在碳(tan)達峰碳(tan)中和目(mu)標引領下,我國全(quan)面加速綠(lv)色轉型,可(ke)再生能(neng)(neng)源(yuan)裝(zhuang)機(ji)規模持續擴大(da)。國家能(neng)(neng)源(yuan)局近日發(fa)布的統計數據表(biao)明,截至9月底,全(quan)國累計發(fa)電(dian)裝(zhuang)機(ji)容(rong)量約24.8億千(qian)瓦,同比(bi)增長8.1%。其中,風電(dian)裝(zhuang)機(ji)容(rong)量約3.5億千(qian)瓦,同比(bi)增長16.9%;太(tai)陽能(neng)(neng)發(fa)電(dian)裝(zhuang)機(ji)容(rong)量約3.6億千(qian)瓦,同比(bi)增長28.8%。

電源及用電方式將發生改變


中國能源報:和傳統電網相比,新型電力系統最主要的特征是什么?


劉志超:新(xin)型(xing)電(dian)力系統(tong)是一(yi)(yi)個(ge)既(ji)龐大(da)又(you)復雜(za)的系統(tong),和傳統(tong)電(dian)網(wang)(wang)相(xiang)比,新(xin)型(xing)電(dian)力系統(tong)最主要的特征是電(dian)源及用電(dian)方式的改(gai)變。傳統(tong)電(dian)網(wang)(wang)在一(yi)(yi)定(ding)時間(jian)內是一(yi)(yi)個(ge)結構相(xiang)對穩(wen)定(ding)的系統(tong),各個(ge)參數(shu)在一(yi)(yi)定(ding)范圍(wei)內變化波動(dong),整(zheng)體調(diao)度(du)目標是源隨荷(he)動(dong)。但新(xin)型(xing)電(dian)力系統(tong)是一(yi)(yi)個(ge)時變系統(tong),電(dian)網(wang)(wang)結構及其(qi)參數(shu)一(yi)(yi)直在變化,調(diao)度(du)模式將轉(zhuan)變為源網(wang)(wang)荷(he)儲協調(diao)控制(zhi)、輸(shu)配微網(wang)(wang)多級協同。


電力系(xi)統(tong)的(de)技術基礎、運行機理和功能形(xing)態都將發生重(zhong)大改變。可(ke)以說,新型(xing)電力系(xi)統(tong)概念尚處在(zai)一個動態的(de)發展過程中,但總體目標是清潔低碳、安全可(ke)控、靈活高效、智能友好、開放互動。

中國能源報:構建新型電力系統的最大挑戰是什么?


劉志超:新型(xing)電(dian)力系(xi)統建設(she)過程(cheng)中的挑(tiao)戰主要包括:電(dian)力系(xi)統的安全穩定性(xing)、用電(dian)成(cheng)本的持(chi)續下(xia)降、能源(yuan)電(dian)力的需求增(zeng)長和(he)環境友好(hao)的協調。除上(shang)述(shu)提及的在(zai)高比(bi)例(li)可再生能源(yuan)電(dian)力背景下(xia),保障(zhang)電(dian)網安全穩定運行(xing)外,還要考慮(lv)成(cheng)本問(wen)題。當然,安全是成(cheng)本的前提,沒有(you)安全就沒有(you)成(cheng)本。


同(tong)時要注意到,以前被動的(de)單一用戶用電(dian)負荷,將(jiang)逐漸轉(zhuan)變(bian)為數量龐大的(de)分(fen)布(bu)式能源,這將(jiang)徹底(di)改變(bian)配電(dian)網側(ce)的(de)潮流分(fen)布(bu)。因此,對設(she)備企業(ye)來(lai)說,采(cai)用適應上述特征的(de)技術和裝備,助(zhu)力電(dian)網安全(quan)穩定運行,保證終(zhong)端(duan)用戶用電(dian)成本下降是(shi)行業(ye)面臨的(de)共同(tong)課題和挑戰(zhan)。


電網控制技術亟待升級


中國能源報:對于上述挑戰,繼電保護自動化等裝備企業需如何應對?


劉志超:要破解(jie)面臨的難題(ti),特(te)別是解(jie)決(jue)安(an)全穩(wen)定(ding)、用電成本等方面的問(wen)題(ti),應不斷研究新型電力系統的特(te)點(dian)和運行(xing)機理,推動技術發展和產業升級。


其中,在電(dian)(dian)(dian)(dian)網的“點”上(shang),持續研究基(ji)于特(te)征信息(xi)的數據采集和信息(xi)處理技(ji)術(shu)(shu)、電(dian)(dian)(dian)(dian)力電(dian)(dian)(dian)(dian)子設備(bei)的電(dian)(dian)(dian)(dian)網友好技(ji)術(shu)(shu),并通過一(yi)二(er)次融合裝備(bei)和系統來穩定(ding)電(dian)(dian)(dian)(dian)網的海量(liang)基(ji)礎;在電(dian)(dian)(dian)(dian)網的“線”上(shang),持續研究各類“匯(hui)集”特(te)征,通過新(xin)型繼電(dian)(dian)(dian)(dian)保護、安(an)全(quan)穩定(ding)設備(bei),保障能源電(dian)(dian)(dian)(dian)力流動(dong)的安(an)全(quan)可控(kong)性;在“網”上(shang),不論是微電(dian)(dian)(dian)(dian)網、配電(dian)(dian)(dian)(dian)網,還是輸電(dian)(dian)(dian)(dian)網,要(yao)更(geng)加注(zhu)重協調控(kong)制技(ji)術(shu)(shu),實現(xian)多級系統的有機(ji)協同,確保電(dian)(dian)(dian)(dian)網的安(an)全(quan)穩定(ding)運(yun)行(xing),提高供電(dian)(dian)(dian)(dian)可靠性。

另外,還要(yao)加強抽(chou)蓄(xu)、調相機(ji)及規模化和分布(bu)式儲能(neng)建(jian)設,讓(rang)電網可控可調更深更強、抵(di)抗風險的能(neng)力更強。


中國能源報:您如何看待數字化技術在構建新型電力系統過程中發揮的作用?


劉志超:要(yao)處理電(dian)力系(xi)統海(hai)量(liang)數(shu)(shu)據,就要(yao)重點發(fa)展數(shu)(shu)字(zi)(zi)(zi)化技術。數(shu)(shu)字(zi)(zi)(zi)化是(shi)新(xin)型(xing)電(dian)力系(xi)統的(de)支撐(cheng)基(ji)礎,要(yao)實現新(xin)型(xing)電(dian)力系(xi)統數(shu)(shu)字(zi)(zi)(zi)賦(fu)能,就要(yao)實現高度(du)的(de)數(shu)(shu)字(zi)(zi)(zi)融合,具體(ti)包括(kuo):


要實(shi)(shi)現(xian)分層、集群(qun)的(de)(de)(de)數(shu)據(ju)高(gao)(gao)(gao)(gao)度融(rong)合(he)。新型電(dian)力(li)系統(tong)環節多(duo),且(qie)具有時(shi)(shi)(shi)變特性,通過智能(neng)(neng)傳感獲(huo)得的(de)(de)(de)海量數(shu)據(ju)有效(xiao)實(shi)(shi)時(shi)(shi)(shi)融(rong)合(he),是實(shi)(shi)現(xian)數(shu)字(zi)賦能(neng)(neng)的(de)(de)(de)基礎。同時(shi)(shi)(shi),要實(shi)(shi)現(xian)高(gao)(gao)(gao)(gao)實(shi)(shi)時(shi)(shi)(shi)的(de)(de)(de)數(shu)據(ju)交(jiao)互(hu),需(xu)要安全、高(gao)(gao)(gao)(gao)效(xiao)、實(shi)(shi)時(shi)(shi)(shi)的(de)(de)(de)數(shu)據(ju)交(jiao)互(hu)作為支撐,達到源(yuan)荷互(hu)動(dong)的(de)(de)(de)目標。此外,需(xu)要高(gao)(gao)(gao)(gao)智能(neng)(neng)的(de)(de)(de)數(shu)字(zi)處理。隨著新型電(dian)力(li)系統(tong)復雜性提高(gao)(gao)(gao)(gao),和環境之間的(de)(de)(de)互(hu)動(dong)增多(duo)和多(duo)時(shi)(shi)(shi)空、多(duo)域的(de)(de)(de)數(shu)據(ju)交(jiao)互(hu)與處理,以及數(shu)據(ju)的(de)(de)(de)智能(neng)(neng)預測、孿(luan)生伴隨,才能(neng)(neng)實(shi)(shi)現(xian)電(dian)力(li)系統(tong)科學運(yun)行。


總體(ti)來(lai)說,要統(tong)籌新型電(dian)力系統(tong)各環節感知與(yu)鏈接,實現感知設備共(gong)建(jian)共(gong)享,打造企業級實時量測中心,在(zai)線匯聚全(quan)環節采集數據(ju),推動各類業務應(ying)用(yong)貫通與(yu)靈活構建(jian),實現設備透明(ming)化(hua)、數據(ju)透明(ming)化(hua)、應(ying)用(yong)透明(ming)化(hua)。


高可靠電力二次裝備必不可少


中國能源報:在新形勢、新目標下,繼電保護自動化等裝備企業做了哪些工作,取得哪些成績?


劉志超:構建新(xin)型電(dian)(dian)力(li)系統(tong)涉(she)及(ji)的(de)(de)產業鏈很(hen)長。電(dian)(dian)力(li)系統(tong)控制保護(hu)電(dian)(dian)力(li)裝(zhuang)備(bei)是保障電(dian)(dian)力(li)系統(tong)安全(quan)穩定運行(xing)最重要的(de)(de)環節之一。因此,提(ti)升裝(zhuang)備(bei)的(de)(de)可靠性(xing),解決新(xin)型電(dian)(dian)力(li)系統(tong)中(zhong)出現(xian)的(de)(de)有關控制保護(hu)等問題是裝(zhuang)備(bei)企業深挖的(de)(de)重點。

中國能源報:繼電保護自動化等裝備企業需要重點關注哪些領域,攻克哪些技術?


劉志超:“雙高”特點之一就(jiu)是電(dian)(dian)(dian)力電(dian)(dian)(dian)子設(she)備(bei)的(de)高滲透率。不僅(jin)發電(dian)(dian)(dian)領域(yu)需(xu)要高可(ke)靠(kao)和高性價比的(de)電(dian)(dian)(dian)力電(dian)(dian)(dian)子設(she)備(bei),將新能源(yuan)轉換為電(dian)(dian)(dian)網友好型電(dian)(dian)(dian)力能源(yuan),而且在電(dian)(dian)(dian)網側,支撐調(diao)相機(ji)、抽水蓄(xu)能、大規模儲(chu)能和電(dian)(dian)(dian)能質量的(de)電(dian)(dian)(dian)力電(dian)(dian)(dian)子設(she)備(bei)的(de)模塊化多電(dian)(dian)(dian)平(ping)換流器(qi)、直流斷路器(qi)和變壓器(qi)、靜止變頻器(qi)SFC、動態無(wu)功補償裝置SVG等都是未來研(yan)究的(de)重點。


未來電(dian)(dian)(dian)(dian)力(li)電(dian)(dian)(dian)(dian)子設(she)備高(gao)(gao)電(dian)(dian)(dian)(dian)壓(ya)、大(da)容量特(te)征將更加(jia)明顯,其(qi)中在負荷側,隨著發用(yong)交互,如高(gao)(gao)可靠(kao)和高(gao)(gao)性價比的充放電(dian)(dian)(dian)(dian)設(she)備,因其(qi)量大(da)面廣,將成為持續(xu)的熱點。同時,除直接基礎和應用(yong)技(ji)術(shu)外,二次系(xi)統相關的電(dian)(dian)(dian)(dian)子、計(ji)算(suan)機、通信(xin)、人工智能等技(ji)術(shu)也會隨著新(xin)型電(dian)(dian)(dian)(dian)力(li)系(xi)統建設(she)逐(zhu)步迭代,相互促進發展(zhan)。
