“十(shi)四五(wu)”是(shi)我(wo)國全面建成小康社(she)會(hui)后,開啟全面建設現代化強國“兩個十(shi)五(wu)年(nian)”新征程的第一個五(wu)年(nian)規劃(hua)期,是(shi)全面落實高質量發(fa)展要求,深入推進(jin)能源(yuan)生產和(he)消(xiao)費革命的關鍵時期。科學謀劃(hua)未來五(wu)年(nian)電力(li)發(fa)展,對持(chi)(chi)續(xu)推進(jin)西(xi)北區域電力(li)行業高質量發(fa)展,保障(zhang)經(jing)濟(ji)社(she)會(hui)持(chi)(chi)續(xu)健(jian)康發(fa)展具有重要意義。
根據習近平總(zong)書記對“十(shi)四五(wu)(wu)”規劃(hua)(hua)編制工作重要(yao)指(zhi)示精神和國家(jia)能(neng)源局《電力發(fa)展(zhan)(zhan)“十(shi)四五(wu)(wu)”規劃(hua)(hua)工作方(fang)案》要(yao)求,按照構建“清(qing)潔低碳、安全高效”能(neng)源體系的(de)發(fa)展(zhan)(zhan)方(fang)略,結(jie)合西(xi)北區(qu)域電力發(fa)展(zhan)(zhan)和經(jing)濟(ji)社(she)會發(fa)展(zhan)(zhan)實際(ji),經(jing)過(guo)深入研(yan)究(jiu)和分析,我們提出要(yao)以“十(shi)個注重”為引領,來(lai)做好西(xi)北區(qu)域的(de)“十(shi)四五(wu)(wu)”電力規劃(hua)(hua)工作的(de)建議(yi),以期為“十(shi)四五(wu)(wu)”電力規劃(hua)(hua)編制提供決策參考(kao)。
一是注重(zhong)對“十(shi)三(san)(san)五(wu)”電(dian)(dian)力規劃執(zhi)行情(qing)況的總(zong)結。“十(shi)三(san)(san)五(wu)”期間,西(xi)北區域電(dian)(dian)力行業發展取(qu)得了巨大成績,規劃執(zhi)行情(qing)況總(zong)體良好,但面臨的問題還不少,矛盾也逐步(bu)凸顯(xian)(xian)。例如(ru),新能(neng)源消納能(neng)力不足(zu)、部分省(sheng)區棄電(dian)(dian)問題突出;煤電(dian)(dian)發電(dian)(dian)利(li)(li)用小時(shi)數下降明顯(xian)(xian),行業總(zong)體虧損嚴重(zhong);特高壓直流(liu)通道利(li)(li)用率較低、電(dian)(dian)網尤其是低壓電(dian)(dian)網存在薄弱環節等問題。
“十四(si)五”是我國能源(yuan)發(fa)展(zhan)由(you)規模(mo)速度型(xing)粗放增(zeng)長向質量效(xiao)率型(xing)集約增(zeng)長轉(zhuan)變的(de)(de)重要(yao)時(shi)期,西(xi)北區(qu)域(yu)電(dian)(dian)(dian)力行業發(fa)展(zhan)也應從(cong)單(dan)純的(de)(de)規模(mo)增(zeng)長向高質量高效(xiao)率轉(zhuan)變。在(zai)研究編(bian)制西(xi)北區(qu)域(yu)“十四(si)五”電(dian)(dian)(dian)力規劃(hua)時(shi),要(yao)認真總結“十三(san)五”規劃(hua)執(zhi)行情況的(de)(de)經驗教訓,歸納“十三(san)五”電(dian)(dian)(dian)力發(fa)展(zhan)的(de)(de)亮點,分析面臨(lin)的(de)(de)問(wen)題和(he)短板,并挖掘(jue)問(wen)題產生的(de)(de)深層次原因(yin),從(cong)而(er)揚(yang)長避(bi)短,有(you)針(zhen)對性(xing)的(de)(de)、高質量的(de)(de)編(bian)制“十四(si)五”規劃(hua),切(qie)實(shi)發(fa)揮(hui)規劃(hua)對電(dian)(dian)(dian)力發(fa)展(zhan)的(de)(de)統領作用。
二是注重(zhong)對(dui)“十四(si)五(wu)”電(dian)(dian)力(li)需求的(de)(de)預測。電(dian)(dian)力(li)需求預測是電(dian)(dian)力(li)規劃的(de)(de)主要(yao)依據之一(yi),電(dian)(dian)力(li)需求預測的(de)(de)總量(liang)直(zhi)接決定了“十四(si)五(wu)”期間電(dian)(dian)源、電(dian)(dian)網發(fa)展(zhan)規模的(de)(de)總量(liang)。“十三五(wu)”后期我(wo)國經濟(ji)(ji)(ji)發(fa)展(zhan)進入新(xin)常態(tai),經濟(ji)(ji)(ji)增速(su)減(jian)緩。傳統(tong)高(gao)耗能行業(ye)產能過(guo)剩、增長乏力(li),產業(ye)結構轉型升級提(ti)速(su)。全球疫情和(he)(he)世(shi)界經濟(ji)(ji)(ji)形勢依然復雜嚴峻(jun),對(dui)我(wo)國經濟(ji)(ji)(ji)發(fa)展(zhan)的(de)(de)沖擊和(he)(he)影(ying)響還在不斷顯(xian)現(xian),也對(dui)電(dian)(dian)力(li)需求增長帶來挑(tiao)戰。但總體而言(yan),我(wo)國經濟(ji)(ji)(ji)穩中向好(hao)、長期向好(hao)的(de)(de)大趨勢不會改變(bian),社(she)會經濟(ji)(ji)(ji)發(fa)展(zhan)、人民(min)生(sheng)活水平的(de)(de)持續提(ti)高(gao)對(dui)用電(dian)(dian)量(liang)增長的(de)(de)剛(gang)性(xing)需求不會改變(bian)。
因(yin)此,西北(bei)區域“十四五”規劃應注重對電(dian)力(li)(li)需(xu)求(qiu)的(de)預測。應綜合新冠肺(fei)炎、復(fu)工復(fu)產、經(jing)(jing)濟(ji)復(fu)蘇、國(guo)際形勢變(bian)化(hua)、產業(ye)政(zheng)策等(deng)多(duo)種因(yin)素(su),采取科學合理的(de)方法對西北(bei)各(ge)省區電(dian)力(li)(li)需(xu)求(qiu)進行(xing)(xing)(xing)科學研(yan)判(pan)預測,認真分析(xi)各(ge)行(xing)(xing)(xing)各(ge)業(ye)對于(yu)用(yong)能(neng)、用(yong)電(dian)需(xu)求(qiu)的(de)變(bian)化(hua),立足經(jing)(jing)濟(ji)社會發展實(shi)際,實(shi)事求(qiu)是、遵循規律,著(zhu)眼長(chang)遠、統籌兼顧,在合理預測用(yong)能(neng)、用(yong)電(dian)需(xu)求(qiu)的(de)基礎上進行(xing)(xing)(xing)電(dian)力(li)(li)規劃;保證電(dian)力(li)(li)發展既(ji)滿足國(guo)民(min)經(jing)(jing)濟(ji)和社會發展的(de)要(yao)求(qiu),又(you)實(shi)現電(dian)力(li)(li)工業(ye)高(gao)質量(liang)可(ke)持續(xu)發展的(de)要(yao)求(qiu)。
三是(shi)注重電(dian)(dian)(dian)(dian)(dian)力(li)體制(zhi)改(gai)革(ge)尤其(qi)是(shi)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)政(zheng)策(ce)對電(dian)(dian)(dian)(dian)(dian)力(li)規劃的影(ying)響與制(zhi)約。“十三五”期間,隨(sui)著(zhu)電(dian)(dian)(dian)(dian)(dian)力(li)體制(zhi)改(gai)革(ge)的穩步推進(jin)(jin),市場化(hua)電(dian)(dian)(dian)(dian)(dian)量占(zhan)比不(bu)(bu)斷提高,市場在(zai)電(dian)(dian)(dian)(dian)(dian)力(li)資(zi)源配置中的決定性作(zuo)用(yong)逐步顯現。電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)改(gai)革(ge)也在(zai)不(bu)(bu)斷推進(jin)(jin),電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)政(zheng)策(ce)在(zai)不(bu)(bu)斷完善(shan)。比如近日(ri)國家發(fa)(fa)改(gai)委印發(fa)(fa)了(le)《關于核定2020-2022年(nian)省(sheng)級(ji)電(dian)(dian)(dian)(dian)(dian)網輸(shu)(shu)配電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)的通知》,標志(zhi)著(zhu)我國輸(shu)(shu)配電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)政(zheng)策(ce)基本完善(shan),在(zai)諸(zhu)多方面取得了(le)重要突破,表現為“一(yi)個(ge)全(quan)面,三個(ge)首次(ci)”,即全(quan)面完善(shan)了(le)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)規則,規范了(le)定價(jia)(jia)(jia)程序(xu),實現了(le)嚴格(ge)(ge)按機制(zhi)定價(jia)(jia)(jia);首次(ci)實現了(le)對所有(you)省(sheng)級(ji)電(dian)(dian)(dian)(dian)(dian)網和(he)區域電(dian)(dian)(dian)(dian)(dian)網輸(shu)(shu)配電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)核定的一(yi)次(ci)性全(quan)覆蓋,首次(ci)核定了(le)分電(dian)(dian)(dian)(dian)(dian)壓等級(ji)理論輸(shu)(shu)配電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia),首次(ci)將“網對網”外送(song)輸(shu)(shu)電(dian)(dian)(dian)(dian)(dian)價(jia)(jia)(jia)格(ge)(ge)納(na)入省(sheng)級(ji)電(dian)(dian)(dian)(dian)(dian)網核價(jia)(jia)(jia)。上述政(zheng)策(ce)將有(you)力(li)促進(jin)(jin)電(dian)(dian)(dian)(dian)(dian)力(li)資(zi)源在(zai)更大范圍內優化(hua)配置。
“十(shi)四五”電(dian)(dian)(dian)力規劃(hua)應注重對(dui)新一輪(lun)電(dian)(dian)(dian)力體制(zhi)改革(ge)的研究(jiu)分析,規劃(hua)制(zhi)定要充分考慮電(dian)(dian)(dian)力體制(zhi)改革(ge)的目(mu)標(biao)任務(wu)。要認真研究(jiu)關注電(dian)(dian)(dian)價(jia)改革(ge)和電(dian)(dian)(dian)價(jia)政策對(dui)電(dian)(dian)(dian)力投資(zi)(zi)、結構調整、企業經營、電(dian)(dian)(dian)力消費等(deng)重大影響,充分發揮(hui)各(ge)類電(dian)(dian)(dian)價(jia)政策對(dui)產業發展及電(dian)(dian)(dian)力投資(zi)(zi)引導作用(yong),實(shi)現用(yong)價(jia)格信號更(geng)好地促進資(zi)(zi)源的優(you)化配置和高效利(li)用(yong)。
四(si)是(shi)注(zhu)重(zhong)發揮電(dian)力(li)(li)規劃(hua)對(dui)電(dian)力(li)(li)投資(zi)布局(ju)的(de)引領作用。電(dian)力(li)(li)工(gong)(gong)業(ye)(ye)是(shi)國民經濟的(de)重(zhong)要基礎產(chan)業(ye)(ye),屬(shu)于資(zi)金密集(ji)型行業(ye)(ye),具有(you)投資(zi)大(da)、產(chan)業(ye)(ye)鏈長、帶動能(neng)力(li)(li)強的(de)特點。電(dian)力(li)(li)規劃(hua)是(shi)電(dian)力(li)(li)工(gong)(gong)業(ye)(ye)發展的(de)行動綱領,也是(shi)布局(ju)重(zhong)大(da)電(dian)力(li)(li)項目(mu)的(de)依據。制定有(you)全局(ju)性、前(qian)瞻(zhan)性、指(zhi)導性的(de)電(dian)力(li)(li)規劃(hua),對(dui)促進電(dian)力(li)(li)及相(xiang)關行業(ye)(ye)各環節協調發展,引導電(dian)力(li)(li)投資(zi)合(he)理(li)布局(ju)具有(you)重(zhong)大(da)意義。
西(xi)北區域能(neng)源(yuan)資源(yuan)富集,但(dan)經濟(ji)(ji)欠(qian)發(fa)(fa)達,布(bu)局上不盡(jin)合(he)理,用電(dian)(dian)結(jie)構單一,因此“十(shi)四五”電(dian)(dian)力規(gui)劃中(zhong)應注重電(dian)(dian)力規(gui)劃對電(dian)(dian)力投資布(bu)局的引(yin)領和(he)指(zhi)導作用,鞏(gong)固成果,補齊短板。例如,引(yin)導能(neng)源(yuan)轉型(xing)和(he)高(gao)質量發(fa)(fa)展,減少(shao)化石能(neng)源(yuan)消費占比;引(yin)導能(neng)源(yuan)綜合(he)利用,高(gao)效綠色;引(yin)導多種能(neng)源(yuan)協調發(fa)(fa)展、優勢互補;引(yin)導薄(bo)弱的配電(dian)(dian)網加快發(fa)(fa)展,引(yin)導電(dian)(dian)力投資在(zai)布(bu)局上對西(xi)北革命老區以及深(shen)度貧困地(di)區的適(shi)當傾斜,進(jin)而帶動整個區域經濟(ji)(ji)發(fa)(fa)展等。
五是(shi)注重(zhong)電(dian)力規劃安(an)全(quan)性(xing)與(yu)經濟(ji)(ji)性(xing)的(de)(de)協(xie)調統(tong)一。電(dian)力是(shi)國民(min)經濟(ji)(ji)和社會發展的(de)(de)重(zhong)要物質基礎,確保電(dian)力的(de)(de)安(an)全(quan)穩定有序供(gong)應一直是(shi)電(dian)力規劃的(de)(de)基本原則和目標。隨著能(neng)源市(shi)場化改革的(de)(de)不斷深入(ru),經濟(ji)(ji)利益也是(shi)各市(shi)場參(can)與(yu)方所追求的(de)(de)重(zhong)要目標之一,經濟(ji)(ji)性(xing)和安(an)全(quan)性(xing)不再表(biao)現為(wei)兩(liang)個獨立的(de)(de)甚(shen)至是(shi)對立的(de)(de)指(zhi)標,而是(shi)成為(wei)互相依存密切聯系(xi)的(de)(de)統(tong)一體。
“十(shi)四五”電(dian)力(li)規劃(hua)要(yao)(yao)高(gao)度(du)(du)重(zhong)視電(dian)力(li)的安全和(he)(he)保(bao)(bao)障,但也要(yao)(yao)注重(zhong)經濟(ji)性(xing)評(ping)價和(he)(he)分(fen)析,不能(neng)顧此失彼,偏(pian)重(zhong)一面。一方(fang)面應(ying)注重(zhong)能(neng)源(yuan)(yuan)安全新戰略要(yao)(yao)求(qiu)下(xia)的電(dian)力(li)安全保(bao)(bao)障體系(xi)建設(she),注重(zhong)提(ti)高(gao)電(dian)力(li)安全保(bao)(bao)障能(neng)力(li),確保(bao)(bao)電(dian)力(li)系(xi)統安全、穩定運行。另一方(fang)面應(ying)充分(fen)考(kao)慮能(neng)源(yuan)(yuan)經濟(ji)性(xing),避(bi)免(mian)電(dian)力(li)的過度(du)(du)重(zhong)復投(tou)資、加大成本,實施高(gao)質量發(fa)展要(yao)(yao)求(qiu)下(xia)的電(dian)力(li)工業(ye)效率提(ti)升,實現電(dian)力(li)工業(ye)高(gao)效發(fa)展。例(li)如(ru)配(pei)電(dian)網的規劃(hua),在(zai)安全性(xing)要(yao)(yao)求(qiu)高(gao)的地區,如(ru)大型城市、人口密(mi)集區,規劃(hua)應(ying)優(you)先保(bao)(bao)障安全性(xing);在(zai)偏(pian)遠的郊區和(he)(he)人口稀少處,對(dui)安全的要(yao)(yao)求(qiu)會降低,更多需要(yao)(yao)考(kao)慮到效率和(he)(he)經濟(ji)性(xing)。
六是注重(zhong)發揮區(qu)域(yu)電力行(xing)業整體優勢,發揮區(qu)域(yu)交易機(ji)制作用。西(xi)(xi)北區(qu)域(yu)資(zi)源豐(feng)富,各省區(qu)特(te)征明(ming)顯,互補性強。煤電、風電、光伏、水電、光熱品種齊(qi)全,電價(jia)水平競爭(zheng)能力強。陜西(xi)(xi)、新疆(jiang)煤電外送(song)潛力大,新疆(jiang)、甘肅及(ji)青海風光電外送(song)潛力大。西(xi)(xi)北各省在西(xi)(xi)電東送(song)中互補特(te)性較為明(ming)顯。
“十四五”規(gui)劃要注重(zhong)發揮(hui)西(xi)北區(qu)域(yu)資(zi)源(yuan)(yuan)整(zheng)體優勢(shi),貫徹習總(zong)書記提出的(de)黃河流域(yu)高質量發展國家戰(zhan)略,不(bu)斷擴大(da)西(xi)電(dian)(dian)(dian)東送規(gui)模,促(cu)進西(xi)北地(di)區(qu)能源(yuan)(yuan)資(zi)源(yuan)(yuan)在全國范圍內(nei)的(de)優化配(pei)置。同時(shi)要注重(zhong)加強區(qu)域(yu)交易機制(zhi)政策研究,打(da)破省(sheng)間壁壘、同時(shi)加強電(dian)(dian)(dian)網建設力(li)度,解(jie)決(jue)局部電(dian)(dian)(dian)網送電(dian)(dian)(dian)能力(li)限(xian)制(zhi)及(ji)跨省(sheng)區(qu)聯(lian)絡線送電(dian)(dian)(dian)能力(li)限(xian)制(zhi)等(deng)原因,緩解(jie)區(qu)域(yu)內(nei)各(ge)省(sheng)區(qu)因消(xiao)納能力(li)不(bu)足、調峰(feng)資(zi)源(yuan)(yuan)有限(xian)等(deng)導致的(de)新能源(yuan)(yuan)棄(qi)電(dian)(dian)(dian)問題。
七是注重(zhong)利(li)用(yong)區(qu)(qu)域內(nei)新(xin)(xin)能(neng)(neng)源(yuan)發電互補(bu)特性(xing)促進(jin)新(xin)(xin)能(neng)(neng)源(yuan)消(xiao)納(na)(na)(na)。西北(bei)區(qu)(qu)域幅員(yuan)遼(liao)闊,新(xin)(xin)能(neng)(neng)源(yuan)發電具有天然的(de)互補(bu)性(xing),充分(fen)利(li)用(yong)這一特點可進(jin)一步促進(jin)區(qu)(qu)域內(nei)新(xin)(xin)能(neng)(neng)源(yuan)消(xiao)納(na)(na)(na)。按(an)照95%的(de)新(xin)(xin)能(neng)(neng)源(yuan)利(li)用(yong)率(lv)測(ce)算(suan),西北(bei)五省(sheng)區(qu)(qu)互補(bu)消(xiao)納(na)(na)(na)與(yu)各省(sheng)區(qu)(qu)分(fen)別(bie)消(xiao)納(na)(na)(na)相(xiang)比,需要的(de)調(diao)峰容量(liang)全網可減少11%。按(an)照風(feng)(feng)電95%保證率(lv)參(can)(can)加(jia)電力(li)平衡(heng)測(ce)算(suan),五省(sheng)區(qu)(qu)互補(bu)消(xiao)納(na)(na)(na)與(yu)各省(sheng)區(qu)(qu)分(fen)別(bie)消(xiao)納(na)(na)(na)相(xiang)比,全網將增加(jia)5%的(de)風(feng)(feng)電裝機參(can)(can)與(yu)電力(li)平衡(heng),進(jin)一步提高了新(xin)(xin)能(neng)(neng)源(yuan)的(de)利(li)用(yong)率(lv)。因此,在(zai)研究制定(ding)西北(bei)區(qu)(qu)域“十四五”電力(li)規劃時,要充分(fen)考慮區(qu)(qu)域內(nei)不同省(sheng)區(qu)(qu)新(xin)(xin)能(neng)(neng)源(yuan)互補(bu)消(xiao)納(na)(na)(na)的(de)特點作用(yong),最(zui)大程度地促進(jin)新(xin)(xin)能(neng)(neng)源(yuan)消(xiao)納(na)(na)(na)。
八是(shi)注重煤電(dian)(dian)(dian)行業(ye)高質量(liang)發展(zhan),促進煤電(dian)(dian)(dian)與(yu)化工深度(du)耦(ou)合。西北區域煤電(dian)(dian)(dian)資源(yuan)豐富,是(shi)保障電(dian)(dian)(dian)力供應最為經濟可行的(de)(de)電(dian)(dian)(dian)源(yuan)。同時西北電(dian)(dian)(dian)網作(zuo)為送出型(xing)電(dian)(dian)(dian)網,煤電(dian)(dian)(dian)在(zai)對電(dian)(dian)(dian)網頻率(lv)、電(dian)(dian)(dian)壓(ya)支撐方面的(de)(de)作(zuo)用難以替代,因(yin)此“十(shi)四五”期間,煤電(dian)(dian)(dian)仍將是(shi)西北地區電(dian)(dian)(dian)力供應保障的(de)(de)基礎性電(dian)(dian)(dian)源(yuan),將繼續發揮電(dian)(dian)(dian)力安(an)全保障“壓(ya)艙石”的(de)(de)作(zuo)用,但(dan)目前煤電(dian)(dian)(dian)行業(ye)虧損(sun)較為普遍,影(ying)響后續煤電(dian)(dian)(dian)的(de)(de)平(ping)穩發展(zhan)。
“十四五(wu)”規劃應多措并舉,解決“十三五(wu)”期間煤電(dian)(dian)(dian)(dian)企業(ye)虧損(sun)嚴重,發展動(dong)力不足問題,完(wan)善煤電(dian)(dian)(dian)(dian)上網電(dian)(dian)(dian)(dian)價形成機(ji)制,緩(huan)解煤電(dian)(dian)(dian)(dian)經(jing)營壓(ya)力;同(tong)(tong)時(shi)盡量減(jian)少(shao)新(xin)增(zeng)煤電(dian)(dian)(dian)(dian),在有序(xu)發展增(zeng)量的(de)同(tong)(tong)時(shi),著力實(shi)現存量機(ji)組的(de)優(you)化(hua)(hua)升級(ji),推動(dong)靈(ling)活、低碳和高(gao)(gao)效(xiao)發展,促進(jin)電(dian)(dian)(dian)(dian)煤行業(ye)的(de)可持續發展。要(yao)注重煤電(dian)(dian)(dian)(dian)與化(hua)(hua)工深度耦合(he)及能效(xiao)提升,結合(he)綜(zong)合(he)能源(yuan)基(ji)地建設及節能減(jian)排(pai)改造(zao),鼓(gu)勵煤電(dian)(dian)(dian)(dian)與煤炭分級(ji)利用、煤電(dian)(dian)(dian)(dian)與化(hua)(hua)工深度耦合(he)發展,鼓(gu)勵煤電(dian)(dian)(dian)(dian)采用新(xin)技術(shu)進(jin)一(yi)步提高(gao)(gao)能效(xiao)、提高(gao)(gao)發電(dian)(dian)(dian)(dian)靈(ling)活性(xing)、減(jian)少(shao)污染(ran)物及溫室(shi)氣體(ti)的(de)排(pai)放(fang)。
九是注重提升區域內電網調峰能力建設。西北地區調峰能力提升主要通過建設水電、抽水蓄能電站、光熱電站、儲能及火電靈活性改造來實現。但受生態環保、投資、經濟效益、缺乏盈利模式等因素的影響,“十三五”西北區域水電建設進展緩慢,火電靈活性改造不及預期,光熱發展后繼乏力,抽水蓄能及電化學儲能電站缺乏盈利模式。
“十四五”規劃要注重提升調峰能力建設,通過加大水電開發力度,制定措施激勵火電靈活性改造,保持光熱電站上網電價政策的延續性,以市場化(hua)價格(ge)機制激勵儲能電(dian)站建(jian)設,完善輔助服務市場等措施,提升西北電(dian)網調(diao)峰(feng)能力。
十(shi)是(shi)注重電(dian)(dian)力規(gui)(gui)劃(hua)(hua)(hua)的統(tong)籌(chou)作用,加強規(gui)(gui)劃(hua)(hua)(hua)執行監管(guan)(guan)。《電(dian)(dian)力規(gui)(gui)劃(hua)(hua)(hua)管(guan)(guan)理辦法》提出“電(dian)(dian)力規(gui)(gui)劃(hua)(hua)(hua)應在(zai)能(neng)源(yuan)發(fa)(fa)展總(zong)體規(gui)(gui)劃(hua)(hua)(hua)框架下,統(tong)籌(chou)水電(dian)(dian)、煤電(dian)(dian)、氣電(dian)(dian)、核電(dian)(dian)、新能(neng)源(yuan)發(fa)(fa)電(dian)(dian)以及(ji)輸配(pei)電(dian)(dian)網等規(gui)(gui)劃(hua)(hua)(hua),支持非(fei)化石能(neng)源(yuan)優(you)先(xian)利用和分布式能(neng)源(yuan)發(fa)(fa)展”。但目(mu)前(qian)電(dian)(dian)力規(gui)(gui)劃(hua)(hua)(hua)與(yu)新能(neng)源(yuan)、水電(dian)(dian)等電(dian)(dian)源(yuan)規(gui)(gui)劃(hua)(hua)(hua)由不(bu)同(tong)主管(guan)(guan)部(bu)門分別委托,同(tong)步進行編制,電(dian)(dian)力規(gui)(gui)劃(hua)(hua)(hua)對各類電(dian)(dian)源(yuan)專(zhuan)項(xiang)(xiang)規(gui)(gui)劃(hua)(hua)(hua)的統(tong)籌(chou)作用未(wei)能(neng)有效(xiao)發(fa)(fa)揮。同(tong)時,受環(huan)保、資金、經濟性(xing)及(ji)監管(guan)(guan)不(bu)到位等多(duo)種因素的影響,西北區域“十(shi)三五”規(gui)(gui)劃(hua)(hua)(hua)執行未(wei)能(neng)完全到位,部(bu)分重點項(xiang)(xiang)目(mu)未(wei)能(neng)如期完成(cheng)。
“十(shi)四五”規(gui)(gui)劃(hua)(hua)要注重完善(shan)規(gui)(gui)劃(hua)(hua)編(bian)制機制,突出(chu)電(dian)(dian)力(li)規(gui)(gui)劃(hua)(hua)對新能源等電(dian)(dian)源專項(xiang)規(gui)(gui)劃(hua)(hua)的統籌指導作用(yong)。同時強化對電(dian)(dian)力(li)規(gui)(gui)劃(hua)(hua)執(zhi)行(xing)情況(kuang)的監管,加(jia)強對地方能源主管部(bu)門和(he)電(dian)(dian)力(li)企業執(zhi)行(xing)和(he)落實國家規(gui)(gui)劃(hua)(hua)情況(kuang)的監管,適時將(jiang)執(zhi)行(xing)情況(kuang)和(he)存在(zai)問題向社會公布,督促電(dian)(dian)力(li)規(gui)(gui)劃(hua)(hua)的嚴格執(zhi)行(xing),維護(hu)規(gui)(gui)劃(hua)(hua)的強制性(xing)和(he)嚴肅性(xing)。
