2.從生(sheng)產(chan)(chan)側看(kan),國(guo)家能源(yuan)局積極(ji)組織能源(yuan)企業(ye)統籌(chou)推進疫情(qing)防(fang)控(kong)和安全生(sheng)產(chan)(chan),確(que)保能源(yuan)保供(gong)有力(li)有效。油(you)氣(qi)生(sheng)產(chan)(chan)持續(xu)增(zeng)長(chang)。前(qian)三(san)季度,原油(you)產(chan)(chan)量(liang)1.46億(yi)噸(dun),同(tong)比(bi)(bi)增(zeng)長(chang)1.7%;天然氣(qi)產(chan)(chan)量(liang)1371億(yi)立方米,同(tong)比(bi)(bi)增(zeng)長(chang)8.7%。煤(mei)炭生(sheng)產(chan)(chan)平(ping)穩有序。自(zi)3月下旬(xun)以來,日產(chan)(chan)量(liang)保持在1000萬(wan)噸(dun)左右。前(qian)三(san)季度,煤(mei)炭產(chan)(chan)量(liang)27.9億(yi)噸(dun),同(tong)比(bi)(bi)小幅(fu)下降0.1%。電(dian)力(li)供(gong)應安全穩定(ding)(ding)。發(fa)電(dian)和電(dian)網(wang)企業(ye)積極(ji)履行社(she)會(hui)責任,采取有力(li)有效措(cuo)施,確(que)保“迎峰度夏(xia)”期間生(sheng)產(chan)(chan)生(sheng)活(huo)用(yong)電(dian)安全穩定(ding)(ding)供(gong)應。前(qian)三(san)季度,6000千瓦及以上(shang)發(fa)電(dian)裝(zhuang)機規模同(tong)比(bi)(bi)增(zeng)長(chang)5.6%。其中(zhong),風(feng)電(dian)和太陽能發(fa)電(dian)裝(zhuang)機規模同(tong)比(bi)(bi)分別增(zeng)長(chang)13.1%和15.0%;清潔能源(yuan)消納持續(xu)好轉,風(feng)電(dian)、光伏發(fa)電(dian)利用(yong)率分別達(da)到(dao)96.6%、98.3%,同(tong)比(bi)(bi)上(shang)升0.8、0.2個百分點。
二、可再生能源整體發展平穩,清潔能源消納持續好轉
可再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)裝(zhuang)機規模穩(wen)步擴大。截(jie)至2020年(nian)9月底,我國可再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)發(fa)電裝(zhuang)機達到(dao)8.37億(yi)(yi)(yi)千(qian)(qian)瓦,同(tong)(tong)比增(zeng)長(chang)9.6%;其(qi)中,水電裝(zhuang)機3.65億(yi)(yi)(yi)千(qian)(qian)瓦(其(qi)中抽水蓄能(neng)(neng)3089萬千(qian)(qian)瓦)、風電裝(zhuang)機2.23億(yi)(yi)(yi)千(qian)(qian)瓦、光伏發(fa)電裝(zhuang)機2.23億(yi)(yi)(yi)千(qian)(qian)瓦、生(sheng)(sheng)(sheng)物質發(fa)電裝(zhuang)機2616萬千(qian)(qian)瓦。可再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)利用水平(ping)持(chi)續提高。2020年(nian)1-9月,可再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源(yuan)發(fa)電量達15305億(yi)(yi)(yi)千(qian)(qian)瓦時(shi)(shi),同(tong)(tong)比增(zeng)長(chang)約(yue)6.5%。其(qi)中,水電9025億(yi)(yi)(yi)千(qian)(qian)瓦時(shi)(shi),同(tong)(tong)比增(zeng)長(chang)1.0%;風電3317億(yi)(yi)(yi)千(qian)(qian)瓦時(shi)(shi),同(tong)(tong)比增(zeng)長(chang)13.8%;光伏發(fa)電2005億(yi)(yi)(yi)千(qian)(qian)瓦時(shi)(shi),同(tong)(tong)比增(zeng)長(chang)16.9%;生(sheng)(sheng)(sheng)物質發(fa)電958億(yi)(yi)(yi)千(qian)(qian)瓦時(shi)(shi),同(tong)(tong)比增(zeng)長(chang)19.2%。
1.水電建設和運行情(qing)況
前三季度,全國新增(zeng)(zeng)水電(dian)并網(wang)容(rong)量(liang)827萬(wan)千(qian)(qian)瓦(wa),新增(zeng)(zeng)裝機(ji)較多的省份為四川227萬(wan)千(qian)(qian)瓦(wa),云南170萬(wan)千(qian)(qian)瓦(wa)和安徽(hui)76萬(wan)千(qian)(qian)瓦(wa),占全部新增(zeng)(zeng)裝機(ji)的57.2%。截至2020年9月底,全國水電(dian)裝機(ji)容(rong)量(liang)約3.65億千(qian)(qian)瓦(wa)(其中抽水蓄能3089萬(wan)千(qian)(qian)瓦(wa))。
前(qian)三季(ji)度,全(quan)(quan)國水(shui)電(dian)發(fa)(fa)電(dian)量(liang)9025億千瓦(wa)(wa)時(shi)(shi)(shi),同比增長1.0%。分省份看,水(shui)電(dian)發(fa)(fa)電(dian)量(liang)排名(ming)前(qian)五位的(de)省(區(qu))依(yi)次為四川2476億千瓦(wa)(wa)時(shi)(shi)(shi)、云南1932億千瓦(wa)(wa)時(shi)(shi)(shi)、湖北1213億千瓦(wa)(wa)時(shi)(shi)(shi)、貴州546億千瓦(wa)(wa)時(shi)(shi)(shi)和湖南430億千瓦(wa)(wa)時(shi)(shi)(shi),其合計水(shui)電(dian)發(fa)(fa)電(dian)量(liang)占(zhan)全(quan)(quan)國水(shui)電(dian)發(fa)(fa)電(dian)量(liang)的(de)73.1%。前(qian)三季(ji)度,全(quan)(quan)國水(shui)電(dian)平均利用小(xiao)(xiao)時(shi)(shi)(shi)數為2894小(xiao)(xiao)時(shi)(shi)(shi),同比減少9小(xiao)(xiao)時(shi)(shi)(shi)。
前(qian)三(san)季(ji)度(du),全(quan)國主要流(liu)域棄(qi)水(shui)(shui)電量約242億(yi)千瓦(wa)(wa)時,較同(tong)(tong)期減(jian)少37億(yi)千瓦(wa)(wa)時,水(shui)(shui)能利用(yong)率約96.4%,同(tong)(tong)比(bi)提(ti)高0.7個百分點。棄(qi)水(shui)(shui)主要發生在(zai)四川省(sheng),其主要流(liu)域棄(qi)水(shui)(shui)電量約163億(yi)千瓦(wa)(wa)時,較同(tong)(tong)期減(jian)少64億(yi)千瓦(wa)(wa)時,主要集中在(zai)大渡(du)河干(gan)流(liu),約占全(quan)省(sheng)棄(qi)水(shui)(shui)電量的57%;青海省(sheng)棄(qi)水(shui)(shui)較去年有所增加(jia)(jia),棄(qi)水(shui)(shui)約34億(yi)千瓦(wa)(wa)時,比(bi)去年同(tong)(tong)期增加(jia)(jia)24億(yi)千瓦(wa)(wa)時;其他省(sheng)份棄(qi)水(shui)(shui)電量維持較低(di)水(shui)(shui)平。
2.風(feng)電建設和運行(xing)情(qing)況
前三(san)季度(du),全國風電(dian)(dian)(dian)新(xin)(xin)增并(bing)網裝(zhuang)(zhuang)機(ji)(ji)1392萬千瓦(wa),其(qi)中(zhong)陸(lu)上(shang)(shang)(shang)風電(dian)(dian)(dian)新(xin)(xin)增裝(zhuang)(zhuang)機(ji)(ji)1234萬千瓦(wa)、海(hai)上(shang)(shang)(shang)風電(dian)(dian)(dian)新(xin)(xin)增裝(zhuang)(zhuang)機(ji)(ji)158萬千瓦(wa)。從新(xin)(xin)增裝(zhuang)(zhuang)機(ji)(ji)分布(bu)看,中(zhong)東部和(he)南方地(di)區占比約49%,“三(san)北(bei)”地(di)區占51%,風電(dian)(dian)(dian)開發(fa)布(bu)局(ju)進一步優化。到(dao)2020年三(san)季度(du)末(mo),全國風電(dian)(dian)(dian)累計裝(zhuang)(zhuang)機(ji)(ji)2.23億千瓦(wa),其(qi)中(zhong)陸(lu)上(shang)(shang)(shang)風電(dian)(dian)(dian)累計裝(zhuang)(zhuang)機(ji)(ji)2.16億千瓦(wa)、海(hai)上(shang)(shang)(shang)風電(dian)(dian)(dian)累計裝(zhuang)(zhuang)機(ji)(ji)750萬千瓦(wa)。
前三季度,全國風(feng)電發電量3317億千瓦時,同比增長13.8%;平(ping)均利(li)用(yong)小(xiao)(xiao)時數(shu)(shu)1546小(xiao)(xiao)時,風(feng)電平(ping)均利(li)用(yong)小(xiao)(xiao)時數(shu)(shu)較高(gao)的省區中,云南2193小(xiao)(xiao)時、廣(guang)西(xi)1896小(xiao)(xiao)時、四(si)川1887小(xiao)(xiao)時。
前(qian)三季度,全國棄(qi)(qi)風(feng)電量(liang)約116億千瓦(wa)時,平均棄(qi)(qi)風(feng)率3.4%,較(jiao)去(qu)年同期(qi)有所(suo)改善(shan),同比下(xia)降(jiang)0.8個百(bai)分點(dian),尤其是(shi)新(xin)疆和甘肅,棄(qi)(qi)風(feng)率同比顯著(zhu)下(xia)降(jiang),新(xin)疆棄(qi)(qi)風(feng)率10.3%、甘肅棄(qi)(qi)風(feng)率6.4%,同比分別下(xia)降(jiang)5.1、2.5個百(bai)分點(dian)。
3.光伏發電建設(she)和運(yun)行情(qing)況

1.全(quan)國主要城市平均停電時間同比(bi)減(jian)少(shao)1.48小時/戶(hu)
前三季度,全國(guo)50個(ge)主要(yao)城市(shi)(shi)供(gong)電(dian)企(qi)業用戶(hu)(hu)(hu)平(ping)均(jun)停(ting)(ting)電(dian)時間為3.11小(xiao)時/戶(hu)(hu)(hu),同比(bi)減少1.48小(xiao)時/戶(hu)(hu)(hu)。其中,用戶(hu)(hu)(hu)平(ping)均(jun)停(ting)(ting)電(dian)時間最(zui)短的五個(ge)城市(shi)(shi)為深圳、上(shang)海(hai)、南(nan)京、廣州、青島,分別(bie)是0.30、0.54、0.56、0.57、0.58小(xiao)時/戶(hu)(hu)(hu);用戶(hu)(hu)(hu)平(ping)均(jun)停(ting)(ting)電(dian)時間最(zui)長(chang)的五個(ge)城市(shi)(shi)為拉薩、長(chang)春、蘭州、重(zhong)慶、成都,分別(bie)是20.21、9.75、8.68、8.31、7.40小(xiao)時/戶(hu)(hu)(hu)。

2.用戶(hu)(hu)平均停電次數同比減(jian)少(shao)0.26次/戶(hu)(hu)
前三季度,全國50個主要(yao)城(cheng)市供(gong)電企業用戶平均(jun)停電次(ci)(ci)(ci)數為0.90次(ci)(ci)(ci)/戶,同比減少0.26次(ci)(ci)(ci)/戶。其(qi)中,用戶平均(jun)停電次(ci)(ci)(ci)數最少的五個城(cheng)市為深(shen)圳、南京、上海、青(qing)島、廈(sha)門(men),分(fen)(fen)別是0.16、0.16、0.19、0.25、0.26次(ci)(ci)(ci)/戶;用戶平均(jun)停電次(ci)(ci)(ci)數最多的五個城(cheng)市為拉薩、長(chang)春、烏魯木齊、貴陽、太原,分(fen)(fen)別是7.06、2.87、2.41、1.98、1.86次(ci)(ci)(ci)/戶。

50個主(zhu)要城(cheng)(cheng)市(shi)的(de)農村地區用戶平均(jun)停電次(ci)數普遍大于城(cheng)(cheng)市(shi)地區,差異(yi)最大的(de)五(wu)個城(cheng)(cheng)市(shi)為長春、南昌、拉(la)薩、海口、太原,農村和(he)城(cheng)(cheng)市(shi)的(de)差距(ju)分別是2.55、2.37、2.21、2.13、2.01次(ci)/戶。
3.故(gu)障(zhang)停(ting)電為主要停(ting)電原因
前三(san)季度,造成全國50個主(zhu)要城市供電企業(ye)停(ting)(ting)電的主(zhu)要原因是(shi)故障停(ting)(ting)電,造成平均停(ting)(ting)電時間1.61小時/戶(hu),占(zhan)總停(ting)(ting)電時間的51.63%。故障停(ting)(ting)電中,異(yi)物短路、外力破壞等外力因素(su)占(zhan)33.86%,雷電、臺風等自然因素(su)占(zhan)32.59%,設(she)計施工占(zhan)19.33%。
造(zao)(zao)成全國50個主要城市(shi)供電企(qi)業停(ting)(ting)(ting)電的(de)次要原因是計劃(hua)停(ting)(ting)(ting)電,造(zao)(zao)成平均停(ting)(ting)(ting)電時(shi)(shi)間1.50小時(shi)(shi)/戶,占(zhan)(zhan)總停(ting)(ting)(ting)電時(shi)(shi)間的(de)48.37%。計劃(hua)停(ting)(ting)(ting)電中,供配電設(she)施計劃(hua)和臨時(shi)(shi)檢修等檢修因素(su)占(zhan)(zhan)50.43%,電網內(nei)外部施工(gong)等工(gong)程停(ting)(ting)(ting)電因素(su)占(zhan)(zhan)47.02%。
