近日召開(kai)的國家發改(gai)委新(xin)聞發布會上(shang),國家能源(yuan)(yuan)局相關(guan)負(fu)責人介紹,當前和今后(hou)一個時期,我國將加大(da)新(xin)型電(dian)(dian)(dian)力(li)基(ji)(ji)礎設施建設力(li)度,實施可再生(sheng)能源(yuan)(yuan)替代行(xing)動,穩步推進(jin)以沙(sha)漠(mo)、戈壁、荒漠(mo)地區為重點的大(da)型風電(dian)(dian)(dian)光伏基(ji)(ji)地、西南水(shui)電(dian)(dian)(dian)基(ji)(ji)地以及(ji)電(dian)(dian)(dian)力(li)外(wai)送通道建設,可再生(sheng)能源(yuan)(yuan)電(dian)(dian)(dian)量輸送比例原則(ze)上(shang)不低(di)于(yu)50%。
當前,構建以新能(neng)源為(wei)(wei)(wei)主體的(de)(de)新型(xing)電(dian)力(li)系統(tong),已成(cheng)為(wei)(wei)(wei)我國(guo)推進能(neng)源轉型(xing)的(de)(de)重要路徑。中國(guo)工(gong)程院院士李(li)立浧接受采訪時指(zhi)出,構建新型(xing)電(dian)力(li)系統(tong)下,新能(neng)源發(fa)電(dian)占(zhan)比將逐(zhu)漸提(ti)高并(bing)發(fa)展成(cheng)為(wei)(wei)(wei)電(dian)力(li)供應(ying)的(de)(de)主體電(dian)源。為(wei)(wei)(wei)實現非(fei)化石(shi)能(neng)源消費占(zhan)比目標,未來,我國(guo)每年(nian)開發(fa)建設新能(neng)源將超過1億千(qian)瓦(wa)。
新型電力系統建設加快
在“雙碳”目標下,我國新(xin)能(neng)(neng)源(yuan)(yuan)行業(ye)正不斷刷新(xin)“亮眼”的成績單,持續推動(dong)能(neng)(neng)源(yuan)(yuan)、電力(li)(li)脫碳。全(quan)國工(gong)商(shang)聯新(xin)能(neng)(neng)源(yuan)(yuan)商(shang)會專業(ye)副會長兼秘(mi)書(shu)長曾少軍(jun)表示,電力(li)(li)將是減(jian)排力(li)(li)度最(zui)大(da)、脫碳最(zui)快的領域,“十四五”時期,我國新(xin)增電源(yuan)(yuan)裝機主要(yao)為新(xin)能(neng)(neng)源(yuan)(yuan)發電,新(xin)能(neng)(neng)源(yuan)(yuan)發展內生動(dong)力(li)(li)強勁,并網規模有望(wang)翻番。
隨著新(xin)(xin)能源發展的(de)持續加快,新(xin)(xin)能源發電(dian)裝(zhuang)機(ji)占比的(de)不斷提(ti)升,電(dian)力(li)系(xi)(xi)(xi)統(tong)(tong)轉型任務也逐漸迫切。新(xin)(xin)型電(dian)力(li)系(xi)(xi)(xi)統(tong)(tong)是按(an)照安全、低碳、高效(xiao)的(de)高質(zhi)量發展要求,以技(ji)術創新(xin)(xin)和體制機(ji)制創新(xin)(xin)為支撐,形成(cheng)源網荷(he)儲協同發展、融(rong)合(he)互動(dong)(dong)的(de)新(xin)(xin)的(de)電(dian)力(li)系(xi)(xi)(xi)統(tong)(tong),成(cheng)為推動(dong)(dong)新(xin)(xin)能源消納供給(gei)體系(xi)(xi)(xi)建設的(de)系(xi)(xi)(xi)統(tong)(tong)平臺。
為此(ci),電(dian)網企業正在(zai)成為這一(yi)變革的(de)重要“推手”。據南方(fang)電(dian)網公(gong)司相關負(fu)責(ze)人介(jie)紹(shao),該(gai)公(gong)司正加大力度規劃建設新(xin)(xin)能源(yuan)供(gong)給(gei)消(xiao)納體系,2021年南方(fang)五省區新(xin)(xin)增新(xin)(xin)能源(yuan)裝機約1300萬千瓦(wa),同比增長23%,占當年新(xin)(xin)增電(dian)源(yuan)裝機的(de)55%,南方(fang)電(dian)網服務(wu)區域(yu)可再生能源(yuan)發電(dian)利用率達99.8%,風(feng)電(dian)、光伏(fu)發電(dian)基本全額(e)消(xiao)納。
該(gai)負責人表示(shi),為促進(jin)新(xin)(xin)能源(yuan)利用率提升(sheng),南(nan)方(fang)電(dian)網(wang)公(gong)司大力(li)(li)提升(sheng)系統調節能力(li)(li),加快(kuai)發展抽(chou)水(shui)蓄能,引導新(xin)(xin)型(xing)儲能有序有效發展,還加大科技(ji)創新(xin)(xin),加快(kuai)數字電(dian)網(wang)建設,推進(jin)市(shi)場機(ji)制(zhi)建設,積極(ji)引領綠色(se)用能方(fang)式。預計2030年前,南(nan)方(fang)電(dian)網(wang)公(gong)司基本建成(cheng)新(xin)(xin)型(xing)電(dian)力(li)(li)系統,在實現碳達峰、碳中和目標過程中,確保新(xin)(xin)能源(yuan)高效消納和電(dian)力(li)(li)可靠(kao)供應(ying)。
與此同時,西北(bei)地(di)區(qu)電(dian)(dian)(dian)力系(xi)統轉型(xing)也(ye)持續加快。國(guo)家電(dian)(dian)(dian)網(wang)有限公司(si)西北(bei)分部市(shi)場(chang)交易六部主任(ren)孫驍強(qiang)告訴記者,該地(di)區(qu)正積極開展(zhan)新型(xing)電(dian)(dian)(dian)力系(xi)統的(de)(de)建設(she),預計2022年底,西北(bei)電(dian)(dian)(dian)網(wang)新能源裝機將達到1.8億千瓦,成為網(wang)內(nei)(nei)第一大(da)電(dian)(dian)(dian)源,西北(bei)電(dian)(dian)(dian)網(wang)將成為首個新能源為第一大(da)電(dian)(dian)(dian)源的(de)(de)區(qu)域電(dian)(dian)(dian)網(wang),以及國(guo)內(nei)(nei)最具備新型(xing)電(dian)(dian)(dian)力系(xi)統特性的(de)(de)區(qu)域電(dian)(dian)(dian)網(wang)。
西電東送工程意義凸顯
去年以來(lai),大(da)型風電(dian)光(guang)伏基地建設(she)成為(wei)(wei)新能源(yuan)(yuan)發展的(de)“重頭戲(xi)”,其中,西部等風光(guang)資源(yuan)(yuan)豐富(fu)地區(qu)成為(wei)(wei)大(da)基地建設(she)和(he)未來(lai)新能源(yuan)(yuan)發展的(de)重點。但與此(ci)同時,這些(xie)資源(yuan)(yuan)豐富(fu)的(de)區(qu)域往(wang)(wang)往(wang)(wang)遠(yuan)離(li)我(wo)國用電(dian)負荷中心(xin),為(wei)(wei)平衡這一矛盾,跨區(qu)域遠(yuan)距離(li)輸電(dian)成為(wei)(wei)構建新型電(dian)力系統的(de)一個重要路徑,而(er)西電(dian)東送工程(cheng)的(de)作用也變得更為(wei)(wei)明顯。
“我國(guo)能源資源總量豐(feng)富,但分布不均衡(heng),風(feng)電(dian)(dian)(dian)(dian)資源和太陽能資源主(zhu)要集中(zhong)在‘胡(hu)煥(huan)(huan)庸線(xian)’西側地(di)區(qu)(qu),而‘胡(hu)煥(huan)(huan)庸線(xian)’東(dong)(dong)側人口相對集中(zhong)的東(dong)(dong)中(zhong)部地(di)區(qu)(qu)一(yi)次(ci)能源資源匱乏。”孫驍(xiao)強表示,能源資源與用電(dian)(dian)(dian)(dian)負荷的不均衡(heng)性決定了必須(xu)通過(guo)“西電(dian)(dian)(dian)(dian)東(dong)(dong)送(song)”國(guo)家戰略把西部地(di)區(qu)(qu)豐(feng)富的風(feng)電(dian)(dian)(dian)(dian)和太陽能資源轉化為電(dian)(dian)(dian)(dian)力(li)資源,通過(guo)特高壓(ya)直流輸電(dian)(dian)(dian)(dian)工(gong)程(cheng)和柔性直流輸電(dian)(dian)(dian)(dian)工(gong)程(cheng),輸送(song)到東(dong)(dong)中(zhong)部地(di)區(qu)(qu)。
據孫驍強介紹,作為國(guo)(guo)家電(dian)(dian)網(wang)(wang)(wang)的(de)重要送端,西北(bei)(bei)電(dian)(dian)網(wang)(wang)(wang)目前在運直流(liu)11條(tiao)(tiao),規模(mo)達7071萬(wan)千瓦(wa),向(xiang)區(qu)外19個省(市)輸送著清(qing)潔、穩(wen)定、經濟電(dian)(dian)能(neng)。2021年,西北(bei)(bei)電(dian)(dian)網(wang)(wang)(wang)外送新(xin)(xin)能(neng)源728億(yi)千瓦(wa)時,占(zhan)國(guo)(guo)網(wang)(wang)(wang)系統跨省跨區(qu)新(xin)(xin)能(neng)源市場化交(jiao)易電(dian)(dian)量的(de)六成(cheng)以上(shang),外送水電(dian)(dian)142億(yi)千瓦(wa)時,實現黃河富(fu)余水電(dian)(dian)在國(guo)(guo)網(wang)(wang)(wang)更大范圍消納(na)。按(an)照(zhao)國(guo)(guo)家規劃,“十四五(wu)”期間西北(bei)(bei)將新(xin)(xin)開(kai)工(gong)建設(she)特(te)高壓直流(liu)6條(tiao)(tiao),容量4800萬(wan)千瓦(wa)。
同時,在(zai)南(nan)方(fang)電網區域西(xi)部,風光和水等(deng)可(ke)再生能源(yuan)(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)(yuan)豐(feng)富,開發潛力(li)(li)巨大。依托西(xi)電東(dong)送將新(xin)能源(yuan)(yuan)(yuan)(yuan)電力(li)(li)送至廣東(dong)的負荷中心十(shi)分(fen)重要,對于實現以新(xin)能源(yuan)(yuan)(yuan)(yuan)為主體的新(xin)型電力(li)(li)系(xi)統是不(bu)可(ke)或缺的資源(yuan)(yuan)(yuan)(yuan)配置(zhi)方(fang)式。據了解(jie),經過(guo)二(er)十(shi)年的發展,南(nan)方(fang)電網已(yi)形成(cheng)“八交十(shi)一(yi)直”的西(xi)電東(dong)送大通(tong)道,最大送電能力(li)(li)超(chao)過(guo)5800萬千(qian)瓦,年送電量(liang)超(chao)過(guo)2300億千(qian)瓦時,其(qi)中非化石能源(yuan)(yuan)(yuan)(yuan)電量(liang)占比約85%。
“在實(shi)現‘雙碳’目標背(bei)景下,西(xi)電(dian)(dian)東(dong)(dong)送的戰略意義(yi)將更加凸顯,”李立浧表示,“西(xi)電(dian)(dian)東(dong)(dong)送”是西(xi)部大開(kai)發的重要標志性工(gong)程,也是協作互(hu)補、東(dong)(dong)西(xi)雙贏、科學發展(zhan)的歷史見證。西(xi)電(dian)(dian)東(dong)(dong)送工(gong)程既促進了(le)西(xi)部地(di)區把能源資(zi)源優勢(shi)轉變為經濟優勢(shi),又保(bao)障了(le)東(dong)(dong)部地(di)區的電(dian)(dian)力供應。
儲能多元發展任重道遠
對(dui)(dui)于解決高(gao)比(bi)(bi)例(li)新(xin)能(neng)(neng)(neng)源消納,除了長距(ju)離輸電(dian),發展儲(chu)(chu)能(neng)(neng)(neng)也(ye)是重要路徑。在(zai)孫(sun)驍強看來(lai),儲(chu)(chu)能(neng)(neng)(neng)已具備(bei)快速發展的(de)基礎,未來(lai)應(ying)抓住新(xin)型電(dian)力系(xi)統平衡這條主(zhu)線(xian),結合(he)不同儲(chu)(chu)能(neng)(neng)(neng)的(de)技術特點進行科學配比(bi)(bi)。他(ta)表示(shi),從技術特點及電(dian)網友(you)好性(xing)看,抽(chou)蓄(xu)、光(guang)熱及儲(chu)(chu)熱具有運行穩定、儲(chu)(chu)能(neng)(neng)(neng)時間(jian)相對(dui)(dui)較(jiao)(jiao)長、電(dian)網友(you)好型強等(deng)優(you)勢,未來(lai)或將有較(jiao)(jiao)高(gao)配比(bi)(bi)。
其中(zhong),光(guang)熱在(zai)增加系(xi)統(tong)(tong)(tong)(tong)靈活調(diao)(diao)節(jie)能力(li)(li)方(fang)面,具有啟動時間短、調(diao)(diao)節(jie)速率快、調(diao)(diao)峰能力(li)(li)強等優勢。孫驍強指出,太陽(yang)能熱發(fa)電(dian)(dian)有助(zhu)于解決高(gao)比(bi)例可再生能源系(xi)統(tong)(tong)(tong)(tong)的電(dian)(dian)力(li)(li)電(dian)(dian)量供應問題、系(xi)統(tong)(tong)(tong)(tong)靈活調(diao)(diao)節(jie)問題以及電(dian)(dian)力(li)(li)系(xi)統(tong)(tong)(tong)(tong)安全(quan)問題。他強調(diao)(diao),短期(qi)來(lai)看,太陽(yang)能熱電(dian)(dian)站需(xu)要政策(ce)的扶持;長遠來(lai)看,還需(xu)價值補償(chang),需(xu)要一個符合高(gao)比(bi)例新能源需(xu)求和適應新型(xing)電(dian)(dian)力(li)(li)系(xi)統(tong)(tong)(tong)(tong)的電(dian)(dian)力(li)(li)市場。
對(dui)此,曾(ceng)少軍指出(chu),光(guang)熱(re)型熔鹽儲能技術(shu)主(zhu)要功能是儲能、調峰,通過并聯配置多對(dui)熔鹽儲罐,可(ke)輕易實現大(da)規(gui)模(mo)(10GWh級)的(de)儲能,對(dui)風電(dian)、光(guang)伏發(fa)(fa)電(dian)的(de)消納作用(yong)明(ming)顯。“光(guang)熱(re)發(fa)(fa)電(dian)商(shang)業化(hua)推(tui)廣任重道遠,”他表(biao)示,我國光(guang)熱(re)發(fa)(fa)電(dian)處(chu)于商(shang)業化(hua)示范階段,還(huan)未(wei)形成(cheng)規(gui)模(mo)效應,成(cheng)本的(de)削減還(huan)需更(geng)大(da)程度(du)的(de)規(gui)模(mo)化(hua)生產、應用(yong)及政策支持。
“未來,要(yao)加(jia)快(kuai)構建以(yi)儲(chu)能(neng)(neng)(neng)(neng)(neng)為核心的多能(neng)(neng)(neng)(neng)(neng)互補新(xin)能(neng)(neng)(neng)(neng)(neng)源體(ti)系(xi)。”曾少軍表示,構建新(xin)型電力系(xi)統,需要(yao)促進(jin)新(xin)型儲(chu)能(neng)(neng)(neng)(neng)(neng)多元化(hua)發(fa)展,推(tui)動(dong)(dong)熱儲(chu)能(neng)(neng)(neng)(neng)(neng)、氫(qing)儲(chu)能(neng)(neng)(neng)(neng)(neng)、電化(hua)學儲(chu)能(neng)(neng)(neng)(neng)(neng)等各類儲(chu)能(neng)(neng)(neng)(neng)(neng)形式(shi)發(fa)展,支撐多能(neng)(neng)(neng)(neng)(neng)互補能(neng)(neng)(neng)(neng)(neng)源體(ti)系(xi)建設。他還強調(diao),要(yao)堅(jian)持集中式(shi)與分(fen)布式(shi)儲(chu)能(neng)(neng)(neng)(neng)(neng)并舉,積極(ji)發(fa)展源網荷儲(chu)一體(ti)化(hua)和多能(neng)(neng)(neng)(neng)(neng)互補,同時創(chuang)新(xin)儲(chu)能(neng)(neng)(neng)(neng)(neng)產業模式(shi),培育發(fa)展新(xin)動(dong)(dong)能(neng)(neng)(neng)(neng)(neng)。
在(zai)電(dian)力(li)(li)系統轉(zhuan)型(xing)過(guo)程中(zhong),電(dian)網側儲(chu)能發揮作用(yong)明顯。南方電(dian)網公司(si)相關負責人認為,電(dian)網側儲(chu)能接受統一調度,參與(yu)電(dian)網調峰(feng)、調頻、備用(yong)等多場景應用(yong),可在(zai)電(dian)網發揮全局(ju)性、系統性作用(yong)。他介紹(shao),南方電(dian)網公司(si)將加大(da)選點(dian)布局(ju)抽水蓄能電(dian)站,大(da)力(li)(li)拓展電(dian)網側獨(du)立儲(chu)能項目。到2035年,該公司(si)抽水蓄能和(he)新型(xing)儲(chu)能裝機將分別(bie)達到4400萬千瓦和(he)1000萬千瓦。
