang)儲(chu)能(neng)(neng)。在調峰調頻困難或(huo)電(dian)(dian)(dian)(dian)壓支(zhi)撐能(neng)(neng)力(li)不足的關(guan)鍵電(dian)(dian)(dian)(dian)網(wang)節(jie)點合(he)理布(bu)局(ju)(ju)新型儲(chu)能(neng)(neng),提高電(dian)(dian)(dian)(dian)網(wang)安全穩定運行水平。在用電(dian)(dian)(dian)(dian)負荷(he)增速(su)較快、輸電(dian)(dian)(dian)(dian)走廊或(huo)變電(dian)(dian)(dian)(dian)站站址資源緊張(zhang)地區,合(he)理布(bu)局(ju)(ju)新型儲(chu)能(neng)(neng),減(jian)緩輸變電(dian)(dian)(dian)(dian)工程投資。鼓勵結合(he)老舊(jiu)、退役變電(dian)(dian)(dian)(dian)站建設新型儲(chu)能(neng)(neng)試點,發揮存量輸變電(dian)(dian)(dian)(dian)設施價值。(責任單位:內蒙(meng)古電(dian)(dian)(dian)(dian)力(li)〔集團〕有(you)限(xian)責任公司、國網(wang)內蒙(meng)古東部電(dian)(dian)(dian)(dian)力(li)有(you)限(xian)公司,自治(zhi)區能(neng)(neng)源局(ju)(ju))
(七(qi))因(yin)地(di)制宜發展末(mo)端(duan)電(dian)(dian)網(wang)(wang)儲(chu)能(neng)(neng)。在供(gong)(gong)(gong)電(dian)(dian)能(neng)(neng)力不足的電(dian)(dian)網(wang)(wang)末(mo)端(duan)和偏(pian)遠(yuan)地(di)區(qu),合理布(bu)局(ju)建(jian)設新型儲(chu)能(neng)(neng),支撐分(fen)布(bu)式(shi)新能(neng)(neng)源開發利(li)用(yong),共(gong)同保障末(mo)端(duan)電(dian)(dian)網(wang)(wang)和偏(pian)遠(yuan)地(di)區(qu)用(yong)電(dian)(dian)需求,解決(jue)輸(shu)電(dian)(dian)阻塞、長(chang)距離輸(shu)變電(dian)(dian)工程供(gong)(gong)(gong)電(dian)(dian)不經(jing)濟(ji)等問題(ti),提(ti)升(sheng)電(dian)(dian)網(wang)(wang)供(gong)(gong)(gong)電(dian)(dian)能(neng)(neng)力,提(ti)高(gao)供(gong)(gong)(gong)電(dian)(dian)可(ke)靠性。(責(ze)任(ren)單位:內蒙(meng)古(gu)電(dian)(dian)力〔集團(tuan)〕有限責(ze)任(ren)公司、國網(wang)(wang)內蒙(meng)古(gu)東部電(dian)(dian)力有限公司,各盟行政(zheng)公署(shu)、市人(ren)民政(zheng)府)
四、鼓勵發展用戶側新(xin)型儲能
(八)推(tui)動(dong)建設(she)重(zhong)要負荷用(yong)戶儲能(neng)(neng)。鼓勵工業(ye)、通信、金融、互聯(lian)網(wang)等(deng)供電(dian)(dian)可靠性要求高的用(yong)戶側領域,率(lv)先(xian)通過(guo)分布式能(neng)(neng)源配置(zhi)新型儲能(neng)(neng),提升用(yong)戶電(dian)(dian)力(li)自(zi)平衡(heng)能(neng)(neng)力(li),提高對大電(dian)(dian)網(wang)的穩定(ding)性支撐(cheng)。支持重(zhong)要負荷用(yong)戶根據用(yong)電(dian)(dian)需求自(zi)行建設(she)一批(pi)移動(dong)式或固定(ding)式新型儲能(neng)(neng),提升應急供電(dian)(dian)保障能(neng)(neng)力(li)。(責任單(dan)位:各盟(meng)行政(zheng)公(gong)署(shu)、市(shi)人民(min)政(zheng)府,自(zi)治區各有(you)關單(dan)位)
(九(jiu))探(tan)索新型(xing)儲(chu)能(neng)聚合應(ying)用(yong)場(chang)景。依托智(zhi)能(neng)充電(dian)基礎設施,探(tan)索開(kai)展有序充電(dian)、調峰調頻等(deng)(deng)電(dian)動(dong)汽(qi)車與電(dian)網互動(dong)新技術(V2G)應(ying)用(yong),試點示范“風光儲(chu)充”應(ying)用(yong)項目。聚合利用(yong)不(bu)間斷電(dian)源(yuan)、電(dian)動(dong)汽(qi)車、用(yong)戶(hu)側儲(chu)能(neng)等(deng)(deng)分(fen)散式(shi)儲(chu)能(neng)設施,圍繞微(wei)電(dian)網、大數據中(zhong)心、5G基站等(deng)(deng)新型(xing)終端用(yong)戶(hu),探(tan)索智(zhi)慧能(neng)源(yuan)、虛(xu)擬電(dian)廠等(deng)(deng)多種新型(xing)儲(chu)能(neng)應(ying)用(yong)場(chang)景與商業(ye)模(mo)式(shi)。(責任(ren)單(dan)位:各盟行政公署、市(shi)人民(min)政府,自治區能(neng)源(yuan)局)
五、積極(ji)發展(zhan)多元化新(xin)型儲(chu)能(neng)
(十)推(tui)進(jin)源(yuan)(yuan)網(wang)荷(he)儲(chu)一(yi)體化發展(zhan)模式(shi)。加快(kuai)推(tui)進(jin)烏蘭察布“源(yuan)(yuan)網(wang)荷(he)儲(chu)一(yi)體化”、通遼“風光火儲(chu)制(zhi)研一(yi)體化”項目建設(she),總結(jie)推(tui)廣(guang)成功經驗,完善新(xin)型(xing)儲(chu)能設(she)計、建設(she)、驗收、檢測、運行、維(wei)護(hu)等相(xiang)關標準。在用(yong)電(dian)負荷(he)集中(zhong)、新(xin)能源(yuan)(yuan)資(zi)源(yuan)(yuan)條件較(jiao)好的地區,依托電(dian)力“源(yuan)(yuan)網(wang)荷(he)儲(chu)一(yi)體化”發展(zhan)模式(shi),推(tui)動新(xin)型(xing)儲(chu)能規(gui)模化發展(zhan)和商業化應(ying)用(yong)。結(jie)合負荷(he)靈活調節能力,合理優(you)化新(xin)型(xing)儲(chu)能建設(she)規(gui)模。(責任單位:各盟行政公署(shu)、市人民(min)政府,自治區能源(yuan)(yuan)局(ju))
(十一)探索推廣獨立共(gong)(gong)享(xiang)(xiang)儲能(neng)(neng)模式。在新(xin)能(neng)(neng)源(yuan)資源(yuan)較豐(feng)富(fu)、系統消納能(neng)(neng)力較差或電網調(diao)峰需求較為集中(zhong)的地(di)區,因地(di)制(zhi)宜(yi)布局(ju)建設(she)獨立共(gong)(gong)享(xiang)(xiang)式新(xin)型儲能(neng)(neng)電站。鼓勵發電企業(ye)(ye)、電網企業(ye)(ye)和電力用(yong)(yong)戶租賃、購買儲能(neng)(neng)電站服務,發揮儲能(neng)(neng)“一站多用(yong)(yong)”的共(gong)(gong)享(xiang)(xiang)作用(yong)(yong)。積極支持各(ge)類主(zhu)體(ti)開展獨立共(gong)(gong)享(xiang)(xiang)儲能(neng)(neng)應(ying)用(yong)(yong)示范。獨立共(gong)(gong)享(xiang)(xiang)式新(xin)型儲能(neng)(neng)電站應(ying)集中(zhong)建設(she),電站功率原(yuan)則(ze)上不(bu)低于5萬千瓦,時(shi)長不(bu)低于4小時(shi)。(責任單位:各(ge)盟(meng)行(xing)政(zheng)公(gong)署、市人民政(zheng)府,自治區能(neng)(neng)源(yuan)局(ju)、各(ge)有關單位)
六、建立(li)健全(quan)新型儲能配套政策機制(zhi)

七、規范新型儲能行業管理(li)體系
(十(shi)七)規(gui)范審批流程。根據國家和自治(zhi)區(qu)企業投資項(xiang)(xiang)目核準和備(bei)(bei)案管理有關規(gui)定(ding),新型(xing)儲(chu)能(neng)項(xiang)(xiang)目按(an)照屬地(di)原則實(shi)行(xing)備(bei)(bei)案管理,由項(xiang)(xiang)目所在(zai)地(di)盟(meng)市能(neng)源主管部門備(bei)(bei)案,并將(jiang)項(xiang)(xiang)目備(bei)(bei)案情況抄送國家能(neng)源局派出機構及自治(zhi)區(qu)能(neng)源局。項(xiang)(xiang)目備(bei)(bei)案內容(rong)、項(xiang)(xiang)目變更、建(jian)設(she)要求等按(an)國能(neng)發科規(gui)〔2021〕47號(hao)文(wen)件執(zhi)行(xing)。(責(ze)任單位(wei):各盟(meng)行(xing)政(zheng)(zheng)公署、市人(ren)民政(zheng)(zheng)府,自治(zhi)區(qu)能(neng)源局)

(十九)健全調度(du)運行(xing)機(ji)制(zhi)。新型(xing)儲(chu)(chu)能項目單位應(ying)按照相關標準和規(gui)范(fan)要求,配備(bei)必要的通信信息系統,按程序向電(dian)網調度(du)部門(men)上傳運行(xing)信息、接受調度(du)指令(ling)。電(dian)網企業應(ying)制(zhi)定新型(xing)儲(chu)(chu)能電(dian)站調度(du)運行(xing)管理規(gui)定,明確相關規(gui)程規(gui)范(fan);優化調度(du)運行(xing)機(ji)制(zhi),科學優先(xian)調用(yong),充分發揮儲(chu)(chu)能電(dian)站調峰(feng)、調頻(pin)、備(bei)用(yong)等方面的作用(yong)。(責任單位:內蒙(meng)古電(dian)力〔集團〕有限(xian)責任公司、國網內蒙(meng)古東部電(dian)力有限(xian)公司,自治區(qu)能源(yuan)局(ju),各盟行(xing)政(zheng)公署、市人民政(zheng)府(fu))
(二十)嚴格(ge)產品應(ying)(ying)用標準(zhun)(zhun)。新型儲(chu)能(neng)(neng)項目主要(yao)設備應(ying)(ying)滿足相關(guan)(guan)標準(zhun)(zhun)規范要(yao)求(qiu),涉網設備應(ying)(ying)符合電網安全運行(xing)相關(guan)(guan)技術要(yao)求(qiu)。動力(li)電池梯(ti)次利用儲(chu)能(neng)(neng)項目要(yao)建立電池一致性管(guan)理和溯源(yuan)系統,建立在線監(jian)控平臺,實時監(jian)測電池性能(neng)(neng)參數,定期(qi)進(jin)行(xing)維護和安全評估,做(zuo)好應(ying)(ying)急方(fang)案。(責任單位(wei):自治區市(shi)場監(jian)管(guan)局、能(neng)(neng)源(yuan)局,各盟行(xing)政(zheng)(zheng)公(gong)署(shu)、市(shi)人民(min)政(zheng)(zheng)府(fu))
